removal service so that would just leave if Mr Henry is approved him and Pops sanitation offering the service um and if I may um he has he has not submitted a few insurance documents um yes it's the performance bond and I think it's the automotive requirement I think a amount of 500,000 that was needed and every quote I got was $800 or more a mon for insurance for that I had to speak to a specialist because didn't offer 500,000 so they had to do some twist and PS and they found to get it for me but it was $790 I'm not Aken I think you the board has weighed that requirement for that amount of coverage for auto insurance you have coverage for your auto but just not that amount you have um waved the bond requirement in the past for some folks um so then if and that's up to the board he still I believe and conr can jump in if he would like would need to submit the liability insurance naming the is an additional insured um and that is still pending and then of course if the board approves I'll need you know we'll need to um ensure that these folks are paying the solid waste assessment and you can do that through the tax collector's office okay we're all were you plan on carrying stuff um I didn't know if you guys would assign a certain rollof site for me or if it mattered or one of them's busier than the other I would go to the less busy just to help out or not overcrowd S I don't think we should treat him any different than we have people in the past became the same um you know breaks that we gave everybody else and I I did notice as I was reading through this agenda item that you have safety nets that you're going to put so be assured that the on the I really appreciate that um and I at your list of people that are all County residents uh which is good so are you going to be the only employee right now right now yes ma'am um I have a friend but his kid is going through some kind of illness so he's not going to be participating in this as right it be contingent upon Him supplying the Certificate of Insurance with the required limits and the information from the tax collector so yes all those things that should just mention that would be add second to approve favor [Music] is um did you guys get a chance to read AR I'm going read a couple a couple excerts to bring the public up what I Vis some people I'm working with like to see I'll start with this um I suppose what I need to do is U share my personal observations at again the first time I learned not to go there and so after all these years I've been led to this out of all the talked about pollution over the years we have fing before our eyes and noses it is the Katon Beach area Canal system and the system it is not you see most of our canals are dead in this means that all the seaweed mud and Dead Sea grass sea life washing into the canals has no way to escape so it moves up the canals where it settles to the bottom and begins begins to rot that is where it turns into a soggy primordial slime that has a consistency of pudding not knowing any better we playing as kids one to maybe that's why our immun system strong but um when you want to know the health of now system all you have to do is ask people to make the living off the water I talk to Freddy he's a hardworking entrepreneur just happens to be a sh thought keep the beach and he said in the summer when it gets good and hot water Tes back up in there high just get stag you smell itep smell stag just all kind of stuff growing there i' be scared I think one day if we don't address something we're going wind up the situation with red tide I don't want to see that happen but anyway he's he's tried several times to try to get a a HP back bridge or a big cul there by the keep boat r that would take the canal water and make that Canal opened canal flow through and be uh cleaner and healthier for the environment and residents and visitors over area um now you know to be expensive I'm not looking for the county to come up with any money I think this something should be funded by the state through the D some some sort of re something like that um they all want to help maybe time um also got timy on $15 million we have the de Horizon oil SP money I know it's all been designated to dral all we got a bunch of heavy equipment in there with a bunch of pumping Rigs and stuff if we can pigb back some of the stuff we'd like to do at the same time with pums we can save a lot of money and and be using their funds also at the same time without affecting um then also the Beach Road is set to be I'm sure you guys about but you going to put in CS and bridges and what' be no better time when you pay you be money constru those so just imagine uh if if you had uh fre flooring canals you could open up beach and then start working on surrounding communities as well just imagine having three floting clean sea water coming through the water out would enhance the propy values it would maintain the canal you have to Dr it every 10 or 20 years who knows if we're going have funds to do something like this so we're going to do the job let's go the extra mile and push it forward to where it will maintain itself um another side benefit be keep Beach put hunt back bridge in there people launching the boats if you Dr a small Canal out to the gulf they could leave under the bridge and go straight out in the Gulf avoid having to go down no Zone all the way to the canal sa a lot of time a lot of fumes a lot of fuel people say well you know you can't drad the canal through the seag grass but my opinion is if you had a quick access there it would be more friendly to thetic life and SE grass cuz you be in deep water quicker and U it also does a safety Factor you have a big storm come up everybody would be trying to jam in the end of the canal Beach you'd have another point of access where your smaller boats to get in out of way the ones that have the Thousand Hors rigs on I can't believe we have FKS with that much horsepower Beach but it's a fact Alik um so um I talked to U Victor Blanco about it our marine agent un Florida Mar by the way like to congratulate vict I don't know if you're aware or he's been awarded he's like the top Marine agent for the State of Florida he's out of all the counties they voted him the number one guy I knew he was doing a good job but when I read all the accomplishments he's made he's off the chart he's a do best this is going to be the not already is um I talk the pictor couple of months ago sh my idea with him he he agrees that it's a worthwhile project he says he's got the time and he's got desire to make it happen I said go to the county with him commission talk to them he said no that's not the way the chain of command works man recogniz man he said you go talk to them they tell me to do it he said I'm on board all I need to do is just make a motion to tell me he said I take about two months to do a study cost anything to do it he's already on the payable to show the benefits cost analysis of doing this project so when we decide something want to go for when we go to where we'll have data have so here's what it's going to cost be rough es course you know that here's the benefits of it we'll have concrete stuff to show folks like fund and if You' like I brought some a photos here only got a few minutes but you know if you'd like to see what I have you know I'm just amateur this things you yes all these places you put on a small C place you need v c but you can free up Cedar Island keep Beach of course put several access points in there for example I call it Fe pass there at your house where the canal goes directly out to the G on back bridge keep Beach a lot of people use that and it's good clean water coming and going and uh I don't know why we can't have a couple of them there that would connect to the other canals it wouldn't be that difficult and it could Bridges but um you get Cedar Island there's a way to tie over into Dark Island not in Dark Island canal Creeks that were blocked by that road when they put in there that would U help the flow of water all the way from Dark Island through Cedar Island all the way to Katon Beach and that's about as far as you go there but there is a way to open up some stuff Beach also it's a little more complicated problem but what I'm asking tonight is I'm not looking for money I'm somebody wants to jump in and help that's fine but I just need your approval you picture encourage me to go ahead and do this study so we can see if this is a work proc Mr chairperson that's staff is already looking at this in housee and um because we have an existing culbert in that area Victor said he could do a preliminary analysis of this and it's something we you know he feels confident he can do in house and then actually bring the data back to the board with any possible cost and and look for your input at that point um so with the the funding that we have marked already okay to do anything different then we have to through the I'm not recomending all anything else we got I'm not recommending at all any of the money set aside for d what I'm recommending is we find additional funds they're out there I mean we just tried to spend $4 million on the bridge and see Happ everybody want so there's $4 million laying there I know it's probably hard to get but we need to do again well with all due respect that's not the way ofs however however if the board will recall you know we've submitted an application to the state for drudging funds my recommendation would be let's see if we get those funds for drudging if so that would possibly free up some of our uh you know our restor funding and then yes you would have to go through the SCP amendment process but you'll you would need to do that anyway to to designate those particular funds so my recommend would my recommendation would be in the in the meantime is to let staff see what we can assess preliminarily and then bring that back to the board for consideration Mr bonco would do analysis and then present that to the board he can do a preliminary analysis he's not a hydrologist you know but he can work with our engineer and our Public Works director to see if there is something that would help with um improving the flow at Katon Beach a motion for that I think it's something I can just I mean we've actually been looking at it to see if it's a possibility but you'd like to um I going make a motion that we um have our marine agent to do the study and bring it back to us second favor thank you guys very much talking Victor the expert actually first part talking about this this is an area of exper is opening up waterways to have sufficient blood he's done before so job be sure and thank him do F can you do a fish yes we can a lot of get a lot of promises and a lot of the last time we got something like this done uh my dad and some of our ancestors carried a congressman out Don pway and got him stuck in low tide M fishing up overnight saying that we got back and said all right you I'm find money Pi Mr chairperson I'll follow up with I'd like to speak to that that motion just a couple minutes my name is G Cooper I'm a resident of C Island I shared these comments with a couple of y'all two or three months ago but I'd like to read them into the record now if you don't mind since before the time I bought my home on Osprey Road in 2004 canal area residents and County leaders have been talking about dredging the canals to make them more accessible to Waterfront residents of Cedar Island and other Coastal communities of Tor County usually it seems the other areas get most of the attention other than Cedar Island tax rates have steadily increased over the years and the tax increase on my home alone from last year to this year as an increase of nearly $500 once again to my knowledge the canals of our Cedar and Community have not been dredged or properly cared for since the Storm of the Century back in 1993 this is not a new issue since hurricane idia it's been an issue for three decades since that time Waterfront homeowners on the several canals connecting to the main access Canal next to the March between us and Dark Island have steadily watched as our Canal access have slowly been choked off this is due to the lack of attention and maintenance to keep the water flow as it should be to protect these homeowners and perhaps more importantly to the county and the State of Florida to protect the health and well-being of the marsh itself the marsh appears to be slowly d do to wash outs and impacts of changes in the water flow through the main access Canal the renewal of the Beach Road Bridge on the east side of the marsh right there next to us along with fil dirt being placed a few yards a few yards further Downstream where water used to flow through the main Canal have changed the flow of runoff to the detriment of residents in the Marshal light the situation is forcing more water now directly onto the marsh itself under the bridge resulting in massive new Creeks washing out Marsh Grass and tons of sand directly into the main canal and into the side canals in several areas already and the impacts continue to rapidly worse and now with every tide Chain Cycle several years ago I I myself hosted a visit to the cedar Island main Canal for representatives from the county the Army Corp of Engineers the State of Florida and the SW River Water Management District I looked at my records that was 2013 exactly 10 years ago the State of Florida and sne River Water Management District they all came and saw firsthand the very beginning of one of several new Marsh wash outs which was about that wide at the time it's now about 12T wide and about 10 ft deep at low tide it's totally empty and it's all that dirt and mor grass and oyster shell beds now clog our canal and the mouth of our particular last two canals totally worse than ever the marsh impacts have become serious the loss of access to the Waterfront residence is now acute since Hurrican I Del recently Canal residents on the bar in closest to Beach Road of almost no access at all except for dead high tide maybe an hour on either side air boats don't even have access most of the time this situation over time is Rob Waterfront taxpayers the property values they invested in it also puts residents at risk When Storms Brew up not not being able to get back to their docks unless it just happens to be at high tide additionally it puts more pressure on the County boat ramp that need not be if the canals in the area were properly dredged and maintained to homeowners the access they are paying for to the Waterfront one of C County's most valuable assets is its waterfront areas and its homeowners who make up a big part of the tax Bas of this County this has been called The Nature Coast by some the Forgotten Coast by others it appears both are accurate as the importance of what makes it what it is as is its natural Gul front coastline is now in dire trouble due to neglect even the roadside drainage canals have been deected to the point we have to pull out into the road to even see uncoming traffic on any of these side roads next to the canals if I sound frustrated I am this topic has been studied debated discussed to death over many years now and through many different County commissions as the canals of Cedar facing the marsh toward Dark Island continue to fill up with dirt and the marsh itself suffers toward its own slow death please drudge our Canal be the residen before you to do so I appreciate your time thank you again some of these things I've got here ties in now some's that it's plan I come up that's why I spoke I want to support of the plan for all the canals not just one or the other communities we all need to be part of the Mr chairperson we did submit a grand application on January 4th to the Department of Emergency Management to dredge all the canals that we have ownership of so I have not heard back I think this will hopefully speed up the process by years not you know if we're if we're able to receive the funding from the hurricane Adelia legislative appropriation then hopefully we can move forward much quicker to Dr those canals let me say one thing we might want to try send proclamation to governor santis and the legislature saying hey guys we need this project to start we're sitting here we got this money we got these needs we got a polluted environment we got property owners that are losing value in property we're waiting on a red TI we need to do something now before we wind up like South Florida we got friends in Tallahassee I'll be glad to sit on the committee and help you guys open doors in Tallahassee if you'll do that very thing because they're waiting to hear from us and we need an organized effort to get it thank Mr chairperson we we don't have the funding yet and actually made a visit to the capital to to reiterate reiterate the need for these fundings that's why these funds were allocated was for Hurricane Rel thanks but I'm talking about the $15 million we got in this pop one two and three I want to see I know you're working on I think we need Governor sis to respond to this like he did to some other things he jumped down did good right off the B looking we'll move forward got all right number Department one extension to the Community Development Grant in the amount of $750,000 [Music] by we have submitted the notification can you hear me okay requesting extension to the existing cdb Grant due to the length of time for the environmental assessment on each individual property as required by that program a oneyear extension was granted this the modification from January 31 2023 to January 31 2024 no other [Music] asang ex three the board to consider approval of supplemental agreement number two for the proposed widening purposing of First Avenue South under the Florida Department of Transportation outreach program and County and Center grant program as attended by yes so Mr Dudley was successful and obtaining the funding needed toet move forward and complete the first construction project which is obviously wonderful news if the board approves we'll need um approval of the resolution read the resolu so um there's a supplemental agreement that should be approved and resolution make a motion to approve the modification that's order favor to read the resolution I'm getting motion to read the resolution we have a second thing okay have second all in favor First Avenue L resurf and scope CI GP project supplemental agreement number two signature authorization motion to approve the resolution motion to approve the resolution do we have a second all in favor the board consider Award of the First Avenue South widening resurfacing project in Anderson columia Incorporated under the Florida Department of Transportation small County Outreach and County and grant program agenda by that's fine um the recommendation of the bid committee who was Hank Heavens Scot night andley is that the board should consider Award of the First Avenue South wiing resurfacing project to the lowest responsive F Anderson columia in the amount of 3897 95180 and that is for the construction portion motion to award B motion to award have ation in favor all right 25 board consider approval of RSN corporated construction engineering and inspection proposal for the First Avenue South wiing resurfacing project agenda by this would be for the CI portion of the project um for proposal from RSN is 46191 CI this is this is the construction engineering and inspection services I have problem to approve well 26 the board consider I'm sorry the board to approve from uh providing ship assistance to all qualified homeowners whether they have received housing assist in the past and not be required to have homeowners insurance prior to receiving assistance as attended by hey everybody yes this as you know we receiv received 360,000 in hurricane disaster recovery through the ship program currently you can only receive assistance through the ship program one time with the exception if you receive down payment assistance in the past you can receive the difference between um the the maximum rehab amount and whatever the down payment assistance was we also require that when you apply for assistance that you have homeowners insurance in advance we're requesting that the board um overrides at this time so that we can provide ships to recovery assistance to any qualified homeowner in addition we're requesting that they're not required to have homeowners insurance until after the work on their home is complete we really would like to reach out to everyone we can in this community with the disaster recovery funding how can we ensure that the people will get the insurance once the work is done they require to provide it to us at the time of the signing before they get possession for example if we construct a new home they're required to provide that homeowner insurance policy information in proof of pment to us at that time we require that on all ship Homes at this time discuss I second motion second to approve conc do right attorney the board consider approval of draft resolution setting B of the County Commission district county remember you did this decided it be good to have a resolution iny and it's attached to my letter to Lana Kenneth and Gary and the resolution what it provides for is it provides that what we need to do and it also uh has a description of the each district plus it attaches a copy of the map so we're just redoing it and making sure that we're doing it pursuant to the statute and the statute provides uh 124.0 to whenever the boundaries of the existing County Commission districts are from time to time changed um we need uh copy of the certified copy of the minutes should be published at least once each week for two consecutive weeks the newspaper in the county and then and S then such proof of publication shall be entered on the M of the board and the publication post posting of such shall be for information and shall be not jurisdictional and then after that's done the description of the boundaries uh needs to be furnished to uh the Department of State so I would I hope my voice would hold up that y'all instead of making me read this thing by the whole thing with all these descriptions that you make a motion have second second second thank you advertising and then okay so then at that point we can we can make any changes we need to as far as the boundaries and those new boundaries you need to go ahead and sign the resolution you know you can always amend things but I think I think Kenneth went through gave us these B and we've got a map also that's attached so I think it pretty well distinguishes the boundaries and they're not really changed that much you know it was a practical matter will the uh Department of State just automatically um approve that or accept they better there was hard work done on this it's really not it's just for their information it's really not their jurisdiction it's the jurisdiction in my view and everything I'm saying is my view is this board of County Commissioners with with um notice to u to your constituents and the members of the community that's why you have open meetings that's why you have um you do it this way right good we will move along c administrator items it 28 the board consider approval request to change the memorandum of understanding with the T County baseball association County if you recall when the original memorandum of understanding between Taylor County and the Taylor County baseball association was approved um it included the Assumption of concessions operations by your of the agreement um now last year they did ask for to be excused from that responsibility and the board approved they are asking again to be excused from um running concessions and I I don't um anticipate an issue with continuing concessions I always get concerned about you know Friday nights because sometimes it's hard to find folks and they worked with us last year they had addition EV or if we just could not provide concessions for something special then they they did work with us to approve motion to approve we have a second second fav it 29 count administrative to present the annual status report for economic a tax exemption for so this is the first year that they are rece receiving an exemption um the fiscal impact is $893 348 for 2023 um they have um according to their application they anticipated a capital investment of $6.7 million in the creation of 35 Plus jobs in 10 years um according to their report they have created 29 full-time and 90 part-time jobs 40% of these employees reside in Taylor County so according to to everything I see they're not behind on their tax payments they have met the eligibility requirements for exemption not just for this but for all of the businesses that do this are are these verifiable the numbers that we it's according to the report so it's what I don't I don't know that I have any way to verify that um but that's according to the report and that is I mean we normally just accept what they tell us I know that I was just wondering don't all right any discussion from the board motion to approve motion to approve this it we have a say favor so this is the annual status report for super puff next um the fiscal impact for 2023 is 257 29610 according to their report they have purchased new equipment as planned and added approximately 157 new jobs since 2019 um they are not behind in their tax payments and according to the report they have met the eligibility criteria for exemption for 2023 motion to approve motion to approve do we have second I would say that that super remain the same operation Operation and they're still reporting as super P because I believe the ordinance is super puffed they won't change that right all right anyway Sor uh K administrator to discuss informational item the only informational item I had Mr clar reped of course we're very proud of Mr Bron's work and I will say that typically um the office employees receive Awards just about every year and um I'm very proud of our partnership with us with item 32 comments and concerns from the public for non agend items comments and concerns from theend it been res of this for5 years I live in the same location for the last four years this with four years we've been requesting some assistance from the county help we have a serious fling issue on our street where uh all public services are basically have stopped no male delivery no school buses here we have a neighbor that require a personal health was a home home um care um move because they not provide that service to her uh we have a trash [Music] company years I have asked the administrator in the past Eng I because we live in this it was our fault foring in that area in 35 years that I have there never have seen the water to to the extent that it is now you guys that you got tired of lening things of people telling you about fling issues it's a severe situation in the county you know facts that are presented in front of us it's not going to get any better so this time the questions on Health on my experience I've been pumping water for seven weeks you know Social Security don't pay that much so I'm broke uh in basically what I'm requesting is to um contain the Overflow of a manade pond from the neighbor that's because of of our FL I'm not asking for much you know we'll take care of our own property uh right now if you guys are aware of it on Highway 27 robber Lumber in my property the entire property is FL why nobody can tell but I can tell you that the fact that the the meal has shut down and the the bay closed two years ago has a lot of impact in the time Northeast of the community so I don't know how we're going to resolve this you guys are you know probably struggling on on giving answers to treatments like me but the fact is that it's going to get worse right now we're asking is for help contain the flow that is coming for this County engineer show FL Maps two years ago stating the fact that the water that pond should be flowing to the west but that's all what he did you know nothing else the pond is over FL property is getting damaged you know the property has gone to real real low value now uh again you know I would take care of my property but I just need to make sure that is staying clear we don't want to have an accident you know serious situation where in this case M Kathy had to move out of the because she couldn't take it you know car all off to the ground by the way two of the neighbors had issues with the transmission one with the brakes a guy that is a motorcycle rider had buy a trailer just to get motorcycles outside so he can ride thing you know it's not much what I'm asking I understand right now you guys are looking into funding some improvements for Turner Ro the ciens of res Turner Ro are actually dealing with the same situation as we have on we should have to improve that that road again I know I know it's a long term for you guys to to secure These funds I'm just asking for a little bit of a little bit oft that contains that we go long way we're willing to wait we just want to see action 4 years is a little bit I could if that were um an effort that was you of course that's a PVE roadway but if that were just a line rock or aggregate elevation for that area that's inhibiting the and that be a help for your well this is I think that what needs to happen is the when this road was paid originally it was nothing but a l Rock there was never any elevation given to it it was never a beach or a built St and it was about in in the recent past of course you and I had a conversation as management of d any reest no the thing is I want to say Mr has been very kind to send a couple guys there to to the water sitation we' been mentioned I said I've been pumping water probably about 15,000 gallons of water with 2 in pumps going three or four days a week uh but basically he said you know there's there's really no funding right now on scope the main all the uh all the infrastructure that you guys have there underground servfaces they're all comprom Cable telephone uh gas water you know so my my concern is that you know there's going to be an accident or there's going to be some situation where because of the amount of water that has been accumulated right now last time I measure was about 16 in of water on the lowest end there is property outside Road the proper the water go 24 in that's everywhere around fall you know you see there's water and it's people's land people's yard you know uh in this situation I'm not worried about my personal property I'm just concerned about the fact that we Cann get the public services that we deserve uh being provided to us you know six weeks we my wife's been having to go to the uh male post office to pick up the name uh my neighbors didn't be here because some of me now they working out of town there on the road but I'm sure you guys have uh 3268 Henry Gibson Road 3268 Henry gibon Road so I mean has staff you been able to I know been working on otherways that are having some of these issues but you know some of those potentials for solution are are to put in a a line Rock base to elevate that so that the roadway is not you know dealing with the water issues but we're still working to see if that's possible or if it's within reach for the fund yeah and I'm concerned that you know that may be a couple years on maybe not happen well I mean that depends on those costs I mean because again I want to be clear this is this would be a lime rock base not a paved surface so I mean and I don't know that we can do that number one number two it's just to try to see some kind of shortterm um solution to this issue that we don't know what the longevity of the problem is going to be because of lack of modeling and things of that nature so that's why I wanted to know if water management had been able to make contact no that's an issue that I have address with because they are it's wor to start investigating the fact that the manade the elevation of the land actually towards the West should be this if there was out probably if you do that then you have enre Li Circle dealing with situation that I'm doing right now Li Circle you know it's under water too that's four years this year and that's why we want to have you know their expertise in next week bring that issue there's more than just bringing the that I'm affected on on my street I think that they need to be concerned long term of what's coming you know the meal no pumping 30 Millions million gallons of water a day okay the fact that the bay is slows the fact that we have a unusual amount of precipitation currently the amount of precipitation that has fallen this month last month doesn't correlate to the amount of water has been collected in the ground so the water is not being absorbed so we have said the water Bas water table has basically you the thing is that all the northeast of the county and you and I had that conversation and I mean I Shar this with staff so we not the manag not trying to come off like that but we have been looking at and working with our engineer to try to see what kind of that's a concern that you like say this is an issue that we wrote up 3 years ago and no no action has been taken you know my experience I've been trying to deal with this but expensive can on dirt you know to contain you've been out there but it is a paid grow andaro when you know I know two years go the water was very deep and I almost couldn't get through it with a full little Drive in a high vehicle so um and you know when we wait and wait just like it's been three years and and we haven't heard anything from Swan River Water Management at all well if I can you know this is one of the study areas with the Army core of engineers flood plane management study which we're hoping will get results Within maybe in March so so there has been action taken not plausible as far as being able to to address the problem but we're waiting for our study results we had a call staff had a call with Swan River Water Management District last week to discuss their modeling efforts to answer that very question about if if they if the pump the cessation of pumps if there will be an impact or not and if so you know help us identify those geographical areas also if the board will recall we have a we are partnering with swy River Water Management District and two other counties I believe for vulnerab vulnerability assessment that study will help us apply for resilient Florida funding to help protect our infrastructure we are going through that process now um and that will enable us to get those funds so if we wish to elevate roads or something of that of that nature the the vulnerability assessment is required before we can get those funds um I'm just waiting for a date of the kickoff meeting and we can move forward with that help to start that kickoff meeting I'm going there next next Tuesday 13th meeting same the fact is I used to work at the me I for 33 years and I'm not sure what the uh only project presented to you guys it's project but the fact is that uh there's some issues that have not been followed up the bay is holding more water than normal and they there will be uh PL at% because the rain containment the rain uh catches that they have will indicate the amount of water that has falling in that area and it those relate to the amount of water being hit H other day and that is something that Swan River is actively pursuing for us I just don't have the results yet they will come to the board and they will discuss with the board and the public um to to help alleviate or answer any of those questions about impact of of the mill closures because this is going to be long term it's not just going to fit one street one neighborhood right now if you go the northeast of the you'll see that same things happen right around daytown May uh they have issues so it all indicates the same go B is holding water so the water is not sipping if you go and it right now before it hits 27 I've higher currently is not but you see right at 30 then you got a lot of water that is cor and that's something we did discuss with water management that you know the the water is very high at that particular location and how that concerns our residents and um and we started this process with Swan River Water Management District months ago so so we could get an answer to those questions um so we'll you know continue the process I know your particular Road doesn't Clos Basin and that and and it makes it is difficult to issue that we have is most of the water that comes off the highway is I don't see no trench be there's no I even offer to you guys some property can get a retaining remediate situation for the timea do we know for sure and certain that his road is is in that list of roads for I'll double check Army Core of Engineers I believe it is but I'll make sure I'll make I think isn't that I believe it is inclusive that in Li Cal area I'm certain that it's been discussed so I don't think it's you guys disc really within the proximity Mill the b i that that part given the latest developments is kind of probably just add know for the time being we can do that it would be a test and it would also prove the fact that you know where the water why I don't know if the owner of the F has any deire to help us remed this situation but mean the four year know for any I don't believe do I mean I don't disagree with with your um proposal I just want to understand you know what are the effects of that work going to be and is it going to allow the Ingress Andress to your residen I'm not I'm not saying I'm to it but I surely want to know if that kind of work is going to have another adverse effect so I mean if it fixes this problem it cre keep keep floating our street uh like you said Miss Kathy 80 something years old she had to move and she couldn't take no more her car was so low to the ground in the fact that she couldn't get her home Serv healthare so that brought you know my wife and I were concerned about we just thought you if this happened to us happened to someone else you know can this be drastic situation we just want and again this is the rainy season this is December supposed have receive only three of water yes we got a little more this year but what's going to happen June July and AUST when we get FL anyway that was my point to make iate you guys listen to me we can get I can't help in any way I'm going toiv issu with me same they're they're very aware of the situation here and and if just to add on there we have received an incredible amount of rain um in the next in the last little charts you'll see that we have seen more years past that's not recent it's it's been this has been going on for a long time yeah this is now more it's been more accentuated because of the fact that has Clos was you don't want to see that but I think that has a lot to do 35 years the county never never before we've seen that thank you very thank you all right anyone else for non agend items this first off uh today commissioner or chairman and to all the Commissioners um I want to thank you for clearing up our situation with our road uh very much appreciated however I have one little Street I need to talk about and it's called Magnolia Street Northeast and my parents have lived on that street for well over 40 years and uh all those years the county has been very good at raing it and taking care of that approximately four years ago uh somebody decided to put millings on that and it was only on Magnolia Street Northeast wasn't on Bay wasn't on wasn't on any of the other streets why we didn't understand but we thought maybe it was something good well it's turned out actually to be totally opposite of good um my wife goes out walks the dog I mean she'll literally break a leg we we took a picture uh and she put her foot into it and the whole literally up to her C and it's not just one hole it's little you you almost have to snake down the street to get down it properly and what's happened from what I I gather is these millings have allowed when water comes down to hold it so when they put dirt back over it doesn't hold uh looks like somebody the last time they they graded which is just a few days ago that somebody put like a a wheelar worth of dirt into one of the corners well that wasn't going to hold anything then they decided to scrape over it uh what I would just ask can we just get our good oldfashioned dirt back onto that road so we could just scrape it like they normally do at the rest of our streets I appreciate that thank you any new from Ste hey a few months ago I mentioned about how we got a disaster fishery disaster uh declaration or the government was going to ask for and sharing with my commissioner some of the data every today my wife and I unloaded $144,000 for the fish but you know who's getting credit the guys who caught that fish they live in Taylor count but Dixie County gets that because there is no offload the new Mar dead man Bay she none of them are going to let commercial boats offload at a recreational dock where people see wheelbarrows thousands of pounds of fish coming in okay as a recreational Fishman they Wonder well we can't even go fishing because our season's closed okay so it's not good for business so they're not going to let us off the mermaid I've been operating at unloading INX County for 20 millions of dollars of fish so when we get this disaster relief if it comes T County's piece of the p and come to find out that part a good part of what Taylor County has got for ref I'm talking the grouper and Snapper you know and crabing into the different animal had been misreported so somebody who was picking fish up in Dixie County actually was putting Taylor County and it's been now it's exposed so we're really not producing much for sea food okay and it's terrible because uh we're doing QuickBooks now EC all the money and there's a $31 billion Grant the government just issued for commercial seat food infrastructure but there's these grants all over and Melody does a great job we've never once asked for a commercial grant that I can remember for a facility because there's no more facilities now my Marine across the river lost during in the hurricane the new owners they got plans that aren't going to include just like the other marinas commercial interest offloading so what we need is there's a piece of property there down street from SE where shelter Co used to be Mitch Mitchell it I think somebody needs to talk to Mitch see if he wants to turn that property loose needs drudging we just can't be bring in there has potential but main thing is maybe direct the grander to look for money especially with this new po of money that 31 billion and it's a national it's not just the State of Florida or anything so I keep getting up here but uh if we do get this relief disaster relief and we watch count produces very little Reish really you know the residents of Taylor County producing having off those that's the way the works so thank you thank sir all right my name is Je I just have a couple questions since we've got funds approv we all approve first avue thing do we have a start date and is it true that it must be finished by the end of this year the good these are just I'm asking for I know you probably don't say Hey Okay St tomorrow you can got we don't don't have start we have start dat on that I wouldn't think so because the board justed it tonight and I thought we just approved a an extension for that project so it doesn't have to be by the end I think that the deadline is the end of the year but I believe it could be extended as allow forve along to board information yes you know as I Was preparing for tonight's meeting and doing my agenda prep um were 524 pages did you read all parts the 524 what I do is I you see these um paper clips I paper clip ones that I think are such that I may need to say something about well I felt like I read 524 I don't think I did but I I thought back to um um I think it was the first class that I took to become a certified count commissioner that first class and U the instructor asked all of us says what is the most surprising thing that you've learned since you were elected and across the board everybody says the amount of reading that you have to do and it's it's an enormous amount of of read it takes a lot of time if you if you go through it I just well if you look at the um one of the things that you look at is like for instance there's a contract or there's um the engineers uh things the drawings and all that kind of stuff a lot of that is very similar to our just the same thing it's regurgitated as Garden you got to be able to recognize that so you can go quicker oh yeah yeah I don't read word for word I kind of scan and some of it I read word for word if there's any research that needs to be done but you know I was just thinking I I felt like in the beginning I was bed down but well I tell you what caught my eye was that what U your engineer was able to get from do on that project to be able to finish it I to get it started it was $2.2 Million well that was something that's true and and I've been here a long and this is not the first time that he's done that we've come short lots of times and he was able to go back and get the state to you know give enough funding to finish the project and it's because they like him and they value his work and I know that for sure and certain so anyway it was just that I wanted to share thank you yeah I've had a call today about uh Miller Road and uh wood right there that intersection since it's been raining oh yeah it's on our list to repair uh what do we hear about the U de removal said almost got for a meeting without talking about no you said that very well that that's broke to meby um I did get a call from Dr Neil Dunn's office last week reassuring me that the funding was made available so that that um debris removal could take place on noncount maintain roads but that's the limit of the news that I've received and I did follow up with several agencies today and I I still do not know asked for a list of Roads a start date um any information that I can pass along and I do not have it yet but I have been ass again assured that it's going to happen we just don't know when yeah okay now uh I think I might have mentioned to you the other day somebody wanted to buy some count prop M that a lot did we determine that was billable or not my understanding is that it is not um and I'm going through the process I need to check back with the clerk's office because that was actually offered to be auction before and then I also so we can follow the statute that Conrad has explained to me numerous times about selling County property I need to um I'm going through the process now of questioning staff if there's any there's any use of that property um for the county and then depending on the answers to those questions I can we can bring it to the board okay the other one iset I sent that to Public Works to ask them to check that lot to see I found I was able to locate that County on property and ask them to take a look at it to see if we what we need to do as far as thank you Mr chairman I want to thank our members of the public for coming out taking their time to interact with this board and and take a active role in the ways that communities are doing so certainly appreciate all that there's much been discussed from resur and the flooding to Canal works so there's there's a t order still to accomplish and U look forward to seeing those um taken care of and completed wanted to um thank our staff and do and the commitment that we see there as far as the funding that was supplied um it's it's one thing to hear different budgetary items and a surplus in certain places it's another thing to see um over $2 million um committed to this project and I think that speaks to the efforts of Florida do and working through and with tayor County and the importance of this roadway to this community so we appreciate that and um and we'll continue to work through our opportunities with debris as it is so we quite thankful to see progress thank I think y'all going to see a difference in the flooding situation down there once this road read too they going have some lot bigger C and stuff in that water to get on going from there feel like y'all be a lot better off get done and I want y'all to know I appreciate y'all coming and being interested enough to drive
