that we good y call the meeting to order um I will read the front of this off um this was formly advised that as required by Mass general laws chapter 30A sections 18 to 25 um an act relative to extending certain covid-19 measures adopted during the state of emergency and signed into law on June 16 2021 as extended by chapter 2 of the acts of 2023 the amth community and economic development committee will hold a public meeting on Tuesday I'm sorry on Tuesday March 12th March 12th um 2024 at 5:00 p.m. in the town offices at 1146 through 28 South the armit the public is welcome to attend either in person or via the alternative Public Access provided on the notice of meeting available on the town of yth website that says we'll take a roll call I know Joe just stepped out but Courtney Butler here Courtney Butler danil Nukem here Joe Manning here Steve O'Neal here um all right so the first item that we have to discuss this evening is the cedc work plan updates and discussion um the first one is the vacant storefront SL facade Improvement program and Courtney and myself are up want me to start off qune yeah go ahead I'm G the stage what uh what I've done since our last meeting is I've had some conversation with Susan Wier from the state office um economic development office at handles among other things this program and she advised me on a couple things she was very very helpful she offered to um lend us support if we needed that technical assistance if we need that um she did advise that as of May 15 an applications due if we wanted to submit an application to the the state and that would be for the big storefront program fantastic thank you do you need any of the pocket stuff uh yeah um thaty so um she said the application is due on the on the May 15th and if we'll going to do that it has to be submitted by the board of Selectmen A and B it has to among other things it has to have a match to widows is a one so if we were going for the full amount of $10,000 um we have come up with a $110,000 match believe that $10,000 match could come from the tourism Revenue preservation funds that we have control of here um what else um two things one it can be in a district and the district as I explained the Susan um more or less 28 from the Town Line in Dennis to the Town Line in hyen that is our commercial caror she concurred with that but she also suggested that if we didn't want to do that necessarily that U we could pick a or two from within that District so um if we did either it's 75% vacant um in a district or if it's a single project at least one year that would have to be vacant um two-part application first part would be our piece via the Town Administrator and the board of selectman just indicating where the project is going to be and um is it a district or not and as well as a GIS map I did check off with the capabilities here in the town with Karen um before she left and we do have the capacity to produce a GIS map that needs to be if we go and submit submit a map of the entire District if that's our goal um what else can I tell you it U the money can be used there's two parts with the state application money can be used for improvements to the facade or interior work on the vacant unit and then there's an an application if we um selected um the applicant would have to be the business that would submit an application and that person would have to agree to certain stipulations to receive the tax credit on on his or her property um that is it and I did talk to Karen about that I was emailing her back and forth on this and Karen suggested that as opposed to subing an application to the state that we might be able to come up with our own program and so we talked a little bit about that it was encouraging to hear um would be much more streamlined I think rather than this two-part applic ation process to the state um but there are things things that we need to talk about here as a committee but also commitments from the town as far as Staffing who's going to do what um how much we talking about as far as faad program again similar things we want to pick a district or we want to go one property or two properties that type of thing so I I'm open for either um I will say if we want to get going um to submit submit an application to the state we need to get going soon as than later because we get a little work little bit of work in front of us uh to do all that which means that we have to pick a project or pick an area we have to submit an application we have to submit that to the town man Town Administrator and he to the town um board select people they have to sign off on that we have to get that application in uh by the 15th of of uh May so is my input would also need the business to submit an application too at the not at this point there's a two-part piece of that um we would submit our application first the town would get approved and then they would invite the applicant to submit an application app the other option that Karen had mentioned us is just building our own program based on the H Main Street Small Business facada program and using some of our public Improvement funds PS than than okay you're welcome um so if we did something like me we would need to wait for the select board and the state and then the other applicants we could just do it such as they are um so we do have the funds available we have to check the Karen on how much but again the question comes into who's doing the applications and making sure they get paid I would imagine Karen ad Marie but we just want to confirm with them on that um so this is just the example of what hyanis is doing so funds ranging from th to 2,000 they have 115 Grand I don't know that we have that much um yeah and then sample applications we have I failed to mention one thing and that is um in hyenas henus was able to get some money from the cape card commission not cape card commission the cape card chamber the big chamber cape card not just the individual ones so they were submitted an application to them I'm calling it the wrong name but in any event they got some money as well as some of their own money so they leverage additional dollars and they run it through the business Improvement District bid uh in henus we don't have that here so a lot of the owners of the work would be upon us and and uh if Karen is the staff person here to work with us on this Karen too so um but you know we'd have to Fashion up an application um select one or two projects um see how much money we have available and um you know get going on it so it's kind of yeah there's anything to vote on it's just kind of about what would be best for us I just think we any questions we want to ask Karen for our next meeting yeah yeah I um right off the bat I react to the S of the thought of starting our own program and administering that because didn't we just in the previous meeting didn't we just hear about how little bandwidth everyone in town hall has so are we we saying that they now have bandwidth for this program and where would we Ken based on the fact that she brought brought this up to us as an idea has the band with to at least do this yeah I mean that's an assumption I'm making but she's the one who suggested that instead of waiting for the whole state that we look into something like this right which is why I she sent me that email I sent it back fantastic let's talk about it and then she she had to go away so um given that we have a lot of potential other asks of town staff too that it seems we don't even know how the business Community is necessarily going to respond to it so when putting the onus on them to apply then that second phase after we all after we get the Zone established and we get the the okay from the state now it's see what business what businesses are interested they would still have to apply through this they don't just not all businesses just get it they still need to apply and tell us what the project is for I guess yeah I guess Joel what I would do is model we're kind of cutting off mdle yeah if we did our own program I kind of model it my suggestion would be mod it what what the state has not not as intense as far as an application goes but you know the area or single project and I believe the chamber is on something like this because our initial forway into this a couple years back they helped out with the on a a district so have you guys talked about keeping it similar to that program in so far as we're going to try to make one award two Awards a year we haven't talked that far yet because we don't know what funds we have what like like Joe said like or Steve said we literally were going to meet on it and then Karen had to go away so we didn't get to ask any of these yeah real hard ask questions I'm sure though if we come up with questions tonight and I email them to her she'll look at them sooner than later yeah I I I would like to leave her with the impression that we're we want to do something as far as the program goes and you probably do it on ourselves not go through the state she say yes to it exactly that's why I want to kind of take her up on it she like was the program that the Town Administrator singled out is the one he was most excited about right that that's why it's there's some bandwidth for it right and my my only concern is and we haven't even talked about the other projects yet right but we also have that um signage program that we need to get mov that's that's uh been in bance for a couple years now and there's $50,000 on the table for that so you want to tonight come up with the questions that we give to Karen yep yeah yeah I mean the ones that I have available from the funds that we have um and then I guess if we could look into what the if there's any through the chamber or anything else there I wonder if there's other like local grants but then mostly the workload too is it g how much of it's going to be on her what does she want us to do like we we're find reviewing applications at a meeting to help out we just want to know yeah whatever expect to do I guess what would even be the like what would we need her or someone town hall to be able to do there if we're the ones reading the applications she usually puts them together but one of us could do that I think probably just tying up the funding part of it like making sure they get their money after it's done is what I would imagine makes sense would work largely like the tourism preservation F yeah the applications back similar to the one we're looking at now yes and then we review them and then we decide based upon yep available funding and how many we we would lik to try to fund in any given fiscal year and I think we should probably you know see how it goes start small start small with a pilot exactly and then as other you know if it takes off and it becomes successful maybe then we can actually go back and look at the state program exactly right at that point yeah that sense to me yes yeah yes go slow yeah so can we model it after the event program and pick a pick a month where we know that we have a better shot of getting not only business owners but Town staff you know in a period of L whenever that is if it exists yeah probably winter just for businesses I would assume at least right yeah yeah like can January yeah yeah can I say something else too there's an opportunity here that the chamber expresses an interest to help out yeah that was my next be a to that we find out she's I mean it's at least getting businesses so it's not just going up on our website not reaching anybody right I agree with modeling program like this you know Mar slightly different position because of the type of entity that they are the eyes of the state and other and other funding agencies um but it doesn't mean that we can't model it we're going to be the ones we're going to be the bank yep y would we want them to have the 20% or some percent down uh matching that yeah definely get them to participate yes yeah the leverage some private dollars here ABS so would you want to think about like a $10,000 annual program yeah that match it yeah I guess my simple way of looking at this we we we pick out a district but within District we'd pick out one or two properties that we think really could Avail them are some real physical improvements to make it look better appearance-- wise and then approach the business and are you interested in in this and if they are we take it to the next step but but yes so at least 10,000 so I mean we're GNA have to either invite everyone I mean I don't we'll able to single out people to to yeah I think that's part of it if we're stepping forward to help you out with your your your business are you willing to put some money forward that's going to immediately going to P out some people some people aren't going to want to do that so did you give some thought to things like I don't know what I don't know what the state program says so if they re in year one when can they reapply have you thought about something like that like it's it's five years before you can apply again yeah it's got to be a decent amount paint the facade or know do the sign or whatever it is you want to probably preclude that person from being able to apply yeah so I don't know what the state does they even get into that you know I didn't get that far or if the bid gets into that I don't I don't know I didn't see it on there but um we can yeah ask that question too three to five it's probably if we're gonna be the bank it's probably decision that we made right yeah yep yep well we want to be we want to be thoughtful the more we come up with those things ahead of time the less we do the exact same thing we do do with the tourism correct taking my 50 words and turning into five I appreciate that yeah there's just says that's the math teacher you can previously you can reapply if you previously received a grant but new applicants will speak friend yeah there you go yeah we'll come up with some program guidelines yeah all right all right good I was looking at the draft work plan and I thought you skipped over um special events because Joe was not here but Joe is here so Joe's here so we we're all finished with uh item number one the uh I mean yeah is there anything else in the work plan that we want to discuss um I know it's been a while I have like 177,000 things to discuss when work right well if I mean but well let's go in order then let's keep it it's that's a whole thing CC work and updates yeah so go ahead Joe Joe Manning you gonna Point hold on Joe Gibbs so I have this in a PDF cord you want to pull it up this m that I just been given I think I have the PDF of it mybox um so this map so not no one's kept in suspense is the U Mass Municipal fiber grant program oh okay so I why is it still sh I went oh I went and sat with the IT department uh and Paul coffee downstairs uh was approached about what we had discussed which was applying for a $250,000 Grant to light up some portion of Route 28 for commercial use when when I made that suggestion to him almost immediately he pushed back with a much more serious issue that he's dealing with apparently and this forgive me because I'm not speaking about something that I'm well versed in apparently he's got an inet connecting all those properties that's plotted on that map that is serviced by two strands of Comcast fiber so that's that includes fire police Town buildings schools libraries there's I mean I'm G to stop talking in s see hold on just a second so from what I can understand and I'm not trying to being alarmist but Comcast has told him that if anything happens to those remaining strands and you need two need pairs if anything happens to those remaining strands they are not going to fix or replace them so in that scenario we've got Public Safety impacted dramatically if a tree falls and hits those remaining two strands of fiber yeah so he wants to apply for the mass Municipal fiber Grant but he wants to use it for that okay to replace the inet now the silver lining in all of this is that the the connectivity that would be achieved by linking all of these Town buildings will ultimately be able to serve and augment the plan that we had discussed okay some of this as you see if I can ever get to the point where I'm this to you so we we build out this for us with the grant we can pig you back of a backbone to to extend and um do some economic development correct gotcha correct and from what I can what I can gather this would be a massive Home Run for the town to be able to address this particular public safety issue um what it does require is a 5% match so from what I can understand from Paul and I just left his office office he's applying for $240,000 now the match the 5% match can be in the form of in kind contributions okay so there's going to be some staff time that can be allocated towards that number but I told him that I would come up here and speak to you guys about giving him the back stop of us funding the remaining part of that 5% matage yeah yeah yeah I also told him that we would be I would be willing and I said this to you before I would be willing to help him in terms of his Grant application yep right because part of that Grant application is going to be letters of support so you know going on a road show to visit schools and libraries and police stations and fire to get those letters I think is how this committee myself in specific can be very helpful to Paul Grant application okay so in terms of the ask from me at this moment I'm asking that we two and a half% I'm asking that up to 5% match up to 5% knowing that there'll be a significant portion of that that will be allocated to in kind contributions by staff Paul specifically $112,000 is 500500 enough so I use the calculator that's fair yeah you're all good so it's up two so it could be something smaller yeah and once it's done there's there's options there for economic development opportunities in in a 28 Corridor yes yes and I'll I'm just GNA be quiet for a minute Steve sorry s Court the way you're doing that would would just summarize by saying you know looks like the IT director is going to apply for a grant we're going to match that Grant up to uh 5% to install fiber for public safety of which once installed we might we will be able to well I should say businesses will be able to hang off for economic development there'll be tremendous amount of opportunity um with the replacing of the inet and just so the committee knows I don't know if I said this to you guys or not when I went to speak to Paul it was the day after Bob had come to meet with us and on the top of Paul's pile was our draft work plan about this Mass Municipal fiber grant program so I just wanted to give the kudos to the Town Administrator because he did come he did spend a lot of time with us and he did listen and he acted like Paul was right on top of it you knew about it before I even opened my mouth excent excellent good stuff all right so I'd make a motion um to support the IT department the armouth it Department's Mass Municipal fiber Grant uh and support it in so far as a 5% up to a 5% match on that Grant application okay we have a motion on the floor second have a second second Danielle second any further discussion which part of the money where's the money coming from Economic Development yes it become on that Joe up to up to 5 per. okay so I had a motion all those in favor I I Jo okay thank you all right my map did it right spr in the map all I all right so um do you want me to go over this little priorities thing I yes all right so last time we met um with Bob there's a lot of discussion on things and our priorities I kind of just took the time to briefly go through the work plan a little bit tighter and make it what's really feasible within 6 to 12 months 12 to 18 and then 18 to 24 plus and like what we want to actually do with it what's our desired outcome and action items so each of these none of this really needs like any voting on per se but um it's something I think we can review time and again until we get it to where we need to be but um you know updating the special events program Joe gibs and are working on that that's that's a less than a Oney year goal for us same with the V storment program we just talked about that earlier less we want to get that going in a year minimum wayf finding um you know that's something that I think we can easily get going on within the next six to 12 months attending the regional Economic Development discussions those are still happening once in a while um working on our presence on the town website is something we would like to get moving on and I think is feasible once we nail down the right players um and hopefully you know as far as the 28 Corridor at minimum meeting with Bill Scott within the next six to 12 months I hope it's thing um 12 to 18 I mean this can probably be moved up to six to 12 months now that we've just talked about this and made a motion um but just getting the Broadband infrastructure meeting with the IT director so I'm glad that that been moved far more quickly than we thought it would by the way it's open now that Grant open March 11th and it closes April 12th it's happening right now okay awesome um well having said that is a we voted for it so we need to make sure Karen's aware that well he's on he's on top the ID he's apply good good good good never I pickall courts and then the biggest one is getting that sanctioned event of some sort um and then ongoing work that we you know will do in conjunction with current staff plans is all these Mass development resources we touched on last time and how we're going to wrap them in um and then areas of focus for improvement are packets Landing Grace Beach and R Corridor so I think I just I think my head hurt and I stopped there um but that's just me kind of tightening this up a little bit so it's a little bit easier to read than that big um chart that we have somewhere down this thank you thanks courney for doing that um I think uh Joe Gibbs has some update no Joe Manning I'm sorry has some updates on some of these he's been working on so I think we might find that for example pick a ball is going to get moved out um and some other packets landing at Grace grave Beach might get moved up so good stuff Jo meaning yeah so um I went to DPW and spoke to them about pick a ball I was redirected to to the rec department who is right now conducting a study of playgrounds and Fields in Yarmouth so I made the suggestion uh about what what it is we want to do in terms of consolidating pickall into one area such that we would satisfy the criteria for having a sanctioned event um they were unaware um on some level about the need for that many courts in one particular the location so now they are aware of it however I'm not sure that it's feasible for us to to ask them to invest in a plan that sort of preempts the study um and I don't disagree because there's got there's a lot of moving Parts with field discussions at Sandy Pond um old townhouse um mes the new school complex all of those things and as well as other areas of the town that are evaluated and counted and considered what are the future needs what I did hear is that there is an emphasis on being able to have an infrastructure that will support the reinvigoration of having those tournaments come to Yarmouth you know when I was a kid there was a massive little league tournament there's there used to be a massive hockey tournament there used to be a big soccer tournament there used to be a lot of other tournaments too so I think that they that's in conjunction with trying to satisfy schoolage children in a year out capacity they're also looking at how they configure the the new field in a way that is going to support that type of activity so preempting that is not gonna happen gotta push it off the stud's happening right now though that's progress that they know about it they will be looking at pickle ball is part of the study though right absolutely perfect absolutely so that's good good good first step excellent um what was the package Landing so packet Landing um I had a meeting with natural resources and DPW and the friends of Bass River was my first stop and the Oyster Company company the Oyster Company I believe it's an offc Cape nonprofit that is collaborating the Oyster Company is a restaurant dentist I know but I think it's I think it's the same name because I was I thought it was them too I thought they were gonna show up talk about happy hour no I think it's the Oyster Company I have to check my sorry anyway whatever it is it's a it's a nonprofit that what they do is they grow the spawn they put the oysters into whatever Estuary and then once the oysters have reached maturity they pull them back out and with it comes the nitrogen that's contained in the shells okay right so I think Dennis tried this at some point in the past to try to mitigate some nitrogen it's not oh the agricultural Research Center yeah the arc that's over out by like May them it's kind of tucked away yeah I don't know they were looking at it as a as an augment to Wastewater okay the Wastewater work using right um so that was already in the in the in progress for packet Landing because there right now there's an oyster upweller already there and the natural resources department is manages that Dock and that bulkhead that's right there at the bottom where all the fisherman Park what I found out is that they're adding another one so there's going to be two oyster up Willows there they're going to put the spawn into Bass River they're going to take the spawn back and then they're going to take it to a they've got a um I think it's a place out out behind DPW they're going to they have to dry it out for a year and then they're going to dispose of it or they're going to recycle it turn it into fertilizer whatever they're do so that's going to be happening there at the same time the FRS of Bass River has a new pontoon boat so they've negotiated with natural resources for some dock space during the year so they're going to start running tours of Bass River out of that location and the tours are going to be for schoolage kids and for philanthropic um you know fundraising for the friends of Bass River to further augment their work that they're doing which actually if you haven't seen this this is something you can scan and learn about they've they've secured a lot of grant money for the upper part of the river replacing some of those small culverts to to get the flow all the way up to the top of the river to flush it all the way out right right so Cassandra who is the Natural Resources officer has agreed to allow friends Bass River to more there at the Docks to run those tours which will be sort of ancillary but at the same time it'll it'll allow for schoolage children to use that site as an outdoor classroom so I went and I met with the superintendent he pivoted me to his Grant person and then she pivoted me towards Carl D was the natur the earth science guy he's the aquaculture guy at Dy so they're going to be looking to support this project with potential education grant funding so that they can turn that into an outdoor classroom so the kids can go down there they can learn about shellfish and they can go on a tour and they can do all that kind of all that kind of programming there and then see what happened next this is a roller coaster of emotions I know I know I'm just I'm hot I'm H to try all this yeah I know you went out there you I'm making it happen squeaky wheel gets the grease Joe so the next people I spoke to was Paul downstairs so I think that there's an opportunity to I've actually spoken to Kathy Williams too so that the work that they did there um wasn't too long ago such that we know where things like electrical services and the drainages and all the engineering work that was done underneath that ground we know where it all is so we would have to put out an RFP to get that property lit up with fiber so because it's probably around from what I understand the estimates probably around 101,000 to do that work at that location there is a there is a fiber backbone from open Cape that that runs down 28 as we know they also service the library around the corner and they would probably come down the street where the cultural center is and then go back out to packet Landing yeah so we could do that and affect the wireless configuration that we've been talking about for that location y but we'd have to we'd have to put it out there and see what we have RFP right yep okay the last thing is sorry Steve there's one more thing is the um started to price out some of those outdoor solar charging stations yep which would include a re re orientation of some of the benches at packet Landing such that they get moved down the hill a little bit and get reconfigured in sort of an Amphitheater yep configuration so that someone can be sitting at standing at the base of the lower parking lot and be looking up the hill at you know an audience and that'll create that classroom that we're looking for I'm also talking toh Kathy Williams about an ability to put one of those sails across that space so that it's shaded when it's you know the height of the sun is at noon um what else is there you get so you got the benches you get the wireless that pretty much Wireless I got oh the workstations solar power workstations for charging so those would probably be best suited at the top of the hill um and then I've also spoken to Cathy about potentially affecting a longer use for that gazebo section by encasing it in some temporary seasonal stuff so that we can use it in the spring and and into the fall it's obviously not going to be a year round thing that we can do there but if we're going to use it for school AG kids we want it to be available in the spring and the fall so yep all that's going to require DPW I've got a meeting with Roby coming up um who is number two going to get the files from Cathy and I'll start getting the pricings together and I'll come back to the committee with next steps Perfect all right excellent nice work good stuff really good stuff any other work plan updates anything wants to talk about before we move over no just uh you know the we finding thing Karen can give us an update when she gets back on that unless you want to talk about Regional economic discussion there's nothing going on there hav met since February I did go to the cape God commission Summit um that is later on okay sorry okay after Jo Joe and I get to talk so next up then Joe you're um all right Joe Here Comes our special event stuff um so Joe and I met on March 1st we had a great time together we spent three hours over at Station 2 and we had just a good time chitchatting and getting stuff done um but Joe correct me if I but we kind of wanted to start with just putting up to the group some basic definitions for what we are looking to fund as an event to then help us with the rest of the criteria yes okay so we we basically kind of came up with two events Community event and economic development event um and so we found a really great definition online of what a community event is and that is any kind of event that brings together all members or a subset of community members physically or virtually for a predetermined amount of time to meet connect exchange knowledge or collaborate in some way and I highlighted in bold here the four key things that we thought really stood out to us is what a community event is so driving engagement within the community create habits of participation right so everybody knows when the parade is everybody knows when pirates Festival weekend is everyone knows when the seaside Festival weekend is um convert con consumers into more active participants and Forge and celebrate Community identity along with these other ones um and then an economic event Economic Development event to us is really something more touris a tourism event that is seeks to bring a large number of people people to the town to spend monies at the event Town restaurants and stay in town hotels um Economic Development events are typically for-profit and drive the tourism economy in town so we just want to get your feedback on those and anything else you kind of want us to look out for as we go through developing the criteria um for this but we figured that like having these two definitions down first will help us figure out a everything else Daniel I think that makes sense I think yeah totally splitting it and really talking about that these are two different types of events will make it easier for us to talk about later because people can be they can Define themselves as one of the two right and nothing precludes say a community event from also being an economic development event absolutely right like the pirate festival I can think of as both right like at this point he's three four almost four years in like people know that first weekend of June it's pirate time but it's also a huge tourism event yeah it's definitely more the economic one but yeah I think a good economic one probably also is community yeah and then the events that satisfy both could probably be um scored higher yeah yeah and this way we can just put it on them to Define themselves as one and say how they meet this definition yeah well both yeah did Joe and did you all discuss um split it all or wait no so we wanted to get this part down first we have this is fantastic we have a lot of really great examples that um Joe and Maria had pulled together um in their time when they looked at this before I came on and so with a couple really great other foresty around population areas that we're going to look for their applications um so like Tacoma good one newed has a um so we kind of just talked about like um four nonprofit um and then what what can the funding be used for and then we also definitely want to have a minimum dollar amount and a maximum dollar amount or a total percent of the budget so looking at that but what we figured once we def finded these um then we could easily get um very content work very very good that was easy Joe yep awesome I I just don't know you know um if we want this for future discussion but something to think about do we want to put an emphasis on one or the other community event versus Economic Development event by waiting one of the other more than one so for example Economic Development do we want to wait that you know 50% of the money that we get for tourism to hand out is going to go for economic development events uh just a discussion talk about it I think some of it too comes with the economic development events we think more is we're providing the fertilizer uh to get them up and running and then they're going to grow on their own where the community events are going to need long-term fertilizer because they're more you know the community is a little more involved so there are going yes she a friend of yours no I'll tell you a story about that later no she is I mean she's not what's going on no turns at Authority oh yeah yeah that she was really big on she's the only one looking at the camera in smiling I appreciate that yeah all right Joseph how was the summit what was it last week yeah uh it was at the um TAP card Museum of Art in Dennis um so pictured there is the new uh secretary for economic development uh secretary how okay she was in attendance um it was a pretty full from I don't know 9: to 3 uh there was a lot of speakers um Christy senator Paul his Wiki um Dan Wolf [Music] um can probably tell you exactly this agenda I mean I they're collecting they're collecting data they're collecting input feedback on the SS and SS is the economic development plan that has to be renewed and if it's not we not necessarily as a district or as a um an economic zone eligible for federal funding so it's a requirement that they have to complete in order to be available in order make to Avail themselves of some funding sources that exist on a federal level so the comprehensive Economic Development strategy is what they were talking about so Prime the primary focus of completing this is the bridges it's it's the the biggest single ask that we have of the federal government and you know there was there's a lot of time spent on not necessarily fearmongering but just making it clear how important they are as a Lifeline to this community and the bad things that could happen if it doesn't get done and it it it runs the gabit it runs it's days that it's shut down to to constantly repair what we have it's the the epic fail of one or or both of the bridges at some point where it has to be shut down completely it's the the total replacement of one you know there there's a lot of Doomsday scenarios associated with the bridges who get 38 million Crossings annually is not insignificant so what they've started to stress because we have gotten some funding at least the initial round of funding for The Saga born bridge is that we have to stay focused on the born bridge too while we're pursuing the money we'll find out late May early June if we get the second round for the Sagamore first round was 371 or 372 but prevailing is that the federal government wouldn't give us 371 if they weren't going to give us the rest of the 1.2 to replace the SAG so everyone's hopeful that that money is going to come through and some of some of their concerns are around if they create a a really high capacity modern bridge at the Sagamore end now is borne become that more inefficient and that much more dilapidated that much more obsolete over time and now we run the risk of not being able to fund that not be able to use that and now are we entirely reliant on one Bridge which would be catastrophic the area just couldn't support that um so that's that's a large part of it they spend a lot of time talking about infrastructure and I I actually broke out into a session about um about Workforce Development because I think that part of the part of the levers that people describe uh at least in terms of Housing and in terms of education and in terms of um trying to build a sustainable Community has a lot to do with the fact that we don't really have people that can grow up here learn how to work here and make enough money to stay here you know it's a it's a really big problem that a lot of kids don't see any future here you know and this so the first opportunity they get to leave they go B go yeah so I spent a lot of time in the in the breakout talking about ways that you know we could help sort of foster the the work that's being done at the tech schools in conjunction with 4 C's so that you know we're churning out High wage vocational professions plumbers electricians that type of thing that's going to end up working for us to support the creation of the housing and the mixed juice and all that Redevelopment that we want to do or that we're going to see being being done as as Wastewater sort of starts to pick up momentum and more and more of the game gets sewered so um I think in all I didn't necessarily hear a lot of things that were Earth shattering or groundbreaking yeah but um it was good to see the secretary there the new leads act um is has been proposed by the governor and it you know it has a lot of focus on on extending our lead in biotech and the medical community and health care which we've become a leader as of as a result of the mass biotech boom that was fostered by an investment by the government back you know 20 years ago so they want to increase their lead on that but it also um has other areas of of Small Business Development and transportation and infrastructure and all that kind of stuff so it was a long day but well worth it thank you for delation was there Chris flaningam was there um I didn't see Senator se but I saw one of his rep one of his community people um Senator Moran was there as well it was good thank you for attending appreciate it welcome thank you for the update too um State initiative courney and Joel um I think that was the only other thing that we had was just this covering this Mass leads that Joe just touched on in the economic development Bill and you know it's moving through the process now um so once we hear more on where it's standing in committee hearings and stuff you know if there's anybody I'm sure there's when a Committee hearing comes up we can submit testimony if we wanted to anything that we saw on it that wasn't that was like a glaring issue but I think overall it looks pretty good to me um and yeah there's nothing else is really happening right now Statewide okay good what else is next excellent all right thank you uh next up we have Committee Member items any new committee I have nothing right now Joe Gibs anything all good here just happy the sun's out um it looks like in our packet there is um just a reminder that the Wastewater project groundbreaking is on Thursday 10 a.m yep um good news yeah good good um and then uh yeah deputy chief Sawyer is retiring as well that's in our packet um did we want to touch on the events of this past weekend at all did anybody go to the parade parade did you go to the parade Joe or Joe Gibbs Joe Gibbs did you not go I watch it on all right so you me and Steve were online all right we watched online all right no I didn't attend so but it went well want they gather we had a chance to watch watch like to talk abouty just I think it was good that it was live streamed it was nice to see that um I do feel though that it was small or than has been anticipated and expected um and I hope that our staff's energy that went into hosting it and working so hard to get that live stream to go up because it was a large feat they were out there like the Macy's day parade with those cameras in the street running around and the headsets and the commentating it was a lot so I I hope that they feel feel appreciated and that um they felt it was as successful as as other people did and that um you know they had a good time doing it and learned a lot to do it next year should have come back to town yeah in your live stream uh comment um got me thinking that there was a lot of um in between floats discussion on history of the Town whatnot which was very very enlightening um but I also noticed there are many instances where um the sponsors were identified which I found very intriguing and I think I got more information watching that um to scroll through on the sponsors than I ever got in the past so it'd be nice to know exactly how many sponsors there were and how much money or what they committed in terms of U yeah you know to help offset some of the cost of the uh of the event but yeah it was nice it was the live stream was very very very nice I think there was 205 people on at the ma when we when I was watching which is a decent amount yeah for first time that they did it yeah yeah it was ni nice so as far as the Wastewater um groundbreaking is concerned um are you going I cannot I actually was gonna but I can't so I'm I'm hoping that someone from the committee can go I'm trying to be um it's going to be at I believe is going to be at the location of one of the pump stations yes that they're breaking ground on that's going to support um that that part of the piping that heads down towards the hotels and the beaches okay on south sea but I think it's a um sort of a Midway point on Southshore Drive as far as the programs concerned they've they've led a couple of contracts that the digging should start soon as far as I have been told uh I think the two contractors are just sort of getting their all their ducks in a row to start the process because once they start it's go time like it's linear feet of feet of pipe that are expected to be put in on a daily basis yeah Communications from the town will start and um they still haven't achieved what they had hoped in terms of being able to receive a permit for the wrrf which is the Water Resources Reclamation facility which is the yeah they's still they're making progress there's a there's a bu monthly group that's now meeting with d Representatives the representatives of CDM Smith um and the other Town consultant for Wastewater along with Town officials Jeff CO's in the room and they're trying to work through the mounding issue in terms of the F1 recharge and they're evaluating new sites and they're making suggestions and you know D is much more responsive than they were um so I think ultimately from what they've been saying that they'll be able to let the contracts on phase one and I forget which one exactly contract one which is the plant um in time to have it let and responded to and awarded before the srf deadline which I believe is sometime in October so that's that's their hope and I may I may have some of these dates a little bit incorrect but um all things seem to be moving albeit not at the pace that everyone would like yeah yeah but once the pipes start going in you know it can't be a pipe to nowhere so we'll get it done eventually yep
