something we will be moving towards in the coming months um just off record I just brought this up I just was Googling stuff the rain event in Connecticut um which I think most of you people have where lied um this was a 2.38 in to a 16.31% 16 I mean if you saw any of the footage that I I just was witnessing some of the arch cul ways that we try to install today were totally blown out so they're claiming this was a 100 1,000 year storm and it's got a 1% chance of happening every thousand years I just wanted to bring it to the commission's attention how significant um you know we are and changing our um storms and how things affect us so just for the record this you know if it jeopardized Westport we would be in some significant trouble so um just for the record that's all I have South Baran Oxford and they said it was just yeah that's that's in 24 hours less than 24 hours so that a 7 in in 24 hours is a 100e storm there's two rows 37 7 in is 100e Storm 34 and 67 of major thorough far is basically through that area and they're both completely washed out in series there's a dam it's called the um Stevenson Dam completely gone completely breached and the road brings you all the way down to New Haven's gone yeah I get is it's a mess down there yeah so just for perspective how was that all REM of the hurricane from Florida no no it was not they totally did summize that the weathermen actually missed it they saw all the storm events going further to the West in Jersey and New York and actually this section from what they stated was the way the winds were working it was forcing the storm to keep recreating itself so as it dissipated it would start again and create another storm one after the other he didn't come this way yeah so portion of all we got the storm the other day the thunderstorms it was part part of that that front that was moving over but the stall over Connecticut we're working on a hazard mitigation plan for the town as well and this is just something you really can't plan for in event that this happens so well I mean just the postcript this is I might have mentioned this before but D has these regulations that they've gone out to for public hearing um uh on uh no uh no no buildings being constructed in the velocity Zone um you know uh ramping up storm water controls in a big way to to incorporate climate change and in the kind of treatment and and then um uh and docks under chapter 91 are also going to have to incorporate climate change uh and sea level rise in terms of the height that they're have so that's all waiting to hear what the EP is going to do with the comments correct thank you Phil yeah yeah so that's all I have Mr chairman um well I guess the next meeting's a little more lengthier folks so we just got hit with like six to eight hearings so I um can't promise you it's going to be as quickly as these past two meetings that have been very light Chris I have one quick question for you have you heard anything from DCR with I've a few people have inquired about the access road not at this well actually two of them were state reps not from Westport not surprisingly yeah um but they had more concern with what had gone on down there nothing yet they again they claimed four to six weeks which I would say we so I I can forward an email to Jeff McGee and Tommy vaulton and ask where they are with that I did just think of that I'm surprised the dp's not all over them being as cons conscientious as they are I don't think the ep's officials can see it from their dining room I thought they were hot the trout when you call them originally no they were more trying to coordinate with us to give them an emergency to allow it they originally angry with it orig Angry until they get a call from Boston when they got a call from the governor's office most yes and maybe that has changed some Dramatics of what they were opposing again historically There Was An Old Road under the stom but as we all understand say 12T of Dune has since colonized that area so that's a very similar story up at the noble I remember that story where the DP came down and slapped they slapped all kinds of threats and fines and stuff yes they did wouldn't let us clear off the existing road to the nille this cuz they said the Dune had moved I remember this very despite they being asphal evident below that washing off of the hose I said you know what you guys can't clear that off because the dunes have move there and you can't touch the dunes even putting the guard rails in we had very careful about the Dooms going to have two um you know one is going to they're serving two different areas massachus through it's going to you know so it is it is going to happen it is going to happen yeah it is going to happen that is it's not an alternative there you have a station serving Connecticut and a station that's going to ultimately be in Fall River um which is I assume is the olden point you know see that's what I'm Excuse me I didn't mean to interrupt but I'm happy that you did participate cuz I keep getting as you were trying to get the answer to and I'm glad you did is it a backup route or is it actually going to be two routs in the very beginning it was a backup grout so this is why we have to be careful as a community to not be accepting anything they say um in a general sense because it appears that there's a lot of a lot of word playing that I don't think is something the tax pay is really yeah yeah I'm sorry we need to step on you no but the taxpayers I think need to know what obviously we have no say of 88 because it's a state road layout but we still have our jurisdiction which is going to be very significant so do they bury the cables on the beach or people can I propose they're going to directionally bore or try to propose something that in Westport is is difficult cuz we're a glacial till community and uh we have another proposal for a solar array off Division Road that has this very crazy approach of un boring for about 3/4 of a mile to Horseneck Road through significant Wetlands um that they haven't had approved yet which they Mass GIS Wetlands by the way they're not even physically flagged in the field so these questions I really are concerned with f as how they can control I know it's very accurate by way of you know it's GPS and it can come right out at the the person's mocked location it's just what they hit along the way so um one of so um I specifically asked the question and got an affirmative answer that it's not an alternative they're both they're committed to doing both there are two um alternative if you can see it on the map cuz the maps are a little bit clearer on on this you know two um different kind of entry points for the Shor line and then they kind of converge and then go up 88 and then cross over um into Fall River and uh so there's that part of it they also um gave information about um how deep and how why not on the maps but in the conversation which I tried to take notes on but it's also be recorded and have access to the recording but how deep and how how wide they are and it's and it's I don't I forget get like 20 ft deep 20 to 50 ft wide depending on and they have two cables they do it redundantly so if one cable goes out they can still have another cable oper operating and uh and then I don't know if I circulated oh so the other thing that's also relevant is that the state has jurisdiction 7 miles out from Shore so everything that happens it's either seven or three anyway anything that it's three okay so anything that happens from 3 miles in is going to go through the whole meepa process so there's also it's also that too so there'll be plenty of opportunities um to go through that before it actually gets to our desk so to speak so they going to trench for the cables 20 ft deep 20 to 50 ft wide yeah they yeah that's pretty I know yeah and then they're going to go under the river and they haven't really decided on the engineer engineering technique for that because you can do the same thing a horizontal directional drilling under the river but then there's also this tunneling thing which is which I I think they actually build uh you know some you know like a tunnel or some other way but they haven't they haven't proposed that yet okay but all this is going to take a year um like the next public meeting on this is until the beginning of 2025 uh so there's a h heck of a lot of information behind you know scenes so that's what I'm concerned with if they would have just come out and said it's happening now you're hearing it's happening and that's that's a big impact To The River and the concerns people have so when you look at the map offshore it looks like there's five different wind farms yes least different set least are they use the same cables they all put their own cables in um well I you know in the early days uh of it I think there was the idea that there would be shared cable um because it would be less impact you'd have you know or maybe there'd be a couple but they'd be shared and the cost would be shared and then you'd have less impact and I don't know the answer to this but you know so much has been shaken up right with companies you know breaking their contracts and um so I'm assuming that the uh Vineyard wind people want to go ahead so they're going to go ahead and do their own cable and you know maybe farms in the future once the whether these things are really viable or not will decide it's an economic thing to do but right now I think it's every P every company for themselves really because you can't really count on your partner to be there you know if well Vineyard wind is also in a stop order because of right right right right and they continue that they can't generate electricity they can do various things this is again from the presentation they can't transmit electricity but they can do you know studies and do things on there that's only one of the plat of them that that are out there so you're going to you still see them being sh out there but that's because they're other wind farms correct so they don't have to cease and desist only only the one has to stop Yes like you you going offshore the other day it's starting to look like water world it's it's starting to not even look humid out there you can see it today because it's a very dry day is insane dry no humidity so you can see the cranes putting them last was like 94 now there's 27 there is they're all built out what is it going to be a couple hundred of them 500 no at least 500 or more yeah the ones you see right now are 30 Mi offshore the ones that this Vineyard wind that would come through West be 50 off it's going to be larger than the state of Rhode Island when it's done the area yeah just it's just different you just it's it's just different well I think they will provide some habitat value but it's the yeah the cost of the impacts of the developing them that I I think we're seeing a lot of adverse effects well the other thing that I I did which I I could share with people I is um I looked at the meepa report uh the final uh environmental impact report um for the first project that which is actually the one that uh goes through where it's landing on the cap bar yeah the barn one which which is also a Beach entry and also going under a river and you can uh it's like a it's a 10-page report I mean it's a really big document because it has all the comments that that came to the secretary's office but you can the reason I'm raising it now is they they talk about the mitigation all the mitigation measures um including a very Hefty uh compensation to the town um so well I don't want the community and the powers that be be blinded by that compensation because we are in a financial constraint that's but sell the quaintness and the impacts of that could be longterm for the community but it's not all the mitigation isn't you know isn't for that you know I mean there's environmental impact mitigation you know um I'm sure there would be impact you know you there's millions of dollars already going to get money out of this they're already suing yeah but there's always as Phil saying there's already been money allocated towards such stuff yeah anyway thank you both for I didn't purview it I will absolutely now because I was finally looking for that so so the answer is when people ask us from now on like is it really coming to Westport you now say yes yes correct yes yes it is planned it is planned to come to Westport now you know that that is the plan and the irony is you know there have been a few people that have kind of been active on social media and there have been members of the board of Selectmen that said that the meeting was only to discuss the formation of a committee that there was no plans I mean that that was that was on social media as recently as what 10 days ago y yes very contested meeting because they didn't come to fruition with the appointment of people and they were back back there were members of Bo and Selman that said that there were no plans on the table period corre just it was just a meeting to discuss the possibility of some ad hoc committee or something I can't remember where I read this but I um and I don't know that they've I understand that John bull is going to be the chair of the committee and the and that the charter of the committee is to focus on impacts affecting the town and not to debate the or get into you know should there be wind farms or should they not being wind farms so it's taken that step I don't know that every com I don't know that every um committee that's what was discussed at that meeting was a charter and what their goal of that committee was that came that was sent out from the climate resiliency committee where you get that yeah that discussion Point came where where John bull was appointed and then Bob dalor was appointed the mission of that would be to address yeah Westport I guess economic benefits and not the like you said the viability of of off wind which found quite different than what the original discussion was at the select St board meeting so do so the last meeting when you weren't here but we talked about your appointment I my concern was that because of your situation that I don't think it matters at this point it really doesn't matter so yeah doesn't matter have we been asked to point anybody no they didn't put that out did they well they they did send something from Paul I was asking for people so I think this is I know there was a discussion in Jason did bring that point up but um there's also the ability for disclosures to be filed but if it's in the standpoint it's a done deal it's going to happen um I think that what's the committee going to do again they're going to be chartered to try to look at the impacts and and how it's going to affect the community so you did bring up the discussion of Jake being represented if there is a motion made I think we can move that letter to the board of Selectmen encouraging them to appoint Jake if the board so desires you still want to do it I'd like to be yeah I'm interested in see all right some want to make a motion motion to uh Jake recommend Jake to the board of Select wi committee committee you have a second second than Kevin all in favor opposed can we also make a motion for an interim for Phil Weinberg who's been very versed in it I I don't know if we can have an interim one I mean can we can we have more than one yeah I mean I don't think they made the makeup did they no but um so I'm on a lot of committees so I I I I demed on being being the idea that okay I'm going to have to like go to meetings I don't want I don't mind working again I didn't mean to say I didn't know if you wanted cuz You' been doing a lot of inth review CU I'm cuz I'm curious about it and really do appreciate that yeah you know and uh getting involved yeah and so and somehow and I can't remember I you know I got on the uh the boem list so I you know I get you know I I get the stuff um but I be happy you know to be behind the scenes or do whatever I can that's fine I I really do appreciate that so no motion needed for that and if you you know but if you want to do it Phil just you can bring it up and we we that can be your uh he'll be all the a sub your Yeah well yeah you need one more meeting to go to yeah but I do think you know and it depends you know a lot of the stuff is you know there's kind of the a lot of the stuff is fairly technical you know and uh heavy duty consultants and all kinds of you know stuff um but I do think um one besides advising the select board I mean one role of the committee could be you know getting engaged in the meepa process and you know submitting comments and you know really participating in that because that's where um you know mitigation and stuff becomes right and and uh and really you know forcing the applicant to make their case that this is what they're doing is the right way to do it is having you know avoid you know minimize and mitigate and that's or that you know maybe the it would come from the town rather than from us but I think but is it safe to assume that that they're going to land at a horse snake Beach that they've already got the deal the state done I mean they're not going to know that and plan this if it's not done yeah I mean I I I'd be surprised that they ended up you know picking all this state property without talking to people in state government about what their attitude is about it so I think uh you know that and I mean going up a right of way you know it's inherently not a bad idea right but I think these cables are two oh H um they didn't describe actually the size about foot diameter yeah I I saw the ones coming from the individual turbines and they were you know they're probably good 68 in G yeah probably foot yeah and I I don't yeah CU there must be you know they have to keep it away from the elements and stuff so which is as I say they're going down they're going down pretty deep um and much on cable yeah I I think that's going to be some of the concerns along that pathway as you know how many there's too much bedrock in some of those areas 20 foot I I think would be difficult in some areas and that was the discussion that I had with a representative for Vineyard wind to bring up that point is that they hadn't done any soil samples along 88 the entire way yet yeah usually they do borings every 50 and they not had the permission from the state to do it whatever they have not done it yet well again if they're utilizing the road layout of the uh never designed or never built rather section of 88 that is a very significant Wetland now to get access into there is is limited so well I think how closely can they run that along the road along the existing Road or or Gully how close can it be I think secondarily is the concern from a conservation standpoint is you have three or four pretty important freshwater streams Kirby Brook Ang line Brook and others that go through this snow Creek um that go either under 88 or over the other way so you know I think there's some concerns with the impacts to those that you know need to be addressed how they do that but ignoring the river it's not a cable that can be put up on a pole either by you describing the size of it it appears that yeah it's not capable of being suspended so and that's why they will have to go into the river because that bridge does open so there's no way to you at you know that corre whether it goes on the West Point side or the M side I don't know did they lay that out did they have a well there it it it's mat but not at a not at a scale that you can really tell that but there's all um uh I so I think that on the vineyard wind uh you know on their web page you know they presented like this massive do document to um to boem and I think that there may be more details um in there that were presented at at this PowerPoint presentation which may get down into not that they've deally done soil soil bearings but actually lay out the root a little more clearer I I haven't I haven't dug into that but there's time like I said that the next public meeting isn't until sometime January and February of 2025 so so and I think that's part of depending on what the committee sees as its role and you know who's going to who's going to dig into this um and uh and all you know and all these other um you know state agencies you know czm and uh um you know Fish and Wildlife and all these people are going to be weighing in um and so a big piece of it can be coordinating with those you know with those people you know who were on it and um you know getting them to listen to what our concerns are at the local level and I think you're seeing from the local level a slight rise in opposition that didn't exist prior to with the turbine failure and that's out there and Tra continuing to wash up on beaches and in Westport so that has opened people's eyes along with the impact of obviously the the marine marine life but before that happened I don't think you know it was in a better spot I think now the question becomes is we're you know where the community is with respect to whether they want to be a part of this or not that's the problem I think they're going to have from a Public Relation standpoint yeah and Phil did they discuss what happens to the cable once it goes up to the V8 the cut then there's it maps how it how it crosses onto Fall River yeah it goes up to 195 and I don't Somerset is it Somerset or is it fall river or does it go over to the somerset well if it goes over to the bra and point plan it goes under the tot and River over to suers that's it radiate somehow through I mean they're going to they going to do this Subterranean they could use a CSO to well yeah I don't yeah you know again you know again it's the uh um you know the scale of the of what they're um what was presented at this particular thing wouldn't wouldn't um give you the specific yeah and I didn't you know but if if you got copies of the PowerPoint you you'll be able you'll be able to see it and maybe then if you you know kind of blow it up on on your screen you'll be able to because you guys know the area so well you'll be able to just Rec I don't want to be too forward thinking but maybe it would make sense for the state to actually say if we have potential for find five wind farms we either build one big tunnel and let every and everybody use the same tunnel or you know instead of doing this five times but I wouldn't want to be too far thinking you know well that's where the grid has to be separated taking the power though that's what I thought it was they can't dump it all into the same source so they kind of are trying to spread cables in one big conduit right I mean you know instead of having five borings why not just put one you know three or four foot you know pipe on the ground and just say probably run your cables in here right right well the New London Landing was they said was the primary One Westport was allegedly secondarily but if New London could take all the power which they probably can't that's why Westport would not come into play obviously we know there's something going on behind the scenes but that's what their argument was is who could take the most power and that's why it goes up through bonable and you know in different areas and who who takes it whether it's eversource or National Grid or whatever um with respect to that so and maybe it's just a snapshot in time you know I mean that is so right now the message is these are two um distinct routes you know going to two distinct substations and they want them all they want them both analyzed now and approved or not approved and but I it maybe ultimately up to the Vineyard wind as to what they proceed on or the timetable that they that they choose to proceed on it so it's like since you're going through a five-year process to get there you don't want to you might as well put everything that you want to do out and and get the green light or the yellow light and then decide what to do and figure out how much money I going to put into this right now easier just go on Scott River under waterer and then take a right I think it will be easier to recognize that we got the first big dig horribly wrong and we should probably know what we're doing before we start version 2.0 yeah like that would make well you know there's there's a lot of European experience in this and all these PE all these developers are coming over from Europe to do it to do it here and they've been really pretty successful in Europe so it's not like uh I think some of the stuff that happened The Big Dig was like the first time right people were kind of doing this doing this kind
