thank you thank you all right um let's go into if we uh could number four there um the TDC update and request Cale can you come up for that please uh just a quick update from the trace Development Corporation um those you remember way back when prior to co we started working on a feasibility study for a hotel uh fast forward four years we got the study back early this year um showing very promising for the need for lodging in our community just off of the current day-to-day usage and uh with some of the projects that are coming up um once we got the report back and working with the Development Corporation and Tom and Jeff we vetted out a couple different hotel properties types of hotel properties and have landed now with a um with Windam properties showing the most interest and having the most to bring to the table in our community with this has came up location for the hotel in Tracy um one parcel obviously being the the old red rooster lot as an option but the lot that is most favorable would be the lot um with the city park on it on the corner of 10th Street that would be the shared parking lot with the Caboose so I'm here tonight to ask in the near future for the council to entertain the thought of relocating the park and um selling that parcel for a hotel at this point um just to show you what they're thinking I don't there's quite enough for everybody the reason why the this lot is the more favorable lot for everyone um it actually would fit nicely in there the conceptual drawing that we're at right now would show as you walk out the front door you would actually be facing to the West looking straight at the Caboose parking lot you can have this [Applause] one so that's what it would look like three stories 63 units swimming pool um yeah so I guess the development corporation's asking if the council would have any interest in exploring that lot as that's the more favorable lot for this addition to our community and we're not signing off on anything tonight except for the agreement that to explore this option we uh there is a park there that is the best option that they have told us um where there is some land right around that area to move the park to um I will tell you one of the one of the issues that we would run into with moving a park is the Park equipment that that is down there is probably needs to be replaced anyway um because how old it is the I think it's a merrygoround and a is there a teeter totter down there that doesn't meet any any specs that that you need anymore so I don't believe you can just pick them up and move them you would have to you'd have to get something new in that area I don't think it'd be that big a deal to pick up the uh um the the picnic shelter but so alls you're doing really would be tonight and we'd be looking for a motion second and a vote on whether that would be at least you'd be able to Entertain Entertain that idea of what what we're looking at or that what the TDC is looking at here I'll tell you that they put a lot of time into this none of it came from myself it was all from the TDC and Tom and and this is just this this is a arose from what something was that was looked at 25 years ago and it's just come up again and and uh so questions for Dale is on the agenda you can ask him questions what is this that has like the two like garage doers probably that would be garbage a potential garbage location garbage dumpster location again conceptual drawings um the the point we're at now is they have offered a franchise agreement for a year um one year to break ground um obviously the the next step for the Development Corporation is to find investors and then form an LLC that would be the ownership group and then start working with uh property management groups that would manage the hotel and you know get the legal Parts done um but really the only thing standing in the way right now would be any raising of funds other than Lo loan funds so they they're Lock Stock they're 100% on board uh actually Windom properties has exceeded they're willing to put about 400,000 towards this project as a grant um just because of the amount of need they see in our community for something like this and you know the the ripple effect of all the businesses in the community from this you know anybody saying in the hotel is going to be getting gas and eating at the restaurants and hopefully shopping hopefully not frequenting the ER but possibly um it's a needed it's something that's very much needed in town it's something that's needed in town it's something that's that's been really close a number of times Jason and I were just talking about that the number of times since I can remember that you know I think the last time it was really close but we had the moratorium that that that kind of shut us down and yeah then it was in the works and Co slowed it up for a better part of four years so the indoor pool could that be used by the community that are not staying at the hotel you know that would be some parameter that could be worked into it I can answer that there is there is the yes there is the ability with the American they they uh actually encourage their the community to come in for birthday parties or whatever it might be they even have some sometimes have U um like where they have the the water aerobics and things like that during the during the week is is this one like similar to the one that's in Windom I have not been to the one in Windom um this is their New Concept American has been a push in the last 6 to8 months Windom properties have been trying to push the American Hotel more um because it it meets the The Traveler it meets the contractor needs and it meets the family needs with you know the pool the continental breakfast the Extended Stay rooms you know some of the rooms are extended stay for some of your your contractors that are here for or business people that are here for 5 days um the the concept of this hotel is their more recent color schemes and and room designs I don't know how new of a concept that is and versus the one in Windom that's a that's a that one like three or four years old so guessing be real similar you know I know the one that they're working on in Mountain Lake right now they actually I believe the city put money towards that hotel um in offset of a public pool there's still some fine details on that I do know like Jeff said that they do rent out for occasions I I don't know I don't know what the fee structure like that would look like yet D um your fee ability study uh how many units does that study suggest that a Tracy location could support so the original feasibility study was a 42 unit study in redoing the calculations with Windom and with the the needs and some of the more immediate needs in the next 8 years um the projection came to between 60 and 65 units this lay is out right now as the conceptual drawing at 63 units and what would be the rental rates do the range do you think you know it obviously with any hotel they they seem to fluctuate um as a whole looking and maybe Tom could speak a little bit to this I know you did some random searching on Americans there were anywhere from that 95 to 120 that sound about right I remember you had a bunch of them printes it's considered a um they Windam has like several layers so their entry level layers would be um super eight and micrel like over in Springfield and I don't remember there's two or three this is the next step up so it's is a little nicer much more family oriented uh breakfast in the morning that kind of thing or pool and in looking at like in the closest one would be Marshall and Tom if you got too much more to say I need you to come up here would be uh probably in that I think what what Dale was mentioning is is they have they have a a a projection of what they will allow to have charged and then they have almost like 1.5 million um individuals who have their Points Club points or whatever their reward system rewards and so they have a price structure like for rewards members they can't be undersold and so we'll get in a whole lot more than that when we kind of get to the nuts and bolts of it D besides the ability to buy that Land from the city uh does the Development Group feel like there's going to be any other special considerations that uh will be needed from the city to make that project fly make it cash flow from the city the only other things would be infrastructure and uh I have visited with Shane briefly just about where we would be able to connect sewer and water um I don't believe water at this point would be an issue depending upon where the sewer would need to connect there may potentially be an issue with the 10 Street sewer um but no other other than from our stand point you know getting the the basic you know obviously pay will'll pay the hookups for the water and sewer or not will the the LC that's formed for this the ownership group of the hotel will pay their standard hookup fees they'll pay their Standard Building Permit fee and yeah and property taxes you're not seeing a need for tax increment financing or anything like that you know at at this point um not having all the funds started to raise the funds because it's hard to raise the funds when the ideal lot is located in the city owns it so it's you know I couldn't just say hey Seth will you will you sell me if we get the money raised will you sell me this lot you know it was more of it kind of had to go to the public eye right um right yeah so that's I'm very confident that uh the meeting a week from Wednesday that hopefully that goes well and they'll we'll have enough fundraising done that we just get the process moving so the answer to your question is other than potentially some sewer infrastructure on the city's part um which I don't know if youd really call that part of the project if it's something that needs that's on the list to fix anyway but no so the answer is no just the the relocating of of of a park and the sale of the lot is the square footage of the proposed new site for the park is that roughly what what the park is available for the park now or well the the map and I don't know if you got one of them or Brian's got one I can see right in front of him you know right now we're getting it on there within the parameters of the setbacks and making everything fit preliminarily I do know there is a slight maybe a slight concern on the very Southeast Southeast Corner as far as depending upon where you draw the line for the setback of the road and exactly where the building lays could potentially with the overhang of the building could be within a few inches of where we need to be but who owns the parking lot Caboose the Caboose owns the Caboose owns a majority of that parking lot um part of that parking lot part of that parking lot is in the city depending on which map uh Which online map you look at versus you know Google or onx or the County website the the lines all move just a little bit some show some gravel there some show no gravel there um the Caboose is more than willing to work with you know an easement for driveway and stuff like that and would that be paved then what's that that would then be paved the parking lot um right now in the initial budget the entire Paving of the parking lot is not included Paving of parking Hotel parking and the hotel entryway would be pavement of some form whether it be asphalt or concrete that's a large parking lot to [Music] pave if there's no other questions I'd be entertaining in motion to just entertain the idea of of what we're looking for what the TDC and what the Eda is looking for in this situation no commitment I'd make a motion just to move forward with the project and keep digging into it I second that do we have another discussion well I just would like to add that I just think that this is a excellent uh proposal uh something badly needed in town and I I think that uh uh we should be able to create a nice park across the street and I just right on the surface of things I just looks like a win-win for the uh city of Tracy if this can go forward so I think we should at least uh give it some serious consideration do we need a roll call or just a okay so roll call please hiisu yes sh yes Henri yes said well where do you where do you start where do you where do you end that um there is and I can understand everybody's and even it came up a number of times about the potentially just having certain parts of the city but you know as you know we can't we can't have certain parts of the city that ordinances affect and then it doesn't affect in another area that would come to the point of well just because of the area that I'm living in I can't you know so that that was impossible to to please everyone you know and and uh and and I and I truly believe that that uh you know for everybody that would want something like this kept within the city I you know I truly believe that you'd have a number of people that would you know that absolutely are in agreeance with the ordinance you're not going to make you're not going to make everybody happy in any kind of ordinance so but I'm still you know I'll still take take phone calls like I always do it's just uh you know I really email sent to all of you that came from the uh the neighbors to the that were out there right next door to it with with new pictures um Chief licky right now I'll probably address it or I'm going to have him address it when he comes up here um about what our next steps were going to be there you know so that and and he will address that him and I have had multiple meetings about that one I just think people need reassurance that yeah we have not just given up absolutely thank you but you Al received an email probably about an hour ago that I that I sent out I had a meeting with the uh with those grants that's right um so I just wanted to remind everybody that on Saturday we'll have a quick um make and take ornament activity from 10:30 to 11:30 we've got about a a couple of little out for more information on that I'll be working on that now after we get everything done this week so any questions for me is that paint party is that children or adults or what is that um it's ages 12 and up yeah I will be doing a yes you are welcome to right you know and you know it always depends on the age of the kid but usually um for those we do 12 and up you're trying to get the artistic kids hopefully is that right or or just any it's for mostly for older kids teens and adults so and we'll be making a u a tree painting okay for Christ they don't have to be professional they just have to want to have the love right yeah and the company is always great and we always have a blast um and she walks you through every single step so you will end up with something that looks good with your collection policy that you have on here too is there anything changing or you're doing different or you just making people aware no so the only thing that uh we changed as I mentioned was that there's the new banon book bands that went into effect August 1st in Minnesota and so what I did was I just changed um a little bit of the wording so that it's in accordance with that state statute and then you know it references it in there and this is what we need to follow in order to be compliant with the state statute um so that's really the only change is everything else did the same okay any upates on Grant um the only one Jeff and I had a meeting last week with um on one of the Mind ones and it turned out with the Swift Lake Park one that we were considering that they thought it was going to be a bit too too many Hoops to jump through for a relatively smallish project that um by the time we did the 2 years worth of work that we would need to do as far as engineering and planning um that we would probably end up spending more than it would be worth our while to apply for the grant so at this time we have not been asked to apply for that one um I do have a couple of other ideas that jefff and I have talked about that we might be able to supplement what we have budgeted for that for next year so we will work on those still looking into it but with federal and state grants everything has to have a a Engineers plan and and with a smaller project and engineer plan going you know it's going to be you know upwards of 40 to 50% that's what they're expecting and you know when you're doing looking at a $160 project then we'd be spending the same amount of money so we don't know for sure it could it's it's h for that particular well for one of them that we're talking about is for the bike path and so we're still scheduled and have that budgeted for this coming year so we're going to just keep looking at it yeah and that was the other problem that with it it would push the project out for 2 years so we wouldn't get that done until you know 26 27 at the earliest and you know whether we would want to wait that long you whether whether the trail can hold up that much longer um it's kind of iffy so um a meeting machine was uh he said that it would last a couple years but this coming summer there'd have to be some kind of of uh oh film some cracks and fill in some holes so it's something that we could that we could consider CU what we were hoping is be able to use the 115,000 that we had budgeted for that project we're hoping to use that as a a match for a larger project or a couple of larger projects so yeah and you know we do have um another Loi out there that we were planning on asking for some funds for the um Central Park sidewalks and if and when they contact us and and do the same thing where they interview you about what's in your lli um I want to ask if potentially we could add the Swift Lake Project in with that one and just ask for a larger amount for that Grant if it would have the same limitations or I think that one was a year earlier wasn't it yeah that was yeah that was the was 27 this one was 26 yes yeah so that one um you know we're still wai waiting to hear back on that one that one I think is a Statewide one and the one we were looking at um before was a local one so they got back to us more quickly but Val your application for the pathways uh and this Central Park um and that would be based on the comprehensive plan that we've already improved yeah it would yeah it would be exactly what's in the the master plan and so we would have to follow the comprehensive plan pretty much well I mean I don't know if have to is you know this is different from the DNR Grant where they require you to have them to all facilities before you can do any other work um I'm thinking since this is mot it's probably going to be a little more lenient than that um so you know it would be up to the Parks Commission then if you know we decided Well we can't quite swing all of them at this point what what can we afford to do I think that's but what's put in follows the comprehensive plan and it's helping our grant prospects that we have the comprehensive plan that's absolutely because then when something like that comes up I can just pull the trigger and say okay let's apply for this and see you know based on what we already have well it sounds like you got a couple promising leads so I hope so keep working on that that's great to school just real briefly update on that a little bit so that one we also submitted an Loi for um you know that one's pretty much going to be a sure thing um we just need to meet with the group um who's been working on it and talk about um the plans that our Consultants have given us and then decide which projects we'd hopefully like to move forward with for infrastructure for next year um you know based on how much how much we can afford and um when you say get together with them or is that the srdc group that's developed the plan or the city administrator and yeah so it would be Jeff it would be um Mike mson and Chad Anderson from the school district Todd Miller yep um who else is in well SRD um kby Chris web would probably be yeah we've got a couple people from SRD um Southwest Health and Human Services I believe as a participant um depending on where the projects go there's uh about I think it was 10 pages worth of different pieces of the project we just have to pick out which ones we want which ones we can afford we have the budgeted um amount that we would need for a $400,000 project but if you put all the projects together and you're looking at a lot more than 400,000 so we have the estimates for each little proposed segment yes now just having time for that and and we we've discussed with the the the school about you know depending on where the projects take place on their involvement in it and then also it's probably going to be pretty quickly we're going to have to get a hold of if one of the projects is for the around the St Mary School we might have to get them involved also what around St Mary's but they have side box going up there there was some there was some enhancements to that that also yeah I think some crosswalk improvements there yep yep yep that's right so now having the time to get everybody together to get that yeah so what what we will need to do is um yeah meet and decide where we're going and then they'll basically pay for everything but engineering so and they will pay for everything the engineering so so it's a great great opportunity if we can if we can come up with you know however much we can we can afford for sure and keep in mind too that you know this is a plan that's good for what five years 5 years we can we can yeah and I and I think we can do it in pieces also we can and they encourage you to reapply you know in subsequent years for additional projects your plan lasts for five total years and then I gu guessing that if you keep it updated you know it's probably not that difficult to update it if it's current and just expired so so Val and Jeff do you anticipate uh this group get making their recommendations on want roads to happen within 30 days 60 days or when when is the next piece of the application or when is that January mid January I believe so we have to have that meeting and make some decisions before that so I would say it has to be done sometime before the holidays in December yes okay well keep me posted on that y y y on that thanks pH Jason you want to go jeez what did she do you guys are so fad just a little update on uh where we're at with the uh radar signs that we purchased um we run into a couple roadblocks the state uh um has a specific list of vendors that they want these things purchased through so we're trying to get the vendor that we purchased them through to register with the state to meet their requirements to get the state to allow us to have a permit to put them up so we're working on that um we ended up with four of them um and as I described we we got the shipping cost waved so we didn't pay any shipping on any of them and um so we're just working on jumping through some hoops with the county and the state right now to to get them placed I believe the county one should be up fairly shortly I would hope so so much different than other ones I see other cities have them approved vendors because the vendor was An approved purchaser from the state of Minnesota so yeah that's we feel they'll all be used regardless but it it's it'll just take a little bit more time yeah um and I talked to the I talked to the company and and said if here's what we need to do they said we'll work with the state and try to get on that list and um we had a discussion about if we can't get them put up on the highway because the state won't allow us to put them up on the highway we we'll ship them back to them so we won't be all those so we still have the county ones that we could put them on in Pine Street y count 11 yep yep and hopefully those will be up shortly yeah okay good so um other than that the only thing I was going to mention is the 30th of the Parade of Lights coming up I didn't know if anybody else is going to mention it but I thought I'd just throw it out there and um there is slight chance snow Wednesday night I'd just like to remind everybody that's watching that snow emergency stuff will be coming up don't park on the street if there's more than a couple inches of snow we don't need people blocking the routes for the plows so we still have that alert system if people signed up that's still alive and well yep we still use nixel thank you couldn't remember what it was called yep just to the fact that yes I'm working on it with a county attorney and um it's our it went to court last year and so that party is under probation and so we're trying to use different Avenues to put a any hey um we had a good October we were up about 8,000 in sales um the cash flow was up about 20 um our cash flow was like 21,000 for November or for October um which puts us above budget for so far shop there so that we can put money back into the budget for them or back into the city November was National Beer day or Minnesota beer day so we had a sale for that we are planning to do a Black Friday liquidation sale and Thursday we're closed but Wednesday is like one of our number one top days of the year so we're hoping for a big day on Wednesday so other than that if anybody has any questions do you have any extended hours Wednesday night or is it um oh that's you know what good point there we're open till 10 instead of nine that day oh okay so yeah but otherwise just Rolling Along line um completing inventory okay any special events coming up in December wine tasting events or any um you know what we I talked with bra brothers and um we're going to probably do a tasting but I haven't decided figured out what day we're going to do that yet oh okay in December Yeah Christmas she's willing to come in and quickly I know right so we need to get with her schedule and ours and see what day works for them all good the figures look good I'm sorry what figures look good yeah keep rolling Jack them up in 2025 too I what we'll jack up the projections 2025 you always do that residents for shopping local yes definitely it just goes back into their funds come you're up been a well Jean's got more to talk about that's true I'll take up all his time um any questions on my department head report a lot of stuff call going on you heard some of it uh I spent quite a bit of time in last month uh with the CDC and working on the um Hotel so we're really really really excited about that and looking forward to a lot of stuff going on then through the next few months I had uh what I'd like to use kind of my report time then uh if you don't have any other question send us a report on the iPad here you go I must scroll past on yours it's right after the library the first one right after the library there's the library down the other side um I have talked about the potential of putting together a local Housing Trust Fund and uh this is become much more of an important thing for us to consider big brought it to our attention I think way back when I first started um Jeff actually brought it to my attention and gave me some information that he'd been looking into I started hearing more and more about it at some of the at the um convention that I went to for uh Minnesota cities um and a lot of the information that I was getting um recently bolig uh reached out their funding team Laura and uh mentioned that we should seriously considered applying there was a um a grant available through the state of Minnesota to set one of these up and to guide us through I made application for that and uh we were chosen um and actually Jeff and Tyler and I had a webinar this morning at 10:30 meeting with uh Minnesota housing to talk about what the advantages are of setting up a Housing Trust Fund um Tyler was very instrumental in asking a lot of good questions about what that means as far as recordkeeping and the like the major reason for looking into this is that the state of Minnesota has obviously started looking towards that as an Avenue of working together with cities of various sizes they've already done a lot of this work with large cities henpen County Minneapolis St Paul Redwing a lot of the larger cities have had these in place for a number of years and it's an Avenue for them to apply for matching grants um the what hasn't been as uh prevalent as smaller communities putting these together but now they're incentivizing so the most recent um legislature put together uh combined funds that they have set aside already and some additional funds 5.8 million is available some of this certainly is going to be going to some of the larger communities but we all have an opportunity to apply for matching funds uh the first $150 or 150,000 that we would set aside uh is a one toone match $1 1 15,000 coming from the state of Minnesota for a total Housing Trust Fund of 300 the next 150 is at a 50% match um we don't have to go in for any particular amount we can set aside 50,000 of funds that are already in our housing fund which is nearly a million dollars um which although that includes money set aside that is supposed to be used for the payoff of the bonds so we can't actually use that twice but there's more than enough to set aside um you see in the second page way at the bottom right hand corner one of the main reasons to look at this is the leveraging and this is why Bly made this a point this allows us then as a city of Tracy for the Tracy housing fund to apply for other matching grants not only through the state but through USDA and a number of other sources and the prediction in this particular one is for every dollar that we invest it could be leveraged as much as $6 another one that came out from the state actually said nine so this is um it's not everything but it's been likened to another tool in our toolbox for housing and uh it really sets us up in a position where uh we can go after uh funds for a variety of residential development remodeling one of the things that really was an interest to me was uh this also would apply towards uh assisted living and it it came up in our housing study the number of H Assisted Living units that we should have in place in the next 10 years and we do not have an assisted living location in Tracy by the the pure you know whatever uh the way that it's set aside we have the nursing home we have O'Brien which no longer functions as an assisted living as senior apartments but we're missing that kind of a gap and this actually does provide resources for putting something like that together organizing it or the studies for it so it really gives us a wide variety and um that I think probably the reason why they have this under the that is not only the Aging Baby Boomers that are coming up to those ages and those brackets were where they will be transitioning from their homes to an apartment potentially and then to some assisted care and then you know perhaps more additional care those open up houses in the city then as well as individuals transition and that might be one of the ways that we're able to actually um provide additional housing in the city of Tracy for individuals that are moving out of apartments or moving into the city can you reassure the board that this money that we we talked about this morning it it doesn't leave the city it's just you know just reassure that you know we don't have to send that 150 or 200,000 no what it is is basically setting it aside one of the first things that we would need to do in order to actually apply for these grants is to pass an ordinance that's the first thing that probably will happen in January but those funds stay right within our books uh and Tyler was asking a lot of questions how much of a differentiation does he have to do we're already keeping a separate kind of journal entry for our housing anyway so there not going to be a whole lot more than that basically relabeling the money that's already in the housing fund and if we can if we can get a match of 150,000 by relabeling 150,000 that we have in our general fund that's set aside for housing be good for us so are there any income guides guidelines or anything that people need to qualify to be able to th this will track very close to what we have done through ukap so a lot of the programs that this is set up to involve would be some of the programs that we've already done through ukap with those um income guidelines so it is low income and moderate income is what these are kind of tracked for we have been working with ukap on the current program that they have um they've already told us or at least hinted that they may not have the um employee resources to be able to continue to do this on a long-term basis it does it is very very involved and it might be something that we need to perhaps do on our own we may be able to apply for some of these same cdbg funds we're already through bolig uh applying for that $600,000 cdbg Grant which would be infrastructure through deed it kind of revolves a lot of these programs are intermingled and kind of build upon each other once we have one in place then we're putting the rest of the pieces of the puzzle so this could be used for our uh development over on Front Street as well small cities small cities development I guess the reason I'm asking is I've heard a lot of comments and inquiries or whatever that you know there's the options for the people with the lower income guidelines and everything but there's still this fraction of citizens that fall out of those guidelines they make too much but it's still very challenging for them to to build a house with the costs and everything nowadays and that has the city ever looked at if there's a program out there to help the next I don't know what politically correct but the next level of income people the income guidelines on a couple of these are 115% of what the I don't know what they call this this modered um moderate how households so lion County um 80% Ami is kind of one of the lower portions in there a family of four would qualify at 73,3 of annual income we as a city are at about 53% below of at you know below these numbers here so yes there are individuals who are making more than that that may not qualify but the vast majority of residents that we're working with that need to make some of these cannot afford it probably can't get the loan to do it to do the remodeling um for the new roof and you know siding and uh furnaces and those kind of things for remodeling purposes it is geared towards low to moderate income there's really no programs out there that help that middle there are Minnesota housing has has a tremendous amount as long as you dig into it there are a lot of I mean it just depends on what you're looking for is it down payment assistance is it is it actual grants for a for a new house you know I don't think I can answer it for sure and and I don't think Tom or I can completely answer that that question but besides what we're doing somebody that makes $100,000 I'm just even number $100,000 you know there not going to qualify for the lower income ones but $100,000 it's not like that's used to well the two houses out on Front Street are 128,000 you have to make below 128,000 so but are Jerry are you talking $100,000 income yes you're talking about the no he's saying out there you can make up to$ 128,000 okay yes for family for family yes couple would be a little higher even that so it it it is it goes like one 2 3 4 5 you know depending upon the household the income limits continue to rise but I the ones that I have looked at thus far as far as the housing funds that are coming out from the state are geared towards loaded modered income uh many of them are for rental assistance programs which we really have not done a lot of um but I think where we're really hurting is some additional remodeling uh particularly in advance of some of these homes going downhill I mean we've got Jane and Jeff and I looked at about 12 homes owned by the state of Minnesota that'll go on tax forfeiture probably nine of them have to come down we can't catch up to nine homes building brand new we've got to get ahead of the curve here and get some of these before they just go down because people couldn't afford to put a roof or abandon them and there they sat you we we we can't build $350,000 homes to replace these $80,000 ones that are affordable that's the hard thing right now this is it's challenging for a family that's making say 12 125,000 to even pay for a roof I mean roofs are not cheap nowadays if Dale was here I'd ask how much approximately would be be to reshingle and that a roof I mean we're talking depends upon how big of a roof but I mean yeah 7 to 15 I was just going to say I think it's more like the 15 once again dep upon twostory how big of a area all those kind of things factor in you're right and that those are the ones that are at asking what about us yeah I need to replace my house but I don't have $20,000 in a savings account here to pay for well and these these programs many of them are not pure grants they're loans they have a mortgage associated with them and so individuals that maybe are making 100 to 120 it's thought that would have availability to be able to get you know a second mortgage or a home improvement loan uh and their standard where individuals fall below those income guidelines I I wish I had better information I'll do a little more research to see what might be out there but everything right now that I'm looking at particular with this program is low to moderate we keep our eyes open because a lot of people are asking what about us and we just need hosing period yeah I do think this program would have promise so for Trace it definitely help any other questions on my report or anything else going on anything you heard science you show the sence no could um we have science I reached out to uh Drew to contact do have have two of them so these will go right underneath the Tracy Minnesota with the population sign on the east side of Highway 14 and the west side of 14 and there we go stay there a second TV land did you flip me around there you go I did but it takes a second no turn the other way all right so this is what we've got we' like to set up some kind of little unveiling type of thing so they're not going to go up during the winter in morning so yeah thank you looking at the original one or the latest one okay Shane yay our favorite sign hear that pop when I stood up all right uh I'll go into a little SE um incident we have going here after I guess to go over my report quick first uh I guess main thing I guess visible that people see we have going on I guess is uh tennis court removal uh we're over 50% haed out um currently stockpiling that across from the vet clinic and then it'll get hauled away from there so it's not really accessible for any large truck to get in to hauled away from where location is so that's going well uh we did get our um new backo loader in uh was it early last week I think um actually used it twice already so that's working really well so D yeah they got it dirty it's dirty now um other than that it's been tying up a lot of the year end paperwork I'll probably be doing that for the next couple weeks for sure so um getting ready for winter putting plows on make actually want one plow put on today and uh all the sidewalk equipment's ready to go so waiting for a few parts here and there for the salt spreader but it could go if it needed to but um any questions on my report I guess before I go on um Shane I noted your item about the uh courtesy van at the airport is that that's something at most um airports offer airports are size uh very common uh we don't have you you get like Marshall they have a a rental Fleet available where they could rent a car so bigger airports don't but say most of the smaller airports do so just something cheap and airport users pay anything at all for that vehicle they put fuel in it but other than that not not really it's why most of them are retired squad cars or just something that's what we thought about as just a retired squad car the next time so the van's worth 3,200 bucks I mean it's not a not a huge thing and it's not real pretty so it really don't matter it's kind of useless to any other Department I guess in the city so run it till it dies I guess so yeah we don't know why why the engine one on has only got 80 something, M 87,000 I think on it so for an O2 that's pretty good but we don't know say what caused it they get maintained frequently and the guys run it once in a while is for when they're mowing out there they'll bring it in for launch and you know it does used for other purposes but so yeah it looks like Shane is that that's quite a project to remove that pinus is that taking a little longer and more difficult than you thought so the edges are you know 8 n in thick The Middle's about a foot thick so it's it's a lot more asphal than yeah initially what it looked like so so probably several overlays over the course of that we're thinking at least four if not five really yeah so how old was the oldest one you have any idea I think that was put there in the' 70s but cuz you could see actually paint in between different layers so interesting well um will the city be able to recycle any of that binus for a future Paving project not really for us but it'll get recycled for a future job somewhere but it's going to get hauled um dunck and Marshall and they'll regrind it and recycle it do they pay us anything for that or just I'm just glad we're not getting charged to get rid of it okay I didn't know how that worked well it's good it's being used yep so we don't have to pay the landfill for demolition that be their next Avenue so now we still got to haul it so yeah it isn't much shorter distance all right I just want to brief the council um we have a a sewer issue that was been going on I wouldn't say it's been going on since the project that's when it occurred but in 2022 when they did the the phase 3 A2 project um it's the old elementary school apartments on for 442 Roland so there's two sewers that were found near that building one one was obviously to the building at the time it was a different owner um and they only had able to access I think three of the apartments that they they died and they verified you know they had two different ends and then one of the um was there seven units one of the five in the middle that they they died and they all end up going to the same place um they found another sewer line that was half full of mud and it was dry had spider webs in it looked like it hadn't been used for years they abandoned that um thinking it was from an old building that got hit by the tornado or whatever um well it turns out that sewer was active yet I don't know exactly where it was flowing to but um so when they abandon it you know they they fill them plug them fill them p a concrete on the end so to you know they don't have erosion or whatever the ground and then they um you know they moved on they disconnected the one that was clearly active so now in I want say February March of this year we got contacted by the property owner and it's been almost two years in June it would have been two years past June that that project was done there in front of that that property so almost two years later they come up to us and say that hey we're we're having sewer issues but they had been starting to snake it back in I think January of 2023 when their first uh sewer cleaning effort was done and for a while it was going somewhere because you know they two months later then they had had to nakak it again or and eventually they got to the point where it wasn't the sewage wasn't going anywhere so um you know it boils down to is you know sewer removed not really maliciously but um clearly this was an RD project to get rid of inii but um you know we had they had to deal with rep Plumbing part of the apartment to make everything flow to the one sewer instead of the two sewers so um from here we're not sure where it's going to go but um we just want to let everybody know ahead of time before it does go somewhere and you guys like well I didn't know about this so again there was so many moving Parts where you had a the the project was getting done when it was owned by one person or one group and then a new group bought it when the project was was uh and then of course they ran into what the problems were and and accumulated about $113,000 worth of Plumbing bills and and things like that and some of that was infrastructure that they had done and so now it's and they've come come back to us saying okay this shouldn't be all of ours so it's been like shean said six months that we've been working on with with isg with ourselves with uh um the contractor and the the owner back and forth so we're getting a lot closer to a at least a solution we don't know exactly what that solution is but we're at least working everybody not right now is working together on it so just didn't want that to surprise anybody okay any questions on that so was the was the second line just used for one unit or uh think go three out of the seven which is very odd because they dyed the two ends and the end closest to that sewer wasn't even hooked to it it was the ones in the middle so it didn't really make a whole lot of sense to that that was the case but that's you figured if you d one end of the building the other end of the building and one in the middle and it all goes to the same spot that the rest of them were they're they replum the inside to go to the drain line that's there drain line that's there but they didn't know that it needed to be drained to there so then they were there was it was going underneath basically gotcha so but they there's a chance that the new owners actually opened up those you know a couple of those apartments and you know came into something so there's something in in uh their disclosure statement that I we don't we don't know for sure it's right now we're looking at it it's it's nobody's fault but there was got to figure out the solution y yeah that's what we're trying to figure out as a is a is a solution for the whole thing because the uh the new owners have done real well within the city and and done a nice job with those apartments too but so we're just working on it I'll probably let you know with an email when we when it's all taken care of okay any other questions thank you all right before we move on to last couple of resolutions um I just going to give you a I want to you know announce this this is you know with the ordinance with the sewer line clean out we uh did a dry run with uh um a uh company out of battin for sending us a video of a sewer line of a house that was being sold of course it didn't have to be because it's not December 1st is when that starts so anything listed any house that exchanges hands any whether it's with the real estate agent whether it is a a hand down to a uh um an air or whether it's an exchange with a private ownership or whether it is a just a private sale to another person they will all adhere need to adhere to the uh the new ordinance where any house that gets changes hands has to be um looked at for inii it has to be looked at for your sewer all the way out to the boulevard so that is uh right now we've got three companies that are doing that for us going to do that for us that we've talked to um but that is it's going to be on our website it's going to be on Facebook and I had sent every realtor that sold a house here within the last 3 years has all gotten a letter and an email sent out to them so we've gone above and beyond to try to make sure everybody knows and then as as as uh rental people or rental uh people that rent houses here in town as they come in um then I'll give them give them another another list or an envelope for them with the the the instruction of what needs to be done Shane come up with a a it's not a application but it's it it can be considered an application it's an application and a uh what would you call like a permit a permit and that has to be turned back into us and it has to pass before it can be moved on so so how we rely on homeowners to let us no we will have if anything comes up with a on the MLS that comes with within a realtor they will get a phone call from me immediately okay but say I'm going to sell my place to Pam yep who regulates that we follow we we're going to we're going to talk to the county and anything that goes through there okay but it's all under the same ordinance and everyone will know about that ordinance and then we have we have actually an it what we're asking for is it to be in the the purchase agreement itself on who's paying for it what needs to be done and if it doesn't we have a a system if you remember the ordinance at all it's a $100 a month service charge on when it doesn't get done now if it doesn't you know right now you're not going to get a a sewer line dug up from the house to the boulevard you know it's going to be frozen here before you know it but it needs to be in there on who's paying for it there's other cities other counties that have um some some trust funds put aside you know where you can put it in the money into a a a trust to hold that money until it can be done right now we're going to we're going to go with what we have right now so it's an expectation more than anything else I will be we have a Tyler and I put together a uh um just a spreadsheet where if anything comes up for sale it goes on the list all the way from start when it goes up for sale all the way to was it completed yesterday know whether it passed yes or no so it's been a combination of Shane and I and and uh Tyler Working on working on that to make sure it goes as smoothly as possible starts December 1st anything listed as of December 1st which is Sunday only Residential Properties any property that exchang commercial off all right is that regardless of your billt uh Yes actually shanee and I went over that um because in the I think Shane brought it up in the 80s there was uh at times there was uh a a product that they were using for that sewer line wasn't wasn't as well go ahead yeah if you can explain that good question it was actually in the 60s um uh it was uh trying to think what is what the name of it was um I said it the other day but told to it's basically like a tar paper wrapped material um Orangeburg is the pipe and what happened is the trees the trees loved it they grew right through it most cases there isn't much left in town but there is a few spots on Port Street East that we still encounter it um if if they're they I'll have to be less than a handful of property but we could come across that you know even even into the 70s we've seen some of that being used so um that's kind of where the plastic era came in so I would say and even even new sewers you know if they back fill them and they crush them you don't you don't really know until you either have a problem or you run a camera up them so thank you so there is an age that if your house is built 5 to 10 years ago yeah 10 years ago do you have to go through this yeah yes anything exchanges hands it there's no way that we can start cutting things off do we are we pretty sure had in a house that was built in 2021 that was PVC but what if the uh what if the land shifted or what if something you know they drove something over it what if a piece of it was crushed so we'd be running into the same problem so yes okay what if I bought Pam's house house 5 years later I sell it we did it when we exchanged hands do I need to do it when I resell it again good question but yes okay there is isn't there like a little way to get around that if you have the footage that shows on those last couple projects but from 5 years ago no okay yeah so we know how much how many what kind of issues we have with the filming that we've done already we know There's issues out there but can somebody come call you and say do you have footage of my pipes or no he's going to have a file for that we'd have to have the full pipe though so like a lot of the street projects you know they do camera some of them if they weren't done already most of them are going to be fails from what I've seen but there's a few that would pass um in the new project areas but um you know if they're just doing a street out front and say at a that was 15 years old likely you're going to be fine but there's a chance that it it could have got broken apart or ruptured during the project or gas company drilling through it or fiber optics company drilling through it you don't you don't know until you have an issue cuz they'll blast through the pipe and you know water could get through and you know then I take it up with whatever that utility is but um it's still it's still eye and ey in the end of the day and we're looking at $275 to $350 in the realm of things now I can give you an example through personal experience a a house 55 years old and it passed so it had a PVC PL $300 big deal no not for pie of mind for the city and this is what we're looking for and the new owner okay I did forget to mention to in my report um if you haven't checked already there are getting the footings and Foundations in at the airport so that's one of the other key things that mentioned so yeah that thing is solid hold out that thing is solid all right that's uh staff reports mayor can we move on to new business couple of resolutions that I can read through um first one my resolution 2024 104 certifying delinquent special assessments for 2025 did you see that page in there that listed the the uh mowing of Lawns and a couple other things in there so we have to uh we had to have a resolution before that I'll make a motion to approve resolution 2024-25 first and second any discussion on that before we have call please yes shones hi TS hi yes HRI hi mayor Corman hi all right the second one there resolution 20415 or 22415 approved pay app number one airport hangers just to explain that a little bit as you've seen on there I believe the amount was $188,000 remember a lot of what we're going to be getting for the airport hangers is going to be paid for we're taking out a loan that won't be we won't even take that loan out till I believe it's July after July 1st for you have to you know it's right around 120,000 I don't know the exact amount um but that's not even we're not even going to be getting that till July so there's going to be a lot of things that we're fronting here and I've been filling out when we have we have state grants we have federal grants the the number of things that I'm signing off on for bag and to go after our money which we've already been guaranteed but getting that money so we can't set and let the uh um you know especially all the way through you know for 6 months not not get the contractor paid they can't sit out there with you know eventually what's going to be you know you know .145 million sitting out there before we get all of our grants and everything in so the first one is a payoff for $188,000 paid to Dale Johnson third construction and and uh just and that's for the the footings that's nothing to do with the building it so we're kind of deciding right now we visited out there last week I get an update on it from Dale and uh so what we're looking at right now is just depending on what the weather looks like over the next couple of months they're going to try to keep it warm out there so they could possibly do more things out there but there's a chance that we're not doing anything until April or May yeah we just don't know yet but the footings have been poured um they're thick the footings themselves are the the reinal ones that were're in there were I think a foot and a half thick they 8 in for the walls and the footing I 10 in was a 10 in maybe nearly a foot is what he said and then the yeah then the 8 in for the walls themselves so it's it is it's it's very solid so we knew that this was going to be coming and and we were going to have to pass this so I'll make a motion to tonight um and he's actually going to we pushed his uh staff report off until the 9th because he's going to have to be here CU we're going to be talking about the the levy and everything on the on the 9th because that will be our last meeting of the year on the 9th to let you know I am gone on the 6th on Friday the 6th I am flying back in on the morning of the 9th I will be here unless something catastrophe happens but I will be here on the 9th for the meeting itself but we'll have that um Diane has a uh uh a little bit of a wedding she's planning for nothing big and so she's going to be off so we're going to probably already start working on the December 9th city council meeting probably Wednesday already of this week so we just want to have that all taken care of she plans on being here you know for the 99th but I I will be here unless something happens any questions on that at all so then we'll decide that night whether it's right now sitting at Levy at 4% on whether what you want to do with it from there but we'll have a report from Tyler on that and we'll probably send that out the information out to you ahead of time so you can do the vote on the third just like you asked
