also been posted on a bulletin board of the administ ation building the clerk county take the role mayor Gano I'm here miss sakola here Mr martinello here Mr rundo here Mr Richie here Mrs Weber here everyone conly stand for The Pledge Allegiance Pledge Al to the flag of the United States of America and to the Republic for which it stands one nation godible liberty and justice for all let us have a moment of silence for all our walwick veterans and all veterans across our country who have given the ultimate sacrifice to serve our country to keep us free and protect us from any evil that occurs would the clerk please do to prayer dear Lord we start this meeting asking for your guidance and wisdom may we find unity and fairness the outcome should reflect our wishes to assist the burrow in all their Endeavors thank you in his name amen amen good evening everyone and Welcome to our meeting under my report it's going to be very brief first of all um I'd like to welcome John VOR back from his tour Duty he's been away for a while and now he's back we're supposed to have a parade for you but the weather didn't hold up so I'm sorry but I'm glad you're back also um in September we will continue to wear the blue shirts I think we look nice in back in front of the gray and then October we'll come into the regular business of Suson and the ladies app perel so uh the two meetings we have in uh September we'll be wearing these shirts also there's a couple of events that are coming through the town this uh in August and some in September school's going to be opening up soon and um we'll you know keep you informed what's going on the administrator and I are going to be having a meeting with the superintendent and the president of the Board of Ed just to go over some things of the town and of the school other than that my report is completed Financial administrative committee Mr Richie thank you mayor good evening so just a couple updates um first one a fun update so all of you probably see every council meeting just a lot of signing up here uh for half hour 40 minutes hundreds of pages what those are are the purchase orders for the burrow um and I think that we took a hard look at our process for signing purchased orders and we were able to simplify it considerably so this is our first meeting where we have a simplified uh purchase order signing um we kind of get a list of the orders uh description we can ask to pull any of them and we sign one form instead of uh literally hundreds I think it helps not just us really that's not the uh what we were looking for but it helps the folks that work in the burrow the amount of time they have to prepare those packet for us uh at each meeting so uh that was great um we also unfortunately about a week and a half ago the state released information on what insurance rates will be uh if you go through the state uh which we do unfortunately it looks like rates are going to go up again next year in the 15 to 18 15 to 17% range um we're fully prepared for that we've been exploring outside options with Brokers are there co-ops are there uh private providers that we can we move over to I don't think that we yet have a a a a full pathway for how we're going to deal with this but rest assured you know even before budget season starts we're looking at ways in which we can um reduce our exposure to this impact or find other ways uh kind of moving forward um also uh Redevelopment plan came back for the the new area in need um that's fantastic when we we opened this up a year and a half ago to the to the first area we had considerable um we had considerable uh uh input from the community they all loved it we had people asking to include uh their area um and so we're we're committed to uh kind of you know moving this forward with the community embracing it I think one thing that the burough would really benefit from though in that entire effort is kind of a marketing campaign so putting together a packet which allows us to kind of showcase the town um and showcase you know various uh you know I would say uh Visions for what it could be um so I was able to uh have a demo uh today with Steve our burrow administrator on a a piece of software that essentially tracks uh unfortunately all of you are being tracked we all are with our phones and companies buy this data and they can feed it back to you to tell you how much foot traffic you have in an area how businesses are doing what kind of money they're making what types of businesses are making money um we can we can pull all kinds of information that are not only beneficial for businesses that exist in town today but for future businesses and I think we can make a very appealing case uh for the right uh developers to come in so I think that that we're looking to put that into our budget next year and potentially bring in Partners like the Chamber of Commerce or other other towns other organizations to kind of participate in um this software package that builds that plan out so I think that that's going to be a really nice program for us so that's my brief update uh this month it's nice to see you all thank you very much fire and police protection committee Mr brenick is not here tonight but he did give me a report to respond to uh to read he's his his wife's birthday so he celebrating his birthday with his wife since his last report on September 16th the world fire department had responded to 29 calls for service the calls that were responded to were fire alarms carbon monoxide alarms outside electrical issues odor of gas vehicle fire vehicle accident Mutual Aid requests basement water pump out and a medical assist on September 25th the members trained on the vacant house on white cor Avenue stretching hose lines on August 1st members attended the monthly business meeting at company number one and on August 13th which is tonight ja Montgomery risk control performed the risk control survey at company number one and Company number two respectfully submitted Andrew brenick Public Safety Committee Miss Eric Cola thank you mayor for July walvac went on a total of 46 runs the top responders were April trainer at 34 runs Ashley studo at 29 and meline Benitez at 24 almost almost 24% of July runs occurred on Wednesdays the majority of calls were due to breathing problems and falls and for almost 90% of the calls a unit arrived in under five minutes thank you thank you Recreation health committee Mr monello thank you Mr Mayor um as we move into the fall season um just like to make a couple announcements that our uh Waldwick and MM Park junior football program is looking for their opening day which will be coming up in in the first weekend of September after Labor Day um hopefully we'll have have a nice crowd for them to to support um the boys and girls have been working hard to get ready for for their season and also uh soccer day for uh Rec Soccer will be coming up soon so um a lot of fall Sports will be coming in um as we head that way I know that's right now is the time for kids to be on vacation so they're all doing their summer camps in the park and enjoying the pool here in town and uh getting ready for their upcoming season so hopefully uh all of our organizations will support them and uh residents in town out and watch uh the boys and girls play this ball that's it for me thank you thank you very much Public Works committee Mr rundo yes Mr Mayor uh DPW uh we had some uh valve work uh done this uh month on walwick AV uh there're still continuing to do some work and finishing up tonight uh couple valves were also replaced on Hudson AV and also some uh Paving repair on Hutson a as well to temporarily fix some of the issues there um one thanks to mikae Lor and his team regarding maintaining the burough property it's looking quite good and uh you know getting compliments from residents I want to thank them for taking care of that I'll also be presenting under new business information regarding the planning board as well as the environmental committee thank you Mr Mayor thank you very much building and grounds committee Mrs Weber thank you Mr Mayor I'll be brief tonight um there hasn't been a lot going on with buildings and grounds which is good because we had a rough a rough uh spring so that's a Rel um the pool will be closing uh for Labor Day for this for the season and I I know kids will be a little sad about that including my own um we have a few more concerts in the park uh that was a rough go this year also with the storm so we have one on August 30th and September 4th so August 30th is midlife crisis and then September 4th is the wal the community band at Burrow Park from 7:00 to 8:30 and that's all Mr thank you thank you very much our administrator Steve thank you Mr Mayor I'll save most of my comments for other items but I do want to note that we are currently hiring for the position of laborer one in the public works department so if anyone's interested uh please reach out to my office you can find information on the website also thank you thank you clerk Kelly thank you mayor uh just want to also add that uh Tim gon will be here on uh a August 21st that's at 7 starts at 7 o'cl all the concerts start at 7:00 and they're all at Burrow Park um resolution 2024 219 um is the autocab license it's just a renewal and I have all the documentation so um that's for your consideration um we're introducing an ordinance um to amend the fees for the Outdoor Cafe permits uh to increase that fee um I surveyed the municipalities surrounding us Midland Park hocus Allandale who are all charging $100 woff is charging 300 and Franklin Lakes is charging 50 um our ordinance was established in in 2000 uh and amended in 2010 and the fee has been the same $75 since at least 2010 so I'm proposing to increase it to $1100 um since that seems to be the uh the standard uh with regards to Park and Ride uh we did sell 200 Park and Ride permits and collected $50,000 for those permits uh no more permits will be sold uh this year unless of course someone turns one in uh we work through the uh 63 names on the wait list and 37 of them uh were either no longer interested or or never responded to us so we just moved on uh 26 of the 200 permits were purchased by people who were on the waight list um and we currently now have 65 names on that weight list for next year again unless somebody turns theirs in and we can go from the from there uh Tatiana and I will continue to um monitor the lot just to see how full it is is um and she's in the process of updating um in edms all of the uh Vehicles so that PD can start enforcing in September with regards to the dog census and Licensing I know that Steve put that in his memo this uh past week um but I just wanted to update you that in addition to that in addition to what he reported we just this week had another uh 36 dogs licensed so that is um working very nicely people are cooperating they understand why it has to be done and quite honestly some people who have moved into this town just or even into New Jersey didn't even know that they had to do it so um it it it's it's been a a good process uh with regards to the email blast uh Constant Contact is our uh platform for all our community email blasts and uh monthly newsletters um at some point all nixel uh users will have to uh sign on to Constant Contact to receive those um as nixel will only be used by the police department for emergency notifications I started the onepage community news and updates uh on August 1st so they'll go out every Friday like they used to and we will do a monthly newsletter which will start in September um which will just have just a little bit more and and everything will just go back to the website um it's it's a pretty good um format uh to use to Constant Contact so I so far I like it um for elections I'm going to start talking about elections because this is a presidential election and um there's a lot going on um if you wish to opt out of receiving vote by mail ballots there's a lot of people who had signed up for vote by mail and now with early voting or just because it's a presidential they want to actually go to a poll um you do need to sign uh fill out and sign the uh vote by mail re uh removal form um and I have that on my uh elections page on our website you can complete the form and either email it to the county clerk's office or you can mail it to them uh I would suggest email is best because the mail just seems to be super slow and they may never get it um vote by mail ballots would begin being mailed on September 21st um on the elections page of our website there's a link uh to a video on how to complete your vote by mail ballot and we also have a video on how to use the voting machines if you haven't used the voting machines before I would suggest that you um take the opportunity to view the um video it's it's very um it's very thorough and it will it'll just help you in the process October 15th is the last day to register to vote in the general election and my office will be open until 7:00 and that's all I have mayor thank you thank you very much Grant administrator Matt uh thank you mayor I just want to provide the council in public uh updates on our pool memberships for this year uh as of today we've had 1718 members register which is about 10% increase from last year additionally we've already had 597 guest pass issued while last year the total was 559 so there's definitely been an increase in traffic and members uh at the pool this year which is great to see uh additionally uh the Bure of Waldwick has placed great initiatives on environmental initiatives in recycling so we will be applying for a couple Awards to try to get some recognition for the efforts we put in uh the first one being the New Jersey Governor's environmental Excellence award which uh aims to recognize outstanding environmental performance and programs and projects in New Jersey we will be applying uh with our for our EV charging stations uh additionally the Northeast Recycling Council uh uh award we are applying for which we will be submitting our styrofoam recycling program for that award uh that's all for me mayor thank you very much B Min bough attorney Craig thank you mayor we uh received back the judgments from the Bergen County Board of Taxation in regards to the tax appeals that were heard this summer uh for the most part everything was uh good from our side so uh we're very happy about that uh that's all number 2024-25 and ordinance to amend chapter 87 swing pool municipals section 874 rules and regulations for municipal pool to add AA hate speech policy anybody from the council like to comment on this ordinance what this was is that we talked about this when we introduced it seems that um there's a lot of language that is being said and little cursings with between people at the pool and we do not feel that is that is proper when there's a lot of young children at the pool so what we're doing is we're passing a ordinance to tone down your uh your your tone of uh voice and to tone down what you say it's very hurtful when you say things that are not appropriate anyone else close the council's comments open up to the public anybody from the public would like to comment if not I close the publ comments and ask for a motion a second to pass his a on second reading and that the clerk be authorized to advertise it in local legal newspapers as required by law motion a second motion by Mike second by Michelle clerk please take the role uh Miss sakola yes Mr martinello yes Mr rundo yes Mr Richie yes Mrs Weber yes okay we have four introduction of ordinances with the clerk kindly read the move and pass the zence on first reading and at that it will be advertised on local legal newspapers required by law setting a public hearing two weeks from tonight's meeting at 7:30 p.m. or soon there thereafter as the matter may be reached Motion in a second motion by Mike and second by Michelle on the question to isn't it sure um I think I mentioned it in my um report that I had done a survey of the surrounding municipalities uh the cost seems to be um $100 for three of the um towns that I surveyed woff is 300 and Franklin Lakes was 50 um our ordinance shows that uh we establish this in 2000 and amend it in 2010 and at least since 2010 it's been $75 and so I just kind of wanted to go along with what most of the others are okay anyone else clerk take the role uh Miss sakola yes Mr martinello yes Mr rundo yes Mr Richie yes Mrs Weber yes the clerk kindly read ordinance number 2024 d27 ordinance number 2024 d27 establishing a new chapter 90 entitled trees and shrubs of the code of the burough of Waldwick to regulate the removal and replacement of trees a motion and a second is in order to move and passes on on first reading and that the clerk be authorized to advertise in a local local legal newspapers required by law setting a public hearing two weeks from tonight's meeting at 7:30 p.m. or soon thereafter as the matter may be reached do I have a motion in the second motion by Mark second by Michelle this is something that our administrator has been working on would you like to sure yeah um basically it's a an ordinance to regulate the removal and replacement the trees uh throughout the buau which includes private and public properties um this is being required by the D for all municipalities in the state to pass this ordinance um we've gone back and forth with a few different drafts with this I think this is a pretty fair ordinance to meet the requirements um protect the trees in the burrow but also not be too honorous on the residents um anything to anyone else I'll just sure yeah I'll just add that yeah to re highlight that it was it's being passed down a lot of this is being passed down by the state so I don't think any of us would have gone out of our way to regulate tree removal like this but so I think we we struck a good middle ground with what the state was asking and as Steve said not to be too honorous anyone else clerk please take the role Miss sakola yes Mr marello yes Mr randoo yes Mr Richie yes uh Mrs Weber yes will the clerk kindly read ordinance number 2024 D28 ordinance number 2024 D28 amending chapter 942 entitled water agement oh I'm sorry water agent appointment term of office of the code of the burough of Waldwick a motion and second is in order a move and passes ordinance on first reading and that the clerk be authorized to advertise in local legal newspapers required by law setting a public hearing 2 weeks from tonight's meeting at 7:30 p.m. ass soon thereafter as the matter may be reached motion and a second motion by Mike second by Joe on the question anybody so I'll explain this one um you have certain burrow employees that wear multiple hats right one of them is your CFO who's also the water agent there's a recent decision a court case that came down that affects the pensions of these employees that wear these multiple hats and so in order to make sure there's no issue with Colleen or any future CFO that you have we are basically bringing the water agent title that she uh holds and does the work for under the title of CFO so that we wouldn't be have to worry about the um the ramifications of the recent court case in in regards to pensions and her retirement anyone else clerk please take the role I miss sarola yes Mr martinello yes Mr rundo yes Mr Richie yes Mrs Weber yes the clerk kindly read ordinance number 2024 d29 ordinance number 2024 d29 an ordinance amending ordinance number 20245 fixing the compensation salaries and wages of officials and employees of the Bureau of Waldwick to add the title water agent to the Chief Financial Officer tax collector tax collector position title motion the second is an order to pass this ordinance on first reading and that the clerk be authorized to advertise in a local legal newspaper is required by law setting a public hearing 2 weeks from tonight's meeting or at 7:30 p.m. or soon thereafter as the matter may be reached motion and a second Mo by Mark second by Joe anyone on the question on this this is part of yeah this is this is this goes hand in hand with number 28 so where number 28 brought the title in number 29 brings the salary in okay anyone else CL please take the role Miss sakola yes Mr martinello yes Mr rundo yes Mr Richie yes Mrs Weber yes okay anybody on the council have unfinished business they like to talk about nope okay any member of the council would like to talk about new business sir yes Mr Mayor uh just want to keep uh everybody up to date on the environmental committee during the summer months we Ty we to not be due to people being out for vacations however we did have a styrofoam collection in July uh we filled three quarters of a dumpster again we're avoiding putting styrofoam into the waist stream this is one of the things that you know the charter from the environmental committee has put together on top of things like the TX program to help the environment here in walwick um the other item from the environmental committee they gave the summer 24 uh environmental news uh that was submitted and I think the final draft has been issued and that will be posted on the site it is it already has been thank you and schedule is Set uh for the 2025 collections as 1445 726 927 and then for 26 it would be 1326 right after the holidays um with regards to the planning board uh we had one application for master cha um that was passed by the planning board and the resolution will be voted on during the September meeting that's all I have Mr Mar any other new business um I think you saw it on our website that uh this year the mayor and Council will be holding the uh September 11th uh service at 6:30 p.m. instead of at early in the morning seems early in the morning a lot of residents do not uh be they are not able to attend this way we feel that there'll be other uh a lot of more people that will attend uh we sent letters out to all the uh volunteer organizations the Police Department fire department the search um the ambulance Corps and uh we sent out things for the to the band to see if they would come out and and perform for us we will have a ceremony we're going to reach out to the churches uh it will be a ceremony in which we will continue to honor those live that were lost and pay tribute to our First Responders who were there that day and everything went out and everybody thought it was a great idea so we're moving forward with this any other new business if not public comments anybody from the public would like to comment please come to the microphone just give us your name not your address I got a couple things um my name is John vort 34 no no no no we don't want to know where you live okay we care but we don't want to know I've noticed since I've been home um people knock on my door wanting to sell me a new roof uh selling me uh cable TV uh Optimum specifically and I thought there was a um I thought I had sent in a do not solicit memo a couple of years back so my question is are these people violating these rules just uh Rogue salesmen or are they uh do I have to renew my form every year or something like that um no you're on the list um they just are they've just gone Rogue so we don't even know that they're here so the best thing to do when one of those businesses come to your door is really to call the police business line and they will send a car out um because what happens is they will um issue them a warning then there's a process for some summonses if they continue to do it um we do have some habitual um violators so uh we have one particular company that if they get one more um ticket it's probably optimal they will it's not optimal but um then they will not be permitted um back in the town yeah they always seem to I don't have anything out out right now I have no commercial solicitation out right now so if anyone has anybody coming to their door they should not be and they should call the police business line and what we'll do is we'll reiterate that on our website and ju and just so everybody is aware any entity that's regulated by the BP you the Board of Public Utilities like optim they're they're exempt and they have there's nothing we can do to regulate them like Optimal oh I can't throw them out fortunately not yeah I can all right um second thing Mr Mayor could you could you come down here as as many of you know I just returned from uh extended deployment in the Middle East and during that time I had a lot of time to reflect on my life and in the In the Heat of the desert okay but a lot of time by myself lot of time to think I came to realize that there's many things that I take for granted back home like we all do um I miss my wife I missed my my daughters I missed my home I missed our beautiful town of walwick tremendously I missed my friends I missed my routine coming here once a month month I miss the safe comfort of our great country a lot we're truly blessed and we need to be thankful for the freedoms that we all hold dear Mr Mayor I got something for you uh while I was out there that I want to present to you let me read it to you so these these colors flew With Pride over the headquarters of Camp during Kuwait the Scorpion base on the 25th of April 2024 in honor of Mayor Thomas G orano Camp buing is the largest forward deployed staging base for projecting American combat power in the Middle East may this remind you of our service memb sacrifice and commitment to defending ing freedom and signed by the command sergeant major of the Scorpion base as well as the commander I appreciate your Mr Mayor I appreciate your support of our veterans and I appreciate your mentorship your leadership and most of all your friendship thank you thank you your permission I'd like to place this on the wall here and put this in a plaque and put it up yes sir that's all than thank you Al Cen period uh about the tree tree you know ordinance does that have to do with dead trees and live trees or can we just cut the dead ons down without getting it permit so it does deal with all trees um dead dying disease hazardous and live and healthy trees but there is no fee associated with taking down uh dead disease hazardous trees you still have to pull a permid though for all trees to be removed if the Tre is dead you have to plant a new one anyway no well who's going to make that decisions uh it comes all through the building department and the the zoning and code official okay um this week I happen to pick this out of the paper it's a grant program to make New Jersey age friendly plan intends to raise senior access we can get grants from 7 70,000 to 100,000 now are we going to put in for this or if not why why not do it you want I look into it and if we eligible to apply we certainly will he how Grant right yeah well I I don't know talk to him or talk to the mayor first you could talk to Matt I can yes you may since you're a nice guy you could talk to Matt um were you aware of this I I had heard I had heard of it yes and I were were working on an application for it you want this article I I have it online I I'm aware of it you have it yeah okay I just was wondering because you know as you get older you start thinking about seniors more often and I'm starting I'm starting to get there we all are last Tuesday I was 92 oh happy birthday happy birthday yeah and uh you know you get older and you wish you had a bus to take instead of my car I'm trying to save on on gas but we might get something from this if we do it it's for the the seniors benefit they can use them um I wish somehow we could get together with the the ver Vernon Senior Citizens they're fantastic I've never seen anything like it up there and they're they're in the sticks you might say they're bigger they've got more you know area a bigger school or something I I I don't know but they really treat their seniors fantastic up there and U you know maybe we can learn a few things from them thank you very much thank you anyone else well I guess I'm a Young Senior it's um just a minor thing your name just for even though we know you your name yeah I know Tony Celeste thank you Tony um just a minor thing I don't know if the council could help um I'm an advid tennis player and have been using the courts for years and I want to congratulate the town for such a magnificent facility but as a consequence what's happened is it's drawn people from other towns using the courts and it's hard to get on them during the cool hours um I can only relate to what Ridgewood has done which is they you have to have a badge they charge a fee it's a way to manage it just like you do to pool people have a badge to get in they also have what's uh on their uh Community pass which is their website where you can reserve time on the courts the maximum is an hour so that's some of the suggestions I have for um but it it's been a problem there's also been some commercial activity uh barring the one that has the uh commercial contract with the town so it's been tough to get on the courts I've seen Town people just sitting there um no one's relinquishing their hour they're staying on for an hour two hours and but if you were to pass by like in the middle of the day the courts are empty but if you're there on a Sunday or a Saturday between 8 and 12 you're packed with people waiting and those that are waiting like last week one was for pickle ball and uh they ended up going away and there were people on there for an hour and a half so I don't know if I could offer help with the remedies of it on a board or no if you if you could call the our administrator Steve tomorrow or whenever you could and maybe you and him could sit down since you know about all the other towns and we could come up with some type of a program how we could uh rate the the problem that you have there whether it's an app system or whatever right okay all right good yeah just give him a call and then you'll set up an appointment which you you come in and you throw throw them out some ideas what you saw and heard from other towns and we can come up with something I know if sometimes I've looked at the courts and gone to like wof you get kicked off I mean and some of the white off people are coming here to play and I could see from their parking badges on their cars right their Allendale I I think the idea that you mentioned when you first started talking about uh the way we handle the pool might be an idea of how we handle the uh tennis well it's a way to manage it I mean if you got a badge absolutely I know people don't like to pay a fee but that's the way you manage it unfortunately yes okay but give him a call and you we'll work it out thank you steeve thank you thank you anyone else Eric Lea um I think we're having another problem again with the Sewer Authority the trucks have been coming in at 8 at night 7:30 8 8:30 at night and not too bad in the morning um but it's a and there are parking at the U the market I mean uh yesterday I went to dialysis at quter to 5 there was two trucks there just waiting um we've have called the police department they have new sergeants in charge um you talk at the dispatcher Andor the uh patrolman they say there's nothing they can do um they go down there about the odor they said there's nothing in writing from the town about that you got up that you know I don't know if this was miscommunication in the past or what but yeah when did you call them and they told you there's nothing you to do you remember when it was 100 degrees those five days um there something you know and that's understandable you can't control the weather like we always said no but I'm saying when you called them and they said nothing you could we could do well basically that I I inflated that a little it's like you you know um dispatcher uh and said he tell his Sergeant but he definitely said he would make a uh note of it and then I got a call back from a sergeant that there's nothing on the agenda or on their that they have to do we'll clarify that process with that okay I mean thanks thank you co anyone else if not do I have a motion to go into close motion by Mark second by Katie all those in favor oppos no no action about 20 minutes no action will be taken stay here
