Further, the council discussed amendments to the Blackwood West Redevelopment plan and the Gloucester Township Land Development ordinance, which would permit an adult daycare facility and mixed-use buildings in redevelopment areas. Additionally, a bond ordinance authorizing various capital improvements, including sidewalks and recreational enhancements, was on the agenda. The council had conducted a workshop prior to the meeting to provide insights into these capital projects.

Another resolution that passed was Resolution 72, allowing for budget transfers within the 2023 reserves. The consent agenda’s approval, which included the public sale of land on Landing Road, also points to strategic asset management.

Residents participated in the meeting, with Ray Paloro expressing concerns about eligibility for grants for drainage and park upgrades, and the status of road improvements, specifically on Highland Avenue. Meanwhile, Sam Sweet raised a potential conflict of interest regarding an agreement with Marksman Landscaping, whose owner holds a position as the president of the Board of Education. The council addressed these concerns.

The dissolution of the Gloucester Township MUA was another point of contention. Mr. Paul Doro labeled the lack of savings from this action as concerning and likened it to a “cash grab.” Councilman Ricardo acknowledged the absence of calculated savings, while Councilman Orlando noted that auditors were due to finalize the surplus number. Sam Sweet also inquired about the previous year’s capital project budget and the implications for the current year’s budget due to existing contracts and union agreements.

Questions regarding the transparency of council operations arose as Sh C. Smithman asked for a refund for being overcharged for open public records act requests. Council assured Smithman of the refund and the meeting also touched upon the importance of maintaining accurate records and ethical considerations, as evidenced by the discussion on a potential conflict of interest involving a council member employed by the Board of Education.

As the meeting wrapped up, the council highlighted February’s Heart Month and the forthcoming celebration of Black History Month.
