Public comments pointed to the community’s engagement with the city’s growth and governance. Residents raised issues ranging from local infrastructure, such as the delay in a project on Golden Gem Road and concerns about road maintenance, to governance matters like a call for a charter review and a forensic audit. The low voter turnout in a recent election was a recurring theme, prompting discussions on civic engagement. The Naomi Kids organization received public support for its positive impact on the community, with individuals sharing experiences of the programs’ benefits to Apopka’s youth.
The council gave attention to the Parks and Recreation director’s recommendation for a ground lease agreement with the Orange Audubon Society for a property at Apopka Buring Park. The lease will enable the society to convert an old maintenance building into a nature-based education center and rebuild bird habitats.
Another focal point was the city’s support for local businesses and minority and women-owned enterprises (MWBE). A presentation outlined the current policies, including the percentage of contracts awarded to local and out-of-city vendors. The council considered monitoring contracts and local vendors for 12 months before potentially increasing local preference policies from 3% to 10%. Furthermore, the possibility of conducting a disparity study or community assessment was proposed to gather defensible data before implementing new MWBE policies.
The meeting also addressed infrastructure and city employee concerns. A resolution was discussed regarding the acceptance of findings from an independent salary and benefits study, revealing that approximately 200 city employees would receive pay increases, with the city’s benefit plans considered top-tier. Additionally, the Finance Director detailed a budget amendment for the fiscal year, touching on costs for emergency designations and reallocations for various projects.
The renovation of the Fire Department’s stations was another key topic. Plans for stations 2 and 3 were under review, and station 4’s finalization was imminent. The list of items for the Fire Department, lacking completion dates, brought a commitment to addressing outstanding issues.
Regarding governance, the council showed consensus on the need for a forensic audit discussion in an upcoming meeting. An attorney provided insights into the city Charter’s role in determining candidate qualifications, addressing concerns about document legitimacy. The possibility of a shade meeting to discuss a specific development proposal was mentioned, as well as upcoming community events.
