about that all all items listed in the consent agenda are considered routine by the council and approved by one motion there will be no separate discussion on these items unless a council member requests in which in case the item will be removed from the consent agenda and be considered in the normal sequence on the agenda so I know we talked about that so everything in here we'll just do a one big motion and a second unless there's something you want to pull out of there to have um other discussions on and this is pretty typical of most councils any had talked about looking at doing that and I thought well this is a good meeting because we've got a whole bunch of minutes rather than having separate motions for all of that and then some of the other more routine stuff um that uh you know we try out the consent agenda see what you think but yeah you can always ask to pull something off of there and put down below uh in under new business or unfinished business for a discussion and if there's something that you see prior to this coming out that you want to have more discussion just let Brian or and I know we can just not even put it in there to start out with that's my question so you like here like like today I went through it I don't see anything but if I if I saw something I'm like oh do we let you guys know beforehand or do we meeting right now right now if there's something let's just say you want to talk about the minutes from the north zumro Sanitary District you would tell us hey I want to have discussion on this and we'll pull that out and we'll bring that to new business and discuss that um and and Todd and I will meet while I when I'm putting the agenda together I'll put everything in there that I think could go in a consent agenda and then Todd and I will talk and I'll ask him you know do you think there's anything in here that should go on regular business um you know so I'm not going to just make those decisions on my own um but then and the impact on per taxpayer uh per $100,000 on your homes and of course what I do every year is I take everyone who probably most of us who are in this room and I throw our tax bills up on there as well as what the increase will do and that's all public information so I'm not pulling anything that isn't available to the General Public don't no names addresses I do also pull I try and pull from different areas of the community too if they aren't represented in the group that we have here so we have some kind of um knowledge of what impacts will affect different properties perfect any questions for Kim on the budget thanks again Kim uh let's jump down to a new business Peterman curb I want to get this one done I know we discussed this at a work session we kind of came with a dollar amount um I don't know how much more you want to discuss I just doll amount was what, exct what we kind of discussed on uh our work session so just kind of that's where we're at just need a motion in attached parcel uh to Nelson's um there was some discussion as to whether or not it need to be rezoned for a driveway uh but it was decided that yeah we should look at making it all part of the C1 it's c1a I believe ma uh zoning so there was discussion on that the letters went out um and the recommendation is to uh approve the reone and you've got a memo in there from from Kurt as well okay so I missed that me anding and I totally blanked it but so we're just resoning it so it's like the store itself right yeah all be contiguous what c1a zoning uh the the drive-thru window was done as a help me Matt what what do we call that again it's a general category of permitted use yeah was it was a accessory permitted use or something like that um so so we've already dealt with the window itself and all the things that go into that um you know it doesn't face any properties and all that good stuff um and then the driveway there's there's going to be some barrier or burm of some sort it is there's a burm there now that's I don't know two or three feet high it looks like U just by nature of what that driveway is because what we don't want is headlights going right in that house over there uh so some of those things uh for the driveway but yeah the general res Zone um seems to make a lot of sense I have a question for Pat I know the county was concerned with them pulling out onto First Street do you have any concern with them pulling out on the Second Street that closed to a stop sign that stop sign will be moved down well I mean nobody stops at that stop sign now I noticed that when this came up that I always go past you can't see my my back end of my vehicle is at the stop sign and I'm looking around so um I spoke with with uh Bill and Scott whks and um looked at some of the regulations on where stop signs need to be placed and basically it's behind the corner well where is that there I think there's room to move that down so but I didn't have any issues with it about this for a little while um Deputy City administrator the primary focus would be planning and zoning and permit issuance along with responsibility for the code committee and then assisting the the front office with all kinds of different things uh as needed um really what we looked at was uh one of the big things is the separation of Duties up in front with the cash and things like that um uh you back up on the phones um just general General help for the whole administrative staff we can spread out some of the duties which will allow us to get into some other things um you know i' I'd love to do a community newsletter monthly Community newsletter um that I would work with Miranda on and we would get U um some comments and goings on from each department to put in there uh just so you know a little bit more transparency and get out there to the to the citizens with hey what's going on at City Hall uh each month uh that'll allow me some time and Miranda some time um to do that uh you know she's very good at all that communication stuff and developing that those type of things so really looking forward to being able to do that U uh but generally this yeah this would be a focus on planning and zoning and permit issuance because uh we need in my opinion we need to have that inhouse and stay inhouse um you know Ceda has done a good job picking it up with the different people that have rolled through uh three since I've been here um but then you lose some inherent knowledge when you're switching that often um and if you run up against something some sticky situation you know then I have to come up to speed completely on what's going on there and try and piece it all back together and so to have some continuity there you know the hope would be if we hire somebody they're going to be here long term um to help with that stuff um permit issuance is is uh not a whole lot anymore since we've got safe built uh it's just kind of ushering things through uh so that that's kind of the main thing and then the code committee there needs to be more dedicated time on the code committee I've been writing a lot of ordinance and then doing the minutes and all of that stuff and it just it's it's a lot it's a lot so for me to have some help with that um you know would be wonderful as well and and again like I said other things that will take off of Miranda and Kim to allow more time um for things that that they need to be getting done as well um so yeah I'd like to get that posted if if council's um willing to move forward with it and and hopefully hire maybe sometime in January I'll make a motion to go ahead on the deputy City administrator posting any further discussions all in favor oppose passes 5 thanks Brian uh 7D allocation American Rescue plan act arpa dollars another thing we need to get wrapped up yes um yeah we have to be we have to commit all the dollars by the end of the year uh or obligate all the dollars and by obligate we need to be under contract uh the dollars have to be spent by the end of 2026 um so when way back when we just received this money we all started talking about what are we going to do with it what can we do with it all that stuff and there was an option it was getting very complicated for everybody and the government put out an option uh that basically is an exemption that said you can use it for any government spending uh so at that point we kind of reverted to okay we will make a commitment to our citizens and taxpayers that we will use these dollars for direct Levy impact items um meaning usually bigger items that we would have to Levy for that would increase the levy you know year over year um so that's what we try to focus on you'll see a lot of bigger spending in here there are a few smaller things that are kind of ancillary to the bigger spending you know some of the cold storage building little ones are part of the cold storage building uh but that is something we would had to uh you know Levy for um and then um yeah some you know Library sidewalk is in there um and things like that um and then so we're propos the future propos what we're proposing now is under the 11214 proposed and you've got that whole list of items we've been talking about these things for quite a while uh the cameras for the library and park that discussion just kind of came up uh at the work session I have a meeting with the camera people um next Wednesday um but I threw a number on here based on the The Proposal we had for possible different camera at um at the brush site um let's see Library sidewalks on there laptop refresh were due for new laptops again those would be technology dollars that we would have to Levy uh so we thought okay let's let's get that done and then updating some things around uh you know flooring and things around City Hall the roof on Console Chambers need to be done um James needed a new boiler over at the uh the library it's we were too tight to pay for the boiler because it it'd be too hard to to get it on under contract that quick but we did propose paying for the requests for uh proposals or rfqs that also includes the um controls he's got Antiquated um pneumatic controls over there go see it sometime it's kind of neat how he goes back there and switches little dials to to control the the temperature [Music] and then these Council chamber doors that are never open and leaking and if you get close to them they kind of stink because they're rotting uh so we're proposing replacing those but these dollar amounts in here we're just asking to approve dollar approve dollar amounts um on a few of them I have to get another quote uh but we've got a pretty good handle on what the dollar amounts would be so just asking Council uh have we SE give us your thoughts and have we seen a bid yet for these windows Yep that is the bid for the windows the one we have but I need to get another one so it won't be any more than that because we already have a bid for that well just another thing to throw out with the remaining 13,000 I know James just talked about that it's going to be pretty expensive to replace that do we can we throw that rest of that money in no we have to be under contract o ating the money is under contract okay yep so that that makes it a little bit tougher to to do future things cuz how good is how long is that your system going to be able to heat and cool in the condition is at I mean obviously you can't predict the future I mean buts the thing 30 years ago um the last 50 years maybe 35 I mean there's just no so this 10,000 will replace them controls is that with the 10 no this will and get this get it specked out um I've tried to get quotes in the past and to replace them has been anywhere from 30,000 to 880,000 so part of the reason we need to get engineering involved is to be like what do we need make sure we get the same bids um so so that's part that it's it's complicated system wait I wish it I don't know why it was built that way um Brian contest it's it's I don't know there were new medic controls everywhere back then yeah perfect we were G to put new lindes for here in the yeah so so that's depart yep that's another thing that I didn't have any number for yet so there'll be another you know next meeting we'll have another one of these Proposal with the rest of these dollars and super exensive then we might as well yeah we're kind of thinking maybe we should do some curtains in here rather than the the vertical blinds or we'll see what's available we have better looking blinds now yeah get some vinyl on or something like that how many windows do you have in your office Chief or in the police department that need new blind three um I think when I had the we had for B windows and this up by the door okay and what was that number you remember I thought it was like 1700 pretty expensive that was that ain't that bad I don't think for blind but that was a number of years ago right that was this year oh it was this year I actually have two I think I have two PS because I had I had hillers do a p because they were already doing PS and then I have some blind store that's value blind value lines I think I've seen for the same thing I think value lines might have been a little less but not yeah I've got I'll reach out to a couple of companies and we'll get a couple of different quotes perfect but yeah so yeah that that's good question area there's a few dollars here left and we'll bring back more things to okay well at the the the fifth was the when we want to have it all if we can get it yeah yeah then then I'll work on getting the contracts in place for all that stuff sure so we just need a motion and a second on the proposed 11212 24 yes just something that I it doesn't I mean this is strictly obviously up to you but the police in the police department they could use new lights like we've updated lights around here they've got lots of lights over there it' be nice to get them some of them switched over to LEDs but and and it wouldn't have to be all of them but it would be kind of a nice start if we could start on more in the conference room I would Su or the well I mean they got so many lights over there in the office space and the conference room and everything just something to to think about I I would be okay to direct you to get bids from shanes and another electrical company that something we could get done I mean get the a contract fairly soon on if that was something that yeah I mean yeah yeah absolutely I had looked at that for the whole building about three years ago and it was a lot of money so it will be one of those things where we can we we're probably going to have to step into it and go area by area but if we can get a chunk of the station oh absolutely yeah it's great idea I mean if you want to get a couple of bids I don't know who else we use for like chains and okay okay I'm okay with seeing them bids until we see them well at least we could put some of those that remaining 13,000 for blinds light it the lights and it it kind of depends on if it's just replacing the ballast or if it's the whole light fixture because what I wanted to do was go to the indirect light fixtures because right now well I sit in my office with no lights on other than my lamps because those indirect light those the direct lighting that we have now is terrible just oh get a headache um so if you're replacing the whole fixture with the indirect then you you run into some more dollars but but it's the way to go I think perfect I'm okay looking at that bed any further discussions all in favor I oppose passes 500 thanks Brian uh let's jump to uh 7e sale of police squad Bob um I guess the question I had is using minbid can we put a minimum bid on that or not you can't put Reserve they they shy away from that I've been told I think I have like a minimum of 500 on on the reserve price um but I'm the guy that's a charger that is said when you like set especially if you're setting it real close to what it's worth or whatever that is often a detraction for bids because you know they want to feel like they're at least trying to get a good deal and uh I I was on there today and um looking at what was on what was being sold and I was kind of impressed with some of the pricing so you're still thinking six to 7,000 maybe for that car five to seven five to seven 5 to seven is the Blue Book value private party that's that's what that that's in that range so that's what I'm open that we getting I can't guarantee that certainly but it's one of those things where it keeps the city out of selling it to a friend or something or you know being accused of selling it to somebody for something you put it there everyone has the option to try to win and so and we've had pretty good success with M yeah I just un record just my opinion vers work session is uh we have four full address squat cars if we get an accident in one and then we get one that something mechanically goes wrong and then we have two officers on and we get a flat tire then we have an officer sitting with no car I feel we could use that car for training if officers are going to do training they don't need a full address out car I just think personally that car is worth more money to us it's already paid for than selling it I mean Public Works I Mike wants to go somewhere don't want to take his personal vehicle it's there so um plus I'm not yeah that's my opinion on the squad car sale but I don't drive big brand new trucks so my stuff's paid for and that's I kind of the way I look at it so I don't really have an opinion either way I just hate to see it sell really low I mean and then then you're really out something where it could be somewhat beneficial the the other option is we could just post it for sale and put a price on it and if that's price that seems reasonable and we can sell it and I know one of the questions the concerns by Chief when we talked about a work session was well if we don't run our squats a couple other squats on a regular basis we might have dead batteries why don't we just get in a routine that each squat runs at least two ships a week just to keep it up and keep the mileage down on other vehicles instead of racking them up all on one so I mean that's another option that I've looked at or question or good or valid I just with vehicles I I think it's more valuable for the city to keep it then not if we get 7,000 for it great we should sell it but we don't know if we get 2300 or 2700 for it we probably shouldn't have sold it because it's worth more to us than that insurance cost we have on a vehicle like that per year Brian or Kim they ran about uh 350 356 A year stripped down like it is right now it's not horrendous yeah as that should be said too it is stripped down it doesn't have any of these Squad equipment left in it we we use that equipment elsewhere let me double check I'll get back to you on and I can find it but that's a car you take home day in and day out right that's what I have been taking so you're taking a full dress vehicle home every Poli equipment I can't I couldn't leave an emergency with it but and then I understand it you've been driving an unmark UND Decked Out vehicle for how many months and or years Class C vehicle State Patrol runs those the county runs those I understand that but I'm just saying you haven't had a full dressed vehicle at your house in the last several months several years so if you've had a call what have you done I still had emergency yeah he could still respond with that vehicle it had lights in it but how long has it not had lights in it a month yeah I didn't anticipate we we we usually turn them like this so I didn't anticipate use like for instance it has a it has a 78,000 camera system and it you only have four you know the radio is is $4,500 for that so we move it to the next vehicle yeah but do they always fit do they always work when we get new cars because we've gotten a couple different style cars the last couple years I know some of the equipment that we've uh used to dress these vehicles we haven't been able to use we've had to buy new to spend more money I mean I don't know that's my opinion on Mid bid is that literally like can I bet a dollar on it or do they have like you got to bet hundred bucks on the car well it has a $500 reserve on it but certainly people couldn't h a dollar on it and I've never seen anything go that low but they sell everything they sell land they sell knives from the airport the airport sells all the knives that the confence keep from people trying to get outplane all kinds of stuff so my question is if we sell this or not you're still going to be taking a full dress squat home I'm going take the car that we have currently yep because that has equipment in it I I would be able to utilize it yeah the way it's worked is if we just turn the vehicles we use the equipment out of the oldest one Pat takes the next oldest one I get it Pat is that the Interceptor consider the Interceptor they're all interceptors okay but that's considered the tus interor okay so that I want I want to restate that that uh that insurance cost is right around $1,100 insurance is a little car that's decked out that's because probably that's Decked Out so if it's total then I get I wouldn't think that that really has much bearing on what equipment's in it no well I think if it's not my is it's got 165,000 miles on it and when cars get that that kind of mileage on a police car and you start running into problems that are mechanical like we did with the Impala that we kept way too long we that was we spent I think it was around $112,000 in in non-normal repairs hanging on to it so long that didn't include oil changes or batteries or tires that included that was repair work when you have a squad car and you start paying in on it you're replacing um not just brakes but you're you're replacing rotors and and calipers all that adds up and so that car when it was originally purchased was $188,000 and you spent 12,000 fixing it to me that doesn't make much sense and the thing about all-wheel drive cars you you you when you buy tires for an all all-wheel drive vehicle you have to buy four tires it don't matter if three of them are good because you're going to wreck the transmission and that's one of the problems that we see with all-wheel drive vehicles is you got to just be very careful make sure that you're always putting brand new tires on all four of them um because when you have a transmission problem I mean what's that going to cost you know we already have the transmission rebuilt on that 21 hybrid fortunately that was under warranty and that was a very expensive repair so either way we sell it or not the chief's taking a full dress car home you use for it Beyond no I I I don't have use for it we would end up parking it somewhere and um in all reality when we when when the 25 gets here we're going to have to strip some of the stuff off the 19 because the light bar on that is new compared to the other light bar that we're going to end up decommissioning so that's going to be dropped down to a class b or a Class C once we get that other Squad but we'll still have it because we'll again like I suggested before we should get rid of the the hybrid I don't want I don't think we should hang under that that's going to be a financial liability for us because I got a feeling we're just going to constantly have problems and once that warranty goes out we're on the hook for all of it there was a lot of hybrid police cation add on midfit especially 2021s we're keeping an eye on that one too I guess you know nobody's going to use it if insurance is $1,100 a month or $1,100 a year I would say let's put it up for bid and see what we get otherwise it's going to be try sell it we certainly can do that it just then there when you put it up for bit for auction there's just no one can say that you sold it to a friend of yours that happened to buy it you know what I'm saying so because you're just putting it up for sale that's that's why we've used M um my time I think your time is more valuable to dealing with City stuff than dealing with trying to sell a three four 5,000 car so I'm okay with men bid that motion to put that car up for sale on in bid all in favor I oppose and I'm going to oppose just the reasons I have discussed so it passes 410 thanks Chief uh report holding them all here back in our back room where it's they're safe I'll that boo or something people like that you bring that in here I'll just bring it down yeah Saturday uh but yeah so we're hoping that goes well thank you to Nelson's they're going to put a display up down there for us similar to the one that's out here uh they haven't gotten it up there yet but uh but they've got all the stuff and and that'll get out there front in the center because there a lot of people that go in there so we'll have our QR code there and that'll be good we should put a donation box there too obviously tie it down or boxo we could talk about that yeah um I sent an email to the council earlier today uh we had to close the Trestle Bridge today uh goody County hired an engineer to do an assessment of The Trestle and the engineer who did the assessment recommended closing the bridge now pending some repairs goodu county is responsible for bridge safety uh so they have no choice but to to close it down immediately it's already closed um the repairs there were some repairs suggested within the uh the engineers uh email we don't have their whole report yet uh but they're going to be extensive um there's a lot of rotten pieces underneath um they did say that uh uh parts of the structure are are overdesigned for the use which if there's any positive that's positive uh so we will explore you know what it might take to do enough repair on it to get it back open at least for now um I've Got U I talked with city engineer about that earlier um once we have the full Engineers report then we can do a little bit better look at it and kind of decide um if it's going to be worth repairing in in any case I'll have a number for you at some point to consider on a repair um we are about two years out on funding um if we're chosen to get the funding uh bill angerman and I met with mindat um for a uh a preliminary meeting and assessment meeting for a transportation Alternatives Grant it's a Federal Grant and it needs to be vetted by the mindat um before it goes to them and they said yeah this this would qualify so they recommended uh that we um are able to submit a final application uh they'll pay for 80% of the estimated well right now we're estimating about a $2 million replacement um you know we need something that's going to accommodate emergency vehicles getting out there um would like something with a concrete uh um deck on it for snowmobiles things like that but uh right now the estimate is $2 million Federal grant would pay for 80% of that if we're if we're chosen uh but that's a little ways out before we even know and once we know it's about if we were to get it then it's about a year of getting through the federal um process with design and everything and then uh funding so we're into 2026 before we have funding um you know it would be a good year for sure even if we decided to preon if we were chosen we could always construct it pay for it with some Creative Accounting Kim with you know there's a number of ways we could we could borrow money in the short term and then pay that back when we get when the grant money comes sometime the next year um so long story short trussle closed for now we'll see if we can repair it we're a year for sure out from being able to do anything maybe more depending on this grant uh but yeah that's what I've got for you on that it's going to be ugly it's going to be inconvenience for a lot of people I understand I walk on it you know three days a week at least um but it's barricaded off I have a crazy question how long is that Trestle Bridge you know Mike roughly feet wise yeah 190 something or other okay thank you yeah just barely under yeah so it's a long bridge and you know we can't impede any of the flood plane there so we have to go from bank to bank and um so anyway we're working on it we understand citizens we don't like it either but uh and and goody County doesn't like it but they are responsible for bridge safety and they've got no choice so um we'll keep working on it um we we have a meeting set up for December Tuesday December 3rd uh with uh City attorneys that had submitted proposals um Todd and I and Bob and Kim are the committee looking at that so we'll meet with them and then bring back a recommendation to council and have them hopefully in place by the end of the
