- Meeting Overview:
In a recent Gloucester Town Council meeting, community concerns were addressed, including the approval of a municipal budget increase, public safety regarding snow removal around fire hydrants, and the public’s right to transparency and discourse. The council tackled financial appropriations, the maintenance of public amenities, and the issues raised by residents.
At the forefront of the council’s agenda was the ordinance to exceed the municipal budget appropriation limits, which would allow the township to increase the 2024 budget by 3.5% over the previous year’s appropriations. The council held a public hearing on the matter, which generated discourse among citizens. Concerns were voiced regarding the sources of budget revenue and the effectiveness of tax appeals. One citizen specifically cited frustration with the condition of a road in their community and the perceived neglect by the township. This led to a debate over the responsibility for road maintenance and whether architect plans for a proposed indoor facility were accessible to the public.
The discussion then shifted to financial matters as the council grappled with a plan that required additional borrowing. An amount of $305,000 was in question, with the necessity and availability of funds for a Public Works facility boiler project under scrutiny.
Public safety was also a concern, with resident Shaun C. Smithman raising the absence of indicators for snow clearing around fire hydrants on Kelly Driver Road. The ensuing discussion with the chief and solicitor underscored the importance of such measures for emergency responses. Smithman also brought attention to issues with outdoor lighting and the identification of power poles, seeking clarification on the township’s expectations for these poles.
An additional safety concern was presented by a resident regarding the operation of hookah lounges and the associated health risks. The resident urged the Board of Health to investigate and consider shutting down such establishments. Moreover, a grievance involving the police department was brought to light, with a resident recounting an unpleasant encounter with a sergeant. In response, a council member assured the resident that the matter was being investigated by the internal affairs unit and the Camden County prosecutor’s office.
The council also faced questions about a newly licensed recreational marijuana facility, with residents expressing confusion over its designation compared to the council’s understanding. A resident’s claim about the ownership of a property suggesting that a minority woman was being used as a front for the actual owner added another layer of complexity to the meeting’s proceedings.
In matters of public engagement, a resident proposed extending the public speaking time from 15 to 30 minutes during council meetings to allow for more thorough community involvement. Council members clarified that time limits had been set for the year but noted that exceptions could be made during public hearings.
Despite these issues, the council took time to express gratitude towards the Public Works department for their diligent snow clearing efforts during a recent storm. They also acknowledged the bravery and resilience of a 17-year-old resident involved in a serious car accident and commended the community’s supportive response.
