board the election of the chair and the vice chair the clerk I presider the election of the officers procedures for the election officers are as follows a at the second regularly scheduled commission meeting of November of each year or as soon thereafter as practical commission elects a chairperson from among its members calls for nomination for chair nominations do not require a second a roll call vote is conducted by the clerk if there are more than one nomination and um if a vacancy well that goes on to if vacancy occurs the commission shall at its next meeting select the chair for the remain of term B in conjunction with the above election a vice chair is also elected in that like manner so we will do it that way we will I will ask for nominations for chair and then if there's more everyone had a chance to look over your dates times uh calendar any questions discussion I I haven't looked at it but budget meeting dates on there fine print Mr D yeah it did I know the 4th of July right in there up being through there we can there's discussion we obain a motion to approve meeting second all in favor um it of e m discussion committee appointments Etc uh I guess everyone any questions discussions to approve approve a second we'll move to constitutional officer governmental units item n the board to consider approval of f52 Taylor County public safety complex agreement between Taylor County and the Florida Division of Emergency Management agenda by [Applause] so good evening green there's you know there's two of them on here so um I can try to answer any questions that you may have may have to ask thisa to help came in back both of these these grants but those are like um coming in and seeing this news excit for Taylor County what we may have the opportunity to Mr chairperson if I'm just to remind the board that we are going to ask the legislature for the balance is the funding to complete this project because this grant is for $2.5 million um which may not be enough to do everything that we wanted to do and then also we submitted a congressional project a community project last year um for funding to complete the public safety complex and we do not know if that will be funded yet I I do think that that that particular project survived the various Cuts but it it hasn't been approved so there may be additional funding um coming in from different sources any questions discussion U I wrote a letter November the 12th of 2024 was in your packet um to M leanda and actually I don't have a real problem with it but I just you know it's such a big sum that whoever's administering it needs to be very careful with with it and also make sure there are any contracts that are the result of this um I use subcontracts to make sure that the subcontractor understands what uh he or she has to do to comply with the actual contract that we have um and again uh so it would be one to be followed very closely that's my recommendation and if you ever have any problems with it just let me know um and my last term that I said was I would suggest close observation of this since it's a large amount it's over2 million um of course it's going to be governed by the laws of the State of Florida and any litigation that's going to be in Leon County which I don't they ain't going to agree to change it if yall understand what I'm saying so Justa and just be real observe another regard more particular on on sub contractors too and Mr chairperson if I I add one more thing um Dr Glover we need to watch the timelines because I know next on the agenda is the design Grant obviously we can't move forward with the construction until the Design's complete um so we'll have to watch the the terms of of the construction once we start and I do believe that the administrator of this grant at ftim said that it did not have to be reimbursement that they could offer us um a different remedy um so that's something we can explore later as well when we're ready question discuss approve to approve commiss favor intend the board to consider approval of f141 Taylor County public safy safy complex design agreement between Taylor County and FL division of Emergency Management aged by the emergenc this is the other part you talking about this the other part of the that her design and Architectural I letter on September the 23rd 2 packet um I was a little bit verose on this one um 19 comments on on it uh again it's a a complex and en Copus agreement and I just hit the high points in the letter but once again it's um subcontractors will be bound by the contract itself so you got to watch your subcontractors um and also any subcontract that we do we need to look at them closely um and of course I don't know who's going to be comparing those subcontracts but may dep actual contractor wants to [Music] do to approve all right thank you sir thank appreciate [Music] it sir to General business item 11 the board to discuss Turner Road by chairman just wanted to bring this backtime [Music] [Music] needed to be reminded as to where we were at we discussed this last when it was on the agenda so one certainly share you like but working um process that we've been through to try to minimize these effects with mergency management our state representation and yet still the existence and the possible funding option should we so I think that the closest and this is just an estimate for the construction on on this road to elevate Those portions and this would be for elevation of all four I think there are four areas or maybe five that would need to be elevated I think the you're looking at every bit of $300,000 to do this construction um I did speak with our engineer today of course you know he has not had an opportunity to complete the design I ask if that could be um if that could be assigned in a task order which is possible but we don't have we're it's probably going to be January before we have those um Consultants under contract because of the timing of that contract in so um you know just looking at the total that we believe um it will take for this for this project and then as far as the time period I was reminded today that it will probably be months before that area is dry enough to start any construction so I think um because it's not only the road that needs to be dry but but the base the road base needs to be drier certainly than it is now so if we have several months of normal weather which obviously is not hurricanes or flooding um we may be at a point several months from now when we can move forward and of course that's conditional on we cannot predict the weather obviously and it's been very wet for at least a couple of years at this point so all that being said I think that as far as the funding source Gary and I have discussed this a couple of times I think you have at least two options um if it is a a capital project which if it's in construction I I believe that's um a consideration you can use once in sales tax I believe and there is certainly a healthy balance in that account um if not then there are road paving funds available but it would take several districts you know road paving funds to move forward on this on this one road and of course that's a decision of the board um the common account does have over a million dollars in it but um I don't know that that would be appropriate um for just one Ro does it all have to come out of one account or could it combine from different we end up believe it could be expensed 31 Cent Sal ta there's enough funds to do that correct which wouldn't tax the other District correct and and I believe or you want to weigh on on that yeah I just you know if we have Road payment money we need to use our Ro money if the project was originally considered a repair which does not qualify as a capital project but if it is more than that then it does qualify as capital project which is what the 1 cent sales tax is to be used for so you know but I would I would think it'd be better if we have Road payment money to use that first if we don't then then look at one and my only concern with using road paving money at funding is if we have a a road paving project that is underfunded that we cannot um that you know we are not successful receiving additional funding from fot then we would have to resort to our road paving funds but you could use one cent money for that short or the hypothetical short uh we have not in the past so so why wouldn't we just approve one funding for repair or the construction on kind Road my suggestion would be that we finish the design either in house or through our contractor bring the design back to the board go out to bid and then once we have the bids in hand we'll know exactly what we're talking about you know my our estimation is just that it's an estimation but in the midst of all that exchange of time and it comes another rain we missed the window of opportunity to perform work isn't that a danger or concern I think we can I mean I think we can certainly go out to bed you know in in late winter early spring I don't I I think we can do several of these things at one time but again you know we know how prone this area is to repetitive issues of water being the roadway so I believe it would be diligent on the forg part to have everything approved so once we can get the window of time project then we can proceed without bureaucracy or red tape is that fair I don't think anything I'm saying is negating that I think we're saying the same thing just different ways I I I'm not I don't think the timing is going to keep us from moving forward once we have proposals in hand but the advertisement for that usually takes about 30 days or typically we advertise for 30 days and then we award the project so I guess my question is is it possible to come back at the next board meeting with the design PL is ready no sir it will not be ready by in December okay so again this this is causing more delays on this potential project how can we minimize that let me go back to our engineer and see if there's a way to issue a task order without having an executed contract in hand it's it's possible that we can request quotes to move forward with completing the design let me do that well I mean I'm just looking at you know of course this projected the rain this evening that's not going to help any conditions on turn road and should we ever be so fortunate to experience more of a drying Trend it would seem to me like it would be the most prudent have everything in place to get this project completed whether it be funding and designing Insurance bidding on my understanding is that it will months for that road base to dry out under normal weather conditions so I guess that brings me to the next question is there surely this can't be the only section of Road in the State of Florida that has this um continuing experience are there other practices that can be used so that this repair go forward because given the conditions of the storms and the meal closures and the flush aquifer I think we need a better statement and process to be able to proceed with this project and now understanding I mean I'm not saying that we go off the deep end as far as expenses however we have kind of concerns and discussions and we had these discussions previously when we talked about doing the work on San Pedro Road as far as the board's commitment to getting this repair accomplished wait what's the question about s p can you use your mic sure so we there's no question about that that's already under contract far is moving forward with that project but this board when we were discussing San Pedro Road committed to fulfilling and completing this construction project on turn road I don't think anybody's against that commissioner but she's telling you that the road has to draw out and you're not accepting that well I've been told a number of these things commissioner and What the residents are continuing to experience are the staffs FL and my question question is if there's any process to go forward in removing and replacing with dry material so that this project can proceed I I just really think that this cannot be the only place that we can know and see this type of SC so surely there's got to be some more other method or process that a contractor uses in this type of experience what then what I would compare that to is if we said this was occurring on another therd ofair Highway do we think that the State of Florida would say just going to have to put up a detour until all this drives out I don't think that's the way it works well if you recall we have certainly I think exhausted every other potential solution we certainly talk about bridges we talked with the management we talk with Senators Representatives we've done a lot of talking but you know my question at this point is if there is an alternative method and what that expense would look like to repair these five areas of Contin are you aware of an alternative that you are suggesting or are you well I'm not an engineer and I'm not in the pment business but I do think there's a way that you can put a stable foundation in for these cringes um just what that expense looks like might be a different kind of discussion yes sir however I do believe you can stabilize those Crossings and that you can put material down and Elevate the base of that road now I know it's been suggested that all these uh materials be Blended if it ever gets to D point I think the continued problem is we never reach that place we get so close at something else happens and our residents are sent back off on a Merry Go Round And I get to go on that Merry Go Round with them except for I'm ready for the merry go around stock and I'm not blaming a soul I'm just saying if there is a different practice that um ping contractors use that can stabilize these crosses without having to wait until a extreme drought condition I'd like to talk about that process and move with speed to see it accomplish so are you requesting that when the design is complete and the doc the bid documents are complete that they include working in these wet conditions is that what you're I certainly would like to understand if that's possible okay I mean if not I mean I don't think we can ever predict when we're going to see a dry enough condition given this continued experience and I think that there are alternate methods for comption the job is there water still standing there not last amount but the requirement is it's not just the road the water in the road but the water would have to be dried out out of the L still up in that area as it's probably going to be and you already you're going into a time of year that trees don't pull the water like they did like they do sum rain is probably going to hold a little bit longer than but I agree with that method or with that statement the treeson we don't it it's not going to be 100° willing um but all that means is that these conditions will likely that's my question of an alternate method so that we could get to a place the stabilize the U areas for elevation and and let's proceed is H doing the design is Kenneth doing the design Kenneth has started on the design and has not completed due to the load the workload that he has okay so so is this is this design being put ahead of other designs to rush this through or do you know no ma'am that it's it's not okay so um I guess the challenge for you is to see if somebody has a different method um that could be used so that it would speed this process along I understand your ANS we waited a long time for projects before and I I totally understand that um and um now is it you know when we were talking about the cost of it and if we do find some other method to incorporate into this it may uh increase that uh cost so so in the past has any commissioner used their own um pot of money to help with projects like this when it was necessary L do you know or Gary my only recollection of yeah Commissioners using their own District road paving funds is you know for billing projects or to complete a road construction project if there are insufficient funds that I can think of off the top of my head yeah I mean we've had some some districts that didn't have a lot of rotating and they and they um allowed other districts or other to use that to use that money so that's happened in the past if going to do that right so we got Direction here on what we looking to do my understanding is that we are to um explore a a different type of method to elevate those sections of the roads where we would not have to wait for the road base to dry completely we'll get out of 12 the board continue discussion regarding proposed legislative appropriation request for new Animal Control shelter agenda by commissioner Fel yes I had um I was out of town at the last meeting where this was discussed and um it's my understanding that it was not put on the um list so this I'm going to explain to you all that this request is my request nobody has asked me to put this on the agenda nobody has asked me for a new Animal Control shelter this is my doings staff has not asked for it or anyone else and it's just like when when I decided to lead the the way to um rehabilitate the first capital Hall and when I decided to build a Veterans Memorial Park and when I decided to do a shady gr Community Center that was my doing as a commissioner and the same thing is with the animal shelter so all the people that are here for other reasons concerning the animal shelter this has nothing to do with them and so I just wanted to make that clear that this is a project that I would like to see the county do if we will never have the money to do this I'm I'm certain of that so if we can add this to the list what does it hurt if if we can get funding from the legislature to to construct a new animal Shier then why would we not do that and I've tried to Think Through you know why would why would we not want to do that I can't I can't come up with one reason why not to do that now if if we if we look at our whole list we have that we've asked for it's all things that we would like to have would would like to have the new EOC we would like to have a cover for the um Arena we would like to have um some more bar stations but we don't have to have them so we don't have to have this but it would be something good to have it would be heed in air condition it would the place that we have now that we use for an animal shelter is quite Antiquated uh it has issues it has maintenance problems and if we could get funding through the legislature then why not ask for that and I don't know if we'll get it or not we may not get anything but it certainly would not cost the county anything um that I can see and so I would um respectfully request that we add this to the list I concur with commissioner F that when we spoke on this at the last meeting and I do want to just make it clear that I didn't agree to this to try no group people I didn't agree with this I me I a firm believer and talking to our state representative whenever you want something the way they put it to you is ask ask ask right and if you don't get it ask ask ask right we know when we send these legislative Appropriations in that we're not going to get it all now we prioritize we can probably all agree in our list that we have today our our Courthouse issue is probably Clos to the top than anything else that we have I agree with that is what I would say so but I just want to make it clear that I didn't agree trying to please anyone because that any of the group that has been coming here because I'm not in agreement with some of that behavior that's been going on that we have discussed here in the past but you see these other Counties have these nice shoulders and different things guess what they get it because they ask they ask for it and they might not they got it the first time around but they ask again and again and again and that's why we make these lists and we prioritize 1 2 3 4 5 6 and when we get something we move them on up to the top so I would concur that we should add this back you this to the appropriation of the money not to please anyone to have a better facility for the animal control employes and such as that to to work at right and again this this this is my request this is my doings nobody has influenced me and anyway this is this is my request because I think part of my responsibility as a county commissioner is to look at our community just like I've done in the past and look for projects that can be done and especially if you can get one funded without using our local um um um so uh yeah this is this is this is my request Mr chairman if I could I've got a few things I'd like to ask about request you speaking to the mic please I sure will thank you I'd like to ask um I mean I know I've heard you say that there's a lot of needs for this shelter um I haven't seen anywhere that this shelter is included on our 5year Capital Improvement project have I overlooked that is this sh part about 5e CIP plan it is not part of the current CIP we are we are assembling a new CIP to bring to the board in January but then is given the reports that we've gotten from our staff that they haven't requested anywhere that it's a necessity to have a brand new animal control facility is that a true statement yes so understanding how they construct their budget for maintenance and things of that magnitude then I'm making an assessment that they don't foresee the need to request a brand new facility is that true I don't I I have not discussed it with staff we so I think I understand also that the roof on that structure is not at its end of life is it leaking or do we have catastrophic failures with this facility not that I'm aware of so those are the kind of things that make indication to me that it's necessary to speak to our state representatives that we need help from the state level to have this type investment into our communities but I haven't heard any of those things from our staff is there something I've missed no but I would like to say that that staff doesn't always put these type of requests on the CIP it's things that may come up just to be completely fair and transparent if there's an opportunity through a legislative appropriation I don't know that anyone on staff would say no we don't want that but they may not step out on a limb and say we'd like to have this so that's not what we're hearing tonight we've heard about all of the Necessities because of the expenses and the condition of the facility so I respect the staff's position I appreciate the work they put into their budgeting and how they seek to make our tax dollars do as much as possible and if we had information as far as financials and as far as costs and as far as analysis that said this facility is at its end of life and there's nothing more that we need to invest in this facility because it's time to replace it I just haven't gotten that time documentation so I just want to make sure I hadn't missed it somewhere staff wouldn't ask for the money for the county because I mean the staff that we have there know the money is not there to even for the county to even pay for the and staff would not know that this was even an option to put it on a legislative appropriation so you're talking about a couple of different things that's that's right because our fire chief comes and says hey we've got to have new apparatus we've got to have a new engine so I think our department heads are aware that we do depend upon State Appropriations for these type of cilities or purchases or costs that are outside of our reach so I don't think it is something different I I really understand that the prioritization when we say that it's not going to cost us anything to put it on on this list I believe it would cost us because I think we've discussed issues within the courthouse as to Staffing as to needs to a different complex to house constitutional officers we talked about a number of things as a board and understanding that we're paying a lease because we don't have adequate space within the courthouse but we haven't prioritized that particular Advent complex if you will understanding the need needs for infrastructure and and fire stations and things of that caliber so I do think that they are the same and I I just want to be sure that I'm understanding um how we've gotten the data and the financials together to say that this should be the next priority for me I understand again that we're expending lease uh believe we're still paying lease for our state attorneys to have space so so so by not having that office space that's owned by Taylor County we're having to expense a greater rent and lease cost uh whereas if we had demonstrated to our state Partners maybe this kind of an appropriation would be something that I could see because of how it's continuing to cost our taxpayers I just don't see a clear demonstration as to this uh animal control facility being at its end of life again I've had those kind of discussions to understand that the roof has been put on this structure that it's it's not to a place that it is considered at its end of life so that that tells me there's still potential uh still room uh to operate this facility I don't think fire station or ke be fire station has been considered at the end of its life but we are building certain new fire station down there so uh but station floods and that's part of the project Mr chairman no one demonstrated to me that they were at the end of their life but we still put them on the same appropriation and the money come from the same place I'm not going to sitay here and go back and forth all night it is what it is I know but it could the money come from the same place and again if you want better things in your community you don't have for you're not going to get well you can I respond by the time we get the money it probably will be at the end of its life um so but you know like you said staff does not put these kind of requests on their budget never since I've been here for 14 years has a staff member requested a new building to be be put in our budget because you know what they know we can't do that we depend on the legislature to help us with these projects that we will never ever get the farest Capital homeall no staff member nobody asked for that renovation but I'll tell you one thing it's been very much appreciated and and nobody was against that I don't quite understand commissioner Newman's stance on this uh I do believe that you voted to put a top on the arena is that correct commissioner Newman I certainly do and that not something that we have to have either we don't have to have that just like the EC we don't have to have that the only thing that I see that we have to have are the courthouse improvements but if we don't ask for them you're right we will never ever get it that's why these other counties that are close to us they've asked and they got it and this is improvements to our County it shouldn't cost us I'm not thinking and I've talk with the wonder that it's going to that we're going to increase Staffing I don't think that's part of what this is It's just to give a newer facility that doesn't require all of these maintenance items and it and it and it we don't have to look at mine the heating and air conditioning system so again if we could get this through the legislature that's our best way to go otherwise we're never going to get it I mean you know it seems like to me that some of us have our own pet projects and it's my project that's important and yours just not important at all and we should all be looking to try to do what we can to make our community A Better Community not just our personal agendas is there something specific You' like to reference about that commissioner you got it okay I just say Mr chairman I'm a county commissioner I don't seek out pet projects quote unquote but I do look at the requests that we put before our state partment and I look at those as to Justified expenses and what we have financials and request from our staff those are expenses that we've been made aware of whether that be a flooding fire station or a vehicle that's at its end of life as far as we didn't ask for an appropriation for that we pay for that as a board but it's because of the demonstration from our staff so it really isn't about um Michael M as a commissioner it's about the needs and being able to justify and quantify that to our state Partners that's it nothing more nothing [Music] less I want to make a motion that we add the animal shelter to our list of requests from the legislature got a motion to second a second by commissioner D take a vote all in favor I thank you so much Mr chairperson I think the initial estimate that we had looked at as staff was around $400,000 but I feel like I need to go back to Mr wolt and that may change a little bit as we as we go through you know filling out the forms and all that before it's submitted to the legislature just to make just to make everyone aware okay they building a new one in tah Sirah is building a new B and and I would like further clarification of where you want this on the list is this number six or does it have a different number six okay I certainly don't don't want to move it up ahead of all the other so it's fine I just is also building a big EOC right now yes so uh okay we'll move on to Cy staff items item 13 the board consider approval of lease amendment number four for Real Property with the US general Services administration at Terry po airport attended by Ward keter Airport Manager and Nanda pton County Administrator I'll lead off on and then um I would ask Mr King to give some more information so this is an amendment to the current lease um they are requesting an additional 15 Acres um to be used for um FEMA housing trailers and the fiscal impact is approximately 21595 per month which we certainly could utilize but I want Ward to yes but I want Mr ketering to explain all the lications of moving forward with this lease agreement if the board chooses because there are several there's um opportunities for three different amendments to this is they they normally give us six months at a time so this could be for 6 months it could be for a year it could be for 18 months and that will in will certainly impact the staging of other companies there if we have heaven forbid if there's other stor activity so I want word to walk you through that if that's okay good evening I guess logistically speaking what they're want to do is at least another 15 Acres of the back Runway that's closed and that's typically where Duke Energy sets up their living quarters and County and TR County yes they yeah during the storm during a storm yeah it usually last for about two or 3 weeks then they pray camp and take off them was you know pretty much long term and they were actually ramping down and then in storm H they're ramping back up even more so than before because we lost more housing yeah so around right now they're pretty cred up they just need to out some no where they're at right now is uh obstru any traffic matter of fact fa had put a road in going to going from the back gate across the C Cemetery up that road off yester there's there's a l Road they had us build come in they want us to do that so they could come in the back gate and not instruct anything on the might driving down runways and taxiways Etc and Mr chairperson I believe they've been very good tenants they for us um I think the the biggest concern W and I had is if there's a storm and there's the necessity for utility companies to Stage there um they may or may not want wish to continue staging um which we certainly hope they will because we think there's a benefit to our citizens but it would make you know we Ward is very creative when it comes to staging at airport but I'm sure they would prefer the closed Runway but if if the board approves this lease agreement that will not be available perhaps depending on how long they stay hope beyond that would be many years to come that matter any questions or discussion from other Commissioners there's no other questions we'll obtain a motion to approve got a motion commiss D to approve to have a second second he's waving his hand stuff tonight uh I had sent uh Wanda sent me an email on Sunday November the 10th I didn't get it till till the Monday because I don't go to the office on Sunday except after church for just a little while but anyway I sent her an email and saying I think it's probably a good idea since this is an amendment to attach a copy of the original lease to the amendment um also the uh did the original lease provide uh for leaving the property in the same shape that it was at the time I think we need to ask them about that it does Bo already um researched that for us did good and then uh we have a parcel number it's actually two partials put a paral number on can't remember I'm not sure send it again right we need to fill that in and then they also want an aerial um that's need to do yeah I'll be honest with you I like kind of like to be officious when we're dealing with the US government because they're so officious because they sit down and listen every statute known to man and Womanhood attaching to their things with when they're giving us money it's unreal and if you sat there and looked up every one of those statutes that they're listing you would be there until Christmas day really true that's all I had to say w all right we go to a vote all in favor than sir you go have a good evening thank 14 the board consider approval of bid committee recommendation for award for commercial uh collection services and agreement agenda by Gary was unable to attend the meeting tonight so I can present um the rankings from the bid committee um I just want to remind the board and the public that this is not the categories are not not um based on price or cost Alone um it's quality of service cost of service background and experience and experience under a performance-based contract and that's the Matrix that we've used as long as I can remember for for this particular service so um based upon the bid committee scores um Waste Pro was the highest at 83.6 3 pop sanitation was 8067 and Deep South with 7096 and again a lot of this is based upon um their experience and experience with local government um experience um under a performance-based [Applause] contract so from what I recall um pops had the best price but um Waste Pro had more experience that also say here that pops has the best quality and price am I seeing that correctly so under um yeah under quality of service pops did score out the highest and the cost was was a higher score but where um so under background and experience it's they scored lower than than waste probe and especially experience under a performance-based contract was substantially lower but you're you're comparing a nationwide service to a more of a local service and I would like to say that all three of the proposers were certainly qualified and you know very nice to work with so that wasn't a factor at all so is there any way to give a greater weight to this quality of service in reflection to the cost of service I mean this looks like uh three points difference in these scales and scores but it's a it's a pretty reasonable difference comes down to the quy and policy I would have to defer to our attorney what are you doing I wasn't there there I was I can only go by what what they said this is um the only thing that I would say is that the folks that have uh that have done this and uh monitored this in the past would be the ones that would be determined what they uh figured it figured out as what is the uh best way to determine each uh category and I think that long a long time ago when we got those categories is there was research done to determine what they were going to do what they were going to put on each category um Michael that makes sort of sense to you sort of those that so did Comm have a recommendation or you just I think we just wanted to present the scores and if there's any deviation in the award that would that would come from I mean the final decision is the boards correct Conrad oh yeah right are we look to not Sor um the contract ends at the end of January if you wish to defer award until you have a full board I think that's allowable isn't it Conrad sure you can def to the next meeting if that's is that is that what you're asking yeah I mean yeah when is we get motion I'm looking at the quality of service versus the cost of service and the conversations that I've had with our commercial users in the county and I'd be prepared to make a motion as a matter of fact I'll make a motion to award this pop sanitation on their score for quality and cost of service I agree with that Mr chairman m' you recognize sure good evening Commissioners um I appreciate you be recognizing me my name is Rick chansy I'm the divisional vice president of the Poli Pro and um I just wanted to to throw a couple things out there to you and address a couple of things um first off I want to introduce um Jeff Foreman um Jeff's been in a resident of T County for 11 years now he was our previous tront driver for many many years and um due to some health issues he asked to step back at the end or in 21 um as we were all coming out of Co and um that as all of you know was a very difficult time and dealing with employees and getting the right folks in here Tay County because of Cena Hatchy and and the the the nuances down there takes a special person that's really would willing to to go above and beyond he used to get up at midnight every night and out there working 10 12 13 hours a day and um it took us a while to get somebody like that we finally have some wi in there now um I kind of gauge um um Rockies down there as dealing with Mr Manning he was one of our our our worst proponents that um we were having a difficult time keeping him happy and um after a meeting U with Mr Wanda I went down and and spoke with him gave him my card haven't heard from him because we fixed the service and we've got some folks made some we made some decisions to pull the vehicles back again so we have more control over them over to our main office and um things have gone really well and the last 6 months we've also dealt with the Hurricanes as you guys obviously have not near to the to the areas that y'all have that we've been down and and I was here 3 days after the last one I'm assessing what we could do with help do down there um we've s g out and fed some 300 people people down there as just part of our community involvement and being a part of it um I do think it's very important to have a company with the The Experience level that we have we've been at it for 22 years I've done it for 34 years and we work very hard at it whenever we don't have um if folks aren't happy with the service we're putting out there and we're not giving what the community thinks we do we work very hard to fix it and U that's exactly what we've done so we are we we would ask for your vote I would ask that you not awarded the pop sanitation but awarded to Waste Pro as the um the staff has has um not recommended but certainly the the scores put it put is there so if you have any questions I'm certainly happy to answer them thank sir address this as a a customer commercial customer I've dealt with was Pro my name is Jared hunt I'm own ke Beach bones I've dealt with Waste Pro for over 20 years and it has not been a pleasant sight for me um we have had constant issues over the years Mr L I've talk to her several times since I've been at the beach with my business um so I'm definitely a second that been in business waste prob been well we would still be charged and we don't have a can we don't have a n keep Beach theyve my mom called a lot weeks we had issues all the time with them in our dumpster not picking it up charging us overdrafts whenever they come a day before they pick it up on regular schedule constant issues if the lids open that much you get a $25 chart mine was always $100 and I have a big dumpster the they recommend Poli so got a motion a I'll second second therefore a vote all in favor all right all right move on to item 15 the board to review and consider approval of modification number two to sub agreement between the Department of Commerce and Taylor County approving a one-year extension from January 3 31 2025 to January 31 [Music] 2026 hey everybody the modification is congratulations on being the new chair for being chair again thank you um the modification is to increase the Grant from January 31st 2025 to January 31st 2026 we um request an extension as the environmental assessment on each individual home took longer than anticipated to get approval we currently have five projects we will be on the funds four are demo and new construction one is rehab three of the pro Pro are currently underway and 50% complete and the other two projects should be underway by late December ear January the um projects are 100% Grant funded with $750,000 from the cvd Grant and the remainder is a match with ship funding and that's it we just need your approval for the modification any question discussion question discussion approve second in favor thank thank you all Happy Thanksgiving thank you m than County Administrator items item 16 the County Administrator to drive update on regarding regarding the potential sell of a portion of happen spring far several months ago there was discussion from the board regarding a potential sale of Hampton Springs Park and the question came up um regarding the ability for the county to sell um that Park either a portion or an entirety because of grant funding so I went back to fot and asked them to research the grants the projects that were funded and the ramifications if those properties were sold so um and then several different iterations of that so there were two local agency program projects for the trail and the trail head facility improvements the total of those projects were about $700,000 so the guidance that I received from do legal is if the county selles that portion of the park which is basically where the park itself is um and the trails and the trail head that we would have to in we would have to take the proceeds of the sale and whatever remaining funding we would need to invest $71,000 in a like project which could be Sidewalk Road improvements things like that which obviously is not something that I don't believe we would wish to fund and I don't believe we I'm not sure how much funding we would receive um if that Park were to be sold so the next question I asked them was if there was property outside of the those areas of improvement if that's something that we could do and the answer is yes if the board wishes to divide um a portion of that property and offer it for sale then we would not be subject to the repayment that's up you're talking about a part that's outside of the actual Park itself the park and the and the trails yes that's exactly what we were talking about really we were never talking about selling any letting any of the actual Park itself the Historic Park s we were discussing just for lack of an actual number 45 Acres between the park and that store in there so if from that perspective I mean I would be okay to move forward how many you telling about we hav we have not scoped anything out as far any acreage and and and what we would potentially uh part out but uh you know we're all here cuz you had a existing business looking to expand their business and the understanding from the business owner knows that you know it's got to go out for bid they don't just get to be the one to the buyer but they're looking to expand their business and uh so but they they're going to have to be high enough to know that they feel like they're going to get the piece of property to do what they wish to do so uh you know I'm all about these businesses expanding if they got the opportunity to do it I've even I've even talked to our here with our Tor County Development Department authority to be looking at some of our County Properties to be able to vent and go through the process to red tape so that they can entertain incoming businesses to properties and there's any business that we can help expand and we're not going to damage anything with this site like I said there's still there's 38 or 39 Acres there so 5 Acres you still got 33 Acres there go put a go put a museum on there that speaks about it but the place wasn't even on the map until this come up and then all of a sudden people want to jump up and down people don't even go out there and look at the place and and we all really could say the individual that's looking to get it they probably would keep the park up better than what it even is today with all the trash that gets thr all around the place we don't have a tenant there no more we did get an application today but no we do not have a we do not have anyone there presently there's still abundance of acreage surrounding this prop and i' be hisory people see what the place is all about give them something to look at so I would say for me you know want to move forward with you know coming up with some lines and some acreage and and and and drawing it out to move forward with the opportunity to S go ahead speaker no please don't do this there's there's I hear what you're saying about a business expanding but we will not get enough out of that he but no more expansion than what we're talking about it's not going to produce that many new jobs more than likely if there are any new jobs it will be very seasonal there and we're not in a position right now that we have to start selling off our property um and for sure let's don't vote on this tonight because I've had many many calls since we discussed this last time and most people that I have heard from do not want to do this this is historical for Taylor County we should never ever sell historical land we may we don't know what the future is going to bring that there may be something that that we would need that little bit of property for and I sit on the development author board and a lot of things are happening now um a lot of contacts are being made um and I just think that we need to reserve this don't sell off our historical land just for that because it's not going to make that much difference to us whatever we get for it is going to be minimal the jobs will be minimal so the impact to Taylor County is not going to be a real positive number but yet we've we have let go of something that's been historical for my whole lifetime your two D and Conrad and and and people here we don't need to do we do not need to do this please y'all don't St do this I just say a couple things on the historical s if you've ever been on the property which I think maybe you haven't in a long time you about can't walk through the piece of you about can't walk through the piece of wooded land that we're even talking about the the portion that we're even talking about cutting out and letting go but your statement that we should hold on to this in case we needed to do something different we had seen something different later down the road so it tells me you're willing to let it go but maybe do you have a a maybe is it a personal reason that this particular person that you don't want to let it go to if we willing to let it go down the road no let me that's that's that's not fair U whether I like or get along with whoever this is my stand clearly as my position trying to look out for If he if this person wants to buy something else but not our historical land now there may be something even people have said to me that that the county may have a reason have some use for it later on but if we let it go but I will tell you now that it is not personal with me and Joe mly that has nothing you do with it and I will say yes it might not be a big benefit for the county but this business can generate $50,000 more dollars a year that may be a big deal for that business show me where it can possibly possibly generate that show me where it can huh show me where it can no that's that's not my bir you're the one that's saying that commissioner so show us prove to us that this will that this will be a benefit I didn't say it' be a big benefit for us we're not doing anything with it today and there's no need to change it we don't need this little bit of money from that compared to losing part of our history well you're not you're not in to help existing businesses expand I am but not when it comes to losing part of our history let me when I went down there I I remember we Mr L he had that who fill in with rock was dirt right fill in with something I don't and then every time I go down you you see where somebody look like took a truck and went through it and we don't keep it up then we had somebody living down there and and they left now the historical part of it is is good I I hear that and I don't think you want anybody want a historical part of it I I believe in historical projects and I believe in historical sites but if anybody get it it don't have to be Mr M to get it if you put it up there for sale it's up there for anybody to get and then it's Improvement for the county or whatever if he put something next to it it might even improve it I don't know but I can tell you this I have not set my closed my eyes to not wanting to sell excess County property for re for development now I know we set up here and we so we let some stuff went down there at the beach been down there for 100 years and they got some big houses out there now but it wasn't historical I don't it probably as old as it was but it wasn't considered historical okay I don't know what was down there before because i' never been down there when it was historical any I never seen a historical building down there yes I'm ly Davis I'm part of the uh committee for the Hampton springs that was it was put together anyway what was Mr Mandy want to do with the land do you know what's your question I want to know what Mr Mandy want to do with the land they go to SP his TR Park business expansion B that's what is he expand business okay I know we had talked TOA about the board getting back together and us talking and and yeah we like to have a museum down there and we' like to be put on some budgets too I be yeah I don't have a problem with that I don't either cuz I think it is a big part of our history I don't want to I do not want to take away that's not what this is about yes sir this this to take away and Le Fame the historical part of the Hampton Springs Park but I do that the same time have this chance and the opportunity to help a business expand then that's what I'm here for I mean for the C bus well now if you go to put trailers there that's always just you don't know how long they going to be there now if he was building the store over there or something spans his store I can maybe see something but when you just doing putting trailers there I just don't see it that's my personal I would building another store there they got store that's my thing I me expanding something else from his business as far as that benefits their business to expand their business that's yeah but anyway the committee would like to meet and and we'll set up a meeting I get a hold of all the members okay and and we will look at maybe trying to get something down there too because I know you know never really had money to be able of us to or melan actually was the one that did a lot of this with us she got a grant and got some work done down there so anyway I just you know as a part of the board I like to say something that's why about like Museum or some sort something anything anything make it look something people can go to you know families could go down to and we I know we had the one person stay there that we had suggested and you said had another person possibly we we rece I actually received an application today good good okay but that that's just what I want to say thank you Mr chair could could I ask that we not vote on this tonight because as you read this it just to me she was just going to update us I did not know that this was going to be something we were going to vote on and uh give the public a chance to come back because I know there's and there's a lot of people that would like to come and and give their opinion I'm sure this will be in the paper and at least give the public a chance and you may still vote to sell it but at least give the the public a chance for us to hear from them yeah I think not was probably just a discussion if you want on probably good but uh I mean I think my stance is still the same but I mean I'm happy to you discussion purpose and when I did bring it to the board initially so yeah I did have to comment on it and where I was with this uh piece so we go to 16a that's on your additions okay administrator out the board to consider approval of the cor Municipal Insurance trust in year election form is attended by the county admin these are forms in order or the form is in order to move forward with repairs to the buildings the county properties that are on this list so it's electing to use the turnkey coverage capability within our insurance policy we did this last year after ad Delia and it's no additional cost to the board we would have to pay the deductible anyway and it relieved a large burden off staff um because they will the turnkey they will take care of these repairs on our behalf so the combined um deductible and total overbuilding limit responsibilities for these properties is about $117,000 now Danielle we will we will seek reimbursement from FEMA for the 117 943 correct that's the deductible we don't get reimbursement for today so so we will not that always confuses me [Music] so but regardless it's it relieves a large burden off staff because they do um they do all the work on our behalf why this be paid assume that and Helen yes I have a department for the hurricane and so we pay everything for that out of there questions on this questions discuss we obtain a motion to approve I move motion a second all in favor can I can sign this via docy sign I just wanted to get board approval first if you're okay with that 16b the board to consider approval ofand of understanding with the FL Department of Emergency Management to assume legal responsibility for Disaster Recovery Reform Act section6 activities then Taylor County County Administrator so in a nutshell um our parti our participation with the national flood insurance program mandates that after a disaster we perform certain activities the the bulk of this is damage assessments and there are obviously there's been catastrophic damage from Hurricane Helen and this the state has already sent us vendors in order to complete these activities um and then we got theou we entered a mission I believe I told you just a few days after the storm um for people to complete these activities on our behalf they are here now but I do need approval of theou because it's a mission there is no cost to the county from what I understand and they've already so okay Coral was here last we to start these damage assessments on our behalf the team that's here now will complete those assessments and get all the information that's needed for us to report during our Nets it's called a cab which is what's needed for compliance with the national flood insurance program questions you you have any to say about it ma' okay approve second all right administrator to discuss have no updates for the board we're still um working on debris removal I'm not but f is completing you know debris removal activity on the rights of way um that as far as I understand as of right before the meeting that deadline has not changed it's still November 23rd unless something if something changes between now and the 23rd I will update the board that being said I would anticipate on November 24th we'll resume normal operations that are roll off sites and then after the thanks giving break then um there will be a Break um till December 1st I believe F do will start removing debris on the right we'll stop we start we'll start or resume not just start they'll resume after the Thanksgiving break so there will be a few days that um people will not see any activity yeah I've been here about Pucket road so that was that they started cleaning that up yesterday there was a lot of mix debris yeah on Pucket Road and there's some other trouble spots like that um so if what I will say is fot finds any of that debris ineligible then County staff will will remove the debris and they've been in good communication regarding that yeah well I've had some calls from the south and then last I think last Friday when the judge and I were at the Kevon board um meeting he told me that he had had calls all day from the south end and uh the same as what I've had and what these people are saying is that they see the deadline and they have nowhere on the RightWay to put their debris so with a deadline coming and with the RightWay uh filled what are they supposed to do I mean they some of have been in a panic and the judge said all of them that called him were in a panic and I can say the same thing so what do we tell these people reest ex we did I guess to to back up a bit we've been reaching out and working with our state partners for weeks and when this announcement came forth tomorrow two weeks ago spoke with our County Administrator who has been working with our state leadership and with do and I just want to say first thing is we appreciate all the degree that's been removed secondly uh we we have necessity for more time for numerous reasons uh some of that is because of staging limitations some of that is because of insurance companies not releasing buildings or or their clients femal response and a host of other Justified reasons that folks aren't just watching a deadline come and go but that there are requirements that have monetary losses to our residents so we're continuing to work with our our state leadership um what I would say is we haven't gotten a formal extension as as far as that goes but in sharing with um all of these partners and understanding that you know all our residents are continuing to seek to work every way possible to get this debris staged there's no way that it's all going to be set there so um the conversations that I've had with our state leadership is that our state partners are absolutely not going to walk off and leave us with this debris I try to convey our our residents and folks that are still working to Stage that um understanding and knowing um we're working to get that extension and even through that they're saying they will not walk off and leave us with this this m so that's inclusive of what I've been told with the waterways as well as our runways so this this has it just started again we've been working with our staff I would say five to six weeks in having these type discussions understanding the levels of debris and knowing that a deadline would be put forth and that there is such a volume that and other requirements that are preventing our our residents from being able to to meet that goal meet de so we're still working to communicate that and app [Music] so you do you think it will be resolved then I do potentially they'll have an extension of time what I would say is that this is the fourth cleanup where we've partnered with with do and they have they have yet to leave us high and dry so my reassurance from from the state is that it's not not going to happen this time but that's what it is is a reassurance so I will continue to work closely with do as they start the the pass and they're calling it final pass because they have stopped using p pass one pass two I mean they've stopped using that language so every so now it's the final pass and I I explained to them today there was some concern with them skipping around the county picking up big debris leaving some debris behind that it had residents concern um they reassured me they had multiple supervisors they were monitoring that and also in the past before they left the county um our Public Works director would ride every road and would either release the road or not and now I know Helen is different but they've not given me a reason to think that they will not see this through okay let me ask our newspaper man did you that but with that even if they extend I would like to see our STS continue absolutely but I understand but what I would caution the board about is that that doesn't mean we can take you know contractors trailers full of c and d i mean we've not done that before so we don't want to start that now I'm not saying that no I know you're not I know we've talked a couple of times on some different they would it's the same stuff they would turn around any other time I understand just got to get back to normal operations because now we're getting to the point that people are trash outs just trashing the county for La of a better that's all we got 18 comments we have colum problems Jer I'm from Keon Beach uh we've been there about 40 years got a campground we got 30 about 38 RV sites um been in discussion with with Bobby Johnson and um so he has um they want to if your if your meter can if your uh electric panel has been destroyed um we were told that you had to go you know in the air but never really discussed you know the height you got to go but um I had two that weren't completely destroyed and so um licensed electrican was set in office he said okay you know you can pull the permits for those two put the guts back in and you can resume operation with those two and then the other ones we're going to have to discuss you know the Hy restrict ition and so forth um and so uh I wanted to see if there was an an exception so we have a we have a friend she's a lawyer and um and a a contractor and electrical license contractor too and so she did some digging and possibly found like some water type boxes for the for the electrical panels and so forth well um so I we're trying to figure that out I said I told licensed electrician which is K keny I said hey man can we get can we go ahead and pull the permits for the two that are that are damaged but we can we can repl you know well so he goes to apply for those permits and then was denied because we need to figure out the rest of the what we're going to do with the rest of the campground so we're not going to issue those permits any longer while there's another campground down there they're up and running they replaced their guts they got hey the panels are in working condition and so they they got power I look across the street today and then there's some more going in over there there's a new box being built and then um I got a permit for my house so if you're saying that my my electric at the house was damaged the the box it's it tore up so it need to be replaced but it didn't have to go in the air he just put it right back at okay just put it got got the stamp and you know got the permit got stamp I got electric at my house why didn't that box have to go you know 17 ft in air which I really don't know what did we got the survey he asked me to have the survey of the property which we do and um he said so you know I guess the elevation is 21 ft there and then we were 5T above the Bas flood elevation so he said take the 21 from the five that leave 17 I'm assuming 17 was the number we had to be at well well for the no for the the actual met what mean for the for the yeah not the one not the small boxes that you just plug into you know to get power to the to the unit itself yes but the uh actual yeah the the tri Count's meter B so um I'm just having a hard time trying to figure out why we can't get power back you know and then if if if if that's code if that's femous code state code why is it that those boxes I had they have to go I have to build stairs with a platform you know I got to have St if it's 17 18 ft in there I got to have stairs a platform and then another set of stairs going up there to these that that Jared's already done and they're gone he had to do that before the storm but it's extra $5,000 I spent to put my meter box up in the air and it is not there but now the houses are being permitted to just leave the box where it's at that's 200amp service I mean and it's still right there on the same location it's it's the 50 I I think what we're struggling with um Mr Spar and and we talked about it today to try to find a solution because I understand these businesses want to be up and running I mean that is absolutely it's essential for us absolutely and I completely understand that but I think what we're running into is that 50% rule so if something is if there's substantial damage and it's over 50% then it cannot be it's not grandfathered in any long how did they know they didn't inspect those I don't think they were inspected before so the ones that do have service now were they INSP inspected prior that I'm trying to get to I understand what you're saying from what I see it's pretty unlawful for me to get I was told that I could do and then when I went to dig for an exception now I'm penalized I don't think that's the intent I think we're just we're trying to follow the rules yeah but I have I have two boxes that could have been up and going just like everybody else right and now so now I'm being penalized of that is to me that very when he when he said he said he told the license he told K that hey yes you can pull but then when we went to dig for them the exception to that and then was denied some inconsistency there very I think we need to I think I need to do some more research bill and the are these hookups were exemp from this Taj Mahal business what you're talking about well here's what I recall and I I don't know if we need to revisit commercial property but from what I recall the discussion of the board was to allow 100 damp services for that would that would power one or two RVs from what I that was that was a local decision you wanted to make but what I would caution you about and I'm trying to get some better guidance is if that will affect our community rating for our national flood insurance program because that's what we're trying to complete now is all these damage assessments to make sure that we're in compliance with nfip and with the Florida building code explain then what we're talking about with the new Florida building code right I get I do I understand but to have a 100 amp on the ground so you're telling me water is going to go around that 100 amp no what I'm saying is that that was a local decision by the board understanding that there that you are taking some risk because that is not in compliance with with the Florida building CO or the I think it's the NEC that's just kind of what we had to agree to go tell you for me but but stop about what she's referring to National Insurance program for biding code is there talking that we might not be insured if we go outside my concern just to be just to be clear is that recent so after last year's what is called the cab we were retrograded to a nine and we're working on getting in compliance to hopefully lower that score from a nine to at least an eight or maybe a seven we have not received a final answer from mitigation yet but that's what we've been working towards my concern is if you're out a n and then we have a major disaster and we do not follow the guidelines there's only one way to go and that would you know and we don't want to risk for that Campground though where does that that electrical I mean it's just a box so the two that you're trying that is deemed that they told you you could or 200 uh I think 150 and I think one's a 200 okay yeah um then how many other then I have I think one two I have three more that are 200 in service so to have stairs and like someone's already built a set of stairs now and that is okay the campers a lot of people said there were ice hores down there now you got these stairs just going up by by probably $700,000 house he's got a St he's got stairs with a box and he's going to have a camper there this is it's a very unattractive iore so the way I left it with our Tech Review Committee this afternoon because we grappled with it for two hours um and and I know there are exemptions or exceptions for commercial you know for even building back but that includes what they call Drive flood proofing and I don't even know what the expense for that would be so with the boards it's super expensive I love that too I mean it was not much different than putting it up the stairs yeah to do it all correctly I just want to say something too so we have been checking into those boxes and getting those boxes to be flood proof dry proof and we can do it and the thing is is like there are boxes there are responsibilities we have to pay for the guts not you guys we have to pay for the stairs so we get another 15t surge that comes in and these stairs go we have to pay for that and then we have to pay for our boxes so what difference does it make if we have it 17t they're saying they have to be in compliance I understand that but why is it okay for you to allow someone to do it over here but we can't do it here and we've been here 40 years and we pay a lot of money down there so I don't understand why this person over here can do it but we can't do it we were denied and it that is and because we ruffled his feathers trying to figure out where is the solution that we don't want to go 17 ft in the air but we got these over here where my mom has no income he's barely getting some income and I'm working in South Florida and I'm the only one with income so you know we're trying to get our business going but yet you let somebody over here do what they want to do across the street from us but we can't do it down at the beach and we pay big taxes too they're at the beach too well I'm just saying where we are over here on the beach I'm a little nervous because I'm upset but I'm just saying I mean we pay high taxes we pay the reason why she's upset we've been very patient we have just and we haven't tried to be mean or ugly to Mr Bob but it has been enough's enough I mean in all fairness yesterday was the first day that I heard up and that's what I told I was saying that on right here I I don't think they know that I don't think they know what's going on two that is supposed to be able to put back in service and for whatever reason we know whatever I need five that are 200 three that are two inter services so now we're probably about to tell him he's got to have six 100 HS just to service what he wants and to be honest with you I I 100 amp I don't care what Bobby or anybody saids it's not a service to RVS yeah it might service the RVs but when they go to add maybe I mean it would if they're not running the same if they're not in there cooking at the same [Music] time a dry whatever absolutely run I mean I don't I mean I'm not CH and and and a big argument has been that they don't want the Campers at the beach and that would be great for me if you tell me you can't if they can't put you know then they're going to pile up in the camp I'm make a pile of money I'm always going to be rented out so you I don't you that would be great go ahead and pass it but for us we are licensed through to State before we had to we had to get verification to him I mean and the health department comes and inspects it every year I mean we're in compliance with everything thing and then so when the hurricane as soon as the mandatory evacuations are ordered or a lot of times even before that we're telling people you got to come get it you come get you oh I got insurance it can no it can't stay because it might hurt it might end up ruining somebody else's property and then they got to fight with your insurance so we tell our you got to go we tell when and so my Campground is not destroyed at all I just don't have left I had to replace a few water lines and stand up a few uh the of the HS that where they plug in to the electric for the camera so I mean it's it's just so after we met this afternoon um and I didn't I didn't realize y'all were coming to the meeting I reached out to our state representative to ask him if I had could have a conversation with them tomorrow to discuss any type of exemption or exception that would help our local businesses get up and running because we can't we can't overrule the border building code or the NC I know yall all understand that and we I'm very concerned about our national flood insurance program and compliance with that because we know that there will be you know the FEMA is going to come in and ask questions we we already know that we have to produce answers to all of we'll have to show copies of permits we'll have to demonstrate that we're in compliance because we don't want to risk but we're not I mean everything that's been issued down there all the bo there they they they just issue permits just leave them where they're at well again I think what determines that is the amount of damage and that is what I don't know they were completely Destro most of them had if they had to have new ones put up they were completely destroyed everything was destroyed down there that's what I I I I just haven't had time that's that's what I said why is it fair for one but it's not fair for other I I don't know the answer to your question because I have not had time right that time because you live up here I don't care we down there we down there I I'm just saying I'm just saying with and and that's what I said I'm sure y'all were very unaware of what the temporary van is doing here all right and what he's doing is he's throwing his he's throwing his authority around he is and it's s and that's sad just because we wanted to find an exception and he got his feathers R that's what I'm saying it's a me I I got a question so um from what he's saying that it's been okay for some and not for him are you looking into that and can you come back with an answer I can I just again I haven't had time we we talked yesterday and I know Mr Jared has some questions about your business that I'm trying to find an answer for um and I know there are exceptions well you know dry flood proofing is pro I'm sure not super expensive CU whenever I build The Stairway to Heaven that I had in front of the store I looked into that option and it was just as expensive or more to order all that where I could have that faster just build the stairs and the platform and everything but it did not make it through the storm I I have pieces of it that are out of the store most of it's across the street on County property so y's problem about your stairway yeah insure that not that so so can you make it a priority so that this his business started back up I understand your hardship we need to make it a priority they're trying to help that's all we're we're just asking I mean if the stairs are the final answer then that's what we do I just I mean so even with the stairs they allowed to put a 200 up there I think it I believe so I think he even allowed me to go more than that because yeah I mean I'm trying to figure out how to not have stairs all over the campground well we that it just it's not they're going to get knocked down yeah it just doesn't make sense to me do other communities have these stairs 17t I mean to have it is I just I mean people thought that the campers down there were a a burden or you know a sight that they didn't want to see next to that but now they're going to have the camper and that up there to see if I thought we talk there was an exemption on the RVs with this staircase and the hi of the electrical not having to put these boes no sir that that's why we came to the board and asked if you would like to make a decision local about the 100 amps because we felt like the risk to if you'll recall what Mr Bobby said he felt like the risk would be low as far as having any issues with our with the nfip and FEMA but now since then we've had a major disaster and that's my only concern is you know if we if the board decides to try to make a local exception you know what is is there going to be a risk on the other side as far as as our our community braiding our score we W we're going on two months with no paycheck and he's in the same position have children too that we can't help them houses too I mean we lost our I'm in a trailer park down Jody Morgan gr at the moment he's living down beachroad he has a bigger family than I do Mr Jared I know you had a conversation with representative CH because and I had a conversation after that looking you know searching for a way to to help businesses and that's all I know to do is to to see if there's some if there's some type of provision to help businesses get up and running that is not going to hurt our community rating as far as our national flood insurance there's some up there and running right now I have a lot of his same issues but then I different issues like in my Campground I have six 200 D services one is to an apartment by itself but then there's five that are spread out in my campgr now all mine are still standing my boxes are there everything's there nothing's missing I don't know how that happened but it's all there I can't pull permits he won't let me pull permits 7 months ago when I built my Stairway to Heaven I pulled my own commercial permit to bring three-phase power to my property did it all myself had my guys do it you know licensed electricians but it's still I was able to pull my own permits and get it done now he won't let me pull anything I mean I have power in my house I'm rning humidifiers and bans cuz I don't have air conditioners or anything else there at the moment um your meter box my meter box I mean I live at De Beach I had I've got mud in my second floor balcony or in my bathtub in my second floor so I mean I had lots of water in my house um my meter box was ripped off the side of the wall you know the meter wasn't in there all that's been replaced and it's all back to work I was able to pull that permit but while was out earlier this year I able to pull a commercial permit for my store where I already have 600 Dam service hooked to the store and I got another 200 damp service hooked to that that I can pull myself now I can't do anything I can't get my Campground running I can't get the sewer running so that when I do get the campground rning cuz that all runs off of my power there just like him you know so I mean I'm I'm sitting here and I don't have a I mean I haven't had one in 8 weeks what's my options here I have I'm hitting Road Blocks everywhere and as far as building my store back or anything like that I'm reaching out to any representative that I can come up with that can help me with something you know I'm a business I'm not living there there should be something where I don't have to build at 17 ft in the air nobody goes up 17 ft in the air to buy gas anywhere in the state that I know of and there's marinas there's gas stations everywhere and that's all we have down there that's going you got to drive you know 8 miles to find gas and some supplies you know that's so we need help I don't know what I don't know what that option is but you know getting at least getting the campground where we can get people that are working on their houses you know I mean I talk to sever of the guys that are working down there on the cleanup Crews that would BR campers down there you know cuz they're having to stay in Perry or Ste hashy or somewhere else if they're working at heat and bees they' stay right there but so I need any help we can get get it sounds like we're there likewise meters being approved and then others are not so well when I talked to Bobby I talked to Bobby one week after the hurricane and he told me that everything that was still intact in the campground that I could get that all working no problem including the apartment that's there not sure what I'm going to do with it maybe my office now cuz I have nothing else at the town but you know now whenever I call him back you know my electrician just like them wouldn't let them get the permit won't him do anything told him not to mess with any of it that there's a team from somewhere and he got my cell phone number that's supposed to come check it out and that was last week not heard anything from that but that's still you know that's assment some of that group I'll follow up on that I don't I don't know where we are with that yeah they came to my place they were like hey this looks great I mean and said you know yeah they can you know replace the Box no problem whatever they beat mine right now most of the time I'm out there raking the seaweed and cleaning up my place w i mean but everything I mean look great The Rock pads are still there everything there left anything in my don't have power that happen I'll look and as far as selling the hon Spring Park County needs the money all right any more concern comment or concern from the public the non agenda I just want to apologize I'm sorry I didn't mean to say y'all that you didn't care it's just really hard when you're up here and you know the beach is devastated so my apology on to information yes um I just want you to please think long in hard before we s any property at Hampton Springs um just for a few seasonal jobs I just don't think it's I don't think the the that it's worth it compared to the history that and even though that that is not right there where the hotel was to to me and to a lot of many people the whole area is historical so they'll take long and hard before get rid of it that's all um if I could I got someone that would like to chime in I don't know if that would be okay she's not on mute she says she's on mute not is Jenny contus I'm a attorney a construction litigation attorney out of Jupiter Florida um good evening I'm here to talk about um your electrical thing I know we're kind of going out of sequence because we just heard something else um but I kind of want to reference back and kind of give the board what the actual issue is um and I think uh you were the one that hit the nail in the head with the selective permitting um I know that we're worried and I've heard about your concerns as far as the board goes um with respect to not being um insured or not being able to be insured but we're already encountering these problems if we have someone like Bobby Johnson that's the building official and he's already certifying some of these permits to go out there and we're allowing these boxes to go below floor elevation level we're having this issue already so as the board I'm imploring you to reconsider this you know you're allowing or I think as part of the board you guys allowed 100 amp service Breakers to be put on the ground and now you know from what I'm listening to Spirit in and I'm listening to um the other U RV park down there there's other systems that are being put in place and just from a from a legal standpoint and I don't know if the town attorney's there but but from a legal standpoint it seems very unlikely that we're going to be having you know further issues down the line because we're allowing an RV partk to go back to what it was so yes I have found an exception to the rule but there's also other rules being violated he you know as a building official you guys are approving these stairs but the stairs don't even have to be engineered they don't even have to be done by a certified contractor anything under 200 amp you guys are allowing uncertified people to build these boxes so I'm really imploring you before I have to take other measures you know to to allow these RV parts and allow these businesses to get back in business it's really unlikely and really unfair that time and time again there's other property owners that have 200 amps that are going up you know you guys are allowing 200 amps you know sitting on the ground for a lot of homes down there the selective permitting that this bu build official is deciding to do from an auor standpoint that's highly illegal you're allowing that's selective that's discriminating now we're stepping into federal law you know it's very easy for everyone to to on a daily basis to say hey we're going to take care of it take care of it this hurricane passed weeks ago this is these people's livelihood I'm really imploring this board to really take into consideration and really get this moving and in the next few days it should be moving there's no reason why if he's allowed and I'm referring to Bobby Johnson if he's allowed some of these boards to get rebuilt there's no reason why those permits aren't being issued if and I'll and I'll leave my my Ino information and like I said I really want this board to make it either a decision tonight that that's a simple decision that's something that we could bring up hey if if it's selective permitting that we have an issue with that's a really bigger that's a bigger issue if you tell me everyone on the beach anyone in Perry in Taylor County Florida has to raise all of these things and it's a countywide rule you know what God bless that's exactly what everyone is entitled to that's what everyone has to do but the selective permitting that's being allowed is unlawful it's not right and if I have to sue the board and if I have to sue the county for it I will this is not a threat by any means what I'm saying is it's it's a factual statement what I'm stat okay all right well we appreciate your comments Mr chairperson I I think I'm I think I need to turn this over to our attorney at this point I don't I don't know that I need to go any further um based upon that statement I can't hear you so that again I I think I need to defer to our attorney rather than trying to resolve any other way at this point I no just need to call me on the phone tomorrow don't don't don't be buffaloed by somebody telling them that they're going to see you okay to continue to work it from our level need to be worked out work the situation all right back to did I say well I mean i' just U like to to bring to the board's attention I think maybe folks know but I'm quite appreciative this weekend our Florida State guard was was in t County and did a great job and training and and debris removal staging so it was really encouraging to a number of our residents um and I just I'm appreciative of their leadership and and our governor that's put that option there in Partnership scroll through I know they've been here before so I don't take that lightly but certainly thankful for that if there's a way that we can U I didn't bring that up Dr Glover as far as Emergency Management but if we can um work our communication so that we can kind of keep working through the channels with our public as to the state guard or other resources that'll be coming through and I think it could be helpful as far as the public being aware of options and things that they may have that these folks could help with so if we can give get you know frequency as far as updates I think it would help us be able to um work through some of these issues
