- Meeting Overview:
In a recent meeting, the Haddon Heights Borough Council approved a Redevelopment plan for certain properties, proposed changes to election polling locations for safety reasons, and announced plans for an animal census to improve licensing compliance. The meeting also covered a range of other topics, including local project updates from the borough engineer and the introduction of new ordinances and resolutions.
The centerpiece of the meeting was the adoption of a Redevelopment plan that aims to revitalize specific properties within the borough. This plan, which supersedes existing zoning parameters, establishes guidelines for developers and sets the stage for future economic development. Mayor Zachary Houck, along with council members, underscored the importance of this initiative, detailing the process that would follow the adoption of the ordinance. Prospective developers are now required to enter into a Redevelopment agreement, which would allow them to capitalize on the plan’s benefits. Prior to the council’s unanimous approval, the plan had been reviewed and found consistent with the master plan by the planning board.
In discussions about the Redevelopment plan, the council members deliberated on the implications of formal agreements with developers. They considered the necessity of variances for those who do not comply with the conditions of the overlay and the overall benefits of such agreements for specific locations. The council emphasized the importance of a review and approval process, which would include a negotiating phase and culminate with the Mayor and Council’s final decision. One member abstained from the vote due to an inability to review the plan in time.
Another topic during the meeting was the proposal to change polling locations for Districts 3, 6, and 7. The shift aims to enhance safety by moving polling places out of schools. The council discussed moving District 3’s polling location from the Community Center to the Cabin and relocating Districts 6 and 7 from Glen View School to the Community Center. The council focused on the potential impact of these changes, especially considering the high voter turnout expected in a presidential election year. They stressed the need for effective communication to notify residents about the new polling locations if the proposal is approved.
The council also addressed the implementation of an animal census, proposed by the new CFO, to boost compliance with pet licensing regulations. The census, slated for the summer months and to be conducted by a newly appointed animal control company, will include not only dogs but also cats and other domestic animals. The initiative aims to provide a more accurate count of pets in the borough, which is suspected to be currently underreported.
Updates from the borough engineer included progress on local project initiatives such as Recreation Improvement Grant applications, employ funding for 2024, and enhancements to softball fields. Additionally, the engineer discussed road projects including Kings Highway and St. Martin development, and the application for ADA accessible improvements, focusing on the addition of handicap ramps around the schools.
The council further introduced several new ordinances, including the establishment of a sewer department and the amendment of animal licensing fees. Resolutions discussed included those relating to law enforcement grants, payment of bills and claims, and the initiation of a K9 program. After a debate on the funding and conditions for the K9 program, the council approved the resolution to acquire a K9 Officer program, with funding to come from an asset forfeiture account.
