- Meeting Overview:
The Chatham Select Board meeting recently concluded with several topics addressed, including the appointment of a new Harbor Master, discussions on utility and entertainment permit approvals, and a shared energy manager initiative involving multiple towns. The meeting started with the announcement of Jason Holm as the new Harbor Master, followed by debates on the potential impact of live music at a local restaurant and the consideration of a memorandum of understanding for a part-time energy manager position.
Jason Holm’s appointment as the new Harbor Master was a focal point of the meeting. Holm, who has extensive experience in maritime public safety and previously served as Deputy Harbor Master, was recognized for his promotion. The Town Manager expressed enthusiasm for Holm’s new role. The outgoing Harbor Master, Stuart Smith, was honored for his 39 years of service with a town proclamation and citations from the Massachusetts State Senate and the House of Representatives.
Another topic that garnered considerable attention was the request by Apulia Kitchen and Tiki Bar for a new entertainment license to host outdoor live and recorded music. The proposal sparked a debate among residents, board members, and the business owner regarding the potential noise impact on the neighborhood. Residents raised concerns about noise levels, with some suggesting specific restrictions such as acoustic music and limited hours to alleviate potential disturbances. The board engaged in a constructive dialogue with the public, striving to balance the interests of the local business with those of the neighboring community.
The discussion on entertainment permits extended to other local businesses, with concerns about parity and fairness in granting permissions for outdoor entertainment. A representative from another business expressed interest in obtaining similar permissions.
In addition to entertainment concerns, the board considered utility license requests and a name change for the Railroad Museworking group to the Railroad Musecommittee, acknowledging the group’s contributions and granting it the same status as other town committees. Special one-day alcohol permits and entertainment licenses for the Chatham Creative Arts Center, Chatham Historical Society, and the Atwood Museum were also discussed and approved with attention to details such as specific types of alcohol and the management of the events.
An even broader topic was the memorandum of understanding between the Cape Light Compact and the town of Chatham, along with Brewster, Eastham, and Orleans, for a part-time energy manager position. This role would involve managing solar and storage projects, energy programs, and grant applications. The board approved the MOU, recognizing the benefits of this shared resource and grant-funded program.
The town manager’s monthly report provided updates on the annual town meeting warrant, including 47 articles and the provision of childcare services during the meeting. The report also highlighted anniversaries of town employees, the retirement of Harbor Master Stuart Smith, and ongoing projects such as tree removal and a community housing survey.
