record commissioner Isidro Ruiz attending the meeting please presentation of offic of the month award note the attendance of commissioner AC it's my bad ear man I okay assistant chief sir are you recognized good evening assistant chief uh Frank Fernandez city of Street water Police Department we have two officers of a month for the months that we uh that we missed uh we're going to start out with uh major Messa who's gonna do the first one good evening major Messa Operations Division who are police I'm here to read the officer of the month for October 2024 on October October 25th at approximately 1:30 p.m. Lieutenant gilver paw observed two people actively arguing in the parking lot of a shopping center near 107av and Southwest 3 Street he immediately approached to separate the parties and prevent any further escalation he determined that the dispute was regarding a vehicle which was being towed and began to conduct his on scen Investigation during his investigation he identified the tow truck driver and the spotter he also determined that they had initiated an improper Tow and illegally deprived the victim of his vehicle the spotter admitted to being inside one of the businesses while looking out for patrons which parked their cars improperly and left the tow truck driver then admitted to initiating the toll without first attaining the properly completed manifest the Manifest in question was pre-signed and lacked essential vehicle information the tow truck driver and spotter were ultimately arrested and charged accordingly Lieutenant P completed a thorough and detailed investigation ensuring that all information was gathered in accordance with the law this thorough investigation resulted in the arrest of two individuals who were victimizing store patrons by illegally depriving them of their vehicles by improperly Towing them Lieutenant paza commitment of Duty and professional professionalism prevented further victim victimization of our City's residents and visitors for these reasons he's being recognized as officer of the month for October 2024 [Applause] gentlemen and L [Music] congratulations [Applause] it'll be one more all right so I'm going to read now uh uh September correction November 2024 officer of the month this is very unique uh this officer happened to be on the way home from work uh in the county jurisdiction of the Miami date on Thursday September 26 2024 officer Fabian Brandt on his way home from work after completing his Tour of Duty approximately 5:50 p.m. observed the white Toyota with his hazards flashing at a and ran a steady red light with the hazards on officer Brandt followed the vehicle a short distance until the driver stopped abruptly exited the vehicle and yelled help me my father is not breathing officer Brandt quickly dismounted his police motorcycle and tended to the elderly white male who was slumped over the front passenger seat officer brand requested additional help from Miami day police and Miami day fire rescue he immediately removed the mail from his vehicle and placed him on the pavement where he checked his vital signs the elderly male was not breathing had no PSE and was not responding to sternum rubs after s bran began cardiopulmonary resuscitation CPR at approximately 5:53 p.m. the elderly male regained a pulse and began to breathe at approximately 5:57 p.m. the male stopped breathing again and no pulse was detected officer Fabian brry resumed CPR this time with the assistant of Miami day police officers who had arrived on the scene shortly after they were joined by Miami day fire rescue who took over the life-saving efforts following a short time later it was discovered that this elderly male was in fact in stable condition and Recovery officer Fabian brand was informed that the elderly male had suffered a massive heart attack but was free of any brain damage due to the quick response of Officer Brandt officer Brand's Swift and immediate response he prevented a significantly different result and as today we nominate officer brand for officer of the month for November 2024 we're very proud of of what he did that day s that's it for us thank you oh knew this was going to be so much fun after the other mayor very proud of our police officers congratulations to both officers we're going to have a special presentation Civil Air Patrol uh from mayor Diaz and commissioner Yano mayor Diaz commissioner Yano commissioner let me go from here okay um just very briefly so you know in 1995 mayor Jose pepas was the mayor back then we got together and we decided to bring Civil Air Patrol uh s watera Squadron was in the city from 1998 December 15 that's what they gave us a shorter number until 2006 then after that we didn't have unfortunately you know the Squadron didn't continue right now we're on the process we brought it back again and thank you sir again because you opened the door for us and you support us 100% the same as all the Commissioners which I'm tell my colleagues thank you very much for the support this is a great program this is the youth that we're training and believe it or not and you know serve very well um they got a lot to learn and this organization which is a nonprofit organization all our officers that are here they have their trained and they're training totally getting more and more to help out all the youth that's what we do we actually we built leaders to the Future that's what we are and uh this is a great program that start from 128 and believe me it's an outstanding program and I would like if you don't mind for a few seconds to introduce you know the members that we have lieutenant Carmen Garcia second Lieutenant she's one of our officer oh hold on this is a very special day because we're introducing these great people so when the commissioner calls your name out please stand and just uh let's clap for them because this is these people do a great job and they could be protecting our nation in the future so Madam go okay second Lieutenant Nancy galz senior member Kya aosta second Lieutenant Anna fetra second Lieutenant Francis gin EST staff sergeant Christopher Flynn sir also let me mention sir that his retired from the Air Force and he served 20 years so sir thank you for being here in the back we have first lieutenant Rolando Mendes we have second Lieutenant Annie [Applause] chess uh we have senior member Mario Diaz we have another senior member Alex durang and we have a special person that he have been I know him since 1995 we have been together and let me tell you without him I don't know what we're going to be able to do this is Lieutenant Colonel tror store and also would like my Cadet to stand up Cadet Commander Gage and we have the other cadest on the codart thank you for being here and before I finish and let the mayor to say a few words about this uh organization that he knows very well we have been working with this for many for many years and I want to thank all the staff because I just want to mention this is a volunteer organization they put the time and the effort okay to be doing classes getting training is single one of them uh believe it or not they have to go through test all the time to make theel better to then to pass the knowledge to the cadetes this is a great program that I believe is our space education and uh emergency service search of rescue and you name it we have everything you can think of and just to finish it up I'm telling you that again sir thank you for all the equ that you're providing us we have two simulators we are connecting radios to do net and I know another other equipment you're going to provide it to us and thank you to all of you guys really I appreciate it thank you well the person we got to thank here is you commissioner y you're the person that started this in the city of Sweetwater many years ago when we had the flooding that we had which by the way they did an incredible job controlling traffic back then because our police were going uh you know off our Bravo and they it was long it was several couple of weeks that we went through this and our civil patrols stood tall and maned post and actually controlled traffic for us I'll never forget that as long as I live they did an incredible job uh the young men and women that were part of silver Patrol through commisso's um let's just say leadership um have reached high levels in the United States Air Force and other branches and that is what makes us very proud of all of you and what you do I want to thank the volunteers that help out that put in their time working and then go out and and make sure that things get done and help our commissioner I want to thank the commission because without their support it makes my job a lot harder and make sure that things don't get done so this all in all it's a great day for the city of Sweetwater and this is a start of something very positive for our city and I'm very proud of it and I'm proud of the work you've done man' thank you sir and I just want to make now we're going to we're back we going to be stronger than before that's the promise all right conflict of interest rules she has refused she has recused herself on those grounds thank you Mr attorney a resolution of the city Commission of the city of Sweetwater approving memorandum of understanding between the city of Sweetwater Civil Air Patrol for use of certain city facilities and Equipment providing for terms providing for authority and providing for an effective date Mr Mayor I'm sorry uh Mr President I had uh a finance director in my ear this is um the Civil Air Patrol resolution no no no I I understand that it's just we had a little hiccup on another item prior I just want to if you give me indulge me one second I'm indulging okay uh so the item was put on yeah the items on we need to yes we had an issue with uh on item C from the consent agenda that the item uh we did not have the right the right count on the street signs that's that's why you see a lot of the street signs have not been put up um and we have to order some more of those signs and do we're still working through that I just want to have the ability uh to be able to finish that as to whatever the amount is and I'll bring it back once that's done and bring it back before you but I need to have the ability to move forward from this commission to be able to finish what we started right point of order Mr attorney we already voted on the consent agenda but now do you need a reconsideration a motion to reconsider yeah you would need a motion reconsider to that would reconsider the entire agenda and then you at that point would remove this item and place some staff items and then revote on the consent agenda done motion to reconsider uh the consent agenda you need a second second okay all in favor I okay the cons opposed good so now the consent agenda is open at this point understand there and we move it forward accordingly right so um what I suggest is the the name appears uh in paragraph 8 of the memorandum of understanding what I suggest is that the uh the words Captain Dan J uh capap um are changed to another term preferably something like U representative uh a representative of the city Shall Serve as liaison um you can put it that way you can make it a uh representative that's appointed by the mayor so I would recommend um the mayor of the city of Sweetwater or designate that way the mayor has the authority to appoint a designate that would work also you good with that Mr Mayor I'm good with that that would work also so you would need a motion and a second to amend the memorandum of understanding motion to amend the mou uh motion by commissioner R second in by I second EC Ruiz all in favor I and now we need a motion to vote upon the the amended item correct exactly that's correct and it's a reso so we can go ahead and take an all in favor Mr attorney yes darel Fernandez I'm your new tax collector of Miami day County thank you all the uh citizen of the sea water for the opportunity so I just wanted to to let you know that I'm here to support you and anything that we can we are start reaching out different uh municipality around Miami day County we wanted to start working with all of you thank you mayor also for your support um we are here to uh try to open the do of the tax collector office to every single resident of Miami day County because I think it's important to work together we are only one County where we are Miami day County so uh one of the thing that we wanted to do is try to start working together with everything uh of you about to open like a mall office in every single City of Miami day County a lot of service that we provide that sometime the resident need to go directly to the task collector office on the downtown that is one of the thing that we wanted to do in every single City so for example right now in a few months we're going to take over every single um DMB office in Miami day County so the driver license office so we wanted to start creating like a mobile office to start giving that service to our community to our resident of Miami day County again I am here to support you I'm here to work with you together for the best of the resident of Miami day County if you have any questions well I can pass an opportunity to say hi to a dear friend but besides that I want to congratulate you and as the mayor of the city of Sweetwater and as the president of the commission just stated welcome to the city of Sweetwater uh I saw a great person that's over to this side now c a dear friend of mine for many years in the county congratulations on your hiring um I also tell you that I look forward to sitting with you uh sooner than later I would like toar your platform I also would like to see how it applies to the city of uh Sweetwater and also the other cities in in conjunction so I look forward Sweetwater requesting conveyance of certain right of way for no no that wasn't it hold on a second hold on a second we got so many things going on today here it is item c a resolution of the city Commission of the city of Sweetwater retroactively authorizing the P the purchase and installations of street signs throughout the city of Sweetwater providing for Authority providing for separability providing for an effective date mayor D is thank you Mr President and the issue is that as you all know we have had to Street sites everybody loves and they're really really nice and stand out unfortunately when we did the count we're trying to get it uh done as fast as possible we had a lot of Misses we're still verifying certain numbers and we don't have a true number yet but I want to start uh sending an order Ing and this is something we started uh and we want to finish it so I ask I need the ability from this commission to move forward get the street signs that are left and when it's done I'll bring back uh a finalized number and Report through you thank you Mr Mayor uh point of order Mr attorney we don't have any specific language here what kind of language can we add to this item I would add a freestanding sentence to paragraph two uhuh to the effect that mayor is authorized to spend such other funds as may be necessary to carry out the the um finishing of the project the substance of this resolution and to seek retroactive approval within 60 days thereof Mr Mayor is 60 days enough time for you I hope so I believe so but if we could just extend it a little bit just in case 180 days no not 100 days fine days Days move well for commission DZ you recognized mayor thank you very much it looks very very nice super outstanding um my only question is the cost is the cost that we see here no more right the cost is per sign right and we just have to get the finalization of the numbers the cost has already been done per the majority of the signs that were ordered but obviously we're missing signs and that was done due to the haste of trying to get get all these signs counted and then get the quality excuse me the type of sign whether it's a stop sign whether it's a street sign where there's a name on the sign uh there's signs that are missing the name of the street but have the street number right uh and that is offensive to the people that that might have the name on that sign so we might have to order that one over again uh and then there's yield signs are missing there's other types of signs uh and that's where we're at so this is where the cost it like you know we've uh had we've gotten many uh several prices on this as you know in the past and these uh the people that bid on that won the bid were the very best for the cost and they say they'll try to do the job in 100 days they've moved very fast but we still got a long way to go and I still got to get those other signs made and brought in to be placed okay but the cost that we're approving right now is the one right here it's got to be open-ended that's why I asked for it thank you sir thank you all right Mr Mayor quick question where are these funds being allocated from we're taking them uh probably CIT and uh we'll figure out where else we could get but I think the CIT Cod it's all CIT money we have uh a few years worth of carryover from our allotted CIT money that we must spend and so this is a recognized allocation from the CIT for are spending on street signs and they want us to spend money whether it's on street signs or trolleys we have to spend this so just make it clear this is not coming out of our uh City coffers these are CIT monies these are Grant monies a lot of uh these monies uh we got because of the mayor so I just want to make that clear all right thank and I want you to make sure that uh people really understand this the majority of all the expenditures that have taken place has been the grant monies as the president stated CIT impact fees were needed that could be used everything that we could use that's out there we will before we touch the money that is from the citizens but we're not a bank we're here to give service to the citizens of the city of Sweetwater therefore when it's need to be done we will do it but the quality of life has to continue improving at all times thank you thank you Mr Mayor so uh Mr Vice property is 100% commercial um it's not fair it's an undue burden on our small businesses and every single business in there a small business set for one which is the aner tenant um anybody have any next meeting so I can present him unfortunately the member that I appointed to the Planning and Zoning Board who was a faithful resident of the city for over 50 years uh passed away Mr Alex meny we're definitely going to miss him and uh I'll be uh providing the name at the next meeting does anybody have any other nominations for the planning zoning board seeing none hearing none item H nomination consideration and appointment of the members of the neighborhood Improvement Advisory Board no seeing none hearing none item I nomination consideration and appointment of the members of the youth Advisory Board board seeing none hearing none item 12 reports mayor's report there is uh have to get into but uh in the entrance of trying to get you some some of you out of here I'll make it real simple first and foremost the holiday period it was uh an incredible period in um making sure that the events that took place were done always in the Sweetwater fashion and and and it went very well besides that our parks are moving forward we had some uh we opened the actual pickle ball courts which I have not seen certain people out there since the day that we open them I don't want to talk about so um the pickle ball courts uh there's four Courts open and uh we'll be moving forward with the other six courts that are going to be adjacent to it it went from one tennis court and two pickle ball courts to six pickle ball courts now so that has been signed and moved forward finally uh we found the right group of people to move forward on that and uh it'll be great our other Park is we're still moving on all the things of firing on all cylinders uh we we decided finally to keep the old uh home Dugout but we're modifying it I don't know if any of you have gone by but uh we kept the upstairs part of it for the future uh probably one of the only dugouts in small Parks like ours and others uh that would have it's going to be extended I want to thank maintenance for an incredible job that uh Ellen and his team are are doing on it there is uh [Music] and there is uh another area that we could make it into a concession stand uh so we could have that for the future which I looking out to putting that out once we get it finished and so on for somebody to be able to manage something like that but it's it's good to BR bringing our park into the level that we promised the citizens of Sweet Water to have so we're working on some details some uh issues that have come up with the uh supply chain of materials that keep going up that don't know where it's going to stop but I hope it stops somewhere soon uh because it's driv I mean the price is very high so all the things that we could possibly do we're doing and I think we're very proud of it so far I know that you guys has been out there most of you and seen the field uh and it it really looks great I can't wait to to see our children of our city playing baseball soccer flag football uh lacrosse all the things that we have I don't know if he's here the Mr Rome Madam director he's not here no I uh hired Mr Rome Willie Rome a former uh uh basketball player and then uh Scout for the Red Sox to manage our athletic uh seasonal uh events for all our our kids and um we're we're really getting to that point we're almost there I'm very proud of everything that's being moved forward uh we're going to have our Park systems are going to be second to none and that's what we promis to people and that's promises made Promises Kept and that's where we're at right now so I won't go into the other stuff uh I I know there some of you are going to talk to about some of the issues going on oneon-one and uh you know every time I say that the attorney blinks up and looks wakes up so we are we're good so as far as a report is concerned uh that's about it I think I have covered uh basically the bases all right that's it thank you Mr Mayor uh commissioner's report do we have anything yes I do commissioner Yan you're recognized okay first I have to say thank you Mary was a a beautiful Christmas party that you get for the for the children of the city they got a lot of toys we all we all did but uh it was unbelievable this year they got more than one toy almost everybody got a bicycle and all the kids were I mean Trill about uh Santa bringing those stor but I have I have a comment I would like to know how far do we have um what's going to happen with the antenna it have been such a long time we're going to get a f from FAA because we don't have no lights there the light was um dealt with and the tower yes and then we have to recheck uh that uh again please all right but uh we'll we'll deal with that please because no no no it we'll deal with it okay I appreciate it thank you yeah that big one in the back yeah the antenna has no like we need we we've had several uh it's been hit by uh by lightning several times in fact uh we've gone dark here several times uh the police department we've had issues with our servers we've had issues with uh several of the strikes that happened and so we got to check the wiring we got to do some things it's non-stop I mean this is not a very young building and uh takes a lot of Maintenance and so does the equipment and um and other things that but I appreciate you guys staying and looking at anything like that just please let me know in my office and we'll take it from there okay commissioner SII is you recognized yes sir um Mr Mayor I have a sad sad story I had a a resid in Jorge Navaro son U passed away on uh the 31 31st of December um I just wanted the reason I'm saying this is because the U City of Sweetwater Police Department did a hell of a job and the guy wanted me to thank you thank the chief they were there the first one to arrive in the scene he he had some um chest pain and um passed away 44 years old but um the reason I'm saying this is because he told me to tell you and the chief of police I call him the other day sorry I know I know these people that's why I'm bringing it up it's it's it was very hard for me CU I knew both of them and uh he told me to tell you and and the chief and and the whole staff of police Department that they did a hell of a job they um when they got there they were they had some they had to give him some CPR waited for the uh fire rescue to get there and they did the police department did a hell of a job I didn't know that they have some tools in the back of the bar car and they gave him CPR waiting for the for the U rescue to shows up and um they score the ambulance to the hospital to see if they can save his life fortunately he didn't make it 44 years old and U just wanted to thank you on behalf of the family I I want to thank you for for your words I know how heartfelt it is for you commissioner um we love to hear how the good of our professional Police Department the great Department that we have the men and women that serve in our department unfortunately it's was something like this um but I want to thank you for those words and unfortunately uh the young man that passed away and I thank his father for asking you to do that but I I I want to say how proud I am of my Police Department it's an incredible department and they have come so far and they continue to learn and I got to thank the the chief the deputy chief and assistant chief for coming in and changing this department around the way they have and the men and women are very happy to work and they're very proud to wear uh the city of Sweetwater uniform and to me that makes all the difference in the world so thank you for your words again thank you mayor thank you commissioner Diaz commissioner ma recognized uh commissioner Diaz I just want to express us you know I'm sure that everyone here is you know moved and we our thoughts and prayers are with the family and it's it's all horrible when we lose a fellow neighbor uh Mr Mayor I wanted to report that uh in December the the police pension board met and um I want to recognize uh commissioner yanu and commissioner vua for their assistance I'm super proud to report that last year we earned 37% wow on our money so the police pension is in a great place and with their help we'll continue to build an amazing pension so that our officers can retire with a tremendous benefit some some good news with that I you I also want to thank the three of you for your dedication and your service uh that's unheard of in today's world so was done right I remember back in the day when mayor quas told me we need to build a a pension uh back in and then actually it was M that said we need to start this and make this happen and we did back in the day and it started with 75 negative in the back that's the way it started so today hearing those words come from you and the work that you're doing it's a blessing for for all those that serve all of us so thank you for the job you've done thank you sir appreciate it anybody else okay I have something to report I uh I want to thank uh Santa Claus for uh being in the Santa suit for five hours the day that we gave out I don't know how many gifts Santa Claus gave out he decided to hang from a helicopter and uh I see Santa with a big smile along with our assistant chief with a bigger smile um but Santa Claus's been doing that for probably about 30 years I definitely want to thank our city staff I want to thank our city staff uh mandra that she of Staff um are city clerk Carmen Garcia um Chanel I don't remember her last name and there was a fourth elf uh what was the fourth elf's name Rita noita commissioner my D's wife Rita who's a saint um and the city staff that were behind the veil I've never seen kids so many kids getting bicycles I don't even know how you guys fit I think something like you give out something like a thousand bicycles every single child that came in received the gift you know that's a that's a blessing from God uh especially today uh a lot of our residents are going through very hard times so at least we were able to give them just a little moment of Happiness so give glory to God for that so thank you to our staff thank you uh to our chief of staff and your staff Mr Mayor thank you for sweating it out give Santa Claus a big thank you on my behalf I really appreciate that I'll call him in the North PA appreciate that Mr President I I also want to it's unfortunately I was going to say something along those lines but um commissioner Diaz started talking in I lost my track so uh I really want to thank all those also that made it happen um it takes people with dedication the love of doing the right thing and making sure the Smiles of those children that came up and the smiles were incredible especially when they walked away with the gifts that they did um I want to thank the organizations that helped out and donated toys they merely made a difference this year and all the employees involved but there was a group of elves in the back room making sure they selected and make sure that everything was brought up and dealt with also we saw and and I know Stephanie bua was uh kind of like in the back she didn't feel good uh she was not feeling she was very feeling under the weather but she made it all the way to the end and uh she did an incredible job along with everybody that was back there including uh uh a grinch guy that was back there that was back there no honey man so it it actually was incredible but I want to thank uh a group also maintenance and there people for coming and putting up uh a lot of it but the special group that as a lady Sandra she came into the city recently and the love and the emotion and what she did and the hours she put in uh working along with her employees and her people people thank you because you made a difference to a lot of people and all everybody together there was one elf that got up there at the end that make sure everybody moved pretty fast um that's leaning up against the wall over there there's a lot of everybody that that work together so and I also want to thank you Commissioners thank you for helping in the crowd and and and making sure so we just got to keep getting uh bigger and better and when God's help it uh it would just continue to expand but the most important thing is there was not a single issue in the whole time that that was there I've been to a lot of these toys present in my career I have never ever seen not a single issue and that's what made it that much more special but it took good good leadership from good people and yes my chief of staff did an incredible job making sure that Santa Claus didn't pass out during the time too and and the else so with that I think we've done a lot of thank you so thank you Mr Mayor um it leads me to my last item is obviously the Safety and Security of our city that event was amazing uh thank you to our police officers and our Police Department uh for providing that level of security for us as our city continues to grow every time we get a new city building um you know there's there's a lot of a lot of things happening within our city and our Police Department is most certainly going to have to grow so I will be most certainly lobbying for a lot more police officers and a lot more pay and a lot more pay for our civilian employees they're going to be working a lot more I apologize Mr Mayor I'm sorry I'm not sorry uh moving on uh city clerk's report attached attached City attorney's report uh nothing major to report other than the one uh lawsuit that was filed in December that I spoke to all of you about given the sensitive nature of the matter I think that if you have any questions I'm happy to stay afterwards and take it offline
