- Meeting Overview:
At the latest Boston School Committee meeting, one notable issue revolved around the proposed fiscal year 25 budget of $1.5 billion as presented by the interim Chief Financial Officer, David Bloom. The budget drew significant public attention for its key changes, particularly the allocation of additional funds to transformation schools, instructional programming, and revisions to current budget grants. However, a central theme emerged from public comments: concerns over the adequacy of support for inclusion programs and equitable resource distribution, especially for students with disabilities and multilingual learners.
The budget proposal’s impact on specific programs and support initiatives sparked a debate about the inclusivity and support for students with disabilities and the allocation of resources for athletic programs and facilities. During the public comment period, speakers, including a teacher from the OD Donal School, expressed frustration with the implementation of inclusion plans and the lack of resources to support the growing needs of diverse student populations. A third-grade teacher at the Curley K-8 School shared similar concerns, emphasizing the need for adequate staffing to successfully meet students’ needs.
Public testimony also highlighted the negative effects of potential staffing cuts, as voiced by Holly Jordan, co-president of the School Parent Council at the Beethoven-Ohrenberger School. She discussed how eliminating positions would affect the school’s ability to maintain its status and address the mental health crisis among students. Bridget Fantini, a parent at KP Manning School, raised concerns about the lack of teachers of color in the new inclusion model proposed for her school. Parents from the Hurley School, including Sonia Medina and Ensia Calderon, called for additional support and bilingual teachers, citing frustration over budget cuts that could impact their children’s education.
Other speakers, such as Dr. Jacqueline Rodriguez, a bilingual school psychologist, emphasized the need for more professionals who can communicate with families in their native languages. Meanwhile, Nikki Dicker shared a distressing incident involving her daughter, pointing to a systemic failure to ensure the safety of students with individualized education programs (IEPs).
The superintendent, Mary Skipper, provided updates on various district activities, including the Capital planning team’s community engagement for long-term facilities plans and the Office of Family and Community Advancement’s support for newly arrived families. Skipper also acknowledged the importance of social workers in schools.
During the action items portion of the meeting, the committee unanimously approved the appointment of Lena Harix as executive secretary to the Boston School Committee and grants totaling $91,900. A discussion unfolded around the submission of a statement of interest for a new core project to the Massachusetts School Building Authority for the BCLA McCormack 7 to 12 school, which would promise a state-of-the-art campus connected to the UMass Boston campus. The committee and superintendent underscored the necessity of transparency and community trust.
The committee engaged in a discussion regarding the implementation of the Student Opportunity Act (SOA) plan, which included initiatives such as early literacy, Early College and Career Pathways, and enhanced pipelines for educator diversity. Members expressed concerns about the validation of curricula used in early literacy programs and the recruitment pipeline for educators of color, to which Skipper responded with reassurances of ongoing efforts to address these issues.
Further discussions included the transition from a weighted student formula to a team-based teaching approach, sustainable budgeting, and the impact on schools and staffing models due to budget changes. These include shifts in program models and ESL minutes requirements, as addressed by interim CFO Bloom. The committee also examined the allocation and spending of Title One and Esser funds, particularly concerning their use for multilingual learners.
The committee’s debate over the potential renovation project for the BCLA McCormack school was indicative of broader concerns about fiscal management, equity, and prioritization within the district’s capital planning projects. They voted unanimously to authorize the superintendent to submit a statement of interest for the project to the MSBA.
