few important reminders regarding conduct during our commission meetings please please ensure all electronic devices are turned off or set to silent mode to maintain the Integrity of our proceedings mutual respect is a foundation of productive discussions we ask that everyone remains silent and attentive when someone is addressing the commission clapping applauding heckling or any verbal Outburst either in support or opposition of the speaker are strictly prohibited any individual wishing to address the commission must fill out a public speaker card and submit it to the city clerk before the relevant item is announced each speaker is granted a maximum of 3 minutes should you exceed this time the chair will notify you to conclude your remarks speak directly to the agenda's points remain concise and avoid redundancy should an individual speak without the chair's permission or continue speaking after a warning they may be escorted out of the chambers it is essential to avoid making impertinent slanderous reir or becoming boisterous while addressing the commission such Behavior may lead to being barred from future commission appearances unless the majority of the commission change your mind you certainly don't have to speak um Mauricio uh can you speak to the uh additional information that's been added please so we have um some revision to the agenda tonight um some additional information was provided for item 7B which is an ordinance approving a lease agreement for the premises located at 18590 Collins Avenue for 10n which is a rental agreement for the property at 215 185th Street and the ordinance 7A has been revised uh the revision is just a minor typo of an amount that was reflected in the incorrect line item great thank you and those are all up in the in the back of the room perfect uh I just want to ALS one second please I just want to remind everyone when you are coming up to speak you address everything um through me through the chair you do not call out anyone's name um you do not address anyone on the commission you address us either as a body or everything just goes through me yes yes so the uh 7B that we received previously is it different than what we received tonight so what you what this is is um what you had received in your books didn't include the ordinance what was listed in the book was just the title as a placeholder now you're being provided with the ordinance itself and the actual agreement and the same is true for 10n so the agreement we didn't have previously to review uh you did not know okay Mary um the first item on the agenda is 7A which is an ordinance of the city Commission of the city of sanal Beach Florida amending ordinance number 2023 d606 approving amendment number ba 23242 to the city's operating Capital Improvement budget for the 2023 2024 fiscal year the general fund American Rescue act plan fund capital projects fund and storm water Capital fund authorizing the city manager to do all things necessary to implement the terms and conditions of this ordinance providing for an effective date Mr city manager mayor vice mayor members of the commission this is some of our standard budget amendments where we are allocating funds from assigned fund balance to expenditures towards the parks and wck master plan we're also re reallocating funds from capital projects and the general fund and then based on our Workshop discussion earlier uh we would be prior to the second reading of this ordinance we would be adding 50,000 from the fund balance in CCS events to our anniversary budget to meet the goals that we shared today great thank you do we have public speakers I no ma'am and before we continue I just needed to make a small correction um in the title um the only budget accounts that have been um affected by this amendment is the general fund and the capital project F so okay um members of the commission does anyone have any questions commissioner viscara vice mayor commission Joseph I have a question regarding the commissioner could you speak into the mate please yes regarding um it's not list on here but regarding the sister city br has there is that still alive that program and has there been any money expended in the past year we have not spent any money recording that zero I believe it's zero oops and is that still an existing program I believe I will have to double check and get the answer for you but I believe we um eliminated that from our budget but I want to double check okay and get back with you because that was what 40,000 I believe it was 50,000 40 or 50 in Prior years okay but all is that it well um like I said today in the workshop I don't agree with spending up to $750,000 H in the redesign of the Heritage Park for consulting services that takes time in obviously money so I'm not in favor of that I'm not in favor of adding $50,000 additional for the city anniversary um for barbecue or whatever purposes also 1.5 Millions for the Citywide Parks Improvement and we don't know exactly how they're going to be spent so I'm not in favor of this okay and mayor just I just got information we the sister program exists but we the city of sel's Beach Florida approving a lease agreement between the city of sel's Beach and laaya Beach Associates LLC for the lease premises located at 18590 Collins Avenue Sunny 's Beach Florida providing for cability providing for an effective date C city manager mayor vice mayor members of the commission this is the vacant lot that we've known as the roll lot and most of the undergrounding project has been completed so we are requesting to enter into an agreement with laaya Beach Associates to utilize the lot for some sales Center and as part of our agreement it would be 5,000 a month until TCO and then it would be 10,000 a month it's a three and a half year agreement there would be a CPI with a maximum of 4% increase every year there would also be Landscaping a new fence and irrigation installed on the property do we have any public speakers no ma'am um Mr sson do you have any question you just give us a little clarification if it's going to affect the the operations of the spot for the teenagers it will not okay thank you commiss Joseph no questions light mayor no question commissioner mcar um I just it's not a question the the land is not being used in any other way so if we can make money off of it why not and plus I know it's needed I just don't like getting paperwor like right before the meeting I haven't had the opportunity to really go over it that way I would but I I do trust the quality of your work but I would appreciate not getting a contract 20 minutes before the meeting I have to second that but I'm I'm I'm good with it it's it's a good use of the limit I don't see the reason for not receiving it earlier we well this is an ordinance so we we would have a second reading if there's any issues with the contract that you provided why go through the of course and I just yeah I was just going to clarify that we entered into these negotiations earlier this week and we were going back and forth on the terms and there was expediency by the an ordinance of the city Commission of the city of s Al's Beach Florida amending chapter five article two of the city of the code of ordinances of the city of sunel beach entitled official seal establishing permissible and prohibited uses creating a new section 5-35 entitled official City logo creating a new City a new section 536 entitled penalties providing for repealer providing for severability providing for codification providing for an effective D thank you Mr city manager mayor vice mayor members of the commission this ordinance essentially establishes protections for the city seal and Logo going forward we are also in the process of trademarking both the city seal and City logo R do we have any public speakers no ma'am okay commissioner viscar any comments or questions vice mayor no Joseph well let's um give a little background as to what the necessity is for this ordinance approximately a year or more ago we noticed that there was a business that was using some type of a sealer logo that was similar in design to our sealing logo so upon researching it with the city attorney it was determined that our city seal had never been properly trademarked and so as part of that discussion we've entered into a contract with a firm to get that trademark and in looking at our existing City seal ordinance we did some research for some other cities to determine that it needed to be strengthened the a little bit more and provide some penalties so that we would have the ability to issue an Essence cease and assist orders for people that are using our seal or logo without our permission so has the uh has that occurred um you know recently or was it just a year ago to my knowledge it was a year ago but I can't speak to you know every situation or item that comes up was say but there has there been a recent occurrence or no I wouldn't know that there was yeah if there was anything like that then yes we would ask that it be removed but we need this ordinance in order to have some teeth to be able to do something about it TI commissioner stent right now once the logo in the in the seal gate gets trademarked there is going to be penalties if somebody uses right there's it's going to be a federal trademark so there are some penalties on federal law so the seal and the logo are two different things obviously the currently the existing ordinance you have has two Provisions in it really there's a Prohibition and then there's a an exception provision Florida Statutes protects the seal to a certain extent so a misuse of it under Florida statute is a misdemeanor and then under your ordinance now with the limited language you have it's a violation of your ordinance which is punishable essentially under session 1-4 of your code um but this kind of explains more in detail what you can or you cannot do with it so yes there will be penalties for trademark although that gets a little bit more involved because it's more of a federal type of offense here you have more local options that you can do to enforce uh which makes it a little easier to enforce rather than go through the federal framework for trademark infringement and those it's a little bit more trademark infringement is a little bit more involved more expensive and uh you should always trademark your seal but it's it's a little bit it's a lot more involved to prosecute those and a much greater burden okay um but I saw in the language it says like every person but it was specific to elected officials no there's some Provisions that it's it's pretty much every person but there's some that are specific to officials the gist of it is that it should be in in an official capacity okay so even if it's as an official it should be used in in part as of your official capacity um and then any person you have to apply Broad to any person cuz for example if you have a former employee that's no longer an employee you have somebody that worked in maintenance or landscaping or whatever that still has a shirt from prior employment from 5 years ago that now is just the person it's not an employee so if they use a shirt that has let's say a logo or they have some anything that has City logo they they can't use it anymore so you have to broaden it so there's SE different sections dealing with elected officials former elected officials former employees and current employees okay what about the public in general that that they would be included as well they can't use the logo without permission you you essentially need permission from either the city commission or the city manager to use the logo or the seal um we often like an example that I come across often is excuse me when we enter into contracts with our vendors oftentimes they want to use our logo not necessarily our seal but our logo for marketing purposes like we do business with with the city of sun Sunny Al's Beach so they want to use our logo in their marketing so they have to ask permission through the contract for them to be able to do that so in order for them to be able to do it that has to be in the contract and the city manager has to agree to it um I know that to be an elected official is a big responsibility we have certain privilege and I think we should uh act accordingly and I know of recent um events where our seal and doo have been misused um so I would believe and of course and this is um I'm not sure about it but I believe that this is as a consequence of the misuse of the logo recently and also of the seal um so yeah I get what we needed I just hope that like I said people act accordingly and uh if there are consequences and the people is not doing the right thing I hope to see those consequences um flourish okay I'll take a motion I just like to ask what what are the city uh consequences so there's there's two consequences um well the first is you know you have to look at whether there's intentional or unintentional so if let's say you have somebody take a picture of you know that's inadvertent you can tell the person you know ceas and assist don't do that anymore and usually that that'll ended and it's over um but from a punishment stand form in the um ordinance if it's the city seal there's two options you can go to state statute under the statutes it's a misdemeanor so you have to go to the state attorney for that you can also go under Section 1-14 which you also have to go to the state attorney for that it's a violation of the stat of our ordinance which is $500 penalty or 60 days in jail but that's never really an option the 60 days in jail uh even though that's in pretty much every City's ordinances um and then if it's the city seal itself I'm sorry if it's the city logo then you only have the ordinance violation under 1-14 which again you still have to go to the state attorney's office but that is the $500 or 60 days in jail thank you and I take a motion so can you decide second second budgeted funds with signature Autobody for auto body services for the city's fleet manager mayor vice mayor members of the commission this is ratifying budgeted funds with our auto body shop for $3,999 46 and we are subsequently going to be using a new company called Cathy that we are going to piggyback off of to many public speakers no okay uh any questions from the commission no no I'll number 24202 to and authorizing the city manager to negotiate and execute an agreement with exquisite catering mayor vice mayor members of the commission we put out a request for proposal for food for our anniversary event and the lowest uh responsible bidder was Exquisite catering at $85,000 do we have any public speakers no ma'am okay any members of the commission have any questions or comments commissioner J my opinion on the food that we sample on on Thursday I was not satisfied with the quality um being the lowest bidder or not I would like to look for someone else I know there's not a lot of time but um I was not happy with their barbecue food at all yeah um I believe that we should be U doing this celebration every five years and every year I believe that we should also be celebrating uh Fourth of July that we don't do anything that was a request that I've been receiving over the years from our residents so um last year we spent around $190,000 for that this evening celebration I don't know what is going to be the end number for this year but I probably it's going to be a lot more than that so I'm I completely against this um and reading is like $15 per person for the food close the entertainment Etc so no I I think this is a waste of resources no thank you Vice May any questions oh events I did not I did not try to well I I had the food but it was cold because I couldn't e it in the spot so but I don't know if um I don't know what to tell you about the vendor so I don't know if we have enough time to perhaps look at the other ones that submitted uh any bids commissioner viscor I don't have any comments okay I I think that we since we're a month off U Mr city manager I I don't believe that there really is any time is there an opportunity to have them potentially tweak the menu and still be within the same price point I think that we can express the concerns that we heard from both of you in terms of the food quality U but in terms of time to get someone else we we do not and we had also in Prior years we had had um shorties for example bid and they did not bid this year right okay I'll take a motion I would like to just say something like that I said earlier microphones yeah I um earlier I had mentioned that I also agree that um we we do not have to have an anniversary expenditure every year um we don't have a Fourth of July celebration but if we are going to have some type of celebration around the time of our anniversary I think we could wrap it into um maybe renaming it a Memorial Day 4th of July and uh still keep it on the same date or around the same time so that we don't get involved with 4th of July um also inflated prices um and that's uh you know so to have it uh still a c some type of Celebration not um as large as our anniversary but to have some type of celebration for uh Memorial Day Fourth of July around this time of year and then go to a five-year um anniversary so appreci okay thank you um M did resolution authorizing the city manager to enter into negotiations with Negron to design build operate and Lease the restaurant space at the property located at 18050 Collins Avenue Mr city manager mayor vice mayor members of the commission we went through uh letters of Interest this is for the cafe next door uh design Bild lease and operate the company that I'm asking for your permission to enter into negotiations with is called Negron it was founded in 2010 in Argentina they have over 14 locations internationally including the Us locations are Miami Weston brick Bickle Lincoln Road Beverly Hills Internationals Argentina Uruguay Paraguay Mexico and Spain when we submitted for letters of Interest we put it on the city's social media demand star and the Florida restaurant and Lodging Association database which has over 300 restaurants which were notified we established a selection committee that would that considered qualifications their methodology their marketing Decor estimated capital their proposed financial terms and their financial statements were reviewed by um our city CPA based on those different factors there were five submittals and the evaluation committee from that point had two Sunshine committee meetings that were open to the public they have recommended Negron to me and I'm requesting from you to meet with them and bring you back an agreement that you would approve great do we have public speakers no ma'am okay commissioner any questions or comment commissioner Joseph I would just like to say that I reviewed their menu and um it's uh quite interesting uh the prices are a little high but it's what you would expect um for that type of uh location in Sunny Isles um I I think that um the restaurant itself is set up as more a walk up uh since we don't have a lot of parking but I think that it it will be an asset and uh will turn out to be successful Lem microphone working yes any comments no comment okay R um I I liked this process I liked the um the explanation that Genesis gave us in the workshop shop of how it was done so it was you know was able to move a little faster and I like the outcome I mean it's not a done deal yet right but hopefully they'll they'll you know it'll work out I think it's very appropriate business for for what we're trying to accomplish and I I also reviewed the menu I did not see Cuban coffee in those words which we were very explicit about at the beginning of these conversation so maybe we can massage that you know down the road um but uh otherwise very very um I think this Department of Justice Federal forfeiture account to fund a full-time school resource Sergeant position perform upgrades to the CCTV system at PCP and perform upgrades to the records management software mayor vice mayor members of the commission this is giving us approval to expend forfeiture funds and the following items 10e and F are the expenditure of the funds but this is giving the authority to expend those funds the amount of 346,000 326.00 do we have public speakers no ma'am we combine those items or no we we can yes okay um so 10 excuse me 10e is a resolution approving an agreement with Millennium products for the upgrades to the Publican Community Parks CCTV system and 10f is a resolution authorizing the expenditure of budgeted funds with Central Square Technologies to purchase a software module for police departments record management software and no public speakers on any of those on any questions from the commission mayor no Miss viscara no no I'll take a motion motion you a second second all in favor all right okay next item ten is a resolution approving an agreement with Paragon construction unlimited for the interior demolition of the property located at 18050 Collins Avenue and the demolition of the property located at 18126 Atlantic Boulevard mayor vice mayor members of the commission this is in agreement with Paragon construction for the demolition of the property that we purchased known as lishu and it would also include interior demolition of the property for the G Government Center Annex so we are using a piggyback off of the city of Miami Beach to get this price and at the end uh once we demolition lishu it would be fenced and it would be finished uh just just a grass lot until you give us Direction about what you would like to do next okay any public speakers no man all right any comments from the commission or questions I have a question please um city manager do you have any idea how how long the the demo and the clearing of the debris like how long that would take cuz we have like a you know a building of residents right I think maybe two buildings right next to it no just one on the school yeah but they'll be out the demolition process after we get permits would be approximately should be done within a month okay what is it two stories how many stories two stories yes it's two it's good okay mon I'll seaw wall at the intercoastal Sports Park mayor vice mayor members of the commission when we were doing clearing out of some brush and debris in preparation for the intra coastal sports park it was determined that the seaw wall along that area needs to be replaced so this is in agreement entering into a contract for 22978 6.32 to U repair and replace the seal re any public speakers no ma'am okay any comments from the commission take a motion second second second all in favor I I okay next item 10 I is a resolution approving the expenditure of budgeted funds with Software House International for the purchase of computer related hardware for the city's computer and Communications infrastructure mayor vice mayor members of the commission this is approval for our standard um software and related computer hardware throughout the city raise you any speakers oh m' any comments I'll take a motion motion second all in favor I I next item please 10j is a resolution rejecting all bids received for invitation to B number 2303 for the city of sunal beach central island drainage Improvement and city of North Mii Beach distribution system water me Replacements mayor vice mayor members of the commission we have spoken about this before we've looked at a number of different offer uh options for the central island drainage District we originally got in a bid we were expecting 6 million we got in a bid of 4 40 million we revised our bid package and then got in a bid of 45 million so we are now looking at other options that we think are going to work better instead of installing two pump stations we're going to look at installing multiple mini pump stations which we think will process better and save a substantial amount of money therefore we along with North Miami Beach are both going to reject the bids that we received any public speakers I'm not any questions or comments from the commission take them a question go ahead so where we were previously working along with North amami Beach they were absorbing part of the cost we're in it all by ourselves now correct the end result is we will be doing it on our own yes sir you want to make a motion I'll make services mayor vice mayor members of the commission we were originally doing our street light maintenance every other month and it was determined to be more efficient and effective and ultimately better in terms of the cost to perform this Main maintenance monthly so that's what this agreement is for R any speakers oh Noam any questions take take a motion motion second all in favor I next item please resolution 10l is a resolution approving a Fourth Amendment to the agreement with Jordan Enterprises for HVAC annual maintenance mayor vice mayor members of the commission this is a resolution for a fourth amendment for our AC annual maintenance with jorda Enterprises do we have any speakers any comments or questions I have a question go ahead so uh which facilities does this maintenance contract cover please this is for the government center Chiller system just the government center yes sir so do we have separate maintenance agreements for uh gateways yes we do yes thank you I'll take a motion so move second second all in favor okay next item please 10m is a resolution approving the conceptual designs of beach access and Monument signage at various locations throughout the city mayor vice mayor members of the commission this is approving the conceptual design of some of the signs that you're seeing on the screen now this would be in essence replacing all of the signage throughout the city so this is not approving the actual cost but the concept of the signs themselves so prior to us moving it forward we would like your approval in theory as to the general concept of the signs do we have public speakers any questions or comments from the commission okay I'll take a motion so okay all in favor I I tenant is a resolution of approving a rental agreement with laaya Beach Associates for partial use of the property located at 215 185th Street known as the spot mayor vice mayor members of the commission this is a component part to laa we've had some challenges with the spot because it was determined that as you know we use it as our teen center that the entire space needed to have a sprinkler system installed to be able to be fully utilized so in our discussions that were happening as late as um today we've been enter entering into negotiations to ultimately rent the back end of the spot there would be a complete separation between the teen center the entire building would be sprinkled um there would be the separation that would be installed additional restrooms but I think one of the most important parts is the basketball and volleyball court would be installed um very soon for the teen center and then this back part would be used as a construction offices for laa and the terms would be because the estimated cost that they would have to put in to the structure and the facility would be approximately 150,000 we would agree to rent a batement for the first year and then subsequent to that it would be 10,000 a month plus a CPI with a maximum of 4% per year and at the end of the term would be for three and a half year term the city would own the structure along with all of the improvements and we are the reason for the expediency in our discussions and negotiations to your point of getting this done as soon as possible we have summer camp starting there where we plan on using that in combination with the teen center so we have shared with laaya the importance of getting the work done as soon as possible and given them the plans and they're working on something pending your approval great two and a half two and a half years under rent well wait we have public comment first there's no public comment there's no public comment okay go ahead so the two and a half years under rent yes and anyone else no uh I just have a quick question we had I had asked in the workshop uh is it possible to include in the contract that they would maintain the basketball court and the uh volleyball court I don't know if that you have the answers for that now but i' like that to be added if possible we we had discussed that and we sort of um decided against it part of the pro the initial construction was fine but once it starts being used by the teens and all that we didn't want too much interaction ction we wanted control of the maintenance and the schedule and what we needed to do plus the the rental period wasn't too long so the the amount of Maintenance probably wasn't too great but we we wanted to control Ingress egress and all that we we were we were trying to negotiate the deal where there was going to be as little interaction between the two operations and we didn't want to include maintenance into that so got it okay did we decide on what type of surface we're putting down not just a black top right no it workshop um I noticed that the woman who was here representing Miami day transit said that the ebus used to pass every hour it actually used to pass every 30 minutes and she said that would have been an improvement with the changes to 75 but it would actually been the same as before it's not really an improvement um and regarding the new uh proposed shuttle route I think it's a bad idea to remove the stops at myms many people at Maran towers and Winston Towers I've noticed got up in myms and by Marshals and that stuff will be completely eliminated and I also noticed that going north the bus wouldn't stop by the school or here at the government center or by Publix and people have to cross colins um to get over here and I don't think that would be a good idea um yeah thank you so maruri David you're sending an email correct um commissioner Joseph we're not interacting next speaker is Vali fuzzi I think excuse me good evening ladies and gentlemen commission you can hear me right yes I can hear you one of the things that I wanted to say is number one you guys I don't know I know you guys used to hear negative comments but I want to say you guys do an amazing job and I asked this commission and C S to recognize detective R and officer bestard as they stopped the car with the fake license plate and wind up finding a fake uh mail that belongs to somebody else and making an arrest I think they did an amazing job and you just don't realize that the crime that they stopped from happening inside me house and I know that a lot to do with the city manager a lot to do with the police chief you know you guys have as doing a business here for several weeks now I recognized that man this is one of the best areas that I would definitely would live in thank you thank you thank you thank you next speaker is George baser this thing seems closer than before we were taking pictures love great okay um I'm George baser uh 18911 Collins Avenue um there's an issue in several buildings here having to do with swimming pools uh as you probably know there is a permit that swimming pools require every year uh normally every year an an inspector comes they find something wrong with it like lettering is not right whatever uh it is resolved without closing the pool obviously uh these are not you know life issues health issues whatever for some reason for the last few months uh several buildings have had issues where the pools were closed by the county health inspection uh I think it's called the County Health Department I believe um the problem is not that the issues are not addressed the problem is that there is no one to talk to there there's no responsiveness there uh whatever guy was there before doing the inspections he's apparently left there's a new inspector who is unreachable um at least in our building in Ocean 3 we've done everything that needed to be done uh but we can't get the pool open uh so why am I here uh hopefully some of you know people in the County government and can use your influence to perhaps move things along I mean ESS essentially essentially what needs to be done is for somebody in authority to tell whoever is the inspector I don't know her name uh to just get on with it because they're unreachable unresponsive there's nothing on the website apparently or virtually nothing there uh you can't track the progress of your issue um that way you can't call them because they really never return the call you can go there but you don't really get anywhere that way either so in other words if you have any influence with the whoever is in charge there for example commissioner Jerry uh if you have any influence it would be extremely helpful for so like our building uh Turnberry worked one more which doesn't come to me at the moment a couple buildings I believe in aventur which really isn't a city I've actually worked with turn Joseph I know there not supposed to be back please stop go ahead you well I'm just about done I mean that is the issue really if there's something you can do to just get more responsiveness out of the County Health Department that would be extremely helpful thank thank you very much next speaker arv arist 262 Atlantic Island a few issues uh we live in the island and you know there's construction going on new houses and entrance to the island and going out from the is a is just a nightmare I was asking months ago for signs no parking and you know on the side all the construction workers are parking on the island on the street and it's just concrete trucks are coming the pumps are coming that's okay but they they park on the sidewalk but the construction work are parked everywhere and it's a problem for the citizen of the island to go in and out of the island so we need attention to it call enforcement used to come but lately I don't see him at all uh another think uh what's with the lift for the police bolts does anybody know what's going on it's almost a year when I said this polium before not to use this contractor which is can Marine you know the the city second engineer just was laughing at me I lost $220,000 with this canu Marine took me two years and he never got me a permit I took another company within three months I had a permit and I had a seaw wall so your attention uh I walked on the city sidewalk there is poth holes Everywhere by the irland house and the entrance to our Island there's a PO there's a cover for the manhole it's got a big hole somebody is going to get hurt and it's going to sue the city on it uh please take pictures and send it to the city manager I have pictures I took pictures I have it what else the main is the island we need access to the island and not wait to get out of the island B enough the lights changes every 5 minutes to get in to get out from the island the construction is just I mean it's good for the island it's new construction but there's a monster house there that been built and there's daily clogged up so please thank you thank you Arie that's all mayor okay I just want to uh reiterate that uh we again we welcome your comments and please know that just because we're not responding doesn't mean we're I'll just uh start off before we introduce the honorable U funa smokler from the city of North Miami Beach I'm going to read the press release um that was issued by the Florida League of cities and it reads the Florida League of cities the United voice for Florida's municipal government recently recognized the city of s's Beach commissioner Jennifer viscara with the 202 for home rule hero award for their hard work and advocacy efforts of the 2024 legislative session commissioner viscara worked tirelessly throughout the session to promote local voices making local choices protect the home rule powers of Florida's municipalities and Advance the League's legislative agenda the dedication and effort of these local officials who tirelessly advocate for local decision-making was a Difference Maker this legislative session said chief of legislative affairs Casey cook on behalf of the league and its legislative team we're proud to recognize each of them and thank them for their service home rule is the ability for a city to address local problems with local Solutions with minimal State interference home rule her award recipients are local government officials both elected and unelected who consistently respond to the League's request to reach out to members of the legislature and help give local perspective on an issue great commissioner do you want to say a few words commissioner smuckler or okay wonderful thank you for being here thank you for allowing me to be here so um last year at the mamid day County League of cities they presented the uh home rule heroes from the Florida League of cities and Jennifer was one of them and I said you know what when I grow up I wouldn't be just like Jennifer I was very impressed by that it's not something to be taken lightly and I said you know what I'm I'm going to get more involved as if my city doesn't keep me busy enough I decided that I'm going to be more involved and this year I grew up to be just like Jennifer and I also got a home roll hero I I was going to share that with everyone okay but you got you beat me too but Jennifer couldn't be there at the presentation a few weeks ago with the mamid day County League of cities where the Florida League of cities went to and as I was standing there receiving the honor I I the the people that were around me were impressive this was just not any commissioner these were Commissioners that you could see have done so much throughout the years and I was I was imp I was so honored that was the moment that I really felt the honor of receiving this and and it's not something that is just given to anyone it is something that is given to to someone who really deserves it and someone who who really um does well for your city who's protecting your city because this is what it's for it's a home Jewel hero and you should all be honored to have a home rule hero so I congratulate you and um Florida League of cities for being a champion in the defense and protection of Municipal home rule the Florida League of cities presents the 2024 home rule hero to commissioner Jennifer viscara city of sun Al's Beach and just so you'll know from Miami day County was about just six people who have received this and we we must have what 300 Commissioners at least in the city in in the county so you you are one of about six Tre thank you thank you thank you let's go down and take a [Applause] picture it this that mayor uh mayor and Commissioners if you don't mind just staying there so we can get through the special presentation instead of commissioner RAR could I hand you so that you can do the presentation of the next item from there to avoid having to go up and down for the next four items yes please yeah yes that's and at the podium please to so it's different over here it's been a while since I've been on this end so um as you guys know like as a city we've been uh working for several years to improve um the the city's approach and uh towards autism and the safety and the acceptance and the awareness and we've been at this um we were I think one of the first cities to do the uh the police training for autism before it became a law and and we continueed to do it it so this I okay so we're going to be doing a um today we're going to be presenting a proclamation in honor of autism acceptance month to UMAS sales to you come forward and uh and uh Sophia La Chapelle who heads that and it reads as follows whereas autism spectrum disorder is a developmental disability that can cause significant social communication and behavioral challenges and you can go inde and whereas autism is defined by a certain set of behaviors and it's a spectrum condition that affects people differently and to varying degrees and whereas diagnosis of ASD now includes several conditions that were previously diagnosed separately such as autistic disorder pervasive developmental disorder and Asperger syndrome and where as appro approximately one in 36 children have been identified with ASD in the United States States and an estimated 75 million individuals worldwide making it one of the fastest growing developmental disorders in the world and I would add approximately 50,000 in date County whereas individuals with ASD have unique abilities talents and perspectives that enrich our communities workplaces and society as a whole whereas individuals with ASD face significant barriers to accessing appropriate Education Health Care employment and other essential services and more work needs to be done to address these disparities whereas while there is currently no known single cause of ASD early diagnosis can help a person receive support and services needed which can lead to a quality of life filled with opportunity and whereas during the month of April we as a city pledge to promote Autism Awareness acceptance and inclusion for all and will strive to ensure that each person with ASD is provided an opportunity to achieve the highest possible quality of life now therefore does the city Commission of the city of San Beach Florida hereby proclaim the month of April 2024 as autism acceptance month in the city of Sunny house Beach Penny thank you H and if you'd like to say a few words oh I you don't have to it's going to be quick um I'm a proud mom of two teenagers um I've been working with the Latino Community within USA and worldwide I wrote a book which is the first book in Scholastic which is the leader for um education it is the first book that it's called a superhero superhero just to change the perspective of how people see our kids and I met Jennifer um like 10 years more ago and um she says to me I want to learn from you I want to know more and I really appreciate that she's taking care now of this condition which is the only one fast growing worldwide but they are amazing and they can do a great job but we need to do more thank you to the police department thank you to First Responders but the education department should do more and we should extend our hands to other countries too thank you the next one is going to be one that is not on the agenda it is by the city manager and he's going to say yeah say say mayor vice mayor members of the commission um we have a special I guess you would call it Lifetime Achievement Award but I wanted to take the time to recognize someone who has now served the city for 25 years and Susan Simpson we wanted to recognize Susan who started here part-time and has been a tremendous help to me so I think anybody who's been here for 25 years deserve some sort of recognition and Applause so Susan come down [Applause] remember missing don't [Music] yeah stay St okay keep staying there so the next item is uh the chief's recognition to Teresa Basera for autism awareness training good afternoon mayor vice mayor Commissioners Mr manager so I'm still going to do the presentation today unfortunately Teresa was unable to make it um she felt ill last minute but I'm going to work really hard to get her here next month to actually do the presentation to her again and give it to her in person so as April marks Autism Awareness Month again this month is even extra special and rewarding to me because my two kids also have ASD um it's a great honor that we recognize the remark able contributions of Teresa bisera alongside her son Robert they graciously graciously devoted their time to provide our officers and the ocean rescue division with invaluable autism awareness training their dedication has profoundly influenced how we serve and engage with members of our community living with autism spectrum disorder I would like like to also thank commissioner Jerry Joseph for facilitating our introductions to Teresa you your support has been instrumental in helping our Police Department additionally I extend my heartfelt appreciation to all our elected officials for the unwavering commitment to fostering inclusivity within our city lastly this is for our residents let's not forget the importance of sib PD's autism outreach program this initiative equips our officers to effectively and appropriately respond to a situation involving individuals living with ASD to together let's continue to work together and build a community where everyone feels seen understood and respected thank you so this is the plaque that I have for Teresa for next month and I also have a gift card for her son my wife BRS years and together and she and uh 3 S guys s the next one is a presentation we have about three I'm going to read this so that I don't forget any of this since the first Jews settled here in 1654 Jewish Americans have contributed in countless ways to their communities and this nation as loyal and patriotic citizens they have served in government and the military they have won Nobel prizes headed universities and corporations Advanced medicine created and performed in enduring enduring works of art written Great American novels become emblems of justice as members of the Supreme Court and so much more at a moment when Jewish Americans are particularly vulnerable amidst the dramatic rise in global anti-Semitism following Hamas October 7th attacks against Israel the worst massacre of the Jewish people since the Holocaust we cannot think of a more important time to elevate and celebrate the contributions of Jews to our society Jewish American Heritage Month reminds all Americans that Jews are now and have always always been an important and central part of the fabric of American society as Americans and as as this commission we are committed to stand against all forms of hate and bigotry we are united in our commitment to dignity compassion and justice for all residents of our city for nearly 43 years every Congress has authorized and each president of the United States has declared a period of each year for the celebration of Jewish culture history and contributions to the to the United States original designated Jewish Heritage week it was set each year as a week in April or May in 2006 Congress passed a bipartisan resolution calling on State and local governments and the people of the United States to observe a full month in which American Jewish history is celebrated since then every president has proclaimed the month of May to be Jewish American Heritage Month anti-Semitism has been rising at an alarming rate in our country and many cities have experienced an increase in anti-Semitism anti-semitic incidents sadly including our own the Resurgence of this ancient hatred is a threat not only to Jewish people but to all of us as Leaders we must create the conditions that allow our community to be safe healthy and vital by bringing Jewish American heritage month to Sunny Al's Beach we offer hope and optimism through the celebration of the vibrant Heritage of the Jewish Americans who have enriched our country and our communities for hundreds of years okay so we have the proclamation here presented s man we today okay two more uh Commissioners so the next one will be a proclamation presented for educ and sharing dat oh you know what thank you that I appreciate education must be more than just training and facts and figures it must also include instructions in the deepest ethical values of our civil ization this is a quote by Ronald Reagan established in 1978 by a join Congressional resolution education Day USA focuses in the very Foundation of meaningful education instructing our youth in the ways of morality and ethics and teaching them an appreciation for divine sacred values the presidents in conjunction with the Washington DC based American friends of lubich designated annual education and sharing Day USA on the anniversary of the birth of the laet rabbi Rabbi mahim Mel schneerson of righteous memory who dedicated his life to the cause of Education we remember the lubich rebi as the leader of the kabad luich movement and and recommit to our shared values of honesty dignity and equal justice that he long championed and that have made America strong forced to flee Nazi occupied Europe during one of History's darkest moments the rebi found a new home and purpose in America in the wake of the Holocaust he led hundreds of thousands to deepen their faith as a prolific scholar and teacher his calls for new schools and community centers inspired people to build them in all 50 states and across the globe and they moved generations to embrace education not only as a means of self-improvement but as an essential path to a more just Society the reie knew that education is fundamental to cultivating understanding and acceptance it opens up it opens us up to one another and it builds not just be treated equally throughout their lives starting with access to Quality education as we approach the 30th anniversary of the R's passing we honor his work by celebrating our common faith in our nation and by working to ensure that every American has a chance to learn grow and thrive in the classroom and is a caring courageous people and I'd like to uh ask Toby to please come up because she and it's not something unique to any Community it's um something that will bring shed more light and um bring a lot more hope in this world so that's why we're so happy the city of s's beach has for municipal Clerk's week best for L okay May 5th through 11th is national city clerk's week a time of Celebration and reflection on the importance of the office of the city clerk the oldest office among public servants and a time to honor and a vital part of our local government the professional municipal clerk provides a professional link between the citizens the local governing bodies and agencies of the government at other levels they continually strive to improve the administration of the Affairs of the office of the municipal clerk and local government in 1984 and in 1994 presidents Ronald Reagan and Bill Clinton respectively signed a proclamation officially declaring Municipal Clerk's week the first full week of May and recognizing the essential role Municipal clerks play in local government among the duties of the clerks are taking minutes preparing agendas maintaining ordinance and resolution files maintaining historical Records Supervisor of local elections and acting as the center of information of the local government is my pleasure to present the city clerk V in court with this [Applause] Proclamation if you don't mind that 3 two 3 two today I know thank you this T can for okay thank you everyone uh just organize Mar to the next item next item is discussion items 3A is a discussion regarding the 2024 City anniversary event great um if I may um the vice mayor had to run out for a 10-minute meeting could we move this yes until he comes back thank you because this is an important one thank you we'll move down to 3B uh discussion regarding the sib shuttle route upgrades okay great good afternoon mayor and Commissioners and Linda Morris is here so she's going to be really happy you moved this up Linda's here from Miami day County um transit to talk about a little bit about some improvements that the better bus network has made um since they um since they launched it and one of the things that we've done is they have been hosting several Regional meetings with um actually all over the county but for us it included um Aventura Hallendale Broward County Miami day North Miami Beach and the City of SEL Beach to talk about how we can improve all of our local services to better serve the region connecting with the better bus Network so through their tremendous amount of work um they had the route planners come up with a route which is attached to your a little handout today and on the screen for the audience they came up with six different options I think and out of all of those this was the one that seemed to serve our residents best would streamline the process as the memo says they also studied the transit study that we had done a year ago which was also recommending some streamlining so one of the main concerns that our writers ship has was how long it takes in between stops um a lot of which can't be controlled over traffic but this actually solves some of it so we took that study they took the root planners they came up with this solution that we think as of right now is the best it increases the Headway to every 35 minutes so you could get a bus every 35 minutes along our route and then it would also help to serve that North part of the area that is lacking some service based on the better bus Network changes however Linda will tell us how how they're going to help that as well um and it'll streamline it it also extends the hours so we would start earlier we would run a little bit later and to do all of that we ran some numbers worst case scenario we're looking at a $250,000 annual increase for um 250,000 and when I first saw that I was like okay no way this is not going to work um and then when I went looked at the budget every year we do get um I'm sure you're all familiar we get the half penny sales tax from Miami day County um as part of that um Transit s tax and we use it for our shuttle bus system we were carrying a surplus this would basically eat up the whole Surplus and every year you know our percentage does increase because prices have gone up and people are spending more and so we are realizing that Revenue so um it is possible if this is something that the commission desires to do to invest more in our Transit service to better serve the neighborhood and I will tell you as painful as the better bus Network changes have been for everyone it's really um we've gotten so much more feedback and we have found even through through their um their program of using Uber our residents really don't want on demand as much as we thought that they originally did so freebie is really not the best solution for us aventur is also looking they're having some issues with our freebie so um if you all agree that it's worth you know pursuing further and you'd be willing to make this greater investment in the transit service we will work um I talked to Linda earlier and we'll we'll meet again with Aventura and the other partners to um see how we can actually finalize this and get it going I think our goal might be a little aggressive as July and it would be a very minor impact to this fiscal year but you would have a a more you know bigger impact next year and before we get to a discussion I'm sorry I'm sorry um commissioner if you look at the map you see how Andale is not in there and I just wanted to touch on that a little bit we have very few passengers that actually use that leg of the route and it really doesn't pay to send a whole bus up there for just those few people and that's what causes the long time in between buses so through our collaboration Hallendale Beach Broward County Linda can answer how we're still going to service all of the same areas just in a better way so Linda if you want to so thank you and for the records I'm Linda Morris I'm the chief of service planning and scheduling for Miami day County the Department of Transportation and Public Works um so as Susan said she really covered it all um since the launch of the betters Network last November we've been working very very closely with the municipalities and specifically in zal there's been um some key complaints that we've heard from the residents um just to kind of highlight the issues so um uh 192nd street is one of the largest areas uh that we've uh heard about um and Maran Tower's um service there on the route e that we eliminated um those are the kind of two biggest issues that we've heard um also we uh streamlined two of our routes uh on Collins into one route the route 100 uh we've heard General complaints about the route 100 it's not operating well we know that um we are moving forward April 29th with a service change to have um some schedule changes uh that should improve the operational performance right now we've had some fleet issues that have seriously impacted the 100 so we we understand it's not working as it as scheduled as we promised to our to our passengers um so uh with the work that um we've been doing with with Susan and the team and the other municipalities uh We've really looked at some solutions uh using our Collective resources to make sure that we're using all of our funds effectively um so in terms of um Mar and Towers I'll address uh so in July we're actually going to be uh rerouting one of our routes Sony 5 that currently goes along 163rd Street South we're going to be redirecting that North uh to actually terminate um at Government Center right here actually so we've been working with Susan to um kind of create the space for us to do that um and that's a huge Improvement um on the original routing that we had with route e that came every hour the Route 75 is going to come every half an hour all day Saturday Sunday um so huge Improvement for Marian toa's residents there that'll happen in July um the other issue we mentioned in 192nd that's uh really what we're looking at Sunny's helping us resolve with this recommendation before you um so uh what Susan um didn't mention though is the existing service today is two routes every two hours um and so we're talking about that level of service which is you know not great um and and also wondering Direction um it's a one directional route today um The Proposal is a bidirectional route every 35 minutes so it's a huge increase in service um and the actual the additional cost that is before you is not for an additional bus but just for the span of service so one of the key issues we heard from residents was that the son service didn't start early enough for them to get to work so this is the proposal before you to really allow for the service to cover that that uh that need um and uh just you know General comment we're obviously partnering really well um with Z El you know we're working with the other municipalities in the area um Su mentioned uh the Hollandale section so uh what Hollandale um the city of Holland has actually started just a couple of weeks ago I think um they have a shuttle that they have extended from the um the hospital they they used to end the a hospital they have now extended their service into the Aventura Mall uh that's their free shuttle so essentially you can go then from aventur mall all the way up to hendell where the Sunny Isles trolley used to go on the biscane side as opposed to the beach side uh brow County Transit also have their own service on the beach side uh that's been there for for a while now um but we're working with them as well one of the issues that we've heard is our County uh passengers have the Golden Passport uh so that allows them free service um on any of our our service brow county has a $1 um fair for senior citizens so there's that discrepancy there we've heard that that's a real barrier for folks so we've been working with bar County to figure out if there's can be some sort of subsidy to allow for that kind of free Fair um if that's really the barrier to to them using that service so we've been working on a kind of multipronged effort to figure out how we can really solve these issues that we're seeing in this in this area that has multi- jurisdictions um for very kind of specific problems um I think I might have covered all the issues but happy to take any questions there was one thing that I had learned um when they did this study with you know all of our regional transportation options was that how did you say we have a lot of service in this area it was um there there are a lot of options they just weren't good options and the other thing that we had heard from our writers ship was the inconvenience of the transfers and mostly because our buses are not elderly friendly um they're not easy to get in and out of so you all than you did approve a bus that has the ramp instead of the stairs it's going to take us a while to get it but eventually we'll move our entire fleet to be you know more enjoyable to use I'm sorry using step stols and a driver or the driver the driver usually gets out to help okay so um who would like to start please go ahead so um in order for Sunny Isles to increase uh the our number of drivers to have them start earlier we possibly add buses that we need would the city be willing to kick in an additional half a point to to Sunny Isles regarding the property t okay it's through the county and unfortunately Linda does not have the authority they actually have a committee an oversight committee for those funds and if you could get the county to change an agreement for one municipality out of all of them um but I I don't I don't anticipate that happening well do you you don't ask you don't get yes that's it true that's it Mr I know the in these meetings we don't take a um questions of anything from the public but uh to the chair I would like to invite if possible David I know he has a he n of us use the the system I believe he does continuously and I would like just to through the chair to invite him to if he wants to uh give us not that it's going to change anything but I would like to hear from a user uh what is his opinion or any comment that he would like to make about the changes I I don't uh disagree with you I know that that we normally don't do this procedurally uh Mar are we okay um it's up to you as a right so um David because I saw you were head bobbing so uh uh if you don't mind and I know first of all I want to say thank you because I think you've gone to every single one of these events uh and so it's appreciated and I know you've already given your feedback but I think that now that we're at a critical time if you could just take a minute or so just to give your impression of this give and and thank you commissioner cyon for for bringing that up okay yeah so I noticed first of all the stop at myms is removed and I know many residents get off at myms and it looks like on that map it will turn at 172nd Street and not stop at any of those arcade plazas another thing I noticed that one of the routes goes through Collins by the school and then other one goes in through North fre Road I'm wondering if say um going south it goes through North fre Road and going north it goes through Collins that wouldn't make sense because if someone wants to go to Publix they would have to cross Collins Avenue and many elderly rians cannot cross uh Collins in like 30 seconds um those just some of the things I noticed this the first time I've seen the map so if I can ask you would you mind just emailing your thoughts to to the city clerk or myself so that we have them and it's very much this is my first time seeing I I understand that's why so thank you yeah thank you thank you um was that the other question you had yeah I have another question so the 250,000 additional uh that would be for our shuttle system for us that is worst case estimate because I wanted to bring the worst to you I didn't want to say it was less and then come back and ask for more um of us finding a way to expand the rout the span so that we could have better Headway time the 35 minutes um bir directional and an extended period of time it's only drivers it's all of our expense we fund I mean through the oit the the CeX we fund our shuttle system okay so that's my question so this is for us for the city for our shuttle service yes okay for that's our expense yes this is to just run our our shuttle well we we are accepting the count's a propositions basically what so I'm showing you this and um this was of like I said they gave us like six different options and this was the one that we found to be the most streamlined the best solution and we we ran our numbers based on this however I've been in touch with cordino group our consultant that did the transit study he's reviewed them all um we would work with him and the county to get a final you know what is best and we will meet with David and get his feedback um part of the the transit study did have some off cins because that's where you're spending a lot of time sitting in traffic so anywhere that we could um streamline it that was in the transit study those recommendations were were through the transit study it does go in um I definitely agree with you on myms um but that interior where it is was to go by Maran Towers um that's why it is on the interior there instead of sitting on Collins Avenue and it's really only you know like half a block which may not be so bad for somebody who lives on the east side but for somebody at Maran Towers I think that makes a difference so it would still require a lot of tweaking and I would hope to come to you and say you know in the budget process this is where we are and it's less um but before we spend any more time pursuing this I just want to see if there's an appetite to invest more in our transit system to improve it yeah we we need it we need it the people need it like they've been very specific of what they want they want the S and the E back uh and and I understand that we haven't we are giving them connections to Hollander but they are not having that service from us anymore because this is taking them to AV Ventura Mall and now we have to trust that hendel is gonna do the good service which I'm not saying they don't by the way okay uh of picking them up in in Aventura to then take them to hland and so so I know it's a collaboration there are multiple partners I understand that uh but the request is being very simple from our people S and E back and we're not giving them that you know so we are G we are putting more money to better the the the the service but still we're not listening to what they're specifically asking for so any change that is going to be positive I I think and I hope we all can agree that it's necessary um and I hope this is going to be the first of many because this doesn't solve the issue what what I've been talking to the people like for example the Marian Towers um and and now I see that he goes to to the wind Dixie that that was a big concern and I see here that it's going side before it apparently was not going to go but so there are many things that we can do and I I do hope so snare the map you're looking at is is ours and it always went into Windixie MH ours always the 75 is not going to go inside they just pass by correct okay so part of the frustration was they didn't want to use the 75 it didn't go in there but also the frequency of hours 2 and 1 half hours 2 hours um wasn't great for them either so this it's not acceptable yeah is that really about the money it's just about giving them the the right service yeah okay it no I just I wanted to say at one time in budget discussions there was discussion about raising the budget by a quarter of a million dollar you know 250,000 for other ways to improve it so if we can work on us on a route that would really make it better for everyone you know within that same range is what we're looking for so what I what I'm understand commissioner rcar will take turns go ahead so I I just um I do have a few questions the county reconfigured its routes right and that's where we were impacted at to save money and that reconfiguration is it [Music] final so um the N the bus network is always going to be a living thing right we we make changes to the network three times a year uh per our Union contract and so the improvements that I just talked about with rout 75 changing that's going to happen in July we've got another um plan change for November and we'll come back again the following year March July November we're making changes so we are always going to be making changes we are always listening to the feedback looking at the data and making sure that we're using our res our finite resources um to the best possible ability and also working with the municipalities and their local service so as part of the let me let me rephrase my question so we have an organic breathing bus situation How likely is it that we're going to get back the routes that were taken in this organic process so as we've been saying within the the meetings it's about the service not the routes right so the Route 75 change that we're making to go into Marian Towers in July that's a huge Improvement in service for Marian Towers I don't think that Marian Towers had that level of service on the that they did not have the level of service on the route e right that's a huge Improvement for their service over what they used to have um so we're going to be looking at similar situations where we can provide better service not just bringing back the old routes right it's about and I'm not particularly concerned with bringing back exactly the same thing obviously service is the go but from from where we sit it's how much do we have to come out of our pocket to supplement the service that perhaps the county should be providing so that we're provid you know we're going less out of pocket and we can provide we can use those Monies to provide more City oriented things rather than uh be supplementing what the county could be doing so whether we bringing back the routes or we're not bringing back the routes or we're providing service in some different way whatever it is like what what we're being asked to consider is you know to to put in our money to supplement our service to provide for the residents obviously because there's been uh shifts at the county and to make that decision it would be helpful to know you know how however organic the process may be there's been more movement recently than previous than normal right there's there was a huge move so maybe it'll always move a little bit but is it done moving in big ways I mean like you know what I'm trying to say like before we we say let's throw money which which we we can do um I don't I'm concerned about doing so uh prematurely if the county is not done and if the county it sees well look Sun all solved its problem then maybe they're not going to give us the service that we would otherwise accept if we hadn't already solved our problem understood so yes what the change that we made in November last year was the largest change in 40 years we are not going to be doing that anytime soon otherwise I'm not going to be at the county anymore not happening um but what we are doing is the continuous Improvement to what we have so we really it was the whole point was to set up the foundation um which we've done for the regional Network and that's what the County provides it provides a countywide network the CIT funds is supposed to be for the first Last Mile solution for local service and that's why we've been working diligently with the municipalities and the local service providers to really focus on what you need to provide to your residents and that's the local service that we're working on here and so you know we're happy to assist with our you know we we plan transit that's what we do every day and we understand that municipalities don't necessarily have Transit planners and so we're happy to help figure out what is the best use of your existing resources through CIT to make sure that we're providing best Transit possible for residents so I'm hearing no I'm hearing that the county is not going to not I'm hearing don't expect a lot from the county and that we should use our resources to fill in the gaps that I think the original question was is there going to be a large change again uh and the answer to that is no um what I am committed to what we are committed to is working collectively to figure out how to best use our resources to provide the service that we all need understood thank you okay um you followup question I think you're going to ask simar um yeah because I I don't want you know this is not necessarily a negotiation we just need to figure out what we're going to do if we're going to invest in this so I have a few questions um because at first when I saw this I actually thought this was uh County bus not ours that's what that's I got excited when I saw that so it's just hour bus I have questions that are maybe separate from this the because I can't figure it out the the 100 currently why does it sometimes stop and Hollow over so we have um different um patterns so every other trip I'm not sure how many um goes to Hall over as opposed to going all the way to Aventura um so it's it's all about the demand uh you know there's and hover is just a place where we can turn the bus around physically um we're not able to do that along the rest of Collins right so uh the change in April though we are having more of our buses go all the way to Aventura so right now it's every 15 minutes um as of the 29th it'll be every 10 minutes you'll have a bus going to Aventura I just the reason I'm asking is because um every other day my daughter who takes the bus calls me and says pick me up and hul over so how does a writer know if they should wait for the next one and it certainly doesn't take her 15 minutes to get on the next bus it's at least 30 minutes if not more yeah if I may you are absolutely right it's not 15 minutes not even close um so is there is is it designated so that you know does the bus say hover as then stop rather than yeah so there there's a there's a head sign on the that says it will terminate a all over um but as I mentioned you know right now that it is scheduled for every 15 minutes you understand it's not operationally working like that we know that April 29th we'll see a large Improvement okay um and then uh you had mentioned that the Marian Towers uh service would would be better now but as far as I remember the E did stop right in front of the Marian Towers so it was something that was taken away from them this this wasn't this isn't an improvement it's just bringing it back to where what so the rout e um in front of Maran Towers the Route 75 from July will stop in front of Maran Towers every 30 minutes so right so it just brings back what was already there no it's a different it's a better service uh the route e was every hour okay all right and um do you have the number of how much money was saved in making these changes by the county there was no money saved this was all cost neutral across the entire County it was okay um I understood it was for savings um and I am very supportive of doing whatever we need to do to improve the service even if that means we have to pay for it because at the end of the day this I think you know I've said this to you in some of these meetings it affects people's lives every single day you know um and the fact that we all personally know about it as well it just makes it even that much more impactful to understand how much it affects people um so I support anything that we have to do I um I agree with commissioner Styers and you know they want the S and the E back and I know that you're not going to bring it back but uh you know if you knowing that and how strongly we feel that you know if you can keep that in mind when you're saying that this is something that is changing and organic you know this is the kind of service that we would like to come back um so and and I appreciate the amount of of uh effort that you've put into this and you know the amount of times that you've come here uh to the city to meet with our residents it is very much appreciated so thank you um mayor if I may add one thing [Music] um when we did this study we knew we had to make some changes to our route anyways um so we we were in the process we just delayed it until we kind of see saw how this went um but like theirs ours will also be organic so if we expand this and we find that nobody's riding our bus early in the morning or late at night you know with with the expansion we too can you know always tweak ours you know back or more you know as long as we try to stay within that budget but the the good the big launch right now was you know if if there was a desire for the funding so right I mean this a major quality of life issues so I I support it I know that I um see many of the buses that are empty or they have one person throughout the day and done exactly and that's because our our current route is not good right okay and that's why maybe bringing the right chair it doesn't matter the name it can be convenient because then that we can have the people called in to go from one place to another one regardless of the company that we use C can you speak a little to that because the ride share required the app and now that we've kind of gotten into this we learning that they want something that they can rely on to be at a certain place at a certain time and not have to call it up on their phone so sure I can speak to that um certainly we've heard from a lot of the um the feedback a lot of more elderly residents don't want to use an app they want to some sort of fixed R Service uh we've heard that loud and clear not just with sunny hours but in other areas of the county right and also there was an overage uh you know an additional amount that they had to pay over the $25 in some cases oh that's Uber for the Uber oh yeah I think that the two different things yeah correct all right do you have what you need from us I do thank you all right thank you thank you very much um we will be plugging away to that rout e just so you know if we I think we're all on it thank you if we can go to to the next item and hold off on the city anniversary until yeah the next item is a discussion regarding the Heritage Park design go mayor Commissioners good afternoon so Heritage Park has been in need of new safety surfacing for about two years and we've been getting by with putting patches um throughout that playground the cost to actually redo the poor in place surfacing at that playground is approximately a million dollars um in the same time frame we have learned um through our master plan and through some conversations that our demand for more space is much needed so um we've weight list for soccer gymnastics cheerleading we had a another program that wanted to offer programming and we just didn't have the space for them and that happens multiple times for us so what we are um ask asking is that we've reviewed um through the master plan all of our locations and our options for some additional space and we would like to um not invest in the $1 million to fix the playground but we would actually like to have your approval to reallocate those funds and go out forbid to design a multi-generational facility um at in the Heritage Park space c and that includes while I'm sorry that includes what it could include basketball gym it could include volleyball it can include uh Recreation spaces multi-purpose rooms we're looking to have somebody design and build it for us or design it for us so that's a building it would be a multi generational facility yeah and how about the lawn space that's currently there do we have any plans for that it would all be part of the design i' rather L the was okay so how would this play CU I had sort of put aside that idea um when we purchased the the land next to Pelican and I thought that would become the additional space for the so are those two ideas moving forward together or are these they would be separate items so we are looking at doing Heritage Park first and then in years to come it would be the um re reorganization of of Pelican Park and the reinh hancement and all of that that goes along with it okay um so then what are we going to what going to happen with with we could if it is the desire of the commission to run them simultaneously um due to our joint use agreement with the school we have limitations on what we can close at one time at Pelican Community Park um construction of that magnitude is not quick so we would have to keep um to expand Pelican you would have to let's say close leave the gym and and playr in baseball field and demo the um the center and build that part out and possibly move the gym to that side and have a new gym that incorporates the lishu property and where the community center side is and then open that for the school and then use the other but the restrictions that the school places that that joint use agreement um places on that that property and lishu is very small um the magnitude of of what is needed yes we could we could EXP until reu um kind of as a peace meal and have more room for some of those things but it doesn't solve the more soccer um tennis pickle ball um exercise all of these other things that we have heard that our residents are searching for so like the recent program that came up that we have no space for yes lishu would solve for that you know building that out would would solve for that that one but it it doesn't solve the bigger the bigger long-term plan and um I actually checked with um Amy because we we do have a requirement in our comp plan at 2.75 acres per 1,000 residents and as our residents continue to grow um we're not as our population grows we are now but for how long if another large development comes in we we're not so well that the acreage wouldn't change unless you would um consider I mean no I mean if you have multiple floors do those different floors count or AC just the grass is acreage well I mean that's a that's a tricky thing then because eventually we're going to be out of compliance with eventually that um memo that was sent to all of you I don't know if you had an opportunity to review it yet um that U vice mayor Lama had actually asked for where we kind of prioritize um The Parks and Rec master plan and give different options um that speaks to that so that would be a much longer term option okay all right no I I'm I have no further question commissioner said okay um so I have a a lot to say about this okay uh we waited two years for the par Recreation master plan we spend a lot of money around $140,000 these request um I hope that it's not the 1 million for design I don't think so no yeah but um and uh again we are going to be asking another consultant whoever it is to come from where to give us what we don't even have a sketch right now or what is it that is wanted to put in there not only that we are building inra Coastal because we tennis court and basketball uh we are putting also courts in the spot for the teenagers because they also need whatever they need basketball volleyball Etc in the parking Recreation Master PL that got approved um Heritage was supposed to be they proposed to make a water parking there so I believe that we are going so many different directions that that I yeah no no I just get lost in this also when we say that we don't have enough spaces for a resident that is true because guess what our residents are don't have any priority for those programs volleyball the majority I don't want to say majority but a big chunk of the of the team is not our residents they're coming from everywhere so yes I do believe that our residents are not the one being taking care of um our programs are really good and very cheap as well um so uh comparing our after care to the private one uh is less than what quarter what we charge so yeah when I said here in the memo that we have a freaking request from private providers for rental space yeah no wonder if we are so cheap they want to to to bring here and then charge the the full amount and another thing that we are not considering I don't understand why and I know that it's our piece of land but live on cway continue being a really good option and it's never part of the conversation I understand that it belongs to the Department of Transportation but we we we are partners with with them in so many other things and we know how to reach them when we want so I don't understand why we are not considering lion cway that we have it there we can start once we get the permission uh um to do something in there it will be outdoors uh we could put have a track system that right now the people wants to walk Etc they have to do it in cins or somewhere else that is not safe uh even though that our city is very safe but it's about the drivers so um I when it says a multigenerational facility um I would like to have more information that's what I would I would I would like to I would like to know how a Cas I I am a little bit tired of being waiting for the Consultants to tell us what our people need we know what our people need you know so um it is not that hard to get a piece of paper and said in this Square we would like to see tennis we would like to see a pool or whatever give us at least a sketch of what is it why are we eliminating also are we eliminating the playground or the l space what is it that we are doing I think this is so broad so so so so so open and it give us again the worst thing that is time now we have to what go and beat out for somebody to again so this is a translation one year of wasting time and money and when I say wasting because the the the the time is not going to come back so if we have to wait for one year for them to present us a sketch it's another year that the kids lost you know like like I said my son is going right now in his um sophomore year high school and we've been promising to them basketball since forever he's going to be in college by the time that we have a basketball court that is functional here so I I I I am totally against this so let me try to answer some of those questions for you so the Heritage Park is in fact in the master plan it did have a pool component that we are not asking to build at the present moment um so does everything you're reading is part of our master plan the portion of the the master plan does have Heritage Park being built later on in the ma master plan but one of the things that we is happening is we are running out of space um the reason that we we are providing services to our community and our residents specifically they get first um options to register and if the classes is full you will not see a non-resident in that class however if that class does have openings you will see a lot of non-residents so it really is just an opportunity for us to continue to grow our programs um as for people wanting to come to our space we don't rent our facility to them they become independent contractors and we do a 7030 split with them so they are and they set their price point um we let them know what would work in our community but they set their price point and we get 30% of whatever money they bring in so those are some of the things that are happening and what happens is when these people come to us and ask us for space and want to offer more programming to the Community I have to turn them down every single time because I just don't have a place to put them and that's the pro that's why we're looking at doing Heritage Park and moving it up from the scope from from the master plan and asking for your approval to go out and and do a design we would come we would make the scope so the scope would be everything that we would want to see and it would include basketball courts volleyball courts um a walking Track uh different floors those are just some of the ideas that we've thrown around in in um the CCS department but it is I want to make sure you understand it is part of the master plan it's very much in there and as for the laying Causeway it is again another discussion that we're having that's just our priority is to make sure that we have programming for all of the residents as opposed to just that small space um May I yes please go ahead okay so I'm I'm I'm okay with looking at a at uh design but what I because that doesn't mean that we as as has been our experience right just because it's presented to it doesn't mean that ultimately we go forward with it um but what I would like and I'm just sort of like planting the seed um if we can have a a more like a better version of the $15 Park exercise that we did for the community to get that input because eventually if we before we make any big decisions um you know we would we would go for that input and I thought that was a really good exercise uh that I'm referencing something we did in the residence Academy where she it was just really it was really it was really good like a a nice way to engage in people and to really see what what the components are give them a budget and say Here's like you know you can't have 20 things you can only have 15 or you know 10 or whatever mhm I if if this moves forward I'd like to you to have that in the back of your mind as a a fun way to uh to engage that that input because I thought it was very effective we can definitely look into thato um okay so I I agree that spending a million dollars to uh fix the floor is a waste of money um and it's it's been looking rough for a long time I don't think we've done anything there since my 16-year-old was one I honestly um so you know and we've have grown that space probably you know as soon as it was built U I don't even know why we have such a large lawn there because you know technically you're not even allowed to ride your bike inside the park um so I I do agree that we do need more facilities because I think that um I and I push them on to you I am constantly getting asked why you know let's do dance classes let's do theater classes let's do these classes why isn't the city do those classes on a constant basis you know this has become really it's it's great that people are so active um you know I don't know if any of you have gone to the adult volleyball games it's it's huge um I didn't even know that we had a league so I would like to see um something more substantial I agree with commissioner sson you know spending another year and getting a consultant is would be crazy I think that you all are experts you know our residents and you can make these recommendations and then you know bring them back to us in the same way the commissioner viscara said you know this is what you will get for for this but I absolutely 100% support a multi-generational facility that can be used for you know Tango that can be used for kindergarten graduation that can be used for tennis whatever it is so that it could be something that we can use for the next 20 30 years so I I do support that yeah please go ahead so on the record I just like to say that I'd like to see at Heritage Park a nice set of 10 tennis courts and a nice building uh for all of our um other events um you know courses um you know as an addition to Pelican but the um law itself is rarely used and um that could be we don't have a tennis team in Sunny Isles I believe we would have a tennis team um if we had courts and that is the perfect spot for for 10 tennis courts but we don't have a water polo team either because we don't have a PO so if we had a pool then we can have a water polo team so in yeah and we don't have Al horse because we don't have for the horses so there are lot of things that we don't have you know but we have what we have right now so still we have space that can be developed like under the cway that is there so we are taking away and another thing is this multi-generational which I'm okay with but we make such a big deal of having a Gateway for seniors specifically in general y the spot for the teenager so now we are going backwards and want to put everybody else again together I'm sorry it's just that I don't believe the actions are getting together with the vision or the mission that we have and that's what I would like to have more clarification and I do want to see more tennis I want to see more of everything and I want to give more services to our people and we are very affordable and no wonder that's what I say more people want more of our services as well you know um I it's very interesting that right now our school is um actually under capacity apparently according to the last numbers once they start checking the addresses and doing their job uh we we we uh realize that we have a lot of people coming from everywhere to take advantage of the good things that we have so um and like I said specifically with the volleyball and specifically with the volleyball team I know that the team that go for competitions say I know that we want to have bring back a trophy and we want to have people with the right skills um but many of those kids are from other places not residents and it's By Invitation Only according to your skills but my point is that we have to also like really really pay attention to to the demand that we have and the supply um maybe we're thinking that we need more than we actually do um and again before taking something away and I do use still the play around the way Heritage um maybe it's not the most beautiful but it's functional and it's safe and my son likes the Spider-Man web thingy that has been there forever since our kids were very small um so it is working uh it could be better like everything you know you you you can have a Fiat and maybe you want the Rolls-Royce but it's taking you place the Fiat so my point being that um I don't want to eliminate Heritage um before I can open a create spaces and I don't want to waste no more time as well th did you want to you missed part of this but yeah yeah can I get like a little Topline summary of what we're talking I know it's Heritage I just want to understand what because you said eliminating Heritage are we talking about eliminating the park or redoing it or no no if you could do a real quick yes we're talking about um approving the opportunity for us to design a new a new Heritage Park so taking the space and redesigning it into something that's more functional a multi-generational facility um and bringing that to the residents rather than uh putting money into the playround M into fixing the which would be a million plus correct all right um so do you do you have what you need from us yes I have one more thing to say when we talk about um somebody keeps saying consultant and time what we're looking for is that we want to reallocate those funds for the purpose of design going out to design so Contracting with an architect not doing more studies we we we've done that okay um and as you said like we you know we know and we had a really good meeting over at Pelican with you know um gails team and a lot of brainstorming and they're putting together the scope so if there is you know if that's the desire then we're going to move that forward and then and get you know we'll go out to RFP for an architect and then we would start that design process and the very first step is giving them the programming of what we're looking for if I may that's part of the issue we are not part of those conversation you guys have a very good conversation brainstorming that we have nothing at least I don't have no feedback or information at all whatsoever about that so we are not included in that good brainstorming of conversation you guys are having and again so the the idea is to give the direction to go out and design design what and we would bring that scope to you before it goes out to bed just how about at the time of the brainstorming can we do that we the problem is we can't do that without having a public meeting like this we can make it public then I I don't know if I support that the commission gets involved in the day-to-day um of what the the staff is doing because then if we're doing that we don't need the staff so um I just I think it's an important you know that we are separate you know we are here to legislate um they're here to make recommendations if we don't agree with the recommendations then we just vote it down um but um Mr city manager if you can just give a little bit of a your your input and then we could may I comment though before sure city manager so so I I have a question because obviously we have and the way I see it right when I'm looking at the amount of people that go to some some of these Parks obviously Town Center being the most active we have a lot of kids running around and I believe that the two best spaces that we have are perhaps Gateway and and Heritage right which are both ends of of the city so my question is okay we could build something and but to take a look you know to to kind of go go back a little bit I mean have we measured the traffic foot traffic from residents around have we seen like population concentrations on that end are they going to go to that Park so like to me before we start going forward it's like okay what are we going to build here what should we build here we got look at from a functionality standpoint and from a participation standpoint on those those ends right obviously gateway's got its very set functions right you have the senior center there then we use it for concert etc etc and uh we used to use Heritage for that uh but every time I go to Heritage it looks like like there's like maybe five kids there and they're going around in the little fountains and you know I mean it's got a nice playground but you know to me it's like okay what can we do here how can we get people here are we going to get people here those are kind of like my basic question and I think that that is actually the point here is that they need to come back to us and tell us based on what they're seeing out on the you know in the field yeah um um Mr city manager if you can just add something and then I think we need to well I think in considering everything we've said and I I want to remind you we had similar issue with in coastal sports park so what happened is we had a lot of different iterations of what it was what it was going to be we talked about it many times it was only to the point where we brought you a sketch and said you guys voted up or down that we've now finally gotten something done over a year later so I think and I understand the frustration over these many years we've talked about the parks and master plan we've we've had debates with the consultant we've done the survey I think now I feel like it's time for us to get something done and what we're saying is instead of us doing a million dooll Band-Aid on the park let us bring you back a bigger sketch of what we've learned through uh the staff interactions through the feedback we've gotten from the residents in combination with the parks and master plan bring it back to you and then you will ultimately tell us yes or no and you can certainly carve out or add things that you want but we're to the point now where we want to get something done and this is the next step yeah I I I agree with that what if fures were very much on the top of the parking Recreation master plan for the people because we don't have anything what fur so um we are not going for the plan anymore apparently then about the brainstorming maybe we should not get invited but maybe it should be recorded then we can watch it if we want to or or something else but again all these conversations are happening and then we're going to be forced to vote Yes or no or whatever is is presented to us but we cannot be part of the process I I I I I don't think it's fair even for us to just to have yes or not option I I I look I think that uh based on the feedback that that you all are getting you know we there is clearly a a desire to have more interaction from the commission but I I don't think that we are suggesting that we need to sit in all the meetings so if whatever options you all come up with they have what commissioner vcar said the opportunity to say all right well you can have you know option A B or C sort of thing and it's a time-saving um but again like to your point about the water feature uh you know they may decide that they there will be a water feature and whatever it is they're recommending I don't know uh I'm I'm again I'm I have to believe that their expertise is is going to you know shine through and it's going to help us understand what is really needed and wanted by the public because our personal what we personally want you know ktis courts or whatever it is I think that that's that's not a fair assessment that they've been seeing now for for a while what what it is people have been asking for um what what did you want to say so to to fabiola's point I I I agree with her because I I think what which part where where maybe perhaps we we don't get invited to the everyday meeting with some of these uh you know Park experts but maybe they could say okay listen we met with these uh folks and this is what we've been talking about because then there's going to be like a like a like a gap between what we're talking about here and then we're going to have another Workshop or Commission meeting where this is presented to us and perhaps you know time is on top of us so I think that if along that Journey they could keep us informed of we're talking about this this and that what do you think about it so it could be a little more open I think I think it'll I think it's a good option um not necessarily where you invite us to all of these meetings but keep us informed another a good example is like with the better bus Network they've been having meetings that open for the public for everybody they have the experts they do presentations whoever can show up as residents that we are we can we are invited we are not part of the meeting we are we we don't need to talk over anything but we see the presentations we see what they are doing I assist to many of them I see you guys as well so the point is that we can actually be part of the process if it's going to be some that is going to transform and it's going to be I mean the price tag for a building if it's going to have different um it's going to be like three four story toall um um I would assume like a in the better cases scenario uh we talking about tens of millions of dollars okay and for a long period of time it's going to be another construction that is going to take time Etc um and believe me I want to see great things here in Sonia so probably like everything that guys do it's going to be amazing so don't get me wrong the the point is that um for for us also to get invested we need to be part of the process and right now I at least this personally I don't feel part of the process and I don't like to have a yes or no when it's the final product and that was part of the problem with inosa I'm very happy with the what end up being the the product of inosa because I believe that we were able to put together what the community in that area was asking and what they didn't want to see as well and I hope that the product is going to be it's gonna satisfy a lot of of of the players a lot of the people so um but we only got to that like you said with the trauma of talking and talking about it for so many different meetings we don't need to go to that trauma again so if we can be somehow part of the conversation I think I think it will alleviate also maybe at least my ation I I I would I mean I suggest keep us informed along the way so that way we are not how shall I say it the first time we see something like this is not at a workshop or a commission meeting we know more or less what's going on obviously you know we'll be let's say we'll let you do your job we won't be like you know micromanaging that's not the point the point is I think is to keep the channels of communication open I mean uh you know informed in case like I I don't think you want either for us to sit here and say no and X whatever project you're presenting to us so I think just like keep us informed along the way let us know more or less what's going on I think that would help not have unpleasant surprises when but staff has been working and working and working and then you're hit with with uh you know no and so we don't want to do that mayor if I can just just one cautionary note though in that process certainly staff can inform you of progress as you go along what you have to be careful with though is that you don't give feedback with regards to I don't like this I don't like that or I like this I don't like that because we get into a situation of polling so staff can't come to you polling so these are items that are going to come back to you eventually and these are things that have to happen in public so if they come up with a conceptual desire as they come through as as as they work with the Consultants or they work with staff if they come to you with that as an update and they get feedback from you and they react to that feedback that's a form of polling and these are things that are supposed to happen in public so I think that was the manager's point where these things where you get into the management and the when you work these day-to-day type of things if you get involved as legislator legislators it needs to occur in the public because that feedback and the reaction to that feedback has to occur in the public well the let's do it as as a workshop yeah as the plans progress let's have a public forum where the residents can come as tonight but we have back and forth an additional input it's a matter of time savings as well that should that that's how it should happen and and it it's not always a yes or no it it can be a yes no and it could be a discussion of this is how we want to do it this is not how we want to do it it could be a full discuss where you're going to come out with a completely different product so it's not always a here it is yes no maybe you know there's there's all kinds of things you can do but to the extent that you're giving your feedback and there's a reaction to it it really should be in the public yes so let's do that mayor may I um we are trying really hard to actually involve you more which is why like for us this is the first step so our goal was if if we are hearing that yes don't waste a million dollarss on safety surfacing let's you know move this project forward then and that is on your budget amendment tonight then you have a second reading so we can't do anything until May anyways our goal was at the May Workshop we would bring to you what that scope is but not just a list of amenities it would have why so it was a result of the parks and wck master plan we've heard this from these residents we have an over we have a overabundance of Need for soccer um we would have an explanation for you of why we're prioritizing these things and that would be the basis in which we would then go out to bid for an architect okay for us I the architect that's coming to you also there's a lot of steps that you'll be invol all right and I think that that that was the concern and I think that since you've heard that and it's been reiterated yes and even if we were able to have for May a some type of prelim drawing I mean just by staff that might be helpful to we could not possibly do that have you seen my drawings it's not pretty yeah I I think the first thing is for us to to say that we do not want to add a million to the turf since correct you know um okay thank you it's so it's 4:30 I'm assuming we're all okay going forward yes yes no objection okay thank you so do you want to go back to the anniversary weend yes please can okay so during the budget secession last um it was we uh were asked to reduce special events budget and so with that our city anniversary um was knocked down to 142,000 what's happening right now is we are PRI having a hard time prioritizing the elements because everything has gotten so expensive and so we want to come to you guys tonight um or today it's night night um with some options of where we can go from here and some of the things that we um are looking for we uh we did put out um an RFP for food which you will all see tonight um that food was approximately $50,000 more than the last time we offered um barbecue at our city anniversary in 2019 so it went from $35,000 to $85,000 so that's just the starting point so um with that being said we are looking to um give you guys options so last year we showcased the beach in three different locations uh this year we are looking to host it in one location solely at Samson Park um that option I'm going to go backwards and options a little bit so we'd like to if we host at Samson Park Park um if we did just a barbecue dinner for all attendees residents um and a concert that option would have no fireworks and no drone show uh the total cost would still run us about $167,000 um and but deficit can be made up from some of our other events that we have some extra money in uh that we didn't spend so it would um would require a budget um Amendment or savings from future events in the amount of 8,00 so that would be music and concert that's option one option two we can host at Samson have a barbecue dinner for all of the attendees a drone show with no concert that option would cost approximately 152,000 that option we would reallocate unspent funds from completed events and not require a budget amendment the event would also be shorter in time because there would be no entertainment and the sunset would be um a drone show at Sunset that's option two option three would be host at Gateway have a barbecue dinner for all attendees a concert and a small child's play area not the carnival type games that you're used to seeing at our events um and no drone show this I this option would bring us closer to our budget at $145,000 and option four to maintain this the level of service that we provided last year the full budget inclusive of free barbecue for everyone a concert on the beach a child's play area and a drone show the total budget would be 216,000 using unspent budgeted funds from completed events the budget amendment would be required in the amount of $50,000 okay who would like to ask questions first lace mayor uh I'm sorry Gail so so the first option was 167 right yes second option how much was 152 and these are approximate numbers by and they okay and and third option 145 145 and all of these even option four at 216 they are all in one location right so number option three would be moved back to Gateway but but all of them are just one location yes yeah yeah yes not multilocation like last year no sir okay and uh how much did we spend last year on on the we spent a approximately 170 last year yes no more than that 190 yeah because of G up 190 okay okay all right everything's and and why do we have to have barbecue we we don't have to have barbecue we went out for an RFP process and we allowed venders no I understand I understand I'm just wondering where barbecue came in to play again I know that we we got the most cost efficient to be honest cost efficient okay okay I'm just I'm trying to understand the process yeah no problem okay all right I mean I know cost have gone up I I think all of these are within reason um I will just have to take a deeper look at you know what the actual plans are for each you I won't micro myage but you know just yeah I mean listen I if I'm I'm the one of the belief that if you're going to start cutting cost too much and then the cost benefit analysis doesn't make sense I'd rather have a nicer party and spend a little bit more then cut back for the sake of cutting back and then having like a like a party that perhaps is not nice enough for our residents I I believe in that there's there's things that you should cut back on that make sense and other things that the cause benefit analysis just it's bad yeah misunderstood wait wait wait wait one second second vice mayor I just want to clarify we need to make a decision now because the party is like literally in a month so we have to decide so what what is your you know IO I would go I would go with option four four okay yeah uh commissioner ston what do you want option four is Gateway option four is um to maintain the level of service we would offer it at Samson Park and it would have a yep it would have a concert a drone show and barbecue free barbecue for all the attendees okay well for yeah for the feedback that I got from the people um a lot of people a lot um um they would like to see the celebration every five years not every every year and they would like to celebrate instead Four of July um because we don't do anything for Fourth of July so um I would like I think it makes sense the 25 anniversary the 30th Anniversary 35 and so on uh every year and just going up and up I mean these numbers are insane for one celebration on one evening um I that's that that's my take um I clearly voted against it several times so I'm going to continue voting against it um I believe that maybe if we do the Fourth of July and we do a nice celebration in Gateway or in the beach the Sanson and we do hot Dock and burgers um maybe not the full barbecue with the corn and the salad or whatever um we can be a little bit more creative of the way to do something nice that anyway is free and the people will appreciate it um for a residence um actually I like the idea of Sanson Park only because how hard it is to park there so I think people will walk or use the shter service so I think it will be more for our residents as well um but yeah that's that's my take I believe our celebration should be every five years and we should celebrate a our independence Fourth of July and just so you know if we do go to a Fourth of July event if you think prices are high right now you're going to double your prices just so you know I I just want to put it out there the prices get much higher commissioner Joseph May comments one more Let Let everyone go first okay yeah yes than okay so and this event is scheduled for when June 2nd June 2nd okay so if we were to have it on June 2nd but to make it like a Memorial Day event rather than an anniversary and then have the anniversary like uh commissioner serson said every five years we would still have time to it would it wouldn't change anything except the naming correct I don't so you're asking to have a Memorial Day event instead of City anniversary same timing except that holiday is then anyway and not have a city anniversary event yeah we're not having an year anniversary but we're doing something Memorial Day 4th of July combined but it would still be June 2nd it would still be June 2nd I'm and as far as I just have to say and I don't know what everyone else's opinion was but the food the other day the sampling I did not enjoy it at all okay the um chicken the the sauce on the chicken was too much the uh Kela I thought was terrible the beans had a the the sauce on the beans was not good and the hamburgers were like hardboard so thank you for your feedback um given that which number would you choose then for June 2nd of the four options I would choose uh the Gateway with the concert that's option three and no but no Dron option three okay um La may you wanted to add something then commissioner desar you wanted T Miss um yeah I just wanted to say something that I I think that also a good venue I I like to have like like a nice party uh but perhaps gateway to could be a nice uh a good venue because it's comfortable we have the stage so it might lend itself there's parking and um you know the beach sometimes could be a it was difficult for elderly people so it presented a challenge which is why Samson would be included and it would have an LED screen so that the elderly people don't actually have to get onto the beach and they would hear the music inside Samson Park commission so I thought that last year bringing the party to the beach was a wonderful idea um because it's like really like the best feature of the city and we don't have City events on the beach it's it's Unique in that sense and I and moving it to the evening also wonderful because before we you know it was just so hot it's like 3:00 and your handed barbecue and it was just like you don't want to be eating barbecue when you're sweating and and under a tent next you know it was just not pleasant I I didn't find it Pleasant so I would support um in the evening the similar to last year keeping it on the beach I was going to mention the the fireworks that is one of the things that people um um always ask it's like why don't we have any so I would also support uh having uh the the Drone show um just and Fourth of July is celebrated everywhere so our residents can go to so many places to do it and it's some you know to have a Fourth of July thing just for us in June on our birthday that's that's um you know something we celebrate I I so I would support Beach drones evening I don't know if all of the options are in what number is that I don't know I whichever one meets that concert concert Beach option four I don't care about music and I don't care about but I I like the idea of Beach uh ocean and drones so um and food if so that would be that would be option two you know oh no no drones I'm sorry her option is closer to four okay yeah okay so you know because I it's already 440 I don't want to keep belaboring this because we do have to make the decision I just want to give my input and then you all ask us the questions you need to ask so that we can get to a conclusion I um while I do know that there were some people that did not like going on the beach because it was difficult to walk overall I would say that that was the most successful party we've ever had and the fact that we've had literally thousands of people um you know you can't make everybody happy but we sure did really a good job in in getting there and the amount of people that came that would have never came because it was such a different kind of event it was so much nicer and just it was so much more sophisticated I I I think that you absolutely have to have the music because people love to dance and they love to have a show and you know I it's hard not to have a party without music and the drones are great as well but you know if you just have the drones it's too short um the the food I'm not necessarily a fan of the barbecue but it's the most coste efficient and so and and there are people that really enjoy it and you know if it was up to me we'd have sushi but you know um I I I support uh option four because they think that the beach is is absolutely vital and having it at Samson it allows for you know I guess what you'd call the bulk of our residents that normally you know would you know from Winston Towers to attend the only thing that I would add is and I think I mentioned this before to to the deputy manager um definitely have our residents free but non-residents I think should pay like $50 like whatever the actual you know I'm you know whatever the cost would be okay so that you really do feel that as a resident you you you know you are part of this of this uh event and what about the annual I I support an annual um party but you know we don't have to make that decision for next year right now you know this is to leave it an anniversary or to have it be something else I for me I would like to see something that and I've said as city manager I think we said it last year to see something combined with our anniversary and Fourth of July but if it's going to double the cost then forget it well that's why if you have it at Memorial Day well then if you're you know I'd rather celebrate our anniversary than Memorial Day you know you could call it more day anniversary party you can call it whatever you want but uh you know to be able to have that kind of party and like you said bring it to the level that we had last year it won't be because it's going to be different kinds of food but um you know you got you had a really good template and I think that why why mess with it um yeah uh so what do you have what do you need from us because I know it's already getting commissioner Joseph yes great you're on okay so we have around the city um and we've talked about uh City beautification we have several uh areas as you drive around City where there are trees that require replacement some are on city property others are on private property so um I would like to have um someone from whichever Department it is to drive around Mark those trees and um schedule them for replacement if if it has to be that um code enforcement informs the condos that there's a need fur the replacement then so be it but it's a matter of beautification for the city it shall be done okay thank you okay next item next item is 3E in enforcement of section 100-1 regarding dog vehical matter yes okay so I've had complaints going back for as long as I've been a commissioner from um residents around Winston towers that um they just uh with the with the park little park that's at 700 um I know that that's not city property but also now it's gotten to the point where there's a feal matter on the sidewalks um all along um 174th Street I don't know what we can do um maybe putting cameras or or just having code enforcement out um how often do we do we pressure wash that sidewalk sidewalk yeah I know there's a schedule but yeah okay so we do pressure wash it regularly um in terms of the dog the enforcement I've spoken with the code manager and we are going to increase enforcement for that in particular fantastic great thank you okay while while we're on the subject of dogs um I noticing obviously we're getting just more dogs right so um and I'm noticing that some people don't leash them because they're you know trained or whatever but still they're not supposed to be Unleashed uh do we have signage about leash um I know it's a state law is the signage up there is signage that has Al to leash your dog and also to pick up after them throughout the city okay so they're together those signs okay thank you yeah I I do want to say seen the new signs up so thank you for putting those up um code if they also have some new um I thought we were going to have some to hand out to you but they have some new um informational pamphlets that they will be giving violators regarding not picking up after and also dogs on the beach perfect thank you the parts as well like for example in the Farmers Market the beach the dogs are just Unleashed and all sizes B little medium big um just in the playgrounds as well so yeah it's going out of control yes he needs more enforcement definitely they have the new cards and they also um media did a special email blast to the condos today thank you okay okay next item yes so um I've also had further complaints regarding um the condos and the condos have their right to their uh square footage whatever it might be but um I've been told by many many residents that the uh space continually expands to the point where residents from outside of the condo um have no place at all to sit so that's a continuing issue and um I uh that code enforcement can do something to monitor that uh situation that would be appreciated by everyone all right Mr C manager yes I've spoken with the code manager on that and we are actively monitoring it and we'll continue to do so yes thank you okay all right one more yes so on um the South and North sides of um Collins we have in the right lane going in both directions um UPS FedEx now Amazon and other and all also um Uber cars stopping to pick up and drop people off um I was also speaking with fdot there um on it as well and I believe didn't we when we had the better bus um meeting at Gateway there was um a lady there also who was said that they were involved in the county regarding because that they that they have't involved them with that correct I know that we issue parking citations that's one of the main things that we do to try to curtail that issue right and we are going to also increase enforcement but it is daily that we're doing that enforcement right because now we have our bicycle lane uh bicycle lanes and bicyclists when there's a truck parked in the right lane they have to come out into the middle Lane it's so dangerous and it's just an accident waiting to happen and I believe that for new construction either on the east side or wherever it might be future Construction in other areas of the city we have to be able to have a provision that ought um the pullings for the the driveways have to be able to accommodate these delivery uh Vehicles yes I think that's up during site plan review that they have to have uh delivery Bays it's just a matter of getting them to use it yes it's the delivery companies that are making it right well we you know it's not it's about enforcement absolutely it's not hard for us to contact uh FedEx UPS Amazon and let them know that it's against our code to be parking on uh the right lane in Collins yes we can do that yes will okay um and before we adjourn uh I have one more item um wasn't on the agenda so I hope you all are okay with it um this is regarding our city manager so um our city manager Stan Morris has recently achieved the prestigious credential manager designation from the international City County management association icma he's the first city manager since the city of Sunny Al's Beach Incorporated to achieve such an honor to give an example of how extraordinary this credential is in the State of Florida out of 411 municipalities only 144 city managers have earned the icma credential manager designation to obtain the icma credential a member must be actively employed and have significant experience as a Senior Management executive in local government have earned a degree preferably in public administration and have de have demonstrated commitment to high standards of Integrity lifelong learning and professional development to maintain the credential members must submit an annual report describing 40 hours of professional development during the previous year Stan's
