electronic notice of this meeting of this public meeting has provide been provided specifying the time place and manner in which this meeting is being conducted it was advertised in the cier post posted in all schools the administration office the municipal building the library the ble center Edgewood acres elmtown and the wiso Township Post Office and this is our mission statement the mission this evening to introduce members of our theater to put on a preview of this year's fall Play It's a Wonderful Life at this time would the board members care to take seats down in the front row and perform in the middle uh but before we begin our presentation I'd like to introduce our senior student Shiloh Garnett she's our student director she also will be Clarence in this evening's presentation and she's going to tell you a little bit about It's a Wonderful Life sh good evening everyone the wi Township High School drama club and stage crew are proud to present a preview performance of its a Wonderful Life the story's themes are Timeless and Universal to Value kindness to support our communities to uplift others to caution against greed and protect those struggling with despair this story also reminds us of the fragility of Life Frank ca's brilliant sentiment each man's life touches so many others others lives when he isn't around he leaves an awful hole doesn't he resonates with us this is the windso Township High School theater family a group of the most talented dedicated diligent considerate and accepting students it is their creative and familial spirit with the help of the winsell Township School District and community that produce extraordinary wisel Township High School theater Productions we thank the talented students of wisell Township High School our generous superintendent Board of Education principal and the parents and families of the community for their support and assistance with the production finally we thank you our loyal absolutely right this is a 1946 classic that just happens to be one of my favorites so I know a lot about this picture and there's a lot of message there there's some messages there that address issues of today one of them is as you will see it has to do with affordable housing so please make it a point to come out and support our students moving now board members we're back on our agenda page two Mr I was about to say no Mr Davis good evening good even evening good evening tonight I'm here to share with you the winsell Township Public School self assessment for determining grades under the anti-bulling Bill of Rights act for the period of July 1 2023 through June 30th of 2024 the school self assessment process which took place over the last month require each School through a school safety and climate team which is composed of East school's anti-bullying Specialists principal parent representative and teachers to complete a self assessments of its implementation of the anti-bullying rights from July 1 2023 through June 30th of 2024 during the 2324 school year all programs and initiatives implemented by the district were to reinforce and strengthen current HIV policies and practices at this time I would like to report and seek approval for the winsell Township Public Schools self assessment for determining grades under under the anti-bullying Bill of Rights act for the period of July 1 2023 to June 30th to 24 board members in your packets you should have a chart and it's based upon the eight different core elements so core element one which deals with Hib programs approaches or other initiatives it has a maximum point value of 15 points and you notice that looking at our schools it goes anywhere from 12 through 15 out of 15 core element number two looks at training on the board of ed approve Hib policy which is based out of a maximum point value of nine and most of the schools gave themselves a nine out of nine we had one school number three which gave itself an eight out of nine core element number three which looks at other staff instruction and training on the programs which has a maximum point value of 15 points and the scores went anywhere from 133 through 15 out of 15 core element number four which looks at curriculum and instruction on Hib and related information and skills it has a maximum point value of six every school gave themselves a six out of six core element number five looks at the HIV Personnel it has a maximum point value of nine and the scores range anywhere from 8 or 9 core element number six which looks at the school level Hib incident reporting procedure has a maximum point value of six every school gave themselves six out of six core element number seven looks at the Hib investigation process which has a maximum point value of 12 all schools scored themselves a 12 out of 12 and then core element number eight which looks at the Hib reporting process has a maximum point value of six and every school ranked themselves six out of six so then you have to come up with your total schools by location School number one gave themselves a 73 out of 78 School number two 78 out of 78 School number three 76 out of 78 School Number Four 78 out of 78 School number five 78 out of 78 School number six 77 out of 78 Middle School 74 out of 78 and our high school 77 out of 78 so once this information is approved by the Board of Ed I have to um then transmit it to the New Jersey Department of Ed they will review approve and determine a grade for each school and assign an overall District grade regarding our programs and initiatives established to address Hib and then upon reive that um approval from the doe usually happens in the spring that's when I come back out to present the official report and then that's the one that's officially uploaded to the district website thank you Mr Davis um before I ask for a motion board members would there be any questions or comments for Mr Davis yeah Mr Davis I just have one question it seems the one category where there was I guess the most flux in between scores is core element number one can you expound upon what questions they have to answer that would give them a score there sure and a lot of times again the schools are ranking at based of their team so it's different things that they may have put in place so in some of the schools remember we had a change in some of the counselors Etc so if if they didn't evolve let's say up a lot of times it's Community involvement or the police Etc so that's why they would take a point away from the different categories because it's all different sections in those so that's the common theme because I meet with the teams um as we go over this and I ask those same questions questions why did it drop from the previous year Etc and then that was the main thing that there were certain things they did maybe one year they didn't do last year because this is always the year behind this is from last year so that's what it basically bow down to they may not have had an opportunity to involve community and some of the things so they didn't give themselves say a three out of three out of the area which then resulted in the scores dropping a little bit so that they know this year they need to do something to bring the scores up for next year thank you you're welcome board football number four in the state of New Jersey Eagles are 8 and0 they have Cherokee this Saturday at 1 p.m it's a senior day and it's a wall of Fame game and just to give a plug we do have our wall of fame banquet with our Hall of Fame uh coach Bill Belton will attend and be honored on Friday Night of the 25th uh the Winslow uh athletic committee is all requesting that we can get a report on all fall sport GPA as we've been doing that the last past two years so we can make sure that academics and Athletics are both benefiting in a positive way uh I also want to talk about our WS low marching band performed this past Sunday at Eastern and they Place third um our cheerleaders we have over 35 cheerleaders out out there cheerleading so everything is is going in the in the right direction the F cook Diane McKenzie joined the meeting at 7:50 p.m. and 7:55 p.m. respectively the group disc discuss recommending to the board that they create a grandparents program for the district it will be discussed and finalized in November for a recommendation Rita presented the action plans provided to the board for each school that was made following the climate survey conducted last year the group asked if the followup is being done this year to measure the effectiveness of this plan for each School the CAC would like to have the board and Dr poti report to the public on the action plans from each school and what the accomplishments what the what they accomplished and the results were from the plans outline some schools appear to have very detailed plans and others very light planning it will be great for the community to see what outcomes came from these action plans having CAC members attend school HSA a meetings to introduce themselves to the CA and the CAC role was once again discussed creating a parent advisory group where parents can get together and ask questions and get answers on how to approach different situations that arise with their children in the schools could be a great resource for the district our first step is to approach this the individual HSA organizations for their input the meeting was adjourned at 8:45 M this was submitted by Tommy um Marcy Thomas who's our recording secretary any questions any questions board members yeah Miss Claude can you expound if the group was uh discussed at this meeting what you guys mean by a grandparents program parents advisory program the the grandparents program oh grandparents program is um for the new preschool um that's um that we just opened up to have uh par grandparents and we do know that there's a lot red tape that needs to be cross meaning that maybe background checks or um applications for uh parents grandparents to actually be aids for the teachers um to help it's like almost helping the kids to kind of uh acclimate to a new environment while the teachers are still trying to give instruction and help you know sooe the children but still make sure that they're academically in the development is going to be great for the children I think Dr pouy can um well um um Mrs pits I I didn't have an opportunity to discuss any of this with you but I just wanted uh to say that these recommendations do not necessarily fall under the school board's responsibilities these are administrative responsibilities and um um the well the grandparents program you know I'm not opposed to having grandparents come into the schools but I think at this point um we got so much going on um particularly at our new school and I think um I will rely heavily on our principal at the uh early childhood education center to say to me what their needs are before we even move forward with anything else at this point the other um uh about the um the climate survey of course that is Administrative resp responsibility we do intend to um uh Implement and have available um the week of November the 12th for us to have our followup survey for the parents however um and of course I waited until this point because as you all know in the beginning of the year we had some issues with our technology shutting down and we wanted to make sure that we had resolved that situation before we Implement survey but anyway the second week of November uh no I'm sorry uh starting the week of November the 12th which is the second the 11th that Monday we're not here um a as far as reporting out those reports are building specific so my recommendation to my building principles if they already have something that is um schedule for your parents to come out I think it is important that the parents who attend that school are aware of the plans that you put together what the outcomes are that sort of thing um for me to come to a board meeting and go through eight reports I don't think it's beneficial however I do feel that if you attend a school let's say school three School four I think those parents would be interested in what's going on in in that school so that those parents will have an idea of what has happened what's going to take place and and the followup um climate and culture uh survey so again these are building specific kinds of things and I think uh I would allow the building principles to set something up so that information can be conveyed to those parents of that school um as far as parent advisory groups well um we have the hsas we also have opportunities for parent parents who communicate with us I'm not sure what situations parents have that they don't know how to address however um parents are communicating with building principles which was always our first um line or the first effort we ask if you have an issue call the building principal and then of course through the chain of command Dr Caro than myself that is happening on a regular basis now so I'm not sure um the purpose of a parent group for that but again I know these are just recommendations however they are administrative and I think these are things that would come to me and then I would have to um decide if we're going to pursue any of these or whether or not they're even feasible at this time so I just wanted to just make that clear I understand the recommendations go to the board but these are administrative and these are issues that I would have to address okay thank you Dr po board members may I say something so in regards to the parent advisory um we're not asking in the school um per se it's a community is incentive um to try to get parents to be more engaged and more involved and as many board meetings that I attend I do hear specifically from you Dr poti that we don't have parents that are responding so as a parent advisory in our committee and our Community it will kind of help us to be able to drive our parents to start coming and being more engaged and more interactive in our school district and with our students and with our teachers so that's what that is involving it's not it's not even administrative thing it was a discussion that we had at the CAC and we were like I always tell you we're totally transparent about the discussions that we have at our CAC so I bring them to you and let you know what our conversations are when we're there as far as the grandparents um uh recommendation we haven't even submitted a recommendation um and I will hope that maybe right now it may not be practical for you because it's a brand new situation at that preschool but it's something that you will have because obviously when we bring that recommendation we're going to ensure that we have from A to Z so that you don't have too many questions in between to ask us how will it work out so we will try to cover the tracks on a recommendation in at your leisure and at your administration's Leisure at looking at it if it's something that's possible that we can bring into the school district because there are a lot of retired uh teachers that are willing it's not just grandparents we call it quote unquote grandparents but there are a lot of retired Educators in our school district in our community that want to contribute to the wiso Township School District and we're looking at that as being a part of the way where we can bring and engage the community back into the school and if I'm if I'm correct if you read on the front page of your board of education meetings and minutes it says that is one of the missions that you all have is to bring the school in the community back together so as the CAC that is what we're trying to do is bre be that liazon from the community to give you the voice of the community and let you know what they're willing to do to come in and be a participant inside of our school district okay thank you Miss Bo you're welcome moving now board members will there be a Dorothy quaco assistant superintendent education committee leison members as of 2024 our district enrollment is 5,079 in 2023 it was 497 in 22 it was 4,823 and in 21 it was 4,7 and2 the district special education total classified students is 1,76 1,41 in the district 13 35 outside of the district placement um intervention and referral services purposes and rs similar differences to the child study team the inrs provides strategies to assist G general education students to prevent where possible the need to refer students for special education services the team is primarily comprised of general education teachers but may include a special education teacher a child study team member students who have severe learning needs that cannot be met through the irns committee are then referred to the child study team Renaissance program schools five six Middle School and High School currently have the Renaissance program the New Jersey Department of Education student recognition program has a windlow count of student or group been recognized it has not um teaching staff needs we have 23 positions that are available three preschool one Elementary grade two 13 special education one social studies one school psychologist one learning disability teacher consultant one art one gifted in talent and one in school suspension 20 2425 parent workshops top topics will vary and are included on the board agent agenda once scheduled currently on this board agenda are the importance of sleep and effective communication with parents districts before and after school particip participation numbers there are currently 281 students enrolled in our program in the Early Learning Center there are 24 school one 20 20 School 2 39 School 3 69 School 4 55 School 535 School 639 Shirley B Foster process will be followed uh the second U information I would like to mention briefly we had a conversation uh at our last board meeting in reference to the dissemination of flyers in reference to um the meet the candidates night um I took the opportunity to review uh that situation within the school district found out what the misunderstanding or miscommunication was we were able to resolve that situation however as of today um and as we have been legally advised on numerous occasions the Winslow Township School District cannot participate in the dissemination of flyers for meet the candidates night nor can we provide a place in the school district for that activity to be held um I just want to go on record tonight to make sure um that we are going to continue to follow the law as it pertains to this activity and we will not be participating at any time under any circumstances as we move forward as of tonight that concludes my information items for this evening thank you Dr you so much I appreciate that yes but I know that uh in seeing the performance yesterday they said say was the first come first Serv B okay so we will try to move our up a little B earlier that have children of our community we believe in the rights of citizens to observe board meetings to ensure that all our citizens have the opportunity to attend Schoolboard meetings and offer comment and to I'm going to say Tiffany it looks like gay guy guy Tiffany guy good afternoon everyone my name is is Tiffany guy I'm the mother of Navy Fisher Who currently attends Winslow School 4 she has a penology and peanut butter is being served in her class every day she's been she's been called I have been called three times to pick her up due to her breaking out in hies I'm scared that she would going to anexis with peanut butter being served in class every day um so she's been out of school for over 30 days CU I'm fearful to send her back she was approved for a 504 plan however it does not meet her her health needs at all um so I'm just coming to the board now I took all the proper protocols and now I'm coming to the board to ask for a peanut free classroom as it was previously denied well if I may respond I know that uh this matter has arisen to the level of Dr Caro I believe and um I know she's in the process of going through that the um the speaker certainly has rights of an appeal but it's not something we would do on the floor until it exhausts the remedies through the administration and they'll be advised of their rights to take an appeal if they believe that the 504 plan is inconsistent with the child's needs so miss guy are you um do you understand are you do you have any questions with regards to what Mr long has stated so are you saying I would have to do an appeal with I'm not yes yes you have a right to appeal to um the department of Ed the department of the Department of Education of the state of New Jersey yes okay so that's where we are okay thank you ranchel Simmons good evening my name is franchella Simmons and I live in the Winslow District as well um I am the grandmother of Navy Fisher and my question to you is why don't Winslow school district have a complete ban on peanut products within your buildings is that the only question you have because you can finish I I'll be more than happy to respond um no at you respon I have one more oh okay well we uh abide by the law and we respect the rights of all parents and therefore if a parent uh choos to send his or her child to school with a peanut butter item or a peanut item excuse me then they have the right to do so um so we respect those rights and we do not tell any of our parents uh what they can and cannot do as it pertains to providing uh um lunches snacks or whatever it may be so yes we pretty much have followed the law in terms of um honoring the rights of each individual parent in all due respect uh Dr bti um this is in reference to the school because the school can change their menu you tell you saying that the parents cannot tell you cannot tell the parents what to bring their children into school I understand that but you yourself can change what you serve in your school but it still pertains to the same thing um if a parent want their child to have an item that's on the lunch menu that has peanuts then they have the right to do so um it's fair and objective the parents have the right to have whatever on the the menu items for their children we do not say they can and cannot have them so at this point we do not have a peanut free school or peanut Free School District those items are pretty much similar what parents are allowed to send their children to school uh in their uh lunches as well as their snacks on a daily basis so we pretty much mirror the same thing so my response is pretty much the same um okay so um the other thing is the penis are as you know in statistics it's the most likely food that caused death and we're asking for a p ofree classroom for the simple reason that according to the Americans with Disability Act Navy falls under that disability and to be discriminated to sit at a separate table from her friends at the age of four years old we're here now because we're Advocates and she doesn't know any better we can continue to tell her what she needs to do but she's still a child and so um I'm just asking that you guys please reconsider the fact that within either the school I get what you're saying about with the parents but if it starts within the school and you don't serve it if they bring it it's different story but if you don't serve it like a lot of surrounding schools then I think this would will help the situation thank you thank you Miss Simmons Miss Saina McLendon good evening everyone good evening board members Miss pittz Dr po um I want to stand before the board because I want to come back with the update uh about the voter registration um maybe about two months ago I came because uh Governor Murphy implemented signed off two bills of legislation and New Jersey which was the new bers empowerment act as well as the Civil engagement among students and what I came to the board was proposed that um the ladies of the South Jersey alumni chapter of Delta Sigma Theta sori Incorporated wanted to go into the school and do a voter registration Drive for these bills that were signed um for those who may not know the voter empowerment act allows now for 17 yearolds to register to vote um prior to turning 18 if they turn 18 before the election they will be able to vote in the general election um the Civil engagement among students allows for our young people grades 6 through 12 to participate in Civic engagement um which includes anything of a community service organization a government entity and nonprofit um it also allows now for 17 and 18 year olds to be pole workers so of course this was um a project that we wanted to tackle on and we wanted to bring the district involved um as well as the Camden County Board of Elections well we did we were able to get the Camden County Board of Elections on board um the school district as well as our mayor of Winslow town Township mayor Marie Lawrence um so back on October the 7 we went into the school and we registered over a 100 students for voting um not only that we had 100 students that signed up to be poll workers one thing that we noticed that it was impactful um meaning that the Board of Elections was stunned to see the amount of students that wanted to participate um which is their civic engagement um which is their right I mean we want to be able to get our students within our Township involved in the voting process for three reasons well one they're going to learn about the voting process and how it moves and how it works two is day off from school when they participate in uh a Civic engagement and lastly the most important thing or the third thing that was very exciting to them is that they get paid for their service of working um so I wanted to come back before the board and one thank you you for partnering with the ladies of Delta Sigma Theta award Incorporated also I want to thank uh Mr Mela from the high school who um was very uh diligent and working with us to make sure we were able to get all the students um that had signed up to get them out for training so the Board of Elections came to Winslow Township High School with the equipment and did the training on site so we had two sessions uh the first session was uh October the I want to say the 17th or the 11th one of those days and then the second one was just this past uh week the October the 21st so this was the first time that the Board of Elections came and they were excited about it and they want to continue to do the partnership um but I did tell them well we started first with Winslow because Winslow is my home and I wanted to make sure that we started to run this pilot program through our school district to see what the outcome looks like so for for here on we are going to look at um doing this project throughout other high schools um within Camden County um but also we're going to stretch out and reach into GLA County salum County and Cumberland County because at the end of the day we want to involve our young people in the voting process which gives them knowledge about how it works not just the general election but we want them to know that the local level is important just as well well and once we get them started in this this will allow them to be future voters moving forward within their Community but also just empowering them letting them know that their voice is their vote so again I just want to thank you for that partnership and I will be reaching out to you again for September because we're going to do this again with the next roll around of students um and so again I hope for your assistance as we embark on this new partnership thank you thank you m
