In an effort to upgrade local infrastructure, the Westport Conservation Commission has approved a major sewer and water main extension along Route Six, as well as addressing the infrastructure needs of the Macon Loop area. These projects represent a substantial investment in the community’s future environmental health and safety.
The extension of water and sewer services to properties along Route Six stood out as the primary agenda item, with the Westport Conservation Commission deliberating on the implications for property owners and the community at large. The project is poised to charge a betterment cost to property owners, aiming to cap the expense for single-family residential houses at approximately $10,000, which can be spread over a 20-year period. The notion of imposing a financial burden on homeowners, particularly those who have recently invested in new septic systems, sparked debate among the commissioners. However, the potential benefits, such as improved infrastructure and enhanced environmental conditions, were also underscored, notably by the president of Westport Watershed LLC, who argued for the project’s necessity despite funding challenges.
Another point of contention was the estimated 18-month construction timeframe, with discussions revolving around the impact on traffic flow. The prospect of lane closures during construction raised concerns about potential traffic disruptions. Furthermore, the commission considered the ramifications of future connections branching off Route Six and discussed the long-term funding sources required for subsequent phases of the project.
The Macon Loop infrastructure project was another significant topic, involving the installation of a trunk line with the cost distribution set at 20% for homeowners or business owners and 80% for the town. This project was touted as a cost-effective solution to anticipated future mandates pertaining to nitrogen levels. While there was hesitation over voting on a mandate that compels residents to spend money, the commission recognized the need to tackle issues of contaminated wells and nitrogen concentration. The project received approval from the commission.
In addition to these large-scale infrastructure discussions, the commission tackled individual property issues, such as the approval of regrading and construction in flood zones for two beachfront properties. The latter included a 14×24 single-story garage with a pervious driveway surface, where roof runoff would be directed below grade to prevent water diversion onto neighboring properties. This motion passed unanimously.
The meeting also processed standard procedural matters, including unanimous approvals for extensions of orders of conditions for properties owned by Glenn Reed and Nancy Couture. After resolving initial confusion regarding the property names, these extensions were granted without opposition. The commission then briefly touched upon a dredging project, where details about the dredging area and channel depth led to discussions about the necessity of the project, the placement of the sand, and its impact on navigation.
