The constraints of the library buildings not only affect the availability of diverse collections and materials but also the capacity to host a range of activities. The Youth Services librarian gave examples of how programming is hampered by the small indoor spaces and the challenges of moving supplies between locations. The Technical Services librarian discussed the lack of privacy for patrons who need assistance with sensitive personal and technological matters.
With the community’s interest in the library as a place for indoor recreation and entertainment, the current space limitations pose significant challenges.
The board addressed the need for a new library that would provide the space necessary to accommodate the desired programming, collections, and technological resources. The presentation tied the need for library improvements to the Yarmouth Vision Plan, which aspires to make Yarmouth a great place to play and learn. The library’s role in achieving this vision was emphasized, with modernized facilities needed to offer a variety of activities and programs for all ages.
In addition to the library discussions, the Select Board approved interim loan notes for the Wastewater project. The Director of Finance presented the request for a motion and vote on the interim loan note, which totaled approximately 41.6 million for construction and construction services. The town will be borrowing through the Clean Water trust, which has voted for 0% financing. This project is a critical step in the town’s Wastewater comprehensive plan, with contracts two and three for phase one already approved and mobilization underway.
The meeting also touched on the upcoming 400th anniversary of Yarmouth, with an intent to submit nomination papers for the select board expressed and acknowledgment of John Sawyer’s 40 years of service at the fire station.
Another topic of discussion was the Wastewater interim loan note, which is a part of the town’s broader Wastewater project. The Director of Finance explained that the town recently approved contracts two and three for phase one of the Wastewater comprehensive plan, and the interim loan notes, totaling around $41.6 million, would be borrowed through the Clean Water trust at 0% financing.
The meeting also included discussions on community housing and coastal resiliency, with updates on the Municipal Vulnerability Program for Coastal Resiliency and the acceptance of resignations from the Disability Commission and the Yarmouth Board of Assessors. The board approved the consent agenda and discussed appointments, emphasizing the need for broad perspectives on coastal flooding.
Regarding the library, consultants presented findings from a needs assessment and a building program. The town would need to commit to appropriating funds for the design phase to proceed with the grant application. The importance of understanding the evolving role of public libraries and the need for a shared vision for future improvements was also a focus of the meeting.
Throughout the discussions, the Select Board highlighted the importance of community engagement, particularly in light of the community survey with around 650 to 700 responses. Public meetings and involvement were deemed essential, especially in the context of the grant application process for the new library. The board suggested that library consultants should be present at these meetings to facilitate discussions.
