e e e e e e say goodbye all the order Mr gu yes good evening everybody Welcome to the board of ed meeting scheduled for Thursday March 21st if you'd please rise for the flag salute IED Ali to the flag of the United States of America to stand naice in accordance with the requirements of the open public meeting act I would like to announce that the New Jersey open public meeting law was enacted to ensure the right of the public to have advanced notice of and to attend the meeting of bodies at which any business affecting their interests is discussed or acted upon notices announcing the date time and place for this meeting were sent to All concerned individuals associations and sent to Union County local Source in accordance with chapter 231 of public law 1975 and just one brief announcement before the roll call under presentations this evening presentation B uh is not going to be done this evening however it is being replaced with a brand new teacher feature which we are looking forward to so that being said for roll Miss Stanton Miss Kelly is absent Miss ER Mr cologne Miss con vice president Justice president Cho here you have a quarum up we start with the presentation we shall board would like to take a seat in the audience all right good evening our first presentation tonight is our student safety data system report some of you may recall that we do this report twice a year we report out um incidences of suspension violence vandalism harassment intimidation and bullying cases um every school in New Jersey is required to do this twice a year this is reporting period one which is um from the dates of September 1st through December 31st you can see here the categories violence vandalism substance and other incidents leading to removal and some of the subcategories that make up those boxes um anytime an incident occurs in any of our schools we're required to fill out paperwork and submit it to the state and then report publicly on those incidents so you can see here violence is an assault a fight kidnapping robbery sexual assault threat criminal threat simple weapons vandalism we have uh false public alarm theft computer trespass arson damage to property and trespass and we all know what substance is why did we do that there we go so our data looks like this pretty good this uh reporting period we did have one simple threat simple threat is verbal um it's it's not threatening threatening a criminal act it's a just a verbal threat we did have 11 incidences of suspension removal for mostly code of conduct violations which would be you know language and subordination and the like and we did have a number of substance abuse cases confirmed possession or suspected abuse that's when they refuse to take the exam um according to policy to see if they're positive or not for a substance um numbers are okay this reporting period have seen an increase in the last number of years with the decriminalization of marijuana and the increased accessibility for Vapes um so we're not alone in some of the numbers that we present here in Summit in addition to this data that we must report out um there's a large portion of harassment intimidation and bullying information and data that we have to share with the board and the public and for that I'm going to turn it over to our anti-bullying coordinator Dr Crystal M so bad good evening um so as superintendent have said we report this out twice a year once every reporting period uh regarding the HIV we have to report out the total number of hip cases that are investigated and affirmed within the reporting period the name of all of the individuals that are investigators which are anti-bullying Specialists the nature of the Hib policy violations discipline and remedial measures as well as trainings and programs here you'll see the list of our anti-bullying Specialists um note that there's one for every school um mostly it at the elementary level it is our school counselors and then at the middle and high school uh we also add our assistant principles as well and our sacks here you'll see for this reporting period um all of the investigations and violations the First Column are our un founded investigations this means that there was a policy violation that was alleged but after investigation was uh not confirmed the second column you will see all of the founded HIV violations that are alleged and confirmed through our investigative process and then the third column you'll see instances of preliminary determination this is something new that we report on uh beginning this year and so this means that there was a claim that could fall under the Hib umbrella um however the principal in coordination with the superintendent made the determination that it did not fall under the umbrella and then was to be investigated under code of conduct you'll see that for our district total we had 27 unfounded investigations 24 founded violations and seven instances of preliminary determination the nature of the Hib um and Remediation discipline um the nature spans mostly in our protected categories race ethnic origin gender identity and expression ancestry disability appearance color religion and sexual orientation remediation and discipline um Can stem anywhere from parent contact to student conferences restorative practices are in place at all of our schools Support Services counseling referrals for treatment or therapy and then also it can include denial of privileges lunch detention detention and suspension when necessary these are the training and programs that we have in place throughout the year um across all of our schools we have a districtwide professional development on anti-bullying Bill of Rights and District policy annually we host restorative practices at all of our schools at nurtured heart a week of respect culturally responsive practices um many lessons our advisory our Thrive lessons executive functioning training seal meeting time self um excuse me the high school self-care Fair Consortium community events and additional classroom lessons that exist and um this obviously isn't an exhaustive list but is a good representation of some of the things that we do um proactively within our schools to combat um HIV policy violations all right thank you very much any questions all right all right okay thank you very much all right we are excited to share another example of our teacher feature a little bit about the history of our teacher feature a few years ago human resources department created a teacher feature videos which is now a collaborative effort with our Communications officer Miss Loren Dickinson the purpose of these videos is to highlight excellent practices to allow the community to get to know some of the talented Educators in our district and to continue to recruit and encourage skilled Educators to join our team to gather recommendations of who should be featured we call upon our principles and supervisors and make an effort to look across different schools grade levels and content areas for this teacher feature science supervisor Tom odow recommended Miss Jen Ren psychology teacher at Summit High School not only is Miss Ren a product of summit Public Schools but her children are also current students in the district she was the inspiration and continues to be the only teacher of the psychology class she is an Innovative teacher who has worked hard to develop the course which has become the most successful of any new AP class introduced in the last 10 years at Summit High School based on enrollment numbers we are proud to share our latest teacher feature on Miss Jen Ren psychology is just fun and it's just so relevant to we're doing the olypics just kind of like use different senses activities my name is JN Ren and I teach all psychology classes I teach AP and reg psychology Miss I love because she makes classes really like interactive and fun it's not like we're like learning out of the textbook or doing worksheets every day she has like models and she like does stuff for us like demonstrations like she really likes like visual representation which like fixes me a lot more too which I really like we don't really use like text po or stuff like that we'll do that like on our own but she more just like shows like examples and like she's more like a visual person really love it because it applies to their daily lives all the time and they can find connections between literally everything so it's great in that way and get to do fun things and we get to do activities and demonstrations and I get to see the look on the sometimes oh my god wow that's really cool feel like I want to move it but consistent that was really close I grew up here um I never thought I was G to stay um I was that kid that was like okay go to Colorado that's where I went to college like I'm leaving and then I made my back five years later and said you know actually not that bad and so I started teaching here and I was I actually really like it now and then as time went on I realized this is where about my kids to to and so able to be in Sumit and stay in Summit we right no Nots like it oh wow I think Summit teachers in general um really just have a pride for the school and and for Learning and they really care I think that's a really big thing is that the teachers here really truly care about the students and I mean I think you know even in my department but in different um committees and stuff that I'm on it really is just groups of teachers that want to do what's best for the kids whatever that is and go above and beyond and find out what is the best way to to get through to them to help them help them succeed I move like this whole entire Topic in general spoken about it's just like interesting like get to know more stuff like I've heard from like seniors in the past that like it's the like most fun class that's offered and like personally I'm not very strong in science stuff like biology and chemistry so I was a little nervous to take another science but psychology I feel like is a lot different and it's a lot more interactive and it kind of clicks with me more and I'm really happy I K I do feel grateful that those kids are talking so highly about us because telling his siblings and friends and so feel nice I just think it's a really special class and like really sentimental because we're all seniors and Miss Ren is just really a good teacher to have with it because she makes like a really like welcome Community I just think it's a great way to like end our high school careers and really tied into this community so many ways it's like between teaching growing up here my children being here it's like I know a lot of people a lot of connections and I really like being able to have all those aspects this is not just the deck of cards this is a collection of 54 okay in closing before we continue the meeting I want to thank Miss Jen Ren for volunteering uh to be part of this teacher feature and I really want to thank Miss Loren Dickinson our communication officer she puts a lot of effort and and care and passion and love into her projects and she's very very talented we're lucky to have her so thank you la the board would like to yeah a great way to start the meeting so good evening and Welcome to our March school board meeting March is our annual budget approval time and the 2425 school year budget was presented to the board of school estimate earlier this month and collectively the school board and the board of school estimate will be meeting tomorrow at 1M for final approval those meetings will be live streamed and The Bu and the budget presentation is available on our district website for my comments this month I'm excited to share the learning opportunities our teachers have created that are connected to a real life event happening soon before our eyes aligned with the district team goal I'll be sharing an overview of the engaging activities and lessons our middle school students will be participating in an anticipation of the upcoming solar eclipse Slater for April 88th while New Jersey's died in the pth of totality there will still be over 90% coverage at the peak of the eclipse beginning on Monday April 1st at after spring break students will embark on an Interactive Learning Journey by crafting clim models to explore the phenomenal phenomenon of eclipses this Hands-On activity will allow them to visually grasp the alignment of the Sun Moon and Earth leading to a deeper understanding of solar and lunar eclipses continuing on Tuesday and Wednesday April 2nd and 3rd students will be creating an eclipse passport this passport serves as a comprehensive Guide to the myths and Legend surrounding eclipses from various cultures around the world through research and creativity students will dive into different beliefs and narratives in an effort to broaden their cultural awareness and appreciation on Friday April 5th 8th grade science students will take on the role of Educators by teaching their peers in sixth and seventh grade science classes about eclipses this peer-to-peer learning approach not only reinforces the knowledge of the eighth graders but also provides an opportunity for younger students to learn from their older peers fostering collaboration and Leadership skills finally on Monday April 8th every Middle School student and staff member will see a pair of solar eclipse classes thanks to a grant from the summit Educational Foundation this will enable everyone to safely view the tot Sol total solar eclipse on Monday afternoon as Summit is in the path of 90% obscurity Additionally the SCF Grant provided the school with models to further enhance the lessons and activities about eclipses and moon phases ensuring a comprehensive educational experience for all involved in addition to the Middle School Washington Elementary School's PTO group purchased solar eclipse classes for all the students and staff some of high school also reive classes from an SCF grant for students in science classes and staff many of our schools have lessons about solar eclipses due to the timeliness and significance of this event in conclusion these activities and lessons have been thoughtfully crafted to inspire curiosity promote cultural understanding and Foster collaboration among our students we believe that these initiatives will leave a lasting impact on their academic month with read Across America week I want to thank our Li Librarians for scheduling and organizing guest speakers and special events at our schools like vocabulary parades potato character contests and having our high school peer leaders visit and read to our elementary students thank you to Mayor Fagan may members of The Summit Common Council as well as Summit police and fire departments for being guest readers at our schools this is a great opportunity for our schools to connect with the broader Summit Community I want to congratul our students and staff at the middle school and high school for putting on another year of incredible spring musicals the Middle School recently performed guys and gals and the high school theater Department presented anything goes both had vibrant and expressive dancing singing and acting that entertained the crowd our students on stage and behind the scenes are incredibly talented and it shows every year thank you to all the student staff and parent volunteers who make every show possible in other highlights the New York Jets hosted its inaugural High high school girls flag football media day representing 60 high schools in eight different conferences throughout New Jersey and New York The Summit High School girls flag football team was one of our teams to represent the big Central conference alongside Hillside North planfield and Westfield girls from all over the state of New Jersey and New York were able to express their Love of the Game of football in front of many different media Outlets this was an amazing experience for our athletes and our community at Summit High School the Middle School peer leaders and peer leader assistants attended a field trip where they have visited Wilson and Jefferson primary centers middle school students read the book One by Katherine otashi to kindergarten students these children's books send a powerful message to both the middle school students along with the elementary school students about being upstanders rather than bystanders our Summit High School speech and debate team placed second in speech sixth in debate and second in the overall sweep Stakes at the New Jersey championship tournament at 100 Central Regional High School this past weekend this coming weekend select members of the team will compete at the New Jersey District Tournament which will determine what three New Jersey competitors in speech and debate event will advance to the National Tournament in De Mo Iowa in June Jefferson Primary Center students enjoyed woman's History Month presentation students enjoyed learning about important females in history and how some of them began their passions at the same age they are which resonated with our Young Learners the circus came to Franklin element Elementary School and the performers were our fourth and fifth grade students each class chose a country to research and learn circus skills related to that country's culture they performed for our school and parent community at the end of their two-week artist in Residence program and finally at Lincoln hubard School they invested time over the past weeks to engage in a schoolwide theme of words matter the celebration of words matter began during re Across America week as the entire School focused on vocabulary building and engagement with words familiar and unfamiliar we expanded our vocabulary with our inaugural Lincoln hover vocabulary Parade Where students and staff selected a word dressed in a manner to highlight that word and also participated in a schoolwide parade assembly where they learned definitions and celebrated diverse applications of vocabulary and that concludes my report for this month thank you superintendent huff and before we proceed we do need to thank you now we'll move on to our student board representative report Miss Epstein the floor is yours hi everyone I'm going to be starting off with like the usual the sports happenings um so recently the girls lacrosse team's first scrimmages are this weekend and next week and their first game is in April against Kemp place and a student named Molly Davy said that the girls have been practicing every day after school and looking forward to a great season as well the boys lacrosse team went on a retreat to Drew University where they strengthened their skills through numerous scrimmages against other determined teams the girls and boys track team will be hosting Summit realized an annual event where multiple teams attend a meet at tatlock field for the first week of April in the last few weeks of the winter season for the track team there were 12 Runners who competed in the new balance and Nike indoor national championships in Boston and New York City the girls placed 12th in the nation and the boy Runners placed top 25 nationally the girls flag football team has recently started practicing and their first few scrimmages are planned to happen over spring break as well as what has been happening in the school the nine and 10 dance happened recently and was a b big success students enjoyed a night of dancing and music which was super fun as well as a club highlight the nurturing Minds club which was created by Franchesca monserat students can communicate with other girls from the Sega School in Tanzania the members have recently written to their pen pal in Tanzania and plan to mail them out soon and lastly there was an Ava lunch with the unified club today where students had had lunch with each other in Room 205 and played fun games during lunch in the student council the student council plans to take a trip to Six Flags in May for their annual trip and a conference to possibly receive an award recognizing the commitment and time the club has given this year the spring dance with the unified Club is coming up in the Sumit High School cafeteria the student council is super excited to decorate and get involved to create a fun night for the students and longlasting memories and lastly there's a possibility of another pep rally coming up in late spring at the high school the last pep rally was a huge success and very fun for all students thanks for that are all the revisions we have this evening very good so now we will move on to our committee reports and we'll start with the education and Student Activities and services committee Miss Co thank you um the education and Student Activity service committee met on March 14th for about 50 minutes from 3:30 to 4:20 in attendance was myself president show Jennifer ER Dr Joseph Cordo director of curriculum instruction superintendent Huff Dr Chrystal lar director of student personal services and Karen Fone supervisor of I have to sorry for foron sorry foron supervisor of um fine and practical Performing Arts um so miss foron supervisor of fine and Performing practical Arts began by giving us an update um on all of the upcoming events in the school district among which um highlights were Guys and Dolls that the superintendent just brought up um which was presented March 15th and 16th at the middle school the district Arts Festival and music Masters recognition for 9th and 12th graders which will be held April 5th the 51st annual big band which is scheduled for April 13th The Summit High School Wind Ensemble and chamber or orchestra will be performing at Carnegie Hall on April 18th and April and May are filled with performances in our elementary schools it's a very busy uh couple of months um she also shared enroll enrollment Trends in band Orchestra and chorus in the district um she's compiled three years of data for grades four and five band and Orchestra participation and five years of data for band Orchestra and Chorus at the middle school in high school and she's reviewing this data in order to evaluate the district District's recruitment and retention plans in these areas now and moving forward um we've then moved on to the summit Wellness symposium the inaugural Summit Wellness Symposium is going to be held on April 10th this is a community event with babysitting provided for parents and there's going to be 15 breakout sessions with several offered in Spanish each presenter will um Target their topic towards Elementary parents in one breakout session and then middle and high school parents in the other and registration is underway I know some um some press has gone out on that and it can be found on the website as well um we then moved on to a RW of the ssds and Hib presentation that we just saw actually a few minutes ago um superintendent huff and Dr Dr Chris Lamar shared this with the committee um and um the data as was noted was from September 5th to December 31st 2023 we then went on to discuss the njsla and NJ GPA State assessments Dr Cordo gave an update um on on the state assessments these are required um by the state the NJ GPA will be held March 11th through 15th for grades 11 students only on Ela and math the njsla will be held April 29th through May 24th for ELA testing of grades 3 through n math testing of grades three high school algebra algebra 2 and geometry as needed and science Testing of grades 5 through eight and 11 um then we then moved on to discussing scop training Dr C Cordo and Dr Crystal Mah updated the committee on the sheltered instruction operations protocol training in the dris district this training helps support multilingual Learners in the classroom and the instructional practice strategies can be used to support every child in the district the district has now trained 56 56 staff and teachers the training started last year with the elementary schools this year the district has also trained staff at the middle school and high school the district will work this summer to put internal training in place through instructional coaches and administrators in order to continue training in the district and finally we discussed um The Summit educator recruitment Expo the school district will be holding a summit educator recruitment Expo in May um the purpose of this Expo is to invite candidates to the district with the opportunity to interview new graduates and interested Educators in order to recruit the best teachers to the summit School District the district has attended numerous job fairs this year and this recruitment Expo is another Avenue to ensure strong recruitment especially in some of the areas that are most challenging such as certification driven positions um so that was it for the committee meeting there are no recommendations at this time our next meeting is Thursday April 11th at 3 30 um are there any additions from committee members sorry any questions from the rest of the board all right I pass it back thank you Miss con moving on to the operations committee Mr cologne thank you president Cho uh the operations committee met on March 5th uh for 90 minutes in attendance from the board myself uh Kelly Stanton and Mita Justice and and from The District administration uh superintendent Huff Derek Jess and Kathy Sarno we began the the meeting with an update Financial update and then moved immediately into the 2425 budget uh which was the the meet of the meeting uh the business office confirmed to the committee that the financials and expenses for the current school year are in line with budget and once that was confirmed we moved on uh to discuss next year's budget uh which again was was the substance of the meeting uh we discussed and reviewed the proposed budget for the 24 and 25 school year uh the committee discussed in that conversation several key elements of the proposed budget including capital and Main maintenance Reserve funding facilities projects proposed new hires and several expensed line items most notably health care benefits after discussing the details and key components of the budget the committee reviewed the budget in totality including state aid which increased by 12% from 4735 491 million in 2324 to 5,341 n36 in 2425 unfortunately the increase in state aid was insufficient to offset uh many expense increases across uh most if not all the major line items within the budget um most notably salaries and employee benefits but also many other miscellaneous line items including Transportation classroom office supplies textbooks e textbooks technology tools tuition expenses for students outside the school district property Casualty Insurance and I could probably go on for another 20 minutes talking about the line items that uh that experienced inflationary increases um the staff salaries and employee benefits as previously noted were the drivers uh of the budget which collectively represent approximately 85% of the district's total expenses uh the um the budget uh came out to a year-over-year tax levy increase of 2.95 6% uh again with the understanding of of the details of the budget the committee unanimously supported the proposed budget with the shared understanding that it reflects very tight budgeting of discretionary expense items without impairing the educational resources and programming of our district which includes the ongoing investing in our future steam initiative uh as two of the four new hires within the budget are steam Educators for the Middle School uh and just a note to the board that my original minutes had three new hires there are four new hires the budget so make that point um it is also worth noting that although the proposed budget and related tax levy increase is above the 2% cap for New Jersey school districts this budget will not require the district to access banked cap because summit's budget in 2425 qualifies for two cap adjustments related to student enrollment and health care cost increases so after the the thorough review of the 2425 budget we moved on to to actually one component of that budget which is electric and gas procurement and the business office presented a planed change to the district's procurement of n procurement of natural gas and electricity The Proposal is to utilize educational data services for procument of these utilities who in turn would arrange a reverse auction with qualified natural gas and electricity suppliers for the district's supplier contracts this program is expected to result in utility expense savings going forward uh and if not savings then lower expenses uh than we would otherwise incur uh with the current method of purchasing uh gas and electricity uh we then touch briefly upon the Food Service uh p&l uh the districtwide food service for January the p&l was slightly positive bringing the year-to-date p&l to just above $150,000 the committee recommends uh for this meeting uh approval of uh the contract with educational data services for the procurement of electricity and natural gas for the district our next meeting will be held on April 10th and I think that covered it uh anything that I may have missed from committee members questions from the board okay President Joe back to you thank you Mr cologne moving on to our policy committee vice president Justice thank you president Cho the policy committee met Wednesday March 13th for 20 minutes uh committee members in attendance were myself Jennifer ER and Eileen Kelly administrative team members and attendance for Scott Huff Robert Gardella and Kathleen Murphy we discuss the following policies and regulations policy 1530 equal employment opportunities Revis policy 1530 revisions include code citations minor additional clarifying language and language cleanups regulation 1530 equal opportunity complaint procedure regulation 1530 revisions include language cleanups including pronouns addresses clarification on Whose Personnel F the report lives in change allowing a report of an unsatisfactory resolution to be submitted in a variety of ways verbally phone mail email Etc as opposed to just a WR report policy 1550 Equal Employment anti-discrimination Practices uh the revisions to policy 1550 include a title chain specifically the addition of the word practices and the updating of codes policy 1311 code of ethics the revisions to this policy 1311 include minor language cleanups and code citations at the end of the policy policy 5841 secret societies policy 5841 revisions include updated language to match code citations and minor language cleanups policy and regulation 7610 vandalism policy 7610 Provisions include reference to the mo MOA with law enforcement as well as several areas Rewritten such as responsibility for cost monetary restitution for graffiti limits on community service and removal of suspension of driving privileges revisions to regulations 7610 include language adjusted to speak more broadly to the law as opposed to spelling out specific thresholds on when law enforcement will be notified policy 9323 notification of juvenile offender case disposition revisions to policy 9323 include updates to the information that a principal May request from law enforcement and a requirement for law enforcement to send notice to schools at the time of a charge uh code cited that allows principles to share confidential information with necessary staff to maintain order and code citations have been cleaned up committee recommendations first reading of policy and regulation 1530 policies 1550 3211 5841 and 9323 regulation 1530 and policy and regulations 7610 second reading of policies and regulations 1240 and 2418 as well as policy 8600 the next meeting will take place Wednesday April 10th at 3:30 committee members have breakout sessions at the that are specifically in information has also been shared to local media including tap of the summit summit and Summit time as the event draws closer reminder Communications and social media post will be shared friendly reminder registration is requested that if you are planning to utilize the bitting services and will be participating in dinner if is required we encourage everyone to RSC help us accordingly for this fantastic we then discussed the staff social for the March a profile pie was completed on one of our staff members who is getting ESL certified you our internal offering with State EXC State this new offering is to help our stff develop and grow from within so this interview provided insight into her experience and provided information to staff who may be interested in the program moving forward to be Contin to offer a second piece was shared highlighting our fa dog emotional impact seeing on students and staff and the benefit of having students practiceing to the do from the technology department our student information system coordinator has been putting messages up on Genesis for the administration and teacher side of all Personnel who are recognized for both teacher and support staff this will continue until all recognized individuals have been shared viaa and the human resources recuitment department are our action plan is being PR recruitment efforts and while robella has been going through various recruitment Expos this Sumit will be hosting its own recruitment Expo and lcjs with may as Melanie report administrators will be present to prit and share what a wonderful place it is for it has been done previously in the past but is being brought Boran Dion has been working with Rob to update information materials and pamplets that are J or things like QR codes and direct access to application information will also assist in preparing promotional for our internal out there as well the communication survey preparations are underway for this year's survey the survey will be sent out to parents and staff by school allowing us to compile data on the 2022 2023 survey and the 2023 2024 surve this survey will be available in both English and Spanish and our meeting onil thank you miss sanon the negotiations and Personnel committees did not meet this month so we'll finish up with any
