- Meeting Overview:
The Ocoee Code Enforcement Board took decisive action against several property violations within the city during their recent meeting, with the most significant case involving a property on South Cumberland Avenue. This property was identified as a repeat violator for excessive weeds and grass growth, leading to a fine of $250 per day until compliance is achieved. The board unanimously approved the fine.
Delving into the details of the South Cumberland Avenue case, the property, which has been a chronic source of concern for the city, faced the board’s frustration due to the owner’s persistent neglect. The repeat offender’s inaction, despite previous warnings and fines, prompted the board to implement one of the stiffest penalties of the session.
As the meeting progressed, the board addressed additional cases of non-compliance. A property in the Weston Bay subdivision was cited for a large, dead nuisance tree, considered an eyesore and a potential hazard. The property owners were initially given 30 days to remove the tree, but failed to comply. The board responded by setting a 15-day compliance timeframe and imposing a $25 per day fine for continued non-compliance.
Another case involved a single-family residence with violations including junk, debris, and tall grass on the property, which also encroached upon the pedestrian sidewalk. Similar to the previous case, the property owner had not met the initial deadline to rectify the issues, leading to the same penalty of a 15-day compliance period and a $25 daily fine.
The board also tackled an issue in the Amber Ridge subdivision, where a disabled junk vehicle was reported. The owner of the offending property was given a compliance timeframe and a daily fine of $25 for non-compliance, which was unanimously approved by the board. A property on Mona Avenue faced the board for overgrown weeds and grass in the backyard, resulting in the same penalty structure.
Additionally, the meeting addressed case resolutions, including the compliance status of various properties. One particular property was found to be in non-compliance, prompting the city to request an order imposing a fine and lien. Despite an initial confusion over dates, the board corrected the motion and unanimously agreed to the city’s request.
The board also took the time to recognize a property that had reached full compliance, contrasting the positive outcome with the stricter enforcement actions taken on non-compliant properties.
In administrative matters, the board conducted the election of a chair. A discussion about the traditional role of a vice chair in their bylaws, which does not list such a position, led to a motion and a unanimous vote for the nomination of a chair. Subsequently, the board debated the necessity of electing a vice chair. After some deliberation, a member was renominated for the vice chair position, with the motion seconded and approved unanimously.
The meeting also included general updates and comments. Among these was the announcement of upcoming mandatory training for board members and the potential transition from paper documents to iPads, which could streamline the board’s operations. The meeting concluded without citizens’ comments, as no citizens were present to speak on matters before the board.
