ambulance Court recation Hill committee Mr martinello thank you Mr Mayor uh today I just want to acknowledge uh the Wald baseball association and the work they did this weekend at last weekend at the baseball fields with uh field cleanup especially like to acknowledge the high school baseball and high school softball teams were coming out we had 50 extra pair of hands down there to help uh clean up and beautify the place really uh turned out well and we got actually a lot of comment compliments on the condition of our facilities um after some work that been done in the office offseason so it was great to see the youth paying paying it forward to the next generation of kids out there and and helping out it was really uh excellent to see um baseball is looking forward to their opening day on April 27th um looking forward to a great turnout hopefully uh we'll get a lot of residents out and I support all of our sponsors who have uh contributed funds to the association this year and I know as travel soccer is still holding signups for their um tryouts for The Fall season um can go to Warriors fc. org to uh register and that's it for tonight thank you thank you very much Public Works committee Mr rundo yes Mr Mayor uh so far this month uh I spoke with uh superintendent Lor uh basically stated that the ambulance kitchen is complete with some I think there's a little bit of floor work that needs to be completed but for the most part it's done uh they started working on the catch base throughout the town uh all are cleaned on the streets that the paving will be uh done on uh they did that first so that this way once the paving begins we don't have to worry about those basins being cleaned they also repaired any of the damaged basins on those streets as well so that uh those are prepared and ready to go with regards to all the paving work uh some other curb boxes uh were done uh with the water committee and they confirm that the copper lines on the street set up for Paving this year are good to go um two valves were replaced on Sycamore uh one for service and one for a hydron um and the last item is they're going to be opening the bathrooms hopefully by the end of this week and they'll be ready for uh the spring so at Burrow park that's all Mr Mayor thank you billing and grounds Mrs Weber thank you mayor um just to uh pay back on on uh councilman rundo there's there going to be doing some um milling and Paving the uh project on boner place for the storm water management has been completed and they're going to be do doing milling and Paving there also on Hudson uh that's the dead end section uh that will be uh milled and paved as well also on Harrison Street there'll be a milling and Paving project from Prospect to woff Avenue um there's also uh we're going to have some updates with the pistol range uh we have a bond ordinance that's going to go in so we can uh start some uh Professional Services and contract design for that the fast charging stations are in public we're just waiting for public service to hook up the power um and then we're going to be doing uh some change a change order we're voting on a resolution tonight for it uh we're starting it earlier in the morning and we're closing it earlier at night so uh 700 p.m. it be the when the pool closes and it'll open up earlier for everybody to get into the pool and that's a good idea because you have a lot of parents that bring their children to the pool they get there in the morning they have the child have some uh play time with their friends and then they take them home and they take care of their child at their home anyone else I I would just like to add that the other reason is it's really a safety issue um having the pool closing at 8:00 or Sundown uh was posing a bit of a safety issue right so so by having the pool open daily starting June 17th Wednesday June 17th from 10:00 a.m. to 7: p.m. daily that's the uh that's what this will do right and anytime we do anything like this we always speak with our pool director make sure that everything's all right with him with this because he's there all the time more than we are and he sees what goes new business the only thing I'd like to say is that now that the good weather's coming in we're going to be seeing a lot of uh activities from the different organizations in the community uh we should events it means a lot to the people that are establishing them and the people that are hosting them any other new business okay the first one is The Learning Experience make a wish walk request I'll provide some detail on this so we received a request from The Learning Experience here in town um they'd like to host a make AWI walk in burrow Park um they've proposed a few dates um we're looking at in later April um they they want to host in burrow Park um they're saying it's only going to be a 2-hour event um but they're flexible in regard to start time and end time so we could kind of set that um food they said there's no food vendors um and they're really only going to need a spot to set up a couple tents uh and two tables and that's pretty much it I think this this first time they're looking to just have a small event and feel things out um but it does sound uh like a nice event with with not much impact I thought we don't have pent on the property so we we don't that's one thing we could discuss um well we stopped a lot of people from having tents so we going to do it for these people it's not fair for everybody else that we told and got hot with them that they did have yeah we have was this were those was that for Make A Wish like this is I mean it's a charity we've had nonprofit organizations here volunteers here that had events do they need it if they have the Pavilion though well that's we could follow up and say you know I don't even know if they know exactly where they want to set up they might be able to set up just on a pathway or or even in the street the parking lot or a pavilion so I think we could definitely work with them on that I don't think it would be a game Ender if we said no I let them know that we have a gazebo and we have two because they didn't get you don't have a little map of their little kids yeah they're just looking for the initial yes and then we can work with them on them okay anyone have a a problem with it I mean I would just emphasize the Pence okay yeah everybody all right good next one tree ordinance and fees okay so tree ordinance um the tree removal replacement ordinance is being mandated by the state um and it is it's a requirement of our ms4 storm water permit um so we wanted to just talk about this we do have to adopt this by by May 1st is the deadline so we are going to be looking to introduce at the next meeting the April 9th meeting so I don't know if everyone had a chance to look over in detail but I just kind of wanted to open the conversation um you know I think some of the feedback I've heard from some of you is we want to just do the do the minimum requirement of the state right now um which I think is a good idea since we really don't have any tree ordinance on the books yet um you know just it does deal with Street trees but also private trees so trees above 6 in in um it's called diameter at breast height so anything 6 in and above on private property as well would fall within this ordinance so if you want to remove a resident wanted to remove a tree um they would actually have to approach the town take out you know similar permits to a building permit and there was a process to that we would Grant approval and then they'd be able to remove the tree um so some of the things that we will have to discuss are you know do we want to have our own Tree application permit um which I think would be a good idea just for tracking purposes but along with that it more importantly do we want to have a fee associated with this um and that's where kind of want to get some feelings from you my recommendation would be to maybe have a fee on it um it could be a small fee but there is going to be an administrative lift to this process it's really going to fall on our zoning department who already has a lot of inspections um to to go on and if we want to go down the road I know some towns hire a Forester as a professional service we could have a farer on staff so in order to pay that farer we'd have to set up a a tree trust fund account um where some money would go and also that administrative fee on the permit application would help cover those costs as well and this has nothing to do with a shade tree commission no no no nope we we do not have to have a shade tree commission with this it would fall strictly under the I mean if this is being mandated I think that we should do it a minimal we have to do so with the minimum you still you don't need a tree expert you don't need one on staff so part of the the application the permit application yes the resident could submit their own certified letter from a certified LTE a license tree expert that has to be a part of the applic gotcha it does it does yeah so whether we that's a fee that's a fee for the resident that's a fee for the resident yep the state mandated that that we have to that's crazy so that's kind of what we could have maybe send someone to training internally I don't know if that would be the best or you know having that third- party Professional Service kind of takes some of the liability away from the buau and and puts it on that Forester who is a certified expert they're governed by the State Certified by the state I think the way I see it is most residents who are taking trees down are doing it for safety reasons because it's going to fall on a house or a car or a power line and I don't want to disincentivize them from doing that so to note that's a good point um so Hazard trees yeah that's aard you that's why the arborus is required they determine whether the tree is and I've seen some towns where if the tree is determined to be a hazard tree it's dead it's dying they the resident would not incur any fees but you do need a professional opinion corre which is going to you know one way or another like very expensive it's going to become a business right so if there's any way we can if the burrow can somehow help in that regard with a an expert I i' I'd advocate for that even as a shared service so that's one thing that we've been discussing with some of the other administrators I know I believe hokus has a farer on staff um I believe Oakland does they have some pretty extensive tree ordinances in place already so I think there's kind of a natural partnership there yeah um there's usually only a few people doing the work so they kind of have a lot of talent okay why don't we try to like H up with them yeah Oakland's ordinance is very serious right yeah there's some very strict ordinances out there with trees they will come and shut you down I mean if we're not going to be I mean I'd hate to charge a resident for a permit to do this when they're going to be paying a lot of money probably to get the tree taken out then have a person come in and say it's it's dead I mean if we could try to keep it even very minimal for the resident I think that's the best thing can do I'm assuming there still a fee even if you want even if tree you want to take the tree down and it's not dead there's still a fee correct and that that's something we would determine um that's on us I have some examples that can range so it basically ranges by the diameter of the tree so you know if it's 2 and 1 12 in or smaller um actually so if it's 2 and a half inches and smaller anything under 6 in the Resident would not have to get a permanent application for so if you have a smaller tree your property that's 3 in you can just take it down and there's no questions that it um but yeah so for the different uh caliper trees there you could set different fee structures for that and sorry no sorry go ahead and this doesn't um refer to trimming of trees only this is just a removal of a tree correct not not a pruning of anything or yeah some some go stricter but this the the state one does not okay I think the idea here is for people to replace trees that are coming down and to not cut as many trees down so whatever gets people to adhere to the policy I think is good if we have to charge too much people may try to skirt the rule and not you know come to us I want them to be able to come to us so that we we can get more trees planted and keep you know the benefits of them and the well and the flip side of that is too the the tree contract doors know that there's an ordinance so that prevent they actually prevents them from doing work in the town so really it's hard to take a tree down with without paying the fee because they know the fee exists right and the contractors will try and work around it they try but they don't usually although I would say homeowners are will call us to ask about a tree ordinance and we say we don't currently have one they're surprised and so that you know they're taking your tree down and they're the tree remover you know is is asking that question because they do know yes and and we can draft a letter you know once this passes and any known tree companies that either are based here or do a lot of work here we could send them a letter just notifying them of the ordinance and the changes as much as possible this is a tough one to to police and enforce yeah if I can just say that I would agree with the mayor um I realize that this is being mandated and we really don't have a lot of choice here at all but I would uh I would try to get this thing down to at uh a bare minimum in terms of extra expense passed on to the residents I think I think we have to determine whether we're going to in that respect do a shared service or hire someone because that's that's going to take the fees I think we should have Steve go out and speak to these towns about you know working with them she had service yeah yeah I could do that and get a rate structure together see if someone's willing to enter which I have a good feeling they will right especially this being a mandate I'm sure a lot of towns are scrambling that don't have on already too okay so we will I'll try and pull some info info night what what happened is a lot of people have like graduation parties communion parties have things like that in their backyards sometimes they bring in DJs and what happens is the ordinance was you know like 9:00 you you know had to shut everything down now we're changing it so it's a little bit longer so that people could enjoy their party and enjoy their music I thought it was for no not
