members are here tonight so we'll take them first so we don't have to sit have them sit to Agony of the rest of the meeting so uh so you know first we all Express condolences on your losses for obvious reasons uh and we were just wondering and I've been emailing Jeff and JN and and yourselves and what you were thinking of and what you wanted to do uh for those are you are you familiar I received the email okay so uh they would like to do some type of Memorial or something on one of the benches or whatever on the beach uh we have the two benches that are there those are actually Highway curbs those two Stone benches that the highway department constructed some years ago because one of the problems we have at the beach is anything that will that can burn will be burned Stone and they can't pick those up so they don't move very much although I think somebody hit one of them with a truck but anyway uh so I mean you're welcome whatever you would like we're not oppos anything I don't think anybody here at the table's opposed anything uh if you're thinking of something else if you're thinking of Engraving the stone I don't know what you're thinking of it doesn't you know it's whatever pleases you I guess is the most important part we well my parent this was my parents request I saw them at the beach quite often so yeah we exactly what like to go up to the yeah if you want to come up to the table Yeah so we can hear your voice on uh Janice and I go back a few years so a little bit Yeah so yes this was my parents request upon their death and we see those benches get used people sit at the top of the hill they sit near the porta potties um we were hoping to have a bench somewhere closer to the beach exits if someone says like with they're coming down to the beach and they say I'll meet you there and before they spread out left and right right they might meet someone um we were looking for something similar to what the highway department has put in just a a simple Granite bench you know and I don't know if engraving it is a risk at all that it becomes no then I I I don't think so I mean like I said the only thing the only things we're concerned about uh is if it burn if it can be burned it will be burned so plastic and wood would not be a good ide IDE so I mean and I think the highway department has more that's just Highway curbstone that you see sitting there and it works very nice dou thing and put on top it's so heavy you can't really move it exactly so they're not nobody's going to destroy it that's the good thing doesn't have a really great surface to engrave on but if you want to do something or in the face or it doesn't yeah the only problem down towards the end of the path is it's susceptible to storm especially over this past winter it's a dynamic environment we had four storms where the where the the water came about 2 or 3 300 ft up The Path well I would love to walk it with you Sean and just okay have us discuss like where we out of the dynamic environment where the erosion and we'll go down and shovel that bench out if we need to but I'm not sure where with a non-dynamic what I'm saying is because you would be surprised how many times we had four storms over in a twoe period this year just after Christmas and it was ridiculous how high the W I mean was over East East Beach Road got destroyed all the time but the beach took a beating we lost probably 30 ft of Beach uh I don't know you know and we could go 30 years and not have it happen that again but I hate to have something nice be put there and then have a storm in January it's like well it was here and you know it's destroyed or out the sea or something like that so whatever You' like and I can walk it okay I go there anytime uh cool we can too much the time in the place to discuss thetics of getting we cont well no I mean I I think we could get the highway department to do the same thing if that's what you want to do I just it's totally up to you if you want to do something fancier simpler uh more uh bench like I mean those are just slabs that you know Grand more something people can put their flipflops on and that's what we had the two benches for we had the one at the top of the hill because that was a good rest spot yes uh and the one down toward the pteron was for obvious reason people put their flip flops on and they put kids are going to the bathroom and they're gather up surf boards we hope for one closer to the beach and I just want to give my appreciation to the entire board for approving this unanimously for us um that meant a lot yeah well I used to see them I I go down there a couple times a week yeah yeah every day uh and you know I see a lot of people and you see a lot of people you don't see for a long time down there and you KN you and I'm know even not sure if they knew who I was to tell you the truth I knew who they were it's one of those deals but you know we all look a little different than we used to 40 something years ago for you Charlie I would think it would get a lot of use yeah it it definitely would be a useful thing and it would be a nice thing and it's it's I hate to say win-win I hate saying that term but it's a win-win because it's something that useful for the beach and something that means something to you so it's always a good thing when that happens uh you know I just you know the concern is of of being we down at the beach is you don't want wanted to wash away in the next home you know and that that would be a in the butt you think it's something that heavy as heavy as the one that near the phto John yeah I mean that's what I think that's what we're imagining a couple of slabs ran you know a bench similar to that and you know and and as far as engraving you know well Billy albanes or somebody could easily go down there and just engrave it it's not a big deal uh whatever you want to I don't know what you want to put on it or recommend we would love that we didn't know if that would be approved we would love that you know we we we had other people who have come for similar things uh did you know mik wom yeah all right Mike W uh Mike W was a handicapped gentleman who did a lot for the town and advocated for the uh disability and he's on the committee of disability really and had probably the most tragic life story you'll ever have in your life I mean you lost the use of his legs when he was 14 he lost both parents in his 20s and and he had bone cancer and he died and he was 33 oh goodness and but he was always and I saw him Mike a lot and uh he was always you can Google him and see his YouTube videos of him skiing of him you know surfing of him you he didn't let it he never let it slow it down nicest guy in the world and we you know his friends wanted to do something and they never really follow through on it and we had thoughts of like an obelis type thing like a Sund dial type thing down there because that was a good thing and it was but you know this we don't mind anybody doing it if it's a wind like an extra bench can always be used down there our head lifeguard that's my Cotto our head lifu right behind you here uh uh with Hawaiian shirt but Charlie they're from Hawaii and they're not ha shirt but uh so uh you know it's a win thing and and we don't you know the concern is you know does it get washed away and that would be my only concern to do something that's going to disappear I don't think it will but we hadn't had good luck the last couple of years in storms but we can certainly talk a walk down there what you want to do uh I emailed you today maybe you didn't get it it's JD run JD Sunderland is oh no I saw okay that's me I thought it was from geryn I saw something probably jyn but you don't know her as well as you know me right so and I'm local so you should just contact me when this yeah I mean probably a week day or morning is probably the best time to go down there and just look obviously when it's not like this but uh yeah and we can decide and I don't think anybody at the table here is opposed to doing anything uh I think it's need an additional motion or anything to I don't know if uh just a motion to it's I think what I think the next motion we would make is to prove the location and the construction of the bench to be at location a or whatever we decided to be and you know allow whatever what you want to put on the bench it doesn't really matter to us I mean it's you know these are nice things and there AR you know stuff going on it's sad when these things happen your case it's particularly tragic I mean you know uh so whatever we can do whatever I can do and obviously for obvious reasons I know Mike rodri I was talking to him at mik Canley and you know Mike knows obviously uh I was the first girl to work in the meat department Mike Hanley yeah yeah and that know introduction by what do they call that by fire or something I was all men in there and I was the only girl and awesome I love Mike well oh yeah and M everybody knew Mike the whole world knew Mike you know so you know he has a nice turn up for that CL boy yeah we have a long Westport history together so I appreciate whatever input you gave the board members that don't say long history in Westport was that old I keep saying when did I become my father and when did I become the old man in town you know those are the two things that that bother me uh but uh it is what it is so yeah we can decide and and we can pick a day whatever is comfortable for you actually you know uh if you have a date in mind I sent your the email to Sea VA okay so I didn't look I look at my work email at work and I haven't really been home that's the only one I saw so no that's the best one guess my home email uh so I'll look at it well I can look at it now but that's cool what I think would happen if you you know so you're around next couple weekends oh yeah we're just showing my parents house and okay so yeah I mean we'll just go whenever uh okay whenever I can free myself from doing the things I have to do uh well consider I made a motion and for you to do exactly what you're saying okay okay okay let me write that down thank you for what it's worth they they were actually at they went to the harbor on the morning of you know that Jo got hospitalized well they went to the handicap accessible portion the harbor Charlton mansion and it was a little foggy so they didn't stay long is what we heard yeah well that that was a lot that handicap access was Mikel Met's Legacy basically C follow through you know and and and Martin costell has followed through you know as part of he took over uh you had to know Mike what a great guy what I mean I didn't know him until I got involved in town but you know if you knew him there like I said you can Google him see he nothing slowed him down nothing he he was acting and plays in New Bedford and he was skiing in New Hampshire and surfing and you know and his friends would carry him down to the beach because he can't get a wheelchair you know I carried him to a few parties oh did well that was Mike you know so uh anyway uh thank you yeah so we'll get I'll be in touch with you we'll decide what to do and then at a future meeting or maybe not even a future meeting we can just have it done because we're going to do a bunch of work down at the beach this is going to come up later in the meeting uh to fix to clean up the parking lot and a lot of other things the highway Department's going to be down there so I think it will be easy to coordinate everything at the same time after Labor Day is the best time right now it's just too many too much traffic and too many things to we're here through September and October this year which is unusual so we'll be here so then you go back to Hawaii uh we head to Florida then Arizona then Hawaii do you know the milans do you know trip Andor no I don't think so where are they they go to Hawaii and they about the same time they have a house G permanently now I was are they going permanently yeah cuz uh I was on that other committee with him oh yeah and they they're permanently in Hawaii permanently in Hawaii they Big Island do you know I have no idea where they are I know when I get a phone me phone call from Hawaii only person big stor and he they were the only no that's the people that's they're on Maui okay I don't know where they are Westport residents that did hardscaping all around their beautiful home yeah they're the only people that survived the L so they're on Maui yeah they have a beautiful house down here on the main road so that's unbelievable how they were spared but what they did with their hardscaping saved them it saved them it's a lesson learned I think for a lot of you but you don't expect that would expect that to happen wooden structures most of it well that's that well they've learned they've learned in Texas because my brother Gary is in Texas been there for 50 years I don't know how you've been there a long time anyway uh and that everything's got to be brick and steel and there's no wood you know because they they go up like that you know he's outside of Houston but anyway well thank it was it was good to see you both you very much okay Mahal thank you I would think it yeah I mean I I you know just talking to her and her sister uh and stuff like it school Jesus so I've known her for a long time uh yeah you know something that isn't movable and burnable are the two key key points if you want to do something like that you know so uh having taken care of that uh we'll take Mike because we won't keep him here all night uh how's it going everyone good uh so uh have you used the gator yet no I no I have no access to the gator as it right now we're still waiting for it swear to God we got that for you to use he sitting in the garage for a month now yeah I was going to say around four weeks so and I'm hoping this week at some point I think some point because looks nice no I haven't looks nice it's in the uh garage right over there right in theage take a look why is this we were waiting for the title to come from the company even though it's brand new I don't understand they have which they do have the certificate of origin we're just waiting so we can insure it for the insurance yeah the insurance just has to it's been sitting there since it rolled in a month ago and just by the time he gets it it'll be Labor Day so you know we use it a week or a day for I want to see I want to see if it works that's basically how it works for you anyway new is it it's brand new spanking new shiny right out of the box brand spanking new hasn't got a mile on it you know so but it hasn't has used either so no I know I need to get to bottl so what have we got for us I'll be on that ceremony with there you go me nothing much you know it's been quiet um especially this week's been pretty quiet um about the summer how about rescues and whole rescues we've had actually quite a bit of rescues we've had eight rescues in total this year which it's kind of it's kind of a lot um compared to what we had last year but uh rip tied stuff or rip tied actually pretty much primarily rip tied stuff but we've taken care of business you've done our training and uh we've taken care of it so everything's been a so far so I thought it was nice I was down there one morning going for a jog very slow jog but uh Mike and his were doing uh Tor drill yeah rescue drills and Tor drills yeah nice yeah so we try to we try to be regimented and try to stay in shape just in case uh they try to do that doesn't work in case actions needed so yeah like uh has it been great yeah thank you appreciate it it's been it's it's been a weird like even in the evening yeah there's been early on there were a couple of people who were there way too late a lot of people and they also the same thing well we've always stayed this late yeah uh but it's been really strange that there you know usually there's 20 25 cars you know like 6:00 mhm been like four yeah it's been really light traffic and I don't I don't know if it's I can contribute it to you know now that Co is finally really and everybody's going back to their vacation mode where they're going to L winaki or York Main or wherever they go C in or wherever they go you know cuz during the pandemic there was nowhere to go and that was the only place to go so there was a Saturday two weeks ago that it was just and that's one the letters yeah it was completely yeah out of control yeah the parking actually has been kind of an issue this year because it's been filling up really quick um which is kind of crazy I well people know to get there early because if you don't get there early you're not get in a spot spot yeah and and then baby Beach that gets all filled up so and they go down the middle it it's a matter of parking correctly yeah and I'm not sure how we fix that problem goingo the I don't know if we look at the redoing the parking lot or reconfiguring the parking lot see if it's more efficient yeah uh like drawing like actual stripes and stuff it wouldn't last you know after one range be gone you know uh we got to do something we got to put a new handicap but we I don't know if there's something we can do the problem the problem is it's really tight just to turn around there so people leave enough room for themselves you know unless you have a parking attendance yeah that's that's the only thing you know I would think even to tow somebody out of there would be difficult well you can do that you can have they have the articulating tow things that's how they do in the city you know you can tow somebody from a parking lot in the city you can tow for but it I don't I didn't see a lot of uh the times I've been down there which haven't been many I haven't seen a lot of uh non stickers yeah so most non stickers at night people who are there after hours guaranteed non sticker I met my life on it you know uh so anything else any problems any concerns any issues we doing Staffing Wise Staffing wise is great some people have gone left some people are leaving uh especially this week coming up but we still Staffing wise is awesome Labor Day up to Labor Day we are everything absolutely the only thing I'm going to mention is the second stand it's kind of getting a little yeah Ro it I talked yeah yeah if we could like maybe like sand blasted or or something and maybe get it painted for next year I'm just not this year but maybe for next year believe it or not that's aluminum and it shouldn't be rusting like that but it's just yeah you're in the worst area you can possibly eat exactly right near the salt water we can probably was the other one built by diamond yeah it was built by diamond oh they really were they both were built one was welded one is more uh one is more Tu M aluminum one is like like box aluminum it's a little thicker a little metor but that's the one that's rusted so you know cuz years ago Evan WI rushed it down and and painted it and which that's what I was thinking of it's completely it's it's almost gone like it's crazy might be something to think about we can get somebody to do that yeah okay that's the only thing that's because that that's kind of like a safety assd almost so um I mean you don't want anyone getting tennis or anything so that's that's the only thing though everything else won so nice do you guys have any other questions for me or no I mean uh as long as everything's running smoothly yeah uh no major injuries I was down there Monday I think you guys had three rescues yeah no I know what day you're talking about yeah we had a couple rescues that day um it was great to see them in action yeah that was a Red Flag Day actually yeah that was pretty hectic day but yeah got we pulled together and uh we get the job done so one of the things uh I know she closed today at 3:00 yeah because of uh the thunder and lightning do you what do you do when you close so when we close so no when we close we actually we stay on the beach to make sure nobody else goes on the beach for safety precaution and because we clear the whole Beach when it's thunder and lightning for a half hour and then if we don't see anything then we'll let folks back on the beach at patrons but um it just kept thundering and lightning so pretty much it's every time we see or hear that it's another half hour so um that's what we do when uh we see competing weather like that es especially thunder and lightning so and you have all the equipment yep that you need yep we do yeah yes we do everybody's got their swim trunks yep everyone yeah everyone's got the swim trunks now fanny pack every you know everything's good right now we're solid rocking and rolling what's the current vehicle it's a Humvee 1988 a general Humvee yes scary Humvee Yes actually we figured out to uh work the horn in the lights now so yeah I we don't need it now I apologize better shape that truck yeah it's in actually way better shape that I apologize for not having that Gator going has the storage container worked out well storage that's actually been great I we should do that almost I think we should we're going to do that every year that's like the way to go it's $129 that per month that's yeah ridiculously cheap you know why would we buy Gat Park in there yes it will that's plan is and it should fit we we we've you know the way we organize it we try organiz so it should work if it ever gets together we will be set so yeah you know we try to maintain our organization in the trailer so we should we should be okay should fit together like a good puzzle so that's great how about for next year do you see a lot of the lifeguards return I do I do I don't even honestly I don't even know if we like we hire anyone weing anybody yeah yeah um but I don't even know if we'll need a hire I we'll see but I see a lot of our guards coming back that's great yeah so we did receive one application um that I have here they sent a cover letter and a resume so I'll just hang on to it yeah please do year on the list for next year is there somebody that we know or you know or taba cabal Elliot 46 GPA yeah seems qualified yeah I should on Jil away so I'll let her know we have it and that yeah I about 20 minutes I don't understand what's taking so long yeah l l that Lucas never responded I just want to see the thing out on the beach to see if it's if it functions worthy yeah if it's see approval of the minutes of May 20 20th I got 22nd May 20th uh you need to see these I sent them out to everybody I don't know if this take a PE everybody is here was there so uh it's Porter Jones what approve I'll second that okay what's that uh town clerk report we have the town clerk report here some good news so we sold 3,884 stickers total us above 884 that's great and we've usually sell over 4,000 we usually I would expect to be the 4,000 plus and we end up with usually 4,300 there's still some trickling in yeah uh but I don't think expect a lot at this point in time yeah uh of those 2387 62% were regular Beach stickers which is way up mhm and, 1497 are senior stickers uh for a total of approximately $166,000 in Revenue which is up about $30,000 that's great and that's that was fear of the $50 thing was going to be a problem but uh we seem to be okay yeah so considering the the the surrounding area was still very very reasonable yeah oh yeah so that's good news uh well I think we and we need it to support the staff and all the things that are required to have uh one other thing town clerk report everybody do the I'm sure you have I don't know if you have the conflict of interest yeah I had to do that you sent it out to every I think it's went out to every Committee Member you should you just check to make sure you have it yeah you have to uh pass or take it or whatever referring to I think yeah I think you've had it okay uh so okay and that takes care of uh Talon clerk head lifeguard oh and here comes our favorite fan mail fan mail from residence we'll go through them we have a we have a a plethora of them so we'll go through them first one I'm not I don't know what particular order they came in but this came in July 3rd we didn't have a meeting in July so unfortunately this is someone who is looking for I I read in the regulations that Vehicles parked and Beach parking lots at the posted hours a lot of fishing permit which I'm not sure what what that says I don't see a regulation that says fishing permit will be fined in tow that's it's true my question is where do I get a fishing permit for after hours yeah we don't have fishing permits for after hours so I will I maybe something the state does no we used to do that uh and then it got out of control because people weren't fishing yeah they using it to it was an excuse to use it to get the beat so as much as this gentleman Mr uh weman mhm may or may not be a fishing person it's we've killed that thing because a couple years ago was really getting sure you know out of control well they leave the nasties behind well not only that they were having fires and they bringing beer and things you know and it was just yeah and they were parking like Knuckleheads and acting crazy and making noise at 2: in the morning so uh that's that one uh moving on oh this is the sundelin sorry we we have one from Mr Derek portess I think we know Mr portess I know Mr portess my name is Derek portess I reside at 10 Center Street we been the beach goes know the beach is taken by those who represent a portion of the beach that b chering web when you first go to the beach from the beach you had the pack left you immediately see his how smaller charion Weare Beach is and how much beach has been taken by the private beach that's not correct that's not true nothing's changed what happens is that that private beach has always had the same property line just that because of the storms and everything things look smaller uh they ask the lifeguards do not enter private e Beach sign that's Mullins Cooper uh Beach there and that is a private beach and it is right there mhm I think what's been happening over the years a lot of people have migrated from the town beach down and they're being a little more diligent on the private beach to keep people off so uh moving right along I called the town this morning this is on July 15th why the electric sign telling drivers that a parking passage required when the lot's closed was removed from Charan web I've been down there every night since in July and the sign is still there yeah when was that July 15th yeah I must have missed it I don't know how you miss it but the sign's always been there so I'm not sure the town clerk did not know she just did I contact the beach committee she obviously has this is Deborah Mullin Kilpatrick as some of the beach commit might be aware the parking this past weekend which is July 15th which is the week after July 4th was a nightmare unfortunately many many cars without Beach passes and only 20 cars with tickets that was not there that day that seems like an awful lot uh is there any way the sign can be brought back well the sign's there it's just nobody's going to pay attention to it they're going to go there no matter what happens I sorry that there are things and I do agree that there should be something on the rotary about sign because people are still confused where horse night Beach is really yeah end up that I I think when you go on Google Maps you actually end up at trips both I've I've used Google Maps I've used ways yeah I've used TomTom what happens is when you start going over the bridge when you get to the end it say your destination is on your right yeah and everybody takes the right sure the destination is about a mile down on your right need a sign not a first right so that's a problem uh we have this meeting here H this has been taken care of this is Mr yman that's been taken care of Carla Carl and Kristen who are doing a spectacular job have done a good job taking care of these things when I get the beach passage I send it right to them they call them up they resolve it so kudos to Carla and Kristen who have put up with a lot of crap this year and have done a great job getting beak fed out in a timely manner so uh this is a person who wants to have a wedding at the beach this was sent on July 18th I would like to request permission for Beach ceremony in August it's kind of late in July 18th requesting something in August but all parties are Westport residents there will be six adults attending I'd like to know when the beach committee will meet I had sent her an email that we were meeting tonight I don't see her out there I can reach her by phone and say I don't have a problem with it at all no as long as uh what time is it it doesn't say I sent her an email that says what time how many guests how many cars yeah there six people you get two cars could cover it you know I don't think it's parking is a problem if she's coming in the evening MH uh but I will get in touch with her on that so uh this is uh item uh where item is this this is [Music] item seven Mr Goldstein Mr Goldstein and his wife are are renting at Westport Harbor M and they will be here for the next six plus months is what he said and we like beach bashes for both of the cars I know Westport Beach is are spectacular but so are the beaches in our hometown West Haven Connecticut go to there which allows us to park at beaches with a simple parking app or by having a car registered in town exactly and that's the same thing we ask for we ask for you be Westport resident or a taxpayer or have a car that's registered and Mr Dr Donna schaper I'm not saying not sure I'm saying that and Warren Goldstein he's asking for a waiver from our policy that requires it to be a resident or a uh taxpayer I think did you respond to him I told him I said the policy is very clear um one of the reason we ask you to be on the census because if you're on the census the town gets more money for roads sure for grants for everything uh because of the population increase it also requires you to uh register your car in town we get excise tax so there's a lot of benefit for the town if you are a resident Andor taxpayer if you're just renting there's a lot of people who rent part-time yeah you m start with student they they're not allowed to get past I don't I'll take whatever the I think we have a process in place and I think we should stick to that process yeah I don't I mean he's going to be here for six months I understand you want to go everybody wants to go to the beach uh but unfortunately we have a policy and it's hard to wave that particular policy yeah you can go to Gooseberry go to hor neck yep and Gooseberry is free yeah they I assume I'm assuming because they're on Old Harbor Road I'm assuming they want to go to the nuble that's the concern right and the problem is limit parking again 3884 stickers 104 parking spots yeah so do the math yeah do the math one for every 38 cars so uh I will tell Mr Goldstein if you anybody wants to make a motion as whether we want to wave the policy I'll make a motion that we you know uh stick to the policy and I think we've already let him know unfortunately yeah you well he was he was kind of nobody had responded yeah the email thing but nobody had responded so I responded don't I have the oh we also have a bid uh from the other bid came in from uh Southeast fence company they out of Lakeville uh those are the only two bits we have mm and I met I had met with Southeast fence down there it's funny it's funny story so I met he called me up and I ran there from work during the day to meet with him to go down and so I could show on the fence we were there 5 minutes I had a ticket on my truck there was six cars in the parking lot anyhow uh it's like didn't take them long so there's recommendations as to uh specifications you'll look at it uh gu we're talking apples and apples so 60in n gauge uh fence uh Mr Castro bid a little bit more heavy duty uh line post if you compare the apples and apples terminal post 2 and 1 12 in diameters schedule 40 those are similar uh fittings brace sand carriage bolts diecast aluminum railin uh tie wire portion six gauge uh gallon eyes wire as opposed to nine gauge which is a little narrower MH so without mentioning the prices we have one that's actually lower than the other and there's not much difference between the two I would like to uh inate a motion to go back to the southeast fence to match e specs sure these specs are a little more heavy duty mhm uh and see what the pricing would be and vice versa I'm not going to let the pricing know I just want to get it doesn't seem like they're too far off right no but there just one of the things uh that I uh I met with this gentleman Paul MH and he wanted to get a concrete truck down there the poor concrete basis and there's no way to get a concrete truck down that Lan without taking down half the trees and then getting Country TR stuck on the beach yeah so that's not a possibility so I just want to make clear that that's will be the case both would like to do it in October so that would be fine with me uh hopefully be fine with the butters think everything would be good yeah but both these bids are underneath what we have for monies and what would we have appropriated what $25,000 okay so I had asked when I sent the fit out I think you all saw the document y for a price to do the 300 ft that we y definitely want to do and then a per section foot mhm and that per section foot basically uh was cheaper for Mr for the southeast then but we're also talking different apples and apples yeah so I'm sure so I don't know if there's a that significant difference I don't know if they'll want to do it for this price we have to take the low bid but I also want everybody be bidding on the same thing yeah yeah it'll be interesting to see what they come back with y i it'll be so uh unfortunately 5% out we get two I'm more inclined to go with the company from Westport if they're higher then obviously uh well I want to make sure that the specification you know we're talking apples and apples yeah does that give us enough time if we reach out to them yeah CU you know this is these prices are good for 30 days yeah yeah 30 days uh if we go back out I mean we're not going to do this October so we have time mhm to award in September and they can get into in October so we would meet I've been trying to call this gentleman but he's been out getting other job so I hav so I wanted to talk to him about this whole you know uh we didn't put any specs uh I just want to make sure he's comfortable with the concrete truck is not going to be a good idea uh Mr Castro was going to just had the the small mixer do every you know a little bit at time tow it behind his truck so but I but I I look at a concrete truck going through those trees I just not going to happen so I just want to confirm all that and I will do that I was hoping to do it before this meeting but I never got in touch Mr M uh so I will reach out to that we would do the file for the beach committee would file for the work yeah well yeah we we're going to file we have an existing to do the path okay so Chris just said when was just amend the path put and include defense it's still active right cuz it seemed a while ago is it more than three years it was during Co yeah I think it's blood line I'll see we'll renew it and yeah I mean it's we'll just amend it yeah well that's still yeah yeah just amend it and that would renew it for three years okay I'll talk I want to look that up I know it was during Co because it was a zoom meeting that's all I know my time SES same oh I was you know Co went to the end of 21 and we're 24 now so we're probably getting close b l yeah so uh if that's okay I can reach out and yeah okay uh reorganization of the committee we don't have a full committee so I don't think anybody wants to volunteer so we'll wait we'll put we'll table that till the next time sure uh discussion item 11 there's a they want us to make a decision again we don't have a full committee and wish there was full committee here of the recreation there a push tab Recreation take over the daytoday or the administrative part of the beach processes oh lifeguards like you know the paperwork you know what we were doing getting paperwork and everything like that uh and they talked about hiring a beach manager which you know I said I'll take that job because I'm you know it's like you are the beach man it's like because it's for two months of the year it's kind of a little crazy May and June and then it kind of just falls into place the rest of is like budgeting and policies and stuff and the question would be do we want to roll the beach committee into the recreation do we want to have a recreation member on the beach committee do we combine the two committees do we have them take over the whole thing we all just walk away and go home on Thursday night uh I leave that this is what the discussion is up in the air I think I'd be more inclined to having a recreation member be on this board so you continue to have our autonomy you know I and a main focus on the beach I guess my my concern would be if you get uh taken over by Recreation and sort of you're one of many things that they're controlling but I think they do a great job yeah my concern has always been a concern I've had a conversation with Mr gusby this this afternoon thought H open that you not me I was looking uh my concern has always been since I and my reason I got on this committee was money that was coming in for the beach was being siphoned off everywhere else sure and we've almost gotten to that point where it's beginning again we're giving 5,000 Recreation you know 6,000 8,000 to the uh town clerk which is deserved they do all the beach tickers 6,000 for the treasurer you know it all these administrative costs and it's eating into what we I don't want to say profit but what we have yeah for monies make improvements or or pay lifeguards yeah exactly we did well the first couple of years so we have a nest egg but that's been dwindling we have two things going on we have the acquisition of the land which is going to take a chunk of it and the fence and the gator are a big chunk of it so we kind of drawn down but the fact that we've done it we've been able to do that without having to go to town meeting and beg for money like it used to happen sure and we used to beg for money for surfboards and beg money for lifeguard chairs and it was I hated that because it was a public safety issue and nobody wanted to deal with it because it was a cash cow to be used for something else that's my concern I don't want to fund uh movie nights or the beach commun F lost in the yeah yeah because all a sudden you know there'll be all these other things happening other than what's going on at the beach and I think they do a great job um you know in terms of recreation so you know I think having maybe a member on our board would would benefit us do we want want to have Dana um M or I should call it Dana uh take do the administrative stuff we we gave her $5,000 to do that next year out of our budget this year I think it would be nice because we would have a formal process rather than you and I reaching out to students and trying to get them you know because you know like Tim said is is there going to be something going to be locked in the gate there something you know when is that going to stop you know if I drop dead yeah it's going to take over right and and and I said but I said I don't see and that's why they say we hire somebody to do that and it's like but they I I see a lot of like let's just grow government yeah you know and and just no money left for the beach sure you know which is my concern uh I would like to see you know I don't have a problem with the administrative portion because that's a one month get applications process get everybody their paperwork and it is order it's labor intensive for that short window yeah for a month mon you're running a chicken and then I don't see hiring how hiring another person yeah and if she's way overwhelmed yeah but I don't want to hire a person just to pay that in December what are they going to be doing sure you know you know it's I don't see it being a necessary thing so we wait for the full board to uh I like to wait for the full board because it's like I don't want somebody's against it or opposed to it I had a conversation with Mr suvin about a month ago when he first got sworn in I gave him some background and sent some stuff and I did I hope his EMA I called him because I'm not sure if the emails getting through it didn't bounce back uh so I'm assuming it went through yeah and but I hadn't heard from him and and I you know obviously import and obviously Woody's import I would like to see you know everybody got an idea I know we're having discussion tonight and everybody's looking for an answer I don't think they need an answer tonight any stret I think and board of Selectmen they make the decision it's funny the beach committee is established by Tom me Warren and it's in the bylaws M yeah so I you'd have to go back and mend the bylaws if you were to do something other than just make policies there's nothing in the bylaws that says we have to hire lifeguards to do all that other stuff but the beach committee shall make policies and oversee the operations is what the bylaws is M so we can continue to do that if we want a member of the recreation commit to be a member of this committee I mean this the biggest recreational facility in town but it's not like I would characteriz me as a recreation facility is kind of people go to the swim and fish and walk the dogal resource it's a natural resource it's not like you don't call the trails that Lantos have in I don't see the necessity of doing that I don't either I I just don't see again I don't want to see everybody's trying to get a piece of the pie now again once again and I don't want to see that happen I want the Beach Community to have money to do the things it needs to do safety yeah you know aesthetically that type of thing sure uh and I just 30 years ago we barely had enough money to pay lifeguards barely staff it praying we had a vehicle M and we had that year we didn't have lifeguard chairs sure which you know that's not helpful and or rescue boards or you know it's like it's embarrassing and shouldn't be that way yeah I think they but I think we're we're certainly fortunate to have Mike he's done a great job of sort of spearheading a lot of that in terms of his equipment and what he need right well as long as he you know we but we have to count on somebody else but there we have good people I think and I and the collaboration with the state I know that they've come down and they've met and you know worked on help so again that it's in 20 in s when did I get on 21 years ago God 21 years I've been on this board or going on 21 years it's been years you've been locking the gate at night no about we didn't get the gates till about 18 years ago all right uh still a long time yeah but it it's come a long way because we got the gates the cameras the security the locking up the I think the facility has improved tfold uh you know and it's not I'm not going to take credit for it Bob Carol Jack derer uh Tim St Michelle certainly uh we're all spearheading the part of it we all got on at about the same time for the same reason sure what the heck is going on down there you know cuz life guards don't have Rue equipment makes no sense M so we I think we've resolved a lot of the problems we have a long way to go to make it I know most people want to turn into a private beach club and have uh golf carts that hurry you out to the beach and all these other things I think that's that's part of it you know some of it is unrealistic we're town you know Beach and for any listening at home you know every year I hear the same thing why can't we have a walkway to the beach why can't we have a paved parking lot why can't because environmentally and permitting wise we just can't do it uh it's not logistically it's impossible I would I absolutely would love to have handicap access to tering web just don't know how we do yeah it's just nearly impossible well you would need a ramp that went out came back well you have to start over the river and you know cuz you you know cuz it's get up with the hill and then then you get on the sand what happens then uh I'm I'm working with hopefully Mr Costa is uh has been spearheading a lot of that activity of access stuff so so do we wait till the next meeting I would to make a decision and everything but I'll have a discussion it seems like we're leaning towards having a member on this committee and you know overseeing obviously policies and operations but having administrative stuffff yeah I would think it would be a benefit to them that they're doing the human resource aspect of it to know you know one hand knows what the other hand is doing even if it's only for that small portion of what we do yeah and maybe we have one joint meeting between both committees a year you know to say okay what are we thinking you know January meeting like okay it's not a new year what are we thinking you may not even need a a board member you know uh it's just hard to get 10 people in room yeah yeah evidence by you only got three here tonight so all right uh one of the things that came up um Our Town Administrator asked about Landscaping a lot and cleaning up the lot a lot of people the polls have been knocked off because people are backing into them cuz there tight parking and tight turning around there's been couple that have been whacked and they're leaning I'm thinking of taking off the horizontal poles all together and throwing the heavy duty rope oh that'll look nice yeah you know it'll look better and it we don't have to worry about people telephone PS is yeah so you can do a little UB and you can just you know do a little so I think that would work out and take care of that issue I don't know when you say Landscaping it's not like we can they you have water fountains or anything the highway department did a great job of mowing at the beginning of the year and cutting down the weeds and everything like that unfortunately during the year they grow up and especially if it rains a lot and it's hard for them to do anything with the parking lots full yeah uh and keep it up and maintain it I don't know if there's something any ideas that anybody wants to make it more aesthetically I mean I think we could get a nice wooden sign that says Westport toown Beach would be helpful yeah that would be great and and we did receive some correspondence I think uh regarding signage and uh people going on the dunes um and we the people next door not and then two lanes over over where Vinnie Collins is I think it's what's that called Collins Lane I think I people have been like walking all you know because bigger Pro the biggest problem I see and I watch this is the drop off thing yeah people drop off a whole Squad of people and they walk and they don't even know where they're going yeah you know I can see that they get to the back corner of the parking lot and they're doing one of these like okay how do I get to the beach and so they're drifting over people's properties and they're just assuming the town beach runs from boers Beach over to Bakers and that's not the case that was part of the problem prate one of these letters that's why they decase the signage on the private beach that's why they want the fence that's why you know M uh I don't blame them at all uh so having said all that but yeah I mean we have to we need new signs new handicap sign every time we put up signs to save the hours you lose them they disappear yeah yeah even if I maybe the lifeguards had a small sign that they put up every day that said stay off the doing I guess people are going to be people we had uh Becky Haynes God that's got to be 20 years ago uh for her senior high school project you made those signs that frag and people stole them yeah and then there's one that's still there because we took it and we put it in a 5 gallon bucket of concrete and buried it in the sand so it's it's going to take a little bit of effort to get that thing out of the sand but unfortunately people were walking all the do sure I wouldn't and this between poison iy ticks and all other things it's not a good idea you're out there in shorts in a bathing suit you know but we can try and you know maybe maybe the parking attendant is a way to go to thinking of a part-time parking attendant on weekends and you know to get people to park a little better I think you know uh it really comes down to number of spaces so the parking attendant I mean it made a different when Tim and I were watching the two lots and we were telling people to park close it made a difference cuz we didn't have a lot of problems on ju weekend what happens is you get one person parked at an angle and next person comes at an angle and now you lose three spots for two and sure and you know if people are a little more you know diligent about once you get people parking correctly at start then everybody follows through it's the first couple of cars in if they leave six feet between the next car yeah you're done I still I'm still in favor of a a tow truck down there just Towing people without a g I would love to do it I would love to do it I mean that's only way people are going to spend $50 ticket does not deter yeah people it be further income you know well anyhow I've been so the Landscaping quite a while the weed whacking who would do that is that highway department but I mean I think I don't if they want us to plant trees or they want a nice wooden I mean I wouldn't mind putting up a wooden sign that says Westport town beach yeah you know I F in the sun Don't Drown Please Don't Drown uh you know be safe whatever you know something like that not have a problem with that at all M we could put it right next to the parking lot yeah so the cameras are on right yeah I don't have a problem with that uh I don't have a problem with you say Landscaping there isn't much to landscape yeah you can't put much down there I mean it's all sand and you know you get weed the problem is weeds grow and they we you don't even want Roser or goer anymore because it's invasive yeah but there's not a lot of roserosa a lot of stuff is just weeds yeah you know it's various types of weeds and there's a couple of nice pine trees I don't know if they have a problem with the pine trees because they've gotten a lot bigger in my lifetime I've been going down there one of the trees St was a little tiny thing on top of the dun is probably 8T high now yeah uh I I don't know you know in the pathway going up it's not like we can you know like cobblestones because people BL in the Pebbles sure but it's so steep every time it rains I washes the sand down and just get Pebbles left I know it's tough walking mhm I don't a lot of people like that they like the way the beaches has been remained untouched yeah I do yeah I do you know it's like and it makes a to me it makes a huge difference for Beach nourishment and everything else that happens naturally so well think about it okay uh member issues Harry um no everything's been going great um I've been working with Mike and the lifeguards quite a bit uh trying to help out where I can I know that he reaches out to you or myself and uh I think we're able Tove any I'm always 40 minutes away so it's really tough I CU you know I'm 3 miles down so yeah it's just really tough for me to Sir drop everything at work and drive 40 minutes and then I think everything's been going great I mean I you get the same complaints about seaweed or um you know can't again we can't rake the seaweed because it's under the with the piping flowers and everything granted they're gone now uh but it's it's a beach you're going to get seaweed you're going to you know it hasn't been that bad this year actually water's been prettyy clean everything's been pretty good this year yeah I know we had a complaint about the red seaweed there was a couple of days where we had see if you come to Westport if you've lived here it's a fact of life this isn't Bermuda this isn't you know I think with um with our email correspondents and you know It's tricky because Summer is only 3 months right and we wait till the next meeting to go over the emails would it make sense um sure you get the emails if it a problem if it I mean complaints yeah you know like why is electronic sign there it was there last night it's been there every day you know it I I respond to some of them some of them require votes you know uh as Jim like if I want to hold a wedding yeah uh you know I want to you know see R fireworks I want yeah you know some things are obvious to answer yeah like Mr goldstein's you know we have to take a vote discuss it he wants to be discussed at a meeting yeah uh it's just difficult because of the time lack yeah you know there some things required to wait yeah uh so I apologize no no but but also you know if you get an immediate complaint we can get on it if you see something you know whatever I think you've done a great job of you know responding and it gets tough when you send me a bunch of them at a time it's like oh God you know it's like I spend the night like okay I got to respond to this one I got to respond to that one broke some coffee yeah again maybe that's what something Dana would take care of yeah yeah you know if she has a policy issue I.E and obviously gets solved here but uh most of the issues are pertaining to uh it seems like parking or getting their parking pass or I don't live in town and I want a parking pass how do I I was standing down there yesterday yeah the guy came in how do I get a parking pass yeah and I started laughing and it's like you know and I said well do you live here yeah well I just moved here and and he said do you live here he go I moved in with my son I just F my house I said well you're not a resident you're not renting you don't have you're not a taxpayer yeah I said it doesn't you know how's it work when the you know when the kids are in the parents house they can get a pass but how do you get an adult going to the kids's house do they get a pass well that's something that we probably should talk about and discuss I think we had a we had an age limit of 21 that got either fish or cut bait yeah Mak you know uh so but it was an interesting question but you know and we told him he obviously didn't go online to see that that's how you get a beach best but again it was a question that came up it's like what do you do if that's the case M and maybe we can do something with the website where it answers a lot of these questions um yeah sort of like uh you know I think so I think that we could do that we put it out there the we we can't wa to see call or theil we can't plow the sand on the end of the laneway if the FL was a present there's a bunch of things we go through every we hear I hear every year and it's like you can't make it out I'll tell you the dog issue because we've had Nick go down in the mornings and stuff like that has not been a problem sure there has been a problem with one gentleman uh who's been yelling at other people when he has his dog okay he's been yelling at fisherman mhm for fishing too close to the beach been when he was fishing and he oh there in a boat yeah and he and and I've been receiving your complaints yeah but anyway I think that's resolved but okay uh Leon issues no issues okay I don't have any ISS how is the mosquito issues actually I haven't really noticed any mosquitoes so I'll say good so good I haven't been eaten alive in the parking Lottery and I think it's because it's been a regular rainwise summer yeah I know the last couple of nights it's been really nice when it gets down to the 60s yeah it's been it's been a beautiful summer it's well there were two weeks there when it was 95 95 I couldn't but in terms of days those are you know Priceless no they're not Priceless okay if it gets buggy then I'll have to give a second I haven't noticed but I don't think this I didn't even think about that but the times I've been down there and my l lock up and usually I lock up it's pretty quick uh I haven't noticed though I have noticed uh more animals on the beach raccoons and possums and I go into the parking lot there's some scattering around and deer lot of deer too many deer which is a concern about lime disease and everything but that's a whole different issue uh so I think everything's been good I don't have anything we've had a pretty good unev eventful people after hours I just get the same excuses all the time uh these two women were coming out at quarter of N9 I hear them come down the path it took forever I was waiting and waiting and they didn't have a beach pass and they said oh we have a beach pass in in the glove department they supposed to be on the window it's a sticker and oh he didn't know that yeah uh but it's been fairly good and I've been going down later truthfully you usually used to go right at Sunset and I've been going like 20 minutes later and maybe that's the reason I haven't been locking people in they're off they're off the beach that's but anyhow uh no I have nothing so uh having gone through all these items and stuff I'll entertain a motion you got it all in favor I we'll meet in September all right so hopefully we'll have a full board so Joel for
