The second reading of ordinance 244, which involved adopting an amended Route 18 Corridor Redevelopment plan, was a part of the council meeting. Concerns were raised by a resident, Mr. Malcin, who was apprehensive about the possible inclusion of his property at number one Ruth R Street in the redevelopment zone. Despite reassurance from officials that the plan did not involve his property, Mr. Malcin sought written confirmation. Another resident, Mr. Trakman, brought attention to the poor condition of the L Park tennis courts, questioning the council’s explanation that the tidal basin’s influence was responsible for the damage and expressing doubt over the proposed solutions.
The mayor discussed the new solid waste and recycling program, recognizing the challenges faced by residents in adhering to new rules, especially during heavy rain that impacted the storm water system and caused flooding in some areas. The business administrator praised the Department of Public Works for their handling of the rainstorm’s impact and addressed the difficulties in transitioning to the new garbage collection system. It was also noted that schools, which previously had their garbage collected under the township’s contract, were now required to arrange their own contractor due to changes in residential pickup services.
The introduction of the municipal budget for the year 2024 was another focal point of the meeting, where the mayor pointed out a 0.56% tax increase. The rise was attributed to the increased costs of garbage pickup and losses in the parking deck. Council members expressed their appreciation for the fiscal responsibility displayed in the budget, noting the balance of increased services and positions. Additionally, a resolution for authorizing emergency temporary appropriations was discussed, explained as necessary since the budget for the year had not yet been adopted.
Further discussions included the range in town for long guns and shotguns and the agreement with a neighboring municipality for its usage. The council also contemplated the suggestion to mulch leaves instead of bagging them during leaf pickup and addressed a discrepancy in getting a response from the EPA regarding a charging station. One member suggested contacting the environmental division of the health department for clarity.
The public comment portion of the meeting provided residents with the opportunity to voice additional concerns. Mr. Inran inquired about issues with his water meter and sought information about the spring cleanup schedule for leaves and twigs. The council members provided guidance on the pickup schedule for such debris.
