- Meeting Overview:
A recent Bradley Beach Borough Council meeting addressed a myriad of issues, with financial concerns taking center stage. The council grappled with a delayed budget delivery, a contentious decision on free beach badges, and a resident’s call for a criminal investigation into the mayor’s conduct. Other topics included the Shade Tree Commission’s initiatives, public works projects, and the condition of local lakes.
Financial transparency and accountability were concerns at the meeting, as residents and council members expressed frustration over the delayed 2022 audit and the budget for the third consecutive year. Concerns were raised about the “messy” financial records and the impact on the town’s financial planning and operations. The discussion extended to the potential penalties for not meeting the budget introduction deadline and the need for a workshop to address these issues.
The debate over the decision to provide free beach badges to the St. Rose PTA exemplified the council’s broader discussions on fiscal management. The disagreement was marked by concerns over the precedent set by giving out free badges and the implications for the town’s finances. Additionally, there was frustration over the financial burden of hiring an attorney to review the work of other attorneys and the perceived negligence in negotiations that led to additional legal expenses.
The Shade Tree Commission’s efforts to enhance and protect the town’s tree canopy were a notable point of discussion. The commission has successfully engaged in planting and removing trees, obtaining Tree City USA status, and securing a $115,000 grant for a tree inventory. They also discussed updating the shade tree ordinance to align with state regulations and address construction impacts on tree coverage. However, challenges remain, including the need for DPW staff to undertake tree trimming courses to support these initiatives.
Environmental concerns were voiced by residents during the public comments portion, particularly regarding the use of gas leaf blowers by the public works department and suggestions to explore electric alternatives. Other inquiries from the public included questions about the reallocation of the DPW site, the sale of town assets, and the management of stormwater projects.
The meeting also touched upon the police department’s culture and the need for systems that allow employees to report misconduct. These discussions were further amplified by a resident’s demand for a criminal investigation into the mayor, following allegations of a cover-up of criminal activity and a report withheld for 45 days.
In terms of community initiatives, the council discussed the launch of the fallen heroes trust fundraising site and the successful funding of $1,416,279 for Main Street improvements. The mayor’s Wellness campaign and Community Project funding were also updated, illustrating ongoing efforts to promote health and well-being in Bradley Beach.
A resident named Anthony Deo proposed an ordinance to limit real estate tax increases and suggested the establishment of a stewardship commission to reduce taxes. Additionally, there was a call for expediting the sale of a church to create a special environmental account. This proposal was indicative of the broader concern over the town’s tax bills and financial management.
The retirement of Bob Rosenberg was acknowledged with gratitude. Meanwhile, the full occupancy of the room, with 52 seats available, suggested high public interest in the council’s proceedings.
Despite the varied agenda, the meeting ended on a lighter note, with public comments covering personal anecdotes, medical experiences, and local sports memories.
