- Meeting Overview:
In a recent meeting, the Millburn Town Zoning Board addressed a series of applications and proposals concerning local property developments. The most discussions revolved around the applications for a property on Sagamore Road and Claremont Drive, with strong emphasis placed on safety concerns, stormwater management, and the adherence to the town’s master plan.
The board granted approval to an extensive redevelopment plan for a property on Sagamore Road, presented by Richard Skolnick on behalf of applicants Naran and ARA Hegi. The application, under discussion for the past 18 months, focused on addressing mold issues, safety concerns due to a treacherous driveway, and improving water management through detailed landscaping and construction plans. The proposal aims to rebuild a house that harmonizes with the landscape and addresses the significant challenges posed by steep slopes and stormwater runoff from the nearby reservation.
Expert witness Richard Keller, with his extensive background in civil engineering and planning, provided a comprehensive analysis of the property’s topography and existing conditions, noting the unique characteristics of Sagamore Road and its rural feel. He explained the historical context of the property’s development, notably the challenges posed by the steep slopes and existing driveway, which had been a safety concern highlighted by a past vehicle incident.
The board’s deliberation highlighted the balance between rebuilding the house and preserving the slopes, ultimately expressing support for the application. They acknowledged the challenges of the property and the thoughtful nature of the plan that aligns with the master plan’s objectives. Public comments included objections from resident Dorothy G., who raised issues concerning the commonality of steep slope driveways and the potential impacts of the new driveway entrance on neighboring properties. The board considered these concerns while evaluating the application’s merits, ultimately voting in favor after thorough discussion.
Another key application was made by Gang Ou for a property on Claremont Drive. John McDon, a licensed professional planner, presented the proposed changes to the existing home, which included the addition of a fourth bedroom and a floor area ratio variance. McDon emphasized the modifications made in response to previous feedback from the board.
The board also addressed the application from Charles and Margo Mullins on Windom Road, seeking approval for the removal of a small driveway. The board examined precise calculations regarding the impervious coverage to be removed, voting to approve the application after a draft resolution was prepared by Board Attorney Robert Simon.
In other business, the board approved Professional Services contracts, including the renewal for Board Attorney Robert Simon. Applications for Christ Church, Sally La Car, and Asash Sharma were memorialized with no changes or corrections.
Discussions on the floor area calculations of properties highlighted concerns about the accuracy of such measurements, with skepticism about the consistency of these calculations compared to other properties in the neighborhood. The applicant’s architect presented renderings of the proposed house, which aimed to fit the new structure within the existing footprint and minimize impact on the neighborhood’s character.
The board also examined an application regarding a back porch, voting to approve the floor area ratio and the side yard setback variances after discussing the aesthetics and size of the proposed options.
Throughout the meeting, the board engaged in examinations of each application. They addressed the technical aspects of stormwater management, the impact of tree removal, and landscaping plans, emphasizing the importance of safety, aesthetics, and adherence to the zoning ordinances.
