The proposal included adjustments to the garage, pool house, covered veranda, office, and other property elements, with Mueller detailing changes to the driveway, retaining walls, and landscaping. O’Dowd’s objections centered on side yard setbacks and building coverage, which were core issues of the debate. Mueller defended the revisions, citing efforts to address these concerns, while O’Dowd emphasized the deviations from existing zoning rules.
Additionally, the council approved applications BA-26-23 for a generator at a condominium property, DA-1 D24 Santiago4 Morgan Stanley for new signage, and BA-0224 for a construction project with reduced setbacks. Application BA-1 17-23 was also approved, allowing for the construction of a two-story addition with variances for fence height, building height, and coverage.
The discussion on the 40 Spring Brook Road property also encompassed the proposed expansion’s impact on neighborhood aesthetics and privacy. Questions were raised about the number of stories in the proposed structure, the visual impact of the surrounding walls, and the definition of a pool house and its potential to be a separate living structure. Additionally, the design of the garage and its connection to the main property were scrutinized, with the intention to maintain it as a non-living space.
The meeting further addressed the design and landscaping of the proposed structures, with a focus on architectural aesthetics, including window placement, the addition of a porch, and a copper roof. The architect provided visuals and defended the design choices, while the council debated the impact on neighbors, particularly regarding lighting and the distance between buildings.
