presentation you have a special presentation all right there's um there's two there's many employees in our city that are incredible just outright incredible and sometimes it's hard to pick because they're all doing great things at one time but sometimes as you know we we actually don't pick somebody because people you know they're such good people that we want to see over and above and beyond it sets a whole new standard so we all know all about that and we're very proud to have that but when we pick employes of the month we pick them because of something significant they've done and the two ladies that are going to be let's just say presented today as employees of the month have both each one done something very special for us this young lady I'm going to bring up has been with us now for a couple of years but she's chose to now improve herself and going into a career to become an attorney and that career I know is going to get her very far in life because when she argues with me she ends up winning so I know she's got the material and what it takes to become an incredible attorney eser come on up es Le everybody and thank you let's put you in the center okay Esther um Esther had those grants he's done an incredible job and making sure that a lot of the grants that are were done are actually here and when is your last day the 15th so two more weeks day before my two more weeks but I have a promise pinky promise with her that she's coming back to help us later on when she has her legal career and help us with us so thank [Applause] you better looking some have hair you know all right thank you my [Applause] love the other young lady has not only done an incredible job already for several years and finance but she's taken it even further now in Grants and actually has worked under bu's leadership and done I'm sorry social media has done an incredible job and done a great job and making sure that we Propel out there what is positive from the city of Sweet Water and she's doing it in a way that we're very proud of and Jaz been come on up got be reversed now someone's got to take a picture of her you know I give her harder and harder things to do and she just gets it and pushes it right back out so that's important to us you're making us look great thank you and thank you for what you do for us so appreciate it definitely lie you were for April 13th 2024 a resent of the city of Sweetwater found that the four wheels and tires were stolen from her vehicle detective nii was a signed this case and immediately began a detailed investigation video surveillance revealed a white Dodge Charger with a black stripe was seen entering the community where the crime occurred two subjects are seen exiting the vehicle and physically interacting with the victim's vehicle before fleeing the area detective nii quickly disseminated countywide bolo regarding the crime in the subject vehicle on April 17 2024 using detective NIS bolo Miami dat Police Department's robbery intervention detail observed a white Dodge Charger matching the bolo description in the air of 79th Street Northwest 12 Avenue after a brief Pursuit the driver abandoned the vehicle attempted to flee on foot but was apprehended detective nii continued to build his case by interviewing Witnesses and collecting evidence he worked in conjunction with the detectives of the city Miami Police Department who used his evidence to issue an arrest warrant detective nii used GPS records to place a subject at the scene of multiple crimes this helped to close our case as well as several other cases throughout the county he worked seamlessly with neighboring agencies bringing closure to multiple victims of these crimes for this reason detective m is being recognized off of the month for May of 2024 [Applause] camera thank you thank you man thank you yet we'll save it for when he gets here can we do that Mr President yeah we're going to go ahead and save the uh presentation Duvall Ford through the board uh through Bradford County sharff contract at at total cost not to exceed $120,600 authorizing the expenditure of funds for such Acquisitions and providing for an effective date mayoras these building vehicles are coming out to lease so we're getting the new ones and that's basically it are we getting one truck or this is no no three trucks three three yeah what three yes just want to make sure and this is coming from the cherish bid this is coming through that department yes self-sufficient due to the fees that we collect right so so it's budget I'm sorry it's budget yes yes it's budget it's a same cars with just being re this is something that we we proceed the leases are coming to this point and we turn around and we give new vehicles as the commission knows we discussed this in the past we have stated that every time the vehicles are coming up I'll be bringing them in accordingly and we bring them before you mayor can I can I suggest U um are we getting a van sorry can can we get a van for the maintenance department why do you want a van for the maintenance well the the van for the maintenance um let's say they need um um like I'm I'm just saying because I have a van myself and sometimes when you need to work we got three different or four different places in the city and sometimes they need to go to to I don't know here or somewhere else at least you can have have some tools and parts in that van you know what I'm talking about like like the the HVAC I mean let's say the HVAC or saying each uh each maintenance worker basically has his own truck okay so we can deploy them accordingly as needed to all parts of the city for different types of jobs that are are needed so therefore they carry their tools that they need for the particular job that they're going to do on that given day so they have their truck they have the box they have everything that they need to do that now if you're saying that you want to have a tool truck right we looked at that at one point that we were going to do but we sat down with maintenance and we basically went in the side to be able to speed things up it was best as we went with the pro procedure that we have now that's why the Sprint truck it was a Sprint truck if I'm not mistaken you want to come up to the mic yeah because we we let it go back because it didn't fit the was actually delivered to us without a purchase order Okay so that was a problem and at the time we hadn't come here was $58,000 the mayor had just gotten in a couple of months ago we hadn't had time to analyze all the maintenance issues we're in the budget development process you're going to get one on July 17th 16 days from now and the maintenance department has requested a tool truck we will let you know if we're going to fund it that's the mayor's decision but we haven't sat down and done the reviewed the maintenance budget yet and that's the issue commissioner if we're going to have one tool truck I don't need somebody driving around trying to supply our people our people are very professional they're very good at their job they know what tools to take just like if any one of you has a job to do and you have to take the tools you know what you need to do you know what you need to do whether it's particular person doing a particular job you know you have to have the tools with you now if you have one truck then what are we going to have a fleet of trucks and then when you need the bed for the back you know it becomes a little bit issue I haven't seen it yet where the need is Trust trust me if I can see a need and I sit down and you show me a need where it it makes it more efficient for the Citizen's money to be used in the most efficient way I'll be the first one to support it and bring it before you gotcha but it hasn't been done to that level yet but maybe they'll come with another another explanation for me okay that'll make sense for us yeah that makes a lot of sense and also you know the thing about two um what do you call that the the true truck is that you can have your parts in the truck I have one and that's what I do for a living so I got everything in there so when I go to a site I got everything in there I don't have to go back to the shop try to get and come back you know time exactly what I'm saying right but in order to be maintenance there's stuff that breeze and things that they have to pick up along the way that they spot to keep our streets clean you just can't put it in a tool truck that's why you have a bed pickup and that's why it's beenin with with pickups almost every employee maintenance has got a okay uh a pickup truck again and your particular need you have to have almost every tool you can imagine because you don't want to stop the job that you're working on exact to get up and go get a tool y so I understand in your particular need I just haven't seen it and by the way we have floating supervisors which get a call and as they see that they might need something don't go get the thing for them and bring it to the job because so one thing I don't want to see is them stopping a job and going away to go get something and come back yeah cuz I know back in the days there was a sprinter that were going to order or something in advance so I I was just wondering and I now I just find out that they didn't they uh every afternoon we're getting rain and and we're not getting small amounts we have sent it out to the Commissioners I mean myself and the Commissioners to everybody's home that we have the addresses for in the city of Sweet Water the event is Thursday the event is from 6:00 to 9:30 hot dogs hamburgers you know where we do bounce houses everything else I yes want to present to this Commission because I'm moving forth with it but there might be a chance it might get rain rained out I just want to make sure that we're all on the same page if you think differently I would love to hear from you um and to understand I know it's my decision at the end of that day but I like everything I've done since day one with you here I include you guys and let you know because this is yours too you know so I wanted to make sure if you feel one way or another uh you don't even need to do it here you see me afterwards uh because I need to make that decision like immediately if we're going to continue it because brain is scheduled but again I don't want to then call it off and then we have like a beautiful afternoon so it's one of those decisions like one way or another it's a gam so yeah there's 30% for that day it was 177 in one time at one time it was Zero at one time it was Zero sunny day last week it stated sunny day perfect day this yesterday or this morning it was at 17 I believe right 17 and now is at 30 Sun sunny day okay we're gonna we're gonna do you know I this for a reason Sweet Water so um with that we have an issue and I want to bring to the commission on um fifth uh Street and Fifth Terrace we're moving strong uh we are working Eric is is uh obviously you know he's our temporary building official why we are in search of one but he's doing a great job he's stepping it up even though he took two weeks excuse me off for a vacation but with that said and done we have uh a lot of issues on on Fifth Street with some people being very hard and not letting the workers come in and do the side curvings and doing the things that they need to do we have followed what this commission had voted upon and what they asked and what people ask for which is to put and make it look like it like it is on Fourth Street and that's all we're doing we're putting 15 14 to 15 foot oak trees in there it is going to be really nice the drainage has been done and the drainage worked perfectly perfectly uh already but now there's a lot of people that prefer more parking and having a lot of vehicles in their front yard two things cannot coexist it's got to be one or the other so we kept our promise with the flooding we're there we did that part now we're doing the beautification part we're not going to stop if they put their cars in a bad position obviously we will deal with law enforcement to make sure that that does not continue to happen I had to State this publicly so people that are listening please this is only to improve the you know the quality of life in the area and to make it look a lot more beautiful and we're already improve the issue with the flooding and we'll continue to do so in the other three blocks so I wanted to be clear and present that um to you I think I had that's about it okay that's the only presing maners there some grants availability that we're working on hard okay to try to uh bring in the funding that we need to do certain things the State of Florida um the we did not get the veto pin on one issue strange we got it un flooding but whatever everybody seemed to have gotten it but we did get the command the 500,000 for the command uh vehicle that we're going to get uh we already purchased so you know at F450 and it's sitting in the back uh even even though the police department saw it and each uh depart each particular division of the department wants to have ownership of the vehicle it it seems to be going in that route but uh obviously that is for the Emergency Management and we're going to see how it works out we're going to have a a command structured trailer that is uh Chief uh deputy chief Gil you want to come and uh specify a little bit on it so you could understand what we're getting and the reason why good evening Mr Mayor Commissioners Noel Gil Deputy Chief of Police for City Sweetwater 500 Southwest 109 Avenue uh what we are looking to get is basically we looked at um uh one of the Departments that is utilizing this kind of um of command post vehicle is is the uh uh us uh Customs and Border Protection uh one of the benefits behind it is that it does in the long run uh is considerably cheaper than a command post that is all one unit right kind of like the motor home big motor home type of structure so this gives us the ability to on a 40 foot trailer which is what we believe it's going to end up being it's a 40 foot trailer with you know pullouts in the in the back pull outs in the front uh we are looking to uh produce it in such a manner that it will have in essence two conference rooms uh it'll have a tower uh on the back that you know we can put a camera it'll uh the pole will beam uh you know will basically it's a boom on the back that we will have cameras that could possibly go up about 253 ft so that we can look at our surroundings uh the ability to have its own power uh so that you know it it'll uh it'll work for what we have a complete communication package uh with the ability to you know have uh satcoms in it uh for our Communications package and everything else so this will be a a van uh a a u trailer that we will have out there uh we're looking currently at a company there's a mainly one company that has won the contract for uh the federal government which is out of Pennsylvania and we're going to start talks with with them uh to see you know what exactly they can offer based on what we've seen in the past and things of that nature one of the great benefits of this also kind of command structure especially with the pickup that we just bought is that when you get to the scene you have that extra vehicle now that you can and these new uh pickups that are designed for fifth wheel you can actually take very easily off the Fifth Fifth Wheel apparatus off the bed which now enables you to have a pickup truck on scene to uh do whatever it is that you may need to do chair yes go ahead uh Chief how are you what about the price what's that what about the price so the price we believe will come in uh right under the $500,000 that were being uh offered which is one of those things because the majority of the trucks that we were looking at that that are one unit uh are well over a million million two yeah cous to you that's what I was going to try to tell you so you're going to be able to perform the same duties right on the same equipment right cuz I went to the D one when you guys brought him here like 1 million2 right yeah 1.2 was the cor G so for how the priz we're going to be able to to perform the same duties yes we'll have and we'll have the very same capabilities and everything actually we might have more capabilities because as the deputy chief could tell you a lot of new type things have come out to the market by us having a little more money and that we're looking for and we have a grand grant that we're seeking with the federal government to be able to enhance it even further we could have a lot of the things that we maybe could not afford to do before uh to put on remember we have a lot of places I don't want to start mentioning a lot and I'll talk to you individually but we have to protect a lot of areas one of the key things is that Detachment situation you go put the command center in the most the best area of neat where we could operate from from that Center we detach now we have an extra vehicle to pull to do things that we need to do with that heavyduty duly type equipment so even though it might come on to this base we might be doing more depending on the grant situation that we' be looking to do but it it's a kind of vehicle that's built to last a long time the problem is some other places and this is where the chief looked into the deputy chief he looked into the durability of this equipment because this is not the kind of equipment that's meant to just for a couple of years and change it as a truck you know it's meant to last a long time and that's that's basically it along with several extras that could increase emissions need yeah that's what I was saying so we're doing the same thing probably a little bit more but at the same time we're saving like $700,000 more or less yeah more or less more less or potentially even more and I think it's a good thing and and we're looking at other it's a additives to that right another thing is uh assistant chief Fernandez did a tabletop with us with the directors and the managers uh to simulate an incoming storm hurricane since the infancy of the storm as Alisa coast of Africa we're monitoring everything that leaves or forms either if it's in the Gulf the Atlantic most of them do come out of Africa we've seen the first two lined up already and already there's talk about another one that could be forming so this is now Ur Hurricane Alley working but we did a a tabletop exercise and the chief uh make sure that we would do that sooner than later because I requested that that we need to be prepared as I talked to each one of you pretty much already and told you that each one of you will be engage as we what we done in this city and that's one of the things I'm very proud of the Commissioners here that each one already call and say what do we need to do so these are things that we're already working with staff but I'll be very clear now under this administration every employee it depending on the need that we have depending on the severity of the storm depending of course on many different things every employee is a valuable part of the emergency management and the work that will be done in the city and it will be through the orders that will be given for myself and through the administration and through the different or we'll be prepared and we've been doing tests some of you also also saw the part that we went to and showed you the pumps stations and the pumps how what we've created and the integrated system uh the chief was kind of like laughing with me the other day he goes I never knew that I had to go get measurements from the canal uh to find out about the water system how the levels and how high and everything else and I told them welcome to Sweet Water um this is this is why we I don't want to say this in any way please um bragging or anyway we've gone through hell in this city with flooding and loss of life so we've learned and we work hard together so we were the only dry area that usually is the first area to be underwater and we're very proud of that but that's South Florida water management and the work that we're doing so I wanted to get all this out in the report and I think that it was important to do so so you understand that we're very Vigilant and we're working hard I also have asked u in working together with our firefighter captain that we have up here pered and Guru of knowledge when it comes to dealing with this too we're also he's helping us and I'm very appreciate uh commissioner miti for your part and and supporting and what we're doing so we're prepared in every angle that we can that doesn't mean it it's perfect but I would tell you that uh there's no city that is as prepared as we are right now there might be some that are just as prepared and everything but there there none that are more prepared and that's I think it with my report unless you have anything to add nope if I have any any other questions okay thank you okay thank you all right going over to B commissioner report I think uh something say yeah I was going to wait for the parks mayor you have something for the parks any update yeah I could give you an update the rain has hurt us somewhat as you could tell we had a very it's hurt us but helped us because in the last couple of weeks when the rain started slowed it down probably lost about a month or so of the momentum that we had but it gave us enough time to work I got the our maintenance crew and of course it and and Mario together and we looked at the way the structures were done with a conduit to be able to take to the big screen to be able to put the conduits that's needed for the things in the future we found and of course Eric and Vera also together we we worked as a team to figure out and then maintenance came in and they've done a great job in dredging and putting this conduit in just for the present and some extra for the future so whatever we could put in let's put it in now because once that field is done it's underground boring and that costs a lot of money so we we did that we're I know the next question out your mouth is when is it going to be done uh I can't tell you that now because we still have constant rain but you saw them working out there still they're still putting in the Rock they're still trying to put in what they need to do uh Eric is there anything I'm missing on this no I mean they got a lot of work to do still you know the netting you know they still have to put the the the the the poles for The netting and so forth they're finishing up the drainage where we need to find ize just the the symbol that's going to go in the center of the field and so forth but um they're moving along so yeah it's it's a work in progress I seen him I seen him going around what about the um Carlos Park Carlo Park um okay yeah that that's also pretty much almost done we're in the process of just punch listing and dealing with the contractor he's been a little bit of a headache to say the least but um uh we're almost at the final stages of of dealing with with that contractor and getting those those those items resolved so that's where we're at with both parks with you know with with relli and that contractor with the pickle ball and also at Carlo the basketball court as you know is a mini basketball cour we've been waiting for the next I want to open also in Parks like there parks I yeah he's right there he he will have to for me by the by this next week the signs that will go for pickle ball I do not feel good opening one side without opening the other at the same time I might create a problem yes sir so therefore uh I I want to make sure that we have the proper signage it seems to be it's an incredible Sport and it's also an addiction for a lot of people from what I'm hearing you know it's nonstop and I know there's a particular commissioner that's dying to get up on the on the court so he already ordered the pickle ball rackets and everything so it's getting a little bit pissed already so so so I know there's going to be some challenges so I look forward to it but uh also I do see a need and as we're working with C on the preparing for the budget and doing the ramping on the budget that we have right now I might need to bring in some people to make sure that we protect our Park um similar to a park ranger we might have to bring two of those in uh we cannot have this huge investment that we've done yep and then have it trashed overnight so we're working with a camera system to install a a good type of system that is going to be state-ofthe-art to make sure everything's caught and everything is done in the best way obviously the most best way is hopefully the great people of the city will protect what they have as their assets along with our departments and so on but we're trying to do everything because to me the parks is one of the most important things we've tried to volatize and prove and we done and we proving it because I the residents really come up to us and say thank you for the Tod lots for what you're doing and I said you know and I explained how we're all working together to make this happen so Carlo Park the two bathrooms have been finished the the courts yeah we're we're missing the four pickle cours to be finalized and then there's a punch list as Eric said some errors that were done that need to be fixed before they finalize it and then we got the mini basketball court that's there we got a kind of like a pole and a tree very close to it well I know that's the next thing you're going to ask about but we're going to wrap that with a cushion and to make sure people don't get hurt but it's just we're limited on space so we did the best we were not going to chop down a 30 some year old oak tree there's no way you know so that's it uh oh one more thing we need to improve the availability in in um hor makosa Youth Center one of the things for for the commission and for events and for the leasing of that place we're going to modify with a good sound system so when people come to rent the place they could hook up a a simple thumb drive of music or whatever and they could have a a well because since it's high the echoing is pretty bad in there and but that's since the day I constructed it back in the day but we're also going to put in a a type of a projector system on top to be able to do movies on each side uh all these things are things that we're enhancing we might not have a lot but with what we got we're trying trying to enhance it for the citizens and for multi-use uh the the last thing I forgot about Carlo Park is the tra the we're putting in for the community center at Carlo Park we're putting a generator and it's been uh it this I can't hear they finally came okay I thought the rain had stopped them okay so it's been done so it's even better so now that we have now is a second facility that will have power in case of need all right so we have the Horas with a several Outlet rooms and we have the community center now too that will be powered up during a a situation or an event the last thing karate we have 30 38 thank you sir 38 young kids in a karate class with two senses a ninth degree and an eighth degree black belt God has blessed us two great men that have come in to help our youth they're super happy you got to go by and see it and I hope you know you enjoy it they were all getting their little geese today and getting structured but we're there we're getting there dance we had a little interlude uh and now we're we're hopefully hiring two people to uh to do the dance instructions so we have a little bit of both and we're coming up with some other things too to do but as promised we're delivering H how about summer camp thank you thank you for going that it is you got to go go by NC summer camp the pictures it hit today2 wow 66 62 oh I'm sorry they they grew some more today 62 6 62 please go by the kids are very happy they go on field trips almost every day um they've been to play I was jealous I never been to this place right you know so next time I think I'm jumping on the bus with them and going it is uh incredible the kids are happy and that's what's important uh the by the way karate and dance for right now until we get the system well adjusted is free that is part of the budget that we put together to help and by the way the karate has a bullying program established with a sensation uh to teach the kids about that and how and every defense me and everything else so hopefully soon we get everything team set up I know you are we'll have the Civil a patrol joining too and a lot of the kids from the um summer camp are the ones that actually their
