tonight U my name is Roy barki wrs engineering um we're here tonight to request the Board review um the application to reconstruct existing stone wall fronting the property at 91d filling the low areas behind the stone wall that currently flood and kill the grass with a basically thin lower layer of of soil and reeding and reestablishing that reestablishing the planting strip full planting strip behind the wall after it's reconstructed with native plants and then raising a pre-existing license solid filled Pier One Foot um in order to keep it above the latest floods we've been having um the wall is being raised approximately one foot also the resource areas involved are um all being altered temporarily there's no permanent alteration or expansion in any resource areas we have rocky intertitle Shore land under ocean land subject Coastal storm Flowage uh Coastal Beach and I believe that's it um the idea of this is that the the pier will be raised with a concrete apron um that'll be poured Ely 1T High by 3T wide around the perimeter and then the interior of that will be filled with a hardening material uh it's previously mostly Rock and concrete now you see a small portion of grass in there but that's really just uh overburden that's seated over time from from shells and things I probed everywhere in there it's it's a solid Pier um we feel that will give the owners you know a dryer and then that'll tie into this reconstructed wall which is in really poor shape you see a lot of these these rocks here are all from the wall um it's coming down it's going to come down we proposed to rebuild the wall with a fabric backing and a just out of stone exactly like it is no no P concrete or anything like that and raised um to the same height as the pier and you know the impacts are going to be minimal the most important thing is to make sure if when any concrete's poured that um the forms are up they're checked and tight um there'll be no overwash of any concrete into the water system um we might even go with a called a flow fill which is a low psi concrete which doesn't have Which is less water content and it'll fill all the gaps inside the old wall and um in terms of the wall I'd say the most important thing was they're only build the wall in up to 20 foot sections at a time so there won't be exposing you know they're not going to tear the whole wall out and leave that whole Bank exposed uh I feel that's a precaution um and I can answer any questions about the project at this point in time I was just looking at the locus on here you have on this plan it shows the point but it doesn't where where is where exactly is 1091 or it's on the west west side 1991 excuse me Valentine is further to the to yourself what's that road the the driveway Road it's between Valentine and um it's the farthest solid La what's the one that go turns into lawence there's is to just to the to the North and then Valentine would be to the South page seven page seven in your packet shows a detailed color Locus if you'd like to look yeah I'm around there in B of I just never noticed a big Stone pair that's why it work this I don't go down that far so this is kind of a house that comes off of a paper way with a long driveway um and it's a very linear property along the Waterfront all right I'm s go Ahad your report yeah the home is actually further towards the suly of the property the wall kind of extends down and across the front of the property can IAD I just had a preliminary question so is the wall going to be rebuilt as a stone wall yes exact okay not a 2024 there's a file number for this with no adverse comments it's SE 80 2752 we also have DMF comments received in favor of the Reconstruction of this wall um for the record this is a waterways licensed structures um they're located on the West Branch of the Westport River so these are licensed uh so the applicant is entitled to repair and maintain these structures um within that licensing the structures proposed to be reconstructed are the seaw wall a stone Jetty and a small ramp area along the side of the jetty the wall be reconstructed in place working from the Upland area rebuilding in sections will rebuild the wall with morfi Excuse me morfi fabric behind the wall and back filled with stone the lawn area will be seated and Native landscape plantings along the top the stone Jetty will have repairs made to the existing cap and secured by masonary methods um as Roy mentioned this is all being raised approximately a foot in height which we've been seeing for other properties in this lower reaches to prevent the um tital influences that have been occurring um and as Roy mentioned inundating the lawn area um basically avoiding it of any growth because of that salt condition so this is just again a measure to raise the license wall one foot higher and in the process build it in a manner today where you put that fabric so the fines are not withdrawing when the title influences occur the wall will stay uh and not slump on itself when stuff is undermined um again this is land sub to Coastal storm Flowage Coastal Bank Riverfront um there is also a slight salt marsh in this area um but for the most part it's an existing uh seaw wall along right at the mean high water Terminus recommendations the Westport Conservation Commission should approve the Reconstruction of the licensed seaw wall Jetty and small ramp with standard conditions uh and also uh allow the lawn to be seated and the planting of native landscape along the top Edge that's all Mr chairman you have any um when they do the seating you didn't do any uh uh runoff controls that corrosion control as needed in this case Mr chairman because they're going to work on a low tide event work section the grass yeah yeah they could absolutely include erosion controls during that any questions no the reason I was asking what it was made of is because I was concerned that uh it that it was going to be porous and if flood waters come uh you know they wouldn't be retained there or they wouldn't end up getting channeled to a budding properties so just just a comment I put the flow arrows on on that plan and grading to to show that we're not flooding anybody else's properties if we went up any higher we wouldn't inundate the back properties so we that's why we kept everything at the heights EXA yeah CU a couple decades from now it's an area that'll probably get flooded pretty regularly need two more feet unless melts first then it's going to all right anybody have any questions regarding questions for them what we're proposing here is very similar to the last project um we're proposing to raise the existing licensed Stone in Earth pier in this case approximately 2 feet um to tie back into the there's a gray drop in the yard and uh this winter we had the entire front portion of the yard underwater there's a an existing Boat House on the property that's a water dependent use that was all flooded so as part of this we plan to bring the boat house up approximately uh 2 feet um on the same similar sonit found sonit foundation and fil the interior of that part of the lot shown in hatching with soil um in order to do this we're going to have to wrap the stone walls around the sides of the yard to chase the grade back um because right now these are at the same grade and if we raise this we'd be we'd be dumping uh water on here so we're going to chase chase the walls back to the grades and everything's going to drain toward towards the water um so we won't be putting any water on there the construction methods are similar to the other one this wall is in a little less of a good shape the owner desires to have a fully stone wall when it's done um possibly with a a granite cap but no concrete cap and you know in the case like this I don't think we're going to have to go down all the way to the to the base but that's you know a good portion of the wall will have to be taken apart similar to the other one in re um it's going to be s of the projects that are going on all around it um I think there's two right now one to the north and another one and we don't see impacting any of the resource areas on this and I'd be happy to answer any questions Mr chairman and members Point house 220 trust this is 2048 main road it's a notice 10 application filed by wrs environment LLC report dat is July 16th 2024 there is a file number it's se8 2753 uh again this is a waterways license structure uh except for the uh existing shed uh the wall is licensed the owner has filed to rebuild the existing waterways license SE wall and raise the existing shed the work will be completed in sections to repair the wall removal of fill behind the wall and replacing with marafi fabric again with the crush Stone the shed will be raised higher on sonit Tube to accommodate the title flooding so this is not going to be filled underneath this is going to be an open uh Foundation to allow that tital influence uh to do its thing but again not to inundate the structure itself which um the photos are on record um again work would be completed during low tide cycles in order to remove the wall in sections so the neighbor to the South had theirs just done um and I believe the same contract and also Hanes was done at that time so um I'm very familiar with the work that was done it's a tight location so there is some moving of material in order to work in the small area of the yard um but respect to the shed raising we just recently one of the properties to the north of this just had that uh work uh permitted as well so this is an area that again is receiving um that inundation above normal and it's causing some harm so with respect to that this is resource areas involved as land Ser the coastal storm Flowage and Riverfront area recommendations Westport Conservation Commission should approve rebuilding the wall and the raising the shed I guess we should the far end of the roadway uh this has a file number issued by the state SE 2755 what's happening is Mr Canan had purchased this piece of property with this Cottage on it cage needs substantial work as the foundation did picking it up in place and replacing it back a New Foundation uh do that he's raising it slightly in order to do that he has to put a couple little platforms to access the doors that are obviously ground level uh he's also add a deck in the process he's removing a bigger deck that was out towards the water and replacing some of the concrete walk with that deck that was existing as a concrete and rock Walk uh he's totally within the 100 foot River Front area the whole lot itself is within the 200 River Front are there's nowhere else you can do anything he going to do it has an existing Pro septic system in place of with the retaining wall around it uh he proposing substantial plantings in and around the house and around the buffer and we have a landscape plan and list all the plants go through them obviously uh native plants that go all around to the landscape uh this property so basically at the end of the day there's about 100 square ft change in what is in the degraded area uh of the house it's 100 ft more there's really nothing you can do here as far as uh storm water mitigation just is in the room with the septic and everything else in place so essentially we're just going to do uh significant number of plantings in and around the riverfront area and leave the house exactly on the same footprint you only increases this small PA up here and removing this so there isn't much we can do on this lot as far as mitigation but is about a like like we believe it meets the basic performance standards of the roadfront area that's all thank U members I'm sorry I forgot to update the actual recommendations on this one because of there being a request for continuous of last meeting so please disregard the recommendations this is a new revised plan that Shan submitted addressing those concerns from d and actually remove the section of activity which which was this sitting area from uh the purview so we're just looking at a landscaped area and a deck reconstruction that was done on the property so John Canan 1634 wide drift Road this anman tent powered by Sha Lee with Northeast engineers and Consultants report date is July 2nd 2024 we're still pending a file number um but Sean again has updated her concerns by removing and 2755 we did get a file number so it's se80 2755 beautiful uh detailed description owners filing and after the fact for work commenced on property located on the east branch of the river as Shan mentioned it's in the abdine condo association area on the Northerly reach of that the applicant had begun deck construction without permit um the workers within the lawn area of the home and mine extension of the decking were completed the owner has removed the proposed sitting area from the plan uh and however will still plant the coastal native vegetation uh that he has depicted on that detailed plan um details again of these plantings are shown on that LE Landscape Architect's detailed plan to the right so again this is an after Thea activity Mr canine bought the property and and got very overzealous and began work um he has now satisfied the building inspector and we were the final ones in that process so the Westport conservation should approve the Repose deck area and Landscape plantings in the buffer zone and Riverfront area for John Canan file number se80 2755 with standard conditions Mr chairman there should be some implementation of erosion control as you can see on the plan uh and those should remain to the area stabilized that is all comment no any questions project uh that was just issued as well so the owner has filed on behalf of the owners for the property at 158 East Beach main road to maintain the trailer lot the site is on the ocean side and must use materials compatible the existing conditions uh sample should be provided to the office prior to placing on the beach and the work can be no closer than 10 ft from mean high water mark uh in this case with this lot they have a a substantial influx of material uh so they most likely would be just spreading this material around in a manner to allow them to access off of the roadway um they also have received specific natural heritage approvals which I put in the file today on the specific guidance to get a allowance of inclusion in this area during the April 1st to August 31st activity natural heritage is granted them under conditions that they place um they obviously hire a biologist from the autobond and have them pre uh sweep the Aira before they do any work um this is in in conjunction with their natural heritage normal approval so this is the method that you would get in order to do work during this inclusionary time of year restriction um so again they have received that in writing for the record so what I recommend to the board the Westport Conservation Commission should to approve the proposed Beach maintenance with the conditions uh only compatible materials be used a sample be provided to the office before placement on the beach and work no closer than 10 ft from mean high water um natural heritage and dangered species comments would apply for their standard approval and also natural heritage comments would apply for their recent uh approval for work during the plub season that is all Mr chairman they going to cont you contact you 48 hours ahead of time yes all right and then just going to re rearrange the material is there it's not important yeah they're getting a late start this year they had they have a new bit lot very large family that's an enforcement order um requesting that they file a notice of tent uh to restore the area to its original condition and whatever measures are required to have that happen all right we have a motion yeah move to uh issue an enforcement order for 17 Sandpiper Drive for um unpermitted removal of vegetation bordering the water I'll second second Kevin all all right see what else we have the second one I have Mr chairman was also seen visually from The Waters Edge um this is a Martin Keller they are located at two I think it's 216 cadman's neck um they proceeded to add sand to the coastal reaches of their property without any permits uh I can attest to the record that this Beach area pre-existed it's just that they are not entitled to just uh increase or add more material without a permit or issuance of some document from this office so I recommend because the Kell are very familiar with filing procedures they had a longstanding case against the commission cuz they violated the law um back when they first bought the property in 2012 that they be issued an enforcement order to permit the placement of the Sand by filing the necessary paperwork in order to get it approved in accordance with the weapons protection act all right questions not a motion so I'll move the we issue an enforcement order for the uh after the fact placement of sand without appropriate approval from the proposed maintenance of East Beach Road and how it corresponds to are we going to grade the lot more done too well at the current time they're just depositing the sand Within the road layout and the owners of those properties will spread the sand the town is not placing the sand in a manner it is piling sand um just to try to satisfy the previous concerns those neighbors had of stealing of their materials so this is an interim policy I will state again for the record this is not a permanent policy the um so we are submitted an application to the czm for Grant to consider a designated Beach management plan for this area and as I cordially sent to the selectman their recommendation is to divide the materials in the interim rather than giving it to one side but they again uh didn't
