- Meeting Overview:
During a recent Newbury Conservation Commission meeting, discussions revolved around various environmental projects and their potential impacts, public safety concerns related to a parking space variance request, and the need for detailed project information. Notably, the commission failed to approve a request for a variance to exceed the allowed size of parking spaces on 33rd Street but approved an alternative plan without the approach apron.
The meeting included a discussion about a request for a variance concerning the size of parking spaces on 33rd Street. The applicant cited public safety concerns, arguing that the larger parking spaces were necessary to avoid the risks associated with backing onto Northern Boulevard. Commission members considered the request, debating whether there were reasonable alternatives that complied with the local Wetlands bylaw and the potential environmental impact on the surrounding area, particularly the barrier Beach with primary access on 33rd Street. Despite the concerns raised, the commission ultimately did not approve the variance request but allowed an alternative plan that excluded the approach apron.
Another issue was the lack of approval for a temporary research station’s request for determination of applicability, which was to be placed on Town-owned land within the salt marsh along the Parker River. The project, which involved the installation of an additional boardwalk length perpendicular to an existing boardwalk, was represented by an environmental veteran and further detailed by a representative from the Marine Biological Laboratory. The commission deferred a decision pending further information, particularly concerning the necessity of select board approval and the environmental implications.
The commission also deliberated a habitat management project for rare and declining species on state-owned property. Members raised concerns regarding the project’s details, particularly the location and methods of treatment. There was a consensus that more detailed information was needed and that an ecological restoration notice of intent might have been a more appropriate filing. The absence of the applicant at the meeting was noted, with some members expressing dissatisfaction with the lack of presentation.
Additionally, discussions touched upon a project on Johnson Lane, where the commission approved erosion control measures and work delineation with the condition of replacing two trees and adding a stone apron to minimize mud tracking. The public hearing for a two-family dwelling on Marshm Lane was continued due to concerns over sediment control.
The meeting concluded with considerations about the frequent closures of shellfish beds due to combined sewer overflow (CSO) releases following heavy rain. The commission expressed concerns over the impact of these closures on the local ecosystem and shellfish industry.
