During the Eustis Local Planning Agency meeting on February 15, 2024, attention centered on the future land use assignments for two properties proposed for annexation into the city limits. The properties in question were Habitat for Humanity’s 1.8-acre site on E. Spates Avenue and a 13.72-acre tract owned by RC Lake and represented by Tom Zan, located on Getford Road. Concerns were raised by a local resident, James Hayes, regarding potential environmental impacts and his desire to preserve the wetlands adjacent to his property.
The meeting began with routine approvals before moving on to the first item of importance: the future land use assignment for the Habitat for Humanity property. This property is part of an enclave within the eastern part of the city and is currently classified as Lake County Urban Low, with the proposed change to City of Eustis Suburban Residential. This change would increase the density allowance from four dwelling units per acre to five. The property does not contain flood plains or wetlands and is situated in a high groundwater recharge area. It was noted that utilities are readily available, and the property is largely cleared with minimal tree cover.
The second item involved the larger property on Getford Road, which is partially characterized by wetlands and a 100-year flood plain. The proposed future land use change mirrors that of the first property, transitioning from Lake County Urban Low to City of Eustis Suburban Residential. Approximately half of the property is affected by environmental constraints. Despite these issues, staff recommended transmission to the city commission for consideration as the proposed land uses were deemed appropriate.
The public comment by James Hayes expressed concerns about the potential environmental impact of developing the wetland areas, particularly in relation to his property which contains a swamp he wishes to preserve. Hayes stressed the importance of maintaining groundwater levels to avoid drying out his swamp and increasing fire danger. He also requested that any future development include fencing at the developer’s expense to prevent access to his land and mitigate liability.
