Human Resources who provid us with hi uh report for period one presentation Mr Davis good evening pursuant to New Jersey Statute 18a 37-13 in New Jersey Administrative Code 6A 16- 5.3 I'm here to report and seek approval for the wi Township School District's school safety data which includes information on the district's weapons violence vandalism substance abuse and harassment intimidation and bullying incidents for the period of September 1 2023 through December 31st 2023 for members in your folders you should have the chart which I will go over school number one HIV there were three alleged incidents one confirmed for a total of four HIV incidents during that time period there were zero weapons zero violence zero evangelism and zero substance abuse for a total of four incidents at school School number one school number two HIV one alleged zero confirmed for a total of one incident there was Zero weapons zero violence zero evangelism and zero substance abuse for a total of one incident at school number two School number three HIV there was one alleged and one confirmed for a total of one I'm sorry a total of two incidents there were zero weapons zero violence zero evangelism and Zer substance abuse so a total of two incidents at school number three School Number Four HIV there was one alleged incident now to Total there was Zero weapons zero violence zero vandalism and zero substance abuse so School Number Four there was just one incident School number five there were two alleged incidents and 10 confirmed for a total of 12 HIV incidents with zero weapons Z zero violence zero vandalism zero substance abuse so School five had a total of 12 incidents School number six there were eight alleged incidents four confirmed for a total of 12 HIV incidents zero weapons zero violence zero evangelism and zero substance Abed so School number six reported 12 incidents for that time period the Middle School HIV seven alleged incidents four confirmed for a total of 11 HIV incidents zero weapons there were 18 incidents of violence that were characterized as follows nine fights seven assaults one threat one false public alarm zero instances of vandalism and six instances of substance abuse all of which were due to marijuana so the middle school had a total of 35 incidents for that period lastly our high school HIV seven alleged 0 confirmed so there were a total of seven HIV incidents there were two instances with weapons one was a knife and one was pepper spray violence there were nine incidents three of which were fights four assaults one theft and one threat zero instances of vandalism and four instances of substance abuse all the way from marijuana so the high school had a total of 22 incidents dur that time period so our totals for HIV for all schools for the period of September 123 through December 31st with 50 HIV two weapons 27 violence zero vandalism 10 instances of substance abuse for a total of 89 section 15 Grant it is also our understanding that the district has obtained the other required approval which are preconditions to receiving section 15 Grant in order to receive the grant the district must obtain or must submit documentation documentation which will enable the New Jersey school Development Authority or njsda to ver verify that all necessary approvals have been received attendees Dr poti Hashima Lane John Shaw telephonic meem and Joe Thomas topics of discussion three achievable goals for the committee to achieve for the year ending 2024 one continued emphasis on academics and athletes two reinstate the Winslow Edwood we Hall of Fame and three social emotional poot program activities for our younger students we also talked about the booster club it was determined that the booster club is in need of accountability for our athletic events and the support they are giving our students and athletes we also formed the wall of fame committee which we all have our first meeting on March the 2nd 2024 there are nine members on that committee including yours we talked about corporate sponsorship Dr poti arrange a pull out with him myself and Mrs Bo to get the regulations and the guidelines for corporate sponsorship all athletic reports concerning realtime records keeping upto-date conment or due weekly one of the things we're asking is GPA for all winter sports overall DPA whole school system Real Time Sports records importance of these records and reports is to enhance academic success needs from the Department that was discussed by Mrs Lane School boards weight woman improvements and athletic table at this time I'm asking Mr John Shaw to give us some real time reports on our athletic team WIS athletic sports team records boys basketball Varsity uh record at at the current uh time of this report uh boys basketball Varsity 8 and 16 girls varsity basketball 3 and 15 the wrestling team 4 and 21 football college signing day was February report okay Mr Thomas I just have um a few comments questions with regards to the athletic Report with regards to the goals for the committee are you're saying that the committee is going to reinstitute the Winslow Edward WE wall off yes yes or are you asking that the board approved something like that well I'm under the the impression that they can reinstate what was already there because it was instated before and it's just a reinstatement and not a uh initial instatement the the right the athletic or the wall of fame committee has already been in place quite some time we've already had induct over years however um for the past couple years they pretty much have been non have been non-existent because um the change over athle directors and some of the members are no longer there so what we' asked Mrs Lane to do is to uh get some additional members uh to reinforce the committee as a whole and now we have a full committee and now you're ready to reinstate that process it's not something new it's just a matter than reinstating already so we're ready to go now we have the full committee and we would like to have an induction this year spend a couple we had okay all right thank you Dr P uh number three under your goals um for the athletic committee social emotional po program activities within School six well it's it's actually within the school district whatever whatever we can come we've been talking about different activities that will uh encourage our younger kids uh that to be more of a uh team and orientated help with their uh Team skills and their motivation skills we're in discussion to see what that could look like and how that could could benefit our younger uh students so so who's in discussion on that that include principal yes I've been talking to uh Dr B uh I am a a representative of school 6 I had a conversation with them both and we're trying to figure out how something that like that could uh work within our district clarification yes clarification sure um Mr Thomas Mr Jackson and I have been talking about how can we incorporate some possibly intermal activities or intermal Sports at school number six so we were talking about soccer possibly basketball so that the young people can have an inter Scholastic within the school itself uh School six was identified as the pivate school then of course School number five but at this point we're just trying to uh brainstorm as to how many people we can get involved how many coaches we'll need how many students can get involved how can we purchase maybe a jersey of some sort and again it's just a way of getting the young people become more interactive and in the process deal with some of the other issues we may have as far as academics and young people as far as um interpersonal relationship skills and any other social emotional issues that they may have hopefully we'll be able to do it through some team activities and that's probably and that's basically where we are at this point we're just in the discussion stages and Mr Thomas has brought to our attention this possibility uh once we get our meeting up and running through Mrs uh bo that we may get some corporate sponsor dollars to help with this project so right now it's just a matter of looking at the lower elementary excuse me upper elementary schools and find out what kinds of things we can do to increase student participation okay all right thank you for that clarification Dr P Mr Thomas the um the real time record keeping and upto-date accomplishments um from the um athletic director Miss Lan that's something that she's going to submit weekly to who to the board she'll be submitted to Dr Dr will be submitted to me thank you looking now at the needs for athletic department scoreboards are you ask should we U purchase more scoreboards there was just a need assessment of what she BR to the table once again I'm just bring it she BR it to Dr B in the meeting so I'm just reciting uh what What's there okay uh I think clarification is clarification the school boys at the high school and middle school have been there for quite some time I think they have have extended their useful life and at this point they are you know they're breaking down we have one that's in operable at the middle school now we have one that's in operable at the middle excuse me at the high school um they've been there long before I came so at this point get breaking down and uh we're not going to continue to put money into something that old I have a recommendation at this point through the budget process which we've already had is to look at first purchasing those school boards through our own budget now if the corporate dollars do come into play that will be able to assist us uh or subsidize some of those things but if not because the need is so great we have already started that process with Mrs Bo to possibly replace all of the scoreboards and the scores table at the high school thanks for thank you Dr Mr you're sheding a very different light I am thank you Mr Thomas Mr Thomas is cracking the wit Buton I just want you he is so I can see all right moving now um so that concludes our um athletic committee report but did be report out of our education committee no report the committee will meet next Tuesday at four our regular meetings will be the third Tuesday of meeting with an overview of the Strategic marketing plan as well as the plan from his parel of the communications Consortium we discussed the possibility of securing the data on email Open click rate Mr Davis advised that individual School data would need to come from building principles uh we also discussed our plans for the next chat with the board member which is next Wednesday In This Very Room at 7 pm. um what Focus questions we can ask to keep the topic on paring engagement which we want to continue that conversation uh currently the board members who are scheduled to attend are myself Mr Shaw and miss pittz and I also learn that Mr Thomas will be present to round out our four board members um Mr Davis made the excellent suggestion in regards to increasing HSA attendance and therefore parent engagement that HSA presidents should work with their building principles to send out texts and email blast regarding meeting dates um we discussed the uh grant writer position that is currently vacant but most likely would not be filled um but that the district has been applying for Grants on their own internally with success um we discussed utilizing the Billboards when available to send out messages to the community about good things happening Winslow or did you know type statement um we discussed showcasing black alumni on the district Facebook page for the month of February as it is Black History Month and that has been going out so thank you to Dr K and Mrs for that um I kind of Clos out the meeting asking what our Focus for the marketing committee should be going forward as a lot of our previous um ask were now being covered under uh what Miss Perlo is doing with the communications Consortium um one thing that I was remiss in putting on the notes and I apologize uh was we were going to ask Dr Coti for an update on where we are with the communications Consortium and Miss p uh we adjourned at 6:34 p.m and our next meeting will be on 2:26 at 6m thank evening um first I would like to mention that we have received notification New Jersey Department of Education that schools one and six have met the criteria to exit comprehensive support and Improvement effed June 30th 2024 as you recall earlier last year those schools received uh technical support and financial support to address uh many of the academic concerns that were raised um they have met that criteria that was required by the New Jersey Department of Education so therefore they will no longer be in status as of June 30th however we also heard from uh were informed by the Department of Education that wi Township High School has been identified as a school need of comprehensive support and Improvement for the 2425 school year which will start September of this year into next year um this of course was as a result of low performance on the state assessment uh which is no surprise to us after the numerous uh public presentations that I've made uh so it was an expectation the high school will receive $125,000 to support the implementation of evidence-based interventions uh a team of individuals from the New Jersey Department of Education will be assigned to the high school to provide that technical support and uh we will be working with them throughout the course of the Year also the New Jersey Department of Education has informed us that the the district's Improvement plan was approved for instructional programs as you can recall again during the qac review the only area where we did not receive 80% was instruction and program we're at 79% uh that is the only area at this point which we had to submit an improvement plan that plan has been accepted and approved by the New Jersey Department of Education uh the climate and culture survey um you had asked that I provide you with a copy of that uh if you would look in your ground folders you will find a copy of that survey and I would ask that you please turn to that survey at this point and um let me uh just peruse through it to give you an overview uh there is one response from each school I do not intend to go through each one of them so we'll do one Elementary we'll do the uh middle school and we'll also do the high school um does everyone have their culture and climate survey the culture and climate survey uh is targeted areas of concern by the Govern principal and Leadership teams after the surveys were conducted the principles had an opportunity the leadership teams to take a look at those surveys and then identify the areas that they would like to address in the school uh for the upcoming school year uh 20 2425 and also um when they develop their building plans um if you open your survey you'll see that um I explained the various categories the dashboard categor this information was provided to the school board during the course of the Year prior to the implementation uh of the uh survey if you excuse me if you would turn to page three and if you follow follow along I pretty much have broken it down into U the number of students that participated and the number of students that were eligible to participate so if you go to page three we're looking at school number one um at school number one as well as schools one through four the only students who were eligible to participate were the third graders so at school number one 15 of the 81 students who were eligible to participate only 15 students participated in the survey number one and we talked about the keep in mind the categories student uh survey question 4C under student relationships most students in my school are respectful when they disagree with people four responded no six responded sometimes two responded Yes three uh left it blank the next question that was selected under emotional environment was question 2G students at my school are well behaved three responded no nine responded sometimes three left it blank moving on to the staff responses there are 42 teachers on staff only 15 of those 42 participated in the survey survey question 4A under morale in the school I am a to balance my teaching responsibilities and time spent disciplining students four of those teachers responders strongly disagree three responded disagree five responded neutral one responded agree one responded strongly agree and one left it blank survey question 7 F morale in the school students have pride in their school six responded disagree three responded neutral six responded agree survey question 8G under morale in the school I am proud to tell others that I work in through six that's the format that was used you uh please take note at how many students and staff participated also uh take a look at how many were eligible to participate and that'll give you a we found that the responses from the student staff will help building principles and the leadership teams to develop strategies to address the issues that they found of most import are there any questions at this time from the board in reference to the clim and culture yes Dr when you look at and iing and some of this course when you look at that is there more probing that's going to be done to find out for instance um parents were actively involved in the school is that just from from the standpoint of the classroom teacher or is it combination of all things yes overall so if I was to look at does his subdivide out to honors um honors programs or the uh steam programs right that was not it wasn't broken down and at this point Mr Peterson that would not be a concern we are talking about parental participation doesn't matter whether your child is in the upper classes or involved in our special education programs across the board but your strategies will change according to your that is the that is the purpose of the that is the purpose of the survey to give the principles and the staff an opportunity to see what the concerns are and put strategies together to address it and it'll be according to um the cluster groups and the follow-up survey thank you to the deter whether or not some of the things they put in place whether or not they met to gos all right I'd like to emphasize just one thing the parental support and participation was so low that we couldn't even put it on the scale so the question would be when we do the survey again why would we even use the parents because we don't have anything to compare it with because so few participated was maybe about 8% of uh the total population I think we had maybe 300 out of the possible over 3,000 or more so you know you couldn't even draw any type of a you know at a minimum you would look for at least 25% uh to have some kind of impact but at this point uh we're going to move forward with what we have I think that uh uh the information that I provided with you gave us a foundation to work from um because the student participation was overwhelmed uh particularly as the grades got higher you'll see I think school three had 100% participation from their third graders 98 out of 98 so it depends on the school itself but I think we have enough information uh to move forward Mrs pit you have a question now will this be made will this be placed on our website it can uh Mrs fit at this point I'm just meeting the requests that were made here to make it available to you Mrs Martin will make it available to the uh CAC but if you would like that to be posted it's not a problem it's public information anyway so I think because this can sper uh I think um some good conversation and I think M said this will be helpful uh with regards to um as we go go forward with our chat with Bo yes I do have a couple of questions in here yes I am um so Dr Co here are you saying that when we resurvey intent is to not surve parents well we can I mean it will be made available to them but you won't have anything to compare um let's say we have 50% of the parents participating so but we like the young people and the staff we can compare where we are the strategies that are put in place at the school to determine whether or not those strategies were met because the teachers for example when they take the survey they'll be able to say the morale has increased parental participation has increased then we know we've met that goal but as far as the parents we have nothing it will be like the parents will be taking it for the first time as opposed to other people taking the second time and having something to compare with sure we'll make it available um because you know it it will be there but we have nothing to compare to but so you ask yourself what would be the usefulness of if we can get more parents to take the survey maybe that would be indic has I'm hoping that um the activities and the things that you have in place like chat with the board member and all the other activities we have a lot of Parental participation at the activities we've been sponsoring over the past uh two three months the parents have been participating so um I'm not sure what we have to do but we will make it available U Mr n that's not a problem okay and my second question was I noticed here that each school and breakdown it had three questions that you presented I imagine there was more than three questions oh yeah absolutely um it could have been as many as 10 20 questions but the idea was to select those that was of the greatest need for example when they got their information back um some of them were Co coded in red and if red was your greatest concern what is it that you think you need to do what was most important to the students what was most important to the staff and that's the way they made their selections so yes they were able to go through each of the categories and select the questions that had the greatest amount of participation or the greatest amount of concern so but they did provide statistics on every question that yes it every question has statistics and some of them of course uh have very very low um uh risk responses to the point where if they got really good responses then that wasn't a problem okay if if most of the people said yes we agree to this then you know that that's not something we need to address what they're addressing of those issues of the greatest concern but is it possible that we would have access to the entire uh survey results and even I understand that the parent participation was low but I want to see the responses on that as well I will talk to the dashboard uh people and see if we can create uh it's quite a fit document um that's quite a bit of information but let me see if we can create that for you that's not problem okay board members anyone else anyone else thanks Dr all right um oh yeah oh yeah um I know the board has already approved but I just want to emphasize the fact that we did approve the revision of the district calendar uh the snow uh makeup day for January 19th will be Friday April the 5th uh and that is a full day for staff and students um Mrs NZ asked a question in reference to our public relations officer Mrs Lor Perlo um you will find in your folders also I gave you some information Mrs Perlo and I met last Thursday she would like to uh establish some focus groups uh to gather information on how we can improve our website as well as our overall communication uh if you would uh turn to that information you will see that there are dates that she has established that she would like to meet with board members members um community members parents administrators students and their are dates in times the question uh she asked me was uh she would like to meet with board members but she would only uh meet with three at a time but because you can't do more than five uh if she would meet with since it's nine of you she would meet with you three at a time uh we can meet up to well w three at a time so we already broke that down because it's nine of you so 3 three three she would like to have the equal number uh we can talk about what dates you are available and uh we can move on from there um so that's where we are at this point um Mrs N as those focus groups and we'll try to get those groups together she will be conducting those um uh meetings and administrative presence is not required she want people to speak freely and openly um so she would be the one handling those meetings do everyone have a copy did you find that in your folders yeah so uh we'll be U staying in touch with you but look at those dates let me know which ones are Avail um you are available for and then we'll make it happen through her schedule any questions in reference to um those focus groups our next school board meeting is February 28th 2024 uh that meeting will be held at the high school auditorium uh we've completed our test run and uh we're ready to see if that location is more conducive to live streaming our meetings this week uh we went over and the logins were great sound was great acoustics uh the people who called in could hear us clearly um so we're hoping at our next school board meeting everything works as well but we're prepared to go in and give it a drive run and see what happens okay the uh meeting has already been advertised for the auditory at least it will be a comfortable environment so we'll ask everyone because of the large setting people come down and sit as close to the stage as possible here [Music] um you also have in your package ladies and gentlemen uh board members the uh 2324 District goal a second quarter update uh as we did at the last um update I gave them to you the week the meeting before to give you a chance to go through them all the additions are in Red so you'll see all the changes in the uh update is in red um it is not my intent to go over the entire U update every time we do it but I would like to address some of the new items so that you don't have to continue to read everything over again just those items written in red will be the updates uh that I will be concentrating on at our next Food board meeting in executive session all right any questions and reference to that my last item of course um uh board members in our uh one of our EX sessions there were some questions that were asked um that I would like to follow up on so tonight I just want to give you an overview of some of the issues and concerns that were addressed in our last executive session so I'll do that at that time that concludes my uh information items for this evening are there any other questions thank you madam president thank you Dr moving now board members to new business and I believe just want to um just want to share something sh okay uh on [Music] um February 8th um board members we're familiar with the County School Board Association meetings um as you know Camp County School Board Association is partnered with the Gloucester County School Board Association and as you know they do have a meeting um the the most recent meeting was held on February 8th and some really good information came out of that one uh specifically um because they had a um a special presentation by Mr Vince Luchia who is the New Jersey school board Firearms uh specialist and he gave a great presentation with very good um very very good uh suggestions and um I'm wondering if indeed at any point Dr B that perhaps we could board that we could set up a situation where he may come in to one of our board meetings and give us a presentation because it was it was eye opening eye opening for those of us who were and I hope you agree those of us who are tuned into that um so uh I think it would be worthwhile to have Mr uchia come in and speak to us about fire armed safety uh in addition to that uh at that particular meeting uh there was a legislative update and information that was given out Dr po that I thought was very interesting and this bill has already been signed it seems that beginning with um the graduating class of 2025 2026 and 2027 all students will will be required to fill out the FAA FSA application whether you're going to college or not we had that information right and I just wanted to share with the rest of the board right so the question that I asked again was certainly no doubt there will be students who aren't going for to college who are going in the career path now at that time we were told that if that's the case that either the parent or a counselor can write uh they can be given a waiver right that right okay so I just want to share that with the with the board also board members just be reminded that uh the superintendent evaluation um njsba has it it's open we can go and and begin that because again we have to have that done by June and um we also reminded Miss Bo to check to make sure that our district censes was a current and up to date so those who attended I that particular meeting did I be about anything anything you want to add to that Mrs pittz the uh presentation on firearm would you give me dates of the individuals availability so we can set that I absolutely will absolutely will and um also under um new business I just want to remind us that I have been in contact with our um field representative as you know of course this is the beginning of the year and at least once a year we do have to have our ethics training and Terry Lewis who is our field rep as important me that she is available to come in and do our ethics uh training uh at our second meeting in March which is March 27 so mark your calendar okay and um so we have that in place all right now that's uh I had one okay Dr would that be um the leadership team has been working with Miss Thomas Our Miss Thomas our school on a youth Summit um we had anticipated that she would be here this evening but in her absence I'm going to ask Dr Caro uh to give the board in the community an overview of what we've done done and where we are at this point it is a new business item but we are working quickly because of the timeline that we have established with Mrs Kelly for the team Summit okay which will be held at the middle school um on April the 20th so Dr C would you give us some of the detail this is the second virtual meeting that we have led by m Thomas to establish the um planning committee for the team Summit as Dr said it will take place on April 20th the event will be held at the middle school cafeteria the main event and there will be breakout sessions held for parents in the library so right now the time is tenda to be scheduled for 10 to 3:00 so uh as part of that planning process uh we began by uh trying to figure out how we were going to get students interested and how we would get the information out so we developed an information flyer and Dr CTI decided agree after he was volunteer he then agreed that he would serve as the information carrier and the height committee for the team suit so today Dr toque went to the middle school with this flyer and made it available to all of the students he met with seven and Ma graders during the Lunch Period so they are now aware and for those who are interested in serving as part of the panelist they will submit their name and information to the school and then from there we will form a committee of panelist for the team Summit so the flyer simply said we want to hear from you and this is an opportunity for Middle SCH students to come out and share their concerns um ideas and to talk about things that are important to them as well as to find places where they can go and get assistance we are focusing on relationships and building healthy minds and bodies the we also decided that we wanted to have staff assist us with this process and so we have posted a position for Team Summit advisors and as of today we have two staff members who've responded but they would like to work with the team on it the position is still open and it will close next week the 22nd um the TV production students have agreed that they will assist with the photography during this process and we also decided that um our students love giveaways and so we found a way that we could provide some wonderful giveaways uh to the student so I won't tell you what they are I'm just willing to say that you may want to spread the word that seventh and eighth graders should come out because we have some really nice giveaways for that and it's going to be a fun day so we are looking to provide lunch uh breakfast and a bag lunch and we've already secured the services of sedep so uh should we are able to do that and of course we're providing those services and lastly we will also have also provided a list a list of Mental Health Resource providers that students and parents in the community will have available to that so Mr Davis I exited the commit uh the meeting before we can establish the next meeting date you know when the next meeting date will be no because you acate don't we have another meeting coming I forgot I was serving as committee members tonight will receive a folder that has a copy of all of the things that we put in place as well as the graphics for the items that we can't talk about the giveaway but you will see have a copy of all of the graphs so I think uh it should turn out to be a lovely event but don't forget to invite the seventh and eth graders out this regularly and thank you Dr I'm thinking with um you mentioned getting the word out um turning to our um marketing committee and my all possible that you could get that uh information out in the digital board the digital bulletin board if at all possible on the Facebook Dr one question uh what's the deadline for students to the deadline for students to apply to the panel Mar it's on the March 8 by March 8 we had conversation also Mrs U Mrs Perlo and Mrs Perlo is going to help us with the advertisements for this and she said that um this kind of activities positive activities there may be some interest from the news media they may want to come out uh whether they come out or not of course The Show Must Go On so we continue to do what we have to do but uh Mrs plar will assist us the advertisements for this activity so we're moving forward I um Mrs Thomas unfortunately isn't here but um this is her idea she is spearheading this and uh we're just working with her so we wanted her presentation but that's exciting looking forward to that uh again still on new business I believe Mr Thomas yes Madam president I do I just want to say once again I mean as you know I am a uh alumni of the school and right now I'm very proud to be a part of this leadership panel to talk about the Team Summit which is one of the first that I know of that was done uh the culture com survey was something new that we ende we had the courage to go ahead and get it done uh we're going over to the high school to try to approve our appearance and our communication with our stakeholders which I am so proud to be a part of that but as we all know this month is Black History Month and this past month I was challenged than to our marketing committee that did some fabulous things go to our winow talk page we put some Winslow back history of some students and that crossed these hallways that are now doing big things within the community and I want everybody to know history begins when you talk about it you don't you stop talking about it there is no more history there's no qualification or history it doesn't have to be great you just got to be something that something was done and something that was talked about so I I just want to read off a little something that was prepared for me to read black history has played a significant role in various Fields such as education government business for instance Jean Laro Jamila J Woods Kenneth Parker Patricia Parker and even some of our col colleagues sitting at the table right now became Pioneers in this field so when I went and did the research on this and I went back to the library and I went back to 1969 and come to find out we have our own roads of pars sitting here at this table back then there was some busing issues and some we have a lady sitting up with us was one of the first that got a chance to ride the bus to go across the highways because you weren allowed to across you had you had to walk across the major highway white and we have somebody sitting on our table on that bus that was first sanctions to be able to carry the students to our schools we also ined class of 1969 with the first black African-American class president and Mr wer so these are some of the things that I when I looked in and here dear book in history that that's not being talked about that I want to try to pass on to education so it can be talked about they open doors for future generation embodied in Council their achievements reflect indispensable part of black black history in our town this report showcased renowned black Americans and their notable achievements in Low Township and School District both in mid 20th century and with to one of the most notable figures was Jamie ATO the candidate got our first public service through serving in both Township Council and Board of Education got elect the both in the same time you couldn't serve but you got elected to vote this first Statewide wom's Summit was organized in New Jersey with the active participation of Miss Leu which ensured her commitment to empowering committee she later served at several top positions such as lobbyist senior executive with st bth Health Care Systems and Ruckus University Theo's Haring efforts open new doors for black leaders in wio Township who would follow in her footsteps another Winslow Township Pion is Patricia and Parker Parker received her education from benville Township school/ Edwood and she was a long-term distinguished employee and a District's official who had worked for three decades he also assumed Ro such as director of special education teacher and student counselor Parker was a champion of educational excellence and advocacy for students of all kinds that will be rumored for a long long time her election at the first African-American woman to chair the win Township Board of Education was a significant Landmark the model of Parker for hard work in Devotion to Public Service encouraged future generations of students however wi Town had had black people rise to significant Heights in their professionals and Lead Society in various roles from Business Leaders to elected officials wi Township as shown by Kenneth J Parker Kenneth J Parker Rose from janitor at at Atlantic Electric to president of the government body of of Atlantic Electric he graduated in 1980 and had a jump Jamila Woods shaped leaders from various Field's business as much as fi in other and through hard work Park went from working as a Jun Junior of the president of the division of of Atlantic City all the way up to the president jameo Woods has emerged as a Pathfinder by being the first black woman to represent heart District in the Merlin House of delegates have been being educated in win Township school system the success of such individual as the ru Parker Woods confirms the historical role of wi Township in their school district is making in Black leaders who promote change in conclusion wi town have a strong African-American Heritage due to the residents who fought through adversity to succeed in their professions they were people to be imated by others who seek leadership positions SP within the africanamerican community for help to Mo those CH into ethnical diverse and Progressive Community it is today these Nam Mission here on to continue to be L their legacies will continue to live in black history for years to come and that ends my presentation I just want to add one more because I'm proud to say jine Le who is a and Amy award-winning journalist will be at Rowan University on um February the 27 he is the Keo speaker for the Rosa Parks what is unique about this young man you have to look him up he played football here but also he has a scholarship that's endowed at Rowan for a first generation student who either one or both parents may be incarcerated that's really uh credit to him and he I would say under 40 and we do have funding for any a few students from wi who would like to meet them he fabulous excellent excellent this is all good news this is all the kind of information that helps a community grow and that even answers some of the questions that were put forth in this service you know how do you feel about your District would you this is this is great this is good um any other new business uh yes Mrs P in the spirit of some of the county meetings I attended uh several of our Northern neighbors County uh meetings uh you touched on one of the governor's actions that I was going to mention there were a couple more interesting ones in not uh there was a pathway for power professionals to become teacher certified uh there's a v teach pilot program that was also signed and an alternative teaching certificate route that would be approved by the NJ doe uh there was a temporary expansion of the pre lunch to up to 225% of the poverty rate um what I also thought was interesting was uh starting the next 24 25 school year they're going to have excused absences for civic events so they haven't fleshed out what those excuses would be but I thought that was interesting too to get our students involved and hopefully Civic events um so I took some notes on the meetings that I attended I'll try to be brief I apologize um Hudson County was a a presentation by shansa Jackson and the communications officer there uh a couple interesting things briefly that she noted would be some ideal social media campaigns um one would be school spirit student achievement day in the life of whether it be staff administrators and so on and behind the scenes look at day-to-day operation mascot Shenanigans I'm wasn't sure if we have a mascot that we do okay so mascot Shen we see the Philly ftic things of that nature um and of course publicizing upcoming events uh Bergen County meeting which funnily enough also Vincent delusa was the presenter there but for a different uh topic uh was building trust with the community um a couple of things that he mentioned in building trust with the community uh he said that leadership can build walls or it can build Bridges um so he suggested humility honesty credibility collegial consistent respectful transparent collaborative non-judgmental and effective listener being inclusive uh words and actions must match so we would have transparency every Citizen's voice is representative and respectful opportunities for those who both support and have concerns about the district uh some factors to build trust was transparency reaching out to Marginal citizens responding to Citizens needs efficiency and accountability uh Essex County was on parent engag that one was really interesting because that seems to be what we struggle most with here um they actually had a presentation by I believe it was like the national PTA Association um so some of the notes from that was uh how can school boards work with families and this is a presentation that I sent out to the board after I attended to the whole presentation and PowerPoints um so how can school boards work with families uh communication if used effectively it builds trust and support partnership provides an ability to leverage resources through referendums while PTA and other parent groups are nonpartisan organizations it can be political uh Finance budgets of local units fluctuate but virtually all money raised St within the school building working together with families uh offer to attend parent meetings which has come up consistently in our chat meetings having board members attend HSA meetings uh listen to concerns answer questions and provide feedback uh share information with col board members and include the parent family voice on committees uh what can we do for families and I know some of this we did try to cover in our summer chat with the board members with explaining governance and policy work simplify how to communicate concerns engage them early to help with any efforts and how to support them in becoming board members themselves if they so choose um and that was a lot of that so they updated Family School partnership standards they had six of them U one Welcome All Families Two communicate effectively three support Student Success four speak up for every child five share power and six was collaborate with the community so that's what I took away from those three meetings that I was able to attend well thank you U and that's um that uh is is really a good um reason why we as board members should not only stay within our own little cocon our our own County because we have 21 counties and so we indeed do have 21 uh County School Board associations although again campon county is partner with gler County and the good news about being able to reach out and uh participate you find out information about what other counties are doing is because now they're all virtual we all there are some of us want to Bo to remember that even though those meetings took place the virtual um aspect was not there but now so board members I would encourage all of us to the extent that we can um make sure that we tap into uh other Cy um School Board Association meetings uh because all of that um we can gather and we can bring him back and find out if of those kinds of uh activities and um procedures and plans uh whether or not Tak benefit our so any further comments with regards to new business is anyone else no no okay so therefore Mr yes a comment m the Winslow Township Board of Education highly values the input of citizens in making important decisions that affect the children of our community we also believe in the rights of citizens to observe board meetings to ensure that all of our citizens have the opportunity to attend school board meetings and offer comment and to ensure that the board can conduct the important buits of the district we ask that speakers follow the guidelines for making public comments the board president or board secretary will recognize those individuals in the audience who wish to make comment please respect the following procedures all members of the public attending Schoolboard meetings must treat each other and the like to tell you about my school's Chromebooks I would like to know if my school can get new Chromebooks I have to shut down my Chromebook at least three times a week to do my work sometimes when I'm doing my screen goes white and I have to thank you Ali so Ali we have boooks I don't know the they it's already placed in order for new Chromebooks in addition to that uh we have yes yes so I think we well the chome books that we just no the chome books have already been awarded because we already was awarded for Chromebook in addition to that Mr jaon also ordered Chromebook so you should have plent Chromebook in and building well Alie thank you what like to say is this it's so nice to see how students come up because Ally you have just proven what I've always felt what I've said to even ourselves show up when you show up stand up and when you stand up speak up because we listen thank you Al thank you very much it just takes a while to get [Music] that Andrea do my name is Andrea I live at 1 Lan for so first I want to say I am a on so I hold you guys to very high expectation because I know what I would when I graduated um so three things I want to talk about we try to make it quick minut special education we have way too many violations right now um we do not have enough special education feachers and I want to know what's the plan on get more special education teachers to make sure that we are not having so many violations um and if we're having so many violations because we don't have enough um teachers at the moment and we're not able to provide those services to all of our students where are the funds going that are provided by the state for our special education Serv that's number one number two is school 3 parking lot I don't know how many of you have been in there during um getting the kids in in the morning and picking the kids up we are on a major highway not Highway um we do not have enough crosswalks that are actually painted um if you go to most other school districts who have schools on the main road they usually have police out there helping get the cars in and out we do not have that um we now have a police officer assigned to the Primal gate Prim at crosswalk because we don't have a crosswalk um crossing guard I'm sorry um so they're great when they do show up sometimes they can't show up because the police officers can have up that they need to get done um but we have another crossing guard that's in the front of the school none of our lights work showing the flashing lights that it's should be 25 miles hour and people are sing through um in the parking lot you have the crazy people in the morning that they they go 20 miles in the parking lot that they're going to get their kid to school on time they still late um and they're Crossing in front where the bus lanes are and I literally have to hold my child back so they do not get ran over by these crazy people thinking that they're going to zoom right in and get their kid school so we need someone who's actually going to stand out there whether it's just in the morning um during the afternoon is not as bad but in the morning they need at least be out there 10 minutes after school is starting because they're all late and they're just running straight up almost hitting people with their cars um and then my third thing was the climate culture survey I work 12 hours sh um and for me if you send me a text from the school like the principala whoever for that school district with the actual link I will click it and I will do the survey what was happening before is they're telling us to log on to the the website to the district then log into our school's web page to do the survey well by the time I get to the school's page I have something else I have to do because I a seven-year old and I just got done work in a 12 hour shift so if you really want the parents to engage and take the survey have each principal send the link specific to that school just to those parents so they can really click the link boom I'm there I'm going to take it and then I'm done um or an email whichever one but I'm a text person everybody in my AG Rams text Facebook Tik Tock Instagram that's go on to different websites I [Music] minutes exactly um yeah had quite a few okay well you are doing what Mrs pits asked you to do you come out stand up speak up what you've done not a problem um the special education teachers um I wish I had a solution we have an open um advertisement for special education teachers that never close U special education teachers far and few between not only here in WIS Township but across the state I V for that whole special education teachers are just not available and um we we do not um the cost of sending young people let's say out of district has increased to the point where there are no extra dollars it's not like if you don't have a certain number of services available in the school that those monies are accumulated somewhere else uh in some cases it cost us over $100,000 to send one child to an out of District placement and it goes up every year and for example just so you know to transport that child to that out of District replacement can cost us $500 a day can you imagine $500 a day in just one month how much it cost so there are no extra dollars so it's not like we have cash Reserve because of these services not being provided but we're going to do the very best we can and needing that need and I wish I had an answer for that uh but it's not because we're not trying to employ more uh teachers crossing guards um we would love to have crossing guards but unfortunately um that street I think is cille road that street doesn't belong to the school district even though we have um a school located there um only the township and I'm not going to throw the township under the bus because the town okay whatever whoever it belongs to however the township has been very responsive to us um they would have to get a police officer out there they used to provide us with crossing guards and all those kinds of things and and and I understand people driving up there without any respect for those individuals and our children crossing the street and things like that um what I'll do is have a conversation with the chief tomorrow and ask him um not only to assist us in addressing that issue uh but we need to get some more uh people out there and the only way that's going to happen um it will have to be with collaboration with our Township police if it me them contacting the county then so be it but it's pretty much out of our control ask going to rate some tickets the parking lot issues um I will ask uh Mrs Floyd um to send out a letter or whatever we can or whenever we have a parent uh teacher situation uh or create one just to talk about this issue because if the parents would cooperate because they're the ones driving the cars within the parking lot itself and the only way we're going to fix that is that the parents work with us we don't want to wait until a child gets hit and now we want to take some action accient okay then we we need the parents to work with us there was a really bad one at C County Tech students still hospitalized three weeks ago really we will do what we can uh but this is an issue that can only be resolved if we work together all right so we will address that as far as the culture and climate survey and um the high tech generation and all those kinds of good things uh we'll do what we can do to uh make that situation uh more accessible the next time out um it appeared now for me it appeared to be very simple but if you saying even the way we had to set up which was two clicks click one to the school click another there's a survey if you're saying to me that that was still not good enough and that we needed to do something different then that's something we have to revisit because I I thought it was pretty accessible uh but we'll look at it and see what we can do all right so did I address all of your concerns at this point me you may be here and I'm not being fous you can be until 11 o'clock and my answers won't change because a lot of what I'm saying to you is beyond our control we'll do what we can um but if if we had 10 special education teachers available today we're hiring tomorrow and that's pretty much where we are but we're competing uh with every school district not only in candy County I haven't been to one I hadn't been in one superintendent meeting where we all not fighting over the same teachers trying to get teachers trying to get teachers it's just not happening I don't know what the answer is but I do want to say this in conclusion the number of teachers available to school districts across the country has declined almost 50% if you go to schools of Education you will find that the fewest number of young people going into professions education is one of the lowest they're just not there as a matter of fact the crisis that we're anticipating in the next five to 10 years uh will be horrendous for us because we will not be able to fill uh all the positions because the teachers just AR in the pipeline I don't know what we going to do where we going to go but that's the reality another thing is uh we need to start treating our teachers better um because it's it's a teachers Market the teachers in our school district and they're being treated all different kinds of ways disrespect whatever they can put their resignation in the day and be in another school district within 30 days I mean it's 60 days Mr Davis and Mr Davis holds oh yeah we do and we do but if you if you look at and and again this is our reality if you look at our board reports the number of resignations that you see across the district and across the state has grown to the point where it's a teachers Market they go into an environment they don't like it they give you resignation and they get hired somewhere else specially special without question and especially those teach like special ed math science they can go anywhere they want so we we have to uh come up with some solutions as mentioned I think Mrs uh NE has mentioned about alternative routes and all the different things the state has putting in place to encourage more teachers to come in it's we will not feel that impact for a long time but again I don't want to Bel the point but it is an issue that is of serious concern not only for us but the state of education we're going to be in big trouble down the road because we just cannot produce enough teachers and if I can make a comment uh as Miss NE I went to the one in September there was Northern school districts and I'm I look at them all uh giv signin bonuses significant sign B for especially special education and stfi and I also work at an institution and I see our numbers are going down in terms of College of Education yeah and unfortunately one of the things that at 128 Country Lane um I'm a parent of a high school student my son was suspended um on January 25th for um his cell phone device being seen I know you guys said that this is a upcoming Topic in the future meeting tomorrow tomorrow I am tomorrow tomorrow okay well I canel unfortunately I cancel my Valentine plans because it was important for me to be here today so I'll try to and my plans are now tomorrow so I'll call in or whatever but I'm here to speak my P today um so again my son was suspended um on the 25th for his cell phone being seen um then I was advised that he was being suspended for two days which was a shock because um I was expecting the option to turn the phone in for 30 days or if you're or at Le you refuse and then there a 4day suspension um I was I learned then that there was a change in the policy that it was automatic two day suspension which um I had been informed some teachers said they hadn't been informed um I heard that the principal was stating that it was new and that it was being enforced because that's what he was told um I did escalate my concerns and was able to um then have my student turn in his phone in place of the two days suspension I don't agree with the phone have to be turned in for 30 days either but I'd rather my student be in school than to be suspended um and Miss time from school I was disappointed that the um that okay he suspended for this we know this is the policy however there was no homework sent home you know this was he was suspended 9:00 in the morning finished the school or 10 9 early in the day finished out the school day and was suspended for the next two days I would think that homework or class work would be assigned um you know where promoting this is uh education you know we're here for education and I think it's terrible that we're suspending students for a phone being seen and then to send them home for two days and not send them with any work to do um is just not is a bad left a bad taste in my mouth um I immediately started looking at other options you know again we are here to promote education I'm making sure that my son goes to school every day if I don't I'm in truy court but we're suspending students for what I think is a lowlevel uh you know policy violation and we are um this policy is in my opinion extremely harsh um you know the 30 days days or four days or even two days is too much um especially when when students if they are suspended multiple times for this offense are now uh at risk of losing the opportunity to participates in sports these aren't students that are fighting uh dis being disruptive um disrespecting teachers or anything else you know for my student isn't um so I don't think that it's it's right that we are disciplining them in this way for again something that is should be a low-level offense the punishment does just not fit what is considered to be a cowler I'm asking that you guys review this policy and downgrade the level of um of disciplinary action look at some of the other schools I've looked at that the surrounding area schools policies and that the schools are students are allowed to have their phones in between classes just not able to use um video and um for they're allowed to use their phone Mr I want to thank you very much um as I had said earlier meeting um I'm calling a policy committee meeting I and will be four of us tomorrow going over that um cell Poli because we have had um very much negative feedback and it it makes sense AB so I'm going to ask you to tr just a little bit longer because my goal tomorrow uh is to hopefully be able to come back to this Bo with the cell phone policy that is not um very restrictive and punitive but we'll let the student know that there is a responsibility that Adrian eveni p 50 Ros Circle um pretty much two things one going forward not just for the parents but for the teachers too if you guys have parent teacher conferences that they could not fall on Valentine's Day we had no control over that we meet the second and fourth Wednesday of you know I would have been able to not I was doing anything but or the teachers could have done something you know just to I know you guys were talking about you know positivity with the teachers and things like that too that may be something small they could have been waiting for this day all year and been the one day that they actually got to go out so that's the first thing um the second thing is I know you guys use sedexo for um lunch services so my son who is in the um lower elementary in second grade he pretty much has freefor all so he can go in there and buy whatever snacks he wants so I looked at the bill and I noticed like one day he bought three ice cream sandwiches so I said you know that di are you you know what are you doing are you you buying it for yourself are you eating it and he said oh no I didn't I didn't share it nothing like that so I got to the school and I asked him because I noticed it's a lot that he's purchasing so I talked to the staff and they said pretty much what he's doing is he's buying it and giving it to his friends so my concern with this is you know one if he's being he's not being bullied but if he was being bullied you know that could be an issue number two what happens if he's given something to someone who has an allergy they're not supposed to be sharing things um you know he's acting like a little mini Oprah out you get an ice cre yes you get an ice cream you get chips you know whatever the case may be very generous very generous at my expense so you know this is heard in my pocket a little bit so I have written sedexo and asked them I've said you know I don't approve of this to I actually went to parent teacher conference they're like oh he also is buying a second breakfast so he gets uh breakfast for before school and then he also buy goes in because he wants to hang out with his friends I'm assuming and it's like oh here I'm just he's probably not eating so I'm probably just you know paying for something that he's throwing away so I did request that I don't authorize you know any of these sh is um please don't can get a lunch and he can get a snack and that's me being generous with the snack so today he purchased another breakfast so I'm being charged for that again I have no response back from sedexo so my thing what they told me when I spoke with them is that you know we can't cap it so if you unless you write a note that's the only way that we can cap it to me it should be the reverse so it should be here we we'll give you a lunch if your parents and it could be the beginning of the year and then just a form that's filled out and then that form you can change it throughout the year but it shouldn't just be there's no financial responsibility so yeah I'm going to go home and teach on that but a seven-year-old shouldn't have that much access to being able to purchase whatever so I would ask you know the board can we Implement some sort of form in the beginning of the school year just saying here your parent has to authorize any additional charges outside of lunch sure so my mind immediately went to the food allergy because that's one of the things as a school attorney that keeps you up at night is is the is an allergy attack because there so much out there and I know your son wouldn't obviously know that his friend would have a peanut allergy and has then we have to FP and that mess I'll say this about Deo um first of all thank you for bringing it to our attention because as I like to say we don't know what we don't know and that's why Mrs pittz and Dr Pote and everybody up here value public comment the way that we do so we appreciate that um but we're the customer Forex so I think that's something that we can certainly we can't promise anything of course but I think we can appropriately address that type of issue because you know if it goes to a lot because my mind immediately is tring to go to liability right and who's going to get blamed if a kid has an allergy attack on a student that's going to be on us right so that's where that's something I think we'll we'll look into and address okay thank you what school was that school number three but the form would be beneficial because it would help the parent too just so in the beginning of the school year here my child only get one snack one lunch and then if I want them to get more like my others ones at the high school school they called me and said here um your son's purchasing a second lunch we don't allow that and I was said well he eats a lot I said I'm getting them tested just to make sure everything's okay they said everything's okay there's nothing he's a growing you know teenager this is how he eats he can eat like he can out eat my whole hous by himself so he does get a second yes it is so but I allow him to get it because I know he I know it's noty old he doesn't like did you just write that note that's so can put it in the system no I did write the note when did you write the not now I just wrote it yesterday today you know Andy did overhear everything I see her on the email but I told them you know this is a financial responsibility for me now right so you know I wanted in in writing and they even kind of fought me for that they said oh just hand us the paper I said no because if I need to take legal action I want to make sure I'm covered too you know I know we're talking about you know a few dollars but all these dollars are adding up us after them and not
