and on the town's website with a minimum 48 hour notice to the public the public is welcome to attend in person remotely this video is being recorded So to open my meeting a second in get with car just open it up I will I'll go in call at okay here here great here here so the first order buiness is request for run incases for 63 World Y and five out uh 539 and 28 West Den you can recognize the project component and you just recognize the project component project component is here K and key I am be the property on and my prob owns the property on after me well I representing properties um as is customary after a few years when the events change um they come back to the boord to look for some vent increase is and uh thank you it goes on to the state and to the sment and to get approval but first of all we have to this B um the number one criteria is that they need the allowances um that are for this type ofct so I Withers to be sure criteria set by regular agreement on board of these properties one of the properties in one of the properties do not include utilities as he so wi monst can be requested a different but not concluded those RS are than the ones that so with iations and question okay um Mary Did You that you produced the the backup document so in you packet we'll start with a wilin wilin has three units a b and c um and you have a cover letter from Kieran um with a in s so I took those he works out those rents they're on this chart R this chart right you go the first Ro are all about um are can cents with the regulatory agreement with the near standards with the market weight RS with the phone wordss a right there then you come to the second de and it talks about utility allowance anding out utility and we use the current I'm sorry and that's where we finally calculated that Unit A and B the proposed rent notating any utilities could you know more than $1,275 and for C the proposed rent could be not including any utilities the proposed rent could be more than 1,479 so that's their ha I they can they can change their leas to that um but because we don't have any contact with the tenant agree the board conditions that this rent increase no herent tenant will pay more than 40% of their actual income run help that just protects them in well the rent that that condition would protect them somebody being priced out other you can tell us a little bit about cre inates now at Section 8 B of is there one that's bacon um there are the from units all three occupied one is a Section 8 to meet one is mother and son the son is 25 and one is a single woman Liv in the she been bit me for um and would you say you told these not included I do pay for the septic system I do pay for the water I do pay for the grounds keep keeping and the snow me and the trash SS the family on um we also had these units monitored by bounce housing can see that these tenants F the UN big bit um I have best that take the T about few BS to come back at by I don't expect any issues because the one of the ten T just be been a year ago and go situation hasn't changed substantially so I cannot expect any issues with the the stre turns applying regulations and Dr Inc come not exceeding for ex so it I know for sure that two out of the three will be able to afford the rent increase and men have a question about the third one we call in how to help us out to to determine whether they can afford it am I not seeing the C on this you're correct you you now happy had the current rent the current rent is approximately L me I don't I tell everything I just went to the grocery store we know every it's oh even though B can't be modifi as the home the year I don't come back to this B when was the last time you were here it was in you initiated it in 2022 so um they there there approved 2023 it took us a while and we to go to the Border FL twice it took us a while so to get it pass but right now the maximum rate for Unit A and B is 1,81 a e is 1,25 and I gave my parents notice guys the events were going up in December what understand nor takes treated by mon Che going all the different people at the same so the section eight of have the problem the um the household that just F was he just did it D in the higher end a low Mar than color scale so there'll be no problem and then the third one just have B and Authority look at it and make sure they're not pay oh my at B was cuz of the rent Cru that's why it's important put that condition of go more 40% of their AC so how does that get initiated with with f I've already reached B to the the monitoring i p year to monitor the situation so that they confirm attendants haven't added three more jobs or added three more people to house know that from two those tenants P for by doing coners living in the house the yeah is supposed to come my way and draging this property you know the the bar Authority looking at it would be looking at it you know it will catch it if we'll catch it it po y why Authority does not do that type ofit um and I have to say is is lucky without they had a l on the cape and may do these Maring gy but I find I find the only reason why I just wanted in Dar is because um some of the paperwork that I gave them actually had a tip had another household name on it it was a carryer from my last so now she has to that she has to St from scratch and audit the whole file but bable on ass baby rats R and kiss you don't AC the rent as such but they have a monitoring agent checking to be sure that everything I do and everything that town y allows me to do needs the state regulations so the kind of a watch door basic so once once the rent is approved it goes from Fear you'd have to take about whether you and it Al it also has to be approved a black Lord and a state and so then what I can do is I can let now a mon agent yo what the final decision is hey that Happ it it comes back here then am do the unit in this compx to stay St yes and with only has three units and all three are portable P has eight units and two of well like to make the recommendation that we to this ex which which but we want to add the cavat No No 10 existing tenant is paying more than 40% right yeah so you want to say uh that you um appr supp rent it listed here which is 1,275 a month without any utilities for units A and B and then 1,400 1,479 a month the unit c not including any utilities provided that the renting crease will call no add dising tenant to pay more than 40% of their actual come on how stud if they ask anybody online they have any question it'll had a question not so we'll call I I blue I than chairman than your numbers and we need same the second one that was just SP W um second uh is a little bit different it show the in Co and the um the rent amount is set def is 80% so the these numbers a little bit higher than the previous numbers um unit six it's one unit that includes all the enties that is 1524 unit in which is a two un that's 181 and that is a two B with mentioned including is um after by section and six is imp moment and auten will be P process SP and from the tenant to be fine the eal be this from yeah and not allowed to pay more than 40% they typically try to Target somewhere in the range of 30 to 35% of their actual income sir again I'm pretty confident that the these two units will have 10 if they have no Hing what inper did we want to make a motion on um I make a motion that we allow the rent incase uh so long as it is not over bu% of the current tenant or new tenants uh you come second by and um through yes yeah great yes we I didn't take F members can I thank you for coming in about Fair he finally have the St P here we do our regulatory agreements right um we list the the initial we uppr and there's no language in there how the how they go about raising them every year and um yeah encourage each part of opponents to change that you know but from now on we're going to have a schedule of how they go up we' say them but I just want to make so how author does have the staff to do this stuff and B B yeah they they they make a little bit of money I say something you for the project the property order that oh yeah yeah the property owner does um some people use family Housing Authority so B do it down Housing Authority I don't know what a Housing Authority that call that boring this was not right we get out yeah the the the state has encouraged the town and G to use an outside p no we don't I mean I'll just say out loud I don't receive as much TR as Housing Authority staff D from the state and also I think C from wrong the Housing Authority um staff has more access to State uh Records income records of their residents I up to everything I do with third party verification whereas housing authorities can actually see yeah they do very and they can see more like this too small they're too small but just at that point where if they get any bigger it triggers a lot more reporting and a lot more work so there they're considered Smalling large this okay next thank everybody got a copy of the the minutes or draft minutes from the the August 12th meeting you have any comment I have no comment bil and I had members ABS I didn't think Josh was here on this time right oh yeah yeah it was that was even coming right say minutes in the past or you oh thank you thank you all right so we need a m to you accept the draft minutes as amended by adding Josh to members am they that icept minute I as amended a second okay call the drill hi um hi r hi all k x is representative to community preservation committee okay so it's that timey year slowly um all the other committees are going through their list and looking at their records about appointment and and and yeah point and representatives some other committee so we have Nemo from John Mar FL who is program coordinator for the community preservation program dat August 29th 2020 and asking the community housing committee uh to confront their representative to the community preservation and correctly you're the representative cor is that something that you want to continue to do and other stay of the TW old you can say whatever you want whatever do what when you get to be a certain age you can say what you want can't but we don't know but well on I had no idea what I was in for that was in big S and that PE weak ages so so now I kind stand the proc a little bit better so they need to stay on if the the things but if they think somebody else make this I can that but we say l apparently I've not reached that age so I can say wherever I want cuz I still get in trouble wa wants to be like Le's assistant n what does it inil I mean so it's a wonderful committee cuz you have money okay some I don't know they program out a million or more IDE well now B for you proud get so yeah hope we're talking about Community preservation and here's Don Reed did you get the No No cuz I I've been in this Tim would you can you take a Qui Qui is he found she's the program um coordinator for Community preservation can we just asked what what is it in like what what the community preservation Committee Member today oh well we have meetings usually from through the winter through annual town meeting and kind of light meeting schedule from say May to September but in October November it can be almost every Wednesday for those two months when the committee receives the new applications a deadline this year is um September 20th the week from Friday and then I'll spend a week going through the applications that come in and distribute them to the committee the following week we review the applications we invite the applicants come in for interviews and then evaluate over the course of how then run how many applications we get but uh evaluate the applications over the course of couple of months and then make recommendations present it to the board of Selectmen and the pcom and then prepare for town meeting which um the new Administration has taking over a lot of the talking parts and how made then yeah so uh usually there's everybody takes a turn presenting a little piece of the warrant articles at town meeting um we's done it right yep he's done it it's a script you don't have to wing it you just Bic we already use the warranty very willing us yeah right and then uh what the vice chair of the affordable housing trust usually he that is like like the applicant usually a Committee Member start the ball rolling me that the applicant is the answer any specific question right and the applicant is some got some proper needs preservation coming forward for Hound Department could be just got like a par needs to be should be pres questions available have the question habitat you just got to get a little dat come forward at the rock you that project they done a they got a huge organization and um they get a grant a couple years ago from us and and uh so we don't know their program inside and out and their project which is to build some more housing of on H Rock Road and Dennis so they need to be there to answer the questions say dark is privately or publicly historic sites sometimes we own the site some sometime the Methodist Church is coming in this year iing St David's through this couple few years the one yeah police last didn't have P to con for and then Mar helps them with the the application a little bit and then afterward it helps everybody stay in compliance with all sorts of town and statements and regulations about spending money and all of that stuff so it's it's a it's a great committee to be on um and you get to know all the different uses and the look like the comprehensive interaction between his score we get to know a lot about the different parts of the town and of course it's nice because it's all with the Community Development right so like you get to know the Community Development Department well and yeah and and some of the fun projects going on in F you know because the the whole Community preservation program came about make sure there's money set aside for projects that typically get eliminated from the general rating budget so that's why it's housing open space and rack historic preservation yeah because those are typically you know under the gun when it's time to cff budgets so we we it sounds like Lee wants to stay on but she's kind of like okay no more than this amount of time so I was trying to recruit somebody to kind of well that would do thing here we haven't done that in the past and I'll be really sh always I don't worry to stay on that I know I will tell best that period yeah and yeah it's it was always supposed to be three years I don't know what half but was he every year pretty right just trying to get another number that can kind of what you know work with me a little bit then go to a meeting see what it's like soly can pass interest in it but I don't I can't commit right at the moment um I know I couldn't e be Wednesday the next few months um I I call I I would an applicant few years back in town okay uh it is kind of faster in it is compasses a lot of different thing that's SP ass com but I I can't now if I was reappointed gu I3 years back the y point so and that's so spoke yeah that would be willing to pay on the that make that the turn show an unexpired term to fill an expired term so if you do two years and then you're done um you could the committee could appoint somebody to fill the one year in your unexpired three-year term so um what I would do is I would I would take a vote unless somebody else is interested you know to recommend reappointing you for 3 years and then maybe I think you happy or your list of emails for the agendas they will conf that okay do make sure that I get those agenda we get some agenda I get an agenda and then maybe I can send it out to the committee members in that way if somebody wants to shadow um yeah we at these meetings that's all like a good and I am let the committee Jo the come and I'll be away from Up toer 3D to 10 so you talked about that I announc in the meeting in the all get the package I will pack taking that my trip right right but is the next scheduled meeting is October 9th like they say the applications are due September 20th that gives me some time to get them organized and distributed in October 9th we start working at them a you look at on October 11 when get out I have to say that when your first he my Comedia was in a very in the hill of very large consult in and no IDE they gave about the other we want and really challeng for that yeah for that three at a time it's it can be intense but then like for the other eight nine months out of the year it's it's light as you just do without the human the committee of nine members nine members right and it's the same prayer all new members you know mean they kind of go oh you know but some of them have been already in the committee for years and very experienced they have a staff person so I hope it was never been overwhelming was cuz I you getting for and as I say was know really really be and as the one would new big project that I so that look a challenge but I good there a lot I mean I chair had been on it for ever I think since the beginning almost so he's really knowledge you know what's appropriate this committee's responsibility is to make sure that the project in the application are appropriate first of all is the money and and the guidelines and viable uses of the money of the CPA funds so that's the first really big question and then if you you look at the application it gives other guidelines as to what makes a project you know favorable or most favorable highly favorable um and there is a list of goals committee has set to attain and they're all link to to the other town like the HPP and um the open space and Rec plan recation and open space projects so um it's it's not just willy-nilly do we like this or do we not like it they actual charts guidelines we have they for me correct they have to be able to stem your money and you get reimbursed that's the other big point right and they they cantion um because if you think about it actually we did recently have a candidate who wanted to try to do a housing project um but wasn't set up as a kle two3 and you know if you take a step back say listen this is taxpayer money we can't this DB Joe Blow $100,000 to go build a house and say you're going to let people with disabilities live there I right that's that's not allowed can't do that with taxpayer money need to have chats and balance and TR gr when we make this recommendation is it a recommendation to AA Bo to point Le I believe it is well the select board is the app of appointing body so you are voting on a recommendation to the select board for person from our committee a committee to be appointed to the CPC it has to be for this committee that you have to make a recommendation to the Bo and they make the many is in I'm glad and we get a motion to make a motion to make a recommendation to the select to point the CPC to the uh preservation committee a term of 3 years it does not for fall that year that turned due to um various circumstances and we would have we would appoint somebody to fill it just automatically come back to us recommend theard app point we turn to the DPC as the CH representative 3 years and you we CU I can say reappoint I make a motion how I say this as was just said y a second okay and you go you'll call Old group yes um I be unanimous okay yeah yes was funny today that you voted against yourself know other people mov to supportable H holding Bond Bill update not exactly sure what you want right so um I did receive the um I I did receive the the the bill fromo haven't read it 160 P really yeah and um um I'm attending uh the onek seminar or event that the commission is putting on and there's going to be a section on seasonal Community um and I noticed that Chapa is starting to put out information about the money um so and we're going to talk a little bit about um plenty wood coming up that they have some work to do about but to bring our current zonning bylaw into compliance with the you affordable just oh so it's been a lot of meetings uh the MMA and planners um the Massachusetts planners Association if that's their name they've been having meetings with their lawyers presenting about the AG bylaw people are really um they think that's piece that people it'll work on first locally is to put up their local zoning to mat and then people will continue on to look at the seasonal communities designation and then figure out how to get access to all those funds but it's mostly a funding bill how have to to donate so the state law the zoning that was passed through the state law goes into effect in February um so there there's many many many towns that are mpal is said I'm not going to make that de my so town councils are trying to ensure that towns don't act in a way that causes the conflict between the local zing and the state statute recommending you recognizing the state statute given that F the GU lares I believe the states a more and how was that good y with what the town have to come back to the uh it takes away several positions that g town meeting voted for such as onch the uh number of parking but has to be changed I think we we currently require two per unit the state statute says you can only require one uh for the ad though and the side they up in some quite wish I think everything got loose except the yeah the parking sorry I misspoke so right now in Yarmouth you'd have to have four parking spots if you had it added a to again the state says that the town can only require one spot for the even if that's a twe bad then you yeah no doesn't say anything about I hav't readit but I haven't heard anybody saying that state what does the state say about us requiring parking for the main partner but that is I just going to ask said Le War parking space remember what does that me that do parking spaces I don't know I all the state has said is that a town can't require more than one parking spot per Adu but we used to require two for the main building two for the ad but I don't think I'm not I'd have to look at what our zoning requires for a single Fair all over the place and and that's what this town your cing board and the zoning board of appeals worked out they said and this ad you thing was getting discussed for like the last 20 years in y right it was say well we didn't want to allow the second then people Park so so that would be a way of z and j that what so I don't know what's come here and ask Street are are not built are we required to go State mistakes yes no I think it I think if somebody yeah if somebody was denied a building permit was on local zoning that was not in compliance with the state statute they could peel it appeel it to give any word of appeals and they would probably win they didn't win at that level theyd win at the next you know is it with be um seasonal is it determined yet to correct it's part of bar County and I think I think it's more like P not no we are not an automatic signal Community but you can only but even if were you can you have to still adopt it CU you have to change stipping Provisions in your town such as you have throw out tiny HS so the building code has just changed is a draft bu be that defines tiny holes so that's all under review and it does say in the nas building CL all I know right now at this point is that they haven't read it but that they they do require a foundation so that's good news it's not all that are wheels I has to have a foundation but it has things like it doesn't necessarily need need to means of the grass cuz it's so small or that but yeah but in some of these tiny holes I didn't want to you can almost reach have a popup B and that has a window and that's the second me of because you it's so small you can't put in two doors I don't know it's going to be very so where were you in a tiny home well I'm work either consideration and what always so much space in City the use has so much trying to figure where can we do they put a trailer on top way back in the 80s I I I that I was like it's still on Deacon Street they go to Red slid and search out we should called the trailer Sky it yet you don't notice it because you walking down um E Street and you look out what is that it's a big tra do you water CH real estate and that may you know all been down string and such that they they B them and they they take off water the M uh but when the M goes to sell they going to do you first hey we going to buy my property they Jack you know the jack up the but yeah they they just SP into the M but there so those are all the apartments that I charge up and but we we picked up their trash we picked up we we sh the snow them but hey that's what all the students anyway um they the University considered some I'll try and find damage yeah you see that and you see a lot of um activists online you see people who are working as Grassroots who and homeless this issues is building these things and popping oh it's it's interesting yeah that that's the only update I have is that the these agencies in the lobby groups are starting to nothing have sessions on them more to come I'm sure it's a very big though where where does the town go there ifp that this piing if par news potentially you're going to help F parking on St cars on people into my and CU there's five or six cars see if there's no space on the LA the parking in the street I do know you just said streets here are smart and there's a in a bad it's it's not pretty so I'm concerned to oh and well I I don't want to speculate though I do have I do have to say that our health department has a very uh well managed program to get all the rental units in town registered all the short-term rentals registered and you about the arany they are looking at arany during their inspections because we have a waste we have a water quality issue so we don't we can't allow an infinite number of flushes you so I turn in a c of speci it the linear set up as a bad in all the r opinions yeah and in the space on what's up how you get it we might not be able to but at the same time and be right was so much so we might not be able to to manage it by Pary but we might be able to manage it by waste waterfall the so that c here so I know the house I bought um one time three dead down bed what he rent to those in the expecting the inspe can Sy not very very dangerous what the because itn't thatle years get out something neighbors dropped us down they were forc to sell and but me happy but I'm in some ways it may self-regulate itself because as the owner of the property necessarily want three or four cars that in their yard yeah um so I mean that may intern up itself help reg right but except you don't have to kind of on you there anymore so when you guys go for the LCP is that September 26th meeting you should bring it up you should you should bring it up um um I sent an email to you all about uh the planning board planning board invited uh all committee members to participate in the local comound of of Cl the development of and but that's a good time to you know talk about that say the the change of C the Adu how do we manage car how do we manage Water waste waterf flow you know how how do we how do we make sure that these units don't negatively impact and be espe all the guidelines toing en that's all the thing that the printing board works so hard on these Abu biolog to prevent this and now it's all gone no top of your head how many award do you thinking so I I think that um there's a very high bar don't chat here it's a very high bar set by the largest property management company in town which is DAV cor that is a very high bot so so what's nice about that is that you have one company that owns a lot of units right so if you have a problem you can go to one office right and then otherwise one of them have been created more recently with our changes to the bylaw we affordable the requirements affordable housing requirements so what's happened is that um they're very attentive property man management company like we just we we just had somebody be today they know we're watching right so I think that y well it might have the largest number right unit um and you know out of all the other Cape towns we probably have a l number probably second only to B um but the we have so many Consolidated under bigger companies I think they do I I think for the most part gav for is on top of things them their properties quite well they do an excellent job so they set a really high stand for rental unit um but unlike other towns we don't have like um we have like scatter types you know one person might own one property but we don't have these mid R property management companies so I think we do I think we do fairly well I think our rental stock is pretty good I was actually like sales some of inspections was with thatby Dandy and yeah D does a great job are they the big biggest to Bar yes they're the largest taxpayer in town so and we're very fortunate now cuz they do an excellent job and then they take sub oh yeah yeah everybody has to take section A yes like but I mean when you when you drive around town I I happen I mean I just lot of D cour property and they're constantly creating I mean they're putting new Fry on are doing something to to improve it so the properties that become problem properties of properties the trash did you did you notice that Kieran Hy said he takes he does the trash she R the supposed to manage the trash the being that it can get neglected and then you get work so um that's the that's the big nuisance that we hear that trash is piling up and make votings so the house apartment is on okay uh Soldier on veteran housing out the tour of the Bri Facility Who had some Mary had put together some dates that that she sent out to everybody I don't think I'm going to be able to take that but it's a day in that and I can I'm that yeah I'm kind of the same way I started Consulting thing that's going to keep you busy for that me I give you the preferred date they wanted to do Wednesday October 2nd at 10:00 a.m. o is between traveling the heal consult s how is October 2nd at 10 a.m. well that did take you the B it think would be okay for me at that morning time I will have to chat about I I try way I'm Bel I had to make it on it well if it's yeah baby Tom can join us baby lra yeah at least we could make a report rest to the people about he was any even just a video something when you're there CL what what's your schedule for that day do you available October 2nd at 10 hey T oh yeah I can do I can do that and since we're talking about dates are we doing 920 as well or oh that's different yeah that's a different site so let's just let's just put that right there for October 2 and uh I'll check with everybody out and cuz um that's great all right okay I'm doing it wait kill and I left the portable housing standards on there just so that it didn't fall off I think that the chair is still searching for us about accessible issue so what um where are we going with that the the language I get to just be some kind of language that you're caning with State Building Code Andra fair housing or something like that we should we should but something were like that the housing committee and their review of projects the affordable units you know um would like to see encourages um developers to create access AFF about it and then just leave it there so gous yeah cuz they think that um first of all they're standard they're border policy so they they're not regulations orry what but at least it gets them thinking about it and in that or form in it we can I can add to that is this an accessible unit so what happens sometimes is this is a kind of a negotiation right like you've seen it you know they want to Pro they need a waiver or relief from something who from the speci perr in Authority but for the affordable unit they'll do this for us you know what I mean they'll they'll reduce the range they'll make it accessible over you I mean like so sometimes when they ask for those waivers for leer the only Bo appealable the planning board because it's something like physically on the like they cannot need go sometimes increase the quality of something else they are freid so that's why I think that we should put that in there and just keep studying the issue did we get any feedback on uh if there is a state need for sucessful you let oh so there I at the wait list for the ready run through uh program the maybe 150 households and I did see that there was uh a significant number of households that said they needed reasonable accommodation but we have um a lottery at 775 uh Main Street West Dennis um which got a 100 just over 100 applications and one of the units had an accessibility P rates so people were really encouraged to look at that part of their application um that has had an accessible unit and accessible C so we'll be able to look at those numbers to see how many um how many people did have um a need I can also ask um that it's not in yth it's l Village in nashby they just had a lottery I could see if they trapped like our our Lottery from two years ago I don't think it were it's just a weight list that weren't any accessible is it the land and it's not noted because people don't think that there will be accessible units brought up the issue two okay you have an accessible unit that may sit there empty the r all we'll have so they just they just CL the watery on August 27th that was the deadline and they haven't they have until you five um is five more days for the application that will post mark by that deadline will live to the lottery agent which is ply Development Authority SO3 Development Authority now starting to really process those 100 applications so they'll be able to tell me fairly quickly uh the the on the accessible households little side on your on your um you say k 150 people on already on the general waight list for the ready renter program I let some of those people be Wai so our weight worth a that typ good for two years clean like yes they get they all get notified they all get notified they we're going to purge the list and who you want to uh reapply to other rate list like the mcin and in school housing authorities you get on that list you stay on that list the house bat agency will periodically write you a letter saying do you still want to stay on the list we're about to open up the US um and you have to respond or else you occurred right and then they they they pancake that list they take out anybody who didn't want to stay on and then they open it up and anybody who replies get put on the so go are the list that they been on for like 10 years was our W the unit like wolfin and 775 Main Street those list get purged every two years cuz the state says that otherwise it's the same people on these weight list and new people can't get access so that's that's how they balance it yeah I ran into that while they B right and way too much time trying to track one person down we Wast last second thank you I feel your pain that's what I'm doing right now okay um business 775 M Street West Dennis tour set for 920 10 10 a.m. so P that's the one you were talking about I will be there it's little wed youday Friday at a Friday I can I'll be there it's my workout time but um all right I make have to get up early do you work out no I can't work out early can you are you reti so P can you be there on 20 yeah and that's awesome the B of the building how about you drew is at a DAT okay great and we were you going to be might be able to this is Rob Warren he was a PO officer he is here stevea and rock I guess that's the new name for administration we and be the right and so um hopefully they'll all be there that give a tour of the affordable units the other units the microwave units are already found um this is the lottery that we're conducting through the Ready Rental program where we got 100 units one of the units will be accessible you'll be able to see that um and the lottery is going to be held on October 10th um over in Dennis um this with the commerci a baked commercial building that they we did into I think 24 did it and six are affordable and what's interesting is they get this big mansion no it's not the it's not the Collins it's by cies and E Rea oh it used to be a real estate officer an investment officer something definitely true stories yeah yeah so it it's it's a big building um so and the units are are modest size they're not huge they're on the smaller side but they were able to fit in 24 so we'll be able to look at you know the building there were it's interesting five one bedrooms one two bed they can see cuz it's local units they were able to pick the bedroom so these will be people who live in Denis or people they live in den and surrounding area so six six of the unit so two of the six units are pretty Co right they one has a bedroom preference one has an accessibility preference and two have so if your one has an accessibility need applies right then that unit goes to the open pool do you know what I mean is fill by the open same thing but there is a veteran veteran family or several that apply but other of them end up taking the unit or qualifying at the final qualification then you go back to the open for same thing with the local preference it's there's a preference or people who live with or have a child is redett skill system but if D those work out and they go back to the it's only the show Lisa this someone right now they work in yes the local prence which is on two so the the state has just deed up it it's always have at You More than 70% of the affordable units can have these preferences but they're allowing the Spectrum preference you're encouraging the accessibil so this is going to be interesting for our Lottery agent now he has all the application right so he has to work very closely with the state R in these different Lottery and on the tent if anybody wants to come and help pull numbers on the out of the hat if you're available I'll give you I'll I'll send you out I'm the yeah they don't you don't exactly we think it's we think it's at 1:00 but we're still confirming the meeting room but um or is it going to be the morning but anyways it going be morning or afternoon we haven't set the time but um you do need volunteers because we might you know have to pull these numbers several times are in the room oh yeah all their number and they jumy to joing I don't wanted like exciting selected c h but yeah that's the 10th all right good that will be fun he oh rep por actually it's ch's report don't have anything Consortium um yeah ask me any more is August 15th report Mary was also there making sure I was all my best behavior so was an update by the Barrett planning we on share at Regional Services pilot program Mary has been to D Point person and there was a round table G discussion the recently passed for the on that I he mention it's 16 cheap pages I don't think too many people had a chance to to to go through it too intently so that was a short discussion though I have a feeling that will be discussed uh in the future you would doubt the September meeting is canceled be to a conflict because um the chair of that meeting I guess will also be at there 1K one yeah exactly so so the next meeting will be October 17th and my guess is that the um Rome table on the um 4 bones app will be a little bit will bust yeah L them nope no the home confer staff person what is like a paral just was working la oh he you um me meaning so so I'm I'm looking forward to her lead on the affordable act she is a leader she r i needing the REM okay you're Housing Authority uh just to remind you we're carrying on with the proposal for Forest them are po RFP should be submitted to the uh State H that I think we appr short every give us our guidance had think it's on we go by that's my main update on thank you affordable housing trust okay so um the tust needs October 15 I just wanted to update you but uh you're partnering with you he amous their policy Center I think it's anous um policy Center the Don Institute and um to it's kind of do almost what Ptown did with the short-term rental study um have it done for y myth um so B with the town pains sens to be me around they want to do is identify the benefits and the costs of short-term rental season of housing on y economy housing market so because we were going towards regulating short-term rentals but number when we put that in the housing production plant there some people at the planning board that said who wait they actually generate some Revenue that's Revenue that we're using to do the Wastewater we're using as funding source for our Wastewater infrastructure installation constru so so that's where we started talking about well maybe we should have a study of this so they're going to be doing some barely incet data analysis um statistics from our department of health e because there's a tax on all of this um and it's not Airbnb but it's DNA right and they air Airbnb DNA what is the like it's a scientific term for code so what they do is they they they they State St dat they go and they M data on all we sites and buy all this data they duplicate it and see what trends happen um basically they're trying to see is there a real economic incentive to rent your house out as a short-term r or seasonal housing versus renting it and how do you how do you um mitigate the negative impacts of that and amplify the positive one that's what is down P the last the trust which the paper that so just to keep you up to speed on that um see the next thing there in no we have we don't have a strut H but once we get the Dary H Institute working on it they said it would take them six months no that is impressive so they really it's yeah they unfamiliar with the the AR be do and they're going to be doing the shortterm rental piece where the state housing C whoever the state came down for a listening session and they admitted that they don't even have a plan they don't even have a 5year plan but they meet they want all of us they have 5e plans but you're working on that the Don Institute is probably going to do the chapter on short-term Le yeah so this is great cuz we're right in there with everybody the next thing is um is the trust put out in RFP for $500,000 for um an agency to run a home repair program and so they had the trust had set aside that $500,000 maybe about six months ago and so I issued the RF and we do have one response which is um how which economical Council foring we has gone to the community preservation committee first like directly and and one the very similar program right now so and then um we have a rental but we have money for rental buy down he I have to reissue that because we issued that and no one responded and that would be to buy property to convert to Affordable R hi J we can hear you and um question no I and then the last one is they're working on several sites for home preservation including in your neighborhood so that we're making progress with them so is probably between them no just one of the two and there's like five of them working on they're very temp in me um neighbor from um one of the units that we're uh looking at in German Hill they created two bedrooms without the benefit of the building kit so please everybody if you want to add a bedroom to your house get a building K he said when you go to sell it it causes a the like pleas if to the town so was in the town record yeah to say well I'm not being TX withed to I had that is a big the building cment is so important so that's what the trust is up to okay planning board planning board in your pocket is a draft uh War an article for the new calculation um for an inclusionary affordable unit that would be provided not in the project site but rather with a cash payment to the affordable housing trust now when this gets submit that when this gets submitted to SB sing right and do they have do they have any idea what the cash amount home is probably going to be oh that's a good idea to H I mean yeah yeah and this will be for K can this a cash painted how like 150 yeah and that's what it cost though that what it cost y 800 per unit ability Gap 68 six prices in there to set one pay the town right now it's about 100 36 14 and they ow us two affordable unit okay but they provided cash payment about5 and so we looked at that we said oh that's not going to really be able to buy a two unit so we're trying do we accept that it used to and was required two in this they I think it requires um Cil majority but town meeting will be 2/3 okay it's a change to the zone and so this is a this is a town meeting where you know members of the affordable housing trust and the community housing committee will need to be prepared the talk about why we went to change this I don't attend to meing Karen green does as the dark community and Captain Williams will as Town planner but there'll always be opportunity for residents you know registered voters to get to the mic and talk so we can we can get we can get prepared for that as October can uh inity preservation committee your own rent incentives the preservation committee um well I meant to put that under Community Development sorry okay so yeah so Le well we just talk about is the 20th that the C you talk about them like must questions sorry this only article is from I say and yeah and that's in preparation for me to meting and then the department of so we're going we're going to rewrite this in in some passion what it will have is it will have an info sheet yep cat delay y yeah or so so sometimes people don't ask you I mean so um they might they'll probably have that answer ready right but I'll make sure that they have that answer cuz it if it gets um printed now into the warrant it could be outdated by the time I get to TA engine is it's when the um it's when the income limits get issued CU always the need Target on the calendar is never the same that's when you set price um for the per of Community Development what a select man I'm expecting to have something coming out of that dep that um office the town administrator's office regard guarding goal they had a summit couple weekends you there the slat board got together and they talked about your 10 top goals for the next fiscal year and what came out of that was oh a dtive to the Town Administrator to come up with ideas about how to encourage year round EV not necessarily affordable housing not necessarily affordable one but how to get some of our houses start to be used year round as rental puppet um so um staff uh is working was the Town Administrator um to some ideas so one of them was um EA locals in um McKenzie Town yeah in McKenzie uh Perry is the GTH resident and she agreed to be part of this kind of work that the Town Administrator is putting together and the other one was the tax exemption you know for people when unit year round that's exemption from the town that Fe there okay taxi and Sh make up they made they went to the short train I remember saying something think the commission B that Ro can make and she want no I think we talked about this relative to Province though I think and it and it and I don't think it generally makes up to you could make short turn but it allows for some benefit back right it takes away the risk of the first year you know what I mean hey the least to local hovers that difference in the BL years to use at least just the first year and then there there subs for the second B okay but people people like to have somebody in their unit year round is that me it it just takes away that that risk and least the local says that the majority of units that they help establish a year round tenant stays that way well the first first year probably comes both paying the diard you know what I think the goal in the end is the is C gets a good ten in there and it's like I'd rather have a good they event every mon to that 30 who pay their rent on and St that property is in rather than like a weekly risk right and then what we were thinking of doing was you know that bir gear have a subs and then oute have the tax exemption so that would it would never cover the difference but it would be at least something from the so okay uh to me pretty you have to make a decision either the f y um I I don't want is fine with B a preference yeah I just with and I a time too ictober we needing October to R get Mone good here you put the the trip to uh the dekins outs and and there with meeting to the second Monday yeah so we have a they have a a holiday is sh friends TR will be the 14th for a TR isn't that it Pi St yep ear okay yeah I have a at 3:00 on Monday of yeah the sermon right cuz that a holiday it is a holiday be end you're 17 I mean you can't wait till the 21st because that's early though day well done s good wait for me and then we have to be out of here by 3 can we start at 2:00 on October 7 yeah may but anybody have a problem with it I'm okay because the board of heal starts at 5:30 and they like to get in here start at 2: p.m. um and then let's just BR our account calendar November 4 2 November so and November 4th is still be vetan DEET yeah 2: p.m. then we won't have any conflict whatsoever with the Bor g 2 p okay so I I'll send out in know okay um I think that's it um you can we get a motion to a joury I move a second I yes I okay thank you this is uh
