- Meeting Overview:
The Halifax Conservation Commission recently convened to deliberate on a series of significant items, with the proposed Senior Housing Development on Monon Street taking center stage. The project, presented by Thor Development’s president and their engineer, includes a 30-unit and two 36-unit three-story buildings, along with the donation of land to the town for a senior center and the construction of pickleball courts. Residents and commission members raised various concerns regarding building height, misinformation, stormwater management, and the potential impact on the local community’s aesthetics.
A central issue discussed pertained to the Senior Housing Development and its impact on the community. Residents voiced concerns over the drainage system and the risk of flooding, with one recalling a head-on collision caused by water accumulation. Questions were raised about the perceived aesthetics of the proposed community center’s location, which the commission clarified was specified in the town meeting vote and master development agreement.
Proximity of garages to property lines, the need for retaining walls, and landscaping were also contentious topics. The commission assured residents that detailed landscaping plans were being formulated to ensure privacy and reduce noise pollution. Trash management was another point of contention, with a resident highlighting the presence of debris around the area, prompting the commission to acknowledge the need for better maintenance.
The design and layout of the project, particularly the types of trees and shrubs to be used for privacy and sound barriers, were also discussed. The commission promised a scaled rendering of the landscaping plan for better visualization. Further, water management and storm drainage were debated, with the commission stating that the systems would be engineered to meet the required standards. However, some residents sought more detailed explanations and engineering specifics.
The age restrictions for the senior housing community were also a topic of debate, with residents expressing differing interpretations of federal law regarding the prohibition of permanent residency for children under 18. The commission stood by their understanding of the law, based on past projects and experiences.
Another agenda item was the designation of a peer review engineer for the project. The commission debated between Outback Engineering and Pat P. Brennan, each having different perceived advantages. The commission ultimately decided to retain Pat Brennan and agreed to open a revolving account with $5,000 for the project’s engineering review. The timing of the next hearing was suggested for late April to early May.
The meeting also addressed the placement of a building and the pending approval of a bylaw that could impact the plans. The Form A application for a property across the street was discussed, involving land subdivision for the pickleball courts and senior center, and a conservation restriction on a particular parcel. Members expressed curiosity about the popularity of pickleball and concerns over potential noise issues. The approval of the Form A application concluded this portion of the discussion.
