- Meeting Overview:
The Delran Town Council met on January 23, 2024, to discuss a range of issues, with the proposed drone ordinance, emergency repairs at Riverside Park, and a new solar panel ordinance taking center stage. The meeting saw steps toward regulating drone usage, addressing community concerns about flooding, and supporting renewable energy initiatives.
The proposed Ordinance 2024-25 concerning the regulation of small unmanned aircraft, or drones, generated discussion and public interest. Council President Tyler Burrell addressed the community’s privacy concerns, explaining the ordinance’s intention to create a safe space for residents and prevent misuse of drones. During the public comment period, residents expressed concerns about potential privacy violations and constitutional rights. The council referenced information from a drone seminar at the League of Municipalities conference and restrictions in state parks, while residents remained skeptical about the necessity and implications of the ordinance.
The recent emergency situation at Riverside Park was a focus of the meeting, with Mayor Gary Catrambone commending the swift response to flooding issues. Council members acknowledged the efforts of the emergency contractors, the Sewer Department, Public Works, and local emergency services. Councilman Thomas Lyon pointed to the upcoming town hall meeting on January 31, 2024, as an event to discuss financial management and ongoing issues at Riverside Park.
In addition to emergency responses, the council approved purchasing resolutions to authorize emergency repairs along Leon Avenue and amendments to the temporary budget for necessary funding. Mayor Catrambone updated the council on the repair of a catastrophic failure at the intersection of Fifth and Leon, noting the speed and efficiency of the work completed.
The council was also briefed on the progress of the COC substation project by representatives from PSNG. The update included details on the completion of underground work on Hartford Road and the Rancocas Creek Crossing, as well as upcoming work on Bridgeboro Road. The presentation emphasized the cooperative efforts between PSNG, the township, and stakeholders to ensure the project’s success.
A new solar ordinance was presented, aimed at allowing the installation of rooftop solar systems in residential and commercial zones. The council agreed to move the ordinance forward for introduction at the subsequent meeting.
The council also touched on educational concerns when Delran resident Mary Janis raised questions about the resources allocated to ESL students and the presence of undocumented immigrants in the town. Mayor Catrambone clarified that these matters fell under the School Board’s jurisdiction and that the town council had no authority over them. Other residents discussed the town’s status as a sanctuary city and the council’s knowledge of housing and funding arrangements for immigrants, leading to a broader debate about the role of political parties and the council’s limited control over state policies related to immigration.
