Mr Lane I Mr Madigan yes Mr Shanley yes and mayor mó yes with an affirmative vote the motion is approved please step forward to the microphone if you wish to make a comment May bansy 4:30 Russell AV um just a quick question about our parks um I don't know if anyone's ever spoken to the township committee about the I guess increase in outside towns or um organized sports that happen on our in our recreation parks and whatnot but there's especially around where the tennis courts are we have a lot of ordinances that say for example you need a badge you can't do lessons you can't have lessons there but that happens often um it's it's obvious that are a lot of people that come from other towns and I know we can't block them out it's hard to monitor but you know considering the two incidents that happen in Glenrock are we um thinking about high like you know increasing security there what can we do there's also the odor of um you know drugs or whatnot um but and loud music and you know we've dropped our kids off there and they've felt intimidated because of the sports that happened there and the age groups and they've actually literally just turned around and left so I don't know if our Township is aware of it I know in a mom's group and Facebook there were plenty of comments about that and um I think if we can increase security I mean on foot versus just driving around um to keep an eye on what's happening there and there's a police presence and you know people know that we're there you know security is there thanks thank you for your comments thank you seeing no others nice I knew you'd like that second okay close um hold on hold on go okay I'll make it quick um Mariana emo Mir Avenue um I for those of you who don't know know me I am on the board of education uh for rampo Indian Hills and I just came tonight to as a liaison for the board um just wanted to announce that we did hire a new superintendent um which you may already know and and just tell you a little bit about her um her name is Shauna DeMarco um she has eight years experience as a superintendent in Bergen County schools in Linhurst and tanly um she spent 12 years in the Linhurst K through2 School schools she was a middle school and high school teacher an Elementary and high school principal an assistant superintendent and then superintendent for Linhurst um she left Linhurst to go to tanly k through 12 schools um she was with tanify K through 12 schools for four and a half years as superintendent um they um they renewed her contract uh and they were very happy with her um she uh she had seven years with as the Bergen County Association executive team um seven years Bergen County to State Association um and she's also um been a business owner and franchise manager SL advisor for many years as well um she started on August 14th she hit the ground running um I think that uh she's going to be a great leader um and I've already gotten some great feedback from Administration um as well as others who say that you know they're very hopeful for um you know our schools the future of our schools and uh that's it just wanted to let you know a little bit about her um excited for the new year the new school year um as you all are and uh thank you thank you Maran mayor just if I may make a comment thank you Mar Maran thank you for you when um when B McKay was Superintendent at the high school district she used to drop in here every once in a while once a year maybe twice so if if the new superintendent has any time ever I know she's probably very busy feel free to come over so we can we can meet her it' be great um I actually suggested that to her um and she very much is looking forward to meeting all of you um she's great communicator um she actually said that she would like to invite um all of the flow District um Town Council Mayors um to meet with her at our schools uh and kind of review you know things that are happening in the schools all the great things uh so she's very much looking forward to having um a great relationship with all of you in the flow District yeah so definitely that would be good too because we haven't done that for a while we used to do that as well and uh those that could come could come but that would be a good idea to yeah she's definitely going to make that a priority she already said it like almost immediately so she's looking forward to it I think you'll like her she's really nice very personable very smart um has a great educational background thank you thank you if I may too I was on the board when beev was the superintendent and she would have done this anyway but we put it down as one of her goals because usually have goals that you'd get out there to the dist to the towns and do that so you can actually not that b wouldn't have done it she would have but also it helps give them some goals that they make certain presents go have a open house meet with the Mayors and come to it so I think you could add that as I that to her actually thought that was part of Beverly's um goals because I knew about that I don't remember who told me and um and I think she's done she's gonna do that um do we have a a special guest in the in the back are you here for a cup Scout my name is Peter Lang with9 I live right this my son Ryan working on one of his badges know citizenship in the community and and one of Mr B here Mr Lane here Mr Madigan here Mr Shanley here and mayor Mone here uh can you please read the open work session statement yes Mr Mayor this regular work session meeting of the woff township committee is now in session in accordance with the open public meetings act notice of this meeting appears on our annual schedule of meetings a copy of said annual schedule has been posted on the bulletin board of Memorial Town Hall a copy has been filed with the municipal clerk and has been posted on our Municipal website and to copy has also been emailed to the record the rwood news and the north Jersey Harold News all newspapers having a general circulation throughout the township of w call at least 48 hours prior to this meeting the agenda thereof was similarly posted filed and emailed to said newspapers thank you can you please confirm uh vs have been reviewed and signed yes Mr Mayor they have all been signed thank you I have a motion to open 10-minute public comment period 10-minute public comment period two minutes per speaker for public comment on any governmental issue that a member of the public feels may be of concern to the residents of the township of black some move second Mr boa yes Mr Lane I Mr Madigan yes Mr Shanley yes and mayor melon yes with an affirmative vote the motion is approved please step forward to the microphone if you wish to make a comment seeing and hearing no one I move to close public comment second thank you Mr bura yes Mr Lane hi Mr Madigan yes Mr Shanley yes and mayor milion yes with an affirmative vote the motion is approved thank you Matt can we please have administrator report so on our agenda this evening uh there's only three resolutions uh first one is to uh award our contract to hotl Communications for our cell tower lease compliance and our 5G RightWay consultant Services we did this last year um and was neglected on our reorg meeting so we're making sure it's on our reor is going forward uh it's the guy who reviews our cell tower leases and all the uh modification requests that come in we actually have two pending right now for AT&T for upgrades to their their current sites uh uh here and to the actual equipment on the polls here at at Cedar Hill um and also a uh cancellation of taxes for a tax Jud a tax Court uh judgment um there is one ordinance for introduction uh it is our amendment to our storm water regulations uh so as may have been addressed before because I think this was last amended in 2021 right before Bob left um the state has been unsuccessful at getting storm waterer legislation passed so what they've decided to do is make uh municipalities adopt ordinances that are uh worded specifically towards what they give as their model uh as part of their ms4 permits that they give out to each town uh so this is amending certain sections to be compliant with the state's storm water regulations um there's a Redline version in front of everybody but it's an exact pretty much exact changes uh that the state requires from our from our current version to the 2023 version 2024 version Pete quick quick question Matt going back to the cell towers yes are there any additional services being added to the cell towers or is there anything that's going to impact the revenue we receive so we approved a new cell tower last uh end of last year a new cell provider last year dish for the tower that's uh on the on the sports field and I'm waiting for them to call me to tell me that they're ready to go out they're ready for us to go out to bid for an additional spot on the Cedar Hill Tower U again from Dish uh but have not heard from them yet so those will be the increased Revenue because we did [Music] lose Sprint last year okay so we do have openings on both Towers all right good thank you thank you can I go can I ask a question sure on the Motions sure um the motion on the beach party isn't that this Thursday the 5th I was getting that it's a typo we get typo September 5th okay okay so I'll let you get to it so I withdraw my question that's okay sorry about that uh no so uh two uh two motions one for the the beer garden fundraiser for the uh fireworks and two is uh approving the special events application for the uh Community company One Beer Garden for this thir uh this Thursday September 5th uh and that is at the YMCA Beach moving on uh some updates Now reminder the garbage collection reverts to once per week schedule uh beginning this week uh Town Hall returns to normal Friday hours beginning this week and the library resumes normal Sunday hours from 1: p.m. to 5:00 p.m. beginning this Sunday September 8th reminder that the fireworks will be held Saturday the 21st and the library will be closed that day in preparation for the fireworks uh as the site will be uh secured by 28th 28 28 is it 28th you're right 28th all right everyone makes mistakes thank you that's two first one was mine though the uh final tax rate has been struck by the county tax board so the fourth quarter 2024 along with first and second quarter 2025 taxes are now available on whip uh and final tax bills will go out this month the state's anchor property tax relief program Launches on September 15th uh DPW uh has been busy with various projects uh but today they did start on the metal corrugated pipe the disintegrated metal corrugated pipe under Clinton a near the outfall to the brisky pond um that project is expected to be completed by next week if not sooner and there are a few days left of framing before electrical and plumbing can commence on the Memorial Field restrooms which as you recall was funded in part by the dca's uh local Recreation Improvement Grant uh the tree pre protection and removal ordinance was adopted last meeting August 20th uh the registration form for contractors is now available and the permit application should be available by the end of this week uh after postponing the July 29th state health benefits commission plan year 2025 rate renewal meeting which included a 17.2% increase for local government employer uh group health insurance uh the meeting notice and agenda was posted last Friday for a meeting uh this th Thursday to consider the rate renewal uh this is in comparison to the state employees Group which is only predicting to have an 11% increase and the local education school education Health Plan at 14.9 so uh state employees uh sorry local employees is about 3% higher than even uh Local School Employees and there's yet to be a reason to come out as to why there's such a difference um as you know this the new OP went into effect today at the last meeting was requested uh to have an overview of the changes uh there's one provided to you on the day this evening uh with regard to our record uh digitization process fob onic was here again today to pick up another batch of Records uh they're on schedule to be here approximately every three weeks to pick up records uh we have received our grant uh reimbursement from the Bergen County open space trust fund for 48,000 so that project is is officially closed out we've several positions posted under our employment page on our website part-time school crossing guards seasonal Leaf collectors technical assistant to the construction official zoning officer and Technical inspector in the uh for engineering Property Maintenance and code enforcement officer part-time uh fire protection subcode official parttime and Fire official full-time the police department is still going through processing of the process of hiring a sixth slo3 to replace the officer who is not returning we hope to have this process completed by next week uh I want to encourage everyone to check out the new storm order page on our website which is a d requirement also uh it has all of our storm water items in one spot and you can access it via the stormwater link which is located on the bottom left of every page on the website and finally orange and Rocklin will be updating their report outage text code effective this Thursday if you want to report an outage you can just text the word out to 6 78797 which has some sort of acronym to Orange and Rockland power I think it's O NR pwr if you were actually using an old touch uh uh rotary Rotary on the phone thank I don't think you can text to a rotary uh you can still notify them via email on the website and through the mobile app um but that is all I have what one one quick question with with the SLO offic is still not filled uh we have a Pete and I have a meeting tomorrow with the chief but is it the intent to have coverage yes okay there'll be there'll be uh one of our Swan officers in the building until okay until the new time thank you I got a quick question with all the chat going on and the reality of these electric rates I believe you are looking into it you've been send an inquiry out the electric companies so onr us onr and psng both got approved for significant price increases back at the February meeting of the Board of Public Utilities uh they hit the fir they hit in Janu in for the July sorry the June usage cycle which was a very hot month if you can if you recall yeah so Not only was did you see a rate increase but it was also uh people were using significantly more electric usage during the month of June which is why people saw such a high rate in June but those rates were approved by the Board of Public Utilities in February well I just one query because I know they're telling our residents with the heat and everything but many residents compare it to the last year's usage and it's comparable so is I mean I like to find out how who approved this rate Inc the state who in the state the State Board of Public Public Utilities okay cuz it's dramatic yeah and all the electric utilities submitted at the same time so it was p CG jcpnl Orange and Rockland Atlantic City Electric they all submitted at the same time they all got approved at the February meeting same thing with insurance yeah I don't know if you've noticed your car insurance rates are so much higher now I just got my car insurance bill went up of like 60 bucks a month that's all we got yeah all right thank you Matt uh Township committee reports Tim you want to start I'll be very brief um yeah just the beach party for company 1 is on Thursday at the Y so I just want to you know thank all the volunteers for what they do and if we could go over there to support them that would be great and then I just want to wish all the boys and girls a good start to the year with school starting next week so just be careful out there you know drive slower because there's a lot of them crossing streets to get to schools so let's you know be careful and uh I hope they have a great year and very rewarding year so thank you that's it all right thank you Tim Roger uh yeah I'll be uh succinct as well uh Matt had mentioned the bathrooms you can see the progress of that that facility right behind our building here uh I had the pleasure I I guess I would say to go over to Clinton a today and witness the competence of the Department of Public Works uh with the exception of two pieces of equipment it's all our people and our equipment that is doing this project and it's just uh they're very lucky they got great weather and uh it seems to be moving along so hopefully uh it'll be completed quickly but uh kudos to our DPW uh for being able to do a project of this magnitude I'm I'm sure other towns don't have that capability uh also all lining has been finished for crosswalks ETC uh Road resurfacing to be redundant is is complete and Cedar Hill if you've gone down there that's also been paved and the uh section by the railroad tracks there which I think is a little bit midlet Park a little bit wof that's finally done that really needed Improvement there so that's great and uh all of the fields are ready for the football and soccer soccer season and uh hopefully it's a great season and nobody gets any serious injuries and we have the fireworks coming up and the fire department will be raising funds for their uh Museum uh via a beer garden that uh uh location to be determined or as determined at this point I I'll leave anything else on police to you Mr Mayor thank you Roger yep Tom uh just reiterating town has been quiet all the activities um paying off as we get into the school year and uh reiterate what timy commented on you know school start this this Thursday just reminding all to drive safely and uh may all our students have a safe and productive uh school year that's all I have thank you Tom Rudy okay I will to two will be brief um the um planning board meeting in in consultation with chairman fortunado and Moren Mitchell we moved the planning board meeting back a week from next Wednesday till the following Wednesday because next Wednesday is 911 so anyone who was on the plan board I know the mayor and I um are um we can attend the uh events at Fire Company 1 in the evening so um that's number one number two um the fall version of team up to tidy up is the 21st the name of it is it's a catchy little name it Escapes Me Now with the rain date of the 28th but it's a morning event so there's no conflict there um and uh I attended um along with Roger and Pete the open house that assemblyman the Phillips had at his new office in Franklin Lakes um I believe it's 74 7:41 something like that Franklin AV Frank it's right under 287 the first building on the right so he had an open house last Wednesday in his new office he had to move from Midland Park because the district changed and he is now in Franklin Lakes which is still close by to us that's all I have thank you Rudy um I will also be brief hope everyone had a a great uh Labor Day and I want to wish all the students going back to school the best of luck and um I know Rudy just mentioned it hope to see everyone at the uh September 11th ceremony at Fire Company 1 at 6:30 next Wednesday and that is all I have this evening um Township attorney report okay all right zi anything right next um I have a motion to adopt resolution 24- C4 and enter into closed session discussion so move second Mr B yes Mr Lane I Mr Madigan yes Mr Shanley yes and mayor mcleon yes with an affirmative vote the motion is approved thank
