- Meeting Overview:
In a recent Orlando City Council meeting, one notable issue discussed was the implementation of a new stormwater utility rate, which hasn’t been updated in 15 years. This was followed by the unanimous approval of a funding agreement with Leah Restaurant, which is moving into downtown Orlando, and discussions on environmental concerns, community engagement, and the maintenance and management of stormwater in the city.
The council addressed the need for updating the stormwater utility rate due to challenges faced by the public works department, which include maintaining stormwater infrastructure amidst unprecedented rainfall and historic flooding. An extensive stormwater rate evaluation study was presented, highlighting that the current rate structure is insufficient to cover projected needs. The study aimed to review the stormwater program, identify funding needs, evaluate the rate structure, and compare rates with other Florida communities. It was suggested that the stormwater utility rate might be implemented as a non-ad valorem assessment based on yearly taxes.
The presentation stressed the importance of updating the rate to keep up with inflation and the increasing frequency of storm events. The proposed fee increase aimed to ensure fairness and equity in the fee structure, with concerns raised about stormwater management in new developments to prevent flooding in existing neighborhoods and the impact of private lift stations on water quality. The council discussed the need for capital improvements to address aging infrastructure and the impact of new developments on existing stormwater systems. The potential job creation from the proposed increase was also mentioned, with a suggestion to conduct listening sessions to inform residents about the potential rate changes.
The council unanimously approved a funding agreement with Leah Restaurant, which will move into the former location of the Travelodge in downtown. The owner, with over 20 years of experience, signed a 5-year lease and qualified for $62,400 in tenant improvement funding, $25,000 in rental assistance, with an overall investment of about $500,000.
Other ordinances discussed and approved unanimously included modifying the city code to include sustainability building benchmarking requirements, an amendment to the sign plan for the Amway Center, adopting the Florida Building Code 8th Edition 2023, and authorizing the Greater Orlando Aviation Authority to provide Crash and Rescue Services at the Orlando Executive Airport.
The council members praised the successful execution of the Orlando Marathon, with acknowledgment of the efforts of the transportation and public works departments. The meeting also recognized the retirement of Chief Assistant City Attorney Natasha Williams after 35 years of service and celebrated the UCF cheer team’s National Championship.
Environmental concerns were also addressed, with discussions on pollution, the need for infrastructure funds, and the management of overgrown vegetation in state-owned lakes. The impact of leaf blowers on storm drains and the importance of public education on stormwater management were also highlighted.
