explain it um yeah we talk a little bit about this okay so currently the city owns this piece of property as part of an original development with um the Grass Lake Farm develop developer and whenever the city decided that we should take this property um the idea was that this development was going to keep coming this direction and we'd be able to get there now we cannot get there um we have somebody that was interested in this parcel so we're doing a land swap that will allow us to be able to reach our new Parkland which would be which would be right here you can see just north of that property so right in here would be the new Parkland we do have a way to get there at this time we going to have an ease that will come you have to take a long way around but you'll be able to get to this particular property um in the future we've been working with the developer to to see um a better access point but right now we just don't want to get in the way of any development that might happen in this area there's a couple of bonuses here but one of the big one is that we do get to collect tax on this this particular land so uh I think it's a win-win for everybody all the way around Council have any questions or comments um just confirming even exchange across the board correct yep the public hearing then was has closed but actually went on to the new business which is this resolution The Exchange parcel for land for land exchange agreement so there's two resolutions Mr May we're just looking for the resolution now that Neil gave us all that information for both resolutions we have one resolution for the vacation of the park and then right and the land exchange yeah yes so we'll take the first one first that would be the park land vacation I'll make a motion motion carried well that brings us to the Department report and tonight is the Winston Police Department chief you're up Mr Mayor members of the council thank you for for having me um so generally what I do with the uh Department report is I just talk about some items outside of our typical traffic enforcement responding to calls um it's just those are our daily tasks these are some of the things that we do outside of those tasks last time I reported would have been April of this year April 2nd uh since then in the month of April administrator SCH and I attended merger talks with Le par staff officer Lamers conducted a fraud presentation at the American Legion and I actually believe he did two of those uh along with the Sheriff's Office MCL CR Sheriff's Office axon cameras were installed into our squad cars similar to the ones body cameras we wear on our bodies I attended the executive training institute which is known as a chief's conference in St Cloud officers assist in ml County jail with fingerprinting at schools in the community we do that at both Holy Trinity and Winston Elementary I attended the league of Minnesota City's spring Workshop in St Cloud we assisted with the security detail for the Post Office dedication Senator kashar and latest representative fishbach were here participated in the toward zero death Coalition mck crash toward zero death um I don't know if you recall but there used to be a um grant program known as uh safe and sober uh years ago that is now toward zero death so if you're here to toward zero death that's through the Department of Public Safety in the state of Minnesota um I'm on uh part of the coalition ition from McLoud County and this year's M crash was at ler perie um this last year next year's will be in glanco uh we conducted the annual liquor seminar at the city hall for ordinance our liquor license holders have to attend that and it's a brief presentation just on the ordinance any questions they have uh in May officers attended the first respond EMT refresher training at the fire department we do that in conjunction with them which works great uh we assisted with the spring walk to school day Winston Elementary School does officers participated in farms qualifications with McLoud County Sheriff's Office uh I held a senior driving seminar here at the city hall um I plan on doing that again in the future we had a very low turnout um actually there's a speaker that comes in she's a nurse from uh the Metro um and she specializes in senior driving uh concerns and um um it's a very good presentation and we just got to I think I got to do a better part of getting people interested in it um but it's it's very good information just with the changing of driving H habits and it's not for the elderly or the senior driver it's everyone else on the road you know we always say that but there's so many distractions with other people reaction times are slower and different um we held the annual bicycle rodeo at the Winston Elementary School we get gracious donations from the Chamber of Commerce and other business and Community officer Lamers does a great job with that uh attended wi pre-planning meetings in June officer CA that's Lucas attended award presentation for the Boy Scouts at hland Park we assisted McLoud County Sheriff's Office with providing security for windstock um administrator schel and myself and members of the fire department as well as Mar sto attended the tetr PAC building which they call West Campus grand opening event offic CIA attended civil dispute response training at the M County Sheriff's Office I attended uh the city council go setting meeting administrator schel and I continued um meeting with LP staff regarding the merger in July officer CIA completed his probationary period with the department so in uh early July he had been here one year Department our department held training qualification shoot with our new Firearms so if you recall you approved the purchase of new 9mm Firearms our Firearms we had prior were over 10 years of age and we were able to trade them in and get a very reasonable trading credit for our Firearms we held our training with those um it should be noted too that officer Dan moonin is a Farms instructor for our department and he does a very good job um in that role officer ceria attended peer support training at the Sherburn County Sheriff's Office officer ceria is now a member of the McLoud County peer support team and his role as a peer support counselor so um there's dispatchers jailers dep ities officers um part of this team and uh it doesn't have to be an event that happens at work or it can be in your personal life but it's it's uh I know I talked about this early on when you provided uh the approval for funding for um I'll talk about it down here but we call it a checkup from the neck up it's Mental Health Resources for our officers well part of this team is if I'm having a tough time I can reach out to a member of the team that isn't necessarily Lucas right because I might not want to talk to Lucas and that goes for like a sheriff's office employee they may not want to talk to a partner of theirs they may want to talk to somebody else that works in another agency so it's a great resource and Lucas is actually on that team as a counselor August uh officer Lamers and myself assisted with the tour to Tonka a traffic control for the tour to Tonka there was a lot of bicyclists in tone I I couldn't give you a number but I was quite amazed it's the first time I observed it there's a lot of people administrator Schlagel and I continued in August to meet with lrey staff regarding the merger talks we held our Wednesday night out event at the fire department and in my time here in Winston I think this was the the most we had the most attendees at this event there was a lot of people there one of these years I I say I want to count but it's too much fun you know to to sit there and count you look weird probably but there was a lot of people there North Memorial came out um officer Lamers do a very good put job putting that together we had State Patrol um the Department of Natural Resources the Sheriff's Office Public Works Lester puie um fire department even came um Kine we had a lot of folks and then the helicopter was a big hit they're always a big hit um we assisted with providing security for the Summer Festival All Things Considered I think it a very smooth event I provided safety talk at Linwood Apartments officer Lamers and myself just regarding concerns they had regarding in the facility uh we also held a joint police department meeting with the lro police dep Wiston police department down in V room moving to September officers attended medical training refresher for our EMTs and emergency First Responders of the fire department officers participated again in Firearms qualifications with the Sheriff's Office you'll notice that there's a lot of qualifications and trainings as you know we do could conduct a lot of trainings throughout the year U those that are mandated obviously we have to attend but we try to do more than what's mandated as uh time allows and Equipment allows um so we do try to train a lot M Cloud County Sheriff's Office conducted their annual evidence room audit so um one of their detectives comes over and um officer lammer is our evidence from technician so he'd be able to describe it better but um the detective just picks 10 cases that we have evidence for random cases throughout the years and then officer lammer has to go find those items of evidence that are related to to that and we passed and everything was found which is good um uh and it should always be that way but uh it it is a very important obviously to have checks and balances with that so we have them conduct our audit officer Sagel and I in September again met with what did I say honor honorary yeah you call me officer Reserve uh sorry about that no uh administrator schel and I met with representatives of Le PR High School go met with members of the lre high school I believe it was their superintendent and principal Mike Lee that was a very good meeting in October officers attended the annual defensive tactics training and they're going to do so I believe tomorrow again as well through the Sheriff's Office officers attended the annual safety training at City Hall um it's the oia related training bloodborn pathogens I attended the Cannabis workshop at the McLoud County Government Center attended the training through the Minnesota Chiefs Police Association and then this month our officers including me attended mental health check-in so it's a essentially a 50-minute uh um in the dark or it's hard to explain but you you you go to this meeting at the government center and there's a a licensed therapist there and you justable whatever and it's essentially it forces an officer to just meet with somebody they don't have to talk they don't have to you know say anything but I think it's a very good resource because what it does is opens a door that they may not have tried to open themselves and that can be benefit them later on in life right not and it's not just work related so I do thank you and the council for giving us the funding for that I think it's a a very important tool uh provide a traffic control for the Chamber of Commerce business trick- or treat I think there's more and more kids every year this year fortunately we had wonderful weather um and we did have uh members of L PR Police Department came up all of our off ERS were out and about and I think there was a good reception for that officer Lamers conducted Halloween safety talks he does that in Holy Trinity as well as Winston Elementary we started the process the field training process for officer Adrian Santana uh and that was actually completed he so officer Santana if you recall he was swor in a while back he's actually a full-time aoud County Sheriff's deputy has men for a couple years now um and he actually started his training and completed his training very short order which is great um so he has actually worked shifts already for us so he's a great benefit to the community and then I also attended the budget Workshop we just had here about a week ago November um I just indicated that we're continue our joy Powers agreement as we have weekend and holiday coverage and during the week we need to be with the city of ler Prairie and that's been moving very very good um just in the other just a couple others I've been talking way too much but I talked uh last couple years I believe our first one um I shouldn't say the first one but the first documented larger investigation that uh under my watch came in in 2020 since then we've had a number of drug overdoses in our community with resulting in death which with that comes a lot of hours of Investigation I just wanted to point out um that there's a lot of work that goes into that but none of that can replace the loss of the the the person who passed away and it's horrible for the family um and friends and those associated but uh in one incidence uh we had a drug overdose and forgive me if I get my years wrong we're in 24 now so it would have been uh Labor Day of 2022 we located a male deceased in Westgate um and what I can discuss of that right now is a person has been charged with third degree murder regarding that investigation so again it doesn't it's it's all bad all the way around but the investigation um led to a person being charged which from my perspective means officers did a lot of things right and put a lot of time uh winter parking I mentioned this last meeting but it is in effect right now so any City street you can't park between 2: and 6:00 a.m. we understand that when it's wet there's unfortunately there's a lot of folks in town that have to park in their yards call the police department or if you're having a party you know holiday parties you come up it's fine that you park on the street but we ask that you call us and get permission we don't say no right that's the truth but we need people to call because if you don't call and you park on the street you're probably going to get a ticket you know it's that is you know our director from the council and that's that's what we do so that is my report um any specific questions regarding the report or the police department I have a question two um there's a great deal of speculation about um an investigation that went on in town here um people are talking about finding Lo that type of thing can you bring any Clarity to that uh yep for a while now um I've been assisting an agency out of Iowa um and on October 18th uh I said excuse me assisted them as well um with a search of a property owned by the City of Winston um I can tell you that during my time out there and I was out there from start to finish we did not find any bones or a body okay because it's as simple as that right so I do have a couple more questions um one or more than one uh police officer is also on the fire department right correct right now we officer Cur is on both okay if he's on duty M and there's a you guys go to all calls do you not if you're available in town yep okay so if he's on duty and he goes to a call do you have strict guidance lines as to what his priorities are when he's working if you're a police officer in this department you're 100% a police officer on your shift okay yep that doesn't mean so he has a fire turnout coat so let's I'm not saying this is the case but firemen are trained specifically you know for probably building entries where me wearing this I may not go into a building he may just cuz he's trained in that but he is specifically a police officer at that moment okay yep it's all police officer and uh um we've never had an issue with that officer and I'm not I was just curious a great question though it is because so we don't cross lines and we actually cross this path officer Tyler Nelson a couple years ago was on both departments as well so that was sort of our trial run of how we're going to set that guidelines of okay and then one last question so when a call comes in to you um regardless of what the what it's about if you're upstairs in your office or you're in your vehicle um do you get more data one way or the other yes so the if a call comes out there's a number of ways to get calls but let's just say it's the normal way through the radio so dispatch lets me know they call my badge number they give me a call I get into my squad car and if the computer's working which generally it is but you know with technology it isn't always working but if it's working they'll have the call so I didn't encourage you all to do a ride along I'm probably not the best to do a ride along with but I can still what I mean by that is I'm not very proactive I still will give you a ticket don't worry but please do a ride along but yes on our computer there's a program that pops up with all that same information they give us a lot of Times Dispatch won't give us all the information because um some of it is sensitive but yes that's how we get our information through the radio and through the computer if it's it all depends exigency if they need to get it out now and a lot of times at the radio tell them telling me about some we call it a hot call right it's so everyone else in the county can hear what going on so they can start coming this way but there's times I'll be honest if it's a suicidal type situation right they all say 501 M or McLoud 501 can you call in to dispatch or a death notification stuff like that right it's just ER now we are fully encrypted on the Police radios now so the hope is that we won't be monitored but so so monor like police scanner yes so scanner apps um before we went encrypted you can hear all it is a delay you know but you could hear it um they they you know they guarantee the encryption will prevent that but we know how technology works you know and it's it's unfortunate but that that's reality sorry I interrup no that's uh so there in any given Community there might be a residence that might be flagged as a be super cautious right yes whose responsibility is that to make the officer okay 100% dispatch okay so when it doesn't happen do you as our chief yep go to whoever is responsible for dispatch and say hey I go to the sheriff okay so it's his responsibility he is the sheriff of M count so they his staff now then how he delegates it he delegates it but there are a number of uh places residences in WN that are flagged and that doesn't mean they're dangerous right it means there's a reason to be flagged it's no different than if Amanda has a conceal and carry that's a flag right not nothing nothing wrong with her having that but it's just so we know right because it's always better to know things than not know things right uh if somebody's trespassed from a property their flag so a flag is in the system it actually my computer shows up in Big Red Letters will dispatch's responsibility in particular let's say there's a hostile person that lives at a residence and they've made threats to government staff we we'll use that as an analogy right dispatches responsibility when anyone is getting respond sent there whether it be first responder uh police or firemen you know ambulance their responsibility is to air it so when I say air it it goes across the radio because firemen don't have computers in their squ you know in their fire trucks they have to say just so you know be advised use caution going to this residence that is their job yes it it's a um it's a little scary to think that uh because you guys get paid for this you know the risks right I I don't necessarily think a volunteer firemen should be put in arm's way because of a mistake that made county level I agree but nobody should be put In Harm's Way for somebody not doing their job okay and and I I can only assume the sheriff understands yes the the I mean it's pretty serious I think well I can go a step further with what you're talking about so my officer responded there entered the house and was never told never told and is he knew he's not not one of the right poor y yep it's it was officer Santana Oh okay but it doesn't matter whom it is if they walk into a situation where they could be harmed yeah that yes I I understand the concern and I agree with you so the way that call proceeded once dispatch determined that the way it was explained to me when they determine oops there's a flag they let ridg viw know and ridg view was able to stage and then that's the way it should have been to begin with right it wasn't right but again we all make mistakes right but I agree that could have been a and everyone here would have got was aware of certain residents that was flagged in the community if you recall a couple months ago certain threats were made to the city staff I have a you done Jeff I am well you can have more if you want oh it's good question mind no I mean it it's uh yeah I what I'm sorry what did he what did he say no I was just going to say um that I'm just want to Echo what Chief said about Ride Along along I did it with a number of his officers past and present um eye opening it's amazing what they can process you know you um public keeps hearing about being attent of drivers you guys are not but you are I mean they're on the radio uh one officer I was with stopped on at Lin's Corner the regular stop he's on his radio he's on his phone and he sees a guy go by and all of a sudden we take off and go after him and I said how the heck what are we stopping him for he said well he's got two tail lights on and I was sitting right there I never saw it so it's amazing what they see and what they can do in that little it's it's it's really good for the council to get a good direction of that I'd like to give it a try but I'm afraid they wouldn't let me out of the back seat I think you get to sit in the front you'd be co-pilot um I just wanted to mention one thing though there's a there's a lot of calls that we get um let's say it's a dual call let's say it's a an assault call um and there's injuries so medical is going to be called so our fire department is going to be called as well right so they know the procedure to stand by already but it's a comment Upon Our officers to say let fire note a stand by the station or stand by the blue note I don't mean to use the Blue Note but a a geography location right stand by the city hall until we clear them in that's a common practice in our profession because we we do not want them walking into an unknown that's the big thing we never want that how how often or I imagine you've been on various calls not necessarily A flagged home where somebody is has a conceal and carry and they that me personally that would scare The Living Daylights out of me you know uh all we ask and I what I ask is that if if if you know those listening if you have that we come to your home just let us know that's the big thing you know because I've been on Medicals where you're caring for somebody and a gun falls out on the floor and everyone's like whoa what's going on here you know that happens but it's yeah I have one got last question um have you heard anything about the Winsted Lester prair merger outside of Lester Prairie people that have been involved and maybe the county sheriff's thoughts on that either of you oh yeah so where we're at just in the process no I think he's asking yeah so so I I've made a point to be in last I am on a couple I apologize for my look I'm on a couple weeks of vacation right now trying to burn my time down so I haven't shaved for a while but prior to this I have been meeting with businesses and uh uh Community uh members in Lester puie um just to you know it's that whole andk knowing we were talking about um you know there's a lot of talk happening at a higher level well the community might not be aware of that so I've been trying to make a point to explain you know really nothing's changing the service level will be going up but we are here when you call you know because well who do we call or what do we call so there's the feedback I get is positive I've received all positive from that good anything anything from County their perspective no um no we're going to work together really well like we always have then I can jump in um earlier well last night I guess I received the draft back from the attorney so going through that I have a few clarification questions of the merger agreement so you can look forward to that and at the next meeting anything else for I was was just going to mention you know you mentioned um Justin during your presentation about mental health of the officers and uh and the proactive approach uh toward you know well-being and and mentally fed and responding to the high pressure and stress that you guys go through and um just more or less a comment to just say that I think I can speak onal of myself and the council but we how much we appreciate the fact that it's out there it's a conscious you know discussion uh everybody's aware of it and it's a a proactive approach to ensuring officers are mentally well cared for and have an opportunity to to get help if they need it thank you and that that's from the council you you approved that and um years ago that wouldn't have been accepted in my profession or our profession right some would accept stuff like that but it was not the norm and now it's the norm I can speak for officer Moon kria just based on their age right um it's it's very bright you know it's a very bright situation because they accept that it's welcoming because when that happens people talk you know we talk about other things I mean that's what it's all about rather than ah almost swore I'm sorry a bad call right you got a bad call CU those happen not a lot they happen and it's like not everyone has somebody to talk to with stuff right that's that stuff don't just go away it doesn't you know so right well thank you thank you anybody else um does your daughter approve of your mustache well she challenged me I think I told some of you this a couple months ago a growing Contest no well no she asked why my father grandfather he always had a mustache how he could grow one and I couldn't I did that and um winning it'll be coming off I'm winning yeah yeah aren't we in No Shave November isn't that do that I think it's in preparation of the upcoming deer hunting season yeah well thank you for everything thanks thank you just a clarification that has been going on longer than just November I'll tell you that okay we've come to the open Forum section of the meeting tonight if somebody wants to step up to the microphone and have had it looks like there's nobody here so I assuming nobody's going to show up um City administrator update and announcements Neil yeah I just have a few um first thing St John's Church will be moving here very soon you guys can expect they have a few documents coming across at one of these upcoming meetings of how they're going to split their lot and and how they're going to move forward from their current property so just something to be aware of but good news is church is built and and they're getting very close to moving there um the assessment letters for pass du or overdue bills have been sent out we expect to be hearing from people or hopefully people will be paying before we have to um assess them on their taxes and you know yesterday obviously was the election and um staff worked really hard on that mostly uh Raquel and Amanda so I just want to point out the great work that they did very long day very hard day dealing with a lot of different people in a in a different high stress environment than chief he does but um they did a really great job I came down and you know said hi a couple times and they were smiling and I asked if they needed my help they said get out of here but uh no and all honesty they they really did a nice job keeping it running and we had 1,110 people that voted in person here yesterday so really good turnout um we're going to certify the election 7:30 on Thursday the 14th so just a reminder for you guys and then I think finally like to congratulate mayor elect elers and um new councilman Matthew rogi and then Mr furri and they're winning their elections and some tight races that's so I have just a question Neil on the election piece uh how are they U tie in the absentee ballots uh I know that um Glenco was receiving them on behalf of the city uh that were impacted just wondering how that ties in as far as like how do they calculate them you know I'm going to let Amanda talk on that because I might say it wrong so they do a very similar process that we would do the day of the election as far as tying out and how they keep track of their records and who's voting and who is checked in and so they do their own canvasing board at the county level of all the absentee ballots that they collect so mlau County handles all of the precincts within mlau County other than the city of Hutchinson so they would canvas all of those records once they are canvased that's when it comes to the local canvasing board so you'll receive all of those logistics for your canvasing meeting in conjunction with those in-person statistics that we have and it's all combined together so you will see that at the canvasing board got it perfect thank [Music] you Tom do you have anything uh I guess I had a question do you know what percentage of Voters within the city voted well we had what is it 14 yep we started the day with 1,428 registered voters yesterday morning and so if we figure I don't know the exact amount of absentees but say if you round up to that 12200 Mark it's approximately 84% okay give or take but it's in that in that vicinity a really good number how many new registrations are there yesterday we had 113 new registrants oh wow hate to ask Jeff do you have anything are you trying to say I was a little wordy wait until I get the rain don't um I'm just glad I'm getting off regarding those assessment letters so at our next meeting if those are aren't paid then we will you have the opportunity to vote and say Yes out yep yes sir anything else Joe no yes covered everything for me are you sure uh I'm good thank you well looking for a
