At the recent Union Zoning Board meeting, the primary agenda item was a proposal by AT&T for a temporary cell site that would serve as an interim solution while an existing facility at the same address is demolished. The proposed monopole, standing 90 feet tall with an antenna reach of 85 feet, is designed to be a non-intrusive structure without the need for a noisy generator, as explained by AT&T’s site acquisition specialist, Martin McGee. The site on Morris Avenue was selected for its strategic location and zoning classification, which aligns with the commercial-industrial nature of the area.
McGee addressed the operational aspects of the monopole. In response to questions from the Zoning Board, McGee clarified that the facility’s alarms would be silent, remotely monitored by a network operations control center, and any power supply would be underground, minimizing disruption to the local environment. The pole’s diameter, approximately three feet at the base and tapering to 18 inches at the top, was also discussed to address the board’s concern about the structure’s size and aesthetics.
Public concerns emerged during the meeting, particularly around the potential for noise pollution and health issues related to the proposed facility. The public’s apprehension about the impact on traffic and the health effects of the tower’s presence was acknowledged by the board. However, the board’s attorney clarified that federal regulations prevent the local government from considering health concerns related to the construction of telecommunications facilities. McGee sought to reassure the public, emphasizing that there would be no excavation involved in the installation process, thereby reducing traffic concerns and preserving the existing water features on the property.
Further technical testimony was provided by AT&T’s radio frequency engineer, Mr. Panesso, who emphasized the importance of the temporary tower for maintaining network coverage, particularly for emergency services. Panesso detailed the requirements for the tower’s height, explaining that it was critical for ensuring line of sight and avoiding obstructions to maintain service quality, especially for the First Responders Network. The site, labeled as nwl 0395, was identified as a part of AT&T’s network infrastructure, with the temporary facility serving to bridge any potential coverage gaps during the demolition and reconstruction period.
AT&T representatives also presented an FCC Conformity assessment during the meeting to address health and safety concerns. The assessment confirmed that the proposed site’s emissions would be below the maximum permissible exposure limits for the general public. Despite initial reservations from some board members, the evidence presented by AT&T’s experts, coupled with the federal conformity assessment, assuaged the concerns, leading to the eventual approval of the necessary variances for the project.
The board members voted in favor of granting the variances after a examination of the details surrounding the proposed facility’s impact and operational plans. The approved resolution, to be prepared following the meeting, will outline the specifics of the permission granted to AT&T for the temporary cell site.
