- Meeting Overview:
The Palatka Pension Board recently focused on changes regarding the administration and structure of its pension plan. Most notably, the board authorized the hiring of the Resource Centers as the new third-party administrator for the pension plan. This decision followed discussions on the standard contract, fee schedule, and financial statement details provided by Scott Bower of the pension Resource Center.
The meeting also shed light on potential alterations to the pension plan itself. The board reviewed options presented by Patrick for possible changes to the pension plan’s multiplier and member contribution rates. One consideration involved fixing the multiplier for retirees to ensure a stable retirement income, despite the city’s financial risk involved with such a change. The actuary highlighted the novelty of Palatka’s pension plan structure, as none of the approximately 200 plans in the State of Florida have fluctuating benefits for retirees. The board engaged in a examination of the implications, debating the financial impact on the city and the feasibility of providing stable benefits. Additionally, there were proposals for a study to explore changing the multiplier to 3.25 and whether to increase member contributions from 6% to 7%.
The board contemplated scheduling a joint workshop with the police and fire departments to discuss the proposed changes, recognizing the importance of transparency and stakeholder involvement in the process. While the board decided to proceed with the study on the multiplier change, it acknowledged that maintaining the current pension plan structure remains a viable option.
In addition to the pension-related discussions, the board addressed code enforcement issues within the city. The proceedings before the special magistrate, Ron Brown, included cases of property violations where the board confirmed the adherence to fairness and due process. The cases involved properties with various issues such as overgrown grass, trash and debris, and deteriorating structures. The board examined evidence, including photographs, to assess the ongoing violations and emphasized the need for property owners to take corrective action or face legal consequences, such as fines or liens.
One notable case concerned a property on AA Circle Road, which had accumulated a substantial fine totaling $155,000 due to worsening conditions. Similarly, properties on North 19th Street and Washington Street faced fines of $10,700 and $3,750, respectively, for violations including deteriorating structures and overgrown vegetation. The board authorized the City attorney to file liens against these properties.
