To address these issues, measures like an Uber voucher program and the expansion of the Metro Connect Zone were discussed, with service changes slated for April.
Council members raised questions regarding the subsidy program with Uber, the impact on ridership due to route changes, and the significance of the local trolley system. Additionally, the importance of reaching out to non-English speaking communities, especially the Haitian-speaking community, was underlined to ensure residents are well-informed about the route changes.
Affordable housing was another topic, with the council delving into the Live Local Act and its implications for North Miami Beach. The act, which aims to address the statewide demand for affordable housing, introduces property tax exemptions and appropriates over $700 million in state funding to the Florida Housing Finance Corporation. However, the preemption of local government regulations on the density, floor area ratio, and height of affordable housing developments raised concerns among council members about the potential loss of local autonomy and the impact on the community’s character.
In response to these challenges, the council discussed the need for North Miami Beach to proactively engage with the community and develop viable solutions within the framework of the Live Local Act.
Legal and property-related matters also occupied a portion of the council’s agenda. The council approved the authorization to engage the services of the law firm Neighbors Giblin and Nickerson to present a contract between the city and the putative City Attorney from Greenberg Traurig. Additionally, the council unanimously approved the payment of attorney’s fees and costs to Brodsky, Donn, and Meade for Legal Services on behalf of Commissioner Michael Joseph as the prevailing party in a legal case.
Another property on 163rd Street, which had failed to comply with the required 40-year recertification, prompted a discussion on pursuing foreclosure or injunctive relief due to substantial code enforcement liens. The council agreed to authorize the city manager’s office to work with the city attorney’s office on this legal action.
The meeting also addressed the necessity of a trolley route optimization study, which sparked debate among council members and residents. While some highlighted the importance of optimizing the trolley service for the city’s growing population, others questioned the proposed $107,000 study’s cost and necessity. Ultimately, a motion was made to table the issue, passing with a 4-3 vote. Despite this, the council moved forward with the renewal of the trolley operations and maintenance services contract with Prot Transportation Inc. for $1,925,688, emphasizing the need for extensive research and route optimization during the contract period.
Other discussions included a proposed marketing agreement with a private company to offer home protection products to residents and an agreement with Miami-Dade County regarding emergency water interconnection and billing of sanitary sewer service charges. These items were approved, with the council highlighting the benefits and financial implications for the city and its residents.
As the meeting concluded, the council addressed ordinances amending local business tax receipts and regulations, zoning and land development regulations, and the retirement plan for police officers and firefighters. These discussions focused on ensuring clarity on existing regulations and their potential impact.
