okay so um the meeting this uh July 1st 2024 meeting of the Westport historical commission is now open uh voting members are Beverly sh Deber sholi Bill Kendall Garett stuck and Caroline Bolter okay the um first item on the agenda is the minutes of June 4th any comments on the minutes there just one typo that I want to correct that Katrina pointed out where we have um in the number two item it says the minutes uh motion to approve as amended seconded by BK we should say oh wait which one was it no uh number three Treasures report draft report was reviewed motion by BS instead of XX to approve and seconded by GS a very minor correction so so take out the buy XX because it says 5DS later yeah motion by BS to approve and seconded by Gs are you allowed to Second it if you're also preparing it um I think so I actually don't usually second it but maybe I did that so um hello Rod hey Rod so Rd told me that um his term expired on June 30th so otherwise he would Ober thank you thank you for for being here um okay uh I I had a couple comments um under item let's see under item eight um I wonder if we could just add what was approved did we approve fiber blast scutters I I don't even remember at this point item8 so uh appro replacement of wood gutters and and Fa ship it was a fiberglass it was a fiberglass gutter um so could we add that Katrina fiberglass CS were [Applause] approved um and then uh in item nine I would like to note that um a site visit occurred on June 10th that was the the continuation of the hearing for application for certificate of appropriateness for solar Beals got that c both those thank you okay um and then in the in the document list which is a really nice addition to to our our minutes uh under 1898 main road I wasn't sure what the second two bullets were in terms of documents I think they had pictures I think oh we already have photos so we can we can just um delete those delete those two just say that we have photos of same okay and in the first bullet um I think the certificate of appropriateness Andor should be deleted because it was just a certificate of non applicability that was issued for certain items is that correct um us about 1898 M yes well it's we have both certificate of appropriate and or certificate of nonliability because we split up their application so the application is the document the application is the document so can we maybe we could have the word application application okay application for application for um and maybe ditto and the other we'll say app for instead of the certificate itself okay um and and since since we're new at this new new at listing these documents should we also include the certificate as a document well certificate it's it's noted as granted in the meeting but it doesn't get actually done until the next day so it's not really a document as part of those minutes I think okay you agree Caroline um okay that's that's all I have do I hear a motion motion to approve a second as as amended as amended yes okay a second um let's do a roll call vote um Beverly Chef I Deborah chi I William Ken i g Caroline bains here okay next item uh Treasures report uh there is no treasurers report this month uh so we move on to uh item after that it's past 605 so uh 1898 Main Road application for certificate of appropriateness to replace three windows I believe that application has has been withdrawn is that that's correct they withdrew it um they are not going to replace their Windows I'll advise them they have to file an application for a certificate of non-applicability for their storm windows that will be okay put over the existing Windows does that mean we have to wait until the next um hearing for is it a Time hearing that's next 610 yeah we we have uh 3 minutes we can we can we can talk about something else uh in those three minutes um so um while we're waiting for 610 to roll around uh I want to say that Roger Menard has asked us to meet an executive session on the 8th 9th or 10th of July and so the purpose of this is um for him to inform us about developments in the the court case regarding 2015 Main Road and uh to get our um Impressions about viability of whatever is being discussed so he has asked us to give him some time slots on July 8th 9th and 10th he's available all of July 8th all of July 10th and July 9th mornings and uh evening I prefer mornings you prefer morning okay and we can do this by Zoom only can't to the 8 you can't do Monday you can't do the 8 okay um we could do it by Zoom we could also do it live if people would prefer to do it live what time we prer to do it live you prefer well this is my preference so what time are you suggesting right now on the I'm saying so we we have um 8th 9th and 10th 8th 9th and 10th those dates yeah uh the 9th only the morning or the evening yeah the 9th I could only do late morning and I have a very limited window like from say 10: to 11: I have to get on the road um the eth I'm wide open okay but Fe is not Fe is not available on the eth at all okay and then the 10th I'm also available okay are you available on the 10th in the morning I think so I don't have my calendar with but 10th is a Wednesday okay well um I'll I'll tell you what I'll do I'll I'll send an email around after the meeting and um and we'll we'll fix the time but he wants to he really wants to make sure this happens in that time period yeah because there's there's a uh hearing on July 11th in case maybe so this is for an executive session yeah so so it it and and it has to be an open meeting so so the way it works is is we'll open the meeting and then I'll make a a statement about meeting to discuss um things in executive session we will enter an executive session um in which case it's not an open meeting anymore and uh and we'll discuss whatever Roger needs to discuss with us and then we will will he be here he will be um here if we choose to be here or or by Zoom if we choose to do it by Zoom if we do it here do we do it here yeah it we'd have to get room so whatever is available okay Garrett can I just go back one minute um were you referring to 1892 main road or 1898 main road when you said they were withdrawing 1898 1898 is still on the table okay 1892 is the one that was withdrawn okay because 1898 is here tonight she going to complete for okay presentation of the windows so this is withdrawn okay all right so uh let's go then to uh 1898 Main Road application for certificate of appropriateness to replace three Windows hi Diane hi nice to see everyone okay so the last meeting I was asked to come back I'm sorry pleas state your name Diane Rino okay thank you the last name okay so I was asked to come to this meeting um to bring specifications and model number for the window that we were going to use and um a head-on picture of that window as well so I have these here three copies that's the window to be replaced and that's on the South Side that's on the North side okay mhm and what is is this where is this viewed from from a public away um you can sort of see it on the north side of the house from Main Road um I did have pictures there that's it okay good yeah last time be the chimney no it's it's beyond the chimney yeah it's beyond the chimney a single story L okay front of the house I have one from last oh yeah there we go the house and to go along with that we were discussing what model of Marvin window was to be used and it was suggested that we use Elevate uh the contractor says he cannot use Elevate because it won't match he wants to use ultimate so I did have specs for Elevate I think they're they're all here this is specifications for Elevate and this is Ultimate the one that he's going to use and do you have an extra copy of the one you're proposing yes I have two more copies here for ultimate this is what the contractors proposing are you familiar with this yes ultimate window oh yes both of them so this is the specifications for the timate this is he said they wouldn't match the other way window in the house yeah the Elevate won't match the other windows that are there um where is this window again right here it it's difficult to see in those pictures so that's why I took the head shot that you wanted straight on straight on why did they say they wouldn't match well um he just said that they wouldn't match and I just I didn't know where to take it from there what questions to ask okay but I I don't know if it's um the dividing piece that might not be the same um with or with the other windows that are there you know what's in there now is it Marvin now yes okay okay um I don't see any problem um if it doesn't matter um the um Elevate is is less expensive that's the only reason and it's a fiberglass window and it's just as good as the um ultimate the ultimate is a clad window aluminum clad window right so it's up to you since it's fine okay you just wanted to see it cuz you didn't have that before and the other the other issue was making sure what he was going to use for trim boards and you given me some suggestions and this is what he is using hopefully that'll will proposes to use uh and there was um so there there's a color swatch here is the color for the trip yeah the the cream or almond color it's going to be very close but it's going to match the door that's also being replaced CR the almond color so is the door going to be the S color and and the trim will be Sarah white yeah again U this is PBC trim which has been used in the district um as replacement especially for facial boards and sofits uh so yes it should be smooth it should not have a texture something that it is smooth uh and this brand is uh just a um like for like for um ASAC mm okay and it will be painted I'm sorry it will be painted yes that's the uh almond color color I move to accept well we need a public hearing so um so uh officially open the public hearing there's anybody uh in the audience who wants to comment please no yes I did not hear clearly what uh style of Marvin window was the one that's being proposed not the Elevate but the timate ultimate ultimate the ultimate window is a window that Marvin makes and actually it's not a window that we approve within the district in a in in if you were doing something that was seen clearly from Main Road the um the Elevate is something that we do approve in the district thank you it's a proportion of the window and how it matches the proportion of the windows in the district so can you elaborate on the difference between these two you mentioned one is fiberglass one is clad um are the dimensions yes they're different dimensions in terms of um the actual shape of the window the width of the various um parts of the window the Styles and rails and also um the um meeting Rail and so on that's the difference the windows in the district are basically late 18th century windows and federal Windows they have a very slight proportion they have very narrow pieces of wood in their construction and that's that's the difference that's what makes the look of the federal windows that you see in the District I have I can show you I was going to get to this later because I have a whole thing on Windows here for tonight because I'm the window man here but there is what a window should look like that is a window in the district that happens to be a new window that has been it's a replica of an old window and is is that by Marvin Anderson no this one is by um Boston sash Boston s this one but there are many different companies that make exactly that same window but the Marlin window doesn't look like it this so why is it being approved in this instance because it's it's on the side of the house and it's kind of an insignificant window and the build says that it doesn't match so the existing windows are already not this one window this one is very much different a very different kind of window that you see in the district because it has very heavy mutton bars they are yeah it's just a very different window if you going to do like for like you'd be putting that same window back she doesn't have to but um and you said those windows that you have are about 35 years old 35 years old M are you planning to replace those other windows no not unless necessary the other windows are all great so I'm sry ask this again but can you can you point out where the so there are three Windows you have that head on f one um the other the other two there pictures pict I think that are the GES here they're also so they're they're at the back they're also um in the back yes but you see the windows in the front of the house that's a different matter that's a very that's that looks like a thinner because there were some sashes replaced and they didn't make those other windows anymore yeah well this is very very close to the original Windows that's what you should have yep but on that side of the house for some reason they put that very odd window um those sashes have been replaced some years ago so they didn't make the wider what you call muttons they they didn't make those you're trying to match the wide muttons in the rest in the rest of the house yes not the whole house because the whole house doesn't have the white just the front has the the thinner ones the right ones right the properly the rest of the house has all those wider ones they're all the same yeah um do you have so could I see the this one the blue that's your neighbor is that's neighbor yes so so you're saying those those windows on the back of the house have have the wider they they're the same as the one the north north side I'm having trouble see I don't see either different dimensions yeah I guess we're we're just having a little trouble understanding what what exactly doesn't match with the timate well I I don't know now if the mutton on the on the um elevated might be thinner well the mutton is U not important because they have various sizes MH it's really the way the window is constructed uh window companies have called their Windows historic they say this is the historic window but they're very heavy they're they're made to look like this a real heavy window but that's not a hisor window the people who make historic windows make exactly what you would find in the district and that's why we're so particular about it sure so if you were to replace these other windows or whatever you wanted to get all your windows to look like they're consistent you would use the windows that you have in the front of the house m you are saying though that there are different kinds of historic Windows like the Victorian house might have a heavier window yes uh they may yes sure okay or um when you get up to arts and crafts right um well yeah I wish we I wish we had a better understanding of what what exactly doesn't match here um I don't think in that location she's trying to fit it into uh a rough opening it's an odd size of window you're talking so um one behind the jimy there just a a little bit further down let's see I would say there problem further think it's that was what I was trying to get my point across with that picture really not even seen from the street well that's that's why if that was seen from the street then then we would be very much concerned uh but um I mean I there are windows um which were are the ones that we had replaced 35 years ago they're all the same window which is might be what he's trying to do is make sure that they it matches you know the other windows um any other comments from the audience I move we accept been approve second okay let's do a roll call vote sh I Deborah CH I William Kendall i g i i certificate is approved [Music] I'm just going to keep one copy of each for the minute one copy of actually putting in okay which is theultimate a comment is that you the presentation that you gave was very good and you gave us a complete specifications on these windows well you didn't which we don't often get I got them from the contractor I he's he's been very good so you haveit Robert Arsenal monitors you want to be the monitor okay we'll be your monitors B and I I'll give you my number and be's number yeah okay calls when the window gets put in okay all right you want to email or didn't we email we've emailed before we'll do way I'll put Fe on the next email all right so he's probably not going to really start this till fall we have to order it too so kind of yeah so probably September okay so we'll get the certificate to the building department you'll get a copy and he can give permit okay okay terrific does he have to get it or I can get it you can get I can get it it's it's your house it's your permit you can get it okay terrific a point of clarification monitor gets not the monitors get notified when work begins if there are any changes that haven't been proved that are to to to the work that's been been proposed and then the work GS three times or twice there no changes twice if there are no changes if she completes what she's gotten approval for then she just has to let us know completely thank you okay or begins rather we're all set thank you very much thank you Diane okay okay um so then 1892 main road has been withdrawn they've withdrawn their application and they've taken a new Direction so they'll come back to us with a CNA application for their storm windows okay uh next item 1991c Main Road application for certificate of non-applicability for porch repairs what porch repairs is that the house down below C correct yeah I'm not sure what it used to look like Ashley could you state your name sure Ashley Sparks so I have just his application you have just his application okay so we are planning and all I have is a picture on my phone but we are planning to just fix the porch we don't want to replace any materials we don't want to do anything it's just got to lean to it and we're just here we and I can show you on my phone that's the best I can do but um the post something's going on I'm not sure if it's the concrete uh or sagging it sounds like it's on yeah that's not even seen from across the river anymore is it it is not visible from the river and it is not visible from Main Road there um so then we don't have anything to do with it it's just a repair yeah certificate non applicability that's what heil your a motion I move we approve I accept second but if we don't have to approve iability all you need is theer we can we can also vote so let's vote William Kendall oh thank you okay thanks thank you just a comment yes sometimes we get applications for a certificate of non applicability and they say it's not viewed from a public way yes but I think we have to check to make sure I think bely can attest to this she knows the house that not public way yeah I mean anyway they used to have water you know and they used to have beautiful no unless I I know this but in it's just a matter of things that we do right because that's monitors for this uh don't usually appoint for C great hook okay so uh the next item is actually my application and so I'm going to uh refuse myself um sit on the other side of the table okay so who's taking over you're taking over you are bill so I think I said something anyway we're just we're I'm doing a similar thing uh to for sh have uh it's it's a it's fur decking um which is rotting and uh is actually um broken through in places uh and then the other thing I have is um Sid lights on the on the front of my house and um two panes are cracked and I would like to replace those with period glass which I've already procured wonderful the wavy glass wavy glass yes Pioneer glass which is which is in uh Bridgewater maybe or Taunton I forget but yeah you can order it and good for you yeah well this is the glass that people are they're taking the windows out and they throw it away yeah you know because it's an old window you know great so that's what I'd like to do I'm we accept I second should we vote every shook I de chi I William Kendall iine Boulder I okay Garrett you're you can come back back around is that certificate nonability or non applicability non applicability we' already done with CA now just on to CN okay I lost my agenda you're replacing it with fur yes like okay you can use mahogany um we going to do it with FR okay okay uh next item uh 620 uh sorry 1041 horse neck historic demolition application to demolish a sh is there someone here pleas I am Michelle silver I am the contractor um on behalf of the owner say your one more time Michelle Silva Michelle thank you um after speaking to Mr stuck I'm wondering if we can just relocate the chicken coop versus demolishing it if that would be acceptable is it so you don't want to demolish it or um well after speaking with you I thought it was going to it would take like a long time to get the process done no I mean it's possible that that we could approve the de your demolition request tonight yeah okay like whatever one will be easier to do either we can relocate it or we can demolish it okay do you which would the owner prefer the owner is out of the country right now they had asked for demolishing they they asked for demolishing here's the context okay so so just just to put this in context so so this this house is um is set back uh on a lane th yeah it's over a th000 ft back yeah um 1041 horse Neck Road so so it's not visible from the uh the road it is probably visible from from the water but anyway I mean that's not really relevant here it what's relevant is that it's listed on macas and um and Maas this was actually I think the the third listing in Westport for this for the house um it was the um whose house was the a starts with a uh for it was actually it was the barn uh for this house anyway the macis listing says that there's one shed it mentions one shed it doesn't describe the shed this is probably the shed that's that's mentioned in the macis listing um now I took some photos I think you Pro provided photos but uh I showed these D bill um that's a photo of the inside of the shed that's a photo of the exterior there're also photos on the other side okay the interor it's beautiful it has some charm it does have some charm obviously needs a little a little work but it does have charm can I see oh sure go and so the so the request is is um to demolish it I mean that's that's what you going to happen is they're adding an addition and they're adding a detached garage and then they're going to have a circular driveway and the chicken coup is where the circular driveway is proposed okay judging from the construction this is not a building that is worth um important we have to the demolition law says that we deter make our determinations based on um the architecture that is significant and important to the uh town for the whole town okay that's what that's our what we do now so we get something that's under inventory like this the inventory is made by looking at Deeds taking photographs of the house from the street basically and is not able to go inside that building from the outside that building could be very old and very important on the inside we can see here that it's basically a chicken Co um and so we don't see the kind of framing that there would be in anything that was consider the the house is what 18th century or something isn't it I can't I don't know I don't know it's an antique house is it not it's a it's actually a barn it was oh okay it looks like there there was a house that that burn down there okay okay so by looking at it you you wouldn't know because there are corn cribs that are very important uh and this from the framing is a chicken cool M and it's not that old you know it may be something in the 1930s something like that but it isn't something that that we would consider and I we have to look at the rest of you people consider to be uh significant and important to the architectural history of Westport so I would make a motion to um approve this request for demolition a second I will go with Bill's assessment okay so reation I Deb chi I William Kendall i g stuck I Caroline Boulder I thank you seeing the pictures of the inside is what it's all about and framing okay I mean it does have some charm I mean if you want Tove move it and put it someplace else um you know but anyway you you have your demolition per great thank you will that get to the building department when um well we can issue it tomorrow if you're around I can get your signature yeah yeah what what was your process for that R okay okay so we need to notify okay it doesn't happen immediately it takes a couple of days right okay so um we have uh a few other we have two more CNAs um that uh came to us uh at the end of last last week after the agenda had been set uh first one is for 21 Cap B Lane uh placing the rear window it's right next to me thank you unfortunately we had a Peter can you state your name for oh yes sorry I've heard that four times and I should have picked it up Peter Fen 21 Cape B um we lost a couple Windows off our bathrooms in the back of the house due to those lovely storms we had during the winter so um uh the uh the back of the house is not uh visible from Main Road or cap Bane or I guess there's a picture in there of the front of the house or I can show you should show us I have it file this is Deborah you live next door I live right next door she she knows what visible this is the front of the house yeah which you cannot see okay from the road because the and the window this vegetation the windows is in the window is in the back of the house um so this has nothing to do with Windows in the front which you can see from K5 and if all the vegetation was gone you could see the front of the house correct but these windows are on the back of the house and and even in the winter time you can't see these windows no okay I hear a motion can you pass them down please I'm here Caroline I'm sending these down to you thank you that's the FR so this is looking I think that's the back of house it must be looking that's looking down a little carridor between House South though that's facing that that edge that elevation of the house is actually facing main road but it's two more houses before you get to Main Road so you can't possibly see that that's facing main road so this must be facing south the front of the house faces sou front of the house faces kind of West yeah West South all right this is East yeah that makes sense yeah great sense of direction sorry okay I hear a motion I move to approve the CNA second roll call vote Beverly Chef I Deb CH I William Kendall I stuck I Caroline buler I thank you very much next item uh 21 B time way tent for a wedding oh everybody's in favorite wedding hi Caroline Cristiano 21 Valentine Lane and we are requesting a temporary tent for uh a wedding September 7th and anchor tent uh says that they can't get their permit until we get a permit um from the historic committee so this is um what we're proposing it will go up um about 2 days before the event um the event is September 7th and then it will come down a few days afterwards so is this the SE of she of non applicability correct CNA y y my stepdaughter yes be the third wedding on the property so it is yeah my friend Joya Brown got married there I'm her stepdaughter I was at the wedding so was I so I guess yeah Jay Bonner is my my dad was my dad and Caroline it's going to be Lighting in the tent is that yes yep yep I hope you don't need it but I I move we approve second okay let's vote bever I deborra chi I thank William Kendall i s Caroline Boulder ey okay great you appr have a nice wedding thank you thank you congratulations I'll do the certificate for you so they can get the permit okay okay we get that tomorrow tomorrow okay is that something that can just be emailed or something I could email you a copy but I'm also going to give it right to the building department okay I'm actually coming down tomorrow so pick it up at the building department I'm going to give it to you okay you'll have your own copy the building department will have theirs good okay thank I have cashed weddings on Valentine lades before just so you know you're weding okay um monitors reports oh um 238 240 Main Road we had a request to relocate a bulkhead in the house that is being um elevated one foot the barn it's the house that's a house the one closer to the the one in the back is an 18 yeah the one that's looking the house is an 18th century house that's being raised up and then restored what's what's the number 240 20 40 20 38 and 40 I the whole 2038 is the one in front right 2040 is the one you're talking about and 2040 is the one in back it's the one that's up on stills right now right it's up on stilts amazingly it is on stilts it's so so the issue is they they put the cribbing in the location of the uh proposed bulkhead and they have to put the bulkhead in before they take out the crib the cribbon is is what's holding it up and and so they just want to move the bulkhead a few feet uh the East I think anyway bill and I um gave them to go ahead as monitors it wasn't anything that it was just minor now do we need to note that anywhere in their original certificate it's not it's not exterior okay so we can just say so is enough you're saying is exterior it's aan a volan but they're actually using they're using a a type of Bulkhead which is which is flush with the ground it's it's not not the so is it visible or is it not visible [Music] um I at some angle it might be visible I I don't know and and anyway Bill Bill and I um considered it a minor change we gave them approval and and and so we're just mentioning well we mean visible from where anywhere well it doesn't matter because they're changing a historic building so we we have review over the entire project okay so we don't have to vote on this we don't have to vote on this okay just a report great um any other monitors reports I just have one other um thing I'd like to mention I walked down Valentine Lane just to see what 2015 was up to because I'd heard there was some construction going on and he was working on his dock so I just took some photographs so we have a record of what he's still doing so the dock and then looks like some rocks were moved around and you have the bunker structure that he's already built so just you want to keep cataloging what is happening at that site yeah that's that's good yeah I mean that's and I'll print these pictures out and put them into his file so we have dated photographs good so he's he's put he's put some large Stones around foundation L this is the the new ground level uh what do you mean new new ground level well you can build a swimming pool at ground level just raising the ground up 9 ft right yeah it's the bunker that he built but what's different from the last picture I reviewed is those big rocks were moved against the bunker which they were not there before they were much farther down the yard right it's interesting okay thank you thank you for taking pictures very interesting okay um okay any other monitors reports I don't have anything to do I do not okay okay uh new business um I mentioned the executive session um the other thing I'll mention is is that uh we want to plan another meeting with Chris Skelly uh towards the end of July so I will also send an email around about that about getting people's uh time slots so um just for the record we we we did meet with Chris Skelly who is a um longtime employee of uh the state of Massachusetts involved in in historical preservation and it was a training meeting so he um gave us some training I think we were all on on that call um and uh it was I I I thought it was very helpful um that was not an open meeting I think the next one we will make it an open meeting because uh I think people wanted to ask questions that you know needed to be in an open meeting so next time it will be an open meeting uh and uh another 90 minute session sort of continue on St do the estimated date is July Late July I'll send an email Late July how much notice do you have to get for an open meeting 48 Hours yep can I talk that notice go situation yes I don't know where you are yeah yeah um so bill is going to talk about uh about Windows okay [Music] um just want to talk about a situation that we had with Windows uh just recently but I want to say first that the guidelines for the historic commission is to preserve the antique Windows um we have everyone some people want to take their windows out uh and replace them with new windows and so our goal is to try toing preserve these windows to talk them into preserving these windows and to tell them why they should preserve these windows and how they should preserve these windows uh first of all the antique windows are made extremely well and they're made out of a wood with it which is old growth Pine which is harder and more durable and more rot resistant than the pine that we have today which is just the native White Pine so um they're made very well and and they wear very well um they also retain their antique glass which Garrett showed us in that wonderful picture uh and you take the antique glass out of the house and you lose a lot of the character um the other thing is they are durable in fact they will last 200 years or more I've seen 200e windows on houses perfectly preserved if they're painted if they're kept up in the 18th to 19th century they used lead white that was the paint that was used on those windows extremely durable today we have paints that are equally as durable so we want to save the windows okay so uh this we had an application for installing new sash in in a house that was around 1820 Greek Revival style house so it's the typical window that we see in the district this is last week um the contractor called me and said that the windows that the sash I want to use the word sash now because that's all we're talking about just replacing sash um that was too expensive and he had uh an equivalent well I asked him to give me the quotes that he had gotten and also to uh make sure that I had the specs proportions all the measured drawings for the equivalent that he had was going to recommend well he never got back to me so I decided I would look into the cost of these Windows sash I want to make the uh make sure it's clear to people that the sash is the thing that moves up and down the windows are the frame when we talk about a window that we're putting in a new house we're talking about the whole thing that's a window unit but in the old houses we are replacing the sash alone because the frames themselves are the antique frames that are very well made out of big pieces of wood large pieces of wood three and 1/2 in pieces by 2 and 1/2 in pieces that hold those windows so that's quite a frame that they're made in these are not so [Applause] um and you people can't see it but you can that's the antique window with the big frame projects right out from the wall mortise and tended together and pegged made out of old growth Pine and also this is the antique window reproduction that you see looks the same proportions made the same way so we're talking about preserving these those and just if necessary if well in certain circumstances I should say we don't want to replace the old windows but sometimes things happen Okay in this case the windows these windows in that house the house look just like this the windows that were in that house were removed 20 years ago and new windows exactly like these windows were installed and the um applicant said they were failing and they were leaking and they wanted to put in new thermop pay sash so we will allow thermopan sash uh an S it's called an sdl window which is a sheet of thermal pan which has the grills attached to the outside and on the inside and they can look very much like the original window so we will allow that certainly it doesn't have the wavy glass so sdl is simulated divided simulated divided light yeah okay so um there are many companies that make these windows around the country um I called one in Vermont Green Mountain uh window is a very it's a window that's maker that's been around for many many years uh and they're very highly regarded and I got a price on a window it was14 or no $1,140 for the sashes and it's called a sash kit and you buy a sash kit it comes with the balances which are the things that uh make it easier to go up and down uh and it also comes with uh all the weather stripping okay so another company was heirloom windows and they had a product that was 1662 for the sash kit and also I got a price for an Anderson window same equivalent not historical though yes but equivalent in in um in a new construction we would allow it but not in the antique houses and so this was 1,000 100 so that's the cost of Windows and windows have gotten extremely expensive that Anderson window you could get for $400 a few years ago but everything the doors sliding doors French doors are way out of sight so that's what you're up against in price for the windows those are all simulated divided lights yes and I sent to the members a video showing how the windows are made that was Heritage window and um it very I think very clearly showed uh the technology in making the window now I can pass this around because it it shows that's Heritage window and it shows their construction all the windows are made mortise and Tenon joints and pin they use uh anytime they use any nailing or anything it's done with stainless steel now the woods that they use oh also the balances are in the sash itself they are not the plastic the white plastic things that you see those compression balances on the new windows so it looks exactly like it's the window that was taken out of the house except for the wavy glass now um and you get you can get it with the wavy glass besides um huh thought I thought the old old counter weights were weights in the wall on Victorian huh on Victorian okay on this window there are no weights at all no weights at all you just lift the sash up there's nothing okay and you put a stick in the up there to hold it so now so what holds it on the new on it's a balance okay it's balance B so it has balances but they're in the sash itself spring balance uh it is a spring balance right in fact I I have a picture I don't have it here a picture of that balance okay but I just want to say something about the materials that are used um Pine is used that is treated regular New England Pine not not that radiat Pine from New Zealand that rots uh aoia is the latest the latest in Windows aoia it is a wood that has been processed not treated but processed in some way that the um cellular structure of the wood is changed and so it becomes extremely durable and hard and also dimensionally stable it doesn't move doesn't warp it doesn't warp and also it doesn't um expand and contract like woodw or it doesn't absorb any moisture so it's almost like fiberglass something like that uh and it's made out of wood so it looks like wood on the inside and uh it's painted on the outside it's got a 50-year warranty whatever those mean in the building business I don't know they always have these warranties that go on forever but that sounds good they also make another one that in this case this is actually a a a really improved version of that because that's AOA and in here that's laminated on the top giving you a really dense surface to paint and it's painted also provides the the um glazing simulated glazing the other wood that's used is the uh yellow cedar which is an Alaskan yellow cedar they use it for shingles roofing shingles and trim very durable wood and also very hard wood and um so it's treated pine AOA also they use mahogany but most of them are now moving towards the AOA you can buy the windows Prime and you can buy them prepainted with a with a special paint special paint comes from Europe that is very very durable with certain companies will do that some won't now the glass itself is the lowy glass now there's been great things done with lowy glass um lowy glass is piece of glass with a spacer and sealant on the sides with a desicant to keep it from fogging up uh and it has argon in it usually something that is helps it with its insulating value well years ago I recall someone coming to this commission and talking about a glass from Japan that is this thin the insulated glass usually is about 3/4 of an inch thick and very heavy there's one here and this is right here how thick is Does it show the thickness of the glass 6.20 MERS I don't know what that means meters uh but if you anyone looked at this you can see that it's almost just two pieces of glass put together but what it is is a vacuum glass and that's the new technology the vacuum glass being used in commercial buildings as well does that mean does that mean there air between the two paints it's sucked out the air is taped out it's a back it's like a thermos bottle okay sealed very well sealed and that's got a 20-year warranty the others have a 20-year warranty so does the Anderson have a 20-year warranty and the other window companies so these have a 20-year warranty on the glass fogging up that is uh and this actually has been tested and it goes far beyond 20 years um and so it was made in Japan and people were using it if they want wanted to repair their windows and have thermal panes in the old windows they would buy these panes and reset them and glaze them so now you've got a thermal pane window in your old antique window on the point in your federal house so and people have done that but it was expensive so now we have a company in United States Factory that has started up making this in large scale so that's what you'll see the latest Trend that's it's a company it's called Lux wall and it's a viig vacuum insulated glass so look for that from your window man Lo wall W Lux wall Lux wall so just clarify so the Lux wall it's basically a like a thermos it's sealed all the way around glass Okay so it it it it can't fog up as much maybe the seal won't break because unless the glass breaks yeah yeah that's what I'm understanding now this is what I'm getting from these people that I've been calling do you know what price is on the Lux wall compared to these other prices this is Lux wall right here that is and that's this price at600 1600 okay that's this window that you're seeing right there y that is one of the Great Windows this is made by heirloom window and that's in Indiana and they will ship a load of Windows out here for $240 I got the quotes right here above Beyond 1600 on top of the price of the window yeah it's 1,600 per per per window let's hope in fact I got on the phone with with these people I end up talking to the president I can't get off the phone I mean they're hyping their product so much and every company I call that seems I did okay well maybe we can put some of this information on our website eventually well I just want to make it clear that what we're talking about when we say windows we're talking about the sash because we you can't we would not allow someone to take that plank Frame Window out of a house only replace the Sash and so it's possible and the price isn't that much more than putting in a new window it's in fact it's less if you put in an Anderson Wood right window you would have to take out the window you would have to pull that thing off the wall reframe it into the rough opening put new trim on the outside put new trim on the inside so that's would involv putting in new window units so in here and I I wanted to find out how much it would cost to install the U window um U replacement sash but I wouldn't think it would be more than a couple hours because you're just taking M but again in in the normal case it's great that the technology is evolving yes people have these options even 10 years ago you didn't have these options well these companies started for the very reason that we're talking about Windows here they started because uh in this this is in the midwest I mean all these historic buildings Victorian buildings that have these very very nice Windows they were reproducing them and then Along Came the insulated glass that became a problem because with the insulated glass 3/4 of an inch thick they ended up with a huge mutton a thick window heav window heavier Fram okay that's all I have great thank you thank you girl I'm just calling you well done okay so there is one more item on the agenda and that is that um there is a uh trust fund Westport historical commission trust fund um that uh has uh trust documents that are that that that um are required to be read once a year and uh this is so this is it this is it this is it it's I mean I I did it I think I I didn't do it last year but but maybe two years ago um anyway here we go um so so this is the trust fund that was set up in in 2002 by Richard WS um and uh I think it's got about $188,000 in it now we actually use it from time to time so how much I think about 18 I actually don't have a current Treasures report here but um uh okay so we have um it's a couple of of pages of large type that cleared the room there yes okay uh number two to use the interest Andor principle or other trust property of the Westport historical commission trust fund for the purpose of carrying out its power and duties as set forth in mgl chapter 40 except that no monies from the principal Andor interest of set historical commission trust fund may be used to hire Andor pay pay any employee of the town of Westport said prohibition shall not apply to an independent professional or outside contractor um so for example we're using this money to pay for Chris Skelly for the training um number three the expenditure of any monies for the purposes outlined in the above paragraph shall be made by a majority vote of the historical Commission of the town of Westport vouchers for the payment of any monies shall specify whether the monies are to be paid from the general trust fund or from any specific donation if the voucher does not specify any specific donation it shall be considered to be made upon the general unspecified fund all vouchers for payment shall be signed by a majority of the members of the historical commission all payments must be approved by the board of Selectmen in accordance with mgl chapter 44 section 53a okay number four the trustees and their successors from time to time shall serve as trustees without compensation additionally whereas this trust fund shall be for the exclusive use of the historical Commission of the town of Westport neither the trustees nor the trust fund shall be subject to the direction of the commissioners of trust funds trustees here under shall have the following specific Powers number five form or converted into Cash subject to the treasurer sold sold deis ision and any fund so realized shall become part of the trust property number six to accept donations of tangible personal property and to retain the same in their existing form or to convert the same in whole or part into Cash which cash shall become part of the trust property number seven to accept any such donations either unconditionally or upon specific conditions Andor restrictions of the donors thereof provided that in the opinion of the trustees such conditions or restrictions are not unduly burdensome and serve the best interest interest of the historical commission and the town of Westport number eight to use the trust property as matching funds or as contributions to enable the trustees and or the town of Westport to obtain any private or public Grant monies provided that said Grant monies are to be used solely and exclusively for purposes which the trust property itself may be used and finally number nine to expend the trust funds principal Endor interest by majority vote of the trustees for any allowed purposes hereunder and to convert any trust assets to cash or other form provided that all such converted property be retained as a part of the trust property that concludes the reading I may have not the trustees my question um who are the trustees the Westport um is it the historical Commission are we the executive yes yes members of the and that's a part that that wasn't read members of the historical Commission of the town of Westport into their successors and office here and after called trustees so everyone on the Comm trust we are the trustee are we the executive Comm who's the executive committee well we're the trustees of this trust no but that was my question who are you earlier the ex who's the executive committee I was talking about executive session oh which is different so executive session is is when we become a private meeting you meet privately but all right I go back to my question who are they us it's the entire commission oh okay yes yeah it requires a quorum just just like any other meeting so Gary on the treasures report does the trust fund get included in the treasurer's report it's reported yeah the balance is report so that's all together in one um yeah and there was actually one item here that all payments must be approved by the board of Selectmen now can those monies be used to update the inventory they can be used at our discretion I mean um yeah so you know anything to to further our mission so so we used them we actually used them last year I got some ideas uh to pay B I think no actually to pay Bob Barosa because we ran we ran out of money ran through our budget um and we used them this year to pay Chris Skelly for three training sessions so okay um I think that's that's all the business do I hear a motion motion to adjourn I second all in favor Beverly ship I Deborah chi I William Kendall i g stck i Caroline b i okay thank you la I a you miss it don't you and our next meeting is August 5th
