- Meeting Overview:
The Gardner Conservation Commission convened to discuss several important environmental matters, with a key focus on the debate over proposed routes for a new bike trail and its potential impact on Crystal Lake and surrounding wetlands. The meeting also addressed requests for an extension of the Order of Conditions for vegetation management on Kendall Pond, the continuation of a nature trail connector project, and concerns regarding the development of various local projects.
The focal point of the meeting was the detailed examination of potential routes for a bike trail and the associated environmental implications, particularly concerning Crystal Lake. The commissioners debated various aspects, including the trail’s potential to affect the lake’s water quality and the local wetland ecosystem. A specific concern raised was the risk of oil spills which could jeopardize the lake’s status as a drinking water source. The commissioners requested additional information and visuals to better understand the potential environmental impacts and appropriate mitigation strategies. The trail’s historical significance and alignment with the city’s master plan for transportation and recreation were also considered during the discussions.
In addition to the bike trail deliberations, the commission approved a three-year extension request from Water and Wetland’s aquatic biologist, Scott Conrad, for the ongoing vegetation management program at Kendall Pond. Conrad confirmed that the same chemicals previously used would continue to be utilized for the maintenance program.
The commission also discussed a nature trail connector project, which involved revisions for a culvert and wetland mitigation area. Concerns were raised about the project’s potential impact on wetlands and the environment, including issues related to trash dumping and camping. Questions regarding parking for trail users, the condition of existing trails, and the feasibility of utilizing old railroad beds were part of the conversation. The need for further evaluation of the proposed routes was a point of emphasis.
The commission grappled with the challenge of selecting consultants for a fair and impartial review of the wetland delineation line for a property located at 12218 Road South. The commission agreed to provide the names of three consultants and continued the hearing until April 8.
Another topic of interest was the consideration of alternative routes for the bike trail due to private ownership and safety concerns on Kelton Street. The commission requested a plans for the new route and highlighted the importance of maintenance responsibilities and appropriate signage. The commission also addressed the All Purpose Storage Garden project, expressing concerns about delays and the condition of the site. A property on M Street with an open permit raised questions about its impact on nearby wetlands.
The local ballpark’s potential installation of a digital scoreboard was another discussion point. A request for a hardship exemption for certain fees was presented, and the commission supported the initiative, discussing the use of funds for the scoreboard’s installation.
In addition to the aforementioned topics, the commission touched on the School building committee’s plans and their potential impact on wetlands. Ongoing concerns about a property with an open permit and the presence of manure near a stream were also on the agenda.
