decorating this place so nicely um usually I say the courts are quiet um that's not to say that they're not hard at work uh I asked my wonderful Court Administrator Lauren ready to give me sort of little update from January through November of 2024 upper has resolved 2,436 tickets 160 complaints and 34 DWI related charges Dennis has resolved 2,726 traffic tickets including 47 DWI related events offenses as well as 150 complaints uh the court had their annual court security meeting the minutes were provided approved by the municipal Division and we are in full compliance with all those guidelines set forth by the state for our security so I thank the courts uh and Lauren for doing such a great job job and providing me with this update for the township and that's all I have tonight just looking forward to the tree lighting thanks yes sir so first Echo Vic sentiments Happy Thanksgiving everyone I hope you all have a safe and happy holiday with your loved ones about you um I just want to give a quick congratulations to the Upper Township varsity cheerleading squad for taking first place in their end of season competition about two weeks ago now um and also congratulations to the football teams uh for a very successful season in particular the JB team who will be playing in the championship next Saturday in Ocean City other than that just remind everybody to stick around for the tree lighting at 6 tonight thank you I just want to wish everyone a Happy Thanksgiving and uh we are often running with budget season Barbara ly and Gary are sarting put things together so we're going to have our budget and hopefully everything will be smooth and and I do want to commend public works for a wonderful job that in town hall and the leaf pick up from what I've seen around town they're doing a phenomenal job and I think it's they should be commend I mean it's they have the weather's on their side this year the leaves we're not getting the Tage in but it's a lot easier to suck up dry Lings I today volume you probably racket it well we're 8484 so far this year in eight the first eight days last year we were but four trucks six to seven a day they're sucking up very easy cuz you're dry you guys are moving leads a lot faster than normal I mean they're dry I mean that's a good thing but it's a bad thing but it's you know makes them a lot easier to move people got them to the curb earlier we were getting them off the street earlier so it's all wonderful Thank You by my house today it was good didn't have a lot but they were there uh okay uh thank you uh one uh only a couple items number one uh uh next meeting which will be December 9th okay we're at 5:30 we're going to have an award ceremony here for uh not only our public sa Personnel but uh some of our uh other people that have assisted us over the years B on uh emergency scene uh that has that occurred in Upper Township some of the um items that occurred that the public really doesn't get to hear a lot about about how outstanding uh Public Safety servant and the citizens of our community uh help us out in different different locations and mention the baby well we did yeah that'll be on there I'm sure we actually had added a uh um a resident the resident no we had resident to K County but it occurred in Upper Township and uh occurred the other night our uh fire and EMS Squad uh was dispatched from seille and our division of EMS was dispatched up the Garden State Parkway and successfully delivered a baby girl and everybody's doing fine as far as I know John Carter is that correct since you're here as far as I know as far as you know so very very uh that's with all the death destruction in the world and B is on it's good to see as they brought a new life into the world so very very good so we'll have that award ceremony and I'll probably that'll I'm sure that'll be detailed uh at that um that'll be at 5:30 on December 9th Monday December 9th also want to wish everybody a Happy Thanksgiving uh from uh from us up here at the township level and I think that's what I that I have for now pretty sure I'll think of something later bar I think you've been all part of the administrative of of track race that we did the last two weeks so a lot of the things that uh are culminated are on the agenda including um additional 159 resolutions we appreciate that from Barber's office of course Joann's office putting together the agendas that start out with two items that end up with cl to 25 uh we like to welcome Jeff tarino fire firefighter we hire him today um there two other issues relative to some oscillations of titles by civil service for Mr Johnson and an adjustment on chrisop Steiner uh We've also done um a host of meetings that uh that will be discussed in Clos session and Open Session um and we're coming to the tail end of State ratify Union contracts and I think hit the final number today retro page for the entire employee base so been quite busy for us last all so I highlight exactly what the Gary is talking about we have chapter items 17 and 18 are chapter 159 resolutions taking in a total of 1.9 million in local Aid infrastructure for safe roots to schools not only there's two different funds there uh we were detailed in in uh our last meeting on how those funds are going to be spent and how where they're going to go uh they're not overlapping which is good gives us a broader base uh to it it's all it's all good it really is that's a lot of money a lot of money that we're that we're able to secure for upper countship so I got one more thing I want to PIV with we worked on a adjustment so we had that new ordinance put in place that allows private enties to utilize public services and so worked out fantastic um the initial number was around $111,000 Township time into that particular area by the time it was kind of detailed out and who was responsible and the benefits it came to around $4,000 in total to the DU so i' mono mayor just one deletion from the uh closed session agenda and that would be the uh Beasley's Point Development Group discussion that's not going to be considered tonight thank you Barber Sarah Steiner in my office is getting ready to take her PPI purchasing test uh to obtain her certification she um is taking a review class on December 2 Tuesday December 2nd and I'm asking for reimbursement that it's $350 I think Tuesday December 2nd is a Monday that I'm sorry it's Tuesday December 3rd okay I'd like to make that in form of a motion second no matter what the DAT is Please Mr Corson yes um from NJ do Municipal Aid and that is for the Reconstruction of CLE Lane um good yeah so really Next Step will be pre-planning for the project um construction won't be in 2025 but be budgeting doing the design and likely Construction in 2026 um next one up we have part of our community rating system uh which allows residents to see or obtain discounts on flood insurance we are having our annual flood insurance meeting it's going to be a virtual meeting for all residents to attend on December 18th at 5:30 uh all notices went out to the residents in flood Hazard areas today specifically strair um and we'll also post that notice on the website um I think 400 no was the 419 yep I like that thank Rhonda for her help and sending those out um it wasn't all me absolutely uh last one as we know route n project uh Paving work is now substantially complete uh dot is now asked for assistance in compiling their punch list uh so next week I'll be inspecting up and down Route n for any problem areas to add to the punch list also feel free to send me uh anything you're aware of anything public identifies I just have to send them a list by the end of next week uh December 6th is do reimbursing us for doing their job no they will we're not seeking any uh unfortunately will not be reimbursed I just still like to have oh yeah yeah yeah but I mean here they are asking us to do their job for them and that's you know it's their project I think that list would be very small if we oh I get it I yeah it's that that's all I had for the only part why had seen the project told you was at church Road n but I think that's all been handled yeah they have been very very responsive to items that we have brought to them so seen a lot of drainage repairs going on so and we really have had a lot of R to to observe whether there's going to be drainage problems or not that's what I was going to bring up before the fire band has been lifted in uh throughout state that doesn't mean you go out there set fires it just means you're allowed to have campire above the ground that type of thing now is allowed um as long as it's properly permitted notic please use yeah please continue to use C okay um let's see that's think that's where we at now okay oh get to open it up to the public so um do we have anybody from the public like to bring anything to the township committee please step to yes motion carried under ordinances we have the public hearing and final adoption of ordinance number 14 2024 and ordinance adopting an amendment to the Redevelopment plan for the be's Point Redevelopment area within the township of upper County of Kate state of New Jersey Mr monzo would you uh care to that there's a uh going to be a change so thank thank you thank you mayor um yeah there were two parts of this Ordinance one was to make sure that before any application for development was brought to the planning board that it was first approved by the governing body under a Redevelopment agreement the second part dealt with establishing a minimum height requirement for hotels based on on some concern both at the um developer from the developer standpoint as well as uh the township standpoint there have been some changes made at the request of the developer uh based on information provided by state the and Mr Mali here is special counsel for redevelopment uh will explain those changes and my recommendation would be that um after hearing Mr Mali that you consider an amendment to the ordinance and you delay the public hearing um and and have a public hearing with the ordinance as drafted with the amendment uh at the next committee meeting Mr thank thank you so this is um anticipating the uh perspective changes in DPP regulations affecting development along the coast um and so there's a request from the developer to assist them in getting in to C to begin their review with d setting a standard a minimum standard within the Redevelopment plan 6ot height for the ordinance as are currently exist and was advertised for hotels um and what we want to do is add to that Resort residential because there are some additional Resort residential buildings that at their Peak hit a 60t height and we want to make sure that they're included within this process with C so the amendment we would be made would be adding the hot adding the res res into the the hotel category in terms of the height and the public hearing on this would be December 9 we've already um reviewed this change with the planning board last Thursday night um they recommended the change um so that's that's what we're that's what we're doing okay so um organizational wise here we're just going to uh do we we have to reintroduce it or we have to take a vote on amending it and moving the uh uh public hearing to what's our procedure here you would vote on an amendment you be a motion and a second and then a vote on the amendment I would ask that Mr malie uh just give you the language um for the amendment and then you delay the public hearing you publish the amendment only and then you have the ordinance as amended um come back at the December 9th meeting for for a public Hearing in the ad option okay so and to summarize the change the change is to add U Resort residential commer the resort commercial into the category of hotels with a minimum height of of 60 ft and a maximum height of okay so I would I would uh make a motion that we adopt excuse me that we introduce the changes as submitted or as spoken by Mr Mali and we schedule the public caring final adoption request use of strainger beach between Williams Avenue and SE viw Avenue on December 10th 2024 for horse photo shoot I talked to Mr today um Public Works and uh the problem is Williams Avenue entranceway is not safe it's currently closed uh there is a drop off so my recommendation is we asked if they could move it to 1400 because at high tide there's absolutely no beach at Williams Avenue nor is it a safe access it's currently Clos so is this um will they enter somewhere else they cannot do it at Williams safely no it's a closed entrance well I'm saying at 1400 it can the the entrance way is closed people there's a get was just drop off I mean they're going to addressing my concern is outside of the photo shoot you're they sitting here saying there's a major safety concern avue and all we're talking about is a photo a major safety concern we need to be concerned about the general Public's access to bom not just the people who want to take pictures and you're correct drop okay just that's just outside of this event do that's so well he wants to go between Williams dece you so obviously that's there's no so if we can um we can probably get back to this guy we can approve it conditionally that he usize 1400 for southern up until where you can't use the beach so I have no problem doing that I like to make a motion to we allow that as stated second call the RO Please Mr
