Leesburg Commission Approves Housing Development
- Meeting Overview:
The Leesburg City Commission has greenlit a settlement agreement with Sunnyside Lake Landing Holding LLC and Seno Ventures LLC, which will pave the way for the development of 150 single-family homes on approximately 120.5 acres, amid concerns over environmental impact and public notification procedures. This decision follows discussions on the potential prejudice due to alleged late notice of the agreement to the public and debates on the correct advertising process followed by the city.
The settlement agreement was a focal point during the meeting, as it concluded a dispute that arose after the city initially rejected a petition to rezone the property. The Commission had previously directed the city’s attorneys to negotiate a settlement, deeming it beneficial for the city. The agreement requires the adoption of a planned unit development (PUD), which faced opposition from members of the public during the meeting. Some residents voiced their frustration over not being properly informed about the discussions, with one individual stating their opposition to the proposed development. Concerns about the environmental impact of the project on local wetlands and the adequacy of the existing infrastructure, including roads, were also raised.
The petitioner’s attorney clarified that the entity was a Delaware Corporation and confirmed the execution of the settlement agreement by the client. Despite this, a motion to table the settlement agreement until April 22 to address concerns and allow for additional public input did not progress due to lack of a second.
The commission also addressed an ordinance to amend the city code of ordinances regarding elections. This amendment aimed to establish five single-member commissioner districts, aligning the city code with a previously passed charter amendment. The commission decided to table this item for further contemplation and discussion at a subsequent meeting.
In a related development concern, the commission engaged in the first reading of an ordinance involving the rezoning of land by Sunnyside Lake Landing Holding LLC and Seno Ventures Florida LLC for a planned unit development. The proposed development would see a reduction in the total acreage and number of units originally planned, with an emphasis on preserving wetlands and including recreational areas.
Additionally, there was a first reading of a plan development overlay (PDO) for office, retail, and classroom usage on a parcel zoned for high-density residential use. The Community Development Corporation (CDC) sought the overlay to expand permissible uses on the property, which had previously been used for residential purposes. Discussions ensued on the Pine Street project, with requests for more details on its goals. A decision was made to delay the PDO item for further examination.
Recognition was given for the city’s involvement in the funeral of Sergeant Hall, with Murray Tucker from the Cemetery Board of Trustees expressing gratitude. Dr. Erica Jasper also took the opportunity to promote the upcoming annual spring cleaning event.
The meeting concluded with updates from the city attorney, city manager, and commissioners. A motion to adjourn was made, seconded, and carried, ending the session.
