The advisability of providing recommendations to the township committee on pedestrian safety improvements was deliberated, with concerns about the potential controversy and the need to focus on the more issue of the Main and Essex streets traffic direction change.
Traffic enforcement activities also commanded the board’s attention, with updates on recent radar details targeting speeding and the installation of radar speed signs at strategic locations. These signs collect data that will be analyzed to identify and address speeding issues, employing a data-driven approach by adjusting the 85th percentile speed to objectively assess road safety. The police chief emphasized the importance of this method in distinguishing between isolated incidents and systemic problems.
The board discussed the need for educational outreach to promote bike safety, particularly the importance of wearing helmets. The organization of the third annual poster contest was confirmed to help promote the Walk, Bike, and Roll event scheduled for the first week in May. The board acknowledged the successful increase in participation from the previous year and reiterated the importance of such educational opportunities to raise awareness among residents.
Regarding infrastructure, the authorization of electrical work for the Lacana Improvement project was a significant topic. This project, at a cost of approximately $22,000, involves installing motion-activated crosswalk beacons and an advanced warning beacon near the library, addressing consistent complaints and high pedestrian traffic. The board suggested creating a town map indicating pedestrian-activated beacon locations to promote safer crossing routes.
Dr. Burton brought up concerns related to the timing and impact of utility work near Washington school. She also provided an update on the Community Development Block Grant application by the township, seeking a substantial increase in funding for accessibility ramps and 2024 road projects.
The meeting touched upon the need for improved communication regarding street closures to avoid inconveniences during school pickups and drop-offs. Recommendations were made to enhance the Rave system, which alerts residents about road closures.
The crossing guard contract was discussed, with suggestions to assist the township committee in understanding the contract’s history and exploring cost reduction. The board also discussed logistical issues, such as ensuring the developers had installed agreed-upon lights behind Glenwood School and addressing resident concerns about pedestrian visibility at night.
Educational efforts were proposed to encourage pedestrians to use sidewalks and to distribute visibility aids to commuters. The board acknowledged that habits formed during COVID-19, such as walking on the street for social distancing, had persisted and required addressing.
Lastly, the issue of a recurrent icing problem at the intersection of Troy and Lawrence was noted, with recent repaving efforts providing some relief, but a more extensive road reconstruction project was deemed necessary for a complete resolution. It was not identified as a significant safety concern at present but was recognized as an area needing future roadwork attention.
