Another ordinance that saw unanimous support was the update to the town’s employee bereavement policy. The policy now includes in-laws, aunts, and uncles within its purview, providing a three-day bereavement period.
A significant portion of the meeting was dedicated to discussing Bond Ordinance 23-9, which proposed the appropriation of $870,000, partly funded by a state grant, for improvements to Stonehenge Terrace. This ordinance drew public interest as Michael Scholman raised concerns regarding the financial prudence of incurring over half a million dollars in debt. The council provided a detailed justification for the bond, citing the necessity of infrastructure maintenance and the advantageous state grant that would cover a portion of the costs. After discussions, the council unanimously voted in favor.
The council also addressed adjustments to the township’s sewer policy with Ordinance 23-12, proposing the removal of a requirement for sewer lateral updates on substantially renovated properties, as this was no longer permitted by state code.
Financial matters were also on the agenda as the council reviewed and approved payment of claims totaling $2,485,157. Additionally, the council passed a resolution authorizing a 2.5% salary increase for the employment contracts of the pool manager and assistant manager.
The council discussed the importance of community communication, encouraging residents to reach out directly to council members for efficient resolution of issues. This sentiment was echoed throughout the meeting, as council members provided contact information and welcomed direct engagement with the public.
Another resolution awarded a contract to Robinson Aerial Surveys, Inc. for aerial photography and topographic mapping services at $7,950, funded by ARPA funds. This service will provide detailed imaging and mapping of municipal infrastructure, including the sewer system.
Addressing affordable housing, the council agreed to expand the Professional Services contract with the Township of Clark planning board attorney to include affordable housing services. This move is intended to close a gap in the policy concerning developments contributing less than a full unit’s worth of affordable housing.
The council furthered their commitment to community service by appointing Christopher Laera and Alexander Lukachevitz as members of the Clark Volunteer Fire Department, recognizing the importance of volunteerism in maintaining local safety and services.
Consent agenda resolutions were also passed, including tax refunds and balance adjustments.
Public comments raised issues including a discrepancy in the online agenda regarding a contract award to special counsel, the reduction of public speaking time from ten to five minutes, and expressions of gratitude for council support during a resident’s bereavement. The council addressed these concerns, providing justifications for the changes in speaking time and emphasizing the council’s accessibility outside of meetings.
The council members shared their personal commitment to community engagement, including making house calls and being available through various communication channels. They also discussed local events such as the Clark Travel Basketball’s annual tournament and the support provided by the ALJ Booster Club to student athletes.
