King mahab the legendary King of Kerala whose spirit is set to return annually to visit his people and to see them uh exchanging gifts and wearing new clothing also called onodi uh placing elaborate floral rangolis called pums at the entrances to their homes enjoying the extensive vegetarian feast or anos Satya and engaging in many other positive social activities throughout the 10-day period whereas the most important day of AUM known as fum meaning sacred AUM day occurs on the 10th day which in the 2 2024 calendar year falls on the 15th day of September and represents the day on which king mahab traditionally makes his appearance whereas over 600,000 people from the state of kerola have migrated to the United States since 1965 and a significant number of the approximately 500 teni residents and over 30,000 Bergen County residents of Asian Indian background similarly have their or their fam's origins in Kerala and celebrate autum and annually now therefore the borrow of tenly uh mayor and Council does hereby recognize the holiday of arnam and wishes all people from Kerala along with all the people in the Bor of tenly a happy H thank you councilman okay um next on the agenda we're going to have a special school board uh election presentation by joshan Schwarz School Board president Char come up to the microphone thanks for being here this evening a but it's nice ISS can you make me get get uh mom it was John who took your sign or Mary anyway uh perhaps she would like to tell him okay bye the technology is not a perfect sence more form fine all right so hopefully you all can see those of you at home and here see my screen you want to do the view like you know what it doesn't share the slideshow doesn't share unfortunately I got um not sure where to face there a lot of you here I don't want my back face where you're most confident all right so thank you for having me uh you know thank you all for sending the time to listen to me I know you're that's not why you're here but I'm excited to see all you here because it's a great opportunity to communicate what we're doing with more so as most of you hopefully have heard and seen uh temp Public Schools is planning a referendum the vote is on September 17th and is improvements to L of our buildings our grounds and Board of Education building I'm here tonight because we are making every possible to communicate this to the public make sure people have an opportunity to ask questions and you know attending account meeting presenting here is just one of the ways that we're doing that so excited that there are so many of you here so you know our first the first thing you've probably seen this graphic if you've been paying attention is there truly is something for everyone of this there are improvements plan for all six of our schools as I said our grounds Max field and the district office and when we were looking at the projects we included we prioritize the two things first and foremost of course the student experience what do our students need to be able to provide Andy public schools that our facilities are not them currently um we looked at the improvements necessary at each building based on the age of the building the work that we've done over the years Etc uh taking advantages the advantage advantage of St a few minutes um taking advantage of future cost efficiencies right now there are things in our very old buildings that um unfortunately are not efficient there are we do Patchwork repairs in places where we can't afford a full fix um they're not necessarily energy efficient because putting in energy efficient systems is often very expensive so this would really help us in that area as well and we are anticipating that the project would be completed if this passes in three to five years um so because I'm at a town council meeting and this is not a district meeting you know I wanted to focus first on what's in this for the Greater tly Community outside of the school Community because well of course the student experience is the priority there's a lot here that will benefit benefit tly residents that don't have kids in the schools uh of course as we all know tly public schools are leaving reason why people buy homes in tenly um of course the proximity to the city as well but you know nine times out 10 when you ask somebody why they mo to tenly it is the schools um and it is truly integral to our quality of life here we really see um an investment in our schools in as an investment in community assets um and so we are looking to again stick our cost efficiencies for future budgets and also capture taxes that our residents already paay to the state of New Jersey so as part of this referendum we'll get into the financials in a few minutes but the total cost of all of the projects is $ 76.1 million the state has committed $16.5 million of that that's 21.7% the only way to take advantage of that state aid is through a referend and the fund that the state uses to pay us that money is the fund that we as New Jersey taxpayers already pay so every other District that is doing referendums we are funding a portion of that and we want to bring that money back to to um a few things that are direct benefits to the community beyond the student use are there would be a new forlane track at the high school which would be separate of um which would be separated by fence so that when we got gains or practices going on of course outside school hours people can walk the track uh we will be resurfacing the track and ADV which I know is it is in need of of resurfacing we will be updating all group toilets districtwide to be Ada accessible including restrooms at viberg and behind the high school which I know that is a pain point for our community that there are not great restroom options particularly guys right now and this would really solve that um improv accessibility again in our restroom and also in our schools for example Stillman School the second floor is not accessible currently one of the projects plan is to add an elevator to Stillman so that our students families staff can access it more easily and lastly with a multiport field that we would be putting behind the high school we would be reducing the burden on our Municipal Fields so right now that field floods quite frequently and we need to use our Municipal Fields as sort of a backup option this would really free up a lot of time because this would be a much more usable field and we calculated that it would actually free up up to 30 hours a week on the municipal fields for Bor use outside of the district fs and um I just want to say this is a presentation that's significantly scaled back I don't have photos in it there are a ton of photos on our website but I just I made this short for the purposes of your meeting because we are presenting this in uh much greater detail in other ways um so are some of the things that will benefit the community for the schools um the improvements really fall into two private categories one is you know building infrastructure and then constructional Improvement so under building infrastructure we have Safety and Security projects planted at every school that includes a person track so A two stage entrance window film on all uh all first floor Windows bards in all strategic places around our uh properties to prevent vehicles from going into our buildings um um generators in our elementary schools we do not currently have them and um updated external doors with updated uh security features for our building infrastructure we have H hbac improvements plan Roofing gutters masonry window upgrades boilers chillers Steed pipes technology boosts and these are again all based on each individual building I think it's Mom is the only one that needs a new boiler the others are okay have been updated in the past few years mom needs it the high school needs a new children so all this list was really is very building specific based on the needs and based on the work that we have done over the last few years as I mentioned we would be updating all our toilets to be ad accessible we would also be updating all the fixtures to be more modern and more functional um we would be hopefully solving the problem of plooding at Smith School as I'm sure anybody who lives in that neighood is aware um unfortunately the water comes rushing down chch I know this is something that the May Council has discussed at late um and part of the referendum is a plan to divert the water around Smith School rather than in it we have a lot of HS are flooding our buildings and grounds Cru is constantly out there putting sandbags pulling up rugs avoiding unfortunately Bloods that are inevitable when we have these massive RS that we had with and then the other other categories I mentioned are in instructional spaces so we would be adding in addition to all four Elementary SCH schools the purposes of those additions are really for small construction so flexible spaces we have a lot of kids who are pulled out for small group instruction one-on-one work OT PT gifted and talented and we don't have ideal spaces our buildings were not built with those types of services in mind so this would take those kids either out of the hallways where they're often working or converted closets ConEd storage rooms or shared spaces and giving them spaces so that they can focus and get the U Services that they need it would also add different things based on the building for example Smith School we get a music room they don't currently have one mom school would be the largest Edition it would be actually a second floor to the Edition that was done in the early 2000s and that would house an integrate a full day integrated prek program which is something we do not currently have we have a half day program but we really want to bring the full day inte pre tly this would allow us to do that we would be expanding the Middle School cafeteria to accommodate one full grade and that either has kids in middle school or has had them knows that these kids have 22 minutes to eat and are not with all of their friends and it really leaves zero flexibility for the middle school seual because we have to fit these six periods in um this would allow us to accommodate one full grade and open up way more flexibility with the middle school schedule uh we''ll be updating the Middle School and High School auditoriums uh the Middle School auditorium needs new lighting the lights are original they get very hot the high school needs a complete new audio system also lighting and new seats for the back because they're original and they're very loud and um disruptive the middle school and high school gyms would be updated the bleachers as you all know anybody been in them those are are not ideal particularly the middle school they're original um the high school gym floor actually was sanded in stain recently for the last time it is so thin it cannot be done again so it must be replaced the middle school and high school locker rooms are also original to the buildings those need to be gutted and redone and then our athletic complexes so as I mentioned we be add a multiport tur Field behind a high school with a walking Track um we would also be converting the current Fieldhouse to uh storage and public restrooms as I mentioned earlier and building a brand new field house on the other side of beer sort of directly across from U theay school right by the little parking lot that that is there where the snap Shack is currently um so that's just an overview of the projects again there are t pictures of these things we've got a video it's all on the website it's schools.org so I encourage you all to take a look at that and some time really looking through those um this graphic shows what I mentioned a few minutes ago so as I mentioned the total cost of the project is projects is 76.1 million we would be receiving $16.5 million in state aid which is equivalent to 21.7% and that leaves 59 $5 million for the local tax year so what we as tly residents need to find what that means for all of you is it would be $881 a year over 20 years on the average assessed home so currently the average assessed home tenly is $839,000 um that is not market value that's a assess value and the cost of these projects would be $881 a year on the average you can check your own um home's assess value at NJ property records.com if you're not sure and you can then calculate the tax impact for you personally um this is a graphic that just shows what the costs by site are and the percentage of the projects so again this is on the website I'm not going to go through it all you know as you'll see the high school has the largest percentage that is really because it's the largest building and this includes the multispore field behind high school so uh you can see all of that there the district office represents a tin you need some you know agback and very small minor there um this is important for tly residents uh senior citizens so there's a program called the senior tax free uh as of this year if you earn $163,000 or less and 10i is your primary resident you can actually apply to the state for a tax which means your taxes will not go up if this happens you have to reapply every single year you have to qualify every year my understanding what I've been told is that the the program is actually being reset reassessed and that threshold will be raised but right now it's $1 163,50 so it's a great option for senior citizens that may want to support this but really can't afford it this is a really important program that the state of New Jersey has implemented um now these are just some key dates so you can still vote by mail if someone is not going to be in T September 17th or has College age students or family members that are not in ttif FL you can vote by mail you have to um send in your application for the vote by mail ballot by September 10th um and then you have to submit it by September 16th um or you can show up to the polls on September 17th it is everyone's normal poll in place wherever you just voted for the primary voted in the primaries in June or we'll be in the general election um you could show up and vote that way um and again you can see uh the website it's teny schools.org and this is just you know various ways to get a hold of us we are posting on social media we have lots of different videos and clips and information that we're sharing again the website and we are having a public forum next Monday September 9th in the Middle School auditorium at 700 p.m. you will see a much longer version of this we will have all of our building principles their District administrators our business administrator our financial advisors our architect all there to answer questions from the community on any topic that you'd like so we'll spend about an hour presenting and then we'll leave an hour for questions and answers from the community and then we're going to actually do a brief tour of the Middle School some of the areas that would be addressed in the referendum and then go over to and see the field house there and see some of the work that we or you know hear more about the work that we have planned so I encourage you all to attend that one is not being live live stream we did have a virtual Forum on August 5th the recording of that is on the website that I have mentioned that's on on the screen now so you can go back and watch it there if you can out of time next Monday but want to hear from all the principles they add a lot of color to sort of the why Behind these projects um you can go back and watch that but I really do encourage everyone to come out on September 9th next Monday to you know hear more detail and that's it and I left some there are some flyers up here when you're leaving if anybody's interested in grabbing one just gives an overview of what we're doing and why and has again the link to our website and that's all right thank you thank you Jon the members of the council have any questions Jo go ahead please um did we was a sample ballot sent out to uh to all the residents as we would normally have for for voting I didn't see that I know that all that is handled at the county level but it was typically done for referend I know people have received their goai mail ballots that I know has gone out my daugh received one I don't believe a sample ballot but there is um on the website there is a section called quick facts and FAQs if you look at nothing else that's a great page to look at it has eight facts that you can read and then there quickly and then the FAQs have a lot of the questions that we've received from the community answered them there and one of them is what what will the B language look like and it is actually written out here I'm I'm just I meant it as you know just something to to remind people to come out to vote on on that day and there's nothing that went out to the entire Community whatever the typically does Omar what what do we usually do for the uh for the regularization do we print those no that's all County the county so so they're not required to print anything like but this and if you don't want to do vote by mail you can actually go to the county clerk's office fill out the application request for a vbm and then go upstairs and actually do it in person on paper okay great yeah and you can like Drop Boxes will all be available all that information is on the website so you can go the same way you put your you know your mail and ballot in the Dropbox for the regular election you can do that here or again show off on September 1 it's a ton of work J thank you for doing it um you know this is thank you for saying that uh the last two referendum yeah I'm sorry I actually didn't mention this the last two referendum in were 200 and 2005 n of you who were here then you know those were uh the vast majority of those referendum those two were um additions to all six of our buildings and that really took our 10l schools community Through now they gave us our our students all these kids thousands of kids the space that they needed to learn in the way they needed to this is what our district needs now we are we have a 2% tax levy cap on our budget and are unable to raise taxes beyond that every year unless we have special laevers and unfortunately with Rising costs as we all experience in our normal lives in every area that many of which are outside of our control um these really important Capital Improvements are just not possible within within our normal operating budget and I will just say our list started out a lot longer I know 76.1 million is a lot of money and that is not lost on anyone involved in this it started out as well over a 100 million and this it was scaled back and scaled back and scaled back with our central office administrators our building principles our supervisor building buildings and grounds our ba everyone our Architects to reflect true needs based on building infrastructure and instructional so um yeah so J this is uh it's really important for our community to do this so thank you for all the work you and your team have put together it's really great we encourage everyone to exercise their rights to vote on September 17th so all right thanks just one last thing I will just say if anybody has questions there's no opportunity now you cannot be Carol Silverman CTS and I have served as tenil swim club's president through throughout three administrations of its Board of Trustees my ten Hill Roots Run very deep in the late 60s my family moved across the George Washington Bridge with their four kids from Washington Heights primarily for tenli excellent school system to Jocelyn's point and for many other perks of Suburban living close to the city one of the first things they did was to get on the weight list at tenil Swim Club highlights of summer for my younger siblings for me and generations of tentac Swim Club youth included playing W than making new friends performing in water ballet shows competing in Myriad swim and dive meets and patiently and not so patiently waiting in line to order ice cream from The Good Humor man now that I've taken you you on a brief scroll down memory lane I will state the purpose of our Collective attendance tonight at this Open Session tenil Swim Club has been a beloved Gathering Place for families and individuals in our town for many years fostering a sense of community and providing a safe and enjoyable environment for recreation in light of ongoing Financial challenges and the desire to better serve the broader Community we are seeking your support to explore the possibility of transitioning tentacle Swim Club Inc from a private club into a public pool facility under the town's management creskill and howorth are local examples of formerly private entities whose municipalities have successfully helped ensure their towns could make swimming attainable to their Town residents and Beyond we believe that this change would not only secure the future of the pool but also enhance the quality of life for all residents of tanly the benefits of transitioning the pool to public ownership are numerous number one increased accessibility by becoming a public facility the pool would be open to all residents providing an affordable and accessible recreational option for families seniors and youth this could serve as a vital source resource pardon me for promoting physical fitness and wellbeing in our community two Grant eligibility and funding opportunities as a public facility the pool would also become eligible for a broader range of Grants and funding opportunities that are currently inaccessible to us as a private organization These funds could be used to maintain and upgrade the facility ensuring sustainability for many years to come Community Development a public pool can serve as a hub for community events swim lessons and other recreational programs that can strengthen Community ties and offer valuable services to residents of all ages we host annual fifth grade graduation celebrations for Mom and Stillman School lead parties for TMS we're a component of summer camp programming for campon Israel Temple sence preschoolers we provide discounted membership for tenly and neighboring seniors through the tenly senior center Rey's Day Camp McKay's Girl Scout party each summer birthday celebrations and more the economic impact a well maintained public pool can attract visitors from neighboring areas potentially boosting local businesses and contributing to the town's economy we have so many members who are from tenly about 65% of our membership but so many people come from Washington Heights they go to piz they go to a tpr they buy their gas they get their groceries they make a difference even though they don't live here and some of them end up moving to tenli that's an even better bonus um in addition tenil provide summer employment to so many teenagers it's a Resume Builder it's the first job they get we hire people for both our Snack Shack and our office they learn how to Market how to sell sell sell things how to talk to people how to handle money they have a grown-up experience and the kids that work as lifeguards they're there to save lives so I think we make a real impact and the other thing is many of the ten ofly seniors through the senior center they're very isolated many of them are widowed they're widowers they're lonely they don't come to swim they come to schmoo and what's beautiful is we're an ethnic Melting Pot people come from all over the place in the world of different races different religions different pocketbooks and I have heard people say who have kids with autism they never felt so happy uh until they came to a place like tenac Hill where everybody treats their child with the greatest respect we understand I'll take a breath sorry we understand that such a transition would require careful consideration and planning and we are committed to working closely with the town in Partnership to explore all possible avenues for a smooth and successful transition um our goal is to ensure that tentac Hill Swim Club remains a vibrant and sustainable resource for our town and we believe that by transitioning it to a public facility it is the best way to achieve this we respectfully request that the Town Council consider taking necessary steps to initiate this process and hope that you will consider it in conclusion due to financial constraints and additional challenges the former tenly swim club which closed up shop in 2016 left a void in the hearts of many local residents this season tenac Hill has been fraught with the domino effect of one unanticipated and unbudgeted issue after the next including a substantial downturn in memberships translating to about a $50,000 plus deficit a defective motor a tree mandated to be taken down according to a buau directive and so on none of it was due to human error it would be an absolute shame for tenil to also go by the way side I'm sorry I'm emotional because I've been doing this for 30 years and I care deeply about this plub when the um it would be help me get back to this it would be an absolute shame for tenil to also go by the wayside when the burough can help us get tab to Green Acres funding and grant money to keep the club a going concern we have years of experiencing running the day-to-day operation and we can provide any documentation which I've already done and we hope that you will really consider helping us to become a municipal pool thank you so much for your consideration and your time I really appreciate it and we all do thank you [Applause] it's okay thank you Carol thank you okay who else would like to speak speak on the pool you want to talk on the pool so just kind of keeping it a little who else please come up Sir oh there you are hi what I'll try on Barry Goldman I'll try and supplement what Carol said rather than repeat anything one of the things with the decline in membership I think some of you may know that when the tenly pool was closed when the motor was down Prill opened up their pool and let us go there well we recognize a lot of tenly residents there who used to belong to ten Hill and guess what when we did a little research we found out they can join Crill as outof Town members for less than a tenly resident pay had to pay to join ten so our competition is our neighboring pool look at the website you can see on there a senior I just one thing senior membership out of town crcll is $760 senior membership for a couple tenty resident to tentacl is $900 a Crest skill senior couple pays something like $350 plus or minus a little as a resident so their pool which is comparable to ours almost CAD Corner Towers on opposite the field behind the high school is right there charging a lot less because they have the municipal subsidy and some of that is driving the lack of membership from tenel in tenac people moved over um another thing is that when tenly Swim Club failed people went we still have tenakill in town if tenakill fails and there is no Swim Club in town I think that it will adversely impact the real estate values in teni because people want a municipal pool we're down to one and we need to do something to make it more economical for people to join and if we can do that you know you lower the price the volume will increase so just you know asking the council to do something to save the tenac hill for the swim for the town and then lastly I would say we just had an excellent presentation from Jocelyn before which included a lot of expense on recreational facilities and Town well swimming is a recreational facility in town that needs to an appropriation and the council needs to take care of that thank you okay thank you bar just give us your name before you start okay yeah hi I'm I'm Elliot uh I want first off by saying thank you mayor Zena and the members of the council for giving me this opportunity to speak in front of you today like I just said my name is Elliot and I'm a senior at tenifa high school our varsity swim team captain this year I had the privilege of being the tacal head coach for the past two years as well as a CPR certified lifeguard and also a swim instructor as a coach for two consecutive Summers of 50 swim team member strong as you can see here ranging his age is from six to 17 years old I had the rewarding experience of witnessing firsthand how this pool has shaped lives we build connections while training and creating memories while competing you can see this in our smiles and hear it in our cheers this Bond gives us a strong sense of community at tenaco and it makes us stronger as a team growing up in tenly I spent countless summer hours at both the tenly and tenaco pools I was a member of the tenly pool until it closed and then I moved to tentacl these pools were like a second home I learned how to swim and dive here I made new friends learned had to play knock hockey and also did you know that one of the best spots to watch our town fireworks is at Taco pool well I did because I watched it on the floaty in the pool that was pretty cool good point now 10 years later 17 is incredibly gratifying to see how this early starts Brew to a lifelong commitment and Leadership position in this sport these pools were safe places that where I could challenge myself build confidence and most importantly have a sense of belonging as a coach these past two years I saw these same values reflected in the children of our team watching their faces light up as they achiev them personal best or just simply enjoying practicing a new stroke that they just learned was like seeing a six-year-old me again we grew physically and mentally through the wins and losses tough trainings and setbacks and I know that these lessons will have a lasting and positive impact on other aspects of Our Lives I learned a lot about myself as a person and a swimmer throughout these years and I know I could not have been a good role model to the team if not for the Fantastic experience support and nurturing granted to me growing up at these pools without the tacal pool our town will lose so much more than just a swimming facility we will lose the Cornerstone of our community a place where families can come together and mingle while CH where children can learn valuable life skills such as teamwork and good sportsmanship our Town's Spirit thrives by offering these kinds of experiences that shape young minds the loss of the technical pool not only mean losing a recreational space but a vital part of the community that cultivates healthy and meaningful choices by making Taco municipal pool for the town of tenly it will ensure that for years to come hopefully even decades children will say it all started here as a did for me the Teno pool is not just a place to swim it's a symbol of the town's commitment to fostering connections growth and joy and that is worth fighting for please preserve this cherished place thank you for your time thank you Elliot thank [Applause] [Applause] you hi if you could if you could just give us your first your name please just your name sure my name is Dr CLA Buckley Flack and I'm a resident of Washington Heights um and I wanted to share the perspective of our family and I think it's also similar to the experience of other residents of Washington Heights who have become part of the tenac Hill Community over the past many many years um for us it was just a few years ago that we joined tenek Hill but it was because one of our neighbors and friends in Washington Heights introduced us to the pool and brought us as her guest so you know we we have a whole cluster of people now who are a part of this community here and um we um sorry it's it's when she brought me here for the first time I knew right away that I wanted to be a part of it um you know we live in the big city we don't have access to a lot of Green Space the swimming pools are often closed because of lifeguard shortages they house are shut down in the middle of the day for cleaning we can't even bring um food or drinks into the public pools in the city um and tentac kill is just it's an oasis for us and um I I want to share that it it's true what Carol said that we do bring business into the community we come over here as often as we can during the summer my kids were on the swim team we came five days a week we bought gas at the corner we went to stop and shop several times a week on our way home um we we bought takeout from chicken roll or Pizza Nova um I actually even we adopted a dog last year and she goes to the tenly Veterinary Center true story and we love Dr Han um we actually got our car serviced at Honda of tenly true story and some of our friends um who are at members of the pool actually bought Hondas at Honda of tenly um so that's kind of like why it might be interesting to you that we uh really value this community um but I also want to share like what the experience has been like for my kids last year they could barely swim they did swim lessons this year under the the the instruction of Coach Elliot and Ellis and um alra they went from being able to swim 25 meters to be able to swim for 45 minutes straight they learned about how to be part of a team they learned about how to push through when they're tired um and that's an experience that I had as a kid at a at a at a Pool Club in South Jersey much like this one where I was the Third Generation member and joining tenaco just brought that all back for me and then doing swim team with the kids and it um it's such a valuable experience and if the pool becomes a municipal pool we'll have a much larger population to join the swim team hopefully was a pretty small team this year um and maybe we can challenge cres kill's dominance I also want to share my perspective as a sociologist um as many of you may remember um theil's Democracy in America published in the early 1800s he was a Frenchman who came and tour the United States and he found that voluntary ass associations of small clubs and teams and groups like this were defining characteristic of American life and we also know from the work of Robert putam and others over the past three decades that organizations like Tac Hill have been disappearing across our country people have been more alienated and isolated and the fabric of social life in communities is disintegrating in many places and that has consequences for health and happiness um for crime rates for economic prosperity and all of these things um have been documented empirically and I I will be sending you a one-page summary of the research but I think we also know them we know these things from our own experience that they are true so I'm gonna stop there thank you but I'd like to um introduce Lucy Flack who has written a poem about t Hill picture this a warm July Friday afternoon walking into T Co swimming club at around 3:30 changing in the locker room excited by the prospect of going off the diving board before team practice feeling feeling the board spring beneath you as you jump into the coold water pulling the lane lines in beside your friends groaning and laughing as spent joking eating pizza and running around with friends the next day waking up early to go to the meat and cheing cheing yourself horse falling as falling asleep at the end of a long Saturday with a STIs a satisfactory feeling that's what it means to be that's what um being a member feels like that's how great it is the end thank [Applause] you okay it's very short though so I wanted to say that um I really like the swim team as like like while you're meeting new friends and going off the diving board and and it kind of makes you feel good winning first place [Applause] just start with your name please I'm Jan Kim I think the little ones kind of said everything we all want to say um just add a few words nice to see you again nice to see you again Mar um I'm here today as a tenly resident who grew up in tenly and was a member of tenil and its swim team um and is now a parent of an eight-year-old back in tenly and again a member of tenakill in short I'm someone who cares deeply both about tenil and the town of tenly as you can see tonight I'm not alone many are here in person and on Zoom despite it being the night of the first day of school and in under 24 hours uh 260 individuals signed a petition asking you mayor Zena and the council members to help transform ten kill into a municipal pool uh this was printed a little while ago so the number is not up to date but give it to Omar please so I'd like to speak about how concretely tenil could transform and why this would be beneficial not only for tenil and its members for but for tenly as a whole regarding how this could work um tekil could become a burrow entity and have a board similar to the governance structures for the rec department the library and other burrow entities additionally tentacle members could set up an Affiliated 501c3 entity to work in close partnership with the buau and the board to provide support through an array of initiatives such as membership drives supplementary fundraising activities and events if tenil were to transition in this way the benefits would be significant the operating expenses for a Tac kill could decrease substantially as it could be integrated into the Burrow's existing infrastructures and revenue generating opportunities could increase to provide just one example we could run swim camps in August when reies tenli enrichment programs and the swim team season are over then the Right Way Pool related Revenue will not only cover the annual operating expenses for the pool but become a revenue generating entity for the burough of tenly moreover if tenil becomes a burough entity it could be the center of tfly community activity for all its residents during the summer months for example we could have an event similar to the upcoming Community night in the summer at the pool we could have summer concerts not only in higher Park but also by the pool and we could have joint events at tenil in collaboration with tenly entities such as the library and the Nature Center these are just the few examples as I mentioned in the beginning tenil members through the 501c3 could work together with the burough to make all of this happen indeed because of the struggles that tenil went through this summer many of its members are now energized to work towards ensuring its future in partnership with the town please do not see this summer and its recent past as an indicator of ten Tac kill's full potential we are ready to work together with the burough to not only move towards a fresh new thriving chapter for tacle but to support the wider efforts to revitalize tenly particularly during the summer months we ask that the mayor and Council consider this issue with a sense of urgency if we want to have a strong future together it would be ideal to make the announcement of the new structure in January when families already start thinking about summer plans thank you thank you thank you hello my name is David Khan um my wife and I have lived in tenly for over 40 years and uh my wife Audrey's parents were among the founding members of the pool uh Paul and Clare winter and were good friends of of Carol's parents and Dr Joe Silverman was actually one of my teachers in medical school I mentioned this because the pool becomes an intangible way of maintaining a actually very tangible way of maintaining a sense of continuity in a community over the years and once it's gone that kind of Lynch pin of holding people together uh will vanish uh I grew up in a very similar Community Great Neck on Long Island where when I was a teenager a municipal pool was created became a fabulous Jewel of the community and a tremendous part of the appeal of people remaining in the town and staying together um uh some 30 years ago uh my wife and I worked very closely with previous mayor Walder hamburger to come up with a very creative solution to what was going to be the loss of part of the Davis Johnson Park area and through uh working with the Town Council very uh Creative Solutions came up primarily Green Acres fund uh application which was succeeded in Saving and expanding the Davis Johnson Park something that now we take for granted and it's there if that had been lost you know something again would have changed tremendously if the pool is lost something will be gone that people will miss they may not feel it they'll join other pools that do other things but a source of being together will be gone and can't be reclaimed so this is a real chance to do something and lock it in place thank you thank you thank you hello Carolyn anger I'm um a tenly high school grad I have the first bond that my parents received from 1965 a tly swim club it took um I'm sure that we were on a waiting list for years before we got this and then we have the bond from when tenly moved to tacl and my mother um Elaine anger many of you may or some of you may know her she was the director of the teny Presbyterian Church Nursery School um so she is 94 and come comes to the pool regularly with her Aid and um people there get to see Mrs anger their teacher and um we are three generations coming to the pool now with her grandchildren uh we celebrate her birthday in July at the pool and so I'm just giving you a little walk through Memory Lane um I learned to swim at tenly I'm a I swim you know three4 of mile to a mile every day and I can swim other places but there's nothing like swimming in tenly and Joselyn you had mentioned a Community Asset I can't think of I don't know I know tly has a lot of great assets but this is really one of them so thank you very much thank you thank you just give us your name please thank you my name is Scarlett PES my husband and I in 1975 were living in Manhattan decided to look in a radius of 30 minutes from the city on our way to Alpine we made a wrong turn down Clinton and we ended up in tenly and I was struck immediately by the just somehow the atmosphere because I grew up in Kansas a lot of my life was spent in a municipal pool and so it took us about a year or two to actually sign up for tenly there was a waiting list and I never looked back and when it closed I thought oh Dar now I have to be at the other one and one of them is now at dog park and tonight we've spoken of elevators and bricks and steel and things like that but there are hearts and souls and Minds that benefit and are greatly helped by the community at the pool and so I join all the others in saying please save our pool okay thank you hi mayor Zena and council members I'm Dr Kim starer lansburg born and raised in tenly and I just want to underscore a few very important points about tenil tenil creates Community Spirit it provides the perfect location to develop intergenerational friendships it is a clean fresh AED environment to swim and relax it is a wonderful place to entertain friends from the community and from out of town between Memorial Day and Labor Day swimming obviously has many health benefits if the town doesn't take over tentacl there will be no other public space in town for residents to swim and reap these benefits swim lessons to teach our children and some adults for that matter how to swim provide a valuable type of education that one cannot get in our wonderful school system swimming is an important life skill and can be potentially life-saving membership appreciation day and movie night club picnics and watching the 4th of July fireworks provide wholesome fun for entire families in this crazy world tenil is an oasis of calm and peace allowing people to escape day-to-day stresses and disconnect from phones and computers and connect with their neighbors in person I personally have enjoyed swimming at tenkill every summer since I could walk and I truly hope that we as an entire town will be able to do so for many decades to come thank you thank you hi I'm Dr Brian lansburg husband of the previous speak speaker uh and first I'd like to say how wonderful it is to see so many uh children and and young adults here and how beautifully they spoke I'm it really makes me very proud of the town and it says I think it speaks volumes about what tenek hill means to the town and particularly to the young people um I guess I would just add you know Kim's perspective is uh as a native tenian I think that's the term uh but uh I'm I'm not a native tenian I I married into tenly and uh and I I I grew up in in Queens in Whit Stone you it was a very good neighborhood with very good schools uh but I remember one of the first one of my first impressions in moving to tenly was going to the tenac hill Club where where Kim had been a member since infancy and uh and how everyone seemed to know each other you know these were not just strangers sharing a lane everyone knew each other's names everyone had a a smile and a story to share and in fact it was a very helpful way for me as someone who wasn't a tenly uh native to meet uh my neighbors and friends and and so it served a really critical role in that sense um I also Echo what Kim said about how important the ability to swim is in terms of safety and how you know as wonderful as the tfly school system is um swimming is not you know is there isn't a pool in the in the uh high school and many people may come through the school systems without learning how to swim and that's that's a the ability to swim is can be a life-saving uh a life-saving skill um and then finally to Echo what the the resident in from Washington Heights had said I think the pool is really critical social Capital there's there's a wonderful book uh by Robert putam who whom she had mentioned called bowling alone which I don't know if you've had a chance to read if not I think it's it's really important for a Town Council to read that laments the loss of social capital of of fraternal organizations closing and houses of worship closing and the title bowling alone references the fact that rather than bowling in leagues that there's an observation that people tend to go to the bowling alley and bowl by themselves and so they're worshiping alone and dining alone bowling alone and and swimming alone as many people have uh private pools but I think it's it's critical social capital for the town to invest in thank you thank you very much thank you hi voes my name is Donald Balin um I was a member of the pool for at least 30 years my kids our adults they grew up and they swam at the pool and I actually just swim as a senior myself I want to acknowledge something I'm one of the 10 ofly 43 who did not join this last year because I work in Manhattan and the hours decreased I'm guessing because of Economics closed at s instead of 8 so for me to drive get crazy and go home and get there on time and the pool's going to close at 10: to 7 didn't make economic sense and um for me I I mentioned this partly because um the pool's not going to survive you know without something being done the you know this the loss of all this time this year I I can't see a rational person spend $700 $1,100 on maybe it'll be open maybe it won't I think I I think I don't know if this has been said but I think it's just done unless something is done the the I believe um the tly pool was paying over $30,000 a year in taxes to tly well that's a major cost so I don't know how it gets save whether it becomes a you know I don't know the economics whether it becomes a municipal entity or or the taxes are forgiven or some other way of saving it but in the current state I think it's done and I think that's why you have all these people here so if it's going to be saved we need tenly town to do something thank you okay thank you how you doing Howie good how s 88 will Elaine tenly um so I didn't grow up in tenly but my wife Nina grew up in tenly and she was a member of uh ten Hill growing up and I always heard these great stories you know from her family in terms of their time at at tenil later on when we moved to tenly we had the opportunity to try we tried tofly swim club and ten kill uh and we met great people great neighbors great community and we were exposed to that Community you know you meet them at the school coaching and and at the Schoo yard but during the summer relaxing you meet these people in the pool and you start shmooing with them and you make friendships and at ten Hill my wife had so many friends from the past that she's uh back in with her her social circles with and it's it's really been a great time and for the kids and to hear these these other kids and people from outside town you know what the experience is with ten life I I really want to thank the Board of Trustees for everything they have done too I mean volunteers um I think it's it's an asset we need to stay we need to save um I've even seen a lot of you there as politicians it's a place for you to come during an election year to work the vote I mean it's going to hurt you if you lose you lose that area that's one of the strongest arguments tonight how so all I can say is if you can find something to do to help this club to benefit even more people it would be a blessing thank you thank [Applause] you me again I forgot to mention our two children David and Miranda um our daughter is now married living in Brooklyn and our two grandchildren Justin and Marisol started coming to Tano Swim Club couldn't swim an inch really and they took lessons and all that and now the last time I saw them they were just swimming around in the pool it's like they almost learn from each other and so I forgot to mention them I apologize to them but they're some of the people who made friends there all the way from Brooklyn so that's the end thank you [Applause] Mary step up to the mic please take your time um I just wanted to thank the members of the board of the swim club because despite any stories about what vicissitudes faced everybody there was tremendous effort to and uh civic pride and Civic engagement that was really very meaningful including Carol and the others so um as a senior uh this is a wonderful place to go hang out schmoo talk and uh throughout the summer everything was spanking clean everything was as if there was no problem with whatsoever in the world that the pride of the staff and the board was there to keep everything looking wonderful and when you swim the backstroke you can look up at the clouds and the sky and be very far away so I just wanted to thank them for their real efforts which you just give us your name please good evening my name is Barbara leflour I lived in tenly for almost almost 48 years when we first moved here and we told people we were coming to tenly if they knew anything about tenly they knew that we had two pools they were amazed we have two pools how lucky are you we were convinced that we had to go to tenly not Tena kill tenly was the better pool so that's where we went we stayed there for many years my children learned how to swim I held every position on the board In The tenly Swim Club my children swam on the swim team their records stood some of their records still were still standing on the board when tenly closed its doors it broke my heart to see this place closed down but I knew not too far away there was another place that I could go to and so we made the trip to Across The Brook to the other side where we were welcome and made to feel that we had been there for all of our life I never thought that I would be in a position to be standing here after so many years of being loyal to tenly urging the board to please save this Swim Club every child every child should know how to swim it I can't tell you what I feel when I see a child who's afraid to go in the water this is where you learn to do it at the swim club you have the instructors they take their time they're patient their understanding and this is where they learn so I urge you to strongly consider taking over The Swim Club with the help of the board I have not been down all that much in the past few years but every time I go I still feel like I'm welcome and so I want to see the I want to see the tenly swim club The tenac Kill Swim Club remain as part of the landscape of tenly thank you thank you thank [Applause] [Music] you my name is Sheila dardic I've been in TNA for over 50 years I'm probably the oldest person here um but I just want to say that one of the first things I did in moving to tly was join the tanl swim club my grandsons have played who who I have grandchildren who are born in my house so they all play basketball they learn to swim um even at my age when I'm reluctant to put on a bathing suit I can go over and sit under a tree with a book and just be in that atmosphere and if my children come to visit tacls where they want to go and where their memories are it's an important part of town we don't have our movie when I first came we had everything here so we certainly don't want to lose our swim club and our ability I mean our parks are wonderful our library is wonderful everything about tly but um I think that it would be really sad to lose the pool thank you and I wanted to say everyone who spoke you wonderful all right just to give everyone a sense of uh I think the councilors and myself we've heard a lot of substantive uh passionate feelings about the pool um we're during a Clos session this evening uh we're having a comy council and I we're having a conversation about the different options for the pool um whether it stays as it is is now whether it becomes a municipal pool utility whatever kind of formulation so we're going to run through those issues now excuse me this evening later on um and then we will uh report back Carol and I speak um all the time and um I will uh keep her posted on where we stand with everything okay so thank you everyone for staying for go ahead you have a question not a question I just wanted to uh I I said that I would uh read out uh somebody somebody's public comments um we may have all received this email but go ahead go right ahead um so it says Dear councilman Menon a council person men and unfortunately I will not be able to uh be at Tuesday's Town council meeting but as a longtime resident of tenly I want to voice my support for the towns uh taking over operations of the uh tenakill Pool Club the pool Club is a valuable resource that uh contributes to the quality of life of our town it is a place where a diverse group of residents gather to join the relaxation and Recreation the pool supports the health and wellness of our citizens of all ages uh through its opportunities for exercise and socialization at a time when people's lives have become so siloed and at atomistic the uh pool is a place where people of all ages and uh backgrounds come together ten tenly cannot lose this valuable community resource uh thank you for consideration of this important matter and and it signed Michael blady who is the one person online ala who is it Alissa East Alysa you want to make a public comment please yes please can you hear me go ahead all right so my name is Alyssa East I live in Washington Heights and I have been coming to the pool for about four years and I just wanted to add something that hasn't been stated and that's that for many of us parents our children have been through a lot with covid and to have this pool taken away from them would really be devastating having the opportunity to be outside and be with other kids and be off screens is critical but I do think that this perspective of this generation of children which is quite Broad and an age range has been deeply deeply impacted by the pandemic and to lose this pool would just be yet another huge blow to their mental health their well-being their physical health and their ability to build community particularly at a time when so many children live their lives on screens and not in real life so this is a really important crucial um uh element the pool is for these kids' lives and this generation of children growing up in tenly in Washington Heights and in the other communities that have come to tenac kill over the years so thank you very much for your time thank you for your comment thank you okay thank you everyone for being here tonight um we're going to move on to public comments that aren't about the pool everyone's welcome to stay you don't have to go we've got another three more hours where they all go thank you thank you all thank you let's take a two-minute break guys you sure all right further additional public comment who would like to speak okay uh well Linda hasn't spoken yet so we like to always give everyone their first shot then we can have seconds okay have seconds there Linda just give us your name not your address please Linda treni um tly New Jersey hold on a second is that not perfect sorry Linda try T ofly New Jersey I'm here tonight a little preemptively because I see that there's a a bamboo change on this discussion or statute for later on tonight and I don't think I'll be here at next time's meeting so I just wanted to present a few points um you know not knowing exactly what's in it but hoping I can at least give you some comments that might be relevant whatever possible changes will be you know in this particular statute so you know we understand why people want bamboo right it grows like crazy it's tall it's you know it's thick it gives great privacy but just like many things too much of a good thing is not always a good thing and I think that is the example of bamboo at least my opinion of bamboo obviously not a bamboo lover I'm a recipient of other neighbors bamboo so I would like to see my own personal opinion a strong a statute as possible um we have a statute on the books I know it's not always as it it well it seems to be lagging a little bit in people getting it enforced somewhat and I'm concerned that we might be limiting or loosening the statute so I'm here to say I think we need to keep the one we've got and run forward with it and you know get it all strong and all ready to roll um you know timely enforcement Etc neighbors complying all the rest of it so in the presumption that hold on a second Omar's got to just control the sound there okay okay so the critical thing and well there's several points to the current statute right there's a plastic or metal barrier there's um a setback of 10 feet there's an enforcement there's a penalty if people aren't kind of you know and going forward and remedying this right so speaking about the setback importance and I know that came a little bit up in one of the other meetings that I attended setback in my mind is critical and I'll explain why I face North so my backyard is you know receiving Sun from the south per se bamboo loves Sun it grows it thrives it can grow ridiculously high in my particular case it's kind because as it's grown and my part's a newer part because it I didn't have it until about five or six years ago when it spread it now is at the point where it choked out some of my trees and bushes so because it's gone to the border and Beyond the border into my property moving it back 10 feet is critical for in my own personal case to actually enjoy my own plants and have my own enjoyment and have them Thrive including a number of the trees I need to replant from my solar issue so I don't want to plant just to lose I want to plant when they're going to be healthy and Thrive right and meet that obligation so what also happens which people may not think about unless you deal with it is because it's so thick and it's very you know kind of it can be very thick and but it's you know a diameter this it grows high with all the sun and the wind inevitably you lose some of it well I get it on my property right so I'm the one having to clean up and fix it which you know when you don't like it it's really annoying right because you don't want it and now you're fixing and cleaning it up so moving it back and giving a border or a setback Zone makes it not as much person who doesn't want it right Plus plus moving it back gives a chance for your own plants to thrive moving it back gives you know like more use of your own property at that particular point so I think this setback is actually a critical thing and I would hope that you're going to keep those types of setbacks um but I just wanted to explain that now I took a picture my bamboo is newer so it's not as strong but for people who don't have the experience of having bamboo that runs wild I just wanted to show you a picture this is my neighbor's fence so this is the side of my property you'll see i' tried to start buffering it with plastic barriers myself because it's just running forward backward sideways and you'll see what about a 25 25 year plus bamboo looks like and you'll see it's now it gets so thick it goes to reach the Sun so it goes sideways and outward often if there's no buffer zone it goes onto people's property who you know it's not your bamboo it's your neighbor's bamboo even at that point so here's just a little picture pass around get a sense of what it actually look like so you know I I'd hope that we keep the setback I hope that we actually you know kind of come up with a way to timely enforce it and include you know and make sure whatever the rule is that people maintain buffer critical because it really especially because it's been such a rainy season it's my experience is it's gone crazy I mean it's through my grass now it's you know and it's upsetting you know when you're not the one who wants it so I really would request the committee whatever the statute is to enforce it get it going comply with it because it does become a real real burden and um additionally and if we one thing that's you know maybe can be considered to be in this is regardless of what the rules become I think that if things do encroach it shouldn't really be the property owner who doesn't want the bamboo to have to be fixing all this because I will tell you just doing small well not so small but some barriers we're talking thousands and can be T thousands of dollars and as you heard in the meeting when one of the other gentleman speaking us Pro bamboo brought there a landscaper he said that it's tough to get under control you can get it under control but it takes years so even when you have a neighbor remedy it you're still talking years of trying to maintain and get and watch and look and make sure it gets under control so it's not an instant gratification so whenever things can get done get moved forward at least it starts to get it under control and I personally would greatly appreciate that chance to have it got get under control under my property so if anyone has any questions for me I'm happy to respond it's a you know it's um like so many things it's a balancing act correct right it's not thing and not in too much right I mean with with so like uh my neighbor has a very tall crab apple tree yes and of course it's right on the property line but it's clearly her tree we've cut down a few of the branches but in general we don't really want to cut down everything because we don't want to Ru the tree of course but so we clean up crab apples right about now and we actually had to move our our outdoor fire pit away from the crab apples so we don't wear a hard hat while you know right so it's it's it's a and I understand I think we all understand what you're saying some people some people like bamboo some people don't like bamboo you know it's just like the crab apples you know you asked a direct question about whether we're um you know loosening or or changing the ordinance or all you know so because you've asked the question so we've thought this through talked it through that the 10 ft is actually too wide and when we made the so it's so but but that being said though it's going to be incumbent on the people who have the bamboo to keep it on their property right so it's it's an individuals if someone has bamboo um they've got to keep it on their property and prevent it from going on to their neighbor's property but we've got a fair amount of bamboo in town right and it's kind of like the example of the so the solar uh M yeah so you and I are on completely on the same page with that right so we have in this par that particular case a tree ordinance that is picking winners and losers solar versus trees which isn't completely resolved yet on a separate issue right um but at least in that case like it's not just a freebie you have to replant right I'll be replanting like nine to 12 new trees right so there's a something you do that kind of brings you back to even corre in this solar in this bamboo thing you know you don't because quite honestly and you know what once again I don't mean to speak ill of anybody but understand my experience at least with this I'm still waiting and waiting for my neighbors to do something and it's been many months and it's been a lot of excuses and you know when I'm out there every day digging and pulling and you know it's it it gets to be a little too much so I think when you have this 10- foot barrier and maybe it's too late for me to get to that point but the reason for I I like personally the 10 foot barrier is at least which we don't have we have no barrier at the moment but at least in the 10- foot barrier of that's enforced it gives you a little chance before this stuff kind of goes on a Runway once it's under control to kind of stay away from your property it gives a little chance for your own things on your property to go because you know I can take tell you in that particular property you know like my neighbors now have a pool so that's a brand new fence that went up right and it leans over right you know it's so I think because it is so tall and so dense it kind of takes on a life of its own now trees maybe do too but there's always air flow that gets and there's you know there's light that can get through trees believe it or not it's pretty hard to get through this bamboo when it get so dense it's interesting I've learned more about bamboo than I ever care to learn but sure I've had two people raise the issue apparently I'm no bamboo expert that bamboo soaks up a ton of water and so we have also have people now who want to plant it whose properties are in areas that wow get a lot of water when it storms especially the world we're in now to help and I don't know how that works or the math behind it so it's a balancing act it's not always easy no no it definitely isn't and look I understand look I think you should be able to do what you want on your own property but I do think you have to make sure it doesn't encroach have to be mindful of it and it shouldn't be a neighbor's responsibility to either clean it up manage it have to deal with it have it Destroyer Foundation nor should it be an issue where you shouldn't be able to plant your own right whoever owns it's responsible for it right you know I know it's a Hot Topic I understand there's a lot of pros and cons on it but respectfully that's why I personally in my case would like you to consider keeping this type of you know distance and what's interesting and I just say this just because once again I'm PR you know ahead of where you're going with whatever this proposal suggests but I will tell you I've lived in my house for the last 25 years I had no bamboo at all for about 20 of them more or less I don't remember the exact year that it came and I think P of may have been people tilling the property you know there's another new house or whatever it is but you know for a long time somehow somebody contained it and there was none of these plastic barriers or none of these things and now it's just goes crazy so I think for people you know I don't know I don't know enough about bamboo I'm learning a lot myself too but you know on the other hand when it does grow it can really take on a life of its own and I almost wish I knew what was done before because it would be nice to kind of get back to that because you know people deserve to have what they want even bamboo lovers but on the other hand I think it's got to be tempered when it goes over limits and so I still hope you could get that 10 foot rule but thank you Linda all right all right we're gonna close public comment unless someone has a new topic eachers okay how we step up to the all the help they gave me with uh 19-21 West ID Lane in Englewood uh it's not resolved yet but it's on the way um basically what happened is they've the application still is in but the properties are now listed for sale again I saw that so uh I've checked with Anglewood Board of adjustment and there's still uh the applications haven't been pulled yet but I wanted to publicly thank mayor Zena uh Dr OK Conor um former councilman grman I think councilman Dayton and anybody else any input I think Wendy you gave some input to them too so I I want to thank everybody for their help it really was a trying time for my neighbors on Will O Lane and we appreciate the time and effort you're volunteers you do enough here to even sit in on an Anglewood meeting uh is very special so I wanted to thank you all and let you know let everybody know that you know your mayor and Council are doing work for you oh appreciate that how thank very nice so next point I I was walking through the neighborhood tonight uh the Jay Fletcher Kramer work where when they go to repave uh are they just repaving the section that they dug up or are they going to repave the whole Road and the reason reason I bring it up they've been dragging these metal plates along the road on the other side and I see the road's all scuffed up so there's there's three approximately three different variations is this correct me if I'm wrong David So J Fletcher creamer is doing the work for psng they're taking up the gas lines replacing them with new Mains okay throughout Town putting the gas meters outside so we have worked with them closely so that what we're Paving this year doesn't get ripped up a week later okay and so we've moved some of our Paving around because of that which all right so so if if we have a road that was paved within the past five years that's under moratorium which means if J Fletch if Jay Fletcher tears it up psng has to pay to repave the entire Street if it was paved within five years that's correct right next is let's say uh uh whatever street part of tenly road we were going to pave it this year and now Jay Fletcher now PSG is having that ripped up okay we decided not to PVE it this year and next year they're going to pay for half the road and we pay for the other half of the road so we actually wind up saving money on it and the third variation is there's certain roads that are not in the paving plan neither on the moratorium or that we were planning on Paving that if they've ripped up let's say just the east side of the road they will pave from Curb to center line for that whole east side of the road those are the basic three variations correct yes okay so I just wanted to make you aware that on even though on one side of the road where they're doing the work they are scuffing up the pavement on the other side which could lead to problems down the road so every every street is going to have its own different personality that we'll have to deal with uh also we're not going to be repaving these streets they're ripping up till next spring because we want to give this trench work several months over the winter to settle otherwise we'll just wind up with the mess on our hands absolutely it's becoming too late in the season to last thing I wanted I'm always in trouble um the composting site I know that the leaf composting site Leaf composting site now I know you guys had uh received notification from D the Wastewater section about runoff in contacting D the solid waste recycling division they think that composting site in tly is amazing it should be expanded well our friends the go ahead and so the problem with the leaf composting site and this is a problem and you've seen it with your your garbage scavengers as well when you get rid of uh the site you'll go to a scavenger that'll have to remove the vegetation and you'll be at their mercy so what happens is unfortunately these companies collude so that one company ends up being the bidder and every year the price is going to go up now I could be wrong but I was under the understanding that still tenly would have to make some accommodations there due to a temporary storage still to uh to tackle runoff I think it's I think it's important to keep this site and because D was saying that tly could you know could have contractors charge contractors to tip there as well as additional towns bring their bring their vegetative uh to ten fly so there's a money-making thing and if if you spend the money it's a one-time shot to upgrade and what you look at your cost year over-year to uh remove the stuff so I I think that really has to be assessed uh your costs are going to Skyrocket because you're at their mercy so I'm not a lawyer but so our friends at the D made it there's a couple of things about our permit is one we can't do work for other communities um the D wants these sites closed Statewide it's not just tenly they're kind of directed at also the we would have to capture you made your comment about capturing the water the runoff we would have to capture 100% of the rud off test it before it's allowed so it would be quite a complicated situation and it's estimated that the ongoing costs of that are going to exceed taking these leaves off site so I don't know who in the recycling division you mentioned I mean it's certainly something we can investigate to find out stormw division is what is taking the lead now it's taking the lead now you mentioned something about recycling though it's probably worth let raise it up bring it up with call years just in case maybe there's something we're missing so actually that was just one thing is I I know a number of months ago we were told that anzie uh would be presenting this topic about the compost um that he's talking about and I and I'm you know I'm not on DPW committee so but I am on environmental commission so I've been a little bit in the dark on this topic for a while so I was wondering um if that was something that maybe if he's could could do a presentation so that everyone can hear Andy did Andy did report back to council back in April in one of the April meetings no I I think no he said he was going to be coming back and giving us more details about it because you know I get different messages all right let's have this discussion offline right no but I don't think it should be offline in the sense of I I think it should well we're talking about scheduling a meeting right because we can't talk about it substantively our engineer is not here that's what I mean so we want to bring Andy back in for that we can do that matter of fact he's going to be here in two weeks he's going to be here on the 19th on the 19th so we'll be able to do it then too yeah you know and mayor like you said that this is a Statewide issue the problems just going to be become a lot worse if they're going to shut down other sites around the state that means it's going to be tougher to find a Tipper to uh bring your vegetative waste to it's a whole and that that the price it's a it's a whole thing a lot of it's going to be used for power plants for fuel believes it's it's all kinds of things going on so I just I really think we got to research this and do it right because you know you're talking the cost down the road it it may you know just the investment May pay for itself in the town save the mapping our storm systems cleaning out the tentacl and the overp so we're at the point now HUD is the lead agency right yes so HUD Housing and Urban Development is the lead Agency for for the Federal grant of administering the 1.6 million okay and so um while while that kind of bureaucratic and I don't mean that negatively that bureaucratic process is underway okay there's a couple of things that have to happen the first thing that we have to do is identify all the residences along the tenac hill and the overc which our tax assessor office has done um we need to go out there and look at the property to identify and Survey the work that needs to get done um the attorney has drafted this letter that's going to so what council's consensus we're talking about tonight we want to communicate with the residents along both of those streams hold the public information meeting here it will be called as a public meeting the full Council can come Andy is going to come it's it's specifically for the residents along those two Brooks so that Andy can talk about the steps that going to happen here you don't have a date on that do you yeah well we've Target we've we've proposed the date that's the point of this discussion here of September 24th at 7 pm there'll be no in other words no other business will take place that night other than this presentation but the whole Council will be here so we have to announce it as a regular meeting okay okay pardon me many I oh it's got to be how many I can get that a wide range I mean probably 80 to 100 maybe 50 to 80 I forget but somewhere because talking about the money for um for the uh the storm drain mapping that we've talked about that we want to get done in one F Loop rather than over three years so we know where this water is going to we're trying to get a jump on all this stuff uh because once we clean the waterways we have a place for the water to go and then we can start dealing with the isolated situations of where we need to Garden at Community night on Tuesday evening so we would that's the PBA the PBA but the the PBA is having um a bear guard um a community night it's going to be by a third party though yes um but the PBA is sponsoring it yes it's under there yes it's over in Ros comments and then also we have another request from the uh Nature Center to hold its uh cocktails Under the Stars right and um they're asking for permission to be able to hold that event um from the governing body so everyone good with that oh yeah okay great all right thank you both um administrator's report in in the in the essence hearing on that um proposal on September the 26th at the County Administration Building in hackensac at 6:30 p.m um the other thing that I would follow up on with the with the HUD uh scenario is that there's going to be a an a informational session that I'll attend with the burough engineer next Wednesday September 11th and additional reports will come with that other than that there um if there's any questions on the specific items in the report I would be glad to to uh take questions and uh What uh councilwoman Dr or Conor brought up the charging stations are moving forward we expect that here regarding the sign she's requesting she goes from 10 inches to 15 in so I WR this I'm good with it what I would ask lendy is we should change the ordinance so you have a sign ordinance that requires someone to go either to the committee right so if they're denied by the zoning official which I didn't see any denial letter then the appeal is to the sign committee which you have already right put members on so it shouldn't come to the council so I guess that's fine so I think I'm on the I'm a bigger fan in general you heard me say this a lot I'm not a big fan of one off anything if we think that the sign is the the uh ordinance is Antiquated by in against 10 inches versus 15 uh we should look to change the ordinance if we as a council don't believe we should change the ordinance on not one way or the other then I wouldn't give exceptions so let me just mention and remind the council that you all have authorized me to move forward with David Novak to do an overhaul on the sign ordinance for Content neutrality as well as consistency um working with uh councilwoman Corsair on that for consistency in appearance of the signs so we're in process already if you all would like to have David also look at sizes and different locations then that's certainly something that we might as well just incorporate with the overhaul yeah I certainly I have to agree with um with councilman so Industrial Area allows 10 in let's just assume all this is accurate for the second but in the business district we allow for 15 just it should both be 15 in my view I would just say though that when we go I and she's definitely in a very business side of the street and that's kind of why she but I I hear what Wendy's saying is that just rather than change things I just think we should have her you know someone right now she's going to have to do the regular process that's the process you know so why don't we communicate back with Miss D Bar okay again sorry to say what well so in other words because because today zoning Bo right we can't just arbitrarily we haven't changed the ordinance we can't just arbitrarily say okay go ahead and do it she's just going to submit a permit for it see how it goes if she gets denied it's going to come to you in your committee then you can make the decision and say whatever you think is I'm trying to that sounds like a perfect example of how zone so so for an industrial Zone yeah I mean I don't have an objection but you know I think when we're talking about making it you know boiler plate or you know standardized I think we should have a a discussion on that yeah not just put it in okay okay all right the second letter is H correspondence is from uh Jean bags U with um very nice things to say about John Sullivan the senior center and the bus service so they're very happy and part of the administrative rep is to get another senior to reappropriate to reappropriate not the sen bus but the expanding the definition of what the bus can be used for is that ever done no we there that was a request that came in through John if you'll recall I think we we spoke about it briefly at um the last meeting so the the the issue is is right now our our our transportation service is only eligible for senior citizens at an age uh uh level so there was a request there's a particular scenario in tenly where someone that has a mobility issue would like to participate in some of our activities and they can't put him into the transportation system because of the guidelines uh would the council have consensus to um expand the eligibility to allow for people that are younger than 65 that are disabled or have mobility issues to utilize the service well the buses buses are designed the system is designed so that people have to be able to get on the buses on their own right yeah well yes but this would be I think he uses a power wheelchair to I see okay yeah so they he could so he's mobile could be picked up on any of our comments Dan well the the only thing is is I I will just tell you I've spoken to a person since our last discussion about these the senior bus is so popular I would just you know want to make sure that maybe we have some data before expanding it on its use I believe that tonight you're talking about getting a second one and we were I was going to actually ask is that going to be an electric vehicle one do we have luck with that like a second I we can have that discussion so um I have pricing on both uh what's in the before you on on uh uh the agenda is for a gas uh uh power vehicle for 80,000 um an electric vehicle is also available and that would be $110,000 we have the ability to lease vehicles um these particular vehicles I don't believe are leasable they are available on state contract so the procurement process is um basically done for us I don't know whether or not we could lease these particular vehicles but because leas vehicles are deceptively expensive Lees are extremely advantageous they're effectively giving cars away on a lease basis um and it's way better than owning an EV depreciation curves are extremely high uh but EV lease curves are much more favorable why don't we look into that we can look into it I I I would just caution you that you know leasing terms on personal vehicles and what the Burl would be able to lease on a commercial end like this type of vehicle may you know not necessarily reconcile I'd be thrilled to be part of that this just to to finish this thought um which is before expanding the definition of like who we could take I just would want a little data on we might have I think we have a lot of seniors who use this is that and I just want to make sure that the targeted group you know can have that ability and I am hearing such positive things about I think we got numbers like last yeah August 5th I had given a report yeah um and I I just think it's time that the also just my part twoo is this town every budget cycle we talk about getting an electric vehicle Town owned and we never seem to be able to do it because not enough didn't we just buy one this year last year we just bought one last year I mean this this particular vehicle is like 40% more expensive for electric I don't think we have Clarity on whether that makes Financial sense so it's it was so it's $30,000 more but 80,000 be 80,000 or then it would go up to 110,000 yeah so it's $30,000 more but you know where this vehicle goes is it's all local as far as as far as it can go as the mall or the the um Supermarket in Englewood I just think that yes over time you save a lot with gas I just think it's time for us to be looking at purchasing green vehicles or Leasing if we decide we want to spend 40% more money on a vehicle then we need to know what the savings of the guest actually is for sure for sure and that's more data too but yeah right B so at the moment we have the uh the bus right that and and then we have a van we have one van um the van is that uh have we did we get that from the county or so the van that we bought last year had an accident so it was out of uh service for a while while it was getting work done at the body shop that is now back during that period of time the mayor was able to make accommodation for us to get a a van from the county lent to us um we technically are supposed to that back at this point um we're going to try to hold on to it make him come get it holding on to the um the with with the bus the usage of it is limited that requires a CDL license so only one of our part-time drivers has a CDL license so getting an additional van would allow for all of our drivers to utilize the Vans for the D Transportation you know more more days we twice the amount of days that we have right now so the ask is is to have two Vans and then still keep the bus still keep the bus because that has a that has some utilization on the two days that the driver with the CDL licensees yeah cdlc you did it there last thaty um i' I've it doesn't qualify for the bus that we know of but I have John suvin looking into you have to have a class B license with with a bus endorsement on I just read the manual discussions Wendy's going to answer that question well so this is a lease amendment that that we've spoken about before and it amends that that the equivalency of taxes would need not be paid as an additional rent which allows you to remove it to from the tax roles which allows you not to collect it just for purposes of clarification for any members of the public that may hear this because somebody made a public comment it's not exactly correct um when taxes are paid as an additional rent to to the municipality that is the same as your property taxes with you know 60 something perent to the school 13% of the county whatever it is the the breakdown um so it's it's not that we're taking that money as the buau it's that it's as if the the property was a commercial property being taxed um so this ordinance would be necessary in order to solidify and it would back dat to January 1 so that we would absolve The Swim Club regardless of what happens next year there's one more year on their lease dependent on what you all decide later um or in the future but this takes away the knee from the taxes for 2024 at the very least so we wouldn't have to have it disc it would be n proton yes would do it dated as of January 1 2024 it's taken a little bit of time um recall we actually introduced the ordinance back I believe in February some changes were made in the discussions uh so then it was reintroduced a new it was never actually adopted back in the spring and winter so the discussions have been ongoing since H January so my only uh question is does it make sense to hold off because of where we are we've been it twice Etc so with kindergan um he submitted a proposal today that will be uh refined we have an upper limit of um 4 450 455 or 450 where I should get the resolution out I've been dealing with here it is here right there it's um 5 554 okay excuse me 544 1555 um that's going to be a not to exceed number uh that'll be clarified there were a couple of things on his proposal that he's going to clarify on site with kers and Mike and myself tomorrow um he will be able to mobilize and uh start the project in the next uh I'm G toere this two to three weeks and he will have the job done by December 31st of this year uh the key into that is that we need to have this project completed by the end of the year to for the uh for the BR County open space Grant so J adct basically is being viewed as a nonresponsive to our needs and Kenan is able to perform the job he has the pwrc certification Etc to do it we're we're paying more than last we discussed with Val o on the scope and and magnitude of work as well as a known working resource and funding for recapture of funds yes what is and we're staying below the permitted amount even with the so the bid the sealed bid that was received was for $568,000 so in this negotia process under the procurement law you're able to award a contract that is less than what they bid we've rejected the bid so we can't award something higher than 56 and the bid you that was 568 568 amazing no sets the sets the uh the the um the estimates that have come in since are under that because we can only award under because all bids were rejected because they exceed so we're under our cap we're better in scope we're covered for aestus and we're not on time deliver are there penalties for a failure to deliver on yeah there would be that would be is spelled out in the contract documents this resolution by the way um is contingent upon burrow attorney bur burrow engineer being U accepting the form of contract so uh we can look at whether we put liquidated damages so if if they refuse to incorporate liquid data damages into their contract we can reject it and bring it back to you repeal the resolution cool so what happens is you stop because that's what I learned in you know driver's ed to stop when you get to East Clinton but because all the water freezes at that area I'm telling you I've slid at least a dozen times I'm talking about where the traffic lights eventually going to go right that Clinton oh right in East Clinton correct seriously no joke no again I've been there I know EXA so if we can just make sure since we're doing all this work on this I don't know if this storm is helping or hurting but if if Colliers if whoever could take a look at that that's the biggest safety issue um is that puddling of Frozen water at the intersection of bridge and East Co so when Bridge was supposed to be paved this season yes and when they start to do their homework Engineers they they realize that the storm water system I guess the technical term it's all cockeyed yeah the term of Art and they needed to fix that okay so so we'll talk to let's just make sure that we don't want fix this reach out to those people do it and about the benches I I just will say that David was very thorough in incorporating both what we feedback we've gotten from I think it was the what is that the senior services but along with other feedback like the one at corner of Hamilton is there and that really needs to be fixed and you know so so it's good I think it's a nice comprehensive list yeah so and I think we need to cons I don't no that was no it's on it memorial benches we're on Old benches go ahead we need a motion for that to go to business no for the 12 locations everyone took a look at the um some of them say two benches some of them you know so how how are we getting to 12 well there's the 12 locations um I the note was uh that the area could use more than one bench but if if the consensus of the council is to put one at each of those 12 locations then that's we start with and then you know as we look at additional benches in other budget Cycles or you know U reappropriation of funds at some point we can take that issue so basically these are proposed locations but the number of benches can be can end up being like 16 or would be if if the council wanted to cover all 12 locations and it would be one bench in each of the okay all right next is angle and Hillside pedestrian crosswalk so what did we decide on the on on the benches benches is it going to be one at each one is that what we're forward with subject to change in the future we not even allocation of 12 going to one of each location one of each 12 future yeah add okay so one at each of the 12 okay all right angle and Hillside pedestrian crosswalk evaluation yeah so the chief of police and our traffic engineer have looked at the uh request for crosswalk they have come back with a recommendation not to proceed with putting across application um the uh alignment for uh where the requested location was would require some uh extensive uh modifications to the area because the the crosswalk would line up where a fire hydron is so we' have to move uh the crosswalk and accommodate U the need for that and there's some elevation issues um and there's driveways right there right yes and the chief also uh had addressed uh the the unfortunate fatality that took place a couple of years ago that was mentioned in the by the folks that requested this crosswalk um and the circumstances of that particular um uh pedestrian uh accident would not have been prevented with a crossw unfortunately so the chief is recommending and backed up by the traffic engineer who doesn't believe that the warrant are there for a crosswalk um the chief also wanted me to uh mention that by definition all intersections are or are effectively crosswalks whether they're marked or not so actually David since we did have people who had come and and inquired about that particular area do we have a mechanism for for them to receive this feedback since it was in fact studied and will they be getting contacted uh we can I don't know if Omar has their contact information if if he does from when they made the public comment we can certainly email them and I have the latest write the individual resident who emailed me we reduction and the buffer zone around the bamboo but I did have a question regarding our original code did we have where it required them to have the yes the plates or whatever barri the barrier but we keep hearing from people that that wasn't done right and it's going into other people's property so I just wanted to ask is it is that is that piece strengthened here there's no change on the enforcement or the requirement for the barrier the only difference is that um no part of the bamboo plant may be within two feet and so the barrier needs to be about at least 2 and a half feet away because obviously the leaves come out um so a minimum of 2 and A2 feet away from the property line is where the barrier would need to go but no portion of the bamboo may be within 2 feet of a property line that's the only way that this is actually changing the enforcement the requirement to mitigate somebody else's property that got across all of that remains from the original and then what about the issues of height because that seems to also be is that something that when you were tasked with revising the ordinance and studying what other towns do or getting more familiar with it what what about that piece about height um so to be clear I was tasked with making the revision of the buffer area I was not tked with researching height okay so meeting the height oh you weren't either okay Julie the height is the height issue is no different than trees right right we don't regulate the height of trees or bushes unless they're within like turning on a corner and they're blocking your view of you know Traffic Safety to turn that's the only time we um and that's covered by your sight line rules anyway regardless of what the foliages but if you have a tree in your backyard that's 150 ft tall there's no requirements to but so then my question would be I know we've had some issues with um Hedges that because they are different than trees in the sense of you all decid to regulate that could be blocking completely like a wall like hedges for our so we we don't do anything with height if it's a natural nothing with height and density with natural living yeah okay plants so it's a two and A2 foot buffer rule no two foot buffer but because it's the any portion of the plant the actual um barrier barri the barrier must be be a minimum of 2 and a half ft depending how wide this grows or how you know wide you want to let it get as far as the different variations of bamboo plants as we've now learned so that includes the as you go higher up so if it's overhanging with the buffer yeah so they'll have to they'll have to manage that kind of like so it starts to bend but within the two feet that's just something that people with bamboo should be conscious of yes with the with the ordinance change I just want to so they're and to to be clear the ordinance before had that requirement within the 10 feet it's not that this is something people were just not correct right so it goes so it goes over it's still within n it's inred approaching in the buffer okay just a point of clarification because I'm dumb uh you can legally cut a branch that comes over into your yard today correct okay so that's all true here this puts the onus on the bamboo owner to maintain that at a two foot distance correct okay so there a little bit different well the difference I'm saying there's no difference from what the ordinance previously required only difference is the the width but that was required in the original ordinance or the ordinance that's on the books today now what
