are sad to report the recent passing of retired fire Lieutenant Frederick renland who retired from the Teena Fire Department in 1994 after serving the township for 26 years can we all please join together in bowing our heads for a brief moment of silence for him thank you we will have a Bryant School historical marker unveiling on September 18th at 6 pm at Bryant school and invite the public but we do not have any so we are moving on to work session items does anyone on Council have anything for missan see no hands moving along our next order of business is old business and we have a State Street Redevelopment preliminary presentation for Council Mr Schwarz this is Mr Tel correct Mr Tel the floor is yours and this is just for Council and questions just for Council the floor is yours sir you can put okay uh good evening uh mayor members of the council Jason suel um attorney for the property owner 140 State Street so um what we're planning to do tonight is give a presentation on on a proposal that we plan on filing with the planning board for 140 State Street 140 State Street as everybody is aware is basically the vacant intersection the corner of queenan and State Street just by way of background about 13 years ago or so a multif family development was approved at that location and for reasons that I'm not aware of myself it was never built so the pro sorry no problem it is the corner it's the corner right right next to s that's adjacent to Sami the VAC Corner Southeast Corner next to the barber shop okay so that that property was was approved about 13 years ago uh for a multif family dwelling it's and it's laid vacant for quite some time um right now the property is zon for multif Family actually a mixed use building uh with a density of 66 units that is what the proposal is we have a 66 unit project proposed there with affordable housing 15% so there would be 56 market rate units and 10 affordable housing units that are completely in in conformance with all the affordable housing control um regulations they would be broken down into one two and three bedroom units and dispersed and integrated throughout the building in addition to that the Redevelopment plan also calls for retail on the ground floor so we have retail on the ground floor um as part of the project so it's a mixed use building there so in working with the zoning subcommittee we're basically at a point where we could file with the planning board but zoning subcommittee felt that we should present to Council on this which we we more than happy to do in addition to that we'd also like to propose several minor amendments to the Redevelopment plan and working with your Council U Mr Ash on that so I have Chris Pereira who's our project architect I was going to have him walk through the plans I also submitted them to Doug so people can see them on the screen or if they're watching on Zoom um uh as well so I'll call Chris up now do you have the do you have a board or no hello good evening um we'll have to point our attention to the back unfortunately it looks like something's going on with our front projector unfortunately um which property were you doing again first uh 140 State I got it right here um if you can get to the first sheet I don't know what one couple more sheets one more there we go ah Perfect all right okay so um Mr th does a great job presenting this I don't even know why he calls me here so I could just present the whole thing um we have uh as Mr D mentioned we have a project right at the corner State Street and uh Queen a um we're able to uh take advantage of uh there's a great job between uh where we're coming in into the parking garage on the upper level and the lower level of about 4 feet so we have two curb Cuts one on Queen a one on uh State Street and they're about 4T in different so we were able to get you know using that that great difference on the outside of the building we were able to uh come in on one side and ramp up and on the other side and ramp down so we're really able to and I'll show you that quickly on the on the floor plans in the garage but that really assisted Us in reducing uh the ramping inside the building and maximizing parking um as Mr devel mentioned uh we have a retail space right at the corner of the building um and as I was mentioned before we have an entrance on the garage on State Street and another entrance to another level of the garage on queenan uh we have 66 units as mentioned uh 10 of those are affordable housing units uh those would be uh two three bedroom units two one bedroom units and six two bedroom units and the balance of the apartments uh are 26 one bedroom units that are market rate 27 two bedroom units and three three bedroom units uh so just you have that breakdown uh as I mentioned we have 866 parking spaces for the 66 units so that's a ratio of about 1.3 a little over 1.3 but roughly 1.3 um if you can um do you have control of the yeah no no problem lights are good oh there we go thank you thank oh fantastic okay so uh so this is the uh yeah that's perfect so this is the uh the lower level parking uh or lower level parking garage uh so we're coming in uh from uh State Street we have the corner there you see on the upper left corner uh you see the retail space and then we have parking uh on this level with some Ada spaces we also have the main lobby right uh from State Street there uh you see there's a main lobby two elevators uh we have a a nice Lounge for the lobby package room uh mailboxes and then we have the two stairs on either side of the garage as you see there we have some bike storage uh we also have a Transformer Vault on State Street uh so that we can feed the building exactly thank you um and then we have the the circulation stairs on either end if you uh if you don't mind next oh we just lost that again okay there we go um so this is the entrance of the garage from Queen a uh so where you see there on the bottom of of the property is the uh garbage room so we have a trash shoot from the floors above uh so a tenant living here would be able to throw the trash down there's a compactor down here exactly as with the mouse and then you have a few a number of containers there for storage we also have some additional bicycle storage there next to the stairs and and then this being the lower floor we have all our utilities uh Loc it here so we have our electrical room water sprinkler room uh and then you have the whole Corner that's unexcavated and the reason we did that again we're using the the great elevation chain so we were able to get a lot of more height on the retail that set of the corner so we have a nice sailing height there for the retail if you don't mind yes correct uh just one retail yeah uh so good yeah it's 2000 total yeah so a thousand th right yeah absolutely uh no problem um s if you don't mind next page uh so this is question oh sure yeah you happen to have a a specs for us to see I know we're looking at the PowerPoint but do you have any specs for us to look at size dimension all the the things that you're saying that we can look at Beyond this it's all it's all on yes All the bulk requirements are on the drawings that I submitted to Doug so on what I submitted to Doug and it's all conforming with the exception of two things that I'll go over at the end but the height conforms the density conforms the setbacks conform the coverages it's all conforming but you'll see um councilwoman beler that on the plans that we submitted um to Doug that he has he can share with everybody um all those bulk standards are on the plants and if for some reason you don't have it I'm happy to resubmit it to him thank you uh so so this is the uh first residential floor right above the the parking levels um so it would be a five typical floors for this floor we have about 3,000 square ft of you see that blank space right in the center there we have about 3,000 square ft of amenity spaces for the building so we haven't designed those yet but you know likely a gym uh a cowork space a lounge space and uh that space gives access to this is more Courtyard uh that's in the center as well you see that red uh little roof area there uh that is uh representing a little Cabana but you know it's a it's a small courtyard that the building uh tenants who have access to uh and then you essentially have a corridor running around the center connecting the elevators right in the center on the top and then residential units uh uh surrounding that uh on the double OA Corridor uh next page please thanks Doug okay um so this is a typical floor uh so we have four floors of that same layout you know go all the way through um again just a distribution of one badge two bedrooms you know our our our two bedrooms range in size from like 1,00 to, 1400 ft there are nice two bedrooms the one bedrooms somewhere between 750 and 850 900 ft there's one um and then the three bedrooms at around 1,400 square feet as well yeah the affordables through dispers throughout the building that's correct yeah all 10 you're a resident of the building yes okay uh next sh if you don't mind um okay one more there's a just just typal floorers and then this is the roof uh plan uh we are proposing a roof deck uh at the top of the building uh there's no enclosed space here except for the two stairs and the elevators coming up to give you access uh you know ADA compliance for access to the roof and uh we just you know essentially have a a paved area with some Greener around and just a space that tenis can come come and sit outside and enjoy you know the views enjoy the sun um and that would be you know open throughout the year except for you know big snow storms and so on so forth next sheet um so these are the elevations that as U Mr Tel mentioned uh we we comply with the height requirements we comply with all the um uh opening requirements on the ground floor and you saw the rendering on the first floor on the first sheet so you know it's a the building the building has a lot of you know movement is not one big flat you know elevation we have uh balconies throughout the units we have a nice uh Central section with a lot of glazing and you can see like you know it's it's a contemporary building uh using materials that we're you know now used to see on many of these multif family residential buildings um next sheet Doug absolutely yeah full compliance to new building code and uh yes fire suppression all of that as we required to 15% of the parking spaces five five and five as mandated by the state um and uh this is the S elevation on uh on quain and one more sheet dug I think just some uh rear elevations so you know we show you all the elevations of all the the the four sides of the building um I don't need to spend a lot of time here I mean you saw the R I think it's Doug if you don't might go back to the first sheet I think we know we can end with the rendering it's always better you know to see a rendered image thank you yeah so you know that's the building um again uh if you have any questions regarding units unit sizes we thank you gentlemen anyone on Council have any questions Mr Schwarz and Miss beler I actually want to point something out first of all thank you for coming out this is um sure to clarify I meant to say this in the beginning these are projects that have been before the Zoning subcommittee for years upon years and move forward and at this point and and councilman Goldberg had suggest that you come out here and present it but just to point out that these are non but just two of them I think you're talking about these are non-pilots there's no Pilots being requested for these projects that's correct that's correct uh yeah I just um although it may have been um as Mr Schwarz is saying that um before this uh subcommittee of zoning subcommittee this is kind of first time I'm hearing about it so um because I uh I see that in even the report that is given on on August 9th uh mark it just kind of like lists the agenda doesn't really speak specifically as to uh this type of discussion of of a uh a Redevelopment plan being proposed for this particular site um given the fact that State Street is one of those uh locations that were uh is under ainr was pretty much designated as as this site is considered there's actually already a plan for it so so we're we're conforming with that plan there was only a few minor amendments that we were going to discuss with the zoning subcommittee and the council nothing relating to height nothing relating to density it was only it was two issues mainly having a second curb cut so we have now one we're proposing one on Queen Anne and one on State Street for better circulation with the parking so that was one deviation the plan that currently exists calls for one curb cut and then the other is the plan like most tck plans s say compliance with RS is for parking whereas we know from the other developments that rsis is a little onerous with respect to its its requirement we're proposing 1.3 which I think is consistent with the other developments within the municipality in terms of demand so we were hoping that that Amendment would take place but other than that like I said height density coverage setbacks it's all compliant with the existing zoning that's in place so I want to first start by um thanking the zoning subcommittee uh this is very impressive the work that you put together collaboratively with the developer this site has been an eyesore for that entire area for probably over 20 years I mean it's been a great uh political sign location but a horrible eyesore for everybody coming through tck or or going that direction so uh I'm excited about uh this project I know that that people like to look projects and they say oh we wish we had this and we wish we had that the reality is we could really only do with what working with the developers what they're willing to make a profit on and what they're willing to have payback on so the fact that the town worked hand and glove with you to put together a nice product like this that will hopefully enhance the neighborhood uh I'm excited about mayor catch anyone else on Council any questions for them I I do okay so so basically um what we're talking about is we're talking about six uh 56 units of which 10 of them is Affordable 6 10 affordable 56 on Market Market correct because it's it's 15% on the total right so it's 10 affordable 56 market for a total of 66 okay all right so so basically what we're talking about is this a six-story building correct that's right it's a six-story b correct okay so um even in terms of what you know and you of course you know we're in the midst of a a master plan which has not been um adopted as of yet but even in accordance with the exist existing master plan is a six-story building in in a in pretty much accordance with being approved yeah it's it's a it's we need no variance or deviation for the height the current the Zoning for this property permits the height on the number of stories that we have we were very much we wanted to make sure that the final design was in the range of what was required okay and where where is that um Redevelopment plan was that ever sent to each council member oh it's it's a municipal document it's not it's not our document it's your document so yeah it was it was it in 2022 yeah 2022 okay anybody else have any questions Miss organ I was gonna say I was say I think November Miss organ would there be a proposed timeline for the development when yeah assuming that we would get those amendments which I was talking with your Council Mr Ash at the zoning subcommittee we would need a Redevelopment agreement again not no pilot not a financial agreement but your Redevelopment plans call for just an agreement that'll set forth as you're saying timelines building materials um things of that nature those are all in the Redevelopment agreement so we could actually work through that schedule with the council in terms of you know what the schedule would be and then um you would be ready to go because I think we're actually growing the field there yeah I I believe me I think I nobody would I drive past it every day on my way home it would be nice for something to go there it's been a mountain of dirt than weeds and then a lot of other things maybe a tree soon yeah I think about five years ago the can the gas pumps were taken out and that that was visible for a while so yeah anyone else on Council yeah I do have another question um when you say in 2022 was that before November that was in in November of 2022 so that was was that was uh adopted U by the last council is is that what we're saying I I just want to get a date to that okay I appreciate that okay and and so essentially this this Redevelopment plan is is that was adopted in November of of 2022 um that um did you present this uh or was there any presentation at that time that it was adopted was there any presentation not not by the developer but but as typical Redevelopment plans are again it's the town's plan it's not the developers plan we're just now working off what the plan is to design the building but I believe your planner would have would have done that okay so during that time to your knowledge uh during that time would there have been any type of infrastructure um kind of reporting like um traffic study uh if we were looking at things like um you know the impact on traffic schools anything like that or is that something the developer currently will be taking up in terms of ascertaining what impact will this development have on our current Township is that something because I know we did pass a resolution that basically says that you will be developers will bear the expenses of of reporting and and uh and so forth so so so as you know from being a planning board member for a while too yeah um we we're going to have to when we file do a full traffic report which we will do um based on my experience this this won't be a huge traffic generator at all but we'll have to demonstrate that to the planning board and you the board's engineer will have to review it as well the board has its own traffic consultant they'll review it and obviously make that determination and if they have any comments we'll have to work with the board's traffic engineer um storm water management which is also a big issue we'll have to prepare a storm order management plan we'll have to prepare a storm order management report we'll have to um comply with the newest regulations if they're applicable so we will have to do all that councilwoman belter as part of the as part of the site plan uh process and that's why it it doesn't just stop at the council we have to also go to the planning board and um you know make sure that we that the site plan um even though it's permitted and as of right there are still conditions or issues that obviously the planning board can deal with can I ask another question sure this is one for 10 years just date to your point dates back to 10 years ago mhm why now I was so I wasn't involved with the history so I I don't know that but um the developers the original developer son has taken over the the property and Chris and I have been have been working with him and they want to move the project along um I don't I don't know what the business uh mode or the business me mentality is but they want to move the project along which I think is a good thing considering I think people have around town as a a point of discussion I've always wondered what was going to eventually happen there so um you I think it's a positive but do I know their business plans no I don't know that okay okay and do you think finally that that that this would be and pretty much um in line with the master plan once it is adopted do you think I I don't know if you've you read the draft do you think that this project as you're outlining it would be um pretty much what we would we envision in the master I think it would I think it would be consistent with the area considering you have 189 the plaza there which is which was approved you have the uh TX Square project which is there um it's at a corner it's in a it's in a downtown area of the municipality where there's a business district we did a mixed use building part of the zoning subcommittee's you know request was that a retail aspect of the project be integrated into it so it was part of the downtown area so I I think it would work but um you know that's obviously more of your planning professionals determination than than mine but if you're just asking my L opinion then I think it I think it works well with right there but you know okay the only reason I ask is between between 140 and 100 State Street which was another um project that that really was was pretty much um you know yeah there is a another property I believe it's like a condo there which is like a twostory condo um in your opinion how would this project um be viewed um from the standpoint of having going from a twostory building to a six-story building I mean I don't think I'm the professional that should be giving an opinion on that but if you want to just my personal opinion just talking it as conversation wise there was a gas station there previously that would have generated a ton of traffic and presented way more issues than a new state-of-the-art you know Residential Building that'll have affordable housing have some nice retail on the bottom have controlled access with the parking um will'll be building code and fire code compliant um obviously the architecture complies with the Redevelopment plan you saw the architecture that was one of the reasons I think we wanted to present so everybody would see that the building was aesthetically pleasing so again I see it as very complimentary to the area but again that's you're just that's just the Jason tobell answer which which has no bearing that's the professionals should really weigh in on that 100% Jason I I'm asking is that this tonight is the first time I'm seeing and I think you know and I think that that that's one of the reasons why you know is having I know this the zoning subcommittee has laid eyes on this but some of us have not and I think this is all healthy discussion 100% absolutely thank you Mr Mayor Deputy Mayor G um thank you um I'm just curious um will there be an opportunity to socialize this with the community um with other community stakeholders or have you already gotten feedback from Community stakeholders about this new plan so unlike if this was brand new zoning um it's it's it's basically as of right with the exception of the couple items that I mentioned so I didn't again that's up to the council and the zoning subcommittee if you want us to do that but it is conforming with the with the current zoning so we're not asking for anything to be really changed with the exception of those two items that I suggested which was the parking and just having the other driveway but um you know Community input is always welcome on any project thank you I think it'd be a good idea just to get Buy in from Key stakeholders anybody else on Council gentlemen thank you for your presentation you are appreciated yeah no and I'll be in touch with Mr Simon and Mr Ash on on some of the items that we talked about so thank you so very much okay Mr clerk our next order of business is new business and I think you had two items that you wanted to bring to council's attention oh wait I'm sorry no we were doing 100 St stream oh my bad I'm so sorry Jason I thought we only had one sorry about that that's okay so you want to put put that one up we we do have our Professionals for this one on Zoom but I I think I could walk everybody through it yeah do do the one that starts with binder because that's actually what it what it looks like so councilwoman belshire unlike the one we just presented that has a plan for it this does not so we are asking for legislative action from the Council on this on this one here okay okay so 100 State streets so this also has a history there was a zoning board approval at this site for 60 units I want to say it occurred at least five years ago maybe more um it was never built and the building then caught fire was a former medical building if you're all aware of it and then it it burned to the ground and now or it burnt it was dismantled and now there's nothing there so the proposal now and working with the zoning subcommittee and there is no plan this is a Redevelopment area but there is no plan Redevelopment plan for this property So the plan here is for a self- storage building with retail on the ground on the ground floor so Doug if you want to go to the next slide so it would be self storage facility climate control Self Storage which I think is also compatible with the fact that you have other residential multif family in the area um it would be brick we could we have the architect on who's um from Florida but if you had any specific questions on the architecture but um that's the that's the height of the building again there's no Zoning for it so we'd have to apply to the the council has to entertain what they would like um it would be a brick facade we'd work on other materials I believe councilwoman Goldberg had asked if we could integrate a mural into the building as well which the applicant or the the the owner would be more than happy to do and then keep keep going these are just other views of it keep going Doug okay and then there would be a retail component at the ground level so in addition to having an office as most Self Storage is do where you have you know the pack where you could buy packages where you could sign up there would also be a retail space on the ground floor that could be used for something else um retail as well and then Doug do you want to go to is the site plan which I think was the other attachment yeah that's it that's it okay so the parking would there' only be one driveway from State Street um and there would be parking there for the Self Storage which doesn't require much industry standards per our engineer and traffic engineer say that these park at about one per 10,000 they really don't generate a lot of traffic at all so we we park did in accordance with that and then there's also parking for the retail as you see that on the um Westerly side of the building fronts on on State Street so that that would be the proposal and we've this has probably been in front of the zoning subcommittee about three or four times so again originally there was a 60 unit building uh approved here by the Zoning Board of adjustment again it's got to be at least five years ago um for whatever reason that's not moving forward the goal now would be to do this I'll call it mixed you sell self storage building Self Storage with retail and we would need the council to work with its planning um with its planner and with it its attorney Redevelopment attorney Township attorney to adopt a Redevelopment plan which is why we provided a site plan with all the bulk standards height coverage setbacks Etc uses um so this would be starting from scratch in terms of a Redevelopment plan and it's not seeking a pirate as well I think we can't hear you on the zoom sorry can you speak up it would help if I turn my microphone on I'm so sorry um this was on our sub zoning committee minutes this project that we talked about self storage going back to January uh this pivot by the developer by the town subzone and whatnot was because it was approved several years ago against heavy community um opposition for residential units and the new developer decided not to double down on that and not to go with another change of plans for residential into pivot to something that was less of um yeah there's a new there's a new ownership structure and they um specialize or have done several self- storage projects so that's why they're going that way and last we discussed in the sub zoning that we didn't want it looking like a self storage are you able to put up the rendering yeah we can put it back up that's I think more important those do you want to put that back up yeah yeah I think what the zoning subcommittee wanted was was more brick and other types of materials that didn't make it look industrial type looking so that's what we we had done to more to more so that it would fit in more with a downtown residential retail type of area as opposed to having a warehouse or industrial type of look like other facilities do and I just want to point out I know you mentioned it briefly but the other thing that we talked about was a mural in the front like a community mural so we have to figure what that looked like with the and where would that go on yeah I mean I think that would be I think councilwoman G also mentioned Community um you know uh work seeing what people have in terms of feedback we're happy to work no no I was talking specifically about the mural yeah yeah yeah that's that's what I meant like between the the the council and your professionals and the community we could work on where that would go but I mean there's there's ample space that I think we could we could fit some sort of artwork on the building coun have any questions M Miss beler um I'm an alternate on the the zoning subcommittee I have not been invited to a meeting since October so uh when we say that many of these plans have been floating around I've not seen them um the last minutes in fact in our package here the minutes from August 9th meeting simply has your name name and these addresses so it doesn't give us much to understand as to the details okay so I I just want to put that out there I I know that the my colleagues have seen and have spoken and have discussed but I am the fourth person out on the zoning subcommittee and I'm just trying to get a handle as to what what the project and I think and I and I think that was part of the reason that maybe at the point where the zoning subcommittee felt it was in good order that they the zoning subcommittee you can't speak for them but wanted the input from the other council members to see if there was any other feedback that we would want as part of the plan I'm not on the zoning subcommittee I was actually thrown off of it even though I created it but I want to say that I think they did a great job of producing this product I mean there's there's a lot the bulk of of TX apartments are in that area and they need storage and this is a building that's going up that's going to provide a service to the to the apartment dwellers in that area this is something that that meshes nicely with the neighborhood and how many students are going to be going to our schools from that building zero oh so and this will provide a nice tax rable to our residents without impacting our services so I like this idea and I think they was done very very nicely how many stories um I believe it's five okay so you can actually go um Doug I think the last slide is a section that actually shows yeah there you go so it's that that that shows it it's F so two comments I actually like the clean look of the rendering I would not want to see a um mural on it though um that's up to the community I would also want us to think carefully about what type of retail would go in there because it's not near the rest of the retail in the area so I you know I wouldn't want to see a liquor store there if it's near other residential I'd want us to um I don't know what kind of control we would have over that well you have we have total control now because you're going to be adopting a plan for the property so you could actually enumerate what uses you think are appropriate at that location yeah it's not close to any of the other it's kind of in the middle there I like the look of it next to the other uh retail in the the other residential in the area anyone else on Council um I just wanted to say things one um the the minutes have the the zoning subcommittee minutes thanks to council shorts have been very detailed so they have been in the packet and they are online under the agendas there's a z zoning subcommittee P so this is in there um but also this is why it's being presented to the public now and the Full Count Council like this is the point sort of so everybody can see the work uh no I I I just want uh just retort to that to say that um you know this the we all understand and I think the public even understands that the zoning subcommittee feeds up directly to the planning board and and in some instances the board of adjustments so many decisions that are made in that subcommittee uh meeting uh really has far-reaching ramifications such as development plans so all I would say is that I would recommend I'd make a recommendation to our new Township manager that we have official minutes taken perhaps even by an employee uh an administrative employee to take minutes so that we can have a a full understanding of what's happening within the zoning subcommittee uh I think that it's kind of hard to for Mr Schwarz to to chair that committee and maybe take minutes so perhaps what we need to do is ask our our um our Township manager to look into the probability of having maybe an administrative person to actually take minutes that we can really you know look at the the length and the breadth of it because um you know I think it's very important because here we're going from a vision or an idea in the um zoning subcommittee to a a Redevelopment plan so that's pretty major we're talking about buildings that are generational so essentially I think it's vitally important that we really kind of tweak that the process so that we're just not depending upon uh M Mr schz uh you know ideas or what he what he summarizes from the meeting and I'm sure it's done in in good intent but I think it's very important that we really kind of revamp our thoughts when it comes to uh things feeding directly up to the planning the administrative part of it that's up to the count what they what they want to do but just so you just one point of clarity though and it started when uh councilman uh uh Mr Ellie was on the was chaired it it there's an announcement made that it's a non-binding completely advisory discussion and no act no formal action is taken it's just to give a proposed developer guidance but in the end whether it's a if it's a Redevelopment plan it's up to the council if it's a site plan it's up to the planning board if it's a variance application has to go to the board of adjustment it goes to the board of adjustment and they make the call but I just wanted to make it clear that no no actual actions taken there and the and at least my interpretation when I'm there with a client is it's completely advisory and that's why we come here and present here and ultimately it's the legislative body's determination if there's any action taken yeah I actually whichever way the council wants to go those are not bad ideas at all if it's not me taking minutes I frankly it's easier because um less minutes to do less work because I actually for it out to the council and it's in the pack it's both January and March's meeting minutes or we're included in the packet we're in sent to the council but I also make sure to send to the committee members a draft of it in case I am interpreting wrong because I am not a Township employee I always send out a draft first I wait 24 hours before I send over to the clerk such as in this week's packet as well so those are some very good points and if someone else wants to take the minutes you know I guess that that's really could Note Taker and then just submit that I don't really know how to use a chat GPT I run my mouth just as well anyone else on Council yeah no to that point I mean we have very talented employees within our Township so I'm sure um Jackie can work to get someone to cover those meetings thank you I just I would support that as well I like that idea thank you Miss G no fur the hands Mr no no just to conclude on that I guess we I'm I'm glad we had the opportunity to present it to everybody uh well we welcome the feedback and then I'll I'll like again I'll reach out to Mr sammon and Mr Ash and we can talk about next steps in terms of what the council uh wants to do with the project so thank you very much thank you Mr Dev Mr clerk next order business is new business and I think you have two items you yes sir mayor very quickly uh for the public and for Council I want to direct everyone's attention to resolution number 29-22 on tonight's Cent agenda it might look familiar to many of of us that's because we adopted something extremely similar just a couple months ago and what this was was our Municipal open space trust fund public question that is going on the 2024 general election ballot uh the only thing that is changing about the question that we are submitting to the ballot after receiving some feedback from the Bergen County Clerk is that we need to decrease the text size of that question um I don't know how many actually read the question in full that would reflective on the ballot it was extremely long um and it's creating some logistical issues for the county so the purpose of tonight's resolution is just try to consolidate and condense the point of all those words um and so that's for that resolution which is included on the consent agenda this evening uh the other thing I wanted to bring up mayor council was a last minute resolution to walk in uh from our Police Department uh they were awarded a grant from the State Department of Law and Public Safety a grant award a non-matching grant award so we don't need to put up any money for it and it's time sensitive so we wanted to get that in for them if I have uh a second mayor I will read the language into the record please go for it accepting a grant award from the NJ Department of Law and safety State fiscal year 2024 popup party prevention whereas the tck police department within the township of teac Bergen County New Jersey is a recipient of a non-matching grant from the NJ Department of Law and Public Safety in the amount of $ 39,5 2.99 the popup party prevention and response initiative grant program and whereas the non matching award sub award number 24- p-11 in the total amount of $ 39529 State account 24495 d66 d1020 d498 was awarded on August 6 2024 and is for the period of May 24th to September 30th 2024 and whereas the subrecipient the township of tinac council is authorized to accept this award on behalf of the implementing agency which is the town uh the TK police department and whereas the subrecipient township of Tek authorizes the implementing agency to expend this award on programs for the community now therefore be it resolved by Township Council Township T the sub recipient of this grant award authorizes the mayor to sign the necessary documents in order for the township and T Police Department to accept these funds is there a first to move second thank you and I just need a roll call to add it to the consent agenda it will be added as number 263 d224 and that was a first from our mayor and a second from councilwoman Goldberg going down the role councilman Schwarz councilwoman beler yes councilwoman Goldberg yes councilwoman Oregon yes deput mayor Catz deput mayor G yes may Pagan yes thank you all for your time we'll see this resolution 263 2024 Mr clerk does anyone else have anything on the new business does anyone have anything for communications next order of business is committee Council budget subcommittee Schwarz um okay budget subcommittee were you able to includ support were you able to include that to the council because they know it's a zoning subcommittee issue I just heard her mention issue which I've just corrected a second ago okay budget subcommittee um the reports included in the pack I'm just going to briefly just go through it uh basically we had a kickoff meeting in attendance was our auditor was Deputy Mayor G councilman Goldberg myself and our CFO as well as a Township manager uh this is our annual kickoff where we always start with this High number of course it doesn't include Surplus it doesn't include new assessments because buildings are still being built so it always starts very high uh and then we try to bring it lower the difference of course this year it is starting very high and we're not sure how low we can get it that's always going to be the challenge um initial projection show an increase of as much as 15% before we take in those additional sources of uh increased assessments of or revenue or any expenditures or wish lists that we we cut back on and of course Surplus um new assessments coming in are the huba town homes which are selling out rapidly and the rest of the cell tower sales proceeds but we're still going to be looking for additional Revenue we discussed increas in permit fees using more most funds for Rec Park budget related items under whatever is of course to the extent of the law that allows we talked about cannabis and Adu uh items and fees as well as assessments based on that Co fees that we discussed as well and lastly we discussed potentially selling off sewer Revenue that'll be looked at as well everything I just rattled off I actually don't have more details on these were just where we start to rattling and then we start fine-tuning this over the next six seven eight months uh as we proceed so that's included in the packet and that's included uh um in emailed as well yes so I apologize as I was listening to you pulled out the zoning and no one corrected us I sent out the draft I just sent out the agenda I didn't sent out the minutes I've now included to council I'm sorry no it was not purposely I and we can include in the next month's packet if you want so the public can see it I forward it to everyone as well but we'll go over it now since the time is early and we've got nothing else to do um the minutes will discuss uh 189 the plaza there's a developers extension agreement um for to to qualify for funding 140 State stre we've asked the um attorney to present what she just did uh on DPW the council and the manager are going to reach out to the council so after Labor to the county after Labor Day so we can try to push uh push some off-site projects that we discussed in leonan one not to really see if we can jump start that because if we have to build on River Road it will cost I don't want to say tens of millions of debt but well north of $10 million of new debt so we're going to really try to uh push the county on that um we discussed uh stop and shop and what we're going to look to do is set a full council meeting in November uh unfortunately October is is the holid so many of us are out what we're looking to the Z zoning subcommittee wants to formally pass this matter off onto the council to set a meeting to start discussing this plan and any revisions that were made as opposed to it just staying within the sub zoning and whatnot so what I'm looking to do here if we can discuss it now is pick a November full council meeting that this can be discussed that's the action that we're looking for tonight and then we'll talk about fencing retaining walls in two seconds so can I um on behalf of the zon subcommittee can we uh look at what our November calendar looks like I know it has to be um the first Tuesday is elections and then there is uh the league of something the league of municip of leag which I never go so is there are we able to do this let's say on Wednesday November 6 or does the council want to okay oh sorry you're out day after election day sorry it's a big election day this here my bad my bad sorry sorry um or does the council and maybe is z subcommittee do we want to start public uh do we want to start early for the 12th the council for the 12th and have a little bit elongated session I can do it on Zoom what what day 12 increased enhance the full counsil meeting which is already scheduled council meeting maybe do we open at 7:30 not the 12 12 is already right so we're looking to do that's a look I'm getting over there open the 12th that's Thanksgiving yeah I mean I'm fine if we do in the TW the 12th work and during that council meeting we do early open earlier yeah I'm fine with that that work so no one has to take enough extra night okay so we'll do 7:30 start time on the 12th and since no one from that areas in in in the attend in in the audience will'll have to indicate that to them while he's here November 12th full council meeting 7 or 7:30 7:30 won't be enough time so like 7 o'clock so we'll do a close session six but six close session open seven perfect okay and uh lastly make sure he's seated um the zoning subcommittee and the new zoning officer I apologize I'm going to read it the um the zoning agreed the the zoning officer agreed that the resident as pushing this matter has merits for his particular driveway but the only Avenue is a variance the zoning subcommittee and the new acting zoning officer agreed with the prior zoning officer that no code change is warranted so he'll gladly meet with you and discuss it with you but we went back and forth on this is a brand new zoning an acting zoning officer I'm not sure if I'm allowed to say names or anything like that um and it it was discussed we took out the schematics we went over it and you have a unique casee but they fell for safety and whatnot the rest of the town does not um we'll set up a meeting with him and you um and lastly um the planner gave a Master Plan update and said there was a public session on August 19th in which they were going to start to present their master plan submitted Mark Schwarz I just and just in general I just just want to just mention that a couple things um just from my involvement with historic preservation uh there are many markers that are being U planned some of them have actually been um placed uh I just want to remind people that on September 18th that the um Brian School U Market will be placed and uh please come out and and uh in recognition of that um and uh that's about it thank you items but there are none so Township manager report Miss hash thank you mayor and good evening um first and foremost I'm proud to announce that our new Township website is now active and Our IT director Andrew fiser is going to give us a brief presentation at the end of my um my report I know this took many hours in coordination over many months so a job well done by everyone involved this is going to be very user friendly and great for our ever growing uh Community I would also like to mention that we will be actively updating the website and we welcome your feedback so we can improve it as we go along so if you see anything that you'd like to improve feel free to email us and we will address up Tek Day weekend is scheduled for September 7th and 8th the feature movie um with free popcorn on Saturday evening is Elemental at 7:45 and our live music for Sunday's festivities is the 50 and we will also have a petting zoo a trackless train pro wrestling match Bas painting and much more Sunday at sundown we also have fireworks and we hope to see you and your families there the planning board held a public hearing on August 19th in reference to our proposed master plan all comments will be taken into consideration and our next meeting is scheduled for September 16th social media will also send a reminder for everyone um EK will be hosting um blue flu clinics this fall it will be um high do flu vaccinations will be offered for seniors 65 and over they will be available late October and in November and more details will be to come on social media for that as well the township Rec recently scheduled a um spotted Lantern fly treatment in several several of our Park areas we are monitoring these areas to see how effective it is for the future our historic preservation markers have been installed by R DPW and we thank all that were involved in executing this project into our community movies in the park at the V Park Bandshell has one more Showtime featuring featuring the movie trolls band together on August 27th at 7:45 the rain date is August 29th mosquito season awareness is important this time of year we ask that residents empty standing water on your property clean drains and gutters and keep your swimming pools treated the county has recently done a treatment in our area and any future treatments we will post on social media um as for as for the school year um quickly approaching we do have our DPW rep repainting our crosswalks in the area some of our project updates I'd like to share with you um our library renovation project continues to move forward with our last normal operating day being August 29th starting in September items can be returned to any buckles library or or drop off location on the first floor of the municipal building that will be Monday through Friday from 9:00 to 5:00 please visit t library.org for additional information as we will continuously update the the renovation process V Park tennis court lights have been ordered and awaiting delivery due to some delays this will be more towards um later in September the VOE Park restroom building is scheduled for September delivery our bav drainage project um I have met and been in contact with some of the residents um that are here tonight um I would like to mention in January of 2023 the township installed a 120ft covert to jump start the solution to the flooding issue that I've been made aware of on bav the township is committed to the drainage project that is in progress and will expedite this process as best that we can we are currently awaiting Green Acres to respond to the compensation proposal this multi-million dollar drainage project has Capital funds allocated in tonight's Bond ordinance it is important to note that we can start the the design phase but we must still await the EPA response and approval before we can start actual Construction in reference to the diversion permit application the initial permit is approved we are still awaiting the compensation approval agreement lastly the good news is the BIOS swells are in the design fease and we will be installing 10 of these in about 3 to 6 months the cost of these bios swells is about $335,000 we are hopeful this too will alleviate some of the flooding in your area once the design phase is done for um for this roadway um I will have a neighborhood meeting and I will sit down with all with all of you um to go through the design fease and next steps um so we all remain in communication the route four palis AV Bridge project Improvement project is still in in the review phase the do has extended the the um resident response time by two weeks um I did um this was a nixel sent out so if anyone would like to respond you have till August 29th several Parcels are incumbered Greenland Parkland however a document review determined that limited root for improvements are allowable without being considered diversion disposals so the acreage has been decreased to 33 Acres Green Acres rules require basil tree area mitigation which means more trees are required that's why forested Parcels are being considered Shephard AV was put was being put forth as compensation and environmental reviews and surveys are not approved yet I will remain in um Communications with d and do and once I hear back I will um have more updates for the project heric Park is uh currently closed until further notice the contractors are mobilized izing on site so residents should refrain from visiting the park while we have these um upgrades to our B our baseball uh Fields basketball courts restroom and Spray Park as well as the children's playground um Road reserving began on July 8th most of the concrete work has been completed and Paving is underway over the next two weeks the only street that will not be completed is hemlock Terrace because that needs um total reconstruction argon tennis courts the design is currently underway and the Phelps park splash pad is also in the design phase and almost final Sagamore Park improvements we received our procedural letter from the D our Township engineer is in contact with the lsrp to assist with our preliminary assessment report which will be due on October 16th uh Lindberg Boulevard by The Garden Club recently experienced flooding which wash washed away the gravel area and we also have some um some damage to the storm drain from the last um the last rainstorm so we will be Paving the on side where the gravel um area was to eliminate any trip hazards in the coming weeks some updates uh for residents that have brought some things to our to our attention a four-way stop was requested at Grayson um I did work with the PD and at this time a larger sign and painted stop line is recommended a four-way stop is not recommended at this location PRS Prince um intersection warning signs will also be added to the area so I will um let you know when that's complete decator um we were asked to add a blinking stop sign right now uh the DPW has been in contact with the do to um for the placement of the blinking stop sign and I will be adding thermal painted lines and rumble strips in the area large Avenue uh requests for radar um radar sign um to be installed that was done this past week um 156 Oak Street curb your dog signs have also been installed some Grant updates I have for you for the month of August um the grant two grants were awarded the New Jersey Department of Law and Public Safety popup party prevention and response Grant which Doug has already mentioned in the amount of $ 39,5 N9 this will be to purchase protective gear metal barricades and surveillance drone the New Jersey Division of highway traffic safety drive sober or get pulled over Statewide Labor Day Crackdown um is another Grant we received in the amount of $77,000 for overtime for enforcement over Labor Day we also submitted for two grants in August uh SNY playball New York Jets football grants the Teek Recreation Department applied for a $5,000 Grant tickets to a New York Jet scheme and a clinic with professional instruction for tenek junor football program we also applied for the ly firefighter Foundation Jeremiah Lucy grant program the fire department applied for this with a letter of intent for a full proposal of $220,000 to send our officers to fdu to receive Emergency Management and Leadership training certification I'd now like to turn this over to Andrew fiser so he could give us a brief overview of the website the new T website thank thank you thank you jackon it's a a very generous is for me and my my staff did work very hard on this project we are very proud of it uh I'd like to give a shout out to Addy fer and Ron Goodman um you without them it it would um just pointing important things out to people uh that's a very nice addition to this website right um there's always cookies that you have to agree to um the first thing i' like your attention to is just the general aesthetic of the website um we just time think about colors and fonts and pictures and how to light things out um I would like to note that many of these pictures are from our very own Addy finkler and Ray turkin uh Ray turkin took some great pictures around dck and he was very generous and uh took some extra special ones just for so the focus of this website was to provide an ease of use to the residents um you know being a a government employee uh I really understand how government functions and therefore having a website laid out how I think about it is you really want something that the the person doesn't understand government could understand um and so what we've done here is we taken the most viewed pages from the website and we've packed them in these menus here um you know you might just think about well what do I like to do when um or what are the things that are very important about so that's the first menu item um another very popular ones are Parks and Recreation a lot of parks a lot of Grease paste and um people really use the website to find out about you know going and what to do um is always constantly in motion people are always building things people are always looking for permits um people looking use voting districts and then lastly our government which kind of hides stuff that really likes to look at but it's still very important um you know things that uh you all are are doing right now agendas and minutes and boards and committees reports um and plans reports and studies a lot of a lot of things that people are looking for um so i' also like to point out that we have button here there's a couple General categories that most people are looking for you you want to apply for a permit or you know pay a ticket or you know pay your your your sewer bill or your property taxes no one likes to do that um and on a staff directory or reported an issue there's also a search and I I would like to point out that the search right now is showing some results from the old website however they will fit out as Google CS our new website um so we have our very pictures that that road across then below that we have popular Services which we it's kind of like a a shortcut for the most popular things that people are really looking for we really want to get these things out FR people because it's the things they're constantly calling or maybe in my research I can't seem to quite find where did we decide uh to use the shepher woods area as the land swap uh my understanding is the do uh chose that and they put in the application for that property and uh now we're waiting to hear back from them so I I don't I'm not quite sure but I can get more information for you could you yeah because I mean that we don't we have some input in terms of what properties we select to be a part of that swap yes that's why yeah that's why they have the public hearing and sure um I think after the 29th we'll be able to get some more feedback from them as well okay perfect thank you I was just goingon to say we've discussed that a few times but I wanted to thank um Jackie for uh the the Bell Avenue and and raising that and have scheduling that meeting with the neighbors I think they'll really appreciate that and then also the crosswalk um that was the direct result of a resident email so thank you for that as well no problem thank you Mr Mayor I'm sorry Deputy Mayor G sorry I had a question um uh regarding the crosswalk on Grayson and Prince um the other thing that I believe came up several times from residents about that intersection is that um it there are several bus stops there for several schools I think both public and non-public schools is there anything we can do to indicate that or children Crossing or in addition to the larger signs I'll I'll reach out to the traffic Bureau and see what I could add there before school awesome thank you Miss G our next order of business is our Township attorney's report Mr sammon the floor is yours thank you Mr Mayor so I want to discuss two ordinances and a resolution that are up for adoption tonight I spoke about two ordinances at the last meeting when they were introduced uh but apparently was not speaking to my microphone so I was apparently not being heard so I want to repeat what I said so it's clear for the for the public the explanations about them uh first uh is ordinance 18 2024 this is the one for payment in Li of fractional uh adus uh affordable housing units sorry uh housing units so basically the Township Code requires that new residential developments set aside a certain percentage of their units to help the township comply with our obligations uh to build affordable housing units um so for example if a developer is building a development that has 108 new units they may be required to set aside at least 15% of those units to be affordable housing using that example 108 units they would need to build about 16.2 affordable housing units you obviously can't build 02 unit point two of a unit so there was some discussion between the township and and some of our developers about how the township want to be uh compensated for those 02 of units that we are entitled to receive um because otherwise you can't be built money that we don't get or something that we don't get and we should we're entit to receive something out of it uh what other municipalities do is they assign a value to a single affordable housing unit so you can multiply the fractional units required by that value and just pay that money to the township to compensate us for not having the additional point2 of a unit that uh uh that we would otherwise receive so we we determine that number uh the appropriate number to be about $180,000 per unit which is uh identified in the COA regulations that our affordable housing code is uh is based on that number is also used in number of other municipalities uh I'll say incable municipalities it's used in paramas for example uh Jersey City which is obviously much larger than us they also have assigned the same value of $18,000 um so using the example that I gave before 108 new units 16.2 affordable housing uh units they're required to build at a rate of 180,000 per unit the developer would have to pay the township $36,000 toward that goes towards our affordable housing trust fund pretty straightforward ordinance it really just ensures that the township actually received some benefit that we're that we're entitled to receive the next ordinance I want to discuss is uh ordinance 19 2024 this is our storm water Control Ordinance it's really an amendment to our storm water Control Ordinance it's an ordinance that we are required under state law to have it conforms to the model ordinance that is provided by the Department of Environmental Protection uh we've already had this ordinance in place since going back to I believe 2021 uh this uh one that we're adop are going to be looking at adopting tonight make some changes to that it's an amendment to the existing ordinance uh some require some changes that are being required by DP essentially what the storm water Control Ordinance does is it sets forward a number of requirements for any major development within the township to minimize the pollution caused by storm water run off that happens whenever you build any sort of large structure that has lots of impervious uh surfaces it's not an ordinance that really affects any given you know single family home uh that you know many of you may may live in uh it really only affects certain commercial developments parts of large residential developments that involve creating at least quarter of an acre of impervious land um the amendments in this ordinance that are going to be considering tonight are required by law uh required by the department by the D the short version of what they do is they really just change the formulas that are used in in uh in determining some of the requirements uh it determines what it essentially increases those requirements to account for the increase in once in a century forms that we've been seeing over the last few years so it it raises those standards up by changing the formulas that are that are used uh I've reviewed these changes with our Township engineer we've reviewed it with the environmental commission uh aside from helping the township comply with our obligations from the state uh we also believe that this ordinance and the requirements contained in it are going to help the uh Township mitigate some of the effects that some of these huge storms have on the township um in the medium and long and long term last is resolution 261 2024 this authorizes the execution of a de developers agreement with Holy Name Hospital um this when the township approved uh the settlement agreement last year to resolve our lawsuit withh holding name one of the requirements of that settlement agreement is that the township adopt a developers agreement uh a draft of that agreement was attached to the settlement agreement now we're essentially taking that draft and uh specifically adopting adopting it uh with subject to there was some minor very minor changes to it what the develop what a developers agreement does is it basically lays out a lot of the specifics about the rights and responsibilities of the developer as well as Township uh that are specific to this development things that are not contained in our Township Code um so for example the developers agreement here requires fly named to build certain improvements for the property they have to install certain drainage facilities do soil testing inst certain fire hydrants thing things like that they're required to meet with the township to ensure compliance with our requirements and so on uh it also lays out the process for how they obtain their permits from the township which is important as they start to construct this project they need to obtain permits and make sure that the township can make sure that they are complying with everything that's required of them so it's something that we're required to do the terms of sell agreement and that is why it is up for adop now M Sam our next order of business is our public hearing and Adoption of ordinances Mr cler can you please read the title of the ordinance into the Reg we have a few ordinances that we are seeing again this evening first up is ordinance number 45223 amending the township code for the township AAC to enact a new section establishing and regulating accessory dwelling units ordinance number 17224 year 2024 ordinance to exceed the municipal budget cost of living allowance and to establish a cap bank or ordinance number 18-202 24 amending section 34 of chapter 33 entitled general program purposes procedures definitions of the township code for the township AAC by detailing the payment and loot option for partial or fractional affordable housing units we have ordinance number 19- 2024 adopting amendments to the storm water Control Ordinance last but not least Council we have ordinance number 20 P 2024 which is authorizing the conveyance of a Perpetual deed of easement for the install and maintenance of a water line on Real Property designated as Lot 2 in Block 2402 on the official tax map of the township commonly known as herck Park anyone yes short yes um Mr clerk would you just give us a refresher we've been 4523 which is adus which I'm very much in favor of we've been punting this until after the master plan you emailed the council that there was a legal reason why you had a listed tonight can you just clarify what our missions are what options are I should say of we had listed it to the August meeting we're at the August meeting now and I I guess maybe the mindset was that that the master plan would be completed by then as we just heard from our manager the master plan is not yet adopted although we're rearing it um so we had scheduled it for this meeting so your options are uh you have to vote on it so you either defeat it approve it or table it again so I can make you're saying I could make the motion to table it for three I imagine there was maybe a meeting in September that we're going to get the master plan done I don't know yeah yeah you can yes you can table it to F the meeting so so I'm just curious uh Mark why why would we table it I'm just curious as to what you know we've been punting this Adu ordinance down the road a bit so I'm just curious as to is there a rationale behind why we would want to table it yeah sure so if you're ask my personal opinion um I actually think that this is an excellent um I think it's something that's that's important I don't know how much traction it's going to get in town but it it'll definitely help the affordable housing crisis but everything we've been talking about new plans new developments um we've talked about waiting until after the master plan which is why we punted it so I'm not really sure the council's flavor has changed for that and so I I think I may have made the motion last time I'll make it now just wait till after the uh until weit till I don't know if we have the votes for it tonight but I I hope that we can wait keep it pending and then vote for it after the master plan's passed which I hope will be in September but keeping in mind that the planning board um found that the Adu ordinance was in compliance with the existing master plan so even the existing master plan the planning board approved it so if you're asking my fundamental issue with adus I have three things I like to do I think most people heard the three things before build build and build um I'm in favor of the adus I think many people if they know it will not be I intend to vote for it for the reason I'm not a favor the reason people would not like the edus is that when we want to build say 1500 tck Road people come out and complain about traffic about kids going to schools things that really haven't come true now what we're looking to do with edus is sit there and say that garage that adjoins your house and is 3 feet from your neighbors you want to put your young family son your grandson in or your parents in that that car that they're going to park is now going to be in front of your house that child your grandchild is going to go to this school so I'm in favor of this because this is one of the great tools that we need to hopefully help with affordable housing but what we've done is we we've been this Council has said continuously that we're waiting till after the master plan if you want to call for a vote for tonight by all means call for a vote but that nothing's changed I mean I'm I'm just wanting to know that um as a chair of the affordable housing subcommittee we are facing down dates that will require us to um kind of like address you know numbers that are going to come to us that are going to be sizable by all estimation we're the second largest Township within our County so you know that the numbers we're going to get is going to be substantial so all I'm saying is that we are exploring ways in which a us can be um used to count toward those affordable housing um units so the sooner we get the show on the road the better I believe we will be right uh so so I you know I I'm just saying that yeah we can punt it down the road a little further but at some point in time we really want to use all available resources to help our Township to find uh affordable solutions for housing I have two question questions I'm sorry um council belter do you have a a rough estimate of the when the master plan will be completed by the planning board well I I was not certainly um certain that we would have S such a large turnout the other day um but um you know our community came out and they have certain specific uh comments and which are we're working with the planner to work those comments uh uh to address them in in the master plan so I don't exactly have a uh a timeline on as to when that will be completed um have another question I don't know if it's for the uh Scott or Denise um my understanding is that there's no mechanism for these units to actually count towards our former COA requirements is that correct not correct they can be counted towards it as if they were given a d description uh that so they would have to have that that that 30 d descrition to apply otherwise you're right they would they would so it sorry it doesn't count unless the homeowner says that this apartment they building is now permanently part of the deed so if they sell it to me I have to keep that garage as an apartment well it wouldn't be Perman it's for a 30-year DED restriction so for 30 years correct uh wait wouldn't that but if there if if we're not if you're not selling the the house and the garage let's say right so how could the homeowner so they'd have to sell the the whole piece and then have that deed restriction as part of the sale is what you're saying well the de so the deed restriction is applied once they essentially once they build the Adu if you know if they if they were uh agreeing to put the the deed restriction on it gets applied at the time of uh uh the time of construction and then it's there whether they sell it or not but if they sell it when when you do your title SE it's going to the D restriction was show up within those 30 after 30 years it can then be removed I guess I'm asking a very simp question conversation between Council I don't understand yeah so what why don't we do this why don't I suggest this that we have uh we host a meeting about adus in September um and we bring in people that really kind of can speak to um best practices what are some some of the things that we can and cannot do uh this is all kind of new territory for a lot of townships that are um approving adus and how they can be used to count to toward affordable housing credits we'll talk about that we'll talk about parking we'll talk about D restrictions and so forth so I think what we could do perhaps um attorney Scott we can schedule something and after Labor Day we'll look at was looking for a home I signed up for Zillow and I see what is going on in the market if tck is really selling apartments in other words those point2 units at least TX should be getting market rate Burman uh 496 North umberland Road hi I'm a te resident and professionally I'm an architect with extensive experience in residential projects in Teek and my expertise in this field gives me a unique perspective on the Adu ordinance I'm the theoretically uh in favor of adus but the ordinance the way it is written uh has language that does not have clear definitions and needs much more detail uh with the current lack of clarity in the ordinance the zoning officer will be forced to make assumptions about its intent that no professional will know uh and potentially leading to the establishment of rules in a halfhazard manner this in turn could result in unintended and potentially negative consequences which we must act to prevent one unintended consequences of the lack of clear rules will be an increase and exceptions that need to be adjudicated by the board of adjustment this would significantly increase the board's case load and cause the already three to four month backlog to increase the the solution is to clarify the language and get the definitions button down um my husband tells me that my examples are boring so forgive me I'll give you just a few uh a basic question is how big can the Adu be and the ordinance says it depends on the square footage of the primary house well what square foot footage is that is that square footage that is H habitable square footage do unfinished rooms count is that rooms with at least seven foot ceilings or if the ceiling comes pitching down low does that count in the square footage is that square footage of the first floor is it square footage of the first floor and second floor is it square footage of the basement first floor second floor or in tea where habitable attics are permitted is it four floors of space so I have no idea as a professional how big this unit could possibly be um the details lacking um uh my clients will want to know if having an Adu means the property is taxed as a two family house the ordinance does not say what if you purchases a home you're just discussing if if there's a deed restriction uh that's not clear in the ordinance uh if something's moving you can it be undone how is it undone is it undone with a piece of paper is it undone by removing the second enter entrance is it how do what's the process uh if my parents move into my house and have a separate kitchen is it a generational home or is it an Adu are they the same am I taxed as a two family when my children and grandchildren move into my house house uh I'd like to know and I'd like the ordinance to explain that uh what if right now are luxury buildings or adus when I'm not saying that the adus aren't you know a great idea in in sense but though it's either going to be a garage or luxury buildings the problem is and I've had this discussion with a lot of people my age is that they feel bad taking these affordable houses in the luxury buildings or um that other people desperately need there are buildings in Te that are filled with mice and cockroaches and these poor people had to get that building because that was part of the lottery if they w got the lottery for a luxury building that would be a game Cher how would it be fair for someone who's like me who can live with my parents versus someone who's living with mice and garbage and cockroaches and they can't get it themselves and the amount of apartments that are available for the affordable housing is small and if I'm to correct me if I'm wrong it's for the entire berken County it is not just for T neck so the ability for these people in Te to get it is Slim starting with that then on top of that the people who are my age bracket who are struggling to find housing either choosing between garages or luxury houses have to compete with people who are living with mice and cockroaches so that's something that I just want to think about when you're when we're thinking about the adus and we're thinking about these luxury buildings why don't we have anything in between anymore there's literally nothing existing in between so just think about that when you when you create these plans thank you thank you ma'am anyone else in Chambers about than I guess the it's um creators if you put budgets in or 2024 budgets in and so forth you can't find believe it or not the introduced budget you're talking about tonight that we have provided for our newsletter people a way of going into both your previous agenda and tonight's agenda to find out find it out but it's almost impossible but more important than that I'm goingon to ask that the budget committee since you're looking at a 15 Point 15% increase in the budget for next year insist that we get a userfriendly budget after the introduction and before the adoption of a budget it makes no sense to have a userfriendly budget show up after you folks have already voted and adopted it it makes sense it's not quite clear what the state requires about that I acknowledge that but TX is one of the few places if you go onto the state database about userfriendly budgets there's nothing there for t that means that most most municipalities have it for their their citizens and informed residency in this town requires easy access to the most important document that you folks will pass in terms of how how how things live in this town taxes are very big everybody knows that we got to people are watching on Zoom is there a reason why we're discussing critical things like public hearing on the budget at tonight's meeting and with residents have an opportunity to provide input at a later date when it is a convenient time because I understand this is the highest summer traffic travel for most families given that we are few days before school starts thank you thank you Miss Khan Mr Berliner OB Berliner T res I'll just say we've had months and months of feedback at um various sessions uh various meetings as well as in front of you um I would like to say and I really do want to thank the council for we know that there's been a lot of work that's gone into that um for not uh approving the expenditure uh for the Forum program at the last meeting and to repeat something that I said last night there's been a lot of uh disinformation and disingenuity that's been out there um and as I mentioned when the uh 25,000 was proposed at the last council meeting uh the following day at the Board of Education meeting theard of Education voted to uh not require funding from a full profit organization to use their facility facilities which is probably against their own policy again would it have funded the entirety of the program no but it would have been at least a good faith come to the table effort to show that yeah we will come and help to support our own programs that will calling out others to come and help fund our budget that we could not manage ourselves in addition we not that have made some very poor choices the way that has now uh resulted in at least $175,000 uh in various legal fees uh they were warned about a lawsuit they happen to have lost that lawsuit right now um and the legal fees that now very their C for forth towards the students towards improv classroom particularly towards fing the forign program so I do want to thank you and I'm sure that there are many comments that have G out there it has never been uh it has never been suggested that the program is not important I think everybody recognizes the importance and the value of that particular program we need to understand where we are as a Township within our budget for this year that needs to move forward as well as where we're going next year and to start going and playing around with some of that the board of education is always able to go and increase their own funding let them put their budget up for a referendum towards the taxpayers let's see where that falls us Council may have to make some decisions on that there are going to be hard decisions all over the place at all levels based on the number of young people served We Are One counselor over so even with the reduction will we still be able to meet the expectations for our young people ironically or not this after Forum I understand there might be different opinions but the Forum as everyone had stated is very important um one of the Reas that um I actually the fs was actually taken away CU I at the board Education meeting last night and it was established that they did lose a counselor there will be less social learning um for Les less children um the benefit of the you know you still have it it's functional it's not as robust as it could be we have a lot of children actually use the form not just for tck for all of of of um I guess the town I mean County um at least the area we also have social um um programs for the seniors as well uhe we're in that we don't have many or um programs for the Youth to cut and I'm just I'm curious that uh why it was cut sell a cell tower got some Revenue coming from that um just hire someone work as a greeter for $20,000 something like that I mean so I think we do have some type of financial um work it could the level that was that it was being funded and um I would like to know why that fund the $25,000 actually deducted thank you thank you Mr Harley anyone else in Chambers want to talk about the municipal budget Mr Mayor sorry to interrupt um something's going on with the mic where we can't really hear folks it's getting fuzzy if if um Doug I don't know if you can provide guidance on how people should speak into the mic so want to take um so Chris the money's in capital we have to make sure that the money's in capital before we get the Federal grant we have to lay it out um though the detention tanks will probably not be approved till next year in 2025 the BIOS swells are going in in 2024 the next 3 to 6 months um the 2025 is not in our control that's the government you're well aware how that works um as far as the Forum goes everyone should keep in mind the town pays um close to half a million dollars a year for crossing guards um to go towards the schools we also pay um close to $130,000 for a school resource officer um we pay for senior citizen programming at the senior center um weekly um every day during the week and we pay for a social worker for the seniors um available a few days a week at the senior center so we do take care of the seniors and we do contribute a lot towards the students um don't you know that that $25,000 there were Cuts made across the board that seems to be something that the Board of Ed uh caught on to and has spread around I do not think that that was the only thing that was cut out of a budget to bring it down to 4.9% um we did put some of the sell Tower money away for next year's budget that's responsible budgeting um but what whatever is going on there um you know they should keep it classy not not um call out names and and spread people to to come here there is plenty of money that that the town takes on to help service all the students in the town um and um happy to discuss if if you're not aware of the timeline for the money that's been put out there I'm happy to discuss that with you as as is the manager thank you Miss Oregan Miss Belcher yeah I just want to thank my neighbors for coming out and speaking um regarding the website I I do believe that whenever with with any new technology it's good important to to really like look at instructions and and ways in which things aren't not exactly where they they uh used to be so um and we kind of saw that as a result of the um planning board meeting the other day in terms of people find trying to find the fullness of the of the draft of the master plan so uh I I would certainly speak with with our our clerk to to see ways in which we can improve upon that uh maybe it's just having like a little video as to where things are or some kind of instruction to help our residents understand and navigate the the website um I'm a firm believer that what you value is manifested and how you spend your money so when it comes to um The Forum $25,000 and the scope of things um should not have been such a big deal uh in my opinion I think it should have uh it should have been funded uh because we value our youth our young people our next Generation uh I also think that um valuing um the budget in terms of looking at ways in which we can solve for infrastructure problems like flooding is very important so here again how what we value is manifested in how we we uh spend our money uh and then lastly I would just say um to to miss Khan um summertime typically August is a time where people do take vacations and uh family time and trying to get their last vacations in um most organizations that I'm members of during the summer we do take a little bit of a break so we I understand when on residents are not able to attend uh and so forth but um thank God we have zoom and people can zoom in so um thank you Mr clerk I think we have our CFO who wants to say a few words good evening can everyone hear me yes sir loud and clear excellent so just to address some of the comments during the public hearing number one uh the state of New Jersey uh the wonderful state of New Jersy changes its mind every year regarding the user friendly budget this year the flavor of the year was that the userfriendly budget needed to be available prior to the adoption which it was uh we have hard copies available for the public the userfriendly budget is also basically a compilation of several documents available on our website including the annual debt statement the annual financial statement and actually the budget document that was introduced last month um thank you councilwoman organ yes the Bell Avenue my understanding from the prior manager was that the full amount $1.3 million is included in the capital budget tonight for introduction for the the retention tank in addition to the $400,000 bios swell the hearing as uh councilwoman beler mentioned you know typically budget season ends by May uh this year because of uh various reasons particularly to bring it down um the tax rate increase for the residents we you know had to go through the process of um essentially going through the cell tower and that definitely uh put us towards tonight but also because we advertised the hearing for tonight right after the Jan July 16th introduction and we are in compliance with the law which is 28 days between the introduction and the public hearing we did have the state review the budget and give us the green light to adopt for this evening um Council always has and I don't recommend this the option to uh now that the hearing is done to just table the budget till the next meeting in September but again our department heads and I do not recommend that we do need our full budget to operate because uh without exaggeration within the next week to 10 days the manager and I will be releasing our memo to departments to compile next year's budget um but also I just want to give a timeline just for the Public's benefit you know we have disc cuss this budget ad nauseum the budget presentation by the manager was done on March 14th with department heads the budget book that we provide to the council was provided online in digital form the week of March 18th we had two additional budget hearings on March 21st and March 28th and um you know we've discussed the sale of the cell tower back in April and May and awarded that contract back in or awarding the contract tonight we've awarded the winning bid back in July so there were plenty of opportunities for the residents to bring up questions uh at any of those um good and welfares I believe that's all the answers I have and if there's anything else Council wants me to resp F to I'm available as well thank you Mr bossi Miss goldber thanks Mr Mayor so last year crossing guards cost us $350,000 but this year our vendors quote came in $100,000 higher at $425,000 that's a 30% increase which we're approving approving tonight under resolution 256 2024 so with top budget choices in front of us we have to prioritize we truly value our youth which is why we're committed to funding crossing guards crossing guards are essential and they serve over a thousand students who walk to school every day ensuring their safety as they cross busy streets and it's important to note that the Board of Education doesn't contribute to crossing guards at all rather than cutting back on this critical service a diff difficult decision was made to reduce funding for the Forum as was introduced the original budget uh meeting as Isa just said and it's a district program that's already well funded has had a had a recent retirement and was identified by the state as over staff the superintendent has publicly assured us that there will be no reduction in services at The Forum so there was a decision to ensure that we have the necessary resources to keep our students safe and I hope everyone really understands this difficult choice that we're making as a council you miss Goldberg seeing no further hands I Yuck good evening Dr Philip yuck I live on Bell Avenue you all know that um so I want to talk to you about Bell Avenue first of all I want to uh thank Jackie for her responsiveness to the residents we've been all writing to her and she's been great um as a 45y year resident in the same house um uh I'm one of the uh older residents on that block on Bell Avenue uh if you haven't come to Bell Avenue to see it you will see that every single Street every single Street in the neighborhood in in the area flows down to our block on B Avenue which is why 3 years ago we were inundated during the ID storm September 1st 2021 3 and A2 ft of water on our block some houses took in six feet of water my house took in 15 Ines of water only because I went out in the storm and I I blocked the entrance to my basement well enough to slow the waterfall that was coming down my steps everything was destroyed $80,000 of damage of loss um it's been three years and we still don't have this fixed it was great that that Dean arranged to have a cul put in 40,000 gallons the plan that we were told three almost three years ago was for a 100,000 gallons on that parking lot not 40,000 but he couldn't put that in at the time there's been no talk about that 100,000 we're only talking about Sagamore Park that was also part of the plan we're talking about bios sells that's part of the plan so I don't know what's going to happen in the parking lot to increase that tank to 100,000 gallons which is what it was supposed to be um so I'm I'm glad to hear that there's money in the budget we were also told we were told several times oh there's money for this when we first our first meeting we were told there is money there will be money money is not an issue this will be fixed that was in 2021 probably so um um now I'm hearing well and then we were told that um uh um Josh gimer got us a million dollars well then I'm told we don't have that million dollars we have to file Grant a grant for that money so got the phased approach phase one tanks in Sagamore phase two tanks in Beverly Road phase three bios swales great that was two years ago two years ago all right so the EPA Grant was submitted July 9th so it took two years to go from we have an idea to oh let's submit a grant for it that's unacceptable that's unacceptable I I I know all of you I have I've developed V the relationships with all of you I think as individuals you are good people councilman or Council or I appreciate your response as a council as a governing body on this issue you have failed us you have failed me you have failed our neighbors it has been two years and it is unacceptable that only recently was a grand app what happened all right so and I appreciate the explanation that the project will cost x amount that it's been put into the budget I I appreciate that but to say that the project is contingent on us on the town being awarded grant funding that delay is unacceptable we're talking about the master plan yeah the planning board is working diligently to adopt a master plan coule three weeks ago we had a after hours call I stayed late in the office to work on edits to the document with our professional it started to rain very very heavy and I'm on a call with my colleagues watching my driveway flood my wife is texting me oh it's coming up the it's coming up the the the driveway it's coming into the lawn what do I do yeah we're working on the master plan great oh by the way how do I secure my house guys this is not acceptable you have to fix the problem fix the problem I I have no there's no audacity two weeks ago to take a week-long vacation with my daughter unfortunately so much water came into my brand new basement that it not only flooded my basement it shorted out my Sump Pump and I've spent the last week of work cleaning mold out of my daughters and my home I'm here to implore you to help us I can only rely upon the history provided by my neighbors at how long this issue has been going on and unfortunately because we're not classified as a blood Zone there was no way for me to know prior to buying my house but I've now invested my daughters and my money as well as two and a half hours of our time this evening to implore you to please please help us we need tanks in Sagamore Park we need tanks on Bell on Beverly on Esther and in I'm sorry I'm too new to the area to know the name of that parking lot where they have the really nice little sale this afternoon help us help I I don't know what else to say other than help and I will also take one moment of your time to say while I'm up here it's been a very lovely an interesting meeting to follow for the last two and a quarter hours as I've bounced my one-year-old who's needless to say a bit Past bedline Bedtime at 10:15 at night and I appreciate everybody's patience as I've tried to keep her quiet and go in and out but it might be beneficial to have your voting constituents given their three minutes earlier in all the Board of Education had ample notification in March that they were going to have the $25,000 shortfall and this was with foresight for the council not wanted to over tax the residents let's not forget the Board of Education gets 60% of our taxes the town the council has to play with about 30% of them in order to provide all the services that we need one of those I will get back to shortly Mr uh mayor Pagan knows about this um the superintendent at the Jan June 10th meeting was very clearly stated that this $25,000 shortfall would not affect the Forum or its services because the Forum as it stood was overstaffed due to the fact that the enrollment the amount of students in Services was reduced uh less and that's he was actually overstaffed by one staff member we also must remember that they are currently not um employing an assistant principal um I think is it they've now sharing the assistant principal between Ben Franklin and Thomas Jefferson so there's a saving there so this whole claim of this $25,000 is pure electioneering I mean Dwayne Harley is standing up talking about the $25,000 that perform is not getting and then push for the schools to the middle schools to have their names changed that costs money I didn't hear sorry don't interrupt sorry pleas please please continue with play sorry that costs money to change the names of the schools costs money I know you're standing for Council but this is pure electioneering and the most ridiculous thing I've ever heard but if you really want the school names changed I'm going to go start a petition why don't we the sewers we had four or five families along with Roa rder who helped us clean the sewers in the light okay okay good um in the lightning strikes bolts and everything so we were endangering Our Lives to clean these sewers so that we wouldn't have water in our basement um and a lot of people ended up having water in their basement anyways my neighbor just told me he had water in his basement so regardless of what we did endangering Our Lives we still got water we are terrified to leave our homes when it's going to drizzle or rain outside and we all work full-time jobs we are anxious messes I have cameras in my house to make sure my dogs are still alive while it's still raining and there's no electrical shortage while you know while it happens the power could go out there could be an electrical fire we could have water going up our basement it was just on the news that this family was sleeping and it flooded and the only reason they survived was because their dog was barking and woke them up this is how we're feeling while we're at work our cars have to be moved up the block in order for them to be safe and even then they're not safe my sister almost lost her car this past rainstorm which wasn't even supposed to be that bad and I know it was bad all around Teck I get it I know other people flooded but we've been dealing with this to the point where we're out on the streets in with either without shoes or ruining our shoes that can never be worn again in order to save our block so we're endangering Our Lives we're endangering our family's lives our animals lives if you're an animal lover so it's not just about you know money it is hugely about money and I get that but we're literally I was scared to get hit by a bolt of lightning and the only reason why I kept going is because I was afraid that our entire block would flood in their houses and again lose thousands upon thousands upon thousands of dollars thank you thank you Mr Rose thank you Howard Rose resident of EK when it comes to water and the experiences I'm hearing from these people I can only relate to it in part if you haven't been through it you really have no idea what they're talking about I've had minor flooding in my home we get them up we push it towards the drain it's out of the way I've had major Flooding at my bookstore and lost tens of thousands of dollars due to a leak from one person due to a fire uh from another person uh and the fire department spraying water and and and the loss the Heartbreak of looking at things that you cannot replace uh and then the work and effort to go through it I know for example for me I I spent months going through boxes of books trying to separate garbage that used to be books from things that can be salvaged these people are doing it with their homes with their heirlooms with things that they cherish so what I'd like to see is each and every one of you provide an answer to what you think can happen in the relatively near future to amarate their concerns because their concerns have been mentioned and discussed so often over the past few years taking up so much time energy and effort that there's no one here who probably doesn't understand how severe the problem is but I I I want to hear some more answers how how you're going to help on an individual basis as members of a group who are the only group that can help these people in need thank you Mr Rose Dr Powers du Powers I think if I was experiencing what these folks from Bell Avenue are experiencing I probably have a little higher decibel level even than they have at this point I want to report though that as many of you know I have pretty good nearly professional relationships with a lot of folks at D and I also am very proud of the way in which the town is going to about I believe that there is right now as of the last three weeks a new and concerted effort to take the bureaucratic steps necessary to get the approvals necessary for the town to move through its design process and get those tanks in sagore I want to talk about I start by saying it's time for you folks to agree to pull resolutions 246 and 247 let's start with the first reason taking Mr schwarz's point that if anything is going to deal with with Redevelopment particularly AI RS they really ought to or adus they probably ought to be pushed until after the promise that you Mr Mayor and everybody else made that we would not be doing Redevelopment until we have a new master plan but I want to point out that what you heard tonight fairly persuasive about a couple of possible procedures but the regulatory process that was described is Miss very disconcerting to me I want to start with 246 on the 5th of September you last year you folks ignored an hour and a quarter of public suggestion that in fact the 189 pilot was probably not as financially Sol solid as was being represented by your experts Mr Ash and Mr banker and so you are now here tonight about ready to give that developer an additional year of time to even start the project because he says of financial fluctuations all of which as a matter of fact since then are actually much better than they were when you got feel folks P that pilot I want to tie something together here for a second it is interesting that the original approval given by the board of adjustment for 189 for about essentially the same facility given in given now four years ago was done on the basis that no pilot was needed and suddenly beginning in 21 and then certainly beginning in the fall in the summer of 22 you folks went ahead and said that's time Powers it is time for you folks be be consistent and take those off the off the list for tonight thank you the gentleman in the green shirt W Sharie Bell Avenue I'm here to talk about the um flooding on Bell Avenue um I everything my neighbors have been saying um as you can see we pretty much have PTSD since uh Ida whenever it rains we're up at night texting each other um figuring out what we can do to mitigate any sort of flooding even if it's uh going out in the middle of uh you know um uh Foo high waters and trying to clean the drains um we can't continue living like this uh we need the town to fund uh the detention tanks whether it's through emergency funds through bonding the whole amount or whatever other options there are but um we need this uh taken care of ASAP um and uh I guess one thing that would help is uh uh when the waters get high uh cars are speeding down our roads pushing the uh water to our foundation causing it to damage the foundation and uh uh water coming in through the basement windows if we can have barriers put up before the flooding that uh gets so bad that would mitigate at least that um aspect of the problem thank you thank you actually not g to say anything for once but I'm just gonna ask the manager because those are some very specific questions if you can fully update everyone because I think councilman Oregon really laid it out beforehand so if you can just uh when when it's whenever the mayor says to brief everyone on what the current steps are thank you uh I just want to say to the Bell Avenue residents you know I I think flooding is like the worst um it is it is really a a major problem and I I really feel as if we we will find a solution we must find a solution because um you know whatever that looks like one thing I can say is um and I I'm going to leave it up to the manager to speak to but one thing that we do have in place and that is uh we we stood up an infrastructure task force for um for dealing with things like flooding and so forth we we haven't been meeting as regularly as you know but I spoke with our town manager and we're going to really try to do that more frequently and it is an effort to really engage our grant writer uh Millennium to ensure that we are finding every possible opportunities that are out there that will help in in terms of the uh retention tanks and so so forth so um you know thank you for for coming out and expressing your your concerns tonight so I'm sorry um back during Ida I watched every video that was sent to me and I I listened to we have a police scanner going in our house and I felt horrible and I reached out to Dean and Tom right away as you were putting all of your belongings on the curb and I asked them to get a hauler to take everything away because the worst thing to me um other than than what was going on with you was to be watching your belongings sit there while you waited for a bulk pickup and we did that we got rid of everything um and then we arranged The Forum that was in here and we brought the engineer in here and she did come up with a three-point plan and somewhere in there Trayvon from who's who's an engineer by trade came up with the Box Culvert and we were so excited by it and it was the two of you that came out I was in the parking lot with Dean and I was so excited because it really felt on paper like it was going to be the best solution and um we looked forward to the next rain and when it rained the next time I called Dean and I said what happened was there water was there water and it actually was okay we reached out to you and and it was okay and the grants definitely from the timeline that you're telling us took longer than they should but right now we have $1.5 million in Grants from the D and from the federal government that we can't Overlook we can't spend $1.5 million in taxpayer money when we're this close to getting them it's not that we don't want to spend it on you and it's not that we don't want to help you but it's coming it's this close the bio there are 10 bio swes that are going in in the next couple of months three to six months and we just voted to put aside $1.3 million of money to cover the Federal that's going in in 2025 and I know it's horrible Hurricane Floyd took out my basement and I know what flooding up to your waist feels like I lived it also I don't live it all the time I fixed it I don't live it all the time but I know what water feels like when it comes at you and there's nothing you can do with it and and blocking off the roads sounds like a great idea we can work with you on that I know when Dean was here we we tried to work before every storm to clean out the drains we can get back to that if we've been failing you on that we're happy to get back to that any practical solution that we have for you we're happy to get back on that but we need to wait for these grants to come in we see what taxes going up or like we cannot spend $1.5 million doll when the grants are this close um but if you know if you have practical solutions for us on that we're good to go with that the last two storms that came in were not normal storms we had boats out taking people out of carll in town I walked during National night at I don't know if that was the night that your wife was talking about I walked from the Roa Center to the Sports plex there was water coming from the ground up to my waist and from the sky down at me those were not normal storms and I know that you're saying these are no longer 100-year storms they are every other week's storms this water is not normal I watch the videos in Anglewood I watch the videos in Edgewater I watch the videos in hack Z this is our new reality and we do need to fix this for you and I I know we don't like the words flood zone I know they're terrible words but how how do we justify a woman with a one-year-old baby now buying a house and investing all of her money in something that she didn't know anything about I I cry for her I like I don't know how we fix this for anybody I know we're all good people up here and I know that we carry this huge weight of this horrible budget and these tax increases going on with food and with our our property taxes here for everybody and we want to help you with with this flooding so I you know this is a huge balance for us sitting up here as a body we want to make it right for everybody we want to help everybody and we do feel for you in every way possible there is no simple solution this is not Solomon splitting a baby you know we we want to help we pray that it doesn't rain like this anymore but it's going to happen and and it's going to happen probably next week you know the fall is coming and this is what happens I hope the bio bios swes are the next step after the Culvert I hope they pick something else up and I hope that once the detention tanks get in they take something off and if they don't then we're going to have to come up with the fourth step in this um but no that there are people on Winthrop Road down by River Road who filled in their driveways they built homes with driveways that went down to their basements and they just filled them in they couldn't the water was just flying down into them this is going on everywhere now like we have two boats in town one of them got damaged in a storm we had to get another boat we have firefighters who are taking people out of cars and out of their homes and out of stores and boats now this is not normal and it's it's not that we don't feel for each and every one of you we're trying but this you know this is is you and it's your neighborhood it's a lot of people here also that we're responsible for and I I um I wish that there was more that we could do right now and I don't want to make promises to you for things that we can't do right now but there is you know there is help coming very soon thank you Miss Oregan Miss Goldberg thank you Mr Mayor um so I want to extend my heartfelt sympathy to all of the Bell Avenue neighbors they've been dealing with this ongoing issues publicly for the last two and a half years Bill you've been dealing with this since Rachel and I were tetin high school together your patience and resilience have not gone un notied and to our newest resident who I know she had to go put her baby to bed Rebecca I sincerely apologize that this was your welcome to Teck this is not the experience that we want for anyone in our community I also want to thank our new manager Jackie for jumping right in and tackling these issues headon your leadership and Swift action are exactly what we need to address this situation while we know the biosil and drainage are the big needs and we look into any interb steps such as the increased drain cleaning and installing the barriers timely for the residents to offer more immediate protection for storms I would also be happy to bring this to the environmental commission Hildy Dylan who's the new chair um had organized community events as well and I think that you know Gutter and drain cleaning for this neighborhood I think is something that she would be interested in I'm happy to uh talk to them at the next meeting I know we need a long-term solution but I want to personally give you my word that we will take the necessary steps to address this problem and make the Investments how we can to safeguard all of our residents and their homes thank you Miss Goldberg Miss G um I want to Echo the sentiments of my colleagues um my heart really goes out to all the Bell Avenue residents no one should have to live in fear every time it rains um it really is terrible I really feel like you know the fact that this has been going on for two years um you know I'm so disappointed that it's taking this long um but to my colleagues points you know there were so many things that we're dealing with in terms of the budget Etc um I think what I think we could have done better was better communicate timelines better communicate um expectations um check in more frequently and so I wonder um Jackie if there's a way that we can set up some sort of schedul um touch base where we're keeping the folks updated on where the latest and greatest um on on the what's going on in in these different steps of the project and and just really if they're if we're going off schedule at all if we really keep the residents informed um and I agree with councilwoman Goldberg we need to implement as many other uh preventative measures as we can whether that's blocking off the road sending out assistance um you no resident should have to deal with this and so I just I can't I don't think we can say it enough um we we really really are deeply sorry that this continues to happen we want to support you in any way that we can um and if you have any other additional ideas um we would welcome them thank you Mr Mayor thank you Deputy Mayor G first and foremost I want to know um I haven't been here for years I've only been here a few weeks so to fully understand what we need to do as a Township um with the support of council they have given full support to me to get um get everything done keep everyone informed um and I'm committed to um seeing it through with them um to help you as best we can I will um meet with our DPW again I have been in Communications they have been out on bav they have um told me they are cleaning the drains before the weekend if we know a storm is coming I will make sure uh that we do that and we get those barricades in place I know uh the one storm there weren't barricades there and I apologize for that we got there as quickly as we could um but uh we will we will get through it and um we will be committed to uh getting getting
