- Meeting Overview:
The Millburn Town Planning Board has made strides in advancing the township’s open space and recreation plan, highlighting a detailed approach to managing and expanding public spaces in response to an anticipated population growth and increased recreational demand. The plan, which prioritizes properties already under local control and considers additional acquisitions, aims to address a shortfall in sports field availability and create new greenways and parks.
The board’s discussion revealed a pressing need for more open space to accommodate the township’s recreational activities, following an analysis conducted by Recreation director Chris Meers. This shortfall is particularly concerning given the regional transportation entity’s projection of a 4% annual increase in the township’s population, which is expected to reach approximately 23,000 residents by 2050. The plan’s provision for increased open space is thus not only a response to current deficits but also a proactive measure for anticipated community growth.
During the presentation of the open space element of the master plan by the Township planner, the board outlined the plan’s comprehensive approach. The plan incorporates feedback from the community gathered through public sessions and an online survey. It includes a needs analysis that compares available open space and recreational opportunities to the population, with Millburn already faring quite well in comparison to surrounding communities.
The board’s resource assessment highlighted the township’s review of available land, including properties owned by various entities such as the Township, Board of Education, and other public organizations. The suitability of these lands for open space was considered, taking into account factors such as topography, water bodies, and environmental constraints. The board identified shovel-ready projects and those with significant ecological benefits for conversion into parks or open space.
Looking to the future, the board discussed properties with potential for recreational use, including those owned by the Township, Board of Education, and private entities. There was some confusion regarding the ownership status of certain properties, necessitating further clarification on overlaps between Township, County, and privately owned lands. The discussion also touched upon the potential impact of acquiring vacant properties for recreational use on tax revenue, with some board members expressing concerns about such determinations within the plan.
They provided design recommendations for bicycle facilities and emphasized the importance of creating greenways that connect existing and proposed township parks with schools, downtown areas, and train stations. The importance of connectivity reflects an understanding that access to parks and recreational facilities is an aspect of community well-being.
The board acknowledged the extensive public outreach efforts conducted and the importance of continued engagement throughout the planning process. A master plan subcommittee was established to facilitate the development of the open space and recreation element, leading up to a public hearing for formal adoption. The board welcomed questions and comments from the public, recognizing the value of community input in the planning process.
The planner underscored the need for the Master Plan to be used as a decision-making tool, rather than being left unused. The discussion about various properties identified for potential recreational use also raised the issue of ensuring up-to-date data, particularly in light of the NJTPA 40-year municipal forecast, which may not fully account for ongoing development projects.
Finally, the board scheduled a public hearing to revise the draft Master Plan based on their feedback and to ensure that the process would involve extensive public notification. The next Planning Board meeting was set for February 21, 2024, with the acknowledgment that some members might be absent.
