audience today of course Bill MCL family is here so thank you for being here very special um assemblywoman sha ha is here say hello sha mayor Peter Rustin is here Peter is right over here the police chief is here uh former councilwoman and councilwoman elect Lauren Dayton over here thanks for being here um so the first thing on the agenda tonight is is um recognizing Bill M our friend Bill mccl who we miss very much Kathy I mean he was quite a guy we we spent a lot of I think Peter you spent most you spent more years with him in these Chambers than any of us so um you know it was a real shock when he left us um we miss him terribly he and I used to have some real good arguments together and more good laugh so it's all um you know it's all good um so we're going to name this de um for him I think the bronze plaque is right over there a couple of people want to say some words here um Shan would you like to come up say a few words please assembly woman sh do I have to I have to give you my address right no no okay just my name my name is shamah haer I'm the assembly woman for District 37 tenly is part of my district but more importantly tenly is my hometown I knew bill when I was on the council and thoroughly enjoyed working with him I think tenly was not just a town he worked it was a real commitment for him and it showed through in all his work but also I had another connection with Bill we were both garders so bill would bring me hot peppers from his garden give me tips on how to grow my Peppers better so we were constantly exchanging seeds or plants or something he was a great guy he will truly be missed and but we will always remember him thank you mayor thank you s [Applause] Kathy would you like to come up and say a few words please no it's me so tonight we have three of your daughters here your three daughters two grandchildren are here or three three grandchildren three grandchildren and three son-in-laws yes yes and so far they're managing to keep the council chambers in order it's all good honorable mayor members past and present of the governing body honored guests friends colleagues it's an honor and privilege for myself and my family to be here today this is a tremendous honor and thank you for your kind words all of you that were so eloquently spoken again um I appreciate this opportunity thank you so much for honoring him okay thank you would any of your family like to say anything he has lots to say he's happy I think just okay all right great thank you thank [Applause] you councilwoman elect Dayton would you like to come up to the microphone please I'm gonna address it to Kathy and her family Lauren Dayton bill and I got to work together for many lovely years when I came on to the council and I had my long list of to-dos which you know some of you know it um I would call Bill and say Bill if I want to rearrange the entirety of the downtown and change six streets and do this can we do this and he would very very nicely say no he actually guided me in this position and explained to me so much of the Nuance uh he made me feel welcome from day one he was warm and jovial and he would come to the meeting and we' lots of serious things to talk about but he would lighten it with stories from home of you Kathy and the dogs and your daughters and when your daughter got pregnant we heard about it without fail uh every picture every every you know movement um he was so proud of his home life and he would warm our meetings up with those stories um he worked tirelessly for our burrow he taught us all of us on the council who got to work with with him you know how to make a better community and how to really get things done and really did spend many hours probably I wasn't supposed to but many hours talking with me about what ordinances we could write and what laws we could play with so that we would be safer and more Equitable and fairer here in tenly and no matter how outlandish my ideas were he was very patient as an attorney which I fully appreciated and when I did my own research and he said well we're not going to do that um he always did it with respect and he's so missed um I told Kathy this she knows this but bill passed in April and when I was walking home and I got the news and I could not believe the news because it was so crazy it was a very early death in covid uh I was walking and there was daffodils on my walk home and now forever in my heart he will be when I see the daffodils I will think of bill because that was the week and every time it's daffodils I I write to Kathy and um I miss him I miss him greatly uh Wendy had very big shoes to fill when she came in and uh I appreciate everything that he did here and I said and Kathy knows this I really wanted the courtroom and as a lawyer I really wanted the honor of the courtroom to be named after him because that is such an honor but we got a plaque and I'm very proud of that plaque and forever our council chambers will be the clor chamber [Applause] so mayor Rustin would you like to uh come up please Rustin I'd like to thank the mayor and councel for recognizing the contributions Bill McClure made as burough attorney serving ten of life for almost 20 years bill was the only burough attorney I had the privilege to serve with over the 16 years I was mayor by the time I left bill was one of only two professionals that remained for my first day in office we can account for that for two reasons first of all he was truly dedicated to our Bureau hardly ever missing a meeting and he often took on additional tasks at little or even no additional compensation secondly everybody liked Bill and being a town attorney is not an easy job in the case in the case of tenly Bill had to convince and sometimes Kajol the mayor and six Council persons to choose the proper and legal course 100% of the time one example was the time Bill told the council member that what he suggested was not legal the response was let's do it anyway I saw his wife Kathy once a year when Bill would get sworn back in and Kathy would administer the oath at those Gatherings it was obvious what a great couple they were and what a great family man bill was it's a privilege and honor to Wi witness this remembrance of Bill and once again I thank the mayor and Council for recognizing Bill the man and his efforts on be on our behalf thank you mayor so we have this plaque over here Omar yes and we're going to mount this probably on this wall over here unless there's any objections because we think that's a real prominent spot um and it'll be there there kind of on its own so everyone could remember you like that Kathy okay all right no of course we're um look at we all loved him so we miss him all right anyone else want to make any other um any other comments oh Chief please come to the my chief Chamberlain is here I wasn't going to but um so bill was uh the B attorney when I became Chief my first B attorney um uh and your your journey to becoming a police chief basically your your career leading up to being a chief of something is basically the experience and the training that you that you think you need and then you go to some school something you know but then you get put into position position something and then obviously you met with all the other challenges that basically weren't covered uh and Bill was the uh um the the resource bill was the phone call that you said he was the person that always answered the call whether it was a text message or not and uh he never hesitated to to to answer my calls he always gave me great guidance he always seemed like I don't know how he was at home maybe he was a tyrant but he seemed he seemed like he was always very even keeled and he always relaxed me found a way of relaxing me um You probably don't know this but in my job uh of many of the things that that I have to do and tend to something one of the things has to do is the release of records and uh the press and the media they're always trying to get records something in and rightfully so but some of the records just something a little little uh over done and uh we actually had a victory and we actually took a stance that they were basically were not uh open to the to the public and uh um Bill basically said we took a Victory lap you know something it was shortlived because it got very quickly overturned but but lots of times those things don't even pass you know um my last communication with Bill was text messages when he was in his hospital bed and I wished him well and he thanked me for reaching out to him and uh hope you don't get upset but whenever I do hear people that uh you know are trying to downplay the co virus uh I mentioned Bill I said you know 61 right or 63 62 62 I said I had a burough attorney he was 62 years old he was in better shape than I was and he's one of these people that um unfortunately succumbed and I use that all the time something it was not a joke you know something so uh I miss him um Wendy you're wonderful too uh but but but but uh but Bill Bill I'm thrilled to B was doing this and uh when you said the other day you reminded me this was going on you off to come I wasn't GNA tell you to come but I could not miss it so thank you for inviting me thank [Applause] you come up please Susan Susan Cado is our Chief Financial Officer of the borrow so I worked with Bill for five years straight from when I first got here he had a mendous amount of institutional knowledge um I know that he you know was here for 18 plus years and he never missed a meeting he was very dedicated and loyal so many of the things that were said previously from Lauren may they they hit home he was committed he was dedicated he was a trusted colleague uh you could always call him for interpretation and consult that you needed to speak to him about and he was a professional and I was amazed too that he was not only professional but very handy he knew how to fix computers do everything like handyman but who's really good at his job and he knew a lot about the thank you Susan thank [Applause] you Kathy do do you want to take some photos of the of the bronze plaque or with family yeah with your family perhaps of course this is the reason out so all right okay Kathy thanks for being here with your family okay all right you're welcome thanks for being here all right why not you're welcome to stay of course but we're going to kind of go on to the next agenda item all right okay all right see you later take care guys thank you thank you okay wow it's a little strange isn't it okay um we're going to move on to be considered and then um it looks like there's a fair amount of people here who may want to make public comments so with the council's Indulgence I I'm going to recommend we move uh switch the administrator's report and public comment just so we can help people with the time all right yeah okay so to be considered uh the first item here is the sewer emergency and grease traps David can you walk us through what happened and then the proposed solution that you're working on with the borrow attorney sure so let me just indulge me for a moment so I can clearly uh demonstrate what we faced and what we found out today as well um so Thursday evening uh we had or Thursday we had complaints of strong sewer smells along uh West red Avenue DPW investigated it and found that uh there was a section of the sewer M that was 90% to 95% packed with GRE one of our machines that would normally clear this got stuck we determined with the bur engineer that we needed to replace the entire 300 feet of uh a sewer M that was accomplished over the weekend it's quite costly um between uh the actual contractor for the sewer work and uh some electrical conduits that were compromised in the in the interim were about $420,000 for the construction on top of that we would have engineering costs that have incurred so before you tonight will be a request for appropriating an emergency Capital appropriation for $500,000 now we had um cyers and our DPW inspect the diner and their grease trap was completely full and was basically just sending grease completely right into of the Sur um they had somebody they cleaned it out and they had somebody come and call the waste away on Monday um after the new line was put in we camed and and jetted some of the other parts of the line we found that there's grease infiltration significant from uh Clinton Avenue and a restaurant there as well as along West rard Avenue and along Washington in fact um what they found along Washington they would put a bucket down into the manole and they brought up uh or they had to remove 18 buckets of Grease just to get that done um one of the one of the uh laterals from CHC say cheese um basically it was like if he was putting cheese right out into the sewer that's how that's how packed thecase is um in looking at this Ruby our health INSP was on vacation this week but I did communicate with her via email and U our system for inspecting grease traps specifically is completely failed um obviously I think she inspects them once a year they probably get advanced notice that she's coming so the grease traps may very well be clean when she's doing her annual inspection um what we are proposing and and talking with Wendy and and with the mayor uh is that we s we improve artwork um and tighten it up uh require uh inspections um quarterly and require that all restaurants and and establishments that would require a grease trap be cleaned monthly and they have records I would go a step further and require them to submit those records but they need to have a log on file um one by cleaned by a license yes professional the grease trap business and one of the things that uh that we should discuss and Wendy can guide this part of it is whether or not we are looking to go and make those businesses that are dumping the grease responsible for a portion of this $500,000 um that can get a little complicated because the main draws from Residential Properties as well uh but I think it's very very important to then also Empower our DPW sewer team to go in and inspect whatever they want um because we want to do everything that we can to avoid another $500,000 emergency and what we found at the other end of railroad and Washington you have ticking time bombs ready to go off with that if we don't uh change course so you know we ought to look at the agreement we have with the health inspector maybe it's not enough maybe we need to find something different but certainly we're grease traps it's not reliable so when you're drafting the changes to the ordinance What's the timing of all this that the council will be able to read it so assuming that the council gives consensus um a draft of a similar ordinance that I've drafted for another town was circulated if with uh da pointing out some changes and more changes we're discussed this evening about how to strengthen the oversight obviously this is a very costly situation that the tax shouldn't have to right so your system I mean like it's a 10 plus system so I guess this is somewhat what I do and we have these issues same things you're talking about right now and you know this just happened last week on a Saturday morning at 2 o'clock in the morning and my operations guy got a call we had to call a ex company and I paid for that so are we sure and again it's for how be it's not it's not the business's respon clearly responsible TR but what was in the in the sewer me could be a Congregation of a lot of different sources so you have the TR lines that go into the individual properties and then you have the sewer M where they allay into right so if it's on your property same as your home if your sewer backs up there's a certain part the house that you're responsible for and then when it touches the the town system where everyone else ising into the bur would take the responsibility we don't want to risk somebody else so yes I'm a huge again clearly our town and our residents are not doing this uh so we have to make sure that again we're tracking appropriately appropr we can have introduction next Tuesday and adoption before the end Jonathan B did you have your hand up yeah what D did so John then only monthly or portly cleanings they also carry insurance for this type of thing well so when we strengthen the ordinance and we have the inspections it'll be easier to attribute who is non- compliant and if they have their own insurance to cover the cost them we would be going after we would be going after them regardless whether they have insurance it would be behove them to have insurance if it's possible but our our recourse would be to go after insurance me re State Insurance why wouldn't we require because you don't want to go out bankrupts businesses right that that's the read through here you can't go after them for you know 200 Grand to make big difference if we require them to carry an insurance policy sufficient for Ev that so we'll look at that question yeah we we'll get that answer more thing um is there's also violations that are currently in your code that we can speak with our code enforcement on that would provide for it's not going to be 500,000 but there is up to $5,000 um violation fee for folks that don't have the records maintained or if an inspection is made now where the track was not functioning Dan then Vu please and our health officer is on a contract with mid Bergen Regional I think to days do they have these type of issues pop up other places I can look into that um I don't I don't I don't want to set the frame that she did no no no no no just recommendations from that yeah because it's a bigger group the basic the operating rules aren't strong enough I mean I can tell you obviously the ordinance that I had circulate was one that I drafted for another town so yes this happens other places you had a question please yeah I mean the only thing I guess is uh you know how do you um you know they're they're responsible or they're the ones who who put uh uh degrees in but how do you attribute how much and you know that sort I would say that if we get into the specifics on on taking action against any owners of restaurants or operators that we should do that in close session I mean this would be going forward not not for what backwards not backwards that's what I say so for going forward the intent is to strengthen the ordinance with the inspection so that you would have a better log of who is actually maintaining their system right so in other words part of that process is so restaurants would have to clean their um their grease traps a minimum of once a month with a licensed uh organiz licensed company have receipts available I mean literally it comes down to on a clipboard in the restaurant that the inspector can come see we can call the company to make sure it was done all that sort of thing and then we'll inspect it quarterly no I mean as you know I mean I I had a restaurant and and we uh you know had to have the grease trap there and have it cleaned regularly um you know so I know that but the thing is you know once it's uh in the grease trap on the premises uh that gets cleaned or they can clean that but how do you identify when you know U when it goes into the system that's a that's a good technical DP inspem question description know in advance there CLE trap that's wonderful got the Trap accumulating your individual slope that's I identify it's you that's the contri you can camera it yes yeah DBW can see what's on they have the the camera equipment so yeah that buck a a different service I don't know that we would want those outside folks into our sewer me no I just wanted to say um that you know I am the Leon for the Board of Health I do know that Ruby the the health inspector is very she's at all these places anyway like she's very very thorough so if if this was another piece of the puzzle I I I hear what John's saying about that extra thing about where the grease goes but I know she could at minimum you know uh inspect the grease track because she's there doing it anyway for everything else I so we have consensus to move forward with this with the goal being that when you'll distribute draft ordinances to the council for us to pass for the first time next Tuesday yes okay just a followup question how often are we doing these camera inspections because I remember we we got it they just did it today no for like the rest of the downtown with all the restaurants are um I think the camera inspections are something that we may spearhead and maybe do a new um because the cost of doing that we already own the equipment and obviously the prevention of this is worth even if we had to pay overtime corre correct this is way at least on a monthly basis because you go up here mon there's restaurants count yeah and basically one of to clarify a lot of folks think that if it's not a an establishments that's frying or cooking that they don't need a grease trrap they do because if they're doing any commercial dishwashing that requires a grease TR grease that gets generated from washing dishes wow so um you know it's just it's something that we have to you know focus on and the other uh thing I would mention is that our infrastructure is very open um Mike Cassidy told me that down in one of the ban holes there's a date of 1925 so uh there a 100 year old uh play sewer line yeah wow bar got his money's worth 100 years it may also be for Capital purposes to have these camera um these videos done because there are instances with without a a sewer grease trap issue the sewer can fail after that age yeah and this would identify that and there's a couple of areas that they already have found that we were have to talk about in the 2025 Capital plan okay um shared services opportunities yes um so in my report uh I talked about uh I emailed the the council about this some opportunities for shared services in 2025 as many be you know the budgetary situation is going to be very tight and we're going to have to make some harsh decisions some hard decisions uh so what I was looking at is an opportunity a for us to provide a service and get revenue and on the other and find a host community that will host some of our services and significantly cut out um the carrying cost of personnel and health benefits Etc so uh you know I police dispatch we talked about last year I think it's worth revisiting I know we had talked to the chief about looking for a smaller town to provide services for I think we we press on that again um or if that doesn't happen then we really seriously ought to look at Contracting with someone to dispatch for us um fire prevention you know run by two part-time inspectors but a full-time administrative clerk so you know it doesn't make a lot of sense um Dan had responded back about maybe we shouldn't be offering your services to others so we could take a look at it both ways um on a good note that John salvin has done some leg work with senior Transportation um to some other communities that may be interested paying for our service uh in fact he contacted me today and the the mayor of deest is going to be contacting you okay about what we can brought for that well now that we've got the court deal done yeah yeah another conflict convers requ incremental transport Vehicles basis of in demand how do you stretch that well primarily it's in town demand we would have to see what their demand is and whether we can AC accommodate right now pretty full up right yeah but you know hopefully will get the additional vehicle he has drivers LED it's just the way that we would then generate Revenue back to the town right we've never done a study to say okay incrementally how much more can we take on we've never done that with Recreation uh we have been providing services to residents of Alpine with no financial support from the bural of Alpine um it's been said that there's a handshake agreement years ago but it really should become a formalized service but wa if there's membership fees they have people pay well they're ping membership fees but our program is being charged to utilize the Alpine schools for basketball um and in reality they should be paying the burrow to allow their residents to utilize their services yeah I see what you're saying right so for the administrative overhead everything it could be nominal but at the very least they should be providing us with a certificate of insurance so Alpine is on the hook if their residents okay yeah and let's be clear we've already seen this all they do is raise raises us through the nose every time we're use those baset parts and know by the way they make it as difficult as human possible when we we ask for SP so what are you going to do have more details to come on this yes yes basically what I'm looking for tonight is if the council is interested in having me explore further if there's any area that I've mentioned that you absolutely don't want to consider let you know that everything should be on the table okay in my written report I said press still but it is out so that's a go okay so we're going to switch administrator's report and go to public comment now um audience members wishing to speak we'll have a three minute time limit to address the governing B items the governing body on items honor off the agenda large groups are asked to have a spokesperson represent them anybody like to speak tonight yes Lauren come up and tell us your name no addresses anymore new rule hi everyone Lauren pton uh first David I've been asking for someone to take a look at that Alpine wck agreement forever so thank you for that um but I'm actually here to talk about a senior services grant that we have the opportunity to apply for David and I have been discussing it it is a really unique opportunity we have two amazing senior service options here we have the very active Senior Center and then we have the senior services for homebound or differ abled um or Alzheimer dementia residents we have over the past couple of years been really doing an analysis of what the Burl can provide the county state and where are the gaps in the care this um is a national Grant opportunity that fills in every Gap we have identified what they would like to do is have the bureau create a volunteer-based program and it can be anywhere between 30,000 to 200,000 of reimbursed fees we have come up with eight areas that we want to focus on I won't go through all the details but basically simple things making sure smoke detectors and carbon monoxide detectors are up to date some residents can't reach them um meal services uh door-to-door transport right now we have a senior van but many of our homebound can't get themselves to the van to make the appointments so this would be an escort from the door to the door and back uh we have handyman services for grab bars safety measures things that keep residents in their home independently uh the TL Nature Center has a focus on loneliness where they're making programs where seniors can come socialize be educated do something environmental give back so the grant encompasses all of these elements tonight um in David's request there will be uh the opportunity for us to say yes or no to go forward on the grant it's due December 11th it is a matching Grant up to 25% so I think if we ask for 30,000 for volunteer services which by the way I don't even think will cost that um we are what 7,000 that would be 75 7500 in our budget um we do have to decide this by December 11th so I'm coming here to Advocate uh both Risa a l who is our senior services coordinator and Michelle house are very excited about this opportunity we've never applied for this before and apparently a lot of communities get it thank you okay thank you Tom come up to the microphone and give us your name please uh Tom Jano good evening um on the town's agenda on the website unless I missed it you have the resolutions listed is there any way you could have uh more detailed about the resolutions so we know like for example there's two resolutions for change order for tenof swim club if you go on unless they miss it you go on the town's website there's no no more explanation of what these resolutions are does that work Omar this just the agenda that's posted on the website um if the government body would like the resolutions placed on the website that shouldn't be initia so it's up to the governing body does anybody you have any issues with that if we if we do post the the resolutions they need to be clearly marked as draft so they don't get misunderstood as it were adopted as such correct yes the the liability of putting them on the uh website ahead of a meeting is that sometimes oftentimes things change resolutions get pulled off resolutions are pulled on under the open public meetings act the requirement is to post the agenda to the extent known 48 hours before a meeting but obviously sometimes that changes such as with the sewer emergency that's something that was not on the agenda when it was posted last week so if we post the full resolutions do we have that 48 hour minimum also it it would be posted with the agenda that goes to the extent known right so it would all be in in one place umk is dra dra agenda do you have any issues with it are there any like logistical issues Council have any issues with this yeah yeah the contractor was originally on contract for you no issues but certainly during public comment is an opportunity if you have questions about a resolution that's listed on the agenda and you want more information you could always ask about it during public comment which happens before actions taken right okay thank you but so so the answer your question is yes we we can do that I'd appreciate that make all right so Omar let's te that uh let's te that up okay a couple things uh my have a problem with CSX they own the railroad tracks in town the entire length needs to be cleaned up it's a disgrace if it was a homeowner they would get in violation notices um especially from West Clinton Avenue to Westervelt there's dead trees you can't even walk 10 feet it it's you know from rare weed on it's bad for people also um number of years ago don't know that the years the Central Avenue Crossing was redone adj justed the River Edge Crossing there piles of stone there railroad metal there's wooden ties there's metal rails on both F sitting there it's it looks horrible we communicate with CSX on a regular basis okay and also I've heard rumors of this I can't say it's true but occasionally our own DPW people go away to clean up to the extent they can right but that's unofficial all right gotcha um but we do communicate with CSX regularly as a matter of fact we had an email correspondence with them this morning on a different topic okay so we will absolutely remind them again okay thank you another thing with CSX since the train no longer runs here other day drove by there's approximately 25 to 30 signs that say railroad crossing they're not needed is that what they call sign pollution I mean they could be taken down now whether it's we do it or CSX that we have to ask CSX about we can't right we can't just take their signs down off the Record if they disappear how would they know they're not they're not they're not check you're not supposed to say that in a public meeting they're not checking for you know also we will raise that issue with them Tom uh again it's on CSX property done on Dean Drive I mentioned before one's gone there's a huge sludge pile encased in uh yes stone is what I mean what is that so so remember CSX it's a railroad that runs through numerous towns they were doing some work in Anglewood okay and they brought um whatever that material material is here to their property and tenna fly as staging ground had a conversation with them about that they are going to remove that material one of them's gone there was two hold right so they started taking it out then okay thank you but we knew where it came from okay thank you thanks yes who else would like to here tonight to speak about the importance of the tacl swim club and to urge the council to consider taking over it as a municipal pool tentacle has been an invaluable part of our family's life and its impact extends far beyond just a place to swim four years ago when my daughter first joined the pool she couldn't swim and nearly drowned at the start of the summer by the end of that same Summer she was diving off the diving board with confidence this transformation happened because the TAC Hill Swim club's dedication to teaching swimming and promoting water safety a life skill every child needs Beyond swimming lessons the summer swim team has been another Cornerstone for our experience it's low maintenance for families yet it provides kids with all the benefits of being part of a team friendship discipline and a and fun competition my daughter has gained confidence and lifelong memories through the swim team this summer I had the privilege of organizing pep rallies for the team we partnered with local businesses like ordering pizza from neighborhood pizzerias and picking up Meals from tenly restaurants to enjoy at the pool the these events not only Built team spirit but also support our local economy without the Ten of kill pool we would sadly have to join the Crill pool meaning our family and many others would shift our spending to businesses there instead of supporting those in tly perhaps the most special part of the tenac hill is the community at Fosters my nine-year-old daughter has developed unique friendships with seniors at the pool they cheered her on at swim meets shared stories and even offered to teach her how to crochet this intergenerational connection is rare and Priceless and it sometimes and it's something tentacl has created organically the tentacl swim club is more than just a pool it's a hub for learning community and shared experiences by transitioning it into a municipal pool you can ensure it continues to serve as a Gathering Place and a source of Pride for tly please help this special place live on for our children our families and our community and my daughter is going to share something that she wrote um over the weekend okay just give us your name lella charer um hello my name is I just wanted to say that during the summer T was like my uh home during the summer when T started I was there every day um I was playing with with tell my friends all day long and when shut down I couldn't like talk to anyone and now that it's winter I miss the pool and next year I will really miss it um and every day we would have swim practice and I love the meats the only problem with the swim practice is that we never won against Crest [Music] skill I was also a lifeguard and training my pool best friend Penny and I would walk around the pool and talk to the lifeguards and like hang out by their uh table pleas good thank you very much thank you hi Carol come up to the microphone just give us your name sorry that was a tough act to follow I know hi my name is Carol Silverman Herz just give me a minute to put my reading glasses on i' reached that rifle V where I can't see without them good evening everyone once again my name is Carol silver and K and I've had the honor of serving as tenil swim club's president through three different board administrations my connection to tenly and tenil runs deep my family moved here in the late 6s mainly for Ten's top-notch schools and the perks of suburban living near the city one of the first things my parents did was hop on the wait list for tenac feel swi the Summers of my youth were filled with laughter friendship and the simple joy of waiting in line for ice cream from The Good Humor man as we Face new challenges I'm here to talk to you about how we can keep the magic of pill alive pill's historical significance and Community engagement are as follows since 1963 which commemorates its founding henin Swim Club has been woven into the fabric of our town Generations have learn to swim here made lifelong friends and created memories they'll cherish forever meeting we we partnered with local schools synagogues the Girl Scouts the tenly senior center and tenly W Our Roots Run Deep and our branches touch so many parts of Ten's life I still remember my own children taking their first Strokes in the pool the same place where I learned to swim when I was a third grader at Law School families like mine went to see this tradition want to see this tradition continue we're not just talking about a pool we're talking about a legacy of Joy safety and community that has sted decades here's a little bit of an executive summary I put together um we propose the tenac kill Swim Club transitioned from a private club to a municipal pool managed by the buau of ten F this move aims to preserve a cherished Community hug enhance accessibility and ensure the club sustainability for future Generations by making the pool public we can tap into funding opportunities broaden Community engagement and continue a legacy that has touched countless lives since 1963 now what are the benefits of transitioning to a municipal pool number one one boosted accessibility imagine a place where every resident regardless of background can enjoy a swim on a hot summer day turning tentacle into a public pool opens doors for families seniors and kids who might not have the chance before it's not just about swimming it's about giving everyone a spot to relax have fun and stay active number two unlocking funding opportunities as a private club we've hit some major Financial roadblocks but by becoming a municipal entity we can access grants and funds that were previously Out Of Reach This means we can maintain and upgrade the facilities without consistently worrying about the next unexpected expense number three strengthening Community bonds tennill isn't just a pool it's a Gathering Place we've hosted the annual fifth grade graduation event for Mom and Stillman School the ten police department's annual pool party for TMS sixth graders who have completed the lead lead program provided an off-site swimming component for temple sunai preschoolers camped on Israel and Rey's Day Camp um we've been an oasis for tenly seniors and much more making tenilla public space amplifies its role as a community Hub fostering connections across all ages in backgrounds economic perks number four a thriving public pool can draw visitors from nearby areas giving local businesses a nice little boost plus we provide summer jobs for local youth Educators and young adults contributing to tenli local economy number six promoting health and safety swimming is more than a past time it's a life skill by expanding access we promote physical and mental Fitness and teach essential water safety to folks of all abilities this is our proposed plan of action collaborating with the bureau we propose when I say we I mean I wrote this but we we Collective um propose working hand inand with the Town Council to map out the steps needed for a smooth transition we have already shared a number of essential financial documents membership data and we would like like to offer operational insights and continue the dialogue with you exploring funding Avenues together we can identify grants and funding sources like Green Acres funding to support this initiative without placing undue burden on tenthly taxpayers community involvement engaging residents in this process is crucial will host Town Hall meetings gather feedback and ensure everyone's voice is heard maintaining experience staff our dedicated team with years of experience will continue to manage day-to-day operations ensuring continuity and quality of service excuse me I've been mov around um one second next steps we'd like to schedule a joint meeting um we would love to be able to set a date to bring together the club's board the Town Council and interested residents to die dive deeper into the proposal we'd like to form a transition committee establish a group comprom sorry comprising not compromising Club Representatives council members and Community stakeholders to oversee the process applying for funding begin the application process for Grants and other funding opportunities as soon as possible in conclusion we stand at a Crossroads where we can choose to let a beloved institution fade or take bold steps to revitalize it for everyone in ten by transitioning tenil Swim Club into a municipal pool we honor our past while building a brighter more inclusive future by embracing this opportunity we're not just saving a pool we're preserving a Cornerstone of our community let's ensure that kids today and in the future have a space to Splash laugh and build lovely no Transportation worries and it's easy uh I I have gone to creskill and I prefer to stay here um I do want to say one more thing when we had our meeting here at the beginning of the Fall we had a large crowd of people and unfortunately this is a a poor choice of time for us because most of us are preparing for Thanksgiving and we only have those today and tomorrow Tom so a lot of people that I spoke to personally and said are you coming said no I'm sorry I can't do that I have to prepare so uh as one small member of a large group of tentac kill lovers uh we beg that you make us join please uh good evening my name is vade Singh I'm 13 years old and I'm G to be talking about the taco pool so um the taco pool was the first place I ever learned to swim it was about when I was 5 years old nearly eight years ago and um there's a bunch of swimming opportunities not just competitive but also uncompetitive swimming so there's a swim team where you can learn to swim and you can compete in meets and race and it's a lot of fun and there's an uncompetitive swimming area where you can learn how to swim swimming teaches really good life skills like someone else said um it saves lives uh so most people on the swim team are committed swimmers and they always come to every practice and meet that they can I spend almost every day in the summer I'm there for three to four hours after summer enrichment in the teni middle school and it's always where I spend my afternoons um I'm always there on the first day they open and the last day they close because I want to be there um uh older kids they get job opportunities by becoming lifeguards and then they get they get to earn money and then they can have future skills that they need later in their life um thank you for your time and that's it thank you for speaking thank you you're next Howe hi Carolyn anger um I have this also a life experience at we started at tenly swim club and then migrated to T Hill when tly closed so next summer we are our family will have been members for 60 years um and I swim every day um I learned to swim at tly I I I mean we're all kind of repeating the same message and plea that this is intergenerational my mother who's 94 and still living on tamat Street comes with us to the pool and enjoys watching the children and I I can't imagine this town of Av I hope that you can't onor okay thank you how you doing hoe good good evening give us your name my name is Howard siden I'm 61 I wish I was 13 again boy what I would do to tonight's the night this is not the night for that discussion just love to be able to it's great to hear that the kids that's where they want to be they don't want to be roaming on the streets they want things to do and structured uh my wife grew up in the town and so he a life member member little club for life um it's a great place I've even seen election time I've told you guys before you guys it's great place for you guys to election year when you you're running for election um everybody all you hear is fun stories has anybody ever heard a bad story from the swim club all the good stories way um so we need we need to have some kind of swim place in town and whether it's Municipal Run Or Another board or whatever but it's a it's a jewel to the town and it brings people in and I think I think it's it's just an excellent item I'm glad to hear about Sharon services that you're looking into that um I know currently we do the 911 with paramis we pay pamis to answer to our 911 and County Executive tadesco has offered the services for free so I'd like to see tly switch over to that we already did in in feary addition all the towns um there are many towns in the in our area that are already using the county for dispatch of their police fire and EMS uh the whole Northern Valley cluster Demorest uh northv Norwood Rockley uh Harington Park hallworth and then there are even some bigger towns Loi Garfield and they even answer the 911s for hackin SEC every town that the county has taken on they've absorbed their Dispatchers in so people wouldn't lose jobs so I mean employees would have the option whether or not they wanted to go um I believe currently the count is running two different dispatch centers one in pamis and one in MAA and I think they're looking at possibly a third down in Linhurst so there's redundancy in their system and our Police Department uses the state radio system which is on the 700 megahertz the county system is similar where all they you could keep the same equipment you just have to reprogram so it's a question of they could reprogram at any house so that would save money too um whether the county does it or boo town does it or whoever the other one one other thing I wanted to just bring up I heard you mentioned before about the grease and all that where does the Burton County Utilities Authority where does their jurisdiction take in on that and do they have inspectors or are they specialized in maybe that they can locate the source to help question to help go after I don't know if we have the answer to that sitting here that's a good question they might have grants for that actually we'll find out yeah all right I just figured I'd throw that out there for you okay thank you and by the way since you brought up shed services uh we merged our court with with Demorest we just signed off on that last week we'll uh save us some money bring us additional revenue and save them money so it's a good deal they W be running it out of here step up to the mic please uh my name is Paul Donovan my wife told me when I walked to the door she said Paul keep it short so I will um one thing I Haven I've heard a lot of great stories from us at tenan Hill I've been a member with my family for 25 24 years been on board a couple of terms as well and and have loved it it's been great what I haven't really heard is if there's a loss of the the facility no matter how it's designed as municipal pool it's real loss for the middle class in town if you think about it there are a lot of opportunities to swim and do lots of activities year round in a variety of facilities in town or in the region a lot but there aren't any unique opportunities like ten Hill for folks who maybe in a limited budget seniors for folks who you know income is not as big as others it's a great opportunity for folks like those like us to enjoy so I really encourage you to really take this seriously and uh look at all the opportunities the ways to design it happy to help out I know Carol certainly is happy to help out too so thanks for your time and I hopefully we can dialogue more on this thank you thank you for your coming [Applause] okay after the speaker we'll take wanted to bring up a few points again about tenkill which we love tenkill has always created and continues to create great Community spirit and it provides the perfect location to develop intergenerational friendships when I was growing up my parents my grandparents were at tenek hill we were always friends with people of the older Generations people were looking up at out for us and also when our children were learning how to swim our neighbors our friends everybody was there was a very safe environment for children to grow up and feel comfortable in Kil it provides a clean fresh air environment to swim and relax also another thing I wanted to bring up that no one mentioned yet it's a wonderful place to entertain friends within the community and out of town friends international guests we had a friend here over the summer from Scotland and she was so impressed with the pool she didn't want to see New York City she wanted to stay in ten Hill all day met her um swimming obviously has many health benefits and as a physician I can attest to that if the town does not take over 10 K there will be no other public place for residents to swim and tenty to reap these health benefits swim lessons that teach our children and some adults how to swim provides a very very valuable education and one that you can't get in the tly school system sadly in our extended family we actually had a distant cousin whose child drowned because they didn't know how to swim so for us it's a very important and emotional issue and it's really life-saving um there are special days like member Appreciation Day movie night kids night it provides a place for residents to see the Fourth of July fireworks these all create wonderful memories for us and in this crazy and stressful world I think it's so important to have a place like ten kill where the kids can go disconnect from their phones and computers and just hang out with with their friends and neighbors be active play basketball the younger kids can go on the jungle gym and uh it's a great place I've personally enjoyed swimming at tan Hill every year of my entire life and I hope it will continue this some hands raised over there I see three hands raised so um Jenny Jackson would like to speak yes thank you hi everyone um The tentac Swim Club is an invaluable asset to our community as the co-president of the downtown committee the secretary of the Chamber of Commerce and member of the summer concert series committee I see ill as an incredible uh unique community resource it's a facility that draws the members of our community together all of tenly all ages all cultures all schools into a meaningful daily summer experience there is no other physical facility in our town that serves our residents in a recreational setting in this way this is important because it means it has growth potential to better serve more of tenly in more ways some examples of ways to engage the entire community of tenly at ill our fundraiser events concerts movie nights and markets just some ideas but what is remarkable is that right now we have an Engaged community that is dedicated to the success of the swim club and eager to enhance its livelihood and usability and I think that is very very important um so please save our swim club for this summer thank you thank you [Applause] John Flack would like to speak uh actually her name is Francis Flack she wants to say a few words about the schol no okay go ahead like it's important because because people can enjoy it it doesn't have to be like like like like do lessons where you have to say you're doing free play you can just do it and it's got a de end and I got a big deepend what else friend and you can and it has a nice and it has a nice place where you can play with friends and siblings yeah so in conclusion go Dolphins thank you thank you very much okay Alice Greenfield would like to speak hi everyone Hi everyone nice to see you all through Zoom um I just want to say I'm my husband and I Keith Keith gold who was the also on the board a few years back and um we've been members probably for about 12 13 years now and the swim club really is been a Saving Grace in the summer we've really enjoyed being coming every summer and being there I'm a I'm a you know very big aider um much like Norma and other people have spoken and it's just something that we really enjoy being and bringing friends to and it is really a equalizer and I I will repeat what Paul said I think is very important is that people have all different economic backgrounds can participate in the tentac Hill Swim Club because it is Affordable and it has generally been affordable and I think with the town taking over the club we can make it even more affordable for those people who cannot afford you know other clubs in the community so I just wanted to thank you so much and I hope that we can save the pool Club okay thank you for your comments speaker but I feel really compelled to speak today um I've been TFI resident since 2011 um I have three children my oldest um became a ten um tenac Hill Swim Club member since 2013 now she's a freshman in college um she learned how to swim there she's a summer baby we have many many birthday parties there um supporting local um vendors and and so forth but most of all really it was just big sense of the community and she was able to meet other student other tly residents who became name their her classmates in a middle school and in a high school um for someone who's very shy that was very important um that she was able to meet someone outside of school and then to know someone the first day of school um I have two other kids um they are seventh and sixth graders um and they grudgingly joined the swim team and on um Saturdays on the meets you pull them yank them out of the bed at 8:00 and they go to the um they go to the the meets and you know they whine about it but once they're there they're all smiles and it's this great sense of teamm ship and meeting other people and it's a fun and friendly um very supportive swim team that we have and this year we had the um we had Elliot algra and Ellis at swim coaches and I've known them since they were in kindergarten and to have them as coaches for our kids was was it was it was a wonderful moment to see and they're wonderful kids and now my kids want my boys want to be coaches and and I think um that's the Legacy that we want to pass on in our town um to have that kind of memories and like aspirations um for other other I hope that everybody everybody all the other um tly residents have that kind of a memory and experience like we do um and I think it's it's I I think think of it as our backyard Oasis that I think that should be touted in our town we can't be just a school with an amazing school which is it is an amazing school we can't be just that linear um we have to be a wholesome well-rounded town and I think um having the tenac kill Swim Club as a municial pool where not only local residents can join but other towns Town members can join and become a more enveloped larger uh Community I think that says something about how welcoming and well-rounded our town can be and should be thank you thank [Applause] you would anyone else like to speak on any public uh matter they'd like to talk opportunity is available for any political party that wants to do that Republican independent or otherwise or no party affiliation or no party affiliation at all is everyone uh we have a consensus to allow that yes okay thank you and the last thing that I wanted to address is the uh grant that uh Council elect uh Dayton had brought up um there uh there was original request of $30,000 uh you had to email me earlier about $50,000 so the match would be either 7500 or 12,500 depending on the email that we seek um I have sent this to Millennium to ask for some of their guidance as well um so I'm I'm in touch with Vanessa and and uh we would have a resolution if you decide to support this for you for Tuesday December 3rd sure 30,000 no no no so the the grant request would be 30,000 if it's 30,000 then your total project cost would be 375 yeah we have to put a 25% match up for what we're asking and then if it's a $50,000 Grant your project would be 62,500 no you basically you're just authorizing the application for it and then you would get if you're awarded the grant you would accept the grant Award with all the strings um that would be available so I mean it's it is a good program um you know it's about U allowing our seniors to age with dignity in place in the community um the deadline is December 11th so we would have a resolution December 3rd and we just have to act quickly to comply with their deadline we have a consensus for that everyone good with it yeah okay other than that that's your there's two things one if I'm reading or right there two brands that were very interesting the them of brand if I understand correctly you already put it as resolution 53 for the firefighters yes there's one other one that I thought would be really good since we just spoke about the pool the local Recreation Grant the DCA local Recreation Grant we apply for that every year yeah it gets us over 100,000 up to $100,000 yeah so are we applying for Year we will we just have to decide what project we're going to apply to so two years two years ago we uh put it for municipal field beautification this year I believe it um went towards the little Lake Project yes so it's really up to council as to what you now apply it to and then we'll write don't we have a list of projects no that's when you would have to notify Millennium of your just tell Millennium the application deadline is January 31st yeah yes please let to the hard question so should we have the council to all bring our ideas to the next counil yeah so your next step would be for next Tuesday to authorize theum to move forward then so yes you have to have it by Tuesday yes you have to have it by Tuesday your IDE corre so let's just go for a minute so the next council meeting is December that we're getting into the Colder Weather and everyone should please um keep in mind their vaccination uh that there's different diseases to to vaccinate against and everyone should be very conscious mayor and Council the burough of tenly are going into closed executive session to discuss the following matters burough property attendant Co Swim Club attorney client privilege potential property acquisition affordable housing updates potential litigation contract negotiations DP DPW supervisor contract update and Personnel bro administrator minutes will be taken to the meeting and released to
